List of Items that the school heads/ Principals should hand/ take-over during the delocalization/ transfer exercise according to the Education Ministry

The Teachers Service Commission kicked off the third phase of its delocalization programme, this December. To ensure smooth and proper transition of the heads/ principals, the Ministry of Education released a circular to guide the exercise. The Circular by the Principal Secretary, Dr. Belio Kipsang, dated 18th December 2018 details all the items that must be handed over by outgoing school administrators. The handing over/ taking over exercise is monitored by the Sub- county Director of Education.

List of Shortlisted candidates for 2019 TSC Teacher Internship vacancies; Uasin Gishu County; Kesses

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate

Eligibility for Internship

Eligible candidates should meet the following basic requirements:
  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants
  • Be ready to be posted to any public educational institution in Kenya where their services are required:
  • Must have a Personal Accident Insurance to cover for personal risks during the internship period;

  • National Identity Card (ID) or copy of passport and a copy of KRA PIN Certificate:

Duration of internship

The Internship period will be twelve (12) months.

Remuneration

This is not a remunerative position. However, interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend is subject to statutory deductions where applicable)

TSC advertises 919 replacement vacancies for teachers who exited service in February and March, 2019, through natural attrition

The Teachers Service commission has advertised 919 posts to replace teachers who exited the service in February and March, 2019. 659 posts are for Primary Schools and 260 posts for Secondary Schools. Below is the advert from the Commission;

TEACHERS SERVICE COMMISSION REPLACEMENT OF TEACHERS WHO HAVE EXITED SERVICE IN PUBLIC PRIMARY AND SECONDARY SCHOOLS FOR THE MONTHS OF FEBRUARY AND MARCH 2019.

The Teachers Service Commission is advertising 919 posts to replace teachers who have exited service through Natural Attrition (659 posts for Primary Schools and 260 posts for Secondary Schools). Eligible candidates should meet the following basic requirements:

(i) Be Kenya citizens.
(ii) Must be 45 years of age and below.
(iii) Must have original Professional and Academic Certificates.
(iv) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012.

(a) Applicants for vacancies in Primary schools must be holders of P1 Certificate and will be selected from the County merit lists compiled during the May 2018 recruitment of additional teachers’ exercise.
Successful candidates will be deployed to serve in stations in any part of the Country and not necessarily in the County where they were recruited.

(b) Applicants for vacancies in Secondary Schools must be holders of a minimum of Diploma in Education Certificate. Interested candidates should apply to the Secretary, Board of Management of the School/Institution where the vacancy has been advertised and submit a copy to the TSC County Director.

All interested candidates should submit their applications to the respective County Directors and Boards of Management as above not later than Friday 10th May, 2019.
The Teachers Service Commission will only deal with TSC County Selection Panels and Boards of Management in this exercise. Individual application to the Commission will NOT be considered. Successful applicants must not fill employment forms in more than one station as this will lead to disqualification.

(a) The recruitment exercise is free of charge. The Teachers Service Commission would wish to forewarn applicants against fraudsters who might extort money from unsuspecting persons purporting to assist in recruitment.

Latest TSC recruitment news: Change of advertised subject combinations- Kisii County

The Teachers Service Commission, TSC, has given a nod to ten schools in Kisii County to change the advertised subject combinations in the ongoing 100 percent recruitment exercise. The Subject combinations’ changes have been occasioned by lack of applicants in the advertised combinations.

Here are the schools whose subject combinations have been altered:

  1. Our Lady of Victory Nyabiosi ‘N’ Secondary School- Changed from Physics/ Chemistry to Kiswahili/ CRE
  2. Gianchere Friends Secondary School- Changed from Computer Studies to History/ CRE

Focus on the Teachers Service Commission, TSC, as three Commissioners exit

The Teachers Service Commission, TSC, will be forced to operate with six Commissioners after the contract of three of its nine Commissioners expired this year; forcing them to exit. First to exit was Commission Vice Chair Cleopas Tirop whose term expired in May this year. Mr Tirop who was appointed in April 2013 exited after serving his six year-non-renewable term. Two other commissioners – Dr Salome Gichura and Saada Abdi Kontoma – left the Commission, this month; August, 2019.

“We will always remember the three commissioners for spearheading TSC innovations and re-engineering of service delivery,” said Dr Lydia Nzomo, TSC chairperson; at a luncheon hosted in honor of the retired commissioners |(Dr Salome Gichura, Cleopas Tirop and Saadia Kontoma) at Intercontinental Hotel Nairobi, early this month.

There is no cause for alarm, though, because for the commissioners to conduct business, a quorum of three out of a maximum nine Commissioners is required. The Commissioners exit at a time when there is a frosty relationship between the Commission and the Kenya National Union of Teachers, knut.

The commissioners are in charge of appointing and appraising school heads or confirming those working in acting capacity, promoting teachers, hearing and determining disciplinary cases. They also approve budgets and formulate policies.

Under Article 237(2) of the Constitution, the Commission is mandated to perform the following functions:
1. Register trained teachers,
2. Recruit and employ registered teachers,
3. Assign teachers employed by the Commission for service in any public school or institution,
4. Promote and transfer teachers,
5. Exercise disciplinary control over teachers,
6. Terminate the employment of teachers,
7. Review the standards of education and training of persons entering the teaching service,
8. Review the demand for and supply of teachers and
9. Advise the national government on matters relating to the teaching profession

President Uhuru Kenyatta will now be expected to constitute a selection panel to recruit new commissioners. A person shall be qualified for appointment as a member if such a person holds a degree from a university recognized in Kenya, and has knowledge and experience of at least 10 years in matters relating to education, governance, management and law.

The Commission is currently chaired by Dr Lydia Nzomo who took her oath of office on 9th December 2014, marking the beginning of her six years term as the Chairperson of TSC as a Constitutional Commission.

The Commission shall now remain with 6 Commissioners. The five other Commissioners (apart from Dr Lydia Nzomo) are Barrack Said Twahir, Kinoti Imanyara, Tache Bonsa Gollo, Beatrice Marembo Adu and Albert Fred Ekirapa. The five were appointed members of the Teachers Service Commission on 20th March 2015.

TEACHERS ROOTING FOR SLOTS AT THE COMMISSION’S BOARD

Teachers through their unions have asked the Head of Public Service Joseph Kinyua to ensure they get seats on the Teachers Service Commission (TSC) board. Kenya National Union of Teachers (Knut) are seeking to be allocated slots as the terms of the current Commissioners come to an end.

“Teachers union should be allowed to nominate at least two commissioners to ensure that trade movement maximizes interaction with TSC for the harmonious negotiation of terms,” read in part, a memo by knut Secretary General Hon Wilson Sossion to Mr Kinyua; dated 15th July, 2019.

It remains to be seen if indeed the teachers will get slots at the Commission Board.

Schools reopening coming soon as TSC gives reopening instructions to Heads and Principals

Preparations for schools’ reopening are in top gear if the current circular by the Teachers Service Commission, TSC, is anything to go by. The teachers’ employer has asked school Heads and Principals to report to schools and lay ground for reopening.

“Monitoring on preparedness of school for reopening due to covid 19 pandemic is ongoing,” reads a circular by TSC to all principals and head teachers.

“All Principals and Head teachers are expected to be present in their institutions and work closely with BOMs (Boards of Management) in the establishment of all protocols required for reopening of schools,” adds the Commission in the circular dated September 7, 2020.

Schools will be required to ensure that guidelines given by the Ministry of Education to control spread of corona virus disease are adhered to. See the guidelines here; Reopening of schools- Education Ministry releases final reopening process.

The schools will be expected to form school reopening preparedness committees with immediate effect. Such committees will in turn convene urgent meetings to plan for school reopening. This will be done in collaboration with immediate school neighbors and other stake holders.

Education Cabinet Secretary George Magoha has given strong indications that schools may reopen in November. But, this will only happen if the infection curve continues to drop or flatten out. In his plan, that is yet to be made public, schools may have a phased reopening; by allowing form fours and class eight learners to reopen first.

A meeting of all stake holders, to chat the way forward, is scheduled for September 14, 2020.

SOME TVETs ARE READY FOR REOPENING

According to the CS, only three Technical and Vocational Colleges (Eldoret, Nyeri Polytechnic and Rift Valley Institute) were ready for reopening by close of last week.

An agitated Magoha blamed other institutions for exhibiting lukewarm preparations.

“About 50 per cent of the institutions are on a trajectory towards reopening. What has annoyed me is that this is the sixth week, yet we have to keep on saying the same things over and over. Once we are ready we will allow students to sit their exams,”the CS told the media last week.

FINAL YEAR MEDICAL STUDENTS ALLOWED BACK TO CLASS

Magoha has at the same time allowed final year medical students to resume physical classes. Via a circular sent to the nine universities that offer training in medicine, the CS more medical personnel were required to tackle the covid 19 pandemic and that this can be achieved by having the students graduating.

“In light of the Covid-19 situation which has precipitated an urgent need to train and assess medical students to support the dearth inadequate healthcare personnel to fight the pandemic, consideration has been given to the request for face-to-face learning and assessment of medical students. The circular goes on to instruct universities on what to do in case of an outbreak of covid 19 occurs.

“The University must manage any suspected Covid-19 cases affecting their students in their isolation and quarantine facilities awaiting results. The decision of home-based care or hospital management must be in accordance with Ministry of Health guidelines and protocols,” adds the circular that was sent to the Universities on Monday.

The move by CS Magoha has stirred a storm. On Tuesday September 8, 2020, Narc Kenya party leader Martha Karua criticized the decision by Education CS George Magoha to only reopen medical schools for face to face learning.

“If medical students can be recalled then all students can be recalled!” she demanded.

Will TSC absorb intern teachers permanently?

The Teachers Service Commission, TSC, opted to recruit teachers on an internship programme in a bid to address the teething staffing gaps in public primary and secondary schools. This programme would see intern teachers hired to work along the ones on permanent and pensionable terms. whereas both categories execute similar teaching tasks, the monthly perks for teacher interns are much lower compared to their counterparts on permanent terms.

Intern teachers working in secondary schools receive a gross pay of Sh15,000 per month while, those in primary schools pocket Sh10,000. This pay is subjected to further deductions like income tax and the national hospital insurance fund (NHIF). Those paying student loans to the higher education loans board (helb) receive much lower salaries.

The lowest paid teacher on permanent terms earns a monthly gross pay of between Sh25,692 (minimum) and Sh30,304 (maximum). While, the highest paid teacher pockets over Sh200,000 per month.

The commission employed over 10,000 interns recruited in November 2019 and who have been hoping that they would one day be absorbed permanently. Their contract runs for one year; up to November, 2020.

Pressure has been mounting on the teachers’ employer to give the intern teachers permanent jobs. In December, last year,a group of lawyers took TSC into task over intern teachers’ contract terms and salaries. Also, members of parliament have been against this idea of employing teachers on internship.

Whereas the teachers are free to apply for permanent slots, these slots are just a handball and their advertisements are equally far between.

TSC projects a teacher shortage of close to 50,000 teachers in primary schools alone. The situation is equally wanting in secondary learning institutions as a result of the influx of large numbers from primary schools.

Employing contract teachers on permanent basis. Which way the TSC?

In its 2020/ 2021 budget estimates, the commission says a total of Sh2.1 billion is required to employ more teachers. According to the TSC Chief Executive Officer, Dr. Nancy Macharia, the funds will be utilized to employ 5,000 teachers on permanent terms and other 10,000 teachers on the internship programme.

“The funds are estimated to employ 5,000 new teachers for seven months and 10,000 interns for nine months,” Dr. Macharia recently told a parliamentary committee on education.

So, where does this leave the current interns? This is the mind boggling question lingering in the over 10,000 teacher interns.

Truth be said, the commission is not considering to absorb the current group of teacher interns as there are no budgetary allocation for the same; as at now. According to Dr. Macharia, the commission is projecting to recruit about 40,000 more tutors; and again on internship. If TSC decides to absorb the interns permanently (which will be a good thing) then it will be a big sigh of relieve for those currently on contractual terms. In 2010, for instance, it had to take the intervention of parliament for the interns to be absorbed. In the subsequent employments the teacher interns were awarded an extra marks range to give them an edge over others. The current recruitment guidelines haven’t included such a provision. The recruitment guidelines and marking schemes give more weight to teachers who graduated earlier.

A voice of reason somewhere should listen to the cries of intern teachers; sooner than later.

New TSC recruitment interview dates and venues per County- Busia

The 2020 recruitment of new teachers by the Teachers Service Commission Commission, TSC, was revised. Consequently, Counties have released new interview dates and venues. In Busia County recruitment for secondary school teachers will be done between Monday September 28, and Wednesday 30, 2020.
