Why TSC has freezed employment of Primary School Teachers

The Teachers Service Commission, TSC, has freezed recruitment of Primary School Teachers. Members of Parliament (MPs) raised concerns over the lack of recruitment plans for primary school teachers, questioning why the Teachers Service Commission (TSC) had not initiated hiring at the lower levels.

Appearing before the National Assembly Departmental Committee on Education on February 19, Acting TSC CEO Evelyn Mitei explained that the collapse of the 8-4-4 system had created a surplus of primary school teachers even as shortages persisted in Junior and Senior Schools.

“With the transition of learners to Junior Secondary, there is reduced demand at primary level, but new pathways in upper levels require additional teachers,” she said.

However, she revealed that the Commission plans to recruit 16,000 additional teachers for Junior and Senior Schools in the coming financial year at a cost of KSh1.9 billion, as part of ongoing efforts to reduce the teacher shortage that currently stands at about 116,000 nationwide.

“In the past three years, we have recruited 100,000 teachers. The 2026/27 plan continues this trajectory as we address shortages created by the Competency-Based Curriculum,” she added.

TSC On Promotion of Teachers

The legislators also raised concerns over the delayed promotion of teachers who have attained advanced academic qualifications, noting that many with master’s and PhD degrees remain unrecognized.

They also urged for the regularization of long-serving officers in acting positions, stressing that prolonged acting appointments are inconsistent with labour laws.

In response, TSC presented a budget proposal totaling KSh422.9 billion, with allocations including KSh2 billion for teacher promotions, KSh1.5 billion for retooling educators in new learning areas, and KSh7.2 billion to convert 20,000 interns into permanent and pensionable staff.

However, the Commission revealed significant budgetary constraints that could slow the implementation of key reforms.

These included the rollout of a new administrative structure for Junior Schools and the payment of acting allowances.

The CEO stated that no funds had been allocated for acting allowances, despite teachers continuing to shoulder administrative responsibilities, and appealed for parliamentary support to bridge the funding gaps.

According to the Budget Policy Statement, the Commission’s total proposed allocation for the 2026/27 financial year is KSh422.96 billion including recruitment of 16,000 new teachers and conversion of 20,000 interns to permanent and pensionable terms.

Release of KSCE Certificates

On the other hand, the commission was directed to issue a circular compelling head teachers to release all school-leaving certificates withheld from students over unpaid fees.

Mitei acknowledged the concern and assured the Committee that TSC would issue the directive to all schools through county education offices.

She added that the Commission remains committed to compliance and accountability within the teaching service.

Kenya’s Harambee Stars jets out ahead of Ethiopia AFCON Qualifier

The first batch of five Kenya National football team players have on Saturday, October 6, 2018, jetted out to Ethiopia alongside coach Sébastien Migné, ahead of the upcoming two-legged Africa Cup of Nations Qualifier against Ethiopia.

The second batch will travel on Monday, with foreign-based players also set to link up with the team in Ethiopia on the same day.

Coach Migné, in the meantime, has expressed optimism that Stars will give a good account of themselves while noting that captain Victor Wanyama’s inclusion is a big boost to the team’s pursuit for a second appearance at the continental showpiece.

“Of course it won’t be easy against Ethiopia since they are also equally strong, but my players are up to the task and I am confident we will get a positive result,” said coach Migné.

“We won against Ghana without our captain, it will be morale boosting for us to also win with him. He is one of our most experienced players and will be crucial for us against Ethiopia,” he added.

The match has been slated for Wednesday, October 10, 2018, at the Bahir Dar Stadium, with the return leg set to be played on Sunday, October 14, 2018, at the MISC Kasarani.

Saturday traveling team

Farouk Shikalo (Bandari, Kenya), Philemon Otieno (Gor Mahia, Kenya), Francis Kahata (Gor Mahia, Kenya), Abdallah Hassan (Bandari, Kenya), Allan Wanga (Kakamega Homeboyz)

Monday traveling team

Piston Mutamba (Sofapaka), Patrick Matasi (Tusker, Kenya), Dennis Odhiambo (Sofapaka, Kenya), Benard Ochieng (Vihiga United, Kenya)

Foreign Based Players

The Harambee stars team defeated a much fancied Ghana at Kasarani by a 1-0 scoreline, last month. It was a spirited fight and a show of discipline from the Kenyan squad, who played the last half an hour of the match a man down, after Joash Onyango was given marching orders.

The other clash in the same group pitting Ghana versus Sierra Leone is in limpo after FIFA bans the Sierra Leone football Association. The match is scheduled for Thursday, 11 October, 2018… Download the FIFA communique, here..FIFA bans Sierra Leone football association

Ghana highlights group F with 3 points but all the teams are tied on points; separated by goal difference. Kenya is second, followed by Sierra Leone with Ethiopia at rock bottom.

Kenya’s Harambee Starlets qualifies for AWCON 2018, after Equatorial Guinea’s ban

Kenya’s women soccer team, Harambee Starlets, has qualified for the African Women Cup Of Nations, AWCON, after Equatorial Guinea’s disqualification today. The Federation of Kenyan Football, FKF, successfully appealed against Equatorial Guinea’s use of an ineligible player in a qualifier match where Kenya lost 3-2 on aggregate. Equatorial Guinea fielded a Cameroonian, Anette Jacky Messomo, in the final round of the AWCON 2018 qualifiers. Apart from the disqualification, Equatorial Guinea have also been fined 10,000 US dollars. FKF had filed a complaint over the eligibility of 6 Equatorial Guinea players who played a part in their qualifier against the Harambee Starlets.

A Confederation of African Football, CAF, disciplinary Board sitting at the CAF headquarters in Cairo, Egypt, found Equatorial Guinea culpable. “Considering CAF statutes; CAF Regulations, in particular the Regulations of the Women AFCON 2018; and the CAF Disciplinary Code, the Disciplinary Board Decides that Kenya’s protest be upheld; a sanction of 10,000 USD is imposed on Equatorial Guinea FA (Football association); and Equatorial Guinea’s Team is Disqualified from the TOTAL African Women’s Cup of Nations, 2018,” read a communique from CAF to the FKF CEO, Robert Muthomi. Muthomi had, in June 9 2018, filed a protest against Equatorial Guinea before Kenya’s game against Equatorial Guinea.

And Equatorial Guines’ problems have been compounded, further. The team has been banned by the Federation of International Football Associations, FIFA, from the  Women’s World Cup to be held in 2019 at France. They will pay a fine if 102, 000 US dollars to FIFA for fielding the ineligible player. They have equally been banned from 2020 Olympics.

The Harambee Starlets will, now, play at the AWCON finals slated for next month, at the Cape Coast in Ghana. This will be the Starlet’s second appearance at the Continental competition that shall be held from November 19 to December 1, 2018. Kenya made her maiden appearance at the finals in 2016.

Meanwhile, two Kenyan soccer referees have been selected to officiate at the AWCON finals in Ghana, this year (See image below):

Marking to resume as KNEC agrees to revise payment rates for KCSE examiners

The Kenya National Examinations Council, KNEC, has been forced to revise the pay for examiners after they downed tools yesterday. Business examiners at Machakos Girls downed tools citing poor pay. The latest from the marking centre is that the council will now pay the examiners Sh52 per script marked; up from the Sh46. The standoff had threatened to paralyze the marking thus delaying the release of the 2019 Kenya Certificate of Secondary Education, KCSE.

Earlier, the examiners were photographed with their personal effects; ready to quit the marking. This sent KNEC into panic mode as the same could have easily spilled to other marking centres.

Before the raise, Business studies examiners were the poorly remunerated lot. Here are the marking rates for the papers; paid by KNEC to the examiners:

TVETA closes colleges operating illegally

Officers from Technical and Vocational and Education Training Authority (TVETA) in together with Anti-Terror Police Unit (ATPU) on January 21, 2020 raided two institutions in the Eastleigh area, Nairobi that has been operating illegally.

During the operation that targeted Atlas College and Alison Community College, more than 50 students, most of them without valid identification documents were arrested.

Atlas College located along 8th street, off 1st avenue in Eastleigh was assessed by TVETA in September 2015 and licensed to offer two courses; Diploma in Business Management and Diploma in Community Development.

However, the college has since opened four more branches within the Eastleigh area and training over 40 courses in ICT, Tailoring, and Dressmaking, and teaching English and Kiswahili, IGSCE, among others, illegally.

During the morning swoop, the TVETA officers and the police found learning was still going on and some of the trainees found in the class were underage while others were foreigners without valid identification documents.

Consequently, a number of trainees were taken for further questioning by ATPU.

Two employees who were arrested said the institution had enrolled 69 trainees at the time of the operation. They are expected to be charged with offering training without registration contrary to section 17(1) of the TVET Act 2013. The offense attracts a penalty of one million or five years in prison or both.

Alison Community College that is located in a building adjacent to Atlas College was closed with immediate effect by TVETA for operating and offering training without registration as required by the TVET Act 2013. The institution had enrolled about 50 trainees. The training was also taking place at the time of the operation in tailoring and ICT.

“We’ve closed the college (Alison) until it is registered by law,” Dr. Langat said.

The trainer in charge, Mr. Ali Yussuf, a staffer, claimed the college was registered but he could not produce any documents to back the claim.

Yussuf and some trainees were arrested by ATPU for further questioning as some of them were underage and foreigners who could not produce valid identification documents.

Speaking during a crackdown on illegal colleges, Kipkirui stated the college was also doing business despite it not being registered by the Authority.

“I want to ask Kenyans whenever you are looking for training first confirm the licensing and programmes offered to ensure the certificates are of quality,” he said.

Kipkirui said a similar crackdown will be carried out across the country, in a bid to weed out institutions operating unlawfully.

The School’s chief purpose is to develop the minds and consciences of its students so that they can become self-disciplined and resourceful, and therefore better able to serve society in a useful way. Above all, the School emphasizes academic excellence and moral integrity. The School aims at creating an environment that is conducive to learning; both experienced teachers and well-motivated students strive to create this environment.

Through daily close contact with the students in the classroom, in extra-curricular activities and on the sports fields, the School Staff strive to develop in the students such qualities, such as honesty, responsibility, good use of freedom, tolerance, and hard work. The School aims at providing an education based on Christian principles and accepts worthwhile students regardless of creed.

Srathmore Court of Arms

The lion is the symbol of strength, power, courage of determined fight for excellence and justice. It also represents Kenya, our country, which has all the qualities mentioned above.

The Rose in full blossom represents, love, the source of all good desires and actions, even if at times it requires loving sacrifice, represented by the thorns the rose shows in its stem. The rose has some supernatural meaning. Love, in capital letters, is love of God. And also it has some historical meaning associated with the life of Blessed Josemaria who inspired and encouraged those who started Strathmore: He received a sign by means of a wooden gilded carved rose in a very trying moment of his life.

The Three hearts represent the three races which, in 1961 when the School started, were segregated in the colonial system of education. The heart represents the person, since it is taken as the source of all our actions, and the source of love. Being the three hearts of the same colour it shows the radical equality of all people. At the beginning it clearly meant the unity sought of the three major races. These days it means the co-operation of parents, teachers and students towards the same aim.

The motto “Ut ommnes unum sint” is in Latin. It is a quotation from a passage of the Gospel, and translated means “That all may be one”. It expresses the desire of working together towards the same aim, in spite of individual legitimate opinions, preferences and tastes.

The colours in heraldry (the science of making coats of arms) have associated meanings as follows:

  • Blue (Azure) Sky blue means high ideals, high aims;
  • Red (Gules) Blood red means sacrifice, love, fortitude;
  • Yellow (Gold ) Gold means eternity, perfection.
