Kisii university to reopen for the May-August Semeter through online classes

The Kisii University has announced that learning will be resumed towards the end of May, 2020 and has asked students to clear any outstanding fees balances. The university, just like other learning institutions in the country, shut down its doors in the wake of the covid-19 pandemic outbreak in the country; in mid-March.

“You are all advised to pay fees for the May-August semester before commencement of your studies on Monday, 25th May 2020. Any student who will still be having a fee balance by Monday, 25th May 2020 will only have two weeks to clear the balance. Please do not allow yourself to be locked out of the classroom due to late fee payment since no student will be allowed to proceed with studies without completing all the May-August semester fees.” says the university’s Vice Chancellor.

In a break from the norm, students will not be reporting to school but will have their studies via the E-learning platform.

“Please note that the University has invested heavily putting together the best e-learning infrastructure for teaching and learning, and has also invested heavily in building capacity of the staff involved in e-learning. The Higher Education Loans Board, Helb, is inviting applications for the Afya Elimu second and subsequent loan application 2020/2021 academic year. Get full details on how to apply and requirements in this post.

ELIGIBLE STUDENTS

This loan is available for needy students training in middle level medical colleges (listed on HELB portal); Kenya Medical Training College [KMTC], Faith Based Organizations [FBO’s] and other Institutions offering Diplomas and Certificates in medical courses

HOW TO APPLY.

  • Download the HELB App from Google Play Store or dial *642#
  • Register using your phone number to generate a PIN which you will use to log in
  • Ensure the mobile number is registered under your name
  • Please NOTE that mobile numbers not registered in the students’ name will not allow the loan application to proceed
  • Read, understand, and click to accept the license agreement
  • Enter your First name as it appears in your National ID, ID number and valid email address to complete registration.
  • Click on “loans” tab and choose either certiFicate loans or diploma loans. Then click “apply” on the Afya Elimu second and subsequent loan
  • Read and understand the Financial literacy guide
  • Answer the 􀏐inancial literacy questions and scroll down to view results and click “proceed”
  • Click “con􀏐irm” to verify your telephone number by paying Kshs. 1 to M-PESA
  • Read the loan agreement and click on ‘I agree’
  • Click ‘submit’. A pop-up message will appear to show that you have successfully applied. The loan serial number will also be displayed.

Please note that this application is paperless. You are not required to print any form. A confirmation SMS with a loan application serial number is the evidence that you have applied. Kindly save the SMS for future reference.

The HELB mobile app is one the best and user friendly apps. All that you need is a smart phone with play store and a few bundles. Then, follow the steps here, below:

  • The first step is to install the app on your mobile phone. Open play store on your mobile phone (you can even use a friend’s mobile phone in case you do not own one). Then type ‘HELB’ and click ‘install’. (You can download the HELB mobile app available on GooglePlay and have fast and convenient access to all HELB services. Click on this link to get started
  • Once successfully installed, you will be prompted to enter your phone number (Safaricom line only and must be registered under your name). Do this, followed by clicking ‘Generate PIN’.

105,000 TVET students have so far applied for Helb loans ahead of the October deadline

As at September 19, about 105, 000 Technical and Vocational Education Training,Tvet, students had completed TVET loan online applications against 124,100 targeted by the Higher Education Loans Board (HELB) for the first, second and even subsequent applicants at a total value of Sh4 billion for 2019/20 financial year.

Helb currently funds students in 111 Tvet colleges; compared to 74 last year. These are colleges approved by the Technical and Vocational Education Training Authority, TVETA, and are members of Katti. The deadline for application is October 31, 2019

For those who had submitted their loan applications and were approved, disbursements began on September 16, 2019.

About 1,500 students earlier admitted in public universities opted to join technical colleges this year, with the government insisting there are huge shortfalls in technical manpower in both public and private sectors.

Partnerships

The government in a partnership with a Chinese construction firm, Avic International Holdings, have supplied and equipped 144 Tvet Institutions with modern training equipment worth Sh16.8 billion for 10 disciplines and built capacity for trainers on use of the equipment.

Tvets students’ population

There are about 4,000 trainers currently in public Tvet training institutions, but with a shortage of a similar number. The government has started the process of recruiting another batch of 3,000 trainers to bridge the gap.

TVETA puts the number of registered institutions at 11 national polytechnics, 827 (672 private and 155 public) technical and vocational colleges.

There are 747 (58 private and 669 public) vocational training centres. Last year saw the student population in technical and vocational colleges rise to 363,884, with female students accounting for 43.7 percent of total student enrollment.

HELB opens window for applying for 2020/ 2021 undergraduate second and subsequent loans: Complete guide

The Higher Education Loans Board, Helb, has opened the window for submitting undergraduate students’ second and subsequent loan applications. This loan is available for all Kenyan students admitted in in Public and private universities in Kenya and the East African region. The deadline for submitting your loan application is June 30, 2020.

REQUIREMENTS

For you to qualify for these loans you must meet the requirements below:

  • You must be admitted in a public or private university offering programmes that are recognized by the commission for university education, CUE.
  • You must be undertaking a bachelor’s degree; self-sponsored, parallel and module II programmes.
  • You must be a recent beneficiary of the undergraduate loans. (This is application is not available for first time applicants).

If you have a smart phone, then the cheapest way of submitting your application ;is by using the HELB mobile app:

  1. Download the mobile app from Google play. Just search for HELB in Google play and click ‘install’.
  2. Once successfully installed, register details.
  3. You will then be expected to read notes/ instructions.
  4. Now, select the loan application form.
  5. Fill in the details, correctly, and submit by clicking ‘OK’.
HOW TO REGISTER FOR LOAN MOBILE SERVICES.

Another way you can use to apply for the loan is by utilizing the mobile USSD code. Register by using the steps below:

  1. Go to your dialer on your mobile and enter *642# and send.
  2. Then Select/ enter 1 and send.
  3. On the next window prompts, provide your: First name, last name, National ID number, date of birth.
  4. Enter a PIN you can easily remember and confirm it.
  5. A registration success message will be displayed thus: “Thank you for registering with the HELB mobile platform. You will receive SMS Confirmation Shortly.”
  6. Then, proceed to make your loan application.

University Students to hold demos over delayed disbursement of Helb Loans

University students are struggling with capitation following delayed Higher Education Loans Board, HELB, Funding with the body yet to disburse cash from last semester’s batches.

Students depending on Higher Education Loans Board (HELB) for upkeep and tuition fees are staring at a bleak future, as the new semester commenced.

Capitation for university students was last semester not disbursed to most, following the contentious new funding model, which the high court eventually ruled unconstitutional and illegal.

Student leaders have now issued a stern warning, threatening to lead protests starting Wednesday, January 15th, if the government fails to address three critical issues.

Prioritized among the issues is the HELB Funds. According to the student leaders, University students have decried government’s laxity at release the crucial funds, which they depend on to pay tuition, rent and buy meals.

Speaking to JULISHA MEDIA on Tuesday, January 7, 2024, Brenda Mukami, a second year student at the South Eastern Kenya University (SEKU) revealed that last semester’s examinations have kicked off this week, but she will not be sitting for her papers over fees arrears.

” I expected HELB would disburse my Upkeep to back by December so that I could pay my fees balance and sit for exams this week, now I have to defer the semester all together.” She lamented.

On the other hand, Geoffrey Kagwe, a third year University of Nairobi (UoN) Student stated that his landlord has given him an ultimatum to pay his rent before 10th of January, which he had hoped to offset using his HELB Upkeep Funds.

” I will be going to the streets to join other comrades. Students from humble backgrounds are struggling over delayed funds and education is our only way out of poverty. My parents depend on casual labour, which is not guaranteed to support me and my siblings, HELB is crippling my chances at a brighter future” said Kagwe.

In a ruling delivered on Friday, December 20, Justice Chacha Mwita ruled that the new University funding model was discriminatory to students.

The judge opined that in the new funding model, the burden of funding the university and colleges had been passed to the parents.

Additionally, the judge noted that no public participation was conducted before the model was rolled out.

“It should have been subjected to the public so that the public comments before its implementation,” the judge ruled.

Concern was also raised over the various classifications/ bands used in determining the money to be allocated to students by the government.

“The petitioner further aver that the Funding Model discriminates against millions of students who are subjected to arbitrary classifications that are not based on merit or qualification, but on the financial ability of the students,” read the statement in part.

“The petitioner aver that these classifications will lead to many deserving students being unable to apply for funding if they do not fit in the narrow categories that the new model sets out.”

University Students in Kenya have been struggling to pay their Tuition Fees following the Introduction of the New Funding Model.

Reports indicate 50,000 university students across the country have been on the blink of dropping out of Higher Learning institutions, with other’s unable to enroll over the Household Fees required.

The new Higher Education Funding Model (HEF) was recently introduced by the Ministry of Education, as part of an effort to streamline financial support for students.

The Model, was Aimed at creating a more equitable distribution of funds, the model was designed to reduce bureaucratic hurdles and ensure that financial aid reaches those who need it most.

However, its rollout was met with significant criticism, as many students are finding themselves either ineligible for financial aid or experiencing delays in the disbursement of funds.

HELB, Higher Education Loans Board, has been issuing Kenyan University students upkeep loans, based on how needy their families are, according to the New University Funding Model.

Students joining Public Universities and Categorized as the Most Needy, depending on their families income, under the new model, would receive HELB upkeep loans amounts of UpTo Ksh 60,000 per Academic year.

The new funding model was grouped into five bands depending on the family’s income level.

The band any student belongs to depends on the amount the applicant placed as family income while applying for a scholarship.

Band One, the most needy group, consists of a family whose income is not beyond Sh5,995.

Under this category, the government scholarship would cover 70 per cent of the fees while the loan covers 25 per cent, making the total support 95 per cent.

The family would pay 5 per cent of the fees and the student receive an upkeep loan from Helb of Sh60,000.

In Band Two, the government grouped families whose income does not surpass Sh23,670 but is above Sh5,995.

In this category, the government scholarship covers 60 per cent while the loan covers 30 per cent.

The family pays 10 per cent of the fees. Under this category, the student would receive an upkeep loan of Sh55,000.

In Band Three, the government classified families whose family income does not pass Sh70,000 but it is above Sh23,670.

In this category, the government scholarship covers 50 per cent, while the loan will cover 30 per cent.

The family will contribute 20 per cent of the fees supposed to be paid. Students in the category will receive an upkeep loan of Sh50,000.

In Band Four, the government grouped families whose income does not exceed Sh120,000 but is above Sh70,000.

In this group, the government scholarship would cover 40 per cent while the loan covers 30 per cent.

The family pays 30 per cent of the fees.

In Band 5, the government grouped families which earn more than Sh120,000. In this category, government scholarship pays 30 per cent of fees.

They receive 30 per cent of the fees as a loan while their families will be required to pay 40 per cent of the fees.

Followed by Hiked University Tuition Fees, The financial strain has forced some students to consider dropping out of their programs, effectively jeopardizing their long-term career prospects. University Students from low-income backgrounds are particularly affected, as they often rely heavily on financial assistance to pursue higher education.

Meanwhile, Lecturers in the country have given the government a two-week ultimatum from January 1st, 2025, in yet another looming strike action by the dons.

The lecturer’s body, University Academic Staff Union (UASU) wants the government to pay December salaries, according to the agreed terms, alongside all arrears from September, failure to which they’ll proceed on strike on January 15th, 2025.

UASU Organizing Secretary Onesmus Mutio expressed the union’s disappointment over the government’s failure to honor its commitments.

“The government did not honor the return-to-work formula and therefore we were forced to go back on strike in November 2024. We agreed that the new salaries for university lecturers would be implemented in December and that we would also receive arrears for October and November,” said Mutio.

In December 2024, the lecturers received their salaries without any increment despite a directive by Education Principal Secretary Beatrice Inyangala to pay salaries and increments agreed upon by the two parties.

The directive was meant to align with the 2021-2025 collective bargaining agreement (CBA).

“We saw a circular from the PS (Beatrice Inyangala) directing the universities to prepare to pay the new salaries in December but again as the university dons went for Christmas without the new salary as expected,” added Mutio.

Mutio lamented that the government has refused to keep its word twice, further calling on the Education CS Julius Ogamba to resign for failing to implement the payments.

“How can you promise dons that you are going you pay them then go back to your office and continue business as usual?” posed Mutio.

The dons’ ultimatum, if effected, would be the first strike action by lecturers in the year 2025.

Students in Public Universities across the East African Country, spent over a month last semester, without setting Foot in class following the employees Industrial Action. As Campuses went on the Christmas Break, Students were yet to sit their end of Semester Exams.

The Higher Education Loans Board, Helb, advances loans to students in Higher Learning institutions. These loans are given on yearly basis both to regular and self sponsored students. Regular students are placed by the Kenya Universities and Colleges Central Placement Service, Kuccps.

UNDERGRADUATE LOAN (DIRECT ENTRY STUDENTS)

These loans are for students joining public or private universities within the East African Community directly from high school either through the Kenya Universities and Colleges Central Placement Service (KUCCPS) or as self-sponsored. Amounts awarded range between Kshs.40,000 minimum and Kshs.60,000 maximum based on the level of need. The loan attracts interest of 4% p.a and the students are required to repay their loans on completion of their studies. Students are advised to apply at least one month before the opening date to allow ample time for processing.

Type of Loan Application

There are two types of undergraduate loan applications:

  • First Time Application- This is for applicants who are applying for the first time.
  • Second and Subsequent Application- This is for applicants who are applying for a second, third, fourth time as per the program duration

The number of loans one is eligible for depends on the program duration i.e. one is given loan 4 times for a 4 year program.

Loan Award

The loan awarded ranges from a minimum of Ksh.40, 000 and a maximum of Ksh.60, 000.

For those placed by Kenya University and Colleges Central Placement Service (KUCCPS), the loan amount is split to cater for both Tuition fee and Upkeep while the Self sponsored students, the money is sent directly to the university once a year as tuition fees.

A standard amount of Ksh4, 000 for Government sponsored students only is deducted from the loan awarded and disbursed to the university per semester for tuition [total Ksh8, 000] and the rest is sent to the applicant’s bank account as upkeep.

An Administrative Fee of Ksh500 per year is charged on the loan awarded and it is therefore deducted from the disbursed loan.

A limited number of needy government sponsored students receive bursary of between Ksh4, 000 and Ksh8, 000 per year. The Bursary is paid to the university.

Requirements
  • A copy of the Applicant’s national ID Card
  • Copies of the parents national ID Cards/death certificate where the parent is deceased
  • Copies of both guarantors’ national ID Card
  • A copy of the applicant’s admission letter and KCSE result slip/certificate
  • A copy of the applicant’s Bank ATM/Bank card (for Government sponsored students only)
  • A copy of the applicant’s Smart Card from the institution
  • One recent colored passport size photograph of the applicant.

Repaying your Student Loan

Undergraduate loan repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan whichever is earlier. However, you can make voluntary payments before or after you complete your studies to reduce your loan balance.

Note:

  • Loans are charged 4% interest per annum
  • Loan repayment commences one year upon completion of studies or as deemed fit by HELB.
  • The loan is repayable up to a maximum of 120 months.

TVET STUDENTS FIRST TIME LOAN AND BURSARY APPLICATIONS FOR THE FINANCIAL YEAR 2020-2021

The Higher Education Loans Board(HELB) invites applications for First Time 2020-2021 TVET Loan and Bursary from Kenyan students admitted in National Polytechnics, Technical Training Institutions and Vocational Colleges under the Ministry of Education and are registered with Kenya Universities and Colleges Central Placement Service [KUCCPS] and Members of the Kenya Association Technical Training Institutions [KATTI).

Eligible students:

Applications are open to students enrolled in approved TVET courses and are applying for the first student loan.

How to Apply
  • Applicants should visit our website http://www.helb.co.ke to access the Student Portal to register, create and activate account(ensure you use your personal mobile number)
  • Log in, go to Loan Application, click Certi􀏐icate (Artisan and Craft) or Diploma and select the 2020-2021 TVET First Time Loan Application Form [LAF].
  • Read and appraise oneself online on Financial Literacy and appreciate the purpose of credit.
  • Access and fill the loan application form.
  • Print TWO copies of the duly filled Loan Application Form. Ensure you preview the form
  •  and correct where necessary before you submit for printing
  • Have the forms appropriately filled, signed and stamped by the relevant authorities.
  • Read, understand and sign to accept the Loan Terms and Conditions and Data Protection Consent form.
  • Present one copy of the duly filled Loan Application Form and all the attached support documents at:

Repaying your Student Loan

Undergraduate loan repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan whichever is earlier. However, you can make voluntary payments before or after you complete your studies to reduce your loan balance. Note:
  • Loans are charged 4% interest per annum
  • Loan repayment commences one year upon completion of studies or as deemed fit by HELB.
  • The loan is repayable up to a maximum of 120 months.

TVET HELB LOANS

Students pursuing Diploma and Certificate courses in Public universities, university colleges, public national polytechnics and Institutes of Technology and Technical Training institutes country-wide are eligible for this loan and bursary. Orphans, single parent students and others who come from poor backgrounds will be given priority for the loans and or bursaries. The application period is January to April every year.

Required Documents

  1. Applications should access and fill the relevant TVET Loan & Bursary Application Form (TLAF).
  2. Print TWO copies of the duly filled Loan Application Form.
  3. Have the TVET Loan Application Form signed and stamped by the Dean of Students/Financial Aid Officers.
  4. Retain one copy of the duly filled TLAF (Mandatory).
  5. Drop the TLAF personally at the HELB students Service Centre on the Mezannine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you.

Helb loans beneficiaries to pay lesser interests, have increased repayment grace period in latest proposals

Beneficiaries of Higher Education Loans Board, Helb, funding would pay reduced loan interest rates if a Bill by Hon Gideon Keter (who is a Jubilee Party nominated Member of Parliament represent Youth interests in the National Assembly) sails through.

Interest charged on university and college student loans will be cut to 3% and the grace period for repayment increased to five years after graduation if lawmakers approve changes to the Higher Education Loans Board (Helb) Act.
Under the proposed law, interest on the loans will fall from 4% to cushion jobless graduates from the Sh5,000 monthly fine for defaults.

“The aim of this proposals is to reduce the financial burden on recent graduates who are expected to pay large sums of money to Helb even before securing employment or becoming financially stable…… It sets the percentage of interest that may be charged on the loan advanced at three percent. It also provides that the penalty charged on defaulting of the loan shall be charged after securing employment or five years after completion of studies.” Reads the bill that was tabled in Parliament.

The agency in January this year said it was pursuing some 78,328 defaulters holding Sh7.7 billion as at December 31 last year (2019).

If passed, the new law will provide a big relief to thousands of unemployed youths who have hge Helb loan balances to clear.

There has been a sharp increase in university enrollment, since 2014, a scenario that has seen rise in demand for loans.

In line with the current Cost Sharing Policy, where Government sponsored students receive about 80% GoK subsidy, HELB can therefore award a maximum loan of Sh60,000 and a maximum bursary of Sh.8,000.

Repaying your Student Loan

Completion of Loan Repayment

Upon completion of loan repayment, kindly seek clearance from HELB. Please note that only HELB and not your employer can confirm your loan repayment status. HELB shall confirm loan repayment completion by issuing certificate of clearance. For clearance, please fill in the HELB Enquiry form.

Over Repayment

If you overpay your loan, you will receive a refund from HELB and not your employer. To claim refund, please fill in the Loan Recovery Enquiry form.

Jielimishe Loans (for salaried students)

Jielimishe Loans are due for repayment immediately upon disbursement. Successful applicants shall be notified via e-mail.

Loanee Obligations

All loanees [HELB loan beneficiaries] are required to start repayment after a period of one year on completion of studies, or within such a period as the Board may decide to recall the loan whichever is the earlier (Section 15 HELB Act). Paying the higher education loans at an early age reduces an individual’s financial burden in midlife when one is bringing up a family, paying a mortgage as well as planning for retirement. Among other advantages of paying the loans include; reduction of the number of loans that an individual has hence avoid being blacklisted with the Credit Reference Bureau (CRB) hence one can easily get a bank loan.

To ease your repayment, the Board has developed several different modes of repayment that suits the loanees who are employed and self-employed such as check off system, mobile payment that include M-Pesa, Airtel among others.

Therefore your obligation as a Loanee under the Act is to;

  • Inform the Board of your contact addresses (section 15 (a) HELB Act),
  • Begin repayment of your loan together with the interest accrued thereon (Section 15(b) HELB Act),
  • Facilitate the deduction and remittance of the loan to the Board – (Section 15 (c) HELB Act).

EMPLOYERS

Employers Obligations

The Higher Education Loans Board Act, 1995 demands that employers adhere to the law as stipulated below:

  • Disclose Loanees: Inform the Board that they have employed loanee(s). This should be done within three months from the date of employment. (Section 16(1) (a) of the HELB Act)
  • Deduct from the wages or remuneration of the loanee(s) the amount of any loan as instructed by the Board (Section 16(i)(b) of the HELB Act)
  • Discharge/remit the amount deducted from the loanee’s wages or remuneration

How to apply for HELB loan clearance, compliance certificate and refund; requirements and process

Beneficiaries of the Higher Education Loans Board, helb, sponsorship can apply for clearance and compliance certificates that are mostly required during job recruitments. A compliance certificates is given to those who are repaying the loans but are yet to clear the full amount. While, clearance certificates are issued to beneficiaries who have fully paid the due interest and principal amounts. Sometimes one may make an over payment. This can still be refunded on application.

How to get a compliance, clearance certificate and refund.

To get a compliance, clearance certificate and or refund you must personally visit the helb offices at Anniversary towers in Nairobi. You will be issued with an Enquiry form (EF ) that has the following parts that must be filled correctly; where necessary:

a). Nature of enquiry

There are various enquiries that can be made at the helb customer care desk. These include: Loan Balance(statement), Missing payments, compliance certificate, clearance certificate and refund to over deductions among others.

b). Client details

You should be armed with your ID number and university registration number among other details.

c). Employment details

For those employed, you will be expected to provide details such as employer name, employment number and address.

d). For refunds

You need to have an ATM card a copy of which shall be attached on the application form. Once you fill the enquiry form, pick a ticket depending on the type of service required and you will be assisted accordingly. The clearance or compliance certificate is processed and you get it the same day. The clearance certificate has the following details: 1). Bearer’s Name 2). ID number 3). Registration number as used in college/ university 4). College/ University attended 5).
