Registered TSC teachers’ overseas jobs- Government gives statement

Status of TSC Teachers in the County: The Kenya Kwanza administration has achieved an unprecedented milestone in teacher recruitment, with a 𝐫𝐞𝐜𝐨𝐫𝐝 𝟕𝟔,𝟎𝟎𝟎 𝐭𝐞𝐚𝐜𝐡𝐞𝐫𝐬 𝐫𝐞𝐜𝐫𝐮𝐢𝐭𝐞𝐝 𝐢𝐧 𝐭𝐰𝐨 𝐲𝐞𝐚𝐫𝐬.

The government has spent 𝐊𝐬𝐡𝐬 𝟑𝟕 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 towards the recruitment of 𝟓𝟔,𝟎𝟎𝟎 𝐭𝐞𝐚𝐜𝐡𝐞𝐫𝐬 on permanent and pensionable terms while 𝟐𝟎,𝟎𝟎𝟎 𝐭𝐞𝐚𝐜𝐡𝐞𝐫𝐬 are engaged on an internship basis. This aligns with the commitment we outlined in the BETA Plan, to bridge the teacher shortage gap which we found at over 116,000.

The Teachers Service Commission (TSC), is one of the largest employers in the whole continent of Africa, currently managing a workforce of 𝟒𝟏𝟎,𝟐𝟓𝟖 𝐭𝐞𝐚𝐜𝐡𝐞𝐫𝐬. This is against a register of over 805,000 registered teachers, with those not employed by the government engaged in private practice in private institutions and mission schools while over 300,00 qualified and registered teachers remain unemployed.

Recognizing this surplus of qualified yet unemployed teachers, the government is expanding international labor opportunities for Kenyan educators. Currently, Kenyan teachers are being considered for placement in 17 countries, with high demand for our teachers in the United States, Ireland, Germany, South Africa, Thailand, and other nations. In July this year, the Prime Cabinet Secretary, Hon. Musalia Mudavadi, flagged off the first cohort of Kenyan teachers to take up teaching roles in U.S. district schools, marking a significant step in our teacher mobility initiative.

The government also prioritizes teacher promotion and professional development, to ensure we have a motivated and productive teaching workforce. To this effect, the government allocates Kshs 2 billion every year for promoting teachers.

The Kenya Kwanza administration has promoted a record 𝟕𝟔,𝟐𝟓𝟎 𝐭𝐞𝐚𝐜𝐡𝐞𝐫𝐬 so far. This includes a record single promotion of 66,504 teachers during the last financial year.

To align educators with the new Competency-Based Education (CBE) and the Competency Based Assessment (CBA) systems, the government is investing Kshs 1.2 billion annually in teacher retooling and retraining. So far, 𝟐𝟖𝟗,𝟗𝟑𝟒 𝐭𝐞𝐚𝐜𝐡𝐞𝐫𝐬, comprising 229,292 primary school teachers and 60,642 junior secondary teachers, have been re-equipped with modern skills and competencies to match the needs of the new curriculum. This training extends to educators in both public and private institutions, including Special Needs Education (SNE) schools.

The TSC is also embracing the government’s digitization agenda by leveraging technology to streamline its operations and enhance service delivery. This ensures efficient management of its extensive workforce and faster, better services to all Kenyans including teacher registration, pension status, and HR management among other functions.

As part of showcasing the achievements of the government in job creation, I visited the TSC stand at the ongoing Jamhuri National Job Fair at the Kenyatta International Conference Centre. The fair highlights nearly 1 million job opportunities that the Kenya Kwanza administration has created locally, internationally, and in the digital space. The fair is ongoing until the eve of this year’s Jamhuri day, themed, ‘Jobs, Labour Migration, Entrepreneurship and Entertainment’

Through these initiatives, the Kenya Kwanza administration reaffirms its commitment to building a world-class education system, empowering Kenyan educators, and creating sustainable job opportunities locally and abroad.

KUPPET, TSC REVIEW PROGRESS ON THE PRESIDENT’S COMMITMENTS TO TEACHERS

KUPPET and the Teachers Service Commission have concluded a two-day meeting to review the Commission’s progress in meeting the commitments made by President William Ruto to teachers at his extraordinary meeting with teachers on 13th September 2025.

The President’s meeting with teachers brought together 10,000 participants selected by KUPPET, other teachers’ unions, and the association of primary and secondary school heads.

The President’s commitments include:

  1. Reduction of the 2025-2029 CBA cycle from four years (phases) to two.
  2. The promotion of additional 25,000 teachers, doubling a similar number whose vacancies have been advertised and interviews conducted as of December 2025.
  3. The allocation of 20% of houses under the Affordable Housing Programme for teachers in Nairobi and other counties.
  4. Confirmation of 20,000 intern teachers into permanent and pensionable terms.
  5. Provision of a superior medical cover with a benefits structure that improves on the previous cover managed by Minet.
  6. Review of the Career Progression Guidelines.
  7. Reforms in teachers’ pension administration.

The TSC has briefed KUPPET on its consultations with relevant government organs, including the Salaries and Remuneration Commission. We welcomed the commission’s commitment to establish a liaison desk at the National Treasury to fast-track the processing of teachers’ pensions.

Similarly, the union took note of reforms in the disciplinary process which have speeded up the hearing and determination of disciplinary cases and appeals.

However, the union is concerned by the slow pace of action on all the issues. In particular, we were shocked that the TSC had not made any funding request to Parliament for the promotion of 25,000 more teachers during the upcoming supplementary budget which is due by the end of January 2026.

We were also concerned by the Commission’s failure to convene the technical committee charged with reviewing the Job Description for teachers, which is a precondition for the review of CPGs. The Committee, whose KUPPET representative is Mr. Paul Maingi, has not met for more than five months since its formation.

The union also expressed dissatisfaction with the commission’s policy guidelines on Intern Teachers which we fear may turn teachers into casual workers. The Guidelines provide for open ended internship service, without specific timelines for the confirmation of intern teachers into permanent terms.

Most regrettably, the commission blames funding for its failure to convert 20,000 current interns into permanent employment, yet it had not sought such funding from parliament. It is a case of the TSC eating its cake and having it at the same time.

TSC list of transferred/ deployed teachers per county- Bungoma delocalization list

The Teachers Service Commission, TSC, has transferred a total of 47 teachers in Bungoma County. Part of those transferred were serving deputy principals who have now been deployed to be principals.

The Commission has been carrying out delocalization, deployment and transfers of school heads to fill gaps left by those who have since retired, left service or promoted.

TSC Sub County Directors training on how to handle teachers’ issues (Full details)

The Teachers Service Commission (TSC) has taken its Sub-County Directors (SCD) through various operations of the commission in a bid to improve their service delivery at the sub-county level.

During the training, the commission Acting Director in charge of staffing Antonina Lentoijoni, who handled decentralized functions, highlighted various challenges the commission faces in the TSC’s core mandate of teacher recruitment, transfer, posting, promotion, and management of TMIS data.

She highlighted that the major reason for forgery of certificates is recruitment of unqualified applicants, impersonation, lack of authenticity of applicant’s past history, vested interests, lack of understanding of the teacher recruitment policy, and failure to undertake verification of certificates.

Delays in posting and reporting of teachers, lack of adequate data of disqualified applicants, failure to finalize the teacher recruitment process, uneven distribution of newly recruited teachers in schools, and failure to maintain gender balance in schools were also mentioned as some of the causes.

The officers were advised that during recruitment, they should ensure that the teachers are eligible for recruitment, must be registered and must not have been dismissed and convicted.

During teacher transfer, the commission noted that it faces various challenges which include failure to meet service charter commitments, with SCDs being instructed to always acknowledge teacher transfers and do regret after 90 days.

Other challenges include transfers not being captured in the entry-exit system and data inconsistencies, with officers approving transfers before all other relevant parts are filled, idle capacity of teaching staff, and unequal distribution of teachers.

The commission has a total of 348 SCDs, about 332 of them deployed to various sub-counties as sub-county bosses who are tasked with the crucial role of teacher management at that level. The remaining are stationed at the commission headquarters in Nairobi.

To participate in the TPAD system, teachers must first create an account. Follow these steps:

1. Visit the TPAD Portal: Go to https://tpad2.tsc.go.ke/auth/create_account.

TPAD Roles

Roles of Teachers

1). Self-Appraisal:

Teachers are expected to perform self-appraisals in areas such as lesson planning, teaching, and classroom management.

2). Data Upload:

Teachers must create and upload their appraisal data online for review.

Roles of Principals

1). Induct New Teachers:

Principals introduce newly recruited teachers to the TPAD system.

2). Activate and Manage Teacher Accounts:

Principals activate new teacher accounts and remove those who leave the institution.

3). Oversight and Appraisal:

The Principals monitor the appraisal process, evaluate teachers, appraise deputy principals, and submit termly appraisal reports.

4). Observations and Arbitration:

Principals observe teacher performance and mediate any disputes that arise during the appraisal process.

Roles of Deputy Principals

1). Lesson Attendance:

Update lesson attendance records on a weekly basis.

2). Appraisal of HODs and Teachers:

Deputy principals appraise heads of departments (HODs) and teachers under their supervision.

3). Observation and Arbitration:

They schedule appraisal meetings, observe teaching practices, and help resolve disputes in teacher appraisals.

TPAD Process Steps

The TPAD process is structured and follows eight key steps:

1). Development of Appraisal Calendar: An appraisal calendar is developed, specifying timelines.

2). Setting Targets: Teachers set performance targets in alignment with the teaching standards.

3). Implementation of Targets: Teachers implement the set targets, and evidence is gathered to support the process.

4). Self-Appraisal: Teachers evaluate their own performance based on competencies and standards.

5). Appraisal Rating: Appraisers review evidence and rate the teacher’s performance.

6). Appraisal Meeting: The appraiser and appraisee meet to discuss ratings and evidence.

7). Gap Identification: Both the appraiser and appraisee identify areas of improvement.

8). Support and Development: Teacher support and performance development measures are implemented to address gaps.

TPAD Teaching Standards

The new TPAD tool comprises five standards classified into three broad categories. These categories evaluate various aspects of teaching, such as:

1). Professional Knowledge: Teacher’s understanding of content and pedagogy.

2). Professional Practice: Delivery of lessons, classroom management, and assessment techniques.

3). Professional Engagement: Teacher’s participation in co-curricular activities, parent-teacher engagement, and collaboration with colleagues.

TSC advert for recruitment of teachers in 2022

In the counties of Garissa, Wajir, and Mandera, the Teachers Service Commission (TSC) has announced the opening of 1000 teaching positions.

The commission is looking to hire 80  high school instructors and 764 elementary school teachers, according  to the advertisement this author saw.

The positions are long-term and pensionable.

To fill openings in the counties of Garissa, Wajir, and Mandera, TSC simultaneously re advertised 386 teaching positions (114 for elementary schools and 272 for secondary schools) on a contractual basis.

“To qualify for recruitment, a candidate should be a Kenyan citizen, be hailing from Garissa, Mandera or Wajir Counties, be teaching under Board of Management in Garissa, Mandera or Wajir Counties,” read part of the notice

The commission requires all interested candidates who are not natives of the three counties to be registered teachers, P1 certificate holders for primary schools, and holders of a minimum of a Diploma in Education for secondary schools.

“Interested and qualified candidates should submit their applications online through the Teachers Service Commission’s website, www.tsc.go.ke under ‘Careers’ or teachersonline.tsc.go.ke not later than 7th July, 2022,” TSC added.

The government has been giving financial resources, according to TSC CEO Nancy Macharia, so that we may hire 5,000 new teachers for our public schools on average each year.

 

However, there are still 114,581 instructors needed in primary and post-primary institutions.

The TSC director ascribed the shortage in part to the government’s 100% transition program, which aims to guarantee that every pupil who completes primary school is enrolled in secondary school to the fullest extent possible.

REQUIREMENTS FOR APPOINTMENT OF SENIOR MASTER IV (GRADE C4/TSC SCALE 9)

For appointment to this grade, a teacher must: –

  1. be serving under career progression guidelines;
  2. have served in the grade of Secondary Teacher I (Grade C3/T- Scale 8) for a minimum period of three (3) years;
  3. be a holder of Bachelor of Education or Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE);
  4. have satisfactory rating in the performance appraisal; and
  5. meet the requirement of Chapter six (6) of the constitution;

NB: Masters Degree in a relevant area will be an added advantage
