600,000 More Kenyans Registered To The Inua Jamii Programme

The government has so far registered 601,539 Kenyans to the Inua Jamii programme out of the 700,000 people targeted in the fresh enrolment exercise that kicked off on Friday across different parts of the country.
As of Monday morning, the registration numbers for different social protection programs stood as follows:

Older Persons Cash Transfer (OPCT): 371,725 beneficiaries
Cash Transfer Orphans and Vulnerable Children (CT OVC): 167,575 beneficiaries
Persons with Severe Disabilities (PWSD): 62,239 beneficiaries
Speaking during an inspection of the registration exercise in Nyeri on Monday, Labour CS Florence Bore said the turn-out was impressive, adding that more people will be enrolled before the closure of the exercise at the end of this month.

“As I wind up the spot-checking activities in Nyeri, I’m glad to note that the Registration exercise is going on well and will continue until the end of the month,” said Bore.

She added: “The commitment of the Kenya Kwanza Government to increase the numbers from the current 1.2 million beneficiaries to 2.5 million is on course.”

The CS also announced that the Cash Transfer for Orphans (CTOVC ) and Vulnerable Children and Persons with Severe Disabilities PWSD programmes will undergo further household screening to establish those that qualify.

A high turnout was witnessed on the first day with hundreds of elderly persons turning up at designated administration offices.

Currently, the Inua Jamii programme benefits over 1.2 million Kenyans, including 353,000 orphans and vulnerable children, 833,129 elderly citizens, and 47,000 persons with severe disabilities across the country.

CS Magoha receives final schools’ reopening report

Education Cabinet Secretary George Magoha has said the Government will provide further direction this weekend regarding the extended closure of schools given that some of the Covid-19 measures are set to expire. The address by president Uhuru Kenyatta is expected on Saturday with curfew restrictions that have been in force for the last one month expiring.

The CS indicated that schools may be closed longer given that some of the institutions are being used as covid 19 isolation centres.

“It will look like an open secret (status of schools’ reopening). Because, as we speak 351 public schools are being used by the government… You have seen all over the world, nobody has opened any school when the pandemic is still spiking,” said CS Magoha when he received the final national covi 19 education response committee in Nairobi, today.

CS Magoha castigated parents who have been pushing for reopening of schools.

“If you have no time to look after you child, then perhaps you have no business creating a child. Spend time with your child.. Learning starts at home and starts with the family; so can we all go back to our families please and start teaching our children,” said the CS.

He said parents should protect their children from all forms of vices in the society. This comes as cases of offences against children continue to increase daily.

The DCI says offences against children are on the rise in the backdrop of the current covid 19 pandemic.

Magoha reported that the government in consultation with development partners is putting in place mitigation measures in all schools to prevent Covid-19 from penetration to learning institutions.

Earlier on in the day, Interior CS Fred Matiang’i, his Health counterpart Mutahi Kagwe and Prof. George Magoha held a consultative meeting with religious leaders from all faiths to consolidate their views regarding onsite worship and schooling in the face of COVID-19; ahead of the final pronouncement by President Kenyatta tomorrow.

The full report on reopening of schools will be made public after president Kenyatta has been briefed.

According to a report submitted to Parliament, two communities dominate the top cadre positions in state agencies, leaving the others to compete for the few remaining openings.

The reports that the various heads of state agencies submitted to the National Assembly Committee on National Cohesion and Equitable Cohesion show that Kalenjins and Kikuyus make up the largest percentage of personnel in all the agencies that have been so far studied.

The committee chaired by Mandera West MP Adan Haji is currently meeting all state agencies to check the ethnic composition of their employees in order to determine whether they comply with Section 7 of the National Cohesion and Integration Act, which states: “No public establishment shall have more than one-third of its staff from the same ethnic community.”

Section 7(1) and (2) of the Act states that all offices shall seek to represent the diversity of the people of Kenya in the employment of staff and no public institution shall have more than one-third of its staff from the same community.

In the Teachers Service Commission (TSC), out of 2,842 of its secretariat staff, Kikuyus have the highest number at 545, followed by Kalenjins with 412, Kamba are third with 323, Luhyas come fourth with 318 while Luos closes the top five with 266.

The documents tabled by CEO Nancy Macharia show that, out of the 1,077 secretariat staff at the middle level at TSC, Kikuyus are 316, followed by the Kalenjins (131), Kambas (127), Luhyas (103), and Meru (89).

Ms. Macharia defended the distribution, saying, at the secretariat level, it’s about technical know-how and specialization in a given area. She said one has to be highly competitive in order to make it at that level.

According to the TSC report, out of the 346,760 registered teachers in the country Kalenjins have the highest number at 59,538 followed closely by the Kikuyus at 59,010, Luhyas comes third with 52,882 followed by Luos at 40,657 and Kambas five with 39,807.

In the ethnic distribution of teachers *in the senior management level in primary schools, Kalenjins top the list with 6,159 followed by Kikuyus with 5,159, Kambas are third with 5,122, Luhyas comes fourth with 4,653 while Luos are at number five with 4,500.

The Kikuyu have the most teachers in post-primary schools with 3,493 followed by Luhyas (2, 736), Kalenjins (2,063), Luos (2,055), Kisiis (1,323) and Kambas (1,950).

At the lower level, Kalenjins still lead in the ethnic distribution of teachers in primary schools with 24,144, followed by Luhya (21,943), Kikuyus (21,540), Luos (16,574), and Kambas (16,532).

According to data presented before the committee, out of the 540 employees currently employed by the Kenya Electricity Transmission Company (Ketraco), the majority of the employees are from the Kalenjin, Kikuyu, Luos, Kamba, and Meru groups.

The ethnic distribution matrix presented by interim managing director Issac Kiva shows that Kalenjins make up 125 people, or 24 percent of the entire workforce, followed by Kikuyus at 90 people, or 17 percent, Luos at 65, Kambas at 49, and Merus at 20.

The communities with the fewest employees in the parastatal are* Dasemach, Dorobo, Kuria, Pokomo, Taveta, and Turkana, each of which has just one worker.

Overall, Ketraco has 370 male employees (71 percent) and 150 females (29 percent).

The documents show that, out of the mass recruitment of 158 people in the last three years, Kalenjins took the lion’s share with 57 people, followed by Kikuyus (24), Luhyas (21), Luos (20 ) and Kambas (14).

Kikuyus make up 649 out of the 1,404 employees at Kenyatta University Teaching, Referral, and Research Hospital, or 46.23 percent of the total workforce.

Documents presented to the committee by KUTRRH CEO Ahmed Dagane reveal that Luhya community members came in a distant second with 123 employees (8.7%), followed by 111 Luos (7.9 percent).

At Kenya Rural Roads Authority (Kura), out of its 747 staff across various cadres, 235 employees are from the Kikuyu community, translating to 31.5 percent, followed by Kalenjins with 102 or 13.5 percent of the workforce. Luhyas are third with 84 employees with the Luos coming fourth with 83 employees.

The Kamba have 67 followed by Kisiis (54), Meru (34), and Maasai and Taita 10 each.

Documents tabled by Director General Philemon Kandie indicate that at the senior management level , Kikuyus occupy 16 translating to 38.2 percent, followed by the Kalenjins with six or 15 percent. Both the Kamba and Luhyas have five workers each in top management, translating to 12.5 percent.

In the mass recruitment carried out in 2022, out of the 168 people employed, 38 were Kalenjins, followed by Kikuyus at 36, Luos (17), Kambas (16), and Luhyas (15).

Kisiis had 11 while Merus had 10.Others, such as the Maasai, Somali, Swahili, Suba, Taita, Teso, Mbeere, and Mjiknda, had less than ten recruited.

P1 teachers protest delay in JSS deployments as TSC cite lack of fund

Primary school teachers who submitted applications for deployment to junior secondary schools (JSS) are now urging the Teachers Service Commission (TSC) to speed up the deployment process.

The teachers turned to social media to express their dissatisfaction with the Commission’s delay in the process that aims to deploy 6,000 P1 teachers to JSS.

TSC launched the online application process on January 13, but nearly three months later, the portal remains active with no closure in sight.

The teachers are requesting that the Commission conclude the application process and initiate the document verification process to facilitate their promotion to junior secondary.

The deployment of primary school teachers to JSS is part of TSC’s promotion strategy that aims to mitigate job stagnation.

Nonetheless, the recent statement by TSC CEO Dr. Nancy Macharia, indicating that they are unable to promote enough teachers each year due to inadequate funding, raises concerns at a time when teachers have applied for deployment.

During her appearance on Tuesday before the National Assembly Constitutional Implementation Oversight Committee (CIOC) led by Hon. Eric Karemba (Runyenjes), Macharia cautioned about a potential education crisis due to insufficient budget allocations for the promotion and deployment of teachers nationwide.

She was providing a report on the Commission’s advancement in meeting its constitutional responsibilities and the obstacles obstructing effective service delivery.

Dr. Macharia pointed out that while the government assigns Ksh. 1 billion each year for teacher promotions, this sum is inadequate to meet the increasing number of eligible teachers.

“Honourable Members, though we appreciate the Kshs. 1 billion allocated for teacher promotions, this sum is only enough to promote 6,000 teachers from a teaching force exceeding 500,000. This continues to discourage deserving teachers and impacts service delivery in our schools,” Dr. Macharia expressed.

Macharia stated that TSC requires Ksh. 5 billion annually to promote teachers and effectively mitigate stagnation.

She was replying after lawmakers raised issues regarding the challenges surrounding teacher promotions.

The Commission has been receiving an annual budget of Ksh. 1 billion for promoting teachers, which Macharia referred to as a minimal amount.

“With only one billion shillings, we can promote just 6,000 teachers. We need five billion annually to completely address stagnation,” explained Macharia.

The Commission has been encouraged to revise its strict requirements for deploying P1 teachers to JSS in the interest of students.

Instead, Knut advised TSC to retrain the PTE teachers and permit them to instruct the Grade 7, 8, and 9 students.

Originally, TSC intended to deploy primary school teachers possessing any education-related diploma and degree certificate to JSS but later withdrew this decision.

In the deployment initiative, TSC requires practicing P1 teachers to hold a degree in secondary education with a minimum grade of C+ in KCSE and at least C+ in two teaching subjects.

TSC CEO Dr. Nancy Macharia disclosed that the Commission needs a total of 72,422 teachers to remedy the teacher shortage in JSS.
Current teacher deficit in junior and senior secondary, which begins next year, is at 98,261.

Macharia stated that the Commission needs a total of 149,350 teachers to manage Grade 7, 8, and 9.

She mentioned that at present TSC has appointed 76,928 teachers in junior secondary, which amounts to 51. 5% of the needed total.

This includes 39,550 junior secondary school teachers who were initially hired under internship agreements but have since been confirmed.

Additionally, 8,378 P1 teachers were assigned to JSS in 2023 and 2024, alongside 9,000 JSS teachers who were appointed on permanent and pensionable contracts.

The government has also allocated sh 4. 8 billion, which TSC utilized to hire 20,000 JSS teachers on internship agreements.

Macharia indicated that TSC has retooled a cumulative total of 229,292 teachers on Competency Based Curriculum (CBC) and Competency Based Assessment (CBA) since April 2019.

She expressed that a total of 60,642 JSS teachers have been retooled from May 2023 to November 2024.

TSC intends to employ an extra 18,000 JSS intern teachers in December to fill the staffing void.

The Commission is facing pressure to tackle an impending teacher crisis in JSS, as the current teacher to class ratio is 1:1;

Since 2019, the Commission has been assigning P1 teachers as a method of promotion following numerous grievances about stagnation from primary school educators who advanced their academic qualifications.

In the years 2019, 2020, and 2021, a total of 1,000 P1 teachers were assigned each year to secondary schools, while from 2022 to 2024, approximately 8,378 teachers were assigned to support the initial cohorts of the CBC in JSS.

Upon closing the application process, the Commission will commence document verification for shortlisted candidates.

This process will be conducted by the TSC Sub-County Director, who will then provide the teacher with an appointment (deployment) letter.

The Sub-County Directors are instructed to sign two deployment letters for each educator.

One letter will be given to the educator, while the second original letter must be submitted along with other deployment documentation for storage at the headquarters.

The deployment will take into account proximity to the existing station. Teachers will be assigned to their current stations or those in close proximity to their current ones.

Other considerations during the deployment will include subject combination, gender, and SNE qualification, with teachers holding SNE qualifications being assigned to Special JSS.

Candidates are expected to provide the following documentation during the verification process:

i) Original and copy of the degree/diploma certificate;

ii) Original and copies of the academic transcripts;

iii) Original and copy of SNE qualification (if applicable);

iv) Original and copy of the KCSE certificate (or an equivalent);

v) A copy of the current payslip;

vi) A declaration from the Head of Institution stating that the teacher is currently employed at the school and is neither under interdiction nor facing a disciplinary process.

Primary School teachers wishing to be deployed to JSS must be qualified to teach in secondary schools. The teacher MUST meet the following requirements:

i) Have an active registration as a teacher with the Teachers Service Commission.

ii) Is employed as a primary school teacher with the Teachers Service Commission.

iii) Should not be currently serving an interdiction or undergoing a disciplinary process.

iv) Have a minimum of a Diploma in Education with a minimum of C+ at KCSE (or it’s equivalent) with C+ in two teaching subjects currently being offered in the school curriculum (either under 8-4-4 or CBC) or two (2) principles and one (1) subsidiary pass at “A” Level.

At least 8 units in each of the two teaching subjects.

Those with a minimum of C (plain) at KCSE (or its equivalent) and have undertaken a Diploma in Education together with a Bachelor Degree in Education qualify.

v) The degree certificate must be Bachelor of Education. Bachelor of Education (Primary Option) holders are not eligible.

  1. UFAHAMU (Alama 15)

Uchumi uliathirika pakubwa. Watu wengi walipoteza kazi zao.

Medical Colleges Urge KUCCPS to Review Cluster System for Health Courses

Middle-level colleges providing medical courses have requested the Kenya Universities and Colleges Central Placement Service (KUCCPS) to revisit the cluster system for health programs.

Speaking to the media on Saturday, March 15, the stakeholders, belonging to the Association of Medical Training Institutes of Kenya (AMTIK), urged the placement service to think about reducing the existing cluster points for medical courses to enable more students to join the programs.

While recognizing the importance of medical courses, the stakeholders, guided by their leader, Dennis Oketch, pointed out that middle-level colleges provided courses that met both local and international demands.

As stated by the Association members, just 25 percent of students who receive the Kenya Certificate of Secondary  Education (KCSE) achieve the necessary grades for medical courses, thereby hampering growth in the industry.

Online education courses

“One of the reasons why many parents do not enroll their children immediately after high school is because the learners receive low grades, such as D, D+, and D-, and these students do not have an alternative path,” mentioned one of the stakeholders.

“There are numerous medical colleges in Kenya; we wish to unite and refine the sector. We have several issues we would like to tackle, especially in colleges,” she continued.

At the press conference, the stakeholders encouraged Form Four graduates to explore courses in medical engineering and clinical medicine, as the need for experts in these areas keeps growing.

They further emphasized health records, public health, and perioperative theatre studies among the promising courses whose global demand has risen.

This proposal comes a few weeks after KUCCPS launched its portal for the Kenya Medical Training College (KMTC) course applications for the March 2025 intake.

KUCCPS Chief Executive Officer (CEO) Agnes Wahome, who addressed the audience on February 25, urged qualified Form Four graduates who took the KCSE examination from the year 2000 to 2024 to apply for positions in the medical sector.

She pointed out that KMTC had expanded the number of campuses available for popular medical courses such as Diploma in Kenya Registered Community Health Nursing (49 campuses), Diploma in Clinical Medicine and Surgery (30 campuses), Certificate in Community Health Assistant (47 campuses), and Certificate in Health Records and Information Technology (36 campuses).

Education Ministry releases 2020 term dates/ calendar for all schools and Teacher Training Colleges; Opening date for term one will be January 6, 2020 and half term break squeezed

The Ministry of Education has announced new term dates for the 2020 academic year. In a circular dated 6th September, 2019 , and written by the Principal Secretary, Dr. Belio R. Kipsang, all pre-primary and Primary schools shall open 0n 06/01/2020 for term one. Secondary schools shall also re-open on the same date.

In the Circular sent to all Regional Directors of Education, there shall be 14 weeks in both term one and two for Pre-Primary and Primary schools; a similar number of weeks will be applied in secondary schools. All half terms shall now be at the same time for both Primary and Secondary schools. In a new development half terms for both term one and two have been reduced by two days each to presumably recover the days lost in term 3, this year. This is after the opening date for term three was pushed ahead by one week to allow smooth execution of the 2019 National Housing and Population Census exercise.

Just like it was this year there will be no half term break in third term of 2020.

Here are the 2020 term dates for schools.
