Education Ministry releases new guidelines on implementation of the Competency Based Curriculum

The Ministry of Education has released guidelines to schools on how to implement the Competency Based Curriculum, CBC, for upper primary; Grades 4, 5 and 6. According to the circular dated November 7, 2019 and written by Dr Belio Kipsang (The Education Permanent Secretary), All schools will roll out CBC in Upper Primary in January 2020 in Grade 4, followed by the roll out in Grade 5 in 2021 and Grade 6 in 2022. The Ministry has already rolled out the CBC for Early Years Education, EYE; Grade 1 to 3.

Here are the guidelines to all Primary schools; both public and private:

SUBJECT: COMPETENCY BASED CURRICULUM (CBC) ROLL OUT; IMPLEMENTATION GUIDELINES FOR UPPER PRIMARY GRADE (4,5 & 6) The Ministry of Education rolled out implementation of the Competency Based Curriculum (CBC) for Early Years Education (EYE), covering Pre-Primary 1 &2 and Grades 1 to 3 vide circular Rel: MOE/CONF/G5 of 2nd January 2019. All schools will roll out CBC in Upper Primary in January 2020 in Grade 4, followed by the roll out in Grade 5 in 2021 and Grade 6 in 2022. All schools are expected to plan for the roll out in Grades 4, 5 & 6 based on the following guidelines:
  1. Time allocation and lesson distribution;

  • There shall be eight (8) lessons in a day
  • Each lesson shall be 35 minutes
  • The lesson distribution per subject will be as tabulated below:

2. Intermediate Level for Special Needs Education (SNE)

This is the second level in the stage-based Competency Based Curriculum for learners with special needs who carrot follow the regular curriculum. These include learners with the following categories of disabilities:
  • Severe intellectual disability;
  • Deaf-blindness;
  • Severe autism;
  • Severe cerebral palsy;
  • Multiple impairments;
  • Profound disability.

Lesson Distribution at Intermediate Level

  • There shall be six (6) lessons in a day;
  • Each lesson shall be 35 minutes;

3. Special Notes

2 Other Languages The Ministry of Education in conjunction with the Teachers Service Commission will identify public primary schools that will offer foreign and indigenous languages. Detailed implementation guidelines for foreign and indigenous languages will be issued to the identified public primary schools.
3 Home Science and Agriculture These shall be allocated one theory lesson and a double lesson for practical activities.
4 Science and Technology This shall be allocated two single lessons and a double for practical activities.
5 Physical and Health Education This will be timetabled every day for each grade and be activity oriented.
6 Pastoral Programmes of Instruction Shall be handled by a responsible member of a recognized religious faith within the school community and which is legally registered in Kenya.
7 Co-Curricular Activities Are a compulsory facet of the formal curriculum and should be implemented as recommended for all learners.
8 Community Service- Learning Activities Opportunities for Community Service Learning should be appropriately mainstreamed in all learning areas. Schools are expected to ensure that all learners participate in community service activities as guided in the curriculum designs.
9 Parental Empowerment and Engagement Learning institutions should create opportunities for information sharing and involvement of parents/guardians in the implementation of CBC.
10 Values Based Education School should ensure core values are incorporated in the learning process across all the learning areas in Upper primary.
11 Teacher Professional Development All schools will timetable the last two lessons every Friday (5%) of teaching time for teacher professional development activities. During this period learners should be allowed to interact with digital devices, library work, radio and TV programmes aired by KICD.

Here is the refurbished, iconic Mama Ngina Waterfront Park in Mombasa; Photos

President Uhuru Kenyatta officially opened the Mama Ngina Waterfront Park; on Sunday October 20, 2019 that was redeveloped at a cost of Shs 460 million.

The iconic seaside public park reopened its doors to the public earlier in the day when it hosted this year’s Mashujaa Day celebrations that was led by President Kenyatta.

The park, sitting on 26 acres overlooking the Kilindini Channel in Mombasa, has now been transformed into an integrated urban tourist attraction site.
The refurbishment included landscaping and paving the waterfront with concrete blocks, construction of a state-of-the-art amphitheater, the Kilindini Cultural Centre, ablution blocks and two main gates leading to the park among other developments.

Tourists visiting the park will have a choice to treat themselves to cultural exhibitions, shopping, dining at open air fresco restaurants and cafes or to relax at the breathtaking expansive site.

The project is designed to support a 24-hour economy and its layout includes a new jetty for water taxis.
The Ministry of Tourism is already optimistic that the park will attract more local and foreign tourists to Mombasa, Kenya’s oldest town and the country’s second city.

President Kenyatta commissioned the construction of the park in January this year during which he expressed his expectation that the facility will help restore the glory of Mombasa as a top tourist destination in the region.

The redevelopment that was undertaken by a local company, Suhufi Agencies, was completed in time to host the Mashujaa Day fete, which was held in Mombasa County as part of a rotational hosting of certain national celebrations by counties.
The official opening of the park was marked with a retinue of entertainment activities that included fireworks, traditional dances and acrobatic shows among others.

Joy as ECDE teachers are employed on permanent and pensionable terms

It was a sigh of relief for 1287 Early Childhood Development Education (ECDE) teachers in Uasin Gishu after the new Governor Jonathan Chelilim Bii fulfilled his promise that they would be absorbed by the county government on permanent and pensionable terms of service.

The governor who had announced one week ago that he would meet the ECDE teachers who had been serving on contract for more than 10 years, on Friday presided over the launch of the appointment of the 1287 teachers on P&P terms.

Governor Bii urged the teachers who have been serving over 36,170 children across the County to improve the performance and confidence of the children, as moulding was key in the foundation establishment of a child’s education.

Speaking during the event held at Home Craft in Pioneer Eldoret town, the governor who was flanked by his deputy, Eng John Barorot assured that under his administration, ECDE teachers’ welfare will be well taken care of.

He noted that he understands the challenges they have been through over time and that it was time they are addressed.

“We have said an ECDE teacher must be happy like a university lecturer,” said the County Boss.

Bii said that his administration was working on a school feeding plan to improve children’s nutrition.

“This programme is part of the 10-pillar manifesto-Nguzo Kumi, I urge the teachers to continue scaling up in their education careers,” he advised.

Since its inception, the County Government has built over 1079 classrooms, 11 kitchens, and 18 ECDE Centres supplied with electricity across the county.

The previous administration had committed to employing the teachers on permanent and pensionable terms but the process was delayed due to what was said to be delays in the implementation of the schemes of service for ECDE teachers due to budgetary constraints.

“But with the process is now complete, and the teachers have now been confirmed in employment under P&P terms,” said the Governor.

Uasin Gishu County had advertised ECDE teachers’ positions in three categories – graduates, diploma holders, and certificate holders out of which 1,287 qualified and are now set to be fully employed on permanent terms.

TSC- Complete list of the 30 counties where facilitators/ trainers, subject experts and education technologists’ posts are available

The Teachers Service Commission, TSC, has advertised vacancies for Facilitators/ Trainers, Subject Experts ans Education Technologists. The facilitators will train targeted teachers of Science, Mathematics and English in glades 7 and 8 and Form 1 to 4. The Education specialists will support peer learning using ICT while, the subject experts will establish panels that will be responsible for reviewing and developing course content.
TSC is implementing part of the component 1 of the Secondary Education Quality Improvement Project (SEQIP) on ‘improving the quality of teaching in targeted areas”. The Project Development Objective (PDO) is to improve student learning in secondary education and transition from primary to secondary in targeted areas. The recruited officers will thus enable the Commission carry out this task. Those who meet the set criteria (see related content; at the end of this feature) have up to 30th April, 2019, to submit their applications to the respective TSC County Directors.

TSC job applicants warned about conmen

Imenti South Deputy County Commissioner Mary Mwangi has urged area residents to be wary of con people in the sub County claiming to be recruitment agents of the Public Service Commission and Teachers Service Commission (TSC).

Speaking to the media, Ms. Mwangi said they have received information that some strangers were roaming in the Sub County claiming to be recruitment agents working on behalf of the two institutions with intentions of conning unsuspecting job seekers in the area.

She urged unemployed youths in the sub-county to follow laid down and clear procedures while applying for jobs in the public and other sectors to avoid being conned.

Ms. Mwangi urged the public to be on high alert to avoid losing money to such people, saying the national government as well as other potential employers do not carry out any recruitment for employment without formal public advertisements.

She said the security agencies are investigating incidents where several people had reported having fallen victim to the trap of the fraudsters promising to have them employed either by the national and county governments, especially in the security section and urged the public to volunteer information. She warned that the government will take action against anybody colluding with such fraudsters.

“Employment in the public and private sector should be based on the qualifications and should not attract any amount of money from the potential employee at any point. The culprits should be reported to face the full force of the law for corruption,” Mwangi said.

The administrator urged all unemployed teachers in the sub-county to present their application forms attached with the required certificates and credentials to the sub-county TSC office, and ensure they were left with copies of what they present in case of a need to refer or follow-up in future.

While saying that not all qualified applicants will be employed at the same time, Mwangi told them the government was committed to working with the private sector in having everybody access employment opportunities to be able to contribute in nation building.

She therefore encouraged the youth to seek employment in private schools as they wait for opportunities to open up at the TSC, along with pursuing individual passion in income generating projects while at home.

2021 KCSE, KCPE and Qualifying Test Knec Registration guidelines

The Kenya National Examinations Council, Knec, has released a circular on the registration of candidates for the 2021 KCSE, KCPE and KCSE Qualifying Test Examinations. The Council has set the registration period for the examinations to be from 2nd June, 2021 to 31st July, 2021.

Here are contents of the Circular;

SUBJECT: REGISTRATION OF CANDIDATES FOR THE 2021 KCPE, KCSE AND KCSE QUALIFYING TEST (QT) EXAMINATIONS

The Kenya National Examinations Council wishes to bring to your attention the following information as regards the registration of 2021 KCPE, KCSE and KCSE Qualifying Test examinations.

The registration of candidates for the 2021 KCPE, KCSE and KCSE QT examinations will start from 2nd June, 2021 and end on 31st July, 2021.

Any school that has between 5 and 14 candidates will be hosted by another centre to be determined by the Sub County Director of Education. The information on such schools should be submitted to KNEC together with the registration materials.

Schools with less than five (5) candidates are advised to register their candidates in another approved examination centre in the same Sub-county.

How to register candidates for Knec Examinations 2021

Head teachers and Sub County Education Officers are required to log onto the KNEC website: www.knec-portal.ac.ke for capturing of the registration details of the candidates and uploading of the photographs (300 x 300 pixels) using the examination centre registration password for KCPE private candidates and KCSE candidates.

All Heads of institutions are reminded to ensure that candidates are registered where they have been learning in class seven (7) for primary schools and form three (3) for secondary schools.

Registration of a candidate in two examination centres (double registration) is an examination malpractice and must be avoided.

All Heads of Institutions are directed to ensure accuracy in the following when registering the candidates.

  • Correct order of candidate’s names as per the birth certificate;
  • Gender;
  • Year of birth;
  • Subjects entered;
  • Information on different categories of candidates with special needs (ie Braille, Low Vision, deaf and physically challenged).

All schools and private candidates shall be expected to adhere to entry requirements and pay examination fees as stipulated in the registration instructions for KCPE and KCSE candidates by referring to the Regulations and User Guides for the Management of KCPE and KCSE examinations printed and circulated in 2017.

Registration of new schools as Knec examinations centres

New schools wishing to be registered as KNEC examination centres for the 2021 KCPE and KCSE examinations should submit to KNEC the following:

  • A certified copy of a valid registration certificate from the County Director of Education;
  • Duly filled inspection questionnaire from the Sub County Director of Education;
  • Duly filled application form from the school. This information should reach KNEC by 15th June, 2021.

NB: Expired registration certificates will not be accepted.

Registration of new Sub Counties as Knec exams centres

New Sub Counties wishing to be allocated a KNEC code and coding of the schools should submit the following to KNEC:

  • A Kenya Gazette notice legalising the creation of the Sub County;
  • List of schools showing their previous codes and the proposed new codes;

Location of the storage facility (Container) and details of the Deputy County Commissioner (DCC) or Assistant Deputy County Commissioner (ADCC) office.

This information should reach KNEC before 15th June, 2021.

REGISTRATION OF KCSE PRIVATE CANDIDATES

All private candidates shall be identified and registered by the Sub County Director of Education.

Candidates wishing to register privately will be required to download the private candidate’s registration form from the KNEC website, complete it as required and present it to the respective Sub County Education office for further instructions within the registration period.

For registration of the KCSE candidates, KNEC will only allow one private examination centre per Sub County.

The Sub County Directors of Education are informed to identify one public school where the private candidates will be hosted during the examination. This will be the centre where the candidates will undertake the projects and sit for their practical examination papers.

REGISTRATION OF KCPE PRIVATE CANDIDATES.

All non-formal centres for the KCPE examination shall be expected to register their candidates with the Sub County Education offices and to upload candidates’ photographs online.

No hard copies of photographs should be submitted to KNEC.

All candidates registering for examination in prisons must have individual passport size photograph uploaded online.

All documents for registration of candidates and new examination centres are to be downloaded from the KNEC website – www.knec.ac.ke.

KCPE AND KCSE EXAMINATION FEES

The government of Kenya shall pay examination fees for all candidates in public and private schools except for the following:

  • candidates who are re-sitting/repeaters;
  • Non-Citizens;
  • Private candidates registering in the Sub County private examination centres;
  • Candidates in prisons

All private candidates will be expected to pay their examination fees directly to the KNEC fees collection accounts.

The deposit slips should be submitted to the Sub County Director of Education who shall submit the documents to KNEC together with other registration documents.

The KCSE Qualifying Test registration fee is Kes. 3000/= (three thousand) per candidate.

The fees should be deposited in the KNEC KCSE fees collection accounts in either National Bank, Kenya Commercial Bank, Co-operative Bank or Equity Bank.

KNEC LCBE portal 2021/2022; How to enter learners’ scores

REGISTRATION OF KCSE QUALIFYING TEST CANDIDATES

All candidates will be registered at the County Director of Education office. The KCSE QT registration FEES is Kes. 3000/= (three thousand shillings) per candidate.

All the registered candidates will be hosted at the County Director of Education headquarters during administration of the examination.

Heads of institutions shall be required to ensure that all the candidates with foreign certificates are equated and registered for qualifying test a year before they are due to register for KCSE examination.

Documents required for the KCSE Qualifying Test registration.

  • A copy of original CPE certificate;
  • Copy of letter of Equation from KNEC for all candidates holding a foreign primary education certificate. Please note that the equation letter is obtained from the KNEC Archives office at New Mitihani House South C, Mombasa Road;
  • A passport size photograph in a CD (300 x 300 pixes);
  • Certified bank deposit slip of Kes. 3,000/= per candidate;
  • Candidates without the requisite registration documents should not be registered.

Categories of candidates required to sit for the KCSE Qualifying Test

  • All prospective 2022 KCSE candidates with CPE certificate;
  • All candidates who failed the previous KCSE Qualifying Tests and wish to register for the 2022 KCSE examination;
  • All 2021 form three (3) students wishing to register for 2022 KCSE examination but hold foreign primary education certificates that are not equivalent to KCPE.
  • All the above category of students must have a minimum of three (3) years of secondary education or have been out of school for three years after sitting for their Primary examination.

USE OF PASSWORDS

Passwords are confidential to each school and should be secured by the head of institution.

In the event that a school has lost/forgotten its password, the head teacher should send email to KNEC (em@knec.ac.ke).

All new centres once approved and uploaded on the website shall access the registration platform by keying in their centre code number as user name and password.

Head teachers are advised to change the password from the centre number to a password of their choice to maintain confidentiality.

Heads of institutions and Sub County Directors of Education are advised to safeguard their passwords to restrict access of the school’s registration data by unauthorized persons.

LATE REGISTRATION

There will be no late registration of candidates for 2021 KCPE and KCSE examinations.

VERIFICATION OF CANDIDATES REGISTRATION DETAILS

All heads of institution are expected to ensure that all candidates registration details are captured correctly and every candidate has confirmed the same and signed the nominal roll.

SUBMISSION OF REGISTRATION MATERIALS TO KNEC

The Sub County Director of Education will be informed on when to submit to KNEC the registration documents.

We were wrong on the teacher internship feature- Standard Newspaper tells TSC

The Standard Newspaper has apologized to the Teachers Service Commission, TSC, over an erroneous feature that it published about teacher interns; last week. The story caused frenzy amongst the teaching circles as it reported that the interns (who were employed late lats year) had been offered permanent and Pensionable terms.

“In our Friday’s issue of The Standard, we carried a story indicating that the Teachers Service Commission (TSC) has employed 8,141 tutors on permanent and pensionable terms. We have since established that this is the number of intern teachers hired.
The Commission has, however, recruited 8,920 teachers on permanent and pensionable terms,” reads a presser by the Standard.

“TSC targeted to hire 10,300 interns and 9,069 teachers. Consequently, the commission is still processing 2,159 interns who will soon be put on payroll. Also being processed are 149 teachers to be hired on permanent and pensionable terms. We apologise to the commission for the error,” the Standard added.

TSC kicked off the internship programme in 2019 with about 10,000 teachers enrolled on the program. An intern teacher in secondary school earns Sh15,000 per month while their primary schools’ counterparts pocket Sh10,000 per month.

The Commission on Friday dismissed the report by the Standard terming it unfortunate. “It has come to my attention that the hardcopy edition of today’s Standard newspapers has reported that TSC had hired 8141 intern teachers on permanent basis. I wish to state here that this information is incorrect and it’s unfortunate. The same is being addressed,” said TSC’s Head of Communications, Beatrice Wababu.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

Universities are the highest learning institutions in Kenya and the World over. They offer training majorly in undegraduate and Post Graduate Studies. In Kenya, the Courses offered in the Universities must be accredited by the Kenya Universities and Colleges Central Placement Services, KUCCPS. AN ADDENDUM TO GUIDELINES FOR THE RECRUITMENT OF TEACHER INTERNS – PRIMARY SCHOOLS (A) – 2022/2023 FINANCIAL YEAR (CIRCULAR NO. 17/2022)

 

General Information

  1. TSC Sub-County Directors in liaison with their respective TSC County Directors MUST ensure that venues for selection process are accessible to applicants with

 

  1. Upon generation of Applicants’ Lists from, the TSC County Director shall share the lists with the TSC Sub-County Directors. The TSC Sub-County Directors shall convene the Sub-County Selection Panel(s). The Selection Panel(s) shall identify interview venues, dates and time, which shall be communicated to the TSC Headquarters for verification and

 

  • All the applicants shall be invited for the verification of documents. The applicants shall be informed of the interview venue, date and time through the publishing on the TSC Website at least seven (7) day from the date of

The verification exercise shall be conducted at the Sub-County level through the TSC Sub-County Selection Panel under the leadership of the TSC Sub- County After the verification exercise, the TSC Sub-County Director shall compile a Merit List of all applicants whose documents have been verified. The Merit Lists shall be used to recruit teachers and any subsequent recruitment within the financial year.
  2. In the event of a tie in the ranking, consideration for selection shall be determined in the following order:
    1. Length of stay since graduation;
    2. Strength of academic and professional certificates

N/B: If applicants tie at PTE/DPTE Upgrade Certificate points, aggregate KCSE grades or its equivalent shall be considered.
