2019 Census jobs in Kenya- Applicants to know fate as KNBS is set to release list of shortlisted candidates

Thousands of Kenyans who applied for the Census jobs are looking forward to know their fate as the Kenya National Bureau of Statistics, KNBS, is set to release the list of successfully applicants.

KNBS is seeking to recruit close to 164,000 personnel on short term basis. 135,000 enumerators will be recruited on a temporarily basis, 27,000 will be content supervisors and 2700 will be Information Technology, IT, persons. Also to be hired are village elders, security personnel and coordinators to assist in making the exercise flawless.

The 2019 Kenya Population and Housing Census will be the 8th in Kenya’s history. Other censuses were conducted in 1948, 1962, 1969, 1979, 1989, 1999 and 2009. Information that will be generated from the 2019 Census will help with planning, budgeting and programming for important services; future policy formulation as well as resource allocation across counties and the National Government.

Mobile based technology to be used in data collection in a bid to ensure that the final figures are accurate.

Tablets configured by two contracted local universities; Jomo Kenyatta University of Agriculture and Technology and Moi University, will be used during the census. Key benefits of using modern technology in data collection during the exercise will include reduction of time for data processing, analysis and release of the results. The use of mobile technology in the census will also save the country from printing millions of paper questionnaires.

According to the official KNBS programme of activities, Shortlisting of ICT Supervisors, Content Supervisors and Enumerators will be done by Sunday 7th July, 2019. While interviews will have to be accomplished by 18th July, 2019.

Several jobless youths have come out to criticize civil servants for their move to show interest in the Census jobs. The youths have vowed to take civil servants head on if they will be given the jobs; which the youths feel should be left for them.

Statement by Hon. Mwangi Kiunjuri, CS Agriculture, on the status of maize payments

The embattled Cabinet Secretary for the Ministry of Agriculture and Irrigation, Hon. Mwangi Kiunjuri, has, today, issued a statement on the status of his Ministry’s pay outs to Maize Suppliers to the National Cereals and Produce Board, NCPB. The Minister has been under immense pressure to pay farmers for supplies of maize grains to the NCPB.

“This afternoon, following H.E the President’s directive on maize payments, I released a statement clarifying the the issues at hand.

I pointed out that from 16th October 2017 to date, 9.4b has been paid to NCPB out of which 7b was paid to farmers before I assumed office as the CS Agriculture.

1198 farmers have been paid. 900 farmers who have been vetted are expected to receive payment by this evening. 44 farmers who are claiming 217 million have not returned their verification forms therefore they are yet to be paid, while 152 others are under investigations by EACC.” Hon. Kiunjuri says.

HELB Loan defaulters’ headache- Agency’s response on engagement of law agencies to prosecute loan defaulters after widespread public outburst.

The Higher Education Loans Board, HELB, has maintained that all loan defaulters currently in formal employment must be forced to pay their debts. This after Education Cabinet Secretary, Dr Amina Mohammed, received public condemnation following her assertions that a major crackdown will be mounted for beneficiaries who have since defaulted.

On Wednesday, 20th February 2019, Dr Amina said the government will step up efforts to recover over Kshs 7.2 Billion in loans by past beneficiaries. She said the radical exercise will kick off soon and those in the diaspora will not be spared either. “We are going to partner with our law enforcement agencies to track down those holding jobs and yet are reluctant to stand up to be counted as responsible and patriotic citizens who honour their debts,” she said. This directive caused anger among youths and even some politicians.

But, HELB is not ready to cede ground any time soon and according to the agency’s Chief Executive Officer, Charles Ringera, the law will take its full force to ensure all defaulters are brought to book.

Our State Department Web site for the 2024 Diversity Visa Program (DV-2024) is now open. The entry submission period for DV-2024 is from 12:00PM EDT (GMT -4) on October 5, 2022 to 12:00PM EST (GMT -5) on November 8, 2022. The entry form will only be available for submission during this period and this period only. Entries will NOT be accepted through the U.S. Postal Service.

2019 Census jobs- Why most Kenyans are opposed to the manual applications through Chiefs and their assistants

The Kenya National Bureau of Statistics, KNBS, has advertised positions for the 2019 Census exercise. Of the advertised posts, 2,700 are for Information and Communication Technology (ICT) Supervisors, 27,000 posts for Content Supervisors while, 135,000 vacancies will be filled by Enumerators. Interested candidates should submit their applications by 24th June, 2019.

According to the advert, ICT Supervisors are expected to submit their credentials to the respective County Statistics Offices. On the other hand, Content Supervisors and Enumerators should submit their applications to Chiefs and Assistant Chiefs; respectively. The move by the agency to use Chiefs and their assistants in the recruitment process has angered a section of Kenyans. This group holds that using Chiefs would make the recruitment process flawed and riddled with corruption. In the just concluded Huduma Number registration exercise, Chiefs were used to recruit the Huduma clerks a move that saw the exercise marred with irregularities in recruitment; with some chiefs recruiting only their kinsmen. They now want KNBS to make the application process purely online.

Here are some comments made by angered Kenyans, online;

Marigiri; “Corruption! Corruption! Corruption! Make it online please! Offline will encourage ‘kitu kidogo’ syndrome.”

Bill; “Manual application is just promoting cheifs to perfectly extend corruption. online application is the best idea.”

Mathew Ngeno; “The application should be online to get rid of corruption,nepotism and favorism that we witness during the huduma namba.”

Linus Kim; “Hello, how sure are you the recruitment exercise will be fair by sending applications to chiefs and sub chiefs offices…won’t this thing be of relatives only like what happened in huduma number. Online thing works best.”

Kings Alex; “Too bad the application will again have to pass through chiefs/subchiefs just like that of huduma namba. These are the most corrupt and unscrupulous rascals in Kenya. We had to pay 5K each to get that job. Others only employed their relatives! They’ll reap big this time round.”

It remains to be seen if indeed KNBS will change tune and have the applications done online, as requested by a section of Kenyans.

Submit an Entry

There is a limited period of time during which you can register for the Diversity Immigrant Visa (DV) Program during each fiscal year. Each year, the Department of State publishes detailed instructions for entering the DV Program. These instructions include the dates of the registration period during which you will be able to enter.

All entries must be submitted electronically on the Electronic Diversity Visa (E-DV) website during the specified registration period. No late entries or paper entries are accepted. The law allows only one entry by or for each person during each registration period. The Department of State uses sophisticated technology to detect multiple entries. Print this confirmation screen for your records. It is extremely important that you retain your confirmation number. It is the only way you can check the status of your entry, and you will need it to obtain further instructions or schedule an interview for a visa if you are selected.

There is no cost to register for the DV Program. You are strongly encouraged to complete the entry form yourself, without a “Visa Consultant,” “Visa Agent,” or other facilitator who offers to help. If somebody else helps you, you should be present when your entry is prepared so that you can provide the correct answers to the questions and retain the confirmation page and your unique confirmation number.

Matatu Operators call off strike, promise to support the government’s drive to bring sanity on roads

The Federation of Public Transport Operators, FPTO, have called off their strike over the enforcement of the tough traffic rules that saw transport services paralyzed, county wide. Most operators kept their vehicles off the roads,a move that saw the Transport Cabinet Secretary direct the Kenya Railways to introduce more commuter train trips to cushion stranded passengers.

Earlier, the Interior Ministry’s Principal Secretary, Dr. Eng. Karancha Kibicho, met with leaders of the Federation of Public Transport Operators regarding the ongoing crackdown to improve road safety.

During the meeting, the Principal Secretary assured them that the government is focusing not just on matatus but the whole public transport sector. The Operators agreed to support the Government in this endeavor.

Graffiti to remain on matatus

In a rejoinder, the National Transport and Safety Authority’s boss, Francis Meja, has directed that graffiti on matatus which do not obstruct the Sacco names and windows can be retained. What is the Inua Jamii Programme?

It is a Government Consolidated Cash Transfer Programme that supports the most vulnerable citizens by providing them with a bi-monthly stipend to cushion them from poverty and vulnerabilities with the aim of improving their lives. The program is fully funded by the Government of Kenya.

Who does the Programme target?

  • Household with Orphans and Vulnerable Children (OVC);
  • Older Persons; and
  • Household taking care of Person(s) with Severe Disabilities.

Who administers the Inua Jamii Programme?

The programme is implemented by the Ministry of Public Service, Gender, Senior Citizens Affairs and Special Programmes through State Department for Social Protection, Senior Citizens Affairs and Special Programmes.

What are the eligibility criteria of the Cash Transfer Programmes?

  1. Cash Transfer for Orphans and Vulnerable Children (CT-OVC) is for:
    • An extremely poor household with one or more orphans and vulnerable children (OVCs) as a permanent member;
    • A household with a caregiver who is chronically ill and/or unable to perform his/her ordinary duties; and
    • A household not benefiting from any other government cash transfer
    • The beneficiary must be a Kenyan citizen

ii.   Older Persons Cash Transfer (OPCT) is for an older person who is:

  • A Kenyan citizen, 70 aged years and above;
  • Must have valid Kenyan I.D.; and
  • Not receiving pension.

iii.   Persons with Severe Disabilities Cash Transfer (PwSD-CT) is for

  • A household with a person with severe disabilities;
  • A household not enrolled in any other Cash Transfer programme;
  • A household with no member receiving pension; and
  • The beneficiary must be a Kenyan citizen.

How many beneficiaries are targeted for payment in the March -April 2022 and May-June 2022 payment cycles?

The program targets to pay 1,072,903 beneficiaries. These beneficiaries include;

  • Regular Inua Jamii Beneficiaries;
  • Beneficiaries/caregivers who had no bank accounts but have now opened accounts and the accounts have been approved;
  • Retargeted beneficiaries who have had their accounts opened and approved.

Are all beneficiaries / caregivers who were in the previous payment expected in the current payroll?

No, the reason being that:

  • Reported OVC households where youngest child has attained 23 years have been exited from the program; and/or
  • All reported deceased beneficiaries for OPCT and PWSD have been exited from the programme.

How much money has the Government released for paying the beneficiaries?

The Government has released Kshs. 8,601,927,000 for disbursement to Inua Jamii Programme beneficiaries.

What does the Choice Payment Model entail?

The Choice model offers beneficiaries the freedom of opening new Inua Jamii bank accounts with one of the six (6) contracted banks of their choice.

The 6 contracted banks are:

  • Co-operative Bank of Kenya Ltd (CO-OP Bank);
  • Equity Bank Kenya Ltd (EBLK);
  • KCB Bank (Kenya) Ltd;
  • Kenya Post Office Saving Bank (POSTBANK);
  • Kenya Women Microfinance Bank Plc (KWFT); and
  • National Bank of Kenya (NBK).

How will the Inua Jamii cash payment be delivered to the beneficiary?

Payment will be transmitted electronically by the banks in to the Inua Jamii bank account of a beneficiary / caregiver who will access the payment at their own convenience.

What are the features of the Inua Jamii account?

  • All transactions are authenticated biometrically by the beneficiary or selected caregiver(s);
  • Transactions can be made at widely distributed outlets / pay points countrywide;
  • No ledger fees or other standing charges;
  • Two (2) free withdrawals per payment cycle by the account Any subsequent withdrawals will be charged at a fee to be determined by the banks;
  • Two (2) additional balance enquiries per cycle free to the account

How much will beneficiaries receive during this payment?

This being a combined payment, each beneficiary is expected to receive Kshs. 8,000

For March -April 2022 and May-June 2022 payment cycles.

When will the current payment cycle commence?

The payment of Inua Jamii programme beneficiaries will begin from Monday 11th July 2022.

What is the payment duration?

Under the Choice Payment Model, there is no timeline for accessing payment since this is a normal bank account. However, beneficiaries are encouraged to maintain an active account by making periodic withdrawals (within every six months) to avoid accounts falling dormant.

Beneficiaries can access funds at their own convenience anywhere in the country.

However, if a beneficiary does not access their accounts for certain periods, the accounts will be affected as follows:

  • Account will become Inactive: when there has been no activity in a beneficiary account for four months (two consecutive cycles); or
  • Account will fall Dormant: if no withdrawal has been made in a period of six (6)

Which are the pay points where beneficiaries can collect money from?

The beneficiaries and caregivers can collect money from:

  • the nearest authorized bank agent of the banks they have opened an account;
  • Over the counter of the Bank they have opened an account

What should a beneficiary or caregiver carry with them when going for payment?

  • Inua Jamii payment card;
  • Beneficiary National I.D.; and
  • Caregiver National I.D.

What is a beneficiary required to do when their account becomes inactive / dormant?

  1. When the account becomes inactive, the beneficiary must ensure to transact before the third cycle (6 months) so that the account does not fall dormant.
  2. When the account falls dormant, the beneficiary must go to their bank in person and activate it

Proof of Life

It is very important for beneficiaries to take note that after every six (6) months they should present themselves in person to the respective banks to transact biometrically as proof that he/she is alive.

Where a beneficiary is bed ridden and unable to transact biometrically, their caregiver should report such a case to the sub-county officer.

What is the status of the Account opening?

Account opening is ongoing for:

  1. Retargeted beneficiaries and their
  2. Beneficiaries/caregivers in the programme who had not opened bank
  • Beneficiaries/ caregivers who were being paid under the old contract and are transiting to the new contract.

What will happen to beneficiaries with Accounts pending verification?

  • Account verification and approval is ongoing for all those beneficiaries who have successfully opened accounts with the six contracted PSPs.
  • Beneficiaries/caregivers who have switched from one PSP to another will receive their stipend with the new PSP account if the accounts have been verified and approved.
  • Beneficiaries whose accounts have not been verified and approved will receive their stipend from the old PSP account until September 30th This extension is the final one, thereafter those who will not have opened/verified account will be suspended from payroll.
  • To assist the beneficiaries, the Sub-County Officers will query the system for information on new beneficiary accounts in order to advise the beneficiaries/caregivers on where to receive the money.

Is the Ministry planning to replace the deceased beneficiaries?

The Ministry will announce to the public the dates for replacement of the deceased/ graduated beneficiaries through it’s the field officers; County and Sub-County officers and the local media and community structures.

What happens if the beneficiary losses / damages their Inua Jamii payment card?

  • First card issued to beneficiaries by the bank under the new payment model is free;
  • It is the responsibility of the beneficiaries to safeguard their cards at all times;
  • After the issue of the first card, beneficiaries who lose their cards will be charged by the bank for production of new cards;
  • Replacement of the payment card (ATM) will be charged as per bank charges at the cost of the beneficiary.

How does the programme issue cards to the beneficiaries?

Issuing of cards to beneficiaries is a continuous process by the PSPs. Beneficiaries / caregivers have the right to report if they have not been carded within 45 days upon opening the Inua Jamii account.

Who can be issued with a PIN enabled card?

  • Banks are to disable the PIN enabled Inua Jamii cards that beneficiaries have.
  • Only beneficiaries whose bios have failed completely and those with invalid BIOs are eligible for consideration to get pin enabled cards.
  • Before this is done the concerned Banks MUST discuss the case with the Sub- County officers as per the contract in order to reach an agreement on the way forward when need arises.

Does the programme have feedback channels to handle grievances and complaints from beneficiaries?

  • Beneficiaries and members of the public have the right to inquire, report or give feedback on the services offered by the Inua Jamii cash transfers.

What advice should beneficiaries/Caregivers receiving their stipend get?

  • Beneficiaries and caregivers have a period of 6 months after payment within which to collect their funds comfortably without crowding at the pay-points.
  • Beneficiaries can inquire to know how much is in the account by requesting for a bank
  • When being paid their stipend, the beneficiaries and caregivers should count their money and ensure it is the exact amount on the receipt before leaving the payment
  • Beneficiaries are encouraged to save some of the money and invest in projects of their preference such as poultry, brick making, dairy farming, goat keeping; bee keeping — whatever is suitable where they live to further uplift their living
  • Regularly transacting g. make a withdrawal to ensure that the account remains active
  • They should be careful with the stipend to avoid falling victim to conmen and
  • Report any issues of malpractice to the relevant

Does the programme pay for beneficiaries’ NHIF cover?

No, the State Department for Social Protection, Senior Citizens Affairs and Special programmes is not currently paying NHIF cover for beneficiaries.

The Kenya National Union Of Teachers, KNUT, has issued a two weeks ultimatum to the Teachers Service Commission, TSC, to either resolve contentious issues or they call for a nation wide teachers’ strike. The union is demanding for immediate stop to delocalization, stoppage of the Teacher Performance and Appraisal Development (TPAD) and promotion of the over 30,000 teachers who have attained higher qualifications. On its side, the Kenya Union of Post Primary Teachers Education (KUPPET) is demanding for the termination of the AON Minet medical insurance scheme procured by the TSC for all teachers. The current stand off may hamper administration and execution of the forth coming National tests.

A section of leaders want the number of Members of Parliament reduced to 147. Raila Odinga wants creation of a 3 tier government structure and introduction of 14 regions of governance.   • Embezzlement at the Thika Technical Training Institute- 6 top officials arrested

Six top officials of Thika Technical Training Institute have been arrested and will be charged in court on Monday for misappropriation and embezzlement of public funds through irregular payments amounting to Ksh.27,981,233; funds meant to promote technical innovation in Information Communication Technology, ICT.

NTSA’s warning to Matatu Drivers and Conductors

The National Transport and Safety Authority, NTSA, has issued a strong warning to Public Service Vehicles (PSVs) after it emerged that the conductors were increasing fares arbitrarily. “Our attention has been drawn to complaints by members of the public regarding exploitation through arbitrary increase of fares by PSV operators,” reads a press release by the NTSA dated 4th December, 2018.

Most passengers have reported massive increases in fares by the PSVs after the implementation of the tough Traffic rules, popularly known as ‘the Michuki Rules.’ In some cases, the operators have raised the fares by over hundred percent causing agony to travelers.

A Public Service Vehicle, PSV, commonly called a ‘Nissan’ or ‘Matatu’. The NTSA has warned PSV operators on reported arbitrary increase in fares.

The NTSA now says it will crack down on rogue operators and revoke their licences. “Consequently, arbitrary increase of fares is contrary to the National Transport and Safety Authority Act No. 33 of 2012. We therefore reiterate that an operator risks revocation of their road service licence should the Authority receive a report of such an increase,” the Transport Authority warns.

NTSA further urges members of the public to report any cases of exploitation by the PSV operators for action to be taken. “We urge the public to report incidences of arbitrary increase of fare through the free NTSA App (Mobile Phone Application) available on Google Play Store,” Says the NTSA via the presser.

Instructions for the registration of candidates for 2020 KCSE, KCPE and Qualifying Test Examinations

The Kenya National Examinations Council, KNEC, has given instructions for registration of candidates for the 2020 Kenya Certificate of Primary Education (KCPE), Kenya Certificate of Secondary Education (KCSE) and KCSE Qualifying Test Examinations. According to the latest instructions from the council, registration will be conducted between 2nd January and 15th February, 2020. Here is the Circular by Dr. Mercy G. Karogo, MBS Ag. CHIEF EXECUTIVE OFFICER; dated 11th December, 2019;

 ‘SUBJECT: REGISTRATION OF CANDIDATES FOR THE 2020 KCPE, KCSE AND KCSE QUALIFYING TEST (QT) EXAMINATIONS

1.0 The Kenya National Examinations Council wishes to bring to your attention the following information as regards the registration of 2020 KCPE, KCSE and KCSE Qualifying Test examinations. 1.1 The registration of candidates for the 2020 KCPE, KCSE and KCSE QT examinations will start from 2nd January 2020 and end on 15th February, 2020. 1.2 Any school that has between 6 and 14 candidates will be hosted by another centre to be determined by the Sub County Director of Education. The information on such schools should be submitted to KNEC together with the registration documents. The hosted school will retain its code during registration of candidates. Schools with less than six (6) candidates are advised to register their candidates in an approved examination centre within the same Subcounty.

1.3 Head of institutions and Sub County Education Officers are required to log onto the KNEC website: https://www.knec-portal.ac.ke for capturing of the registration details of the candidates and uploading of coloured passport size photographs (300 X 300 pixels) using the examination centre registration password for KCPE, PRIVATE Candidates and KCSE candidates. 1.4 All heads of institutions are reminded to ensure that candidates are registered where they have been leaning in class Seven (7) for primary schools and form three (3) for Secondary schools respectively. Please note that double registration of candidates constitutes an examination malpractice which is punishable by law. 1.5 All candidates for both KCPE and KCSE examinations will be issued with an INDEX NUMBER as per the ADMISSION LIST. The indexing of candidates will follow the County code, Subcounty code, school code and the last three digits will be as per the listing in the admission Register. For example in centre 11205101, the first candidate in the admission register will be 11205101001, followed by the second candidates which will be 11205101002 and so on. 1.6 New schools wishing to be considered as 2020 KCPE and KCSE examination centres ought to have submitted their registration documents by 30th August, 2019 as per our circular KNEC/GEN/CS/PRO/CIR/AUG/2019/02/REV. 7.0 dated 31st July 2019. KNEC will not consider registration of NEW EXAMINATION CENTRES for 2020 KCPE and KCSE examinations once the registration of candidates commences on 2nd January, 2020. NB: Those schools which submitted expired registration certificates will not be considered for 2020 KCPE and KCSE registration. They are advised to register their candidates in other examination centres. 1.7 All heads of institutions sre directed to ensure accuracy in the following when registering candidates:
  • 1.7.1 Correct order of candidates names as per the birth certificate.
  • 1.7.2 Gender
  • 1.7.3 Year of Birth
  • 1.7.4 Subjects entered for each examination
  • 1.7.5 Information on different categories of candidates with special needs (i.e Braille, Low Vision, Deaf)
1.8 All schools and private candidates shall be expected to adhere to entry requirements and pay the required examination fees as stipulated in the registration instructions for registration of candidates for the KCPE and KCSE examinations; as stipulated in the regulations and Examination Manual for each examination printed circulated in 2017.

 2.0 REGISTRATION OF KCSE PRIVATE CANDIDATES

2.1 All private candidates shall be identified and registered at the Sub County Director of Education. 2.2 Sub County Directors of Education are informed to identify one Public school where the private candidates will be hosted during the examination. This will be the centre where the candidates will undertake their projects and sit for the Practical examinations

 3.0 REGISTRATION OF KCPE PRIVATE CANDIDATES 

3.1 All non-formal centres for the KCPE examination shall be expected to register their candidates with the Sub County Education offices and to upload candidates’ photographs online. No hard copies of photographs should be submitted to KNEC. 3.2 All candidates registering examinations in prisons must have individual passport size photograph uploaded online.

 4.0 DOCUMENTS FOR REGISTRATION OF CANDIDATES

4.1 All documents for the registration of candidates are to be down loaded from the KNEC website- https://www.knec.ac.ke 4.2 The Kenya National Examinations Council  shall not send hard copy documents for registration of candidates for the 2020 KCPE and KCSE Examinations.

 5.0 KCPE AND KCSE EXAMINATION FEES

5.1 The government of Kenya shall pay examination fees for all candidates in public and private schools except for the following:
  •  5.1.1 candidates who are re-sitting/repeaters;
  •  5.1.2 Non-citizens candidates;
  • 5.1.3 Candidates in Prison;
  • 5.1.4 Private candidates registering in the Sub County private examination centres;
5.2 All private candidates will be expected to pay their examination fees directly to the KNEC fees collection accounts.  The deposit slips should submitted to the Sub County Director of Education who will be expected to forward to  KNEC together with other registration documents. 5.3 The Fees should be deposited in the KNEC fees collection accounts in either National Bank, Kenya Commercial Bank, Co-operative Bank or Equity Bank for each examination.

 6.0 USE OF PASSWORD FOR REGISTRATION OF CANDIDATES

6.1 Passwords are confidential to each school and should be secured by the head teacher. In the event that a school has lost forgotten its password, the head teacher should send an email to KNEC (em@knec.ac.ke). 6.2 All new centres once approved and uploaded on the website shall access the registration platform by keying in their centre number as both the user name and password. Head of institutions are advised to change the password from the centre code to a password of their choice to maintain confidentiality, 6.3 Heads of institutions and Sub County Directors of Education are advised to safeguard their passwords to restrict access of the school’s registration data by unauthorized persons.

 7.0 REGISTRATION OF KCSE QUALIFYING TEST (QT) CANDIDATES

7.1 All candidates will be registered at the Sub County Director of Education office. The KCSE Qualifying Test registration fee is Kes 3,000 (three thousand) per candidate. 7.2 All the registered candidates will be hosted at the County Director of Education headquarters during the administration of the examination. 7.3 Heads of institutions shall be required to ensure that all candidates with foreign certificates are equated and registered for Qualifying Test a year before they are due to register for KCSE examination.  7.4 Documents required for the KCSE Qualifying Test registration:
  • 7.4.1 A copy of original CPE certificate;
  • 7.4.2 Copy of letter of Equation from KNEC for all candidates holding a foreign primary education certificate. Please note that the equation letter is obtained from the KNEC Archives office at New Mitihani House South C, Mombasa Road;
  • 7.4.3 A passport size photograph in a CD (300 x 300pixes);
  • 7.4.4 Bank deposit slip of Kes. 3,000/= per candidate;
  • 7.4.5 Candidates without the requisite registration documents should not be registered.

 8.0 LATE REGISTRATION

There will be no late registration and transfer of candidates after closure of registration.

 9.0 VERIFICATION OF CANDIDATES REGISTRATION DETAILS

All heads of institutions are expected to ensure all candidates registration details are captured correctly and every candidate has confirmed the same and signed the nominal roll.

 10.0 SUBMISSION OF REGISTRATION MATERIALS TO KNEC

10.1 The Sub County Director of Education will be informed on when to submit to KNEC all registration documents from the schools and private candidates. 10.2 For details on registration of KCPE and KCSE candidates you are advised to refer to the KNEC instructions manual (A user guide for the Management a Examinations); First Edition, 2017.’

The Kenya National Bureau of Statistics, knbs, has given an explanation as to why the payment for the 2019 Census ICT Supervisors, Enumerators and Content Supervisors has delayed. The agency has at the same time given the timelines when the Census officials will be paid their balances.

according to Dr. Zachary Mwangi, knbs Director General, the process  of paying the official who participated in the 2019 National Population and Housing Census kicked off on Friday September, 2019.

“The first batch of payment for some sub-counties has been rolled out today, 20th September 2019 and the process will be completed in the next two weeks,” said Dr. Mwangi via a presser.
“We wish to reiterate and assure that the money for payment of all enumerators is available, was budgeted for, and all payments will be done. We, therefore, urge for patience as we conclude this exercise, ” he added.

He explained that the verification of the devices used during the Census exercise is what has occasioned the delay in payments.
“All the census equipment’s used by enumerators during the census enumeration process had to go through a verification process, before clearance for payment, ” added Dr Mwangi.

The agency recruited a total of 164,000 personnel on short term basis. Of this number, 135,000 were enumerators, 27,000 content supervisors and 2700 Information Technology, IT, persons. Also hired were village elders, security personnel and coordinators who assisted in making the exercise flawless.

Payments.

The ICT Supervisors were contracted for a period of 30 days and would earn a Gross Remuneration of Ksh.3, 000 per day; Totaling to Kshs.90, 000 before Tax. The Table below summarizes the amounts expected by the Census officials;

An advance payment of 5 days (Ksh. 15,000 for ICT Supervisors and Ksh 12,500 for Content Supervisors) was made during the Census exercise in August.
During the training Enumerators, ICT and Content Supervisors werer provided with daily transport allowance of Ksh.150 for 8 days.

The agency’s Sh18.5 Billion had the chunk of the funds going to remuneration of the Census officials; with Sh3.5 billion spent to buy 164,000 smart phones and relevant census hardware.

The Census preliminary results will be available by December this year; with full results expected by Mid next year. This is according to acting Treasury Cabinet Secretary Ukur Yatani.
