2021 KCSE cancelled results for cheating

“EXAMINATION IRREGULARITIES”

Ahead of the 2021 KCSE, the Government heightened measures meant to pre-empt any forms of cheating through the combined efforts of all the members of the Multi-Agency Team.

The result of this enhanced” “vigilance was that nearly all the cases of cheating that would have occurred were prevented. The country would bear me witness that many mobile phones that would have been used to relay pre- exposed examination materials were confiscated before they could be used.

However, there were 441 cases reported in the 2021 KCS Examination and one case of a centre with all the results withheld.

I wish to categorically state that KNEC will not have any mercy on examination offenders who must be dealt with decisively.

Consequently, examination results of all the 441 cases have been cancelled as follows:”

Universities are the highest learning institutions in Kenya and the World over. They offer training majorly in undegraduate and Post Graduate Studies. In Kenya, the Courses offered in the Universities must be accredited by the Kenya Universities and Colleges Central Placement Services, KUCCPS. Release Of Examinations Results

The Kenya National Examinations Council (KNEC) wishes to bring the following information to the attention of all institutions presenting candidates for the KNEC examinations:

Examination Results Slips and Printouts
Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:
1. Institution’s Code and Name
This appears on the top left side of the printout.  The institution’s code is a unique number by which an examination centre is identified by the Council.  This is the number that an institution should always quote whenever communicating with KNEC.
2. Candidates Details
Below the institution’s name and code are details of the candidates.  These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.
The important features of the examination results are as indicated below:-

  • X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
  • Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
  • P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
  • W– denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
  • U- denotes ungraded examination results due to infringement of the awards criteria.

Mean Grade Award Descriptions

  • Mean grade will be X, if a candidate is absent in all subjects
  • Mean grade will be Y , if one or more subjects are cancelled
  • Mean grade will be U, if the entry requirements for the KCSE examination are not met
  • Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met
  • Mean grade will be P, if results are pended
  • Mean grade will be W, if the examination results are withheld;

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.

Release Of Certificates

Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions:

  • All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
  • The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.

Thousands of teachers quit Sacco as TSC stops deductions

Thousands of teachers have stopped remittances to a popular Savings and Credit Cooperative Organisation or Society, SACCO, dealing it a big blow.

The Teachers Service Commission (TSC) has released a list teachers whose remittances to Metropolitan Sacco had been stopped and those who are still active members.

In a letter dated April 4, signed by TSC CEO Dr Nancy Macharia, directed to clerk of Senate, she said 11,310 teachers’ remittances were stopped while 2,401 teachers were still members of the Sacco as at March 31 2024.

The Third-Party guidelines copy was also attached to help the Senate Committee understand fully on the stand of TSC on the matter raised in a meeting held on March 26 this year.

This information is in pursuant to the request of the Senate Standing Committee on Trade, Industrialization and Tourism, for additional information regarding subscription of teachers to Metropolitan Sacco country wide.

This backdrop comes after the Dr Macharia announced the stoppage of the Metropolitan Sacco deductions for teachers in Bungoma County, when she appeared before the committee in the Senate to shed light on a statement by Bungoma Senator David Wakoli concerning unclear Sacco deductions despite instruction from the Commission to stop remittances.

The senators had requested to know why deductions were directed to a Sacco accused of embezzling KSh12 billion.
The woes of the Sacco started three years ago after some of its members realised that they were unable to make any withdrawals from their savings and also were denied loan facilities despite having active accounts.

The members also complained of the Sacco refusing to refund entire share capital after a member exit, non-functional mobile banking services, lengthy loan approval process and withholding of 50 per cent of members dividends.

The Sacco, which has a membership of about 75,000, most of whom are teachers, issued gross loans amounting to KSh16.7 billion against a total income of KSh.99 billion in the year 2020, according to the Sacco Supervision Annual Report (2020).
Its total assets and deposits stood at KSh16.73 billion and KSh7.64 billion respectively, in the same period.

The Sacco began sliding into financial trouble in 2019 following a surge in bad loans that squeezed its liquidity and ability to meet member withdrawals.

The April 2022 audit also revealed that the Sacco had loaned out KSh7 billion to ghost members as committee members questioned on how millions of shillings were withdrawn from single teller at a Nakuru branch.

TSC told to hire more teachers to plug shortage

The Teachers Service Commission, TSC, has been urged to hire more teachers so as to replace those retiring soon. Staffing gaps are also likely to be experienced as those above 55 years could be given early retirement since they are susceptible to Covid-19.

The Kenya Union of Post Primary Education Teachers – KUPPET, says about 25,000 teachers are aged 58 years and above and will definitely retire from June 2021.

“Half of the 25,000 teachers who are aged 58 years and above are remaining with a year or less in the service,” said Kuppet Secretary General Akelo Misori in a letter written to TSC this week.

The says since March, about 36 teachers have succumbed to Covid-19 causing more harm in the teaching service.

He added that between 2021 and 2023 a total of 50,000 teachers would have left the service as majority will be due for retirement while others may leave due to natural attrition.

“For this reason, Kuppet has written to the Teachers Service Commission and relevant government departments calling for urgent plans to increase the number of teachers and take other measures to maintain education services at the current levels,” He added.

In its proposal Kuppet advises the Commission to hire at least 15,000 per year between 2021 and 2026. Misori added that the 12,000 teachers being hired by TSC are not sufficient enough to plug the shortage.

Misori says that the Commission has not provided a clear path on how to implement the covid 19 regulations in schools adding that teachers aged 55 years be left to retire at will.

“At the moment, head teachers, principals and TSC County Directors have no direction on how to implement the directive, as a result, many teachers who deserve the leave of absence have been denied permission to stay away from schools,” the Kuppet Secretary General lamented.

In January, his year, the Commission hired 2,120 teachers to replace those who had exited service through Natural Attrition (1591 posts for Primary Schools and 529 posts for Secondary Schools).

In September TSC recruited another 4,000 new teachers on permanent and pensionable terms for secondary school teachers and 1,000 promotion posts for primary school teachers.
