Pay Television Company Star Times has released new rates for subscribers. In an announcement to the media, Subscribers in Classic Bouquet will now pay Sh799 per month. The good news is that subscribers can still pay for services on Daily or Weekly basis. Basic Bouquet will now go for Sh599 while the cheapest Bouquet (Nyota) will cost subscribers Sh299 per month. The new rates take effect on March 1, 2020.

Seated under a gnarled tree outside her dilapidated house in the drought-ravaged Kishushe village in Wundanyi, Mama Sophie Mkakina, 72, is an abject portrait of loneliness.
Her rheumy eyes, squinting to minimise the glare of the afternoon sun, stares at the mirage dancing on top of the distant bush as if waiting for a long-awaited friend who lurks nearby but just out of her sight.
“I worry because I don’t have long to live yet my son has abandoned me. I only wish to know whatever great wrong I committed to make him not come to visit me in my old age,” she says.
Her voice, shaky with age, is heavy with despair. Hope, more than anything else, has kept her going. However, after years of waiting in vain, the tenuous thread of forlorn wish that her only surviving son will one day return is about to snap.
Then, a dreamy smile creases her lips. “My son is a musician. He sang ‘Stella’. People love his songs,” she adds.
Mkakina’s case echoes dramatic tragedy; a mother honored for siring a famous son and pitied in equal measure owing to her perennial state of penury from what is considered neglect by family members.
Her son is the legendary musician Freshley Mwamburi. Popularly known as Freshley, this celebrated crooner is renowned for his ever-green single hit ‘Stella’; a song that has become synonymous with pangs of betrayed love.
‘Stella’ is so addictive that it has become the undisputed unrequited love anthem that trends every year on May 17th. Ironically, as Mwamburi soars in popularity and his musical career gets national and continental recognition for his contribution to the growth of the local music industry, neighbors say life for his mother has taken a vertical nosedive pushing her into a great state of destitution.
Ms. Janet Ngele, a neighbor and a cousin of the musician, says the old woman is suffering from neglect. Ngele claims Mwamburi has failed to go home to see his ailing mother despite several efforts by the mother pleading with him to come.
She says she personally talked to him and explained to him the sad situation his mother lives in. “I talked to him all about his mother. He promised to come but never did. This is tragic,” she says.
In the absence of the son, neighbors have taken up the responsibility of taking care of the old woman who is currently besieged by old-age ailments including asthma. In 2020, they fundraised to build a one-room house for her after the mud-walled house she was living in collapsed.
While men built the house, village women dug a pit latrine for her. Ngele says Mwamburi was informed about the neighbors’ plans to build his mother a house with hope he would turn up.
“He never came. He only sent roofing material for the house,” she says.
Mr Stephen Mwakisha, another neighbor, says the old woman’s wretched living conditions were too agonizing for the neighbors to bear. He discloses that the decision was reinforced after severe floods as a result of a heavy downpour in mid-2020 that nearly swept her away.
He further adds that her old house had so many cracks that she used to sprinkle hot ashes on the cracks to repel snakes and scorpions that slithered in from the bushes around her house.
“We don’t have much to ourselves because this place is very dry and we have serious problems with stray elephant that frequently wreak havoc in the village. However, her condition is pitiable and we had to build a room for her to keep her safe,” he says.
In a quiet reminiscence, Mkakina recalls Mwamburi as a young man who dropped out of school to pursue his personal interest. She says while they were in Mombasa, she gave him money for fare to go for music practice with his band.
Born in the cold hills of Werugha, constant asthma attacks forced her to move to the dry lower zones of Kishushe where the weather it was warmer. “He has never been here since I moved. I do not know what wrong I did to him,” she says.
She admits that though they sometimes talk over the phone with Mwamburi, he does not keep his promise to visit her. While in the past she used to send a neighbor to Kishushe shopping center to show her son the way home, she no longer does it.
“He never turns up. It was embarrassing sending neighbors to wait for him in vain at the shopping center,” she adds.
The last time she met him in person was two years ago during a funeral of a relative at their ancestral Werugha home.
Kishushe location acting chief Ms. Ethel Mose says the old woman has become the responsibility of villagers and neighbors who check on her wellbeing. She adds that the musician has never been to see the old woman.
“The old woman needs help and it’s the neighbors who come to her help. The son has kept off,” she said.
When contacted, a morose-sounding Freshley Mwamburi dismissed the claims of neglecting his mother.
He blamed his woes on toxic politics and said some neighbors hated him for his success. He added that a politician he refused to compose a campaign song for was behind the push to cast him in bad light.
“I visit my mother. Those stories are mere nonsense. The politician I refused to create a political song for is hitting back at me. Ignore them,” he says.
The musician has been a frequent guest at events in the county. During the celebration of Malaika festivals in Voi town, Mwamburi was a guest artist accompanying the CEO of Music Copyright Society of Kenya Dr. Ezekiel Mutua.
He was also the main performer during the swearing in ceremony of Governor Andrew Mwadime at Mwatate in August.
Tea growers who supply their green leaves to the Kenya Tea Development Authority, KTDA, are crying foul after the Agency announced low rates per Kilogram in the bonus payments. This payments are for green leaves delivered to KTDA between 1st July, 2018 and 30th June, 2019. The figures are far much lower than what the farmers received last year.

The County Government of Nakuru has identified and equipped about 80 institutions to be used as Covid-19 isolation centres in case there are multiple infections in the county. Most of those selected are secondary schools across the 11 Sub-counties in Nakuru. This comes even as the Kenya Union of Post primary Education Teachers, KUPPET, raised concern over the use of schools as Covid-19 isolation centres. Molo Sub County has the largest number of facilities at 13.
The number of Covid-19 patients continues to increase in the country even as the government puts up a spirited fight against the deadly disease.

Power interruption for today:
A number Members of Law makers have come out to dispel a list doing rounds in social media platforms showing those who tested positive for the dreaded covid-19 disease. First to come out was ubilee Nominated Senator Millicent Omanga, who gave an update on her ststatus, this morning. “I am safe and sound at home. Ignore the rumours circulating,” sais hon. Omanga.
The unverified list of seventeen Legislators said to have tested positive for Covid-19 has been making rounds in the media.
“I took a voluntary COVID-19 test on Fiiday last week. The result was directly conveyed to me in person by a doctor. Tested Negative. It is my civic duty to continue complying with guidelines. It’s not a matter of choice. At the same time parliament cannot abdicate. Chew gum and walk,” said Siaya Senator James Orengo. The Senator went on to post his Covid-19 test results (shown below).
“As a nation and a people we are in this together and must confront COVID-19 as an army. Fear of the virus should not be turned into stigma but into a resolve to fight the pandemic. Count me in the army,” he added.

Regional low-cost carrier Jambojet has received approval from the Rwanda Civil Aviation Authority to start flights to Kigali.
The approval means that the airline can begin operations to the destination as part of its regional expansion strategy.
“We are pleased to have received this approval. Kigali is one of the routes we have been pursuing in our expansion plan. Once we have everything in place, we will begin operations,” said Vincent Rague, Chairman, Jambojet.
Additionally, the airline has acquired a brand new De Havilland Dash 8 – Q400 aircraft.
The new aircraft brings to six, the total number of airplanes operated by Jambojet. It is also the first of four aircrafts that are expected this year to boost the airlines capacity as it looks to soar into more African destinations.
Jambojet Chief Executive Officer, Allan Kilavuka said: “We are excited about our growth prospects in the region. We have an aggressive plan to fly to more African destinations and this is why we are expanding our fleet.”
“The addition of this aircraft to our fleet brings the average age to 3.7 years, making us the airline with the youngest fleet in Africa and possibly across the world,” he said.
Currently, the airline flies to five local destinations namely Malindi, Ukunda, Mombasa, Kisumu, Eldoret and one regional destination -Entebbe, Uganda -from its hub in Nairobi. It also flies to Bujumbura, Burundi on behalf of the national carrier.
Jambojet Chairman, Vincent Rague said: “The African aviation sector has an opportunity to grow. More players are coming on board but there is space for everyone and we will continue to take advantage of our low-cost model and safety standards.”
The International Air Transport Association’s data shows that low-cost carriers account for about a quarter of all flights internationally, but less than 10 percent in Africa.
Recently, Jambojet was awarded the coveted IATA Operational Safety Audit certification (IOSA), an internationally recognised and accepted evaluation system designed to assess the safety, operational management and control systems of an airline.
The airline was also ranked top airline in Africa with the youngest fleet in a report by global aviation intelligence provider, ch-aviation.

The amended Children Act 2022 which is a significant improvement to the Children’s Act 2001 sought to address emerging issues affecting children in Kenya and gaps identified during the implementation of the previous law.
It gives effect to Article 53 of the Constitution of Kenya by among other reforms, advancing the concept of ‘best interest of the child’ as the paramount consideration in every matter or decision concerning a child.
Some of the highlights in the Children Act that have been welcomed include raising the criminal responsibility age from the previous 8 years to 12 years.
Children accused of committing minor offences, according to the new Act will now be diverted to community-based systems such as their families.
Further, the new Children Act provides for parental responsibility and contains progressive provisions for the protection and care of children such as prioritization of family-based care through fostering, adoption, custody, maintenance, guardianship, kinship care, Kafalah (indemnity) among others.
The law largely shifts the burden of child care to the state and the community, leaving room for the establishment of statutory childcare institutions by the Cabinet Secretary responsible for children affairs.
The new act provides ways of addressing vulnerable children’s concerns like online abuse, child trafficking, and radicalization among others.
The law established a Child Welfare Fund funded through the national exchequer under the aegis of the Public Finance Management Act.
The Children Act expressly mandates County Governments to establish child welfare schemes and child care facilities in their respective counties besides taking charge of pre-primary education.
The age of criminal responsibility among children has been raised from the current 8 years to 12 years.
Children in Conflict with the law after committing minor offenses will not be taken through the court system; they will be diverted to community-based systems.
All Children in Conflict with the law will have access to free legal aid as they navigate through the justice system.
Children living with disability will be accorded free medical treatment, special care, education and training.
Kinship adoption has been included in the law, where a relative is able to adopt a child in his lineage in a much cheaper and faster way with less legal technicalities.
The Children Act, 2022 gives priority to family based alternative care as opposed to institutionalization of children in Children Homes.
The National Hospital Insurance Fund (NHIF) is registering all members afresh. The new registration will now be done biometrically. There will be no manual registration of NHIF members and members whose details will not be available online shall not benefit.
NHIF under the guidance of the Ministry of Health has made strides in digitizing its processes to hasten the implementation of the UHC scale up. In collaboration with the National and County Governments, NHIF has registered 1,005,204 needy families from all 47 Counties.
NHIF has also embarked on mass biometric registration of its members including the 1 million needy families. So far mass biometric registration has been carried out in Laikipia, Nakuru, Homabay, Kisumu, Tharaka Nithi, Taita Taveta, and Nyeri Counties.
Alongside the mass biometric registration exercise, NHIF has embarked on deploying Electronic Claims Management System (E-Claim) to all NHIF contracted hospitals and has so far covered hospitals in Western, Nyanza, Central, Coast, parts of Nairobi, Eastern and, Rift Valley regions.
The remaining regions will be covered in the next one month. As NHIF undergoes digital transformation within the UHC framework, adequate measures have been put in place to ensure that members receive efficient services.
Previously, members used the National Identity card and NHIF card as a mode of identification which will be replaced by a biometric mode of identification and verification.
NHIF members are advised that the switch from manual to electronic claims processing will be done immediately after deployment of the E-Claim system. The last switch-off is planned for 11th of July, 2021. Subsequently, all NHIF contracted hospitals will submit claims through the E-claim platform to improve efficiency, reduce fraud, wastage, and abuse.

Here are the areas on Kenya Power’s scheduled power interruption for Wednesday, 28th November 2018:
The cost of electricity is set to go up in April if a proposal by Kenya Power to review tariffs is approved by the Energy and Petroleum Regulatory Authority (EPRA).
The retail tariff application (2023-2026) which Kenya Power has presented on behalf of other players in the energy sector will see the cost of power for domestic consumers go up by between 13-20 per cent.
In the new tariffs which are inclusive of levies and taxes, Kenya Power has separated the 8.7 million domestic customers into two life-line consumption bands (0-30 and 30-100 kilowatt-hours).
This is a departure from the current arrangement where all the domestic consumers are in one band, 0-100 kwh.
Consumers under the new life-line consumption band of below 30 kwh per month will pay Sh20.5 per unit up from the current Sh18.14 signifying a 13 percent increase.
Kenya Power General Manager in charge of Power Planning and Purchase John Mbuthia said out of the Sh20.5, Sh14 is the consumption charge meaning Sh6.5 will go towards taxes and levies.
According to Mbuthia, if the new tariff proposals are approved, ordinary domestic consumers whose usage exceeds 30kwh per month will pay Sh26.4 per unit up from the current Sh22 signifying a 20 percent increase.
Consumers spending Sh300 on power, he added, will get 14.6 units compared to the current 16.5 units while those spending Sh1, 000 will get 37.8 units from 45.45 units currently.
Speaking in Kisumu during a public participation drive on the proposal, Mbuthia said the Water Resource Management Authority (WARMA) levy which has increased from Sh0.05/kwh to Sh2 will also reflect on consumers’ bills.
He said a VAT charge of Sh2.9 for lifeline users and Sh4 for ordinary domestic consumers will apply.
Other proposals in the application, he said include the bulk tariff which is specially tailored for those who purchase power in bulk to distribute to a smaller cluster of consumers.
Operators of electric vehicles which are gaining traction in the country will be given incentives to help the sector grow with the introduction of a new e-mobility tariff package.
Manufacturers, he added, will also have a special tariff during off peak hours (at night) to help promote the sector.
Kenya Power General Manager in charge of Regional Coordination Eng. Peter Njenga said the new tariffs target to boost revenue collections for the power utility firm to enhance efficiency and reliability.
This, he said, will take care of the company’s budget of procuring power from KenGen and other small producers and at the same time support the government’s initiative to connect more households.
He said the last tariff review was done in 2018 adding that the company has undertaken major infrastructural works which has seen the customer base increase from 2 million in 2012 to 9 million in 2022.
The proposals in the tariff review period 2023-2026, he said, were justified to shoulder the cost of the expansion and ensure better service delivery to consumers.
Energy and Petroleum Regulatory Authority (EPRA) Director General Daniel Kiptoo said the agency was collecting views from members of the public across the country before retreating to look at the proposal before it is approved.
Kiptoo said EPRA was satisfied with the proposed projects to be undertaken by Kenya Power using the enhanced revenues adding that the views of members of the public shall be incorporated.
If approved, he said EPRA will gazette the new tariffs to take effect on 1st April 2023.
Kenya National Chamber of Commerce and Industry Kisumu Chapter Chairman Israel Agina said the proposals were hefty and will hit hard on the bulk of electricity consumers in the country.
“These rates are going to affect domestic consumers who constitute 8.6 million of Kenya Power’s customer base and there is a need for EPRA to review them,” he said.
He said though it was a good move to give manufacturers a special tariff to operate at night, he argued the move was likely to interrupt supply for other consumers since most of them were likely to shift their operations to the off peak hours.

Kenyans have taken to Social media to mourn the demise of Retired President Moi’s son, Jonathan. News about the death of Jonathan Moi was confirmed by Rtd President Daniel Moi’s press secretary Lee Njiru. His family, through Baringo Senator, Hon Gideon Moi has also confirmed the sad news. The late Jonathan will be remembered for his love and participation in Car racing; ‘Safari Rally’.
several Leaders and his family have been sending messages of condolence since the news was made public few hours ago.
His brother and Baringo Senator, Hon Gideon Moi, wrote;
STATEMENT ON DEATH OF JONATHAN TOROITICH
We the family of H.E Mzee Moi confirm the sad news on the passing on of Jonathan Toroitich.
Jonathan will be remembered for his daring exploits in the racing tracks, in muddy and dusty tracks, during this time of Easter.
He was selfless family man, amiable, social and down – to – earth and industrious human being.
We are distraught as a family and we ask for your prayers and seek your understanding and indulgence to allow us mourn privately.
We will continue to inform Kenyans on a need be basis and further arrangements.

The head of State, President Uhuru Kenyatta, has also sent his condolences to the Moi family.
“To Your Excellency former President Daniel Toroitich Arap Moi, your family and friends, I have received the news this morning of the passing away of my friend and brother Jonathan Toroitich Moi with great shock and disbelief. As I convey my deepest sympathies and heartfelt condolences to your Excellency, your family and friends, I pray God to grant each one of you the grace and strength to bear with the big loss.
JT, as Jonathan was popularly known to many of us, was a humble, kind, generous and courageous person. JT’s word was always his bond, he was dependable.
Your Excellency (Former President Daniel Moi), our collective thoughts and prayers as a family and as a country are with you, your family and friends during this difficult period of mourning.May the Almighty God rest the soul of our brother and friend Jonathan Toroitich Moi in eternal peace.”
Orange Democratic Leader and Former Prime minister, Hon Raila Odinga wrote: ”
My family and that of Jaramogi Oginga Odinga send deeply felt condolences to President Daniel arap Moi following the death of Jonathan Moi earlier today. We wish strength to the former President and his family to bear the loss. May God grant peace to the family at this sad moment.”
Chief Justice, David Maraga:
“I have learnt with great sadness about the demise of Mr Jonathan Moi, son of former President Daniel arap Moi. Jonathan was well known as an outstanding rally driver in the heydays of the Safari Rally. May God give Mzee Moi and his family the fortitude to bear this heavy loss”
Ambassador Amina Mohammed, the Sports and Culture Cabinet Secretary, in her condolence note said:
“My sincere condolences to Rt President Daniel Arap Moi, family and friends of the late Jonathan Moi. Jonathan was one of the best and avid rally drivers this country has ever had .May his soul Rest In Peace.”
Giant teachers’ Sacco, Mwalimu National, has made changes to their office opening and closing times. This has been necessitated by the Government’s move to introduce a curfew in order to curb further spread of the CoronaVirus Disease.
The changes were announced by the Sacco’s Chief Executive Officer, Alphonce Kaio. “Following the pronouncement from the Head of State His Excellency Hon. Uhuru Kenyatta, C.G.H. President of the Republic of Kenya, and Commander -in -Chief of Defence forces, that every Kenyan must be in their houses between 7.00pm to 5.00am, we have adjusted office closing time everyday to 4.00pm effective 27th March 2020 until advised otherwise,” says the C.E.O.

“FOSA branches will close the door to members by 3.00pm and finalize with end of day
reconciliations before 4.00pm so that they leave the office by that time,” adds Alphonce.
He urges members to access their accounts via the Go-Mobile and ATM platforms.
“Those not on Go-Mobile application please write to the Branch Manager where your account is domiciled and send the letter by whatsApp to the Branch Manager so that you can be registered on the channel. The details in the letter must indicate your Cellphone number which you have given to the Sacco as per our database and the letter must have your official signature. This will facilitate verification of your details,” He, further, advises.
With Go-Mobile a Member is able to Transfer money, Check account balance Access mini statements. One needs to register for the Go Mobile service at the nearest Mwalimu National FOSA branch. Upon activation, he/she will receive a username and M-pin. Members should change their M-pins the first time they access this service. The Kenya Revenue Authority has written E-mails to teachers who marked last year’s examinations requiring them to pay with holding taxes when they file their 2019 returns. The E-mail seen by our crew requires the teachers to remit 20% of their marking fees earnings to the tax collector in 2019. The Kenya National Examinations Council, KNEC, paid 5% tax that was deducted from total earnings by the contracted officers. The big question, then, begs..’what is withholding tax? How can withholding tax be paid’?
WHAT IS WITH HOLDING TAX, HOW CAN ONE PAY WITH HOLDING TAX?
This is a method whereby the payer of certain incomes is responsible for deducting tax at source from payments made and remitting the deducted tax to KRA.
The percentage deducted varies between incomes and is dependent on whether you are a resident or non- resident.
The relevant rates are as follows:

Any amount withheld, should be remitted to KRA on or before the 20th day of the following month.
Payment of withholding tax is done online via iTax, generate a payment slip and present it at any of the appointed KRA banks to pay the tax due.

When you successfully remit the deducted amount to KRA, the KRA shall send a Withholding Certificate to the email you registered with on iTax.

Former chairperson of the ‘Maendeleo ya Wanawake’ Organisation,Jane Kiano, has died aged 74 at the Nairobi Hospital. The family reports that Madam Kiano died after a long battle with cancer. She passed on last night.
Mourning her death, President Uhuru wrote: “I am saddened with the news of passing on of former Maendeleo ya Wanawake Organisation chairperson, Ms. Jane Kiano. She played an important role in advancing women rights & justice in the country. Our thoughts & prayers are with her family & friends. May her soul Rest in Peace.”
The speaker of the National Assembly, Hon. JB Muturi, was also among the first leaders to condole with the late Kiano’s family. “My heartfelt condolences to the family of former Maendeleo ya Wanawake Chair, Jane Mumbi Kiano, following her untimely demise. Mrs. Kiano, a trailblazer in the advocacy for women rights & financial empowerment,leaves behind a legacy of changing lives & transforming households,” Muturi said.
The Deputy President, Hon. William Ruto, eulogized the gallant women rights’ defender, thus: “She was a proponent of gender equality, a strong voice for girls’ education and a prominent advocate of women’s mobilisation to build sustainable livelihoods and safeguard their welfare. Her indomitable spirit and energy transformed lives and gave hope to many. Rest In Peace.”
