Higher education funding model pdf
Higher education funding model in kenya
In summary:
- Students from extremely needy households to get 100% financing.
- Students classified into four categories: vulnerable, extremely needy, needy and less needy
- Kuccps placed University and TVET students with letters are eligible
- Family economic background to be evaluated before loan or scholarship is awarded.
University and College students will now qualify for loans and scholarships via the Higher Education Funding Model. According to the University Fund Kenya, one must be Kenyan and a 2022 KCSE examination candidate to be eligible for the scholarship.
He or she must have also been placed by the Kenya Universities and Colleges Central Placement Service (KUCCPS) to pursue an undergraduate, diploma, craft certificate, or artisan course at one of Kenya’s accredited public universities or TVET colleges.
The scholarship will be open to students who sat their KCSE examination from 2022 onwards.
Once confirmed to have met the requirements, one will be needed to visit https://www.hef.co.ke/ for application with a checklist meeting the requirements hereunder;
A valid email address, a valid phone number registered to the applicant’s name, KCPE and KCSE index numbers and year of examination, College/University admission letter and a copy of the sponsorship letter for those sponsored in secondary school.
Others are the applicant’s parent/guardian’s registered numbers, the applicant’s ID number, death certificate if parents are deceased, a passport photo and a birth certificate.
Also, those who will be seeking loans will be needed to have the ID numbers and telephone numbers for two guarantors.
On the platform, one will first register/log in, fill out their profile and upload their documents, tick the box to apply for a scholarship or a loan and submit the application.
The applicant will then wait for the award within 30 days and then wait for an SMS payment notification.
It is also worth noting that students in private universities are not eligible for the government scholarship fund, but can apply for loans through HELB.
Continuing students will not be affected by the funding model and will continue to receive their funding based on the previous funding model.
The level of funding for each student will depend on the monthly household income and the financial aid has been classified into four categories, the vulnerable, extremely needy, needy and less needy.
Under the model, those students falling under the vulnerable and extremely needy band will qualify for 100% government funding for their studies with the money coming as scholarships and loans, and those deemed to be needy and less needy will get 93% government funding, with the students bearing 7% of the tuition costs.
Students from the vulnerable and extremely needy households will receive 100% funding while the needy and less needy will get 93% government funding and a 7% contribution from their households to cover for the tuition fees.
All university and TVET students who have received letters from universities and TVET colleges as per the placement from Kenya Universities and Colleges Central Placement Service (KUCCPS) are eligible for funding.
Classification of students
To effect this, the government has classified students seeking funding into four categories, the vulnerable, extremely needy, needy and less needy. The students joining private institutions too are eligible for the HELB loan and are encouraged to apply.
Funding across the four categories will be determined by evaluating family economic background to ensure that students from poor households are given priority in terms of scholarship allocation while those from less needy households are covered by loan financing from HELB as has been in the past.
The classes are vulnerable– who come from the poorest background; then there is the extremely needy who are the second neediest in the funding classification.
The third and fourth classes are needy and less needy respectively. These two categories need little to no support in paying their fees.

Higher Education Loans Board, helb, responds to fraudulent emails sent to Kenyans
The Higher Education Loans Board, HELB, has moved to dispel fears of a possible hack attempt on its online portal. This comes after messages were circulated to select email accounts.

Here is the presser from HELB CEO, Mr. Charles Ringera.
‘RESPONSE ON HELB ONLINE PORTAL ACCOUNT CREATION EMAILS & SMS
It has come to our attention, today Saturday 3rd August, 2019, that there are messages that were allegedly released from the HELB portal to select emails and randomly generated mobile numbers mostly comprising non-HELB beneficiaries.
The message alert indicated that an account had been created on the HELB Online Portal. However, the link to activate the account was not active.
We wish to reassure the public as follows:
1. These messages did not originate from the Higher Education Loans Board database;
2. The HELB database is safe; and
3. The technology used at HELB is best in practice, complete with relevant security measures.
HELB remains committed with regards to data integrity and confidentiality.
Appropriate security of
personal data is paramount, including protection against unauthorised or unlawful processing and against accidental loss, destruction or damage, using appropriate technical or organisational measures.
We have since communicated directly to members of the public who reached out and reassured them accordingly.’
About Higher Education Loans Board
The Higher Education Loans Board (HELB) is a state body established by an Act of Parliament CAP 213A in 1995 mandated to provide loans, bursaries and scholarships to Kenyans pursuing higher education in recognized Kenyan Universities and Colleges and to recover the same after completion of studies to facilitate establishment of a revolving fund.
The Board is therefore well aligned to Chapter 4, Section 43 (1) (f) of the Constitution of Kenya 2010, that every person has the right to education.

Technical Private Colleges ask for Helb student loans
The Ministry of Education has been asked to fast track the listing of private Technical and Vocational Education and Training, TVET, institutions to enable learners joining the institutions benefit from Higher Education Loans Board, HELB funding.
According to the principal of Bondo V-TECH College Mr Julius Nyerere Akoko, the delay in approval of private TVET institutions for HELB loans and bursary by the ministry is denying some learners the opportunity to access TVET training.
“Not all students can go to public institutions across the country to access TVET training and private institutions come in to bridge the gap. The government should therefore allow students who chose to join private institutions to access HELB funding just like their counterparts in public institutions,” Akoko said
Akoko disclosed that efforts by private intuitions offering TVET courses to get listing and approval for HELB funding have been frustrated for years despite such institutions having fully complied with the ministry of education standards and being certified to offer TVET courses.
“We have made applications to be considered for listing but nothing has been forth coming. The lack of access to HELB loan facility has affected our enrollment yet we play a critical role in training students,” he said.
Akoko said that just like the public institutions, private colleges offering TVET courses are training human resource necessary for the country’s development and attainment of Vision 2030.
“We are all contributing to one pool of highly qualified individuals who are expected to drive the growth of the country and therefore there should be fair treatment for students across the two divides because the loans will be given to individual students who will pay back the money,” Akoko said.
Akoko on the other hand asked principals at various secondary schools to redefine “success” saying the current definition of success at secondary school level has contributed to poor career choices by many students.
He said that majority of secondary schools’ work towards sending as many students as possible to universities without bothering the kind of courses they will pursue in the name of success, with the students ending in less marketable careers.
The principal suggested that focus should be shifted to strengthening career guidance at secondary school level to helping the students choose careers required in the job market and have them advised to pursue their careers from any level until they attain their goals.
“The parameters of measuring success in our secondary schools should be changed and students guided to pursue marketable careers instead of trying to send everybody to university. A student who has chosen to pursue a career in engineering can start off at a TVET institution before joining an Engineering degree program instead of joining the university directly to pursue any available or less marketable course,” Akoko stated.

Loanee Obligations
All loanees [HELB loan beneficiaries] are required to start repayment after a period of one year on completion of studies, or within such a period as the Board may decide to recall the loan whichever is the earlier (Section 15 HELB Act). Among other advantages of paying the loans include; reduction of the number of loans that an individual has hence avoid being blacklisted with the Credit Reference Bureau (CRB) hence one can easily get a bank loan.
To ease your repayment, the Board has developed several different modes of repayment that suits the loanees who are employed and self-employed such as check off system, mobile payment that include M-Pesa, Airtel among others.
Therefore your obligation as a Loanee under the Act is to;
- Inform the Board of your contact addresses (section 15 (a) HELB Act),
- Begin repayment of your loan together with the interest accrued thereon (Section 15(b) HELB Act),
- Facilitate the deduction and remittance of the loan to the Board – (Section 15 (c) HELB Act).

- Deduct from the wages or remuneration of the loanee(s) the amount of any loan as instructed by the Board (Section 16(i)(b) of the HELB Act)
