TSC- Requirements for employment of new teachers

The Teachers Service Commission, TSC, has released new recruitment requirements for teachers to be employed by the Commission. Here are the guidelines to be observed when recruiting post primary institutions’ teachers:

GUIDELINES FOR RECRUITMENT OF TEACHERS-POST PRIMARY INSTITUTIONS-2018/2019

1.0 GENERAL INFORMATION

(a) Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions
(b) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.
(c) All applicants must be registered teachers as per section 231) of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.
However, successful candidates who fail to meet registration requirements will not be recruited.
(d) Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.
(e) Applicants working in other Government departments and who meet the requirements are eligible to apply
(f) Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director
(g) Heads of Institutions MUST acknowledge al applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).
(h) The TSC Sub-County Director shall compile a list of a applicants in every institution for ease of reference and present it during the interview.
(i) The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.
j) Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue and time.
(k) All applicants, irrespective of gender, ethnicity or home county should be given equal opportunity. However, in case of a tie: consideration will be given to:
i)Applicant (s) with disability(ies)
i) Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the subject grades should be used.
iii) Preference will be given to the applicants who have NOT been previously employed by the commission
iv) The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix i w then be submitted to the Commission.

2.0. AUTHENTICITY OF ACADEMIC AND PROFESSIONAL DOCUMENTS

a) Applicants must present original and legible photocopies of the following documents:
i) National Identification Card
ii) CPE/KCPE certificates
i KCE/KCSE certificates (include first attempt certificate if repeated exams)
iv)Diploma/Degree Certificates and official transcripts
v) Primary and Secondary Schools leaving certificates

NB:
Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.
b) The selection panel shall vet each applicant to verify that:
(i). He/she meets the requirements of the TSC advertisement.
(ii). All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.
iii) A proof of application for confirmation of results from KNEC has been
availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form
c) Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
d) It is the responsibility of the TSC County Director/Representative to ensure that the:
i. Exercise is fair and transparent.
ii. Successful applicant (s) on the merit list fill the Application for Employment form.
e) The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
f) The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.

3.0 SELECTION PANEL

The selection panel shall consist of the following seven (7) members:
a) Chairman, Board of Management- Chairman
b) Two (2) members of the Board- Members
c) Head of Institution- Secretary
d) Deputy Head of Institution- Member
e) Subject Specialist- Member
f) The TSC County Direcior/representative- Member

4.0 SELECTION CRITERIA

a). The Secretary Board of Management shall present a compiled list of all applicants to the selection panel.
b)The selection panel shall harmonize the list of applicants with that of the TSC Sub- County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency[ies), make decision(s) based on the guidelines and advise the Candidates/panel and the Commission accordingly.

Applicants shall present themselves in person to the selection panel. The panel shall score each candidate based on the selection score guide (appendix I (a) or l (b).

5.0 QUALIFICATIONS

i) Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:
a) A Bachelor of Education Degree with two (2) teaching subjects.
b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in
Education(PGDE) with two teaching subjects.
c). Bachelor of Science with EducationBachelor of Arts with Education with two teaching subjects.

NB:
(i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma i Education or gone through the A level system in the relevant area(s) are eligible.
(ii) Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.

(ii) Diploma Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.
NB: Diploma Teachers who graduated on or before 2008 with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible.

iii ) Technical Teachers.

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one () principle and two (2) subsidiaries at ‘A’ level In addition, they must have:
(a) Bachelor of Education Technology (Bed TECH). OIR
(b)
(i) Bachelor of Science (Bsc) in any relevant technical
Subject[s)/ Course.
(ii) Higher Diploma in a Technical course or
(iii) A Diploma in a Technical Course Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University
(c) Persons With Disability (PWD) Hearing impaired and Blind, are admitted for training with mean grade of C and C in the two teaching subjects thus are eligible
(d) For applicants trained in Special Needs Education, KSL and Braille are
considered as teaching subjects e.g. Biology/KSL, Geography/Braille.
NB:
1) Candidates whose training is in subjects that are currently not in the curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement. e.g. Bachelor of Science /Bachelor of Arts in:

Natural Resources
Meteorology
Forestry
Animal Husbandry
Horticulture
Farm Machinery
Fisheries
Anthropology
sociology
Theology/Divinity
Journalism etc.
2) Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively.
3)Diploma Teachers with English/other subject qualify for employment as English/Literature teachers.
4) All applicants must have studied the two teaching subjs at KCSE except for Agriculture, Business Studies, Home Science, and Computer. where an applicant did not study business Studies and Computer, he/she should have attained a minimum of C+ (Plus) in Mathematics in KCSE. where an applicant did not study Agriculture and Home science, he/she should have attained a minimum of C+ in Biology at KCSE
(i) Graduate Teachers should have studied a minimum of eight (8)
course units in each teaching subject.
(i) Candidates presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment.
(ii) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancemen certificates with adequate units are eligible to apply
(iv) Applicants applying for computer studies MUST have taken a course on teaching methods.

6.0 VALIDATION OF DOCUMENTS BY TSC COUNTY DIRECTOR

The County Directors should:
i. Ensure that the employment forms have all the attachments required.
ii. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines
iii. Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed.
iv. Compile any complaints received and submit report on appropriate action taken or recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters:
(a) Duly filled application form(s) for employment together with a copy of the acknowledgement of receipt of application for employment, certified copies of academic certificates, professional certificates and all official transcripts, identity card and two passport size photographs in respect of successful candidate(s).
(b) A list of all applicants in order of merit for the advertised vacancies in Appendix (II (clearly mark the candidates who failed to attend the interview).
(c) Duly signed minutes of the Board of Management.
(d) A commitment letter duly signed by the candidate binding him/her to teach in the station for a minimum period of five (5) years, and 3 years in the case of North Eastern region
(e) Completed selection score guide duly signed
(f) Copy of teacher registration certificate/evidence of application for registration.
(g) Certified copy of the bank plate
[h) Duly completed pay point particulars form
(i) Copy of KRA PIN certificate
(j) Copy of NHIF certificate
(k) List of applicants who are Persons with Disabilities (PWD).

8.0 COMPLAINTS

a) Any candidate who is dissatisfied with the process can make a complaint in writing to the TSC County Director not later than seven (7) days after the selection process and send a copy to the TSC Headquarters.
b The TSC County Director should within 7 days address all complaints raised after the selection process has been completed and thereafter inform the headquarters on the action taken.

9.0 IMPORTANT NOTES

a) Under no circumstances shall the Application for Employment form be defaced or photocopied for use.
b Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors or the TSC Headquarters if need be using the following numbers 0202892193, 0202892135 or 0202892133, 0202892171
c) Whereas the Commission has delegated its teacher recruitment function, pursuant to Section 20 of the TSC Act, t shall continue exercising this mandate directly as stipulated under Article 237 of the Constitution.

TSC Advertises 1,050 replacement vacancies for Secondary Schools teachers

REPLACEMENT OF TEACHERS WHO HAVE EXITED SERVICE IN PUBLIC PRIMARY AND SECONDARY
SCHOOLS FOR THE MONTHS OF DECEMBER 2018 AND JANUARY 2019

The Teachers Service Commission (TSC) is advertising 1,050 posts to replace teachers who have exited service through Natural Attrition (832 posts for Primary Schools and 218 posts for Secondary Schools).

Eligible candidates should meet the following basic requirements:
(i) Be Kenya citizens.
(ii) Must be 45 years of age and below.
(iii) Must have original Professional and Academic Certificates.
(iv) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012.
(a) Applicants for vacancies in Primary schools must be holders of P1 Certificate and will be selected from the County merit lists compiled during the May 2018 recruitment of additional teachers’ exercise.

Successful candidates will be deployed to serve in stations in any part of the Country and not necessarily in the County where they were recruited.
(b) Applicants for vacancies in Secondary Schools must be holders of a minimum of
Diploma in Education Certificate. Interested candidates should apply to the Secretary, Board of Management of the School/Institution where the vacancy has been advertised and submit a copy to the TSC County Director.

Directors and Boards of Management as above not later than 21st March, 2019.

MPs, Unions give TSC green light to hire over 87,000 intern teachers to plug shortages

The Teachers Service Commission, TSC, has been given a go ahead to lay down strategies on how about 87,000 intern teachers will be hired to plug the teething shortages at public schools. While appearing before the National Assembly’s Education Committee yesterday, TSC Chief Executive Officer, Dr Nancy Njeri Macharia, told the legislators that about 87,000 intern teachers were required to ease the workload burden on the existing teaching staff. “We need these interns so that they can help us in addressing the shortage as we look for money to hire teachers on permanent terms,” Dr Macharia told the Committee. She requested the Committee to increase the Commission’s annual budget by Kshs. 27.6 billion this year; from the current Kshs 226 billion to 253.6 billion, so as to enable them recruit new teachers, promote those who are due for promotions and to implement the third phase phase of the Collective Bargaining Agreement, CBA. The TSC CEO told the Legislators that a total of 3,296 teachers who have recently attained higher qualifications are due for promotions. She said 1,650 teachers have graduated with Bachelors of Education Degrees, 11 have attained post graduate diplomas, 4 have doctorates and 1,635 more have attained Masters degrees. According to the TSC boss, of the Kshs. 27.6 billion requested; Kshs 13 billion will be used to implement the CBA in July, 2019. A further Kshs 3.9 billion would go into promoting teachers and effecting yearly salary increments. KShs. 6.5 billion will be used to recruit 10,000 teachers on permanent basis while, Kshs 3.5 billion will be for staff replacements.

A TSC proposal to employ teachers on contract terms has in the past received fierce opposition from both the Kenya National Union of Teachers, KNUT, and the Kenya Union of Post Primary Education Teachers, KUPPET. But, yesterday the two unions seemed to be warming up to the proposal. The KNUT Secretary General, who is also an ODM (Orange Democratic Movement) nominated Member of Parliament and a member of the Education Committee, gave the proposal a thumbs up but warned that the terms of engagement for the intern teachers must be in line with the Labour laws. “If the interns will not be automatically absorbed, then we shall oppose the initiative,” warned Sossion.

The Hon Julius Melly chaired Education Committee approved Dr Macharia’s request and told TSC to develop a policy framework; spelling out the terms of recruitment for the interns and which will be tabled in parliament for approval. Hon Mell, who is also a Member of Parliament for Tinderet Constituency, directed Dr Macharia to present the policy frame work to the by Monday 25th February, 2019 so as to be presented to Parliament’s Budget and Appropriations Committee. Hon Sossion was quick to give a caution, though, that the policy must clearly spell out timelines for the intern teachers to be absorbed permanently. “The policy must state that once teachers graduate they shall be absorbed as interns and also state that they shall work for a certain period of time after which they will be automatically employed on permanent basis,” advised Hon Sossion.

on her part, Dr Macharia said the about 100,000 teachers working in secondary schools can not cope with the increased workload; which has been occasioned by the influx of learners through the government’s 100 percent transition policy. According to the TSC boss, secondary schools require an additional 49,750 more teachers, while primary schools are in need of 37,643 teachers. This brings the total teacher requirement to 87,393 as at now.

When the Commission last employed teachers on contract basis, it was paying Kshs 14,000 for those in Secondary schools and Kshs 10,500 for their counterparts in Primary schools. The Commission is currently recruiting a total of 5,000 teachers in Secondary schools to mitigate the staffing gaps due to the 100 percent transition that has stretched both the physical and human resources. The Education Ministry says the transition from primary to secondary schools, this year, has hit 92 percent countrywide. Records at the TSc indicate that Kakamega, Kitui and Bungoma lead other counties with the highest shortages of teachers at both public primary and secondary schools. The MPs told TSC to consider counties that are most understaffed when advertising new vacancies.

The Teachers Service Commission, TSC, has advertised vacancies for Facilitators/ Trainers, Subject Experts ans Education Technologists. The facilitators will train targeted teachers of Science, Mathematics and English in glades 7 and 8 and Form 1 to 4. The Education specialists will support peer learning using ICT while, the subject experts will establish panels that will be responsible for reviewing and developing course content.
TSC is implementing part of the component 1 of the Secondary Education Quality Improvement Project (SEQIP) on ‘improving the quality of teaching in targeted areas”. The Project Development Objective (PDO) is to improve student learning in secondary education and transition from primary to secondary in targeted areas. The recruited officers will thus enable the Commission carry out this task. Those who meet the set criteria (see related content; at the end of this feature) have up to 30th April, 2019, to submit their applications to the respective TSC County Directors.

TSC Vacancy- Education Technologists; requirements and terms of reference

BACKGROUND INFORMATION

The Teacher Service Commission (TSC) is implementing part of the component 1 of the Secondary Education Quality Improvement Project (SEQIP) on ‘improving the quality of teaching in targeted areas”. The Project Development Objective (PDO) is to improve student learning in secondary education and transition from primary to secondary in targeted areas. The PDO will be measured through the following performance indicators both in aggregate and separately for boys and girls: (i) average test scores in Science and Mathematics subjects at form 2 in public schools in targeted sub-counties. These terms of reference refer to sub-component 1.2 on enhancing teacher professional development.

DESCRIPTION OF REQUESTED SERVICES

The education technologists will be required to create learning environment that support peer learning using Information and Communication Technology (ICT) in the implementation of school-based teacher support system (SBTSS). The education technologist shall perform the following duties and responsibilities:

1. Sourcing for appropriate digital teaching and learning materials
2. Developing appropriate digital teaching and learning materials
3. Facilitate establishment of teachers professional learning community/groups such as WhatsApp, google group
4. Uploading to an online platform e.g. social media platform like YouTube, WhatsApp teaching and learning materials
5. Packaging digital teaching and learning materials in an appropriate format
6. Adapting digital teaching and learning resources for SNE
7. Work with facilitators to enable use of digital teaching and learning to support peer learning
8. Record and upload data on percentage of teachers involved in peer learning using ICT social media platforms

In carrying out their duties the education technologists shall be expected to constantly consult with the project coordinating units on effective implementation of SBTSS activities through use of Information and Communication Technology (ICT)

BACKGROUND INFORMATION

The Teacher Service Commission (TSC) is implementing part of the component 1 of the Secondary Education Quality Improvement Project (SEQIP) on ‘improving the quality of teaching in targeted areas”. The project development objective (PDO) is to improve student learning in secondary education and transition from primary to secondary in targeted areas. The PDO will be measured through the following performance indicators both in aggregate and separately for boys and girls: (i) average test scores in Science and Mathematics subjects at form 2 in public schools in targeted sub-counties. These terms of reference refer to subcomponent 1.2 on enhancing teacher professional development.

DESCRIPTION OF REQUESTED SERVICES

The subject expert will be required to spearhead the coordination and development of schoolbased teacher support system (SBTSS) programmes in accordance with Project Appraisal Document and in consultation with the project coordinating units; The subject expert duties and responsibilities shall entail:

i. developing course content and training manuals and ensuring their quality;
ii. preparing individual work plans;
iii. developing relevant training materials and equipment;
iv. facilitating training sessions;

TEACHERS SERVICE COMMISSION REPLACEMENT OF TEACHERS WHO HAVE EXITED SERVICE IN PUBLIC PRIMARY AND SECONDARY SCHOOLS FOR THE MONTH OF APRIL 2019

The Teachers Service Commission is advertising 302 posts to replace teachers who have exited service through Natural Attrition (227 posts for Primary Schools and 75 posts for Secondary Schools). Eligible candidates should meet the following basic requirements:

(i) Be Kenya citizens.
(ii) Must be 45 years of age and below.
(iii) Must have original Professional and Academic Certificates.
(iv) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012.

TSC- Requirements for employment of new teachers

The Teachers Service Commission, TSC, has released new recruitment requirements for teachers to be employed by the Commission. Here are the guidelines to be observed when recruiting post primary institutions’ teachers:

GUIDELINES FOR RECRUITMENT OF TEACHERS-POST PRIMARY INSTITUTIONS-2018/2019

1.0 GENERAL INFORMATION

(a) Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions
(b) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.
(c) All applicants must be registered teachers as per section 231) of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.
However, successful candidates who fail to meet registration requirements will not be recruited.
(d) Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.
(e) Applicants working in other Government departments and who meet the requirements are eligible to apply
(f) Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director
(g) Heads of Institutions MUST acknowledge al applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).
(h) The TSC Sub-County Director shall compile a list of a applicants in every institution for ease of reference and present it during the interview.
(i) The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.
j) Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue and time.
(k) All applicants, irrespective of gender, ethnicity or home county should be given equal opportunity. However, in case of a tie: consideration will be given to:
i)Applicant (s) with disability(ies)
i) Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the subject grades should be used.
iii) Preference will be given to the applicants who have NOT been previously employed by the commission
iv) The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix i w then be submitted to the Commission.

NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form
c) Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
d) It is the responsibility of the TSC County Director/Representative to ensure that the:
i. Exercise is fair and transparent.
ii. Successful applicant (s) on the merit list fill the Application for Employment form.
e) The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
f) The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.

i) Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:
a) A Bachelor of Education Degree with two (2) teaching subjects.
b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in
Education(PGDE) with two teaching subjects.
c). Bachelor of Science with EducationBachelor of Arts with Education with two teaching subjects.

NB:
(i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma i Education or gone through the A level system in the relevant area(s) are eligible.
(ii) Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.

(ii) Diploma Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.

6.0 VALIDATION OF DOCUMENTS BY TSC COUNTY DIRECTOR

The County Directors should:
i. Ensure that the employment forms have all the attachments required.
ii. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines
iii. Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed.
iv. Compile any complaints received and submit report on appropriate action taken or recommendations to the Commission.

The TSC County Director is required to hand over the following documents to the TSC Headquarters:

TSC seeks funds to employ about 36,000 new teachers

The Teachers Service Commission, TSC, has said it is seeking funds to recruit 36,804 new teachers. According to the TSC boss, Dr Nancy Macharia, the additional teachers are required to handle the large influx in numbers of form ones brought in by the government’s 100 Percent transition policy. These teachers will address the shortage in staffing; until 2021.

TSC to appoint 47 County Scouts Coordinators in line with President Uhuru’s directive.

The Teachers Service Commission, TSC, has moved to implement President Uhuru Kenyatta’s directive on Strengthening the Scouts movement. In November last year, 2018, the President directed TSC to deploy two teachers to each county to coordinate scouting programmes in schools.
“As we have just agreed, there will be two teachers, paid for by the National Government paid for through the Teachers Service Commission in each county to support and work with the scouting Association to help us grow the movement but, also to help us once again to instill discipline,” said President Kenyatta when he Presided over the 2018 Kenya Scouts Association’s Day at State House, in Nairobi.

Consequently, TSC Chief Executive Officer Dr Nancy Macharia has now directed County Directors to appoint County Scouts’ Coordinators to oversee the Scouts Movement’s activities. “In order to strengthen Scouting Programmes in schools, the Teachers Service Commission has approved the appointment of County Scouts Coordinators who will work with the Leadership of the Scouts Movement to Coordinate the Scouting activities,” says Dr Nancy Macharia via a circular dated 18th February, 2019.

In the Circular copied to TSC Regional Coordinators, TSC County Directors and TSC Sub- county Directors, the Commission boss says that each County shall have only one Scouts Coordinator and who will be required to work with the County scouts Movement Leadership to fully realize the objectives of the movement. The Coordinator will oversee activities at both Primary and Secondary Schools; meaning that there shall be 47 Coordinators in total appointed by the Commission. This comes even as the Education Cabinet Secretary, Dr Amina Mohammed, ordered all schools to strengthen the Guidance and Counseling Departments. Dr Macharia has given tough qualifications for those eyeing appointments into the new County Scouts Coordinators’ role. According to her, the appointee should:

  1. Be at the level of Senior Teacher in the Case of Primary schools,
  2. Be at the Level of Senior Master/ Mistress in Secondary Schools,
  3. Be an active and passionate member of the scouts movement and
  4. Should have demonstrated ability to Coordinate the Scouts activities in the county.

The Coordinator will have a leaner workload so as to have spare time for overseeing Scouting activities. “The appointed teacher will be allocated a smaller teaching load which the Commission will advise on in the appointment letter,” adds Dr Nancy. The Coordinators will, though, be under their respective heads of institutions and are expected to seek written approval from the heads when required to attend scouting activities. The names of nominees, as selected by the County Directors, will be sent to the Commission’s headquarters for approval and appointment; by 15th March, 2019.

The Conference whose theme is “The Teacher as a Resource: Quality and Utilization” will be held from 14th to 15th June 2019 at Kenyatta International Convention Centre, Nairobi, Kenya.

The sub-themes of the Conference are:

TSC posting, employment, letters for newly recruited teachers

The Teachers Service Commission, TSC, sends a letter of employment (Letter of probationary employment) to a newly recruited teacher after successfully vetting the teachers’ documents. The letter is sent to the teacher through the station where the teacher has been posted to serve under TSC terms. In the letter the Commission Secretary spells out the entry level of the teacher i.e Secondary School Teacher II for teachers entering the profession as degree holders. The station where the teacher has been posted and the subjects to be handled are also written on the employment letter.

TERMS OF EMPLOYMENT.

A newly recruited teacher works on probation for a period of not less than six (6) months. In some cases the probation period may be extended if the teacher’s performance is unsatisfactory; at worst, the teacher’s employment may be terminated before completion of the probation period. To be confirmed on permanent terms, the head of institution fills a recommendation form for the teacher that is sent to TSC for approval.

The teacher is expected to proceed to the posted institution as indicated on the employment letter and has a grace period of 30 days from the effective date; as stated on the letter.

The employment letter also spells out the expected basic salary per year depending on the entry grade of the teacher. The teacher is also entitled to monthly allowances pegged on his/ her grade. Allowances that the teacher may get include, but not limited to: House allowance and Commuter allowance. Teachers working in areas classified as hardship get hardship allowance on top of the two allowances. While, those working at schools with differently abled learners also receive Special allowance.

The teacher is expected to work in any part of the country where the Commission feels his/ her services are required. Additionally, the teacher will have to serve at the initial work station, where the first posting has been made, for a period of not less than five (5) years before requesting for a transfer. Though, in some cases such a teacher may be transferred under special consideration from the Commission on such grounds as Medical and insecurity; as may be deemed fit by TSC.

The employment letter is also copied to the Principal or head of institution and the TSC County Director.

The facilitators will train targeted teachers of Science, Mathematics and English in glades 7 and 8 and Form 1 to 4.

The Education specialists will support peer learning using ICT while, the subject experts will establish panels that will be responsible for reviewing and developing course content.

Who can apply;

Recruitment will be conducted through National Competitive Procurement as specified in the World Bank’s Procurement Regulations for IPF Borrowers of July 201 (Procurement Regulations) and is open to all eligible applicants as defined in the Procurement Regulations.

The world bank advised that even the retired teachers be part of the facilitators and subject panelists. The subject experts, facilitators and education specialists will be hired based on the calendar activities during particular sessions and not on full time basis and the task will be within five-year period.

BACKGROUND INFORMATION

The Teacher Service Commission (TSC) is implementing part the component 1 of the Secondary Education Quality Improvement Project (SEQIP) on ‘improving the quality of teaching in targeted areas”. The project development objective (PDO) is to improve student learning in secondary education and transition from primary to secondary in targeted areas. The PDO will be measured through the following performance indicators both in aggregate and separately for boys and girls: (i) average test scores in Science and Mathematics subjects at form 2 in public schools in targeted sub-counties. These terms of reference refer to subcomponent 1.2 on enhancing teacher professional development.

DESCRIPTION OF REQUESTED SERVICES

The trainers/facilitators will be required to train teachers and support them in the implementation of school-based teacher support system (SBTSS). The service provider shall be responsible to the Project Coordination Units at the National and County levels to perform the following duties and responsibilities:

1. train teachers through a smart cascade system
2. take care of training materials provided to the centre for Teacher Professional Development during the training
3. conduct review meetings
4. observe lessons in targeted schools at least once per term for those not serving as teachers
5. provide pedagogical support and supervision to teachers on SBTSS for those not serving as teachers 6. record and upload data on school lesson observation and support to teachers at least once a month for those not serving as teachers
7. write training reports on SBTSS Intervention.

In carrying the duties, the trainer/facilitator shall be expected to constantly consult with the project coordinating units on effective implementation of SBTSS activities The proposed activities are as follows:
1. Attend preparatory training
2. Prepare training materials
3. Train teachers
4. Support peer learning
5. Mentor and coach teachers at school level
6. Write and submit training reports
7. Attend meetings
8. Observe lessons
9. Upload data to the website

The training under SEQIP will help address the following challenges:
1. Low teacher mastery of subject content and pedagogical content knowledge
2. Low learning outcomes.

The goals of the training will be to:
1. increase teacher mastery of subject content and pedagogical content knowledge
2. improve learning outcomes NB: The trainer/facilitator will be expected to be available on full time basis during the training.

Primary Level
To qualify as a primary level Trainers/facilitator, one must satisfy the following basic requirements:
a) Minimum qualification of a P1 certificate in Primary Teacher Education from a recognized institution.
b) Exemplary professional competence as a teacher demonstrated by learners’ performance.
c) Served as a teacher for at least five (5) years in either a primary school or Primary Teacher Training College
d) Demonstrated proficiency in computer use and applications.
e) Must not be a serving head or deputy head teacher.

Job Description

Duties and Responsibilities

The Telephone Supervisor Officer will be responsible to the Chief Administrative Officer/Assistant Deputy Director Facility Management for the following duties and responsibilities:-
(i) Perform minor repairs and maintenance of telephones.
(ii) Liaising with telephone technician and engineers
(iii) Ensuring proper utilization of telephone facilities.
(iv) Inducting and training staff on the job.
(v) Analyzing the telephone printouts.
(vi) Preparing shift rosters.
(vii) Supervise and appraise staff.

Requirements

(i) Served satisfactorily in the grade of Telephone Supervisor II, TSC Scale 6 for a minimum period of three (3) years.
(ii) Passed the telephone occupational test II
(iii) Attended a course in telephone operation supervision and administration at Kenya College of Communication and Technology (KCCT) or any other recognized institution.
(iv) Attended an Advanced Supervisory Management Course at Kenya College of Communication and Technology (KCCT) or any other recognized institution.

TSC advertises vacancies to replace teachers who exited service in December, 2018, and January, 2019

The Teachers Service Commission, TSC, has advertised 1,050 posts to replace teachers who exited service through Natural attrition in the months of December, 2018, and January, 2019. Of these vacancies 832 are for primary schools and 218 for secondary schools.

The posts will be posted on the TSC website in due course.

All interested candidates should submit their applications to the respective County Directors and Boards of Management by 21st March, 2019. TSC cautions applicants against making direct applications to the Commission. Successful applicants must not fill employment forms in more than one station as this will lead to disqualification.

BASIC REQUIREMENTS FOR PRIMARY SCHOOLS APPLICANTS

  1. Must be a Kenyan Citizen
  2. Must be 45 years of age and below
  3. Must be registered as a teacher by TSC
  4. Must have original Professional and Academic Certificates.
  5. Applicants for vacancies in Primary schools must be holders of P1 Certificate and will be selected from the County merit lists compiled during the May, 2018, recruitment of additional teachers’ exercise.

REQUIREMENTS FOR SECONDARY SCHOOLS APPLICANTS

  1. Must be a Kenyan Citizen
  2. Must be 45 years of age and below
  3. Must be registered as a teacher by TSC
  4. Must have original Professional and Academic Certificates.
  5. Applicants for vacancies in Secondary schools must be holders of a minimum of a Diploma in Education Certificate.
  6. Interested candidates should apply to the Secretary, Board of Management, of the school/ institution where the vacancy has been advertised and submit a copy to the TSC county Director.

The April, 2019, holiday is with us again. All Schools are expected to close by Friday 5th April 2019, marking the culmination of what has been a very term one. The first term this year saw unprecedented influx of form ones to secondary schools as the government rolled out its 100 percent transition policy. This term also saw the full implementation of the new Competency Based Curriculum, CBC, at lower primary. There was a flurry of activities both in class and the in Co- curriculum areas. The Education Ministry was also to get a new Cabinet Secretary, Professor George Magoha, who took over from Dr Amina Mohammed. For most learners and teachers, the April holiday season has come at an opportune time so as to get the much needed breather. But, for others it is going to be busier as they will be involved in various professional development and Co- curricular activities.

Here is a sneak preview of what is lined up for teachers and learners; this April Holiday.

A. CO- CURRICULAR ACTIVITIES

i. NATIONAL GAMES

Primary schools proceed to term one national games that are slated for the 7th to the 13th of April, 2019. All roads will be leading to Mumias stadium in Kakamega county; the host of this year’s primary schools games.

For secondary schools, fireworks are expected at the term one national games that shall be held at Shimo La Tewa and Shanzu TTC, in Mombasa County of the Coast Region between 5th and 14th April, 2019 . A total of about 1,912 participants will be competing. The term Kenya Secondary Schools Sports Association, KSSSA, will feature: Basketball, Hockey, Rugby 15’s, Rugby 7’s, Swimming, Handball, Cross Country and Athletics. Shimo La Tewa and Shanzu is indeed the place to be as Kenya’s finest teams take on each other. Action kicks off on Tuesday 9th April, 2019.

ii. KENYA NATIONAL DRAMA AND FILM FESTIVAL

The Nationals in the Kenya National Drama Festival shall be held from 3rd to 13th of April, 2018. The event will be staged in the Western Region, Kakamega County, featuring a total of 15,000 Participants. It is entertainment galore for Drama lovers as action kicks off at Kibabii University on 3rd April, 2019.

iii. KENYA SCIENCE AND ENGINEERING FAIR COMPETITIONS

The National fair shall be held at the Rift Valley region, Nakuru County, from 7th to 12th April, 2019. The host for this year’s 57th edition shall be Jomo Kenyatta Boys High school, in Nakuru. This is definitely the place to be for latest innovations and inventions in the world of science.

iv. TEACHERS TRAINING COLLEGES NATIONAL GAMES.

The trainee teachers will be exchanging friendly fire at their games coming up on 28th March to 5th April, 2019. The games go down at Meru TTC in Meru county.

B. COACHING AND REFEREES CLINICS.

A number of coaching and referees clinics are coming up this April holiday. For those keen in improving their mastery of the various disciplines grab this opportunity. Below is a list of some of such trainings:

i. NATIONAL VOLLEYBALL LEVEL TWO (2) COACHING COURSE.

A clinic has been organized for volleyball coaches, thus:

  • Training Dates: 20th to 28th April, 2019
  • Venue: Ithookwe stadium.
  • Charges: KSHs. 5,000

ii. PROFESSIONAL DEVELOPMENT PROGRAMMES FOR SWIMMING COACHES AND OFFICIALS.

  • Dates: 3rd to 27th April, 2019 (Varied for the various groups).
  • Venues: Various.
  • Charges: KSHs. 4,000

iii. MULTI- DISCIPLINE COACHING AND REFEREEING CLINIC:

  • Dates: Sunday 21st April, 2019, to Saturday 27th April, 2019.
  • Venue: Murang’a Teachers Training College.
  • Disciplines: Volleyball, Hockey, Rugby, Athletics, Racquet games, Netball, Handball, Soccer and Basketball.
  • Charges: KSHs. 6,000 (to cater for accommodation and meals).

iv. NATIONAL HANDBALL GRADING AND UPGRADING REFEREEING COURSE.

  • Dates: 17th to 19th April, 2019.
  • Venue: Kaloleni Social Hall next to Kaloleni Handball court in Nairobi.
  • Charges: KSHs. 4,000.

C. THE KENYA STUDENTS CHRISTIAN FELLOWSHIP; STUDENT LEADERS NATIONAL CONVENTION.

  • Dates: 8th to 14th April, 2019.
  • Venues: Kisii School (Kisii County), Kapropita Girls High School (Baringo County), Kangaru School (Embu County) and Kitui High School (Kitui County).

D. THE YOUNG FARMERS CLUB NATIONAL CAMP.

  • Dates: 8th to 12th April, 2019.
  • Venue: Bahati Girls Secondary School, in Nakuru County.
  • Charges: KSHs. 2,500 (Per student) and KSHs. 3,500 (Per teacher).

E. INTERVIEWS FOR TSC DECEMBER 2018/ JANUARY 2019 VACANCIES

Interviews for recruitment of teachers for the 2018 December and 2019 Teachers Service Commission, TSC, vacancies are to be held from Wednesday 27th March, 2019, to Friday 5th April, 2019. The vetting and handling of complaints at the County level will be done from Monday 8th April, 2019, to Friday 12th April, 2019. F. 2019 TEACHERS SERVICE COMMISSION (TSC) POYA, TOYA AND iTOYA COMPETIONS.

Here are the timelines for the 2019 Teacher of the Year Award (TOYA), Principal of the Year Award (POYA) and ICT Teacher of the Year Award (iTOYA):

  • Schools to identified their TOYA/iTOYA by 1st March 2019
  • • Sub-counties to identified their iTOYA/TOYA/ POYA by 16th March 2019
  • Counties to identified their iTOYA/TOYA/POYA by 8th April 2019
  • Regions should have identified their iTOYA/ TOYA /POYA by 10th May 2019

G. 2019 KNEC EXAMINERS TRAINING.

The Kenya National Examinations Council, KNEC, will be training examiners in April. The training shall be conducted at venues to be communicated to trainees between 7th and 13th April, 2019.

H. VOCATIONAL AND TECHNICAL TRAINERS VACANCIES.

The closing date for the various Vocational and Technical Trainers Vacancies is nearing. Applications are to be sent to institutions with advertised posts by 15th April, 2019.

TSC ADVERT FOR 4117 NEW VACANCIES; REPLACEMENT OF TEACHERS WHO HAVE EXITED SERVICE IN PUBLIC PRIMARY AND POST PRIMARY INSTITUTIONS FOR THE MONTHS OF JUNE AND JULY 2019

The Teachers Service Commission is advertising 4117 posts to replace teachers who have exited service through Natural Attrition (3348 posts for Primary Schools and 769 posts for Post Primary Institutions).

Eligible candidates should meet the following basic requirements:
(i) Be Kenya citizens.
(ii) Must be 45 years of age and below.
(iii) Must have original Professional and Academic Certificates.
(iv) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012.

(a) Applicants for vacancies in Primary schools must be holders of P1 Certificate and will be selected from the County merit lists compiled during the August 2019 recruitment of additional teachers’ exercise. Successful candidates will be deployed to serve in stations in any part of the country and not necessarily in the County where they were recruited.

(b) Applicants for vacancies in Post Primary institutions must be holders of a minimum of Diploma in Education Certificate. Interested candidates should apply to the Secretary, Board of Management of the School/Institution where the vacancy has been advertised and submit a copy to the TSC County Director.

All interested candidates should submit their applications to the respective County Directors and Boards of Management as above not later than Tuesday 24th September, 2019.

The Teachers Service Commission will only deal with TSC County Selection Panels and Boards of Management in this exercise. Individual application to the Commission will NOT be considered. Successful applicants must not fill employment forms in more than one station as this will lead to disqualification.

Latest TSC recruitment news- Changes in advertised Subjects Combinations in Elgeyo Marakwet County.

The Teachers Service Commission, TSC, has given approved changes in advertised subject combinations for five schools in Elgeyo- Marakwet County; in the ongoing 100 percent recruitment exercise. This is because the advertised subjects combinations failed to attract applicants. Here are the changed combinations:

“All TSC County and Sub- County Directors are required to ensure full compliance with the registration requirements in line with the provisions of the Constitution, the TSC Act and Code of Regulation for Teachers,” reads, in part, a circular from the TSC boss, Dr Nancy Macharia.

The massive all-round government investment in the education sector may yet prove insufficient in meeting the implementation of 100 per cent transition policy from primary to secondary schools.  For example, whereas the government put the number of the shortage of teachers in secondary schools at around 60,000, the Kenya Union of Post Primary Education Teachers (KUPPET) projects the shortfall at around 110, 000.

Dr Macharia in the circular reminds school heads to ensure the stipulated teachers’ recruitment guidelines are followed to the latter to ensure compliance. “Under Article 237 (2a) of the constitution, the Teachers Service Commission is mandated to register trained teachers. Further, section 23 (2) provides that no person shall engage in the teaching service unless such person is regarded as a teacher,” warns Dr Macharia.

The commission now wants its field officers to ensure that

  1. All teachers engaged to teach in both public and private schools are registered in line with the requirements of the TSC Act.
  2. No teacher who has been de-registered, for whatever reason, is engaged to teach or conduct training in Co- curricular activities in schools.
  3. The names of all teachers, their TSC numbers and teaching subjects are, at all times prominently displayed in the principal’s office and the staffroom.
  4. Compliance with registration requirements for private schools is continuously monitored, through physical checks, twice every term. Details of any schools that may not have complied should be forwarded by County Directors to Director (Quality Assurance and Standards) after every monitoring activity.

TSC- Requirements for employment of new teachers

The Teachers Service Commission, TSC, has released new recruitment requirements for teachers to be employed by the Commission. Here are the guidelines to be observed when recruiting post primary institutions’ teachers:

GUIDELINES FOR RECRUITMENT OF TEACHERS-POST PRIMARY INSTITUTIONS-2018/2019

1.0 GENERAL INFORMATION

(a) Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions
(b) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.
(c) All applicants must be registered teachers as per section 231) of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.
However, successful candidates who fail to meet registration requirements will not be recruited.
(d) Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.
(e) Applicants working in other Government departments and who meet the requirements are eligible to apply
(f) Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director
(g) Heads of Institutions MUST acknowledge al applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).
(h) The TSC Sub-County Director shall compile a list of a applicants in every institution for ease of reference and present it during the interview.
(i) The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.
j) Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue and time.
(k) All applicants, irrespective of gender, ethnicity or home county should be given equal opportunity. However, in case of a tie: consideration will be given to:
i)Applicant (s) with disability(ies)
i) Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the subject grades should be used.
iii) Preference will be given to the applicants who have NOT been previously employed by the commission
iv) The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix i w then be submitted to the Commission.

2.0. AUTHENTICITY OF ACADEMIC AND PROFESSIONAL DOCUMENTS

a) Applicants must present original and legible photocopies of the following documents:
i) National Identification Card
ii) CPE/KCPE certificates
i KCE/KCSE certificates (include first attempt certificate if repeated exams)
iv)Diploma/Degree Certificates and official transcripts
v) Primary and Secondary Schools leaving certificates

NB:
Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.
b) The selection panel shall vet each applicant to verify that:
(i). He/she meets the requirements of the TSC advertisement.
(ii). All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.
iii) A proof of application for confirmation of results from KNEC has been
availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form
c) Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
d) It is the responsibility of the TSC County Director/Representative to ensure that the:
i. Exercise is fair and transparent.
ii. Successful applicant (s) on the merit list fill the Application for Employment form.
e) The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
f) The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.

3.0 SELECTION PANEL

The selection panel shall consist of the following seven (7) members:
a) Chairman, Board of Management- Chairman
b) Two (2) members of the Board- Members
c) Head of Institution- Secretary
d) Deputy Head of Institution- Member
e) Subject Specialist- Member
f) The TSC County Direcior/representative- Member

a). The Secretary Board of Management shall present a compiled list of all applicants to the selection panel.
b)The selection panel shall harmonize the list of applicants with that of the TSC Sub- County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency[ies), make decision(s) based on the guidelines and advise the Candidates/panel and the Commission accordingly.

Applicants shall present themselves in person to the selection panel. The panel shall score each candidate based on the selection score guide (appendix I (a) or l (b).

5.0 QUALIFICATIONS

i) Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:
a) A Bachelor of Education Degree with two (2) teaching subjects.
b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in
Education(PGDE) with two teaching subjects.
c). Bachelor of Science with EducationBachelor of Arts with Education with two teaching subjects.

NB:
(i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma i Education or gone through the A level system in the relevant area(s) are eligible.
(ii) Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.

(ii) Diploma Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.
NB: Diploma Teachers who graduated on or before 2008 with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible.

iii ) Technical Teachers.

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one () principle and two (2) subsidiaries at ‘A’ level In addition, they must have:
(a) Bachelor of Education Technology (Bed TECH). OIR
(b)
(i) Bachelor of Science (Bsc) in any relevant technical
Subject[s)/ Course.
(ii) Higher Diploma in a Technical course or
(iii) A Diploma in a Technical Course Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University
(c) Persons With Disability (PWD) Hearing impaired and Blind, are admitted for training with mean grade of C and C in the two teaching subjects thus are eligible
(d) For applicants trained in Special Needs Education, KSL and Braille are
considered as teaching subjects e.g. Biology/KSL, Geography/Braille.
NB:
1) Candidates whose training is in subjects that are currently not in the curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement. e.g. Bachelor of Science /Bachelor of Arts in:

(ii) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancemen certificates with adequate units are eligible to apply
(iv) Applicants applying for computer studies MUST have taken a course on teaching methods.

6.0 VALIDATION OF DOCUMENTS BY TSC COUNTY DIRECTOR

The County Directors should:
i. Ensure that the employment forms have all the attachments required.
ii. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines
iii. Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed.
iv. Compile any complaints received and submit report on appropriate action taken or recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters:
(a) Duly filled application form(s) for employment together with a copy of the acknowledgement of receipt of application for employment, certified copies of academic certificates, professional certificates and all official transcripts, identity card and two passport size photographs in respect of successful candidate(s).
(b) A list of all applicants in order of merit for the advertised vacancies in Appendix (II (clearly mark the candidates who failed to attend the interview).
(c) Duly signed minutes of the Board of Management.
(d) A commitment letter duly signed by the candidate binding him/her to teach in the station for a minimum period of five (5) years, and 3 years in the case of North Eastern region
(e) Completed selection score guide duly signed
(f) Copy of teacher registration certificate/evidence of application for registration.
(g) Certified copy of the bank plate
[h) Duly completed pay point particulars form
(i) Copy of KRA PIN certificate
(j) Copy of NHIF certificate
(k) List of applicants who are Persons with Disabilities (PWD).

8.0 COMPLAINTS

a) Any candidate who is dissatisfied with the process can make a complaint in writing to the TSC County Director not later than seven (7) days after the selection process and send a copy to the TSC Headquarters.
b The TSC County Director should within 7 days address all complaints raised after the selection process has been completed and thereafter inform the headquarters on the action taken.

9.0 IMPORTANT NOTES

a) Under no circumstances shall the Application for Employment form be defaced or photocopied for use.

February, 2019 TSC Recruitment schedule/ interview dates- Nyandarua County

The Teachers Service Commission seeks to recruit a total of 5,000 teachers in Secondary schools to cater for the large number of students enrolled at high schools as a result of the government’s 100 percent transition policy. The interviews to fill up the advertised slots are slated for this month across various Counties; countrywide. In Nyandarua county there are 14 slots in Nyandarua Central Sub- County, 23 in Kinangop and 20 vacancies in Nyandarua North. While, Nyandarua south, Nyandarua West, Mirangine and Kipipiri have 26, 14, 11 and 21 vacancies respectively.

TSC advertises new vacancies to replace teachers who exited service in May, 2019

The Teachers Service Commission, TSC, is advertising 417 posts to replace teachers who have exited service through Natural Attrition (295 posts for Primary Schools and 122 posts for Secondary Schools).

Eligible candidates should meet the following basic requirements:
(i) Be Kenya citizens.
(ii) Must be 45 years of age and below.
(iii) Must have original Professional and Academic Certificates.
(iv) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012.

(a) Applicants for vacancies in Primary schools must be holders of P1 Certificate and will be selected from the County merit lists compiled during the May 2018 recruitment of additional teachers’ exercise.

Successful candidates will be deployed to serve in stations in any part of the Country and not necessarily in the County where they were recruited.
(b) Applicants for vacancies in Secondary Schools must be holders of a minimum of
Diploma in Education Certificate. Interested candidates should apply to the Secretary, Board of Management of the School/Institution where the vacancy has been advertised and submit a copy to the TSC County Director.

All interested candidates should submit their applications to the respective County
Directors and Boards of Management as above not later than Friday 21st June, 2019.

The Teachers Service Commission will only deal with TSC County Selection Panels and
Boards of Management in this exercise. Individual application to the Commission will not be considered.

Successful applicants must not fill employment forms in more than one station as this will lead to disqualification.

(a) The recruitment exercise is free of charge. The Teachers Service Commission would wish to forewarn applicants against fraudsters who might extortion money from unsuspecting persons purporting to assist in recruitment.

TSC- Requirements for employment of new teachers

The Teachers Service Commission, TSC, has released new recruitment requirements for teachers to be employed by the Commission. Here are the guidelines to be observed when recruiting post primary institutions’ teachers:

GUIDELINES FOR RECRUITMENT OF TEACHERS-POST PRIMARY INSTITUTIONS-2018/2019

1.0 GENERAL INFORMATION

(a) Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions
(b) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.
(c) All applicants must be registered teachers as per section 231) of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.
However, successful candidates who fail to meet registration requirements will not be recruited.
(d) Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.
(e) Applicants working in other Government departments and who meet the requirements are eligible to apply
(f) Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director
(g) Heads of Institutions MUST acknowledge al applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).
(h) The TSC Sub-County Director shall compile a list of a applicants in every institution for ease of reference and present it during the interview.
(i) The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.
j) Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue and time.
(k) All applicants, irrespective of gender, ethnicity or home county should be given equal opportunity. However, in case of a tie: consideration will be given to:
i)Applicant (s) with disability(ies)
i) Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the subject grades should be used.
iii) Preference will be given to the applicants who have NOT been previously employed by the commission
iv) The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix i w then be submitted to the Commission.

2.0. AUTHENTICITY OF ACADEMIC AND PROFESSIONAL DOCUMENTS

a) Applicants must present original and legible photocopies of the following documents:
i) National Identification Card
ii) CPE/KCPE certificates
i KCE/KCSE certificates (include first attempt certificate if repeated exams)
iv)Diploma/Degree Certificates and official transcripts
v) Primary and Secondary Schools leaving certificates

Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.
b) The selection panel shall vet each applicant to verify that:
(i). He/she meets the requirements of the TSC advertisement.
(ii). All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.
iii) A proof of application for confirmation of results from KNEC has been
availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form
c) Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
d) It is the responsibility of the TSC County Director/Representative to ensure that the:
i. Exercise is fair and transparent.
ii. Successful applicant (s) on the merit list fill the Application for Employment form.
e) The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
f) The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.

3.0 SELECTION PANEL

The selection panel shall consist of the following seven (7) members:
a) Chairman, Board of Management- Chairman
b) Two (2) members of the Board- Members
c) Head of Institution- Secretary
d) Deputy Head of Institution- Member
e) Subject Specialist- Member
f) The TSC County Direcior/representative- Member

4.0 SELECTION CRITERIA

a). The Secretary Board of Management shall present a compiled list of all applicants to the selection panel.
b)The selection panel shall harmonize the list of applicants with that of the TSC Sub- County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency[ies), make decision(s) based on the guidelines and advise the Candidates/panel and the Commission accordingly.

Applicants shall present themselves in person to the selection panel. The panel shall score each candidate based on the selection score guide (appendix I (a) or l (b).

5.0 QUALIFICATIONS

i) Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:
a) A Bachelor of Education Degree with two (2) teaching subjects.
b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in
Education(PGDE) with two teaching subjects.
c). Bachelor of Science with EducationBachelor of Arts with Education with two teaching subjects.

NB:
(i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma i Education or gone through the A level system in the relevant area(s) are eligible.
(ii) Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.

(ii) Diploma Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.
NB: Diploma Teachers who graduated on or before 2008 with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible.

iii ) Technical Teachers.

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one () principle and two (2) subsidiaries at ‘A’ level In addition, they must have:
(a) Bachelor of Education Technology (Bed TECH). OIR
(b)
(i) Bachelor of Science (Bsc) in any relevant technical
Subject[s)/ Course.
(ii) Higher Diploma in a Technical course or
(iii) A Diploma in a Technical Course Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University
(c) Persons With Disability (PWD) Hearing impaired and Blind, are admitted for training with mean grade of C and C in the two teaching subjects thus are eligible
(d) For applicants trained in Special Needs Education, KSL and Braille are
considered as teaching subjects e.g. Biology/KSL, Geography/Braille.
NB:
1) Candidates whose training is in subjects that are currently not in the curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement. e.g. Bachelor of Science /Bachelor of Arts in:

Forestry
Animal Husbandry
Horticulture
Farm Machinery
Fisheries

4) All applicants must have studied the two teaching subjs at KCSE except for Agriculture, Business Studies, Home Science, and Computer. where an applicant did not study business Studies and Computer, he/she should have attained a minimum of C+ (Plus) in Mathematics in KCSE. where an applicant did not study Agriculture and Home science, he/she should have attained a minimum of C+ in Biology at KCSE
(i) Graduate Teachers should have studied a minimum of eight (8)
course units in each teaching subject.
(i) Candidates presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment.
(ii) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancemen certificates with adequate units are eligible to apply
(iv) Applicants applying for computer studies MUST have taken a course on teaching methods.

6.0 VALIDATION OF DOCUMENTS BY TSC COUNTY DIRECTOR

The County Directors should:
i. Ensure that the employment forms have all the attachments required.
ii. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines
iii. Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed.
iv. Compile any complaints received and submit report on appropriate action taken or recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters:
(a) Duly filled application form(s) for employment together with a copy of the acknowledgement of receipt of application for employment, certified copies of academic certificates, professional certificates and all official transcripts, identity card and two passport size photographs in respect of successful candidate(s).
(b) A list of all applicants in order of merit for the advertised vacancies in Appendix (II (clearly mark the candidates who failed to attend the interview).
(c) Duly signed minutes of the Board of Management.
(d) A commitment letter duly signed by the candidate binding him/her to teach in the station for a minimum period of five (5) years, and 3 years in the case of North Eastern region
(e) Completed selection score guide duly signed
(f) Copy of teacher registration certificate/evidence of application for registration.
(g) Certified copy of the bank plate
[h) Duly completed pay point particulars form
(i) Copy of KRA PIN certificate
(j) Copy of NHIF certificate
(k) List of applicants who are Persons with Disabilities (PWD).

8.0 COMPLAINTS

a) Any candidate who is dissatisfied with the process can make a complaint in writing to the TSC County Director not later than seven (7) days after the selection process and send a copy to the TSC Headquarters.
b The TSC County Director should within 7 days address all complaints raised after the selection process has been completed and thereafter inform the headquarters on the action taken.

9.0 IMPORTANT NOTES

a) Under no circumstances shall the Application for Employment form be defaced or photocopied for use.

c) Whereas the Commission has delegated its teacher recruitment function, pursuant to Section 20 of the TSC Act, t shall continue exercising this mandate directly as stipulated under Article 237 of the Constitution.
