(b)To maintain a strategic fit Safaricom is introducing a tariff called the mega tariff that will lower costs to Safaricom to Safaricom calls and calls to other networks.  Calls to             Safaricom networks will be charged according to the time of the day as listed below:

-Between 8am to 12 noon – 6 Ksh

-Between 12 noon to 8pm-0.8 Kshs

-Between 8pm to 1 am -4Kshs

-Between 1 am to 8am- 1Kshs

ACM and several computing community partners commend the U.S. I-House of Representatives

passage of a resolution to improve the visibility of computer science as a transforming industry

that propels technology innovation and improves economic productivity. The House resolution

designates the week of December 7 as ‘National Computer Science Education Week’ and calls

on educators and policymakers to improve computer science learning at all education levels and to encourage increased participation in computer science.

ACM is working with Microsoft. Google, Intel. the Computer Science Teachers Association (CSTA), the NationalCenter for Women & Information Technology (NC WIT), and the Computing Research Association to improve awareness that computer science education is a national priority. “National Computer Science Education Week will help us draw attention to the need for an educational system that values computer science as a discipline and provides students with critical thinking skills and career opportunities,” says ACM Education Policy Committee chairBobby Schnabel, dean of the School of Informatics at IndianaUniversity.

 

CSTA executive director Chris Stephenson notes the vital role that computing plays in people’s daily lives, and stresses the urgency of building a strong computing workforce. “We need to expose K- 12 students to computer science concepts to help them gain critical 21st century skills and knowledge. and we’re grateful for Congress’ recognition of this need as a national priority,” Stephenson says. NCWI CEO and co-founder Lucy Sanders says the annual commemoration of National Computer Science Education Week can strengthen efforts to inform students, teachers, parents, and the public about how computer science enables innovation in all science, technology, engineering, and mathematics fields and creates economic opportunities.

Technically 80% of post primary school teachers have no share in the promotion, This is the most inhumane face of an employer where by out of 110 000 employees only 3214 can be promoted

Even if the employer claims that she promoted all teachers in 2017, that’s now almost 5 years ago. Their own guidelines guarantees for promotion every 3 years, this should at worse be contested legally or protested to compel the employer to guarantee it’s members what is due for them.

A legislative proposal seeking to amend the Basic Education Act, 2013 is undergoing pre-publication scrutiny by the National Assembly Committee on Education.

The proposed Basic Education (Amendment) Bill, 2025, sponsored by Hon. John Waluke, seeks to enhance transparency by requiring non-teaching staff to declare their wealth and by aligning school audits with the Public Audit Act.

One proposed amendment would require non-teaching staff to declare their income, assets, and liabilities, as well as those of their spouses and dependents.

The Committee Members noted the misuse of funds particularly infrastructure funds in public schools. Hon. Nabii Nabwera advocated for a clear separation of financial and academic roles within schools.

“Let the teacher be the teacher, teach and manage the academics and we have a professional manager and a qualified administrator actually dealing with issues of money with schools, resources and procurement,” Hon. Nabwera stated.

The Committee questioned why a ministry allocates money to public schools that would be entrusted to individuals who may lack proper qualifications and are not held accountable by any regulations.

Hon. Eve Obara and Hon. Mary Emaase called on the Ministry to develop a mechanism to ensure accountability from bursars and other non teaching staff.

The Bill also seeks to mandate that school audits align with the Public Audit Act.

However, committee analysis pointed out that the Basic Education Act and the Public Finance Management Act already provide comprehensive frameworks for the audit and management of public funds, including penalties for non-compliance.

In the meeting, chaired by Hon. Julius Melly, the Committee also engaged representatives from the Office of the Auditor General on Performance Audit Reports for the Ministry of Education on Management of Development Funds for Technical Institutions, March 2018; the Implementation of the National School Upgrading Program, March 2018 and Expansion, Improvement and Maintenance of Infrastructure in Public Primary Schools by the Ministry of Education, November 2021.

Kericho high school 2019 KCSE results

Kericho High School managed a mean score of 6.78; a C+ (plus) in the 2019 Kenya Certificate of Secondary Education, KCSE, examination. The school registered a total of 324 candidates.

182 candidates scored a mean grade of C+(plus) and above; hence, booking direct tickets to university. Candidates who scored mean grade of A- (minus) were 13. Others scored B+ (32), B (43), B- (43) and C+ (51 candidates).

The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

119 candidates at Butula Boys Secondary scored a mean grade of C+(plus) and above, hence, booking direct tickets to university; representing 49.79% of the candidates who sat for the examination.

KCSE Exams administration- Knec introduces new tough conditions

Security overhaul is set for this year’s Kenya Certificate of Secondary Education (KCSE) exams with supervisors and invigilators now required to rotate between schools.

The examination set to begin three weeks from now, will also see the introduction of personalised question papers with names and index details of the student printed on them.

The new measures introduced by the Kenya National Examinations Council (KNEC) will also include strict phone bans, conflict of interest checks, and increased examination collection centres.

KNEC chief executive David Njengere all exam officials will be required to surrender their mobile phones at the beginning of each examination session.

“These phones will be kept in lockable desks, under the vigilance of a security officer and the key will be kept by the centre supervisor,” he said.

Previously, centre managers were allowed to remain with their phones while supervisors and invigilators were banned from using phones during examinations.

Invigilators and supervisors will also be required to declare any form of conflict of interest to the schools they will be deployed.
Teachers Service Commission(TSC) director of staffing, on behalf of the chief executive, said teachers contracted as invigilators and supervisors, will not be deployed to examination centres where they have a conflict of interest.

This could mean the invigilators and supervisors will not be deployed to schools they currently serve or have served in the past, or where their spouses or close relatives are employed.

“They will be required to declare any affiliations they may have with the examination centres where they will be posted,” Lentoijoni said.

Education Cabinet Secretary, Julius Ogamba supported the enhanced measures saying they will ensure the quality of academic certificates.

KCSE will begin on October 22 and will take exactly one month ending on November 22.

KPSEA will be administered between October 28 and November 1. A total of 1,303,913 candidates will take the assessment in 35,573 centres. On the other hand, 965501 candidates will take this year’s KCSE exam in 10,755 exam centres.

The Teachers Service Commission (TSC) continues to assert that the recent promotion of 25,000 teachers, which Parliament rejected, was carried out in a fair and transparent manner.

TSC Chief Executive Officer Nancy Macharia spoke publicly for the first time about the issue, expressing her hope that it will be amicably settled soon so that deserving instructors may begin to enjoy their new roles. The National Assembly’s Committee on Education rejected the promotion list, claiming that it was not conducted impartially and that some deserving instructors were overlooked.

Ms. Macharia, whose 10-year term concludes on June 30, 2025, stated that she has implemented numerous reforms throughout the years, many of which have enhanced the educational system. She mentioned the promotion of 25,000 teachers of all cadres as an example, which is currently drawing a lot of attention.

She was addressing the Kenya National Schools Principals Forum in Mombasa.

“Even before we could declare the interview results, your own trade unions and Kenya Secondary Schools Heads Association were incensed about the promotion criteria,” Ms. Macharia stated.

“The majority of you take your work seriously,” explained the TSC head, “and that’s why so many of you have earned well-deserved promotions year after year and have reached the peak of the main rank.”
According to Ms. Macharia, the commission has served the country well by directing national schools in Kenya for the past ten years that she has held the top position in overseeing teachers as the commission’s CEO.

Ms. Macharia stated, “In fact, my agreeing to speak with you today, with only two months left in my tenure, is testimony of how high in the pecking order of priorities the 103-member Kenya National Schools Principals Forum lies.”

Moses Nthurima, the acting secretary general of the Kenya Union of Post-Primary Education Teachers (Kuppet), called for openness and equity in the promotion of teachers.

“Promotions are based on an individual’s contribution to learners, involvement in co-curricular activities, and the overall atmosphere and development of the students.” “However, what the commission did was distribute positions evenly throughout the counties,” Mr. Nthurima stated.

He mentioned Wajir County, which has 800 teachers, and Kiambu County, which has 11,000 teachers, but said that populous counties with the most stagnated teachers would be excluded since they would receive the same number of promotion slots.

He questioned how the TSC advanced teachers in underserved regions of arid and semi-arid areas who had only worked for six months, while ignoring those who had served for ten years.

He inquired, “Where is the fairness in that?” and noted that the promotions were unclear, with unions oblivious of the criteria employed. He requested that the TSC summon the teachers’ unions for a discussion on the issue.

Mr. Nthurima stated that if the meeting does not take place, they will turn to other means, such as requesting a court injunction or holding protests. Kuppet has written to the TSC requesting a meeting.

According to the Kuppet official, the promotions were political, with more promotion slots allocated to locations where the government believes they can attract more voters.
