Biology paper one KCSE examiner collapses, dies in Nairobi; KNEC to meet KUPPET over grievances

An examiner in this year’s Kenya Certificate of Secondary Education, KCSE, has died. The examiner in Biology Paper one collapsed and was pronounced dead on arrival at Kikuyu hospital. The examiner identified as Veronicah Wanjiku collapsed while marking at Lenana High school in Nairobi. The cause of her death is yet to be established.

This comes even as teachers staged go slows last week over what they termed as low pay and poor working conditions. Teachers marking Business studies where the first ones to down tools on Monday citing low pay. It took the intervention of the top KNEC brass to cool the teachers at Machakos Girls.

On Wednesday, their physics paper 3 examiners followed suit. The teachers wanted the council to increase their payment rates per script from Sh46 to Sh80; among other grievances. After three days of pushing and shoving, KNEC promised to increase their pay Sh52 per paper marked.

The Council has scheduled a meeting with the Kenya Union of Post Primary Education Teachers, KUPPET, on this coming Tuesday to chat the way forward. The meeting comes after the Council agreed to adjust the payment rates per script for all subjects. KNEC has already promised to harmonize payments for all papers effective 2020.

The teachers have always raised such issues as: poor pay, Congestion, low quality meals, tough regulations and long working hours. In fact, in some marking centres the teachers must wake up at 5am and retire to bed at 11pm.

The KCSE exams are marked via a belt system; where a candidate’s script passes through several teachers who mark different questions. Team leaders and Assistant Chief examiners then sample some scripts from each group of markers for moderation. This is done so as to achieve high accuracy in awarding marks. An examiner can mark up to 1,500 scripts. Apart from this, the examiners also receive a Coordination fee, fare reimbursement and a basic fee (which is a flat rate)

This year, the Council has engaged the services of over 26,000 markers.

Last week photographs of examiners sharing beds and some sleeping on the floor due to congestion at the marking centres were trending online.

The Education CS Prof George Magoha promised to release the results before Christmas (December 25th). Last year (2018) the results were released on Friday 21st December.

TSC introduces new subject combinations for teachers

The Teachers Service Commission, TSC, has identified key learning areas for teachers. The Commission now wants universities and colleges to introduce these new subjects in their teacher training in preparation for the roll-out of the Competency Based Curriculum (CBC) in junior and senior school.

Via a note sent to the Ministry of Education,TSC Boss, Dr Nancy Macharia, said the alignment of the training programmes by universities and private colleges is intended to equip teachers with requisite skills, in line with the Kenya Institute of Curriculum Development Basic Education Framework.

“The purpose of this letter is to submit the commission’s advisory on teacher preparation and requirements to facilitate a smooth implementation of junior and senior school curriculum delivery,” said Dr Macharia in a letter dated July 30 addressed to the principal secretary for the State Department for University Education and Research, Simon Nabukwesi.

It is copied to the PS for Implementation of Curriculum, Prof Fatuma Chege, the CEO of the Commission for University Education, Prof Mwenda Ntarangwi, and vice chancellors of universities that train teachers.

According to the TSC, the new learning areas that universities need to give special attention include pre-technical and pre-vocational education, life skills, agriculture and health education.

Optional subjects include indigenous languages, Kenya Sign Language, visual arts, and performing arts. It further identifies various subjects where skills gaps exist, such as leatherwork, Mandarin, woodwork technology, plumbing and ceramics.

To implement the teaching of some of the learning areas, there is a need to retool teachers in home science and biology to facilitate learning in health education, social studies to include content on citizenship and sports and physical education to include the aspect of sports and health introduced in the learning areas, added Dr Macharia.

“We advise and recommend that the teacher education curriculum should be flexible and aligned to enable one to teach and instruct a variety of subjects,” she said.

This is a departure from the current practice where secondary teacher trainees specialise in only two teaching subjects.

The commission has not yet begun training secondary school teachers in service for the CBC despite the fact that the pioneer class, now in Grade Five will be moving to Grade Seven (the first junior secondary school class) in January 2023. It is expected that more teachers will be required in secondary schools when the curriculum is fully implemented.

To alleviate the perennial shortage of teachers and reasonably meet the demand of teachers in the country, TSC has recommended that universities be appropriately informed about the new subject areas to guide their admission of students pursuing teacher education to meet the projected demands.

“The commission is expected to project teacher demand levels and appropriate areas of focus that will inform the strategies for training and preparation of teachers who will be available and ready to handle the junior and secondary learning,” she said.

Recently, the commission stoked debate on its role when it sent a document to universities advising them to scrap the Bachelor of Education degree which has been in place since 1970. It recommended that teacher trainees undertake either a three-year Bachelor of Arts (BA) or Bachelor of Science, study three teaching subjects and later take a post-graduate diploma in education.

The proposal, which drew opposition from some universities, is still awaiting stakeholder engagement and approval from the Commission for University Education.

Speaking to the Nation a week ago, Kenya Institute of Curriculum Development (KICD) chief executive Charles Ong’ondo said universities should be able to churn out graduate teachers with relevant skills to handle learners in junior and senior secondary.

“We call upon universities to ensure their teacher training programmes are aligned with the CBC,” said Prof Ong’ondo.

According to the KICD basic education framework, all learners in junior secondary will learn the same subjects but will branch off to one of the pathways in senior secondary. The pathways include arts and sports science, social sciences, and science, technology, engineering and mathematics (Stem).

This is the detailed marking process of the 2025 KCSE exams

Every year the Kenya National Examinations Council, KNEC, administers national examinations for thousands of Candidates in Primary, Junior and Secondary Schools. The Kenya Certificate of Secondary Education (KCSE) is an exam administered by Kenya National Examination Council (KNEC) to mark the end of secondary education level. This exam is usually administered during the month of November and results released before the end of the year.

Do not miss out on any news concerning KNEC and Exams. Be the first one to receive KNEC related news as it breaks. Here, below, is your all important link for you;

Marking of the Exams

The KCSE exams are marked by trained examiners. The exams are marked at designated marking centres in Nairobi and its environs. This is a rigorous exercise and is closely monitored by the Council and the Government at large.

The marking process for all papers is the same. This is the detailed process:

  • INVITATION OF EXAMINERS

The Council invites trained examiners (teacher) who apply for the marking exercise; online. Once selected, the examiners then download the invitation letters that spell out the terms of engagement.

On the invitation letters are the reporting dates and marking centres; Examiners report to the centres on the stated dates. First to report are the subject specialists followed by Chief Examiners, Assistant Chief Examiners, Team Leaders and then the examiners.

 For all details about other schools in Kenya, please visit the link below;

COORDINATION OF THE MARKING SCHEME

The scheme which is already made and has been ratified by the marking top brass team is then co-ordinated to accommodate all possible answers. Examiners take time to come up with all possible answers.

MARKING OF DUMMIES

Dummies are copies of student’s scripts whose identity is concealed. They are made to enable examiners to internalize the marking scheme. Each examiner marks his/her dummy and the results recorded. After discussing the answers for each question, deviations are recorded. The dummies marked are usually more than ten.

FORMING TEAMS/ BELTS

The belt system is applied during the marking of KCSE scripts. Examiners are divided to various rooms. Various factors are considered including region and experience. Each room forms about 4 teams of 6 examiners each. A room is led by an assistant examiner and each team has a team leader.

MARKING LIVE SCRIPTS

A live script is the candidate’s real work. Examiners carry boxes from script rooms and return them in the evening. The exercise is such involving.
A single script is marked by 6 examiners. The team reader checks 10% of scripts marked by remarking with a green pen. The Assistant chief also does the same. These minimizes deviations.

Here are links to the most important news portals:

CROSS CHECKING

The examiners use red pen to check each paper weather all questions are marked and transferred correctly. It is involving too.

CHECKING OF SCRIPTS

Some will wonder about these terms. It just means checking totals for each question and the final total. This is to ensure that the correct scores are recorded.

ENTERING MARKS IN MARK SHEETS

The marks are carefully entered in mark sheets provided by KNEC.

ADJUDICATION

Computer generated mark sheets are again returned to the examiners. The marks are confirmed by reading each script against the marks recorded.

REPORT WRITING

The examiners in each room write a report about the marking process. The report is presented to KNEC.

Once all is done and KNEC is satisfied that the marking process is complete, the examiners are cleared and released from the marking centres.

The council then takes over the remaining process of moderation, grading, analysis and releasing of results to candidates.

12,000 new teachers to be hired as TSC promotes 55,000

The Teachers Service Commission, TSC, will be hiring 12,000 new teachers ahead of the January 2021 full reopening of schools. Under the Economic Stimulus Programme, the commission was allocated Sh2.4 billion funds to engage 12,000 interns.

According to TSC Boss Dr. Nancy Macharia, recruiting the additional 12,000 teachers will bring to 23,574, the total number of teacher interns hired since last year.

In the current financial year, the commission received a budget of Sh2.5 billion to employ 5,000 teachers on Permanent and Pensionable terms.

In a report tabled by Dr. Macharia during a two-day consultative forum with National Assembly Education Committee this week,  TSC requires Sh17 billion to hire about 26,000 teachers to address staffing gaps in secondary schools. An additional Sh8.1 billion will be required annually to hire 12,500 teachers to plug the normal shortage. The situation is worsened by current Covid 19 pandemic and the 100 percent transition policy.

Macharia says her target to enroll 12,500 new teachers yearly has not been met due to inadequate budgetary provisions. She added that under normal staffing, the commission needed 50,504 teachers to support the existing staff establishment.

The Commission is also set to train close to 118,000 teachers next month on the Competency-Based Curriculum (CBC) at a cost of Sh1 billion. See details on this training here.

“The commission intends to prepare teachers for eventual re-opening of schools through training, capacity building, sensitization and induction programmes,” She added.

Teacher promotions.

TSC says about 55,000 teachers have been promoted this year. Another 3,900 are scheduled for interviews. Similarly, 460 teachers have already been interviewed and their letters are on the way.

The Legislators wants the Commission to come up with a clear policy in promoting teachers in order to avoid situations where most stagnate in same job grades for long. But, Macharia was quick to point out that budgetary constraints were to blame.

“The criteria used in promotion of teachers include the availability of budget/funds; the existence of vacancies in the authorised establishment; merit and ability as reflected in the teacher’s work performance; academic and professional qualification among others,” she explained.

Dr. Macharia, sought the committee’s indulgence in finding a lasting solution to the challenges faced by the commission, among them; the need to develop a policy framework to guide the employment and promotion of new and older teachers.

Question: WHAT DO THE VARIOUS INDICATORS THAT I SEE WHILE CHECKING MY TSC REGISTRATION STATUS MEAN?

Answer: These are the indicators you’ll likely find when checking the status of your TSC registration online;
  • In Progress; This means that the application has been submitted but not yet checked at the registry.
  • Verified; The application has been checked and all details confirmed correct.
  • Registered; This is the final status for a successful application. The TSC Number is indicated on the portal. A text message is sent to the applicant as well.
  • Reset; This means that there’s an error which needs to be rectified. The error is stated both on the portal and in a text to the applicant.
  • Incomplete; The application is not complete/not submitted
  • Rejected; This feedback is given when the applicant doesn’t qualify to be registered as a teacher, especially for failing to meet the minimum academic qualification.

Question: HOW DO I KNOW THAT I’VE BEEN REGISTERED?

Answer: An SMS is sent to you upon successful registration. It bears the TSC number. You can then generate a print-out of the notification through this link:
This is not the registration certificate though. The registration certificate is sent to you through the registered postal address.

Question: HOW/WHEN DOES ONE GET THE TSC REGISTRATION CERTIFICATE?

Answer: The registration certificate is sent through the postal address provided during application. You get it after receiving an SMS with your TSC number.

Ensure that the address you provide is correct to avoid losing your certificate.

Question: IN CASE I REALIZE THAT I MADE AN ERROR IN MY APPLICATION, CAN I EDIT IT?

Answer: After submitting the application, editing cannot be done before the application is rejected at the registry.
After such rejection, you receive an SMS indicating that your application has been RESET. The application is then open for editing.
The reason for the reset is as well stated in the message.
You can contact TSC head office on 0722208552/0777208552 to get assistance.

Question: WHAT IS GP 69 AND WHERE DO I GET IT?

Answer: A GP 69 is a medical examination form which is downloaded online then printed for filling.
Part 1 is stamped at the subcounty office then part 2 is filled by a doctor.
