KNUT demands that student capitation be paid out right away.

For effective functioning, the Ministry of Education has been urged by the Kenya National Union of Teachers (KNUT) to promptly disburse capitation money to schools.

The union’s Secretary General, Hesbon Otieno, said in a speech on Sunday, April 27, that this would help the planned shift during the second term.

The SG says that the second term is when ninth graders will choose their senior secondary school courses, therefore sufficient financing is essential for a seamless transfer.

As a result, he advised the government to give the headship and any remaining balances from the first semester before classes start, not halfway through the term or at the conclusion.

“The ministry must release the 30 percent that is scheduled for release during the second term. It should be published in a timely manner before the start of classes, and any remaining balances from the first semester should be released so that the schools can start on a positive note as a result of the transfer, he stated.

“I realize that pupils are about to start selecting the routes they will take in grade 10. Schools must be prepared to make sure this procedure occurs quickly so that there are no delays or annoyances for the heads of institutions and the school administration.”

The first senior secondary pupils under the Competency-Based Education (CBE) program will be the current Grade 9 students, who will begin to concentrate in different pathways beginning in Grade 10.

According to the updated curriculum, there are three possible routes — Arts and Sports, Social Sciences, and Science, Technology, Engineering, and Mathematics (STEM) — and each student is expected to choose no more than two.

Students will be started on their desired career paths through pathways that are based on both their aptitude and their preferences.
Nevertheless, this has run into difficulties since the ministry announced that mathematics, a compulsory topic in the 8-4-4 curriculum, would only be required for STEM students, which sparked a lot of opposition.

As a result of the demonstration, the ministry reversed the mandate and declared that students in the other two routes would also be taught some form of mathematics.
In order to make education more affordable, accessible, and relevant for students, the Competency-Based Curriculum was renamed to Competency-Based Education (CBE) on Friday, April 15, in an effort to simplify learning pathways.

In the event that teachers are fired for disciplinary reasons, the Kenya National Union of Teachers (KNUT) is advocating for a significant policy change that would safeguard their perks.

In Kilifi County, at a forum for teachers’ engagement, KNUT Secretary General Collins Oyuu called the current system unfair and discriminatory, asserting that a teacher’s right to perks should not be contingent on their conduct.

The union’s suggestion seeks to change the law so that, regardless of the circumstances of an educator’s departure from the profession, the government and the Teachers Service Commission (TSC) are required to recognize all accrued benefits.

“Our position as a union is that your behavior should have no bearing on your benefits when you are fired for any reason. You should be paid for the hours you put in,” Oyuu said.

The current policy disproportionately penalizes teachers who might have spent years in the classroom but forfeit their entire retirement benefits as a result of disciplinary offenses, some of which the union contends could be trivial or judged arbitrarily, according to KNUT.

In addition, Oyuu emphasized that financial entitlements should be determined by the service given rather than by individual behavior, even though accountability is essential.

The union’s initiative occurs at a time when there is a larger movement to change how the TSC treats teachers. KNUT recently denounced the disciplinary procedures and recruiting procedures, claiming that they are opaque and unfair.

These opinions were echoed by the Kilifi forum teachers, who shared anecdotes of coworkers who lost their jobs and finances as a result of what they thought were unfair terminations.

The proposal is likely to generate discussion in the education community and in government, particularly on the issue of how to strike a balance between employee rights and ethical and professional norms.

Nevertheless, KNUT maintains that, particularly in a profession that is already struggling with morale issues because of excessive workloads and few opportunities for career advancement, teachers’ financial security must not be jeopardized.

While the TSC has not made a formal announcement, sources say the commission may object to such a sweeping policy change, claiming that disciplinary measures must have teeth in order to preserve professional integrity in the teaching service.

It remains to be seen how the Ministry of Education and Parliament will react to what might become a key labor rights issue in Kenya’s education sector as KNUT gets ready to formally submit its plan.

How to update KNEC details for Contracted Professionals.

KNEC Contracted professionals are expected to regularly update their details on the KNEC Field Administration Portal.

Before logging into the portal, ensure you are armed with: your Id Number, TSC Number, School name, County (Where you work), Sub-County, Designation(Read from your payslip), KRA pin and E-mail address.

Follow the simplified procedure below, to update your details:

  1. Log into the KNEC Field administration portal by entering https://cp.knec.ac.ke into your browser(Google, Yahoo or Opera search).
  2. Click on ‘Edit Your Details’ hyperlink which will take you to the ‘KNEC Contracted Professionals System’ page.
  3. Log into the system by entering your User name(ID Number) and password (TSC Number).
  4. Update your details by correctly entering the following data: School name, County (Where you work), Sub-County, Designation(Read from your payslip), KRA pin & E-mail address.
  5. Finally, click on ‘Save Record’. A confirmation message will be displayed, thus, “YOUR DETAILS WERE SUCCESSFULLY SAVED”.
  6. Now, click on ‘Close and Log out’.

After successful completion of this step, the KNEC will send you an SMS with new user name and password.

New Teachers’ union, Kusnet, signs agreement with TSC

The Kenya Union of Post Primary Education Teachers, KUPPET, and the Kenya National Union of Teachers (Knut) have been dealt a major blow that will see their membership reduce drastically. This is after the Teachers Service Commission (TSC) signed a recognition agreement with a new outfit; the Kenya Union of Special Needs Education Teachers (Kusnet).

An estimated 4,000 tutors with special needs, some of whom were in Kuppet and Knut have since decamped to Kusnet. But, membership to the new union will be limited to teachers with special needs only.

“The Commission hereby affords full recognition of the union as the body representing interests of special needs education teachers in the employment of the Commission and who are paid up members of the Union and teachers with special needs in the employment of the Commission and who are paid up members of the union,” read the recognition agreement between TSC and Kusnet.

Kusnet will henceforth exclusively engage with TSC on matters pertaining to the welfare of special needs education teachers and teachers with special needs.

“All negotiations concerning terms and conditions of service in respect of members of the Union shall be carried out between the commission and the Union, provided that all negotiations concerning remuneration shall be based on mandatory and binding advisory of Salaries and Remuneration Commission,” the agreement reads further.

The recognition agreement also stated that negotiations between the employer and the Union will be conducted in a free and conducive environment devoid of threats to or actual industrial action or lock out and in a proper, structured, cordial and professional manner.

“Parties hereby agree to negotiate in good faith and solve all disputes amicably with a view to uphold and promote the best interest of learners. To this end, parties agree that there shall be no threats or actual threat to lock out or industrial action during the negotiations,” says the recognition agreement.

In what will be seen as a blow to administrators, the agreement provides that parties agreed that a teacher employed by the commission and who is in administrative position will not hold an elective position in the union. Where a teacher in the administrative cadre is elected as a union official, the teacher shall relinquish the administrative post forthwith.

Administrators continue to hold union posts in both Knut and Kuppet structures; a scenario that is likely to change, if the current developments are anything to go by. For instance, currently an administrator is only expected to relinquish his/ her responsibility once elected as the Branch Executive Secretary.

“The union undertakes that no teacher will be compelled to become a member of the Union and the Commission undertakes that no teacher will be penalised on account of his/ her membership to the union or non- membership thereof,” adds the agreement.

Knut has been the biggest loser after seeing its membership dwindle drastically in the last two years; with Kuppet reaping big.

How to update Teachers’ phone numbers and other TMIS data on the TSC-Online System.

Schools are expected to update TMIS data from time to time. TMIS is an acronym for Teachers’ Management Information System. With the continuous recruitment and re-deployment of teachers, it is necessary to update such teachers’ details.

Before logging into the system, ensure you have this data: User Name, Password and other school details like: basic school details, Ordinary enrollment, Teachers’ details, Teachers on Study leave, Subject Enrollment(CBE), Non full Teaching load (due to illness) and KCPE/ KCSE Performance

To update data on TMIS, use the guideline below:

  1. Type teachersonline.go.ke into your browser.
  2. Log into the officials’ page by entering the ‘User Name’ and ‘password’; as given to the principal by the TSC’s ICT Department.
  3. Once logged in, update:

A. TEACHERS’ MOBILE PHONE NUMBERS.

To update the teachers’ mobile phone numbers use the following steps:

  1. On the TMIS home, click on ‘TEACHERS’ tab indicated as 4. Teachers. This opens a list of all teachers in the institution.
  2. Move to the rear right of the window, and click on edit icon under the ‘ACTION’ column.
  3. The teacher’s details will be opened in edit mode.
  4. Enter the verified teacher’s mobile number correctly and save the changes by clicking on the ‘SAVE’ icon; under the ‘ACTION’ column.
  5. Repeat this for all teachers at the institution.

B. OTHER DETAILS THAT CAN BE UPDATED ON TMIS ARE:

  • update Deployment data: that involves putting a request for a swap by the principal. This is done by clicking on the ‘Add swap record tab’ and then inputting the required data.
  • Entry/ Exit Report: this encompasses updating details of re-deployed, dismissed or interdicted teachers.
  1. Click on Entry/ Exit Report and select Submit Entry/ Exit Report.
  2. In the next window, input reason as either Entry or Exit/ Stoppage, type of reason as: posting, Transfer in or Recruitment.
  3. Enter the TSC Number of the teacher and click on search. The system will automatically display: Surname of teacher, First name, Other names.
  4. Enter the Date of Entry and any other details and click on submit.
  • TMIS Returns. This involves submission of : basic school details, Ordinary enrollment, Teachers’ details, Teachers on Study leave, Subject Enrollment(CBE), Non full Teaching load (due to illness) and KCPE/ KCSE Performance.

This is done by clicking on TMIS RETURNS, followed by ‘Submit Teachers Returns’. Update the following details, on the new window:

  1. Basic School Details: County, Sub-County, Division, Location, Sub-location, Constituemcy, Ward, postal address, Telephone Number, Fax Number, Mobile Number, Email Address, Website, Sponsor(Church), Status(public ordinary, Public Ordinary/ Integrated or Public Speciial), Category(National, County, Sub-County,or Extra County), Boys’ Attendance(Day, Boarding or Day/ Boarding), Girls Attendance(Day, Boarding or Day/ Boarding), Number of BOM Male Teachers, Number of Female Teachers and Number of Physical Classes(Rooms available for students’ learning). Then click on SAVE.
  2. Ordinary Enrollment: update the exact number of students/ pupils in each age category, Number of instruction classes for each form/ class and click on the save icon.
  3. Teachers: To add a teacher to TMIS:
  4. Enter the teacher’s TSC number and click on the search icon. The teacher’s ID Number and Names will be displayed automatically. Next, enter the teacher’s: mobile phone number, Gender, Date of Birth, Nationality, Terms of Service(Either Permanent or Temporary), Date of first Appointment(Date when employed), Grade(automatically entered by the system), Date of Appointment to current Grade, Qualification(Doctorate, Masters..), Date Reported to current station, Responsibility(Principal, Deputy principal, HOD, Teacher) Date of Appointment to Responsibility(For Principals, D/Principals & HODs), Teaching subjects, Department, Teaching load(the classes taught and number of lessons per week) and Role. Finally, click on the save icon.
  5. Teachers Special Needs: select teacher and then save the special need(Physical, speech, visual…)
  6. Teachers on Study: involves capturing data of teachers pursuing studies. It is done by:
  7. Selecting a teacher from the list.
  8. Enter the course pursued(KCSE, Driving License or Certificate)
  • Type-in the Start and end date.
  1. Select the study area.
  2. Select the Training mode and click on the save icon; under the action column.
  3. Subject enrollment(CBE): enter the correct number of students/ pupils per class, per gender, for all the subjects offered. Remember to always click on the save icon at the far right side of your window.
  4. Non Full teaching load(Due to illness) . it involves declaration of teachers with less workload than the recommended TSC’s number of lessons per week: this is done by selecting a teacher from the list, choosing the reason for not full load and then click on the save icon.
  5. KCPE/KCSE performance: it involves entering of the respective teacher’s mean for all candidate classes subjects taught; since 2015 to date.
  • Utilities: here, you can change your password(if you feel that the current one has been compromised) of you log out(to secure the data uploaded.

TSC Releases New Teacher Registration and Recruitment Requirements-2018.

The Teachers’ Service Commission, TSC, has released new guidelines for teacher registration and recruitment. In a circular released today, the TSC sets the new registration fee at Kshs. 1055 among other requirements; as highlighted below:

Kenyan Citizens- Requirements for Registration:

  • Certificate of Good Conduct
  • Relevant academic and professional certificates from recognized institutions
  • a copy of Identity Card or Passport
  • passport photo
  • KRA Pin Certificate
  • dully filled GP 69 Medical Form and
  • Payment of registration fee

Non Kenyan Citizens – Requirements for Registration:

  • academic and Professional Certificates and
  • other evidence for registration as a teacher obtained in Kenya or the country of origin
  • Academic and Professional Certificates. NB: Must have been awarded by an accredited foreign institution and equated by the relevant public body in Kenya
  • Certificate of Registration as a teacher or authority to teach in the country of origin
  • a valid Entry / Work Permit issued by the Department of Immigration
  • a valid Certificate of Good Conduct issued by the relevant law enforcement agency in the country of origin
  • vetting letter from the Ministry of Education (Kenya) and
  • prescribed fee of Kshs. 1055

TSC POSITION ON THREAT BY KNUT TO DISRUPT 2019 FIRST TERM LEARNING PROGRAMMES

The Teachers Service Commission, TSC, has today issued a statement on the Commission’s take on the strike threats by the Kenya NAtional Union of Teachers, KNUT. Via a circular dated 2nd January, 2019, the TSC Chairperson (Dr. Lydia Nzomo), TSC insists schools will reopen tomorrow as scheduled and has directed all parents to take their kids to school.

Here is the full press statement by the TSC chairperson:

“TSC POSITION ON THREAT BY KNUT TO DISRUPT 2019 FIRST TERM LEARNING PROGRAMMES

  1. BACKGROUND

On 20th December 2018, the Kenya National Union of Teachers, KNUT, issued a strike notice to the Cabinet Secretary, Ministry of Labour and Social Protection threatening strike action from 2nd January, 2019. The Notice, which was copied to the Teachers Service Commission, cited four grounds which touch on: Teacher promotion, Teacher Transfer, Teacher Appraisal programme and Teacher professional development.

Subsequent to strike notice, the Cabinet secretary for Labour and Social Protection, Hon. Ukur Yatani, appointed a conciliator on 20th December 2018 to help the Union and TSC resolve any outstanding issues. The Commission is fully committed to the Conciliation process. The Commission is fully committed to the conciliation process. At this point, i wish to clarify that TSC has not failed to attend any conciliation meeting to which we had been invited. This includes yesterday’s purported meeting.

2. COMMISSION’S PAST EFFORTS

All along, the Commission has continuously demonstrated its commitment to industrial harmony in the teaching service by putting in place structured engagement mechanisms. The most significant is the 2017-2021 Collective Bargaining Agreement which significantly improved the terms and conditions of service. Moreover, in October 2018, the TSC organized a five day retreat with KNUT to address any issues arising from the implementation of the 2017-2021 CBA.

Regrettably, the Union forced an adjournment halfway through the deliberations after it put forward two impossible pre-conditions to the negotiations. To start with, the KNUT demanded the revocation of 85 cases of transfer of teachers who hold elective positions in the union. Secondly, KNUT demanded that union officials be exempted from any future transfers. This could not be granted as it has no basis in law and policy. In any case, teachers are employed to serve learners, not unions.

3. BALANCE BETWEEN RIGHTS OF VARIOUS PARTIES

In the last few days, the Commission has taken time to review the Circumstances, timing and the context of the current strike threat. The commission has also assessed the impact of past disruptions to learning programmes through industrial action.

The general conclusion has been that disruption of learning through industrial action has unnecessarily put into jeopardy the safety and well being of learners.

This is contrary to the provisions and spirit of Article 53 of the Constitution which spells out the rights of children. Some of these include the right to free and Compulsory education and safety at school and home. Further, under section 4 (a) of the TSC Act, the Commission is required to always act in best interests of the child in all its undertakings.

In signing the 2017-2021 CBA, the Commission expected that disruption of learning programmes would be eliminated and the right of children to quality education safeguarded. This is because learners are primary clients in our school system.

In view of the foregoing, the Commission has resolved as follows:

a). The TSC will fully participate and support any efforts to resolve the current dispute, including the ongoing conciliation, in order to ensure smooth operations of teaching and learning programmes in all schoolls.

b). The Commission appeals to all teachers to report for duty from 3rd January 2019 and embark on teaching and learning programmes under the direction of Heads ofv Institution. Thus, heads of institutions must be in their respective stations to ensure quality learning and teaching, and there is no disruption whatsoever to those programmes.

c). A time has come for us to balance the rights of employees and those of learners who are the primary clients in the learning and teaching matrix. In view of this, the Commission does not, therefore, contemplate a situation where learners will go without a teacher for even the shortest duration of time. The Commission does not also consider pre-mature closure of schools as an option.

In this regard, the TSC has taken the considered decision to promptly assign teachers in its data base in case of non-attendance to duty by those employed to attend to learners. The TSC Board has thus directed the Chief Executive Officer, Dr. Nancy Macharia, to immediately activate the necessary mechanisms to engage teachers in its data base where they may be needed.

This will ensure safety of learners and continuity in learning programmes even as the various parties work on a lasting solution to the industrial issues in contention. Once again, a time has come for us to stop anybody fro using Kenyan children as human shield. That time is now.

d). All parties should ensure they take their children to school on 3rd January 2019 in readiness for the first term programmes. As I have said, teachers will be available to attend to all learners.

4. CONCLUSION

Lastly, the Commission wishes to thank all teachers throughout 2018 in the implementation of the school curriculum, Further, I wish to once again restate our commitment to amicable settlement of all industrial issues in the interest of our learners. I assure all teachers and other stakeholders of the Commission’s commitment to the full implementation of the 2017-2021 CBA as signed with the unions. The Commission appreciates the decision by the Kenya Union of Post Primary Education Teachers (KUPPET) to engage with TSC for amicable resolution of issues emerging from the implementation of the 2017-2021 CBA.

Kakamega Teachers Defy TSC ‘Threats’, burn TPAD Forms

Teachers attending a KNUT Annual Branch Meeting in Kakamega, today, set TPAD forms on fire, a move seen to be agitated by the TSC’s decision to discipline their colleagues in Nyamira. The physically agitated teachers sporadically carried their forms to the middle of the venue ground and set them ablaze, while chanting Luhya slogans. The meeting held at Malinya stadium in Kakamega was attended by KNUT top brass, including the SG, honourable Sossion, and local top Ministry and TSC officials who watched in disbelief.

Early this week, the TSC summoned teachers who had participated in the burning of the copies of Teacher Performance Appraisal and Development (TPAD) during a KNUT meeting held at Metamaywa market; in Masaba North sub-county on 29th August, 2018.

“At the meeting you participated in the burning of the copies of Teacher Performance Appraisal and Development (TPAD) in the glare view of members of the public” read a show cause letter seen by our reporters.

Pressure is mounting on the TSC to do away with the tiresome TPAD exercise that has reduced teachers to mere secretaries at the expense of teaching. Already, the President has directed the TSC to restructure the teacher evaluation process.

Deadline for filing TPAD data by TSC Teachers: TSC Latest News

The Teachers Service Commission, TSC, has opened the portal for filing teachers’ term three (3) 2019 appraisal data. This is to allow teacher file their Teachers Performance Appraisal and Development (TPAD) data online.

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission uses data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 3 now have until Tuesday 13th December, 2019 to do so. This is the deadline for both the Appraisee and Appraiser. The Appraisee is the individual teacher while the Appraiser is the immediate Supervisor. For example, in a secondary school, the Appraisee is the classroom teacher while the Head of Department or the Deputy Principal is the Appraiser. Individual teachers log onto the sytem to fill in their self appraised data, while the Heads of Departments or Deputy Principals log onto the system to enter their data on the appraised teachers’ performance.

Meanwhile, TSC has created a new user friendly portal for capturing the appraisal data. The Commission has at the same time reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.
To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

TSC sets deadline for filling 2019 term 3 TPAD data online by teachers; How to fill Teachers’ Appraisal form online, deadline for Appraiser and Appraisee data

The Teachers Service Commission, TSC, has opened the portal for filing teachers’ term three (3) 2019 appraisal data. This is to allow teacher file their Teachers Performance Appraisal and Development (TPAD) data online.

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission uses data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 3 now have until Tuesday 13th December, 2019 to do so. This is the deadline for both the Appraisee and Appraiser. The Appraisee is the individual teacher while the Appraiser is the immediate Supervisor. For example, in a secondary school, the Appraisee is the classroom teacher while the Head of Department or the Deputy Principal is the Appraiser. Individual teachers log onto the sytem to fill in their self appraised data, while the Heads of Departments or Deputy Principals log onto the system to enter their data on the appraised teachers’ performance.

Meanwhile, TSC has created a new user friendly portal for capturing the appraisal data. The Commission has at the same time reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.
To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

Click on “create account”. You will get an sms code on your phone. The new TPAD system will be in force effective term three 2019.

TSC press statement on application for the posts of 2019 Teachers Interns for Primary and secondary schools

The Teachers Service Commission, TSC, has come out to give an explanation on the difficulties experienced in the application for the intern posts, online. Here is the Presser from the Commission;


On 8th October, 2019, the Teachers Service Commission advertised for 10,300 teacher internship posts for Primary and Secondary Schools. Applications for the positions is being done through an on line platform https://www.tsc.co.ke. To-date, over 97,736
applications have been received for Secondary Schools and 5,182 for Primary School vacancies.

The Commission has however received some concerns from applicants who have experienced difficulties in making the application. In view of this, the Commission wishes to respond as follows: –

I. The difficulties experienced by some applicants were as a result of too many applicants trying to access the system at the same time. This overloaded the system, making it difficult to make the application especially on the first day.
II. The Commission has increased the capacity of the system to allow more applicants to apply concurrently. This will ensure such challenges are not experienced in future.
III. To give room for all interested applicants to make their applications, the Commission has extended the deadline by one (1) day. Accordingly, the closing date for the applications has now been moved from Wednesday 23rdto Thursday 24th October 2019.
IV. Applicants can seek assistance through TSC Help Desk that can be reached on 0202892050/0202892052.
