APPLY FOR TVET BURSARIES FROM THE HIGHER EDUCATIONS LOANS BOARD, HELB, TODAY

TVET BURSARIES

Students pursuing Diploma and Certificate courses in Public universities, university colleges, public national polytechnics and Institutes of Technology and Technical Training institutes country-wide are eligible for this loan and bursary. Orphans, single parent students and others who come from poor backgrounds will be given priority for the loans and or bursaries.

Required Documents

1. Applicants should access and fill the relevant TVET Loan & Bursary Application Form (TLAF) at the HELB website.

2. Print TWO copies of the duly filled Loan Application Form.

3. Have the TVET Loan Application Form signed and stamped by the Dean of Students/Financial Aid Officers.

4. Retain one copy of the duly filled TLAF (Mandatory).
Drop the TLAF personally at the HELB students Service Centre on the Mezannine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you.

HELB asks teachers to help in identifying needy students

The Higher Education Loans Board (HELB) is reaching out to educators, urging them to play a pivotal role in spotting students who genuinely require financial assistance for their higher education journeys.

HELB’s CEO, Geoffrey Monari, highlighted the importance of strengthening ties with schools to prevent misuse of funds and guarantee that financial aid is directed to the most deserving individuals.

He pointed out that past collaborations with local chiefs to validate claims of need had faced challenges, including exaggerated requests and demands for payment in exchange for recommendation letters.

“In some instances, it seemed as though every individual in the community suddenly found themselves in need, with some chiefs even soliciting payments to provide necessary endorsements,” Monari elaborated.

He also noted that many students who truly require support often hesitate to reveal their circumstances due to societal stigma, while some from wealthier backgrounds falsely portray themselves as needy, knowing there are minimal repercussions.

“To tackle this issue, we are calling on teachers to help us evaluate students’ financial situations throughout their academic journeys. This approach will ensure that funding is allocated to those who genuinely need it, leaving no deserving student behind,” Monari stated.

How to Check if Your HELB Loan is Disbursed

A message that your Helb loan has been disbursed is the best news that you can receive as a student. This is because not all those who apply for Helb loans become successful in receiving the disbursement.

You can check the status of your Helb loan disbursement by using the following ways:

Check HELB Loan Status Via USSD Code

Check HELB Loan Status Via USSD Code You can easily check the status of your HELB loan application by dialing the USSD code *642#. You will first have to register on the HELB Mobile platform before accessing the services using USSD.

Simplified steps to Check HELB Loan Status Via USSD Code :

  1. Dial *642# Select the option Register Enter the serial number of your National ID card Enter your National ID
  2. Next, create a 4-digit PIN Next, select 00 to go to the Main Menu, or close and log in again with your PIN Select either the option Loan Application Status or Loan
  3. Disbursement Select your loan type and then the academic year After a short while you will receive your HELB loan disbursement status through SMS.

Check HELB Loan Status Via the Helb online portal

To find out if your loan application was successful approved and loan disbursement was made follow the following guidelines:

  1. Visit HELB website
  2. Click on “loan status”
  3. Click on “Disbursement”  a form indicating your loan disbursement status will appear
  4. You can check amount awarded and date disbursed

Check HELB Loan Status by visiting your Bank

You can also check your loan disbursement status through your bank account that you used during first time registration.

Students with HELB smart card can use it to check their loan disbursement status via their bank ATM. Remember that the smart card has three parts, tuition, upkeep and general use. Amount in the tuition part cannot be withdrawn.

Helb Statement- TVET Loan applications for 2019/2020 Financial Year; Loan amounts and application details

The Higher Education Loans Board, HELB, has come out to urge youths in Technical and Vocational Institutes to apply for TVET loans before the deadline day. HELB notes that only a handful of the students have tendered in their applications. See the presser from HELB dated 22nd July, 2019;

‘The Government has prioritized TVET as an enabler of the BIG4 Agenda. The sector plays a significant role in providing technical skills for the implementation of projects in manufacturing
food security, infrastructure and technological advancements in other crucial sectors as envisaged in the Kenya Vision 2030 and the interlinked BIG 4 Agenda.

To make TVET education attractive and affordable, the Government has committed to provide TVET trainees with loans from Higher Education Loans Board to a maximum of Kshs. 40,000 (Tuition being 26,420 and stipend being Kshs. 13,580) per annum to further supplement their cost of training.

To access the loans and bursaries, applicants are required to apply online from our website www.helb.co.ke.

The purpose of this letter is therefore to request you (Deans and Registrars, TVCs TTIs and National Polytechnics) to mobilize current and potential students to apply for TVET loans.

The site will remain open until 31 October 2019 to ensure nobody is left behind. We further wish to inform you that as at today, out of a targeted 124,000 applications only 14,979 continuing students and 11,279 first time students have applied and printed the forms.

This is not encouraging, and we are appealing for your support in ensuring that all needy students are covered including follow-up of those who may have dropped out.

The Board will support them with both tuition and upkeep if they apply, and they pass the minimum means testing threshold.

Finally, we also request for your feedback on how we can achieve better coverage of your students and keep us updated all the time.

We look forward to working with you to empower the youth to take advantage of the many opportunities in their communities.

Why New Funding Model

Introduction

New Funding Model[NFM] was unveiled by the President of the Republic of Kenya on 3rd May 2023 to address the challenges that public universities and TVET colleges  were enduring which were attributed primarily on massive enrolment and inadequate funding. The funding model is student centered and loans and bursaries will be apportioned to students based on their assessed level of need.

The universities and TVET will no longer receive block funding in the form of capitation. The funding to students shall combine scholarship, loans and household contributions on a graduated scale as determined Means Testing Instrument [MTI]. Students from extremely needy and vulnerable backgrounds will pay nothing to colleges and universities.

Key Players in New funding Model
  1. Higher Education Loans Board: For Provision of Loans and Bursaries to students enrolled in TVET Colleges and Universities [Public and Private]
  2. Universities Fund: Provision of Undergraduate Scholarship to Government Sponsored Students enrolled in Public Universities
  3. Kenya Universities and Colleges Placement Service: For placement of Students in their desired and qualified courses upon application
  4. State Department of Technical Education: Provision of TVET scholarships
  5. Higher Learning Institutions-The recipients of loans and scholarships awarded to students inform of fees
  6. Parents: To support household’s contributions.
  7. General Public

Reasons for the NFM (Why NFM)

  1. Address myriad facing challenges facing universities.
  2. Ensures that eligible Kenyans students are provided with adequate education financial support
  3. The Vulnerable and Extremely needy students are assured of affordable education because they pay nothing.
  4. Promotes equity and access to higher education; every applicant gets something depending on their level of need and degree of vulnerabilities.
  5. Students are now required to apply for scholarships as opposed to uniform awards even to affluent households.
  6. Has implemented fees payment as actual cost of the program. Saves the universities from financial constraints

Undergraduate Students placed by KUCCPS in 2022 in Public Universities
TVET students placed by KUCCPS in 2022 in Public TVET Colleges

Requirements for application (UG & TVET)

  1. A valid email address for the applicant (Student)
  2. Valid telephone number (must be registered in your name to apply for a loan)
  3. KCPE and KCSE index numbers and year of examination
  4. Passport size photo
  5. Copy of your National ID (for loan application)
  6. College/University admission letter
  7. Your parents’ registered telephone number
  8. Your parents’ national ID number
  9. Death certificate if any of your parent is deceased.
  10. Your birth certificate.
  11. Two guarantors’ (Can be your parents) ID numbers and registered telephone numbers (for loan application)
  12. Copy of the sponsorship letter if you were sponsored in Secondary school.

Helb Clearance Certificate Application Online

HOW TO APPLY FOR HELB COMPLIANCE CERTIFICATE

If you are up to date with your loan repayment or you have never benefited from HELB loan, you can apply for HELB Compliance Certificate from the HELB Portal or e-Citizen Portal.

Loanee Compliance Certificate

This Certificate is issued to the beneficiaries of HELB loan who are up to date with their loan repayment. It is also issued to the beneficiaries who are still within the repayment grace period. Once a beneficiary has completed repaying the loan, he/she is issued Certificate of Clearance. This service is not charged.

Non-Loanee Compliance Certificate

If you did not benefit from HELB loan, you can apply for the Non-loanee Compliance Certificate from the HELB Portal or e-Citizen Portal. This service is not charged.

Maritime Education and Training Scheme (METS)

Eligibility

Maritime Education and Training Scheme (METS) offer financing to students pursuing courses in the Maritime Sector being offered at Bandari Maritime Academy and other Maritime Training Institutions (METI) approved by Kenya Maritime Authority (KMA).

Eligibility criteria:
There are three products under METS with specified eligibilities;

  1. Academic: Applicants must be pursuing Craft certificate or Diploma in Nautical Science and Marine Engineering
  2. Proficiency:
    • STCW Courses
    • Applicants must have completed certificates or diploma in approved METI approved by KMA
    OR
    • Applicants must have relevant sea experience, a CDC (Seafarers Discharge Record Book and Certificate)/Seamans book should therefore be attached.
  3. Competency:
    • Certificate of Competency courses
    • Applicants must have a letter of eligibility from
    Kenya Maritime Authority

The interest rate applicable is 4% per annum on reducing balance chargeable upon Disbursement

  1. Academic: Loans are repayable one year upon completion of studies and the loan repayment period for certificate level is four (4) years and diploma five (5) years.
  2. Proficiency: STCW Courses The Proficiency loan repayment period will be one year.
  3. Competency: Certificate of Competency courses The Competency loan repayment period will be one year.

Are there other charges to the loan?

  • A loan processing fee of Kshs.500 is charged on each disbursement.
  • The loans are insured for loss of life and there is a premium/deductions that is charged.
    1. Applications are done online through the HELB student portal on www.helb.co.ke
    2. Applicants should log in and fill out the required form depending on whether they are pursuing an Academic, Proficiency or Competency course.
    3. Print two copies of the application form.
    4. Ensure the form is properly filled, signed and stamped by the relevant authorities and guarantors
    5. Sign the form and attach all necessary documents as indicated in the check list appearing in the loan application form.
    6. Submit one copy of the duly completed application form with the necessary documents at the HELB Desk at the nearest Huduma Center or at Mezzanine 1 Anniversary Towers
    7. Retain one copy of the duly filled loan application form (Mandatory).

  • HELB will use the email and telephone contacts provided on the Loan Application
  • Form for communication on the progress of the application.
  • The number of students supported and will depend on availability of funds.

HELB Loan FAQ: I used a wrong pin number and now my Account is locked how can I access the app? You can still access the HELB App by clicking on ‘reset pin’ to enter a new pin and confirm it.

HELB Loan FAQ: How do I know I have successfully applied? Once you have completed the application process, you will receive a notification with confirmation of successful application.

HELB Loan FAQ: I have not received a One Time Password code (OTP), what should I do? Don’t panic, the OTP code is always sent to the mobile number you provided during HELB App registration. You can resend the request after 5 minutes if you haven’t received the OTP code.
HELB Loan FAQ: How much does it cost to do the application? The application is free of charge. However, you will be charged KES 1 via M-Pesa to authenticate your mobile number. The amount will be deposited to your loan repayment account.
HELB Loan FAQ: How do I know I have successfully applied? Once you have completed the application process, you will receive a notification with confirmation of successful application.
HELB Loan FAQ: I do not have a smart phone, how do I apply? Simply dial *642# to begin your application process.
HELB FAQ: My institution details are not correct, how do I edit? Go to “my account” on the HELB App. Click on “Institution”, then click on “Edit”. Caution! Ensure you do not provide incorrect details that may lead to misdirected funds or non-disbursement.
HELB FAQ: I do not have a smartphone or android phone, how do I apply? You can still apply by dialling *642# from your mobile phone.
HELB FAQ: How do I download the HELB Mobile App? Simply visit Google Play Store, bit.ly/HELB-App, and download the App for free.

I don’t have an ID card; can I apply for a HELB loan

Are you a first-time HELB applicant? Do you want to know everything about HELB loan registration and application?  Then you are in the right place. We have compiled a list of the most frequently asked questions about HELB.  Let’s start.

What is HELB?

The Board’s objective is to give financial support to needy Kenyan students in institutions of higher learning both locally and abroad. The organization gives loans, bursaries and scholarships for training at public and private institutions of higher learning, which are recognized by the Ministry of Education of Kenya. Thanks to HELB loans, all Kenyan citizens can empower their dreams by getting an academic degree and embarking on a successful career. However, due to financial constraints, it is currently not in a position to provide loans to students studying outside the country and those on Self-Sponsored Programmes (commonly known as the ‘Parallel Programmes’).

What are the requirements for applying a loan?

  1. A copy of the Applicant’s national ID Card
  2. Copies of the parents national ID Cards/death certificate where the parent is deceased
  3. Copies of both guarantors’ national ID Card
  4. A copy of the applicant’s admission letter and KCSE result slip/certificate
  5. A copy of the applicant’s Bank ATM/Bank card (for Government sponsored students only)
  6. A copy of the applicant’s Smart Card from the institution
  7. One recent colored passport size photograph of the applicant.

How do I apply for the loan or download the application forms?

Applications for HELB loan are usually done through the HELB student’s application portal. ( www.helb.co.ke )  Interested applicants will be required to log in to the student’s portal to initiate the application and download the application forms.

How much loan can one get?

In accordance with the current Cost Sharing Policy, a student is required to pay Kshs.50,000/- per year to train at a public university. Out of this amount, HELB can award a maximum loan and bursary of Kshs.50,000/- and a bursary of Kshs.8,000.

How do I check for my loan?

  1. Access the HELB website and enter your ID number
  2. Send an email to requesting for your statement to [email protected].
  3. Call HELB on 0722052000

When can one apply for a HELB loan?

HELB places advertisements in the print media in which it invites applications for loans. The Board maintains a deadline and those applications received after the deadline without justifiable reasons are not processed.

When are Loan Awards released?

HELB releases loan results before the new academic year starts. Thereafter, students who fail to secure a loan or are awarded inadequate amounts are encouraged to appeal. Each appeal is reviewed on its own merit. If one fails to get a loan, the following could be possible reasons:

  1. a) The student may not have provided adequate information about him/herself as requested
  2. b) The student may have provided false information on the loan application form.

I don’t have an ID card; can I apply for a HELB loan?

Unfortunately, this is not possible at the moment. The national ID is proof of attainment of majority age. The HELB Loan Application form is a contract and legally we are not in a position to enter into a contract with a minor.

Is it compulsory to apply for a HELB loan?

No. You should apply for a HELB loan only if you are in need of the funds.

What is the applicable interest rate and when does it start to accrue?

The interest is currently 4% per annum for direct entry students and 12% for all salaried applicants. The interest will start to accrue immediately after the first disbursement

Am I eligible for a loan in 2nd year if I did not apply in 1st year?

Yes you are. However, one will be required to apply as a first time applicant during the first time applications window.

What if I was awarded a loan but it is not enough, can I request for additional funds?

Yes, if you have a genuine need for additional funds, you can appeal amounts awarded to you by completing the loan review (appeal) form on www.helb.co.ke

If I discontinue my education, do I have to pay the amount awarded to me even if I didn’t complete my education?

Yes, once you are awarded a HELB loan, you will be required to fully repay the amount in accordance with the terms & conditions as well as the interest accrued thereafter and penalties incurred (if any)

What if I can’t remember my password for the HELB Online Portal?

Use the “forgot password” option available on the portal to recover your account

What if I can’t see the HELB portal activation link on my email?

Please check your junk or spam emails

Why is my ‘Application Form Defective’?

If any or all of the following are missing then the application is defective and your form will not be processed:

  1. Missing signatures and stamps: i.e. applicants’ signature, parents/guardian, priest, Chief or Assistant chief, Commissioner of Oaths or Magistrate and bank. Please note that signatures and stamping is mandatory.
  2. Missing documents: if any of the documents on the checklist haven’t been attached then the form will be termed defective. These include: KCSE result slip, Admission letter; if orphaned, copy/copies of parent/s death certificate; if sponsored in High school, a confirmation letter from the school or sponsor and a colored passport size photo which is to be attached to the form before submission.
  3. Scanned copies: the forms to be submitted should be the original copies and not scanned copies, if one submits the scanned copy then it is termed defective since it’s not the original.
  4. 2nd & Subsequent loan application forms: All the subsequent application forms MUST be signed and stamped by the Dean of students.
