KPLC- Scheduled power interruption for Saturday, 27.10.2018

Here are the areas on Kenya Power’s scheduled electricity interruption, for maintenance, today:

 

Nairobi County ranked the best revenue collector by the Controller of budget

Nairobi County collected the highest amount of revenue for the 2017/2018 financial year. This is contained in the Annual County Governments Budget Implementation Review Report for the 2017-2018 financial year prepared by the controller of Budget, Mrs. Agnes Odhiambo. In the report, ‘the Nairobi City County generated the highest amount of own source revenue at KShs. 10.11 billion, followed by Mombasa and Nakuru at KShs. 3.16 billion and KShs. 2.28 billion respectively. Counties that generated the lowest amount were Lamu, Tana River and Mandera at KShs. 55.29 million, KShs. 56.63 million and 61.82 million respectively.’

“Analysis of own source of revenue as a proportion of the annual revenue target indicates that three counties namely: Tana River, Migori and Kwale exceeded their targets at 188.8 per cent, 111.1 per cent and 100.5 per cent respectively. Conversely, the counties that recorded the lowest proportion of own source revenue against annual targets were Garissa at 34.7 per cent, Kisii at 27 per cent and Mandera at 26.8 per cent,” Odhiambo says, in the report.

The controller of budget authorized the release of KShs. 306.2 billion from the consolidated fund to the counties for operations during the period under review. Of the 47 counties, Nairobi got the lion share at KShs. 21.13 billion followed by Kiambu county which got KShs. 11.92 billion while, Kakamega got 10.97 billion to rank at position three. ‘The Counties that received the least amounts were: Tharaka Nithi at KShs. 3.78 billion, Isiolo at KShs. 3.76 billion and Lamu at KShs. 2.36 billion.’ The report shows that Nairobi County, Mandera County, Murang’a County and Laikipia County top in the list of counties that spent more than the total funds authorized for withdrawal by the Controller of Budget.

On development, Mandera county recorded the highest expenditure on development activities at KShs. 3.89 billion, followed by Kakamega and Kitui counties at KShs. 3.88 billion and KShs. 3.28 billion respectively. The report ranks Lamu, Vihiga and Taita Taveta counties as counties with the lowest development expenditure at Kshs. 361.27 million, Kshs. 297.47 million and 206.45 million respectively.

Nairobi county again topped in the list of counties that spent the highest amount of revenue on recurrent expenditures (like rents, salaries and bills) at Kshs. 22.36 billion followed by Kiambu and Nakuru Counties at 8.93 billion and KShs. 7.98 billion respectively. ‘The counties with the lowest expenditure on recurrent activities were: Tana River at Kshs. 2.26 billion, Isiolo at Kshs. 2.25 billion and Lamu at Kshs. 1.7 billion respectively.

The Members of County Assemblies, MCAs, received lesser sitting allowances against the approved budget allocation. The report indicates that: “The county Assemblies spent Kshs. 1.46 billion on MCAs sitting allowances against the approved budget allocation of Kshs. 2.34 billion. On average, four County Assemblies reported higher expenditure on MCAs’ sitting allowances than the monthly ceiling recommended by the Salaries and Remuneration Commission, SRC, of Kshs. 80,000. These were: Kakmega at Kshs. 124,800, Marsabit at Kshs. 120,968, Tana River at Kshs. 93,599 and Taita Taveta at Kshs. 80,760.”

The office of the Controller of Budget now says that it has identified some challenges that affected budget implementation during the financial year under review. “These challenges included: high expenditure on personal emoluments (Salaries), delay in submission of financial reports by county treasuries to the Controller of Budget, under performance of own source revenue collection, high pending bills and delay in establishment of internal audit committees,” Mrs. Odhiambo concludes.

Kenya Power gives a clarification on reports of massive power outages today

The Kenya Power and Lighting Company has moved to give a clarification after reports in a section of the media indicated that the company was planning a major power interruption schedule countrywide today, Sunday 24th February- 2019.

Through a presser, the company says any power interruptions today should be viewed as routine daily schedule for maintenance purposes. “We wish to allay customer concerns arising from erroneous and misleading information circulating online/ via social media alleging that we have announced countywide power outages,” says Kenya Power in relation to stories published in the media last night. “The information is misinterpreted from regular alert on routine scheduled preventive maintenance carried out by the company issued to customers, prior, for planning purposes,” adds Kenya Power via a presser.

The Utility power company now assures the general public that there shall be normal service delivery; albeit with interruptions in selected areas. “As such, normal service continue as we endeavour to keep lights on for our customers,” assures Kenya Power.

2019 KNBS jobs-Updated List of Shortlisted Enumerators

Inua Jamii Latest News Today, Portal and Requirements

The objective of Inua Jamii is to uplift the lives of poor and vulnerable citizens of Kenya through regular and reliable bi-monthly cash transfers.

The eligibility criteria for orphans and vulnerable children include those from an extremely poor household with one or more orphans and vulnerable children as a permanent member; a household with a caregiver who is chronically ill and/or unable to perform his/her ordinary duties; a household not benefiting from any other government cash transfer programme with exception of older person cash transfer and must be a Kenyan citizen.

Similarly, persons with severe disabilities must be Kenyan citizens and not be benefitting from another government cash transfer with the exception of older persons’ cash transfer programme.

The Ministry of Labour and Social Protection defines severe disability as a person who requires permanent (24-hour) care and support including feeding, toiletry and protection from danger from themselves, other persons or the environment by a caregiver.

Older persons, are required to be Kenyan citizens aged 70 years and above, have a valid Kenyan Identity Card (ID) and not be receiving a pension.

5. How does Inua Jamii operate?

Inua Jamii is managed from the national level under Ministry of Labour and
Social Protection (MLSP) and Ministry of Devolution and ASAL (MoDA).

It mainly works through the staff of local County and Sub-County offices and a network of
Beneficiary Welfare Committees (BWCs) in each location. Additional support is provided by the local administration, including Chiefs, Assistant Chiefs and community members.

6. Who are the local Government officers to facilitate beneficiaries of Inua Jamii?

The officers at the County and Sub-county offices include:

• County Coordinator (CC) to provide administrative support to the sub-county offices.
• Sub-county Officer (SCO), including Children Services Officer (CSO) and Social Development Officer (SDO) who support implementation of cash transfer programs and engagement with beneficiaries.
• Staff from Project Implementation and Learning Unit (PILU) to assist the beneficiaries of HSNP in the four counties of Turkana, Wajir, Mandera and Marsabit. HSNP is managed by the National Disaster Management Authority
(NDMA).

7. What is the role of Chiefs and Assistant Chiefs?

Chiefs and Assistant Chiefs act as ‘Inua Jamii ambassadors’ and ‘information resource persons’ for beneficiaries and their caregivers. They regularly hold ‘Barazas’ to provide information on the cash transfer programs.

Specific responsibilities of Chief and Assistant Chiefs include:

i. Provide security to the program implementers during various programactivities.
ii. Report about the misuse and disputes related to cash transfers to sub-county officers.
iii. Collaborate with the BWC and SCO in arbitration of cash transfer disputes.
iv. Help beneficiaries to report cases of ‘birth and death’ in a family.

A Beneficiary Welfare Committee (BWC) is a group of representatives of beneficiaries of all cash transfer programs at the location level, who work as a link between the beneficiaries and officers on matters related to cash transfer programs to ensure community participation and ownership.

BWCs organize meetings and information sharing sessions to educate cash transfer beneficiaries about their rights, responsibilities and entitlements. BWC members are the first contact points to respond to beneficiaries if they seek any information, have complaints or need to update their information/record with the cash transfer program.

9. How does Inua Jamii identify eligible beneficiaries?

Inua Jamii cash transfer beneficiaries are identified through an objective and transparent.
process that includes:

i. Community sensitization through Barazas and engagement activities.
ii. Mobilization of the potential beneficiaries to inform them about the eligibility criteria of a particular cash transfer program.
iii. Registration, validation and confirmation of eligible beneficiaries.
iv. Enrolment of eligible beneficiaries into a cash transfer program and opening of a personal Inua Jamii bank account.
v. Issuance of a payment card to receive cash transfer payments

10. What is the geographic coverage of Inua Jamii cash transfer programs?

• Inua Jamii reaches out to the beneficiaries of CT-OVC, OPCT, PWSD in all 47 counties in Kenya up to location level.
• For HSNP, the program only serves the counties of Turkana, Marsabit, Mandera and Wajir in Northern Kenya.

11. How are Inua Jamii cash payments delivered to the beneficiaries?

Inua Jamii cash transfer payments are delivered into an Inua Jamii bank account of a beneficiary after every two months. Beneficiaries can access their payment at their own convenience.

12. How does a beneficiary register into the Inua Jamii payment system to open a personal Inua Jamii bank account?

Inua Jamii offers a one-stop-shop facility of ‘Inua Jamii Mobilization Centre’ which are set up at the local level. Beneficiaries are invited to visit the Centre according to a given schedule to register into the Inua Jamii payment system and open a personal bank account.

13. How does a beneficiary know about the Inua Jamii Mobilization Centre?

A local BWC committee member or Sub-county officer informs beneficiaries and their caregivers on how and where to enrol into the payment system through an Inua Jamii Mobilization Centre.

14. What happens at the Inua Jamii Mobilization Centre

i. Beneficiaries and Caregivers present themselves in-person (physically) at the nearest Mobilization Centre along with a valid and original National Identity Card.
ii. Upon verification of beneficiaries’ record, they are allowed to register with a Bank of their choice to open an Inua Jamii Bank Account and receive a payment card.

15. Are there any special arrangements for Persons with Severe Disabilities (PWSDs) at the Mobilization Centre?

PWSDs are given priority over others and served with prompt attention at the Centre.

16. Which banks are authorized to open a bank account for beneficiaries?

The four banks listed with Inua Jamii are Co-operative Bank, Equity Bank, Kenya Commercial Bank and Post Bank.

17. Do beneficiaries themselves select a Bank of their choice?

Yes, a beneficiary has the freedom to choose a bank from the four authorizedbanks.

18. Are beneficiaries given any criteria to select a bank?There are no specific criteria or conditions to select a bank. All the four banks offer similar and equitable services. Beneficiaries can, however, choose a bank that they find most convenient to do transactions with.

19. Can a beneficiary register with more than one bank?

No. A beneficiary can only register with ONE bank from the four authorized banks. In case a beneficiary is found with more than one bank accounts (from among the authorized banks) they may have to exit from the program.

20. What happens if a beneficiary is not satisfied with the bank that they register with?

If a beneficiary is dissatisfied with a bank, they can switch to another bank (from among any of the four authorized banks) after a period of one year.

21. What happens after a beneficiary opens an Inua Jamii bank account?

i. Beneficiary receives a payment card from the Bank.
ii. Cash transfer money is credited to the bank account by Inua Jamii after every two months.
iii. Beneficiary can draw the money out, using the payment card anytime from anywhere through any of the available payment points / methods of payments (ATM, authorized Bank Agent, from the counter of a Bank, Mobile Phone Banking).

22. Are there any bank charges applied when the money is drawn out from the bank account?

Inua Jamii Bank Account allows for two free withdrawals every two months. After this, any additional withdrawal during the same two (consecutive) months period.

23. What happens if a beneficiary does not withdraw money for a period of six months?

If a transaction is not made within six months (3 payment cycles), your account will become dormant.

24. How do you reactivate a bank account after it becomes dormant?

In order to reactivate a dormant bank account, the bank will require a beneficiary’s proof-of-life through the use of beneficiary’s biometrics (finger prints).

25. Can a bank account be opened or reactivated by using someone else’s National ID Card?

No, the bank account will only be opened or reactivated using the original and valid ID Card of the individual beneficiary who must present him/herself to the bank officer.

26. What are the payment points (methods of payment) to collect the money from?

A beneficiary can collect the money from:

• The nearest ATM (using the payment card), whenever they want to do so.
• The nearest authorized Bank Agent (using the payment card)
• Over-the-counter of the nearest branch of the bank (using the payment card)
• Mobile bank agent (for beneficiaries who have a mobile phone and know how to use it for mobile banking).

27. What are the pre-requisites for mobile phone banking?

A beneficiary can opt for mobile phone banking, if they:

i. Have a personal mobile phone.
ii. Have received a PIN code for mobile banking.
iii. Go to the nearest authorized mobile agent to draw the money out.

• Inua Jamii Bank Account is a normal bank account that can be used to save and receive money from any source (in addition to Inua Jamii).

NSSSF advises Kenyans to ignore post on Benefits

The National Social Services Security Fund management has distanced itself from a post requiring Kenyans who worked between 1990 to 2018 to apply for withdrawal of their benefits.

The post doing rounds on social media reads, “Those who worked between the 1990 and 2018, are eligible for withdrawal of KES161,500.00 from NSSF Kenya. Check if your name is on the list of those persons who are eligible to withdraw these funds.”

In a communiqué, today, the NSSF Public Relations and Communication Manager,
Dr. Christopher Khisa wrote,

“Our attention is drawn to some information circulating online titled “Nssf Kenya: Funds Available”. We would like to clarify that this post is a scam that should to be ignored. In this regard we request that once you receive it, please delete it without either forwarding or attempting to follow the said link, this may expose you and your group member to online identity theft. In the meantime our technical team is working on pulling down the link”.

This communication now brings to rest the circulation of a multitude of posts from curious Kenyans, that have consumed unprecedented amounts of data bundles

This is how Kenya is Making Good Progress In The Fight Against HIV/AIDS

President Uhuru Kenyatta has noted with satisfaction the progress being made by the country in the fight against the HIV/AIDS epidemic.

The President, who reiterated Kenya’s commitment to the achievement of an “AIDS Free Generation”, called on African countries to allocate more local resources to the fight so as to bridge the financing gap occassioned by the dwindling external support.
“I want to reaffirm my personal commitment to this particular agenda,” President Kenyatta said today at State House, Nairobi when he hosted Champions of an AIDS Free Generation in Africa.

The Champions for an AIDS Free Generation, who were led by the former President of Botswana Festus Mogae, are a distinguished group of former presidents and influential African leaders committed to an AIDS-free generation.
The leaders, individually and collectively, rally and support regional leaders towards ending the AIDS epidemic as a public health threat.
The leaders who included former President of Malawi Joyce Banda and Professor Miriam Were congratulated the President for the various health sector reforms including the ongoing rollout of Universal Health Coverage (UHC).

They urged President Kenyatta to continue rallying other Heads of State to show more political goodwill in the fight against HIV/AIDS on the continent.
The champions particularly requested the President to spearhead efforts to make African nations to allocate more resources to the fight against HIV/AIDS, expand access to ARVs and other primary healthcare services.

“External assistance is declining and even where it is available it is in decline and its covering fewer and fewer of the population on our continent. That means we have to try and do something about it including allocating more local resources,” Mr Mogae said.
Former President Banda congratulated First Lady Margaret Kenyatta for championing maternal and child health through the Beyond Zero Initiative.

The former Malawian Head of State said the First Lady’s sustained health campaign has contributed significantly to Kenya’s efforts to lower HIV/AIDS prevalence especially among mothers, children and the youth.
President Kenyatta said Kenya’s UHC plan is aimed at consolidating resources from local and international sources to ensure expanded access to primary health care including HIV/AIDS services.

He said expanded to access primary healthcare especially preventive services will help slow down the spread of the viral disease.
The President mentioned the campaign to end Female Genital Mutilation (FGM) by 2022, the various affirmative actions to empower women and girls as well as the growing budgetary allocations to health and education sectors as some of the many government interventions aimed at achieving the goal of an AIDS free population.

The champions were accompanied to State House by Health Cabinet Secretary Sicily Kariuki, Health PS Susan Mochache, UN Resident Coordinator in Kenya Siddharth Chatterjee and Amref Health Africa CEO Dr Githinji Gitahi.

Learners get free Good News Bibles

In a bid to nurture character and enhance spirituality and proper upbringing of children, over ten primary schools in Kiharu, Murang’a County have received bibles from The Can Do Kids International, a non-governmental organisation in phase one of the initiative.

Speaking at Mukangu primary school, Karanja Mburu Wamatangi coordinator of The Can Do Kids International observed that the move to give bibles to pupils was triggered by the realisation that there are hardly any bibles in schools yet the pupils are expected to do well in their religious studies.

“Social media has taken a lot of our time and you find that even when children get home from school, the first thing they do is pick up the parent’s mobile phone and immediately get glued to social media handles for hours” he decried

“Markedly, apart from homework and what was taught in school, there is no time to read the word of God” added Wamatangi.

The philanthropist cum politician reminisced that in the past years, one would find many bibles in schools but nowadays there are none yet the children are expected to be spiritually nurtured.

“There are many evils in the society today, but I will make sure all the primary school get bibles so that the kids can always have a reference point for their spiritual nourishment,” he said

He stressed that availing the bibles to pupils will enable them to experience God’s love since that is what the bible communicates.

On his part, James Kiarie Mwaura the head teacher, Mukangu primary school while noting that the move to give bibles to pupils was long overdue, praised the gesture adding that it will help the pupils improve in their religious studies as well as boost their confidence as they transit through life’s seasons.

“Through these bibles, the pupils will be able to internalize the word of God as it is laden with lessons in both the New and Old Testament “he observed.

The bibles are meant to assist the pupils to strive to do as the bible commands and will consequently improve their lives and grow holistically as the word of God will guide them in the right direction in life.” reiterated Mwaura.

KRA- We have not abolished filing of tax returns as reported

The Kenya Revenue Authority, KRA, has dispelled misleading news that the agency has abolished the tax filing process for Employees in formal employment. Here is the press statement released to the Media, today;

“The attention of the Kenya Revenue Authority (KRA) has been drawn to a misleading story published online by Kenyans.co.ke titled KRA Abolishes Keying in of PAYE Tax Returns”.  

The author grossly takes out of context the communication by KRA issued last week with regards to the enhanced function on iTax which allows taxpayers with employment income as the only source of income to file their tax returns using the auto-populated function.

With reference to the statement released by KRA last week “iTax has been enhanced to have an auto-populated return of employment income. This has made it much easier, smoother and faster for employees whose source of income is only employment to file their returns. The employees are only required to input data on pension and annual relief. On receipt of the P9 certificates, the employees should simply proceed and file their returns accordingly.”

This does not in any way imply that filing of tax returns has been abolished. KRA, therefore, advises all taxpayers to disregard this miscommunication and in case of any assistance or clarification, to reach out to KRA through the available channels of communication.

Biometric Registration Of All Public Servants Rolled Out

Nakuru County government has launched the biometric registration of its employees to get rid of ghost workers and entrench efficiency and effectiveness in public service delivery.

Governor Susan Kihika however assured that the exercise, which will verify staff on the county payroll and their qualifications, was not meant to victimize anyone but to ensure that all public servants were accounted for.

She said with the biometric registration, the County government would be able to put to rest the issue of ghost workers and enhance efficiency in public resources management.

“This will not only give us a good picture of the capabilities we have in our service, but also provide us data on how we can better deploy these capabilities,” said Kihika.

The governor explained that the acquired data would be used to build a digital registry that would enhance transparency in all human resource management processes, including promotion, deployment and accountability.

A biometric staff audit conducted by Price-Waterhouse Coopers between May 28 and June 16, 2018 revealed that the Nakuru County government paid an average of Sh1.13 million annually to ghost workers.

The audit report further revealed that 23 employees were not accounted for but were still retained in the county payroll, taking home salaries and benefits. The report also indicated that 136 workers in the payroll were missing from the biometric register.

The audit revealed that during the now-defunct municipal system, positions of irrelevant employees including rat catchers were created, contributing to the ever-blotting wage bill.

While observing that the registration exercise would enable strategic planning and budgeting for human resource development, including recruitment, training, and succession management, the governor directed that every staff member appear in person for the registration, having filled the biometric registration form prior to the exercise.

The Governor at the same time called on all county employees to cooperate and participate in the registration exercise to expedite its completion adding that it is in their best interest to get registered lest they are counted as ghost workers.

She said the exercise would be rolled out across all the 11 sub-counties of Kuresoi South, Kuresoi North, Molo, Njoro, Rongai, Subukia, Bahati, Nakuru Town West, Nakuru Town East, Gilgil and Naivasha where workers were required to present an original national ID card, a completed biometric data form, original academic and professional certificates, letters of first and current appointments, a current pay slip and a birth certificate.

The move comes at a time when the county is grappling with a massive wage bill, 10 years since the advent of devolution, which gobbles up more than half of the county’s annual budget.

The devolved unit has more than 6,000 staff on its payroll, most of whom are carryovers from the defunct municipal and county councils. In the past five years, the county has recruited more employees, adding more than 1,200 to the payroll.

According to the 2017/2018 Auditor General report, Nakuru County government’s wage bill increased from Sh4,443,861,221 in 2014/2015 to Sh5,110, 659,087 in 2016/2017 financial year and 5, 554,520,308 in the 2017/2018 financial year.

Records from the finance department indicate that out of the Sh17 billion budget for the 2022/2023 financial year, the county will use a whopping Sh7.46 billion (43.6 per cent) for salaries and wages.

The county government, according to the data, has been exceeding the recommended expenditure of 35 per cent for the past five years.

The Public Finance Management Act 2015 sets a limit of the county government’s expenditure on wages and benefits at 35 per cent of the county’s total revenue.

KNBS- This is how we shall use the Census Data

The Kenya National Bureau of Statistics, knbs, is in the process of compiling the 2019 National Housing and Census Data. The Census exercise was completed in August 2019 with the reference enumeration data being the night of 24th August. Once compiled the Census data will be utilized as explained below;

USES OF THE CENSUS DATA 
Kenya is one of the few African countries that have held censuses every ten years since independence. In this area, Kenya is also unique in that the census is fully financed through taxpayers’ money, which underscores the importance that the Government accords this national exercise. Let me take this opportunity to share with you some of the uses that will be made of the data being collected through the census.

By Government
For the Government, census data is the most crucial ingredient for facilitating evidence-based planning processes. Given that the data is being collected from the lowest administrative level, it will help the country to ensure that non one is left behind as we progress in the middle income status in line with Vision 2030, the Big Four Agenda and the UN Sustainable Development Goals.

Another critical use of the data is in guiding the Government on the location of important public amenities. Planners will use the information on the number of people to forecast the demand for among others, schools, hospitals and administrative offices for the next ten years.

By businesses
One of the census questions on ICTs focuses on online transactions. This information will provide insights about the potential for e-
commerce in the country. The very high penetration of mobile phones in Kenya presents a huge opportunity for e-commerce.

Census information will also help in determining location of premises, social amenities, establishing the demand for goods and services as well as determining availability of human resources.

By Research and academic institutions
The data will provide research and academic institutions with an up- to-date reference point for interpretation of Kenya’s demographic reality.

By civil society
The civil -society sector will find the data critical for the design and implementation of social programmes.

For international relations
In the community of nations, countries know each other based on national data, particularly population. Kenya will stand tall and proud because it will not only be the most comprehensively done survey in the country’s history, it will also be the first paperless census for which the enumeration process will be fully digitised.

New Inua Jamii Payment Model

The  government has rolled out a new Inua Jamii payment model for beneficiaries who have been receiving cash transfer stipends.

Through the Ministry of Labour and Social protection, the new model, known as “Choice Model”, is targeting 710, 000 people.

The model will involve the Orphans and Vulnerable Children) CT-OVC), Older persons Cast Transfer and Persons with Severe Disabilities Cash Transfer (PWSD) programmes.

Speaking during a conference on the migration of regular beneficiaries to the new payment module at KICC, Labour and Social Protection Cabinet Secretary (CS) said the programme would be moving from the old card based system to the new multiple payment system based on bank accounts that promises flexibility for the beneficiaries.

“One of the important benefits of the new program is that it reduces distances covered by beneficiaries in accessing banking services as well as reducing over-reliance on care givers by giving beneficiaries more control of their accounts,” the CS said.

the CS said in order for the programme to work, County governments needed to come up with specific road maps in the next two weeks on how they would deal with the new cash transfer programme since each county has its own unique challenges.

“County specific data will ensure that within the next three to four months data for all the beneficiaries is captured at the click of a button through an upgraded IT system,” said the CS.

The CS has further confirmed that the government allocated close to Sh.30 billion in this financial year under the cash transfer program where about 1.3 million households were set to benefit.

“What this means is that by targeting 1.3 households, around 5 million Kenyans are direct beneficiaries,”said the CS, adding that since inception in 2004, the Government has spent a total of Sh.125, 685, 183, 612 with a significant increase from 2013 to date.

However, the CS asked the Ministry staff to recognize other critical mandates of the Ministry from protection of the children to the disabled members who were vulnerable members in the society.

The CS noted that recently, efforts have been made by the State Department towards enhancing child care and protection in the country through the establishment of the Child Protection Information Management System (CPMIS) which captures data on various aspects affecting children across the whole country.

“In the course of your day-to-day delivery of services, you need to give special attention to children in acute hardship situations from those living with disabilities to those on the streets, the orphans the destitute, the drug abusing children the sexually abused to those affected by domestic violence. It is our responsibility to link them to services and interventions that accord them hope to grow into mature, productive and responsible Kenyans,” the CS said.

The CS said that the carefully designed migration program, whose sensitization commenced on Tuesday, shall be rolled out to all counties and formally launched on the 26th November 2018 in Kajiado.

The CS said the exercise would be closely monitored so that challenges that came up were addressed for smooth transition.

The choice mode would involve opening of new bank accounts for the beneficiaries.

What is unique about the new Inua Jamii banking methods that will be opened in four banks Cooperative, Equity, Postbank and KCB, Gichangi said, is that it would be mobile banking enabled where beneficiaries would be able to pull their money directly from bank account and withdraw from mobile money agents.

This new payment model will target 353, 000 cash transfer for OVS, 310, 000 older persons of 65-69 years and 47, 000 of persons with severe disabilities cash transfer.

Why new KTDA tea Directors should continue serving

Tea Farmers Wary Of Former KTDA Directors

KTDA Zone Eleven Board Member Mr. James Ombasa has urged former directors to avoid interfering with the operations of the tea factories in Kisii County.

Speaking during a meeting with tea farmers in Gucha Sub County, Kisii, Ombasa noted the farmers were willing to promote tea farming after they incurred losses with coffee and pyrethrum farming and needed good leadership to support their farming activities.

The Board member said they were elected as Directors of Ogembo Tea Factory last year through an election process and the former Directors have no reason to storm KTDA offices countrywide in an attempt to take over the business affairs.

“Personally, and with my colleagues who are board members and Directors all over the country who are in office, we are telling them if you want elections, ask for elections but not coming through the back door,” he said.

Ombasa cited various improvements they have made within the tea sector since taking office including raising the prices of tea from Sh17 to Sh20 a kilogramme per month, introducing a reserve price which is 2.43 dollars and also increasing the bonus from Sh5 to Sh19 per kilogramme.

He added that the new leadership ensured that KTDA pays the tea farmers by the 5th of every month, similar to other employees in the public service, and urged the former officials to wait for the term of the current office bearers to come to an end.

This comes days after former KTDA officials invaded the agency’s main offices in Nairobi and some tea factories countrywide claiming the current directors were illegally elected into office.

However, the Tea Act 2020 provided for the election of new directors by smallholder tea farmers between March and June 2021, and this was in line with new regulations which stipulated one farmer one vote as opposed to the previous elections that were based on a farmer’s shares.

Regarding new developments in the region, Ombasa said they were planning to introduce orthodox tea to Ogembo and Itumbe Tea Factories due to its capability to fetch high prices and high demand in the international market.

Currently, the government is implementing market development activities in orthodox tea markets like Russia, China, UAE, Iran, Iraq, Poland and Germany to promote Kenya orthodox teas and reduce overreliance on black CTC teas.

Despite Kenya being the largest exporter of black CTC teas in the global market over the last decade, tends in tea prices in the last ten years have shown that orthodox teas fetch better prices than black CTC.

Ombasa pointed out that they have received 41,000 metric tonnes of fertilizers against the 88,000 metric tonnes ordered for tea farmers and the second consignment was expected to arrive in the country on Thursday for distribution to the respective tea buying centers.

One of the tea farmers, Tom Nyandwaro, said they have been sensitized on the developments in the tea sector, tea harvesting and marketing, and benefits for farmers.

He noted that since the new KTDA leadership came into office as requested by the tea farmers, the sale of the crop has greatly improved.

“Initially, we would get a bonus of Sh5, but after the election of the new leaders, farmers now receive a bonus of Sh19 for their produce. This has assisted us to support our children’s education in schools,” said the tea farmer.

Nyandwaro encouraged the leadership team to continue supporting the tea farmers by sourcing for additional markets adding that they were grateful to the national government for providing subsidized fertilizers for their farms.

Further, he urged the previous leadership to avoid interfering with the operations of the tea factories and instead, wait for the next elections to compete for the positions.

How the Anti-Graft Fight Is Aimed At Improving Business Environment

President Uhuru Kenyatta today assured investors in Kenya that the war against corruption will continue so as to make the country’s business environment better.

The President said the government’s commitment to make Kenya a preferred investment destination in Africa is reflected in the latest World Bank Ease of Doing Business Ranking where Kenya is placed at position 56 in the world.

The President, who spoke at the UN Complex in Gigiri, Nairobi when he opened the 2nd American Chamber of Commerce US-East Africa Trade and Investment Forum challenged the private sector to  play its role in the fight against corruption by fully implementing its anti-graft code of conduct.

“While the means to fight corruption are entrenched in laws such as the Bribery Act 2016, the private sector, as a whole, should also ensure the Code of Conduct developed a few years ago to self-regulate and tackle business enterprises engaging in corruption, is implemented to the letter.  It is only by working together we can be assured of conquering the corruption dragon,” the President said.

The President assured investors that the intensified war against corruption will be sustained so as to rid the country of the vice and improve the environment for businesses to thrive.

“We will strive to uphold good business practices and keep the business environment transparent and fair and ensure that all businesses in Kenya have a level playing field, regardless of whether they are local or international companies,” he said.

The Head of State thanked the American Chamber of Commerce for organising the summit and challenged the forum to take the strategic partnership between Kenya and the US to new heights.

The President called on US companies to invest more in Kenya by emulating General Electric and Phillips. The two American multinational businesses have continued to expand their presence in the country by taking advantage of the nation’s expanding economy.

President Kenyatta said Kenya’s sustained investments in infrastructure development in recent years has resulted in the reduction in the cost of doing business in the country.

“Since last year’s summit, the Mombasa-Nairobi railway line has been extended to Suswa, near the geothermal centre and the site of a soon-to-be opened industrial park.  You are invited to consider putting your investments in this Park,” the President said.

He said the Big Four plan provides good business opportunities and asked US firms to be first in line to partner with Kenyans in delivering the development blueprint.

“My administration is seeking to create at least 6.5 million jobs over the next five years so as to ensure that Kenyans, and, in particular, the youth, can secure and maintain good jobs,” he said.

The President noted the low trade volumes between Kenya and the US, and expressed optimism the newly agreed strategic partnership between the two countries will help lift the numbers.

“I am convinced we can do better than this; and there is a lot to build upon.  I, however, note with satisfaction that a wide range of U.S. companies are investing in Kenya and across the East Africa region,” said the President.

Trade CS Peter Munya and Constance Hamilton, the Assistant U.S. Trade Representative for Africa also spoke at the event that was attended by participants from across the East African region.
