Agony awaits teachers, Civil servants and disciplined forces as government set to roll out pension scheme

Teachers, civil servants and members of the disciplined forces are staring at looming agony in January next year, 2019, after the government made good of its plan to introduce a mandatory contributory scheme. The government employees are set to lose 7.5% of their basic salary towards the statutory pension scheme. This is the first time that the employees will be contributing for their retirement since the government has shouldered the whole responsibility. In the new contributory scheme, the servants will forfeit 7.5% of their monthly gross pay as the government gives twice as much, 15%. The cash starved government is on a collusion part to cut down on its spending in a bid to procure an additional loan facility of 1.5 billion US dollars from the International Monetary Fund, IMF.

“I know we have to do it this time round. I am really hopeful this time we will start it, hopefully in January”, said Mr. Kamau Thugge who is the Treasury Permanent secretary.

The Kenyan government has been trying to introduce the pension scheme for the past twelve years with little success. This new deduction is coming after the government introduced another monthly statutory tax of 1.5% of gross salary for government officers earning an excess of Ksh. 100,000. These funds will go towards a housing scheme that is among the big 4 agenda of the president Uhuru Kenyatta led government.

This now means that Chief principals in job group Q (T- Scale 15/ D5) will remit over Kshs. 7,000 per month to the school whose intent is to construct low cost housing units. Senior principals in Job group P/ T-scale 14/ D4 will forfeit Kshs. 6,000 monthly. Secondary school teachers in job groups G, H, J and K should prepare to lose excesses of Kshs. 1,520, Kshs. 1,777, Kshs. 1,959 and Kshs. 2,240 respectively.

Tragic: 2019 KCSE candidate dies moments after sitting paper

A candidate sitting for this year’s Kenya Certificate of Secondary Education, KCSE, exams died under unclear circumstances moments after completing his Biology Paper 3 (practical). The student at Memba mixed Secondary school in Rarieda, Siaya County, collapsed moments after he had sat for the exam that was done on Friday November 15, 2019.

The student identified as Juma Fredrick felt unwell after the exam. He then went ahead to inform his colleagues how he felt. This is when he collapsed and was rushed to St Mary’s Lwak Mission Hospital. On arriving at the hospital, he was pronounced dead.

This comes days after another students died after sitting his Chemistry Practical exams. Victor Kiptoo, a student at Barina Mixed Day and Boarding Secondary School died days after the Chemistry Practical exam that was done on Friday November 8, 2019. According to reports, Kiptoo died after developing chest pains; supposedly as a result of exposure to Xylene, one of the chemicals used during the practical. Several teachers and students complained of illnesses as a result of the exposure to the poisonous reagent.

MINISTRY DENIES CLAIMS

But, the Ministry of Education has come out to deny claims that the Chemicals used in the Chemistry practical this year were dangerous. The  Principal Secretary for Early Learning and Basic Education (PS), Dr. Belio Kipsang has clarified that the chemicals that were used during the Kenya Certificate of Secondary Education examination during the chemistry practical are the same ones students have been using during chemistry practicals in regular lessons. The PS said the Ministry had not received any formal complaint about the chemicals.

The 2019 KCSE exams end on November 27, 2019.

Taita Taveta University KUCCPS Approved Courses, Admissions, Intakes, Requirements, Students Portal, Location and Contacts

Universities are the highest learning institutions in Kenya and the World over. They offer training majorly in undegraduate and Post Graduate Studies. In Kenya, the Courses offered in the Universities must be accredited by the Kenya Universities and Colleges Central Placement Services, KUCCPS. It is the same body that selects and places students to higher learning institutions; Universities, Colleges and Polytechnics. To qualify for University placement one must attain the minimum set Mean grade and particular course requirements. Each Course offered at particular university has its own cluster cut off points, though. Most university courses take a minimum of 4 years; while, some take even more. An academic year at the university takes two semesters of three months each. University students get fees loans from various organizations. Top on the list is the Higher Education Loans Board, HELB, that advances both loans and Bursaries. Universities run online platforms; portals and websites, where such services as admission application, online accommodation booking, E-learning, exams results downloads and many are provided to students, staff and the general public. On admissions, most universities have admissions in May and September for new students. Various learning modules are provided at the universities. These learning modules include: Full time, School Based, Distance Learning, Evening & Weekend classes and E-Learning.

Education Ministry to develop software to locate and track textbooks

The ministry of education is set to develop a software that will be used to track and report the exact location of the books that it distributes to schools, under the new text-books’ distribution policy. Appearing before the Parliamentary Education Committee, the Education PS, Dr. Belio Kipsang told the Hon. Julius Melly led committee that they are developing the software to enable easy monitoring of the books. “At any one time we will know where the books are,” said Dr. Kipsang

Dr. kipsang said the ministry is working with the Kenya Institute of Curriculum Development, KICD, to develop a serialization software to track the location of the books that is similar to those used on drugs and other pharmaceutical commodities. This tracking system works by imprinting a unique code onto each commodity after packaging. This latest move comes amid claims of delays by publishers to timely distribute the textbooks to various parts of the country citing poor weather and terrain. Under the new textbook policy duped ‘one text book policy’, Moran, Longhorn, Kenya Literature Bureau, oxford press and East african Educational Publishers were awarded the Kshs. 7.6 Billion tender to cut off cartels and corruption in the old dispensation where schools were mandated with the responsibility of procuring of the textbooks.

A report released by Ethics and Anti- Corruption Commission, EACC, in 2016 exposed heightened corruption and fraud where schools’ heads could fail to purchase the textbooks and diverted the cash meant for the books to other uses. The shocking revelations showed that school heads and procurement committees could forge signatures, over price the text books or even single source the books, flouting the procurement rules.

The government has already disbursed textbooks for core subjects for all form ones who joined high school, this year.

Kakamega Teachers Defy TSC ‘Threats’, burn TPAD Forms

Teachers attending a KNUT Annual Branch Meeting in Kakamega, today, set TPAD forms on fire, a move seen to be agitated by the TSC’s decision to discipline their colleagues in Nyamira. The physically agitated teachers sporadically carried their forms to the middle of the venue ground and set them ablaze, while chanting Luhya slogans. The meeting held at Malinya stadium in Kakamega was attended by KNUT top brass, including the SG, honourable Sossion, and local top Ministry and TSC officials who watched in disbelief.

Early this week, the TSC summoned teachers who had participated in the burning of the copies of Teacher Performance Appraisal and Development (TPAD) during a KNUT meeting held at Metamaywa market; in Masaba North sub-county on 29th August, 2018.

“At the meeting you participated in the burning of the copies of Teacher Performance Appraisal and Development (TPAD) in the glare view of members of the public” read a show cause letter seen by our reporters.

Pressure is mounting on the TSC to do away with the tiresome TPAD exercise that has reduced teachers to mere secretaries at the expense of teaching. Already, the President has directed the TSC to restructure the teacher evaluation process.
