Teachers Want Time Off to Run for Political Positions in 2027

Teachers Want Time Off to Run for Political Positions in 2027

Teachers are asking for official time off so they can run for election positions in the upcoming 2027 general election.

Through Malel Langat, the deputy secretary general of the Kenya National Union of Teachers (KNUT), they expressed their desire to compete for six seats without having to give up their teaching certificates or jobs, unlike other professionals such as lawyers and doctors.

Currently, the law requires teachers to resign before running for office, but they believe this should change so they can return to teaching if they don’t win.

The union is suggesting a 90-day leave for campaigning and elections. This way, if they don’t succeed, they still have their jobs to fall back on.

During a meeting in Mombasa on May 3, 2025, Mr. Malel also urged the Teachers Service Commission (TSC) to promote teachers who have been in the same job group for three years.

Additionally, he is asking for a 60% salary increase as part of their new agreement for 2025-2029. This includes a 30% raise in allowances and another 30% increase in basic salaries.

He also called for a risk allowance for science teachers working with junior secondary schools.

The TSC has previously prohibited teachers from engaging in political activities. In a notice issued on December 1, 2020, TSC leader Dr. Nancy Macharia warned that any teacher or staff member found guilty of this would face consequences.

Here is the full notice from the TSC:

RESTRICTION OF EMPLOYEES OF THE TEACHERS SERVICE COMMISSION FROM PARTICIPATING AND/OR ENGAGING IN ACTIVITIES AND AFFAIRS OF POLITICAL PARTIES

The above captioned matter refers.

The Commission is in receipt of a Circular, Ref: EACC.7/10/4 VOL.VII (61) dated 1/10/2020, amplifying the above provisions of the law.

Pursuant to the provisions of Article 77(2) of the Constitution of Kenya as read together with section 23 of the Leadership and Integrity Act, 2012; section 12 of the Political Parties Act, 2011; and regulation 187 of the Code of Regulation for Teachers, Clause 166 of the Human Resource Policies & Procedure Manual for Secretariat Staff, public officers are prohibited from holding office and/or actively engaging in political activities.

Accordingly, this is to remind all employees of the Commission of the explicit positions of the law prohibiting them from taking part in any active political engagements while still in service of the Commission; and further requiring them to refrain from:

1. holding office in a political party;
2. engaging in a political activity that may compromise or be seen to compromise the political neutrality the office they hold;
3. publicly indicating support for or opposition to any political party or candidate in an election; and
4. engaging in activities of any political party or candidate, or act as an agent of a political party or candidate in an election.

In congruence with the spirit of national values and good governance under the Constitution which includes impartiality and political neutrality, it is vital for all employees of the Commission to adhere to strict observance of the law in respect hereof by abstaining from taking part in political engagements.

In this regard, all employees of the Commission are directed to shun partisan political activities while in active public service.

The Commission further brings to your attention that any of its employees who currently holds and/or engages in political activities is in violation of the law and is liable to disciplinary action.

This is therefore to advice such an employee to immediately resign from such office.

Further, any breach of the directions of this Circular shall result in disciplinary action.

All County Directors are hereby directed to bring the contents of this Circular to the attention of ALL the officers and teachers serving under them.

Likewise, all Institutional Heads are equally directed to bring the contents of this Circular to ALL teachers and to post the same on school/staffroom notice boards for ease of reference by teachers.

NEMBU GIRLS HIGH SCHOOL’S BRIEF HISTORY

Nembu Girls High School was started as a mixed Day School in 1982 as an offshoot of Nembu Primary. The school was started by the community of Waithaka in Dagoretti Division due to a seriously felt need for High School as a result of the presence of many children from the area who could not obtain admission in the schools around mainly Dagoretti, Lenana, Mutuini and Precious Blood High schools.

The reason was that the cut off marks for all these schools were higher than the marks obtained by a large number of the children in the catchment area of the school.
The main initiators of the school, the parents of Nembu and Mukarara Primary schools were searching for possibilities for their children to continue with secondary school education after completing Primary schools. The only other alternative open to them was to send their children to private schools in Nairobi City where the fees was quite high and in addition, the parents had to meet the daily bus fare and other expenses.

The school started at the current Nembu Primary and used the same classrooms and other facilities with the primary school. At the start, 42students were admitted in a single class. In 1983, the school was allocated some land by Nembu Primary School where separate High School premises were constructed and the high school shifted to its present site.
In 1984 the school received teachers from the Teachers Service Commission thus making the school an aided Harambee school.

Later in 1985, the government increased its participation in the school by posting the Headmaster and more students. In 1986, the first Board of Governors was appointed and this was followed by the formation of the PTA. Those two bodies have managed the school to the current level of achievements both physical development and in academic performance.
In 1998 the Ministry of Education Science & Technology approved a gradual change of status from Nembu Day Mixed Secondary to Nembu Girls Boarding High School which eventually would be a girl’s boarding school. The last group of boys was phased out in 2001.

Clearing of the boys affected the population of the school drastically since they were the majority.
To capture the girl child, the boarding facility appeared to be the alternative. The Board of Governors and the Parents, Teachers Association (PTA) designed a project to put up a dormitory for the girls.
The Plan of the building was to have a block with a kitchen and dining hall on the ground floor and students to be accommodated in the 1st, 2nd and 3rd floors by the year 2002,

The ground floor is housing the kitchen and Dining Hall. The 1st floor is complete but could not be used as a dormitory but turned into ICT and Home Science rooms.
The school was partly boarding since the year 2002. It attained full boarding status in the year 2004 when the enrolment increased from 181 to 250 students. The school attained full enrolment in year 2005 with a lot of constraints.
This was achieved through financial assistance from Hon. Beth Mugo (Area Member of Parliament) and the Board of Governors in 2005 when a big room was constructed and inaugurated on 23rd of February 2005.

The first class for boarding was admitted in 2002 and by 2004, the school turned full boarding but with a lot of constraints. The girls were accommodated in the classrooms since the school had no dormitory. The idea of turning the school into boarding was timely in that the enrolment went up from 181 in 2002 to the current over 500 students today.

Performance in academics, was below average at 4.1 D+ yet the students were expected to compete effectively with others from good performing schools for the vacancies at the universities. The school’s mean grade stands at C+ with the highest recorded in 2010 – 7.48 C+. The school has continued to get support from the government.

In 2011 it was identified as one of the centers of Academic excellence program. The school received a total KShs. 15M which was used to construct the only dormitory for the girls.
Other bodies/organizations that assist the school by paying fees for some of the students include; Jomo Kenya foundation, Equity Bank, Amref, Unicef, World Vision, Churches like Nairobi Chapel, Wanawake wa Talenta through the Catholic Secretariat, Board of Management and PTA members.

How to Combine Work and Education: 5 Easy Tips for Beginners

It is not only young students who want to combine work and study. Additional education is also in high demand among those who want to change careers and gain new skills, knowledge, and experience. Maintaining a healthy balance between study, work, and personal life is no easy task. In this article, we’ve put together some tips to help you build the processes intelligently and not go crazy.

Never Set Impossible Goals

Accept the fact early on that you won’t be able to manage absolutely everything. Prioritize your tasks every day and focus on them. Planning is the best way to ease into multitasking mode. You can make a to-do list and plans for the day, week and even month ahead. Also, try to start using a calendar, reminders, and other services to structure your days as clearly as possible.

Pay Attention to Your Mental Health

For many who combine study and work, constant fatigue, anxiety, irritability, apathy and even depression seem natural companions of a high workload and an ever growing list of cases. In fact, all of these conditions can be indicators of burnout and are a clear indication of the extreme need for rest. This condition occurs when there is prolonged stress and a lack of things in life that are pleasurable. For this reason, a person loses the meaning of everything that happens, and a high load is perceived as forced pressure, which leads to a complete loss of interest and desire to do anything.

For most people who combine work and study, their whole life revolves around productivity. It seems to them that it is impossible to lose a minute of time, and “idle” pastime causes them a feeling of guilt. This is the wrong approach. Constant stress only leads to overwork, which results in a loss of concentration, performance, memory, and mood.

Everyone needs to relax sometimes. It can be watching soap operas, learning more about favorite sports for improving results at Bet22 live betting, going for a walk, talking to friends and so on. Through force, you should try to find time to relax or at least “switch”. You need to look for opportunities to bring something new into your life: sports, creativity, entertainment, acquaintances, or new places. Even a small one-day trip to a nearby city can bring relief, help distract and look at yourself and your life from a new perspective. In the case of combining work and study, this “unloading” should be purposefully planned and you should try not to think about work during the “idleness”.

Agree on a Flexible Schedule

Dividing your days between college and work equally won’t work, so prioritize it from the beginning. If you’re a student, negotiate a free office visit or a flexible work schedule. Remember, the most important thing is not the time spent in the office, but the result of the work. If you work on a schedule, select courses where you can take classes at a time that is convenient for you.

Break up Your Day Into Productive Periods

When the to-do list is crammed with tasks, there is a great temptation to try to sort them without stopping from morning till late at night. In fact, we have a period of maximum efficiency. It can start from 15-20 minutes to two hours of work without stopping. Between these periods, take breaks, and it’s better to spend this time away from any screens and social networks. Spend some time in silence and relax your body, and then get to work with renewed vigor.

Listen to Yourself and Adjust Your Plans if Necessary

There are few people who enjoy both work and study. Most of those who combine these activities perceive one of them as something forced. It’s okay: one way or another in the life of each of us there are always things that we do not like, but due to circumstances they simply must be done. In this case, strike a balance between what is difficult to do and what is enjoyable and engaging. Take a regular “inventory” of your feelings: if there are too many unpleasant things in your life, it is time to think about changes.

The TSC show cause letter for a teacher

A show cause letter is given to a teacher who has a case to answer. Teachers are guided by set of rules and regulation as stipulated in their code of conduct.

Breaching contractual terms will result to a teacher explaining through a letter why a disciplinary action should not be taken against him or her.

A teacher found guilty of minor professional misconduct after serving a show cause may be given  a maximum of two administrative warnings and subsequent misconduct will lead to automatic interdiction.

The show cause letter is written by the teacher’s immediate supervisor i.e school head for classroom teachers. Once you receive the letter you must respond in writing defending yourself against the allegations and explaining why further disciplinary action should not be taken against you.

The show cause letter is issued to a teacher by the Head of institution who may initially issue a verbal warning or caution the teacher in writing on minor breaches.

In case of persistent misbehaviour, the teacher may be required to show cause why disciplinary action should not be taken against him/her.

From the teacher’s response, the head of institution may serve the teacher with a warning or present the case before the agent. In such a scenario, the case goes through the full disciplinary process. See detailed information here; TSC discipline process for teachers; Interdiction, discipline cases and dismissals.

CAUSES OF PROFESSIONAL MISCONDUCT BY A TSC TEACHER.

A teacher may be forced into committing a professional misconduct. Some of the reasons that may make a teacher commit an offence include:

  • Unfulfilled expectations e.g. transfer, promotion, further studies among others.
  • Unfair allocation of duties and resources in schools.
  • Personal characteristics e.g. alcohol and drug abuse
  • Political influences.
  • Group dynamics and incitement by fellow teachers and interested groups due to power struggle.
  • Over commitment of salary.

KNEC Contracted Professionals- Identification, Nomination of the 2023 KNEC Supervisors and Invigilators

The Kenya National Examinations Council, KNEC, has kicked of the process of recruiting Supervisors and Invigilators to oversee this year’s Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) examinations. The Teachers Service Commission, TSC, has thus instructed all County Directors to nominate the Supervisors and Invigilators.

“You are hereby required to identify and nominate 2019 KCPE and KCSE Supervisors and Invigilators,” reads a memo from TSC.

Last year, a total of 183, 497 contracted personnel manned the KCPE examination administration exercise. Of this 27,354 were supervisors, 65,107 invigilators, 64,322 security personnel, 918 examination managers (manning the exam containers), 6,791 drivers and about 20,000 centre managers. On the other hand, a total of 83,711 field officers oversaw the administration of the KCSE exams in 10,077 Examination Centres.

According to Kega, the nominated Supervisors and Invigilators should register and submit their details online via the KNEC Contracted Professionals System (CP2).. It is usually the School heads and Principals who propose the names of teachers from their stations to the TSC County Directors so as to be considered for the Supervisors and Invigilators’ roles.

Education Ministry says 2023 form one selection, placement will be fair

Education Ministry says 2023 form one selection will be fair

The selection exercise for the 2023 form one placement will be fair to all 2022 KCPE candidates. The Education Ministry says.

According to Education Principal Secretary, PS, Belio Kipsang the selection exercise that will be completed on January 16 2023 will be free and very fair.

Dr. Belio Kipsang assured private schools that there will be no preferential treatment. In the past, KCPE candidates from public primary schools have been given priority over those from private schools. Learners from public schools have always gotten more chances in National and Extra County schools.

All the 1,233,852 KCPE 2022 candidates will be joining secondary schools next year.

Kipsang gave an assurance that all the candidates will transition to form one pledging to ensure the pupils are admitted to secondary schools of their choice

“As we look forward to commencing the form one selection in Jan 2023. We want to assure all parents, guardians and learners that we shall be transparent, fair and we shall do the right thing for each child to get a school that they chose & deserve to be there” Said Dr. Kipsang.

Kenya Private Schools Association’s national vice chairman Solomon Munene has been quoted saying that the form one selection process should be pegged on pupils’ performance.

“Let us reward hard work and let all candidates be able to access the secondary schools of their choice as per their performance. All candidates are Kenyan children and it is our believe that the Form 1 selection will be fair to all. Private schools are keenly watching,” he said.

Normal school calendar resumes next year on January 25 when schools open for 2023 term one.

TSC Replacement Vacancies 2025: Documents Needed for Teacher Interviews

TSC Replacement Vacancies 2025: Documents Needed for Teacher Interviews

The Teachers Service Commission (TSC) has shared important information about what candidates must bring to teacher recruitment interviews.

To ensure a fair hiring process, candidates need to show original and clear copies of certain documents for verification.

Documents to Bring for Interviews

Candidates who are selected for interviews must bring several important documents. They should have the original and clear photocopies of their National Identification Card, TSC Certificate of Registration, and educational certificates like degrees or diplomas along with their official transcripts for each qualification listed in their application.

They also need to show their Kenya Certificate of Secondary Education (KCSE) and Kenya Certificate of Primary Education (KCPE). If a candidate has taken KCSE or KCPE multiple times, they must bring certificates from all attempts. Additionally, they should provide all primary and secondary school leaving certificates and any other relevant documents.

If the candidate has a disability, they should include their National Council for Persons with Disabilities (NCPWD) certificate. If there are any name differences in the documents, the candidate must provide a sworn affidavit to explain them. If any academic certificate is lost, they need a certification letter from the Kenya National Examinations Council (KNEC).

The TSC has stressed that incomplete documents will not be accepted.

Verification of Documents

The TSC will check all academic and professional documents to ensure that only qualified candidates are hired. Provisional academic documents will not be accepted. All applicants must bring original and photocopies of required documents, including identification, academic records, school leaving certificates, and any other relevant documents.

Intern teachers have a simpler process and only need to bring their national ID for verification.

Documents for Successful Applicants

Successful candidates will need to submit additional paperwork to the Secretary of the Selection Panel. This includes both sides of their national ID, two recent passport-sized photos, KCPE and KCSE certificates, any A-Level certificates, all academic qualifications (including diplomas or degrees) and their transcripts, the TSC registration certificate, the Kenya Revenue Authority (KRA) PIN, a copy of their bank card, a pay point form, the GP 69 Medical Examination Form, and a receipt for submitted documents.

Final Papers for TSC Headquarters

The final paperwork from the TSC County Directors will be sent to the TSC headquarters. This will include signed panel minutes, county merit lists with successful candidates (including those with disabilities), employment letters, and the original KNEC documents for authenticity, along with the GP 69 medical form.

It’s important to ensure all documents are certified, organized, and spelled correctly to make the onboarding process smooth. A senior TSC official noted that having complete and well-organized documents is crucial for timely processing and payroll.

Candidates often forget documents, so it’s important to carefully check the list and ensure all required documents are brought to avoid disqualification.

Principals from Kiharu day secondary schools are on vacation overseas; discover the reason.

Principals from Kiharu day secondary schools are on vacation overseas; discover the reason.

MP Ndindi Nyoro helped organize a vacation to Dubai and Malaysia for 12 principals.

Last year, the Kiharu MP established a scheme to reward principals of the top-performing and most-improved day secondary schools in each of the six wards with a vacation.

The goal was to foster rivalry between the schools.

After heading the group for two years in a row, one of the principles was given a unique choice.

“The principal of Mukangu Secondary School had already traveled to Dubai last year, after his school came out on top in his ward, and he did so again this year; so rather than returning to Dubai, he opted for a different location,” Nyoro said.

“We said we would never punish success. Even if a principal leads every year, they will still benefit from this program.”

The principals will have all expenses paid for their five-day vacation at their vacation location before being transported back to their homes.

According to Nyoro, the purpose of the holidays is to thank the teachers for guiding their schools to better results while also inspiring their peers to strive for excellence.

The instructors who taught the courses with the highest improvement and the greatest performance are brought on vacation in Mombasa.

“They board the Standard Gauge Railway to Mombasa, spend five days there, and then we fly them back to Nairobi and bring them home.”

The lawmaker pointed out during his speech at Ihura stadium on Thursday that the program is being carried out under the Kiharu Fanikisha initiative, which also supports young people by offering brief training in local vocational training facilities.

“However, since the NGCDF is unable to cover the incentive scheme, we seek additional funding from other sources to support it.”

At the graduation ceremony for the 1,200 young people who have completed four-month, tuition-free courses in hospitality, driving, and cosmetology, the lawmaker gave a speech.

According to the MP, the training aims to strengthen local youth and increase their employability. He went on to say that young people have shown interest in technical skills that are in increasing demand in the labor market.

TSC to carry out massive transfers of heads and deputies in mixed schools

TSC LATEST NEWS TODAY- The Teachers Service Commission (TSC) is planning a major shake up in schools’ administration after this year’s national examinations. This is after the Commission adopted a new policy that will govern deployment of administrators. According to the new policy, principals and deputies of mixed schools are not supposed to be of the same gender.

TSC Boss, Dr. Nancy Macharia, has directed all the TSC Regional Directors implement the policy that is aimed at fostering inclusivity in public schools. She directs regional directors are to liaise with the county directors who are to identify mixed schools that have heads and deputies of same gender and subsequently place the deputies appropriately after the national examinations.

“Identification and deployment of institutional administrators is premised on career progression guidelines and the policy on appointment and deployment of institutional administrators (2017). The process is underpinned on values and principles of governance which include but not limited to: equity, equality, inclusiveness, non-discrimination and affirmative action,” Macharia says in a circular addressed to all Regional TSC Directors.

Mixed schools with Principals who both are of the same gender will see one of them getting the marching orders. Macharia wants the list of the heads and deputies sent to her before April 30 once the placement is completed. This will lead to massive transfers of the affected administrators; mostly deputies.

Implementation of this new policy follows the commission’s research findings that showed a majority of the mixed schools in the country having heads and deputies of the same gender.

Macharia says a scenario where both heads and deputies are of the same gender leads to unprecedented gender imbalances in the learning institutions.

“The scenario neither fosters gender-inclusive learning environment nor provides a supportive atmosphere for all learners…Accordingly, to ensure a supportive learning environment for learners of both gender the commission’s policy is to appoint and deploy administrators of applicable gender to head and deputise learning institutions,” notes Dr.Macharia.

This policy will supplement the contentious delocalization exercise that has seen thousands of heads and their deputies moved away from home counties.

TSC latest Perfomance Appraisal Form

TEACHERS SERVICE COMMISSION

ANNUAL STAFF PERFORMANCE APPRAISAL REPORT

Before completing this appraisal report, please read the following guidelines carefully.

PREAMBLE

The purpose of the Staff Performance Appraisal is to assess an officer’s performance in the job comprehensively and objectively, with the help of full knowledge and understanding of the job descriptions and requirements. The information in the Appraisal Report will be used in assessing training needs and determining the officer’s potential for promotion. It is therefore, important to provide accurate information about the officer.

The staff appraisal should reflect work output, achievement as well as display competencies over the review period.

The report covers all the TSC Secretariat staff, except the Commissioners and the Commission Secretary. DEFINITION OF TERMS:

Appraisee                                        This is the officer being assessed.

Appraiser                                         This is the appraisee’s immediate supervisor.

Countersigning Officer                This is the head of Unit/Section/Division/Department

APPRAISAL PROCESS

The appraisee is supplied with a copy of the appraisal form and divisional/sectional performance targets at the beginning of the review period. The appraisee is expected to draw an individual work plan which will form the basis of this performance report.

The form shall be completed in duplicate. The appraisal will be done quarterly and at the end of the fourth quarter, the original report will be forwarded to DSHRM by 31st July of every year.

The duplicate will be retained by the appraisee.

PART 1            PERSONAL DATA

This part should be fully completed by the appraisee to provide personal details and employment record.

PART 2            PERFORMANCE EVALUATION

In this part, opportunity is provided to the appraisee and appraiser to jointly discuss the appraisee’s performance in terms of departmental/divisional objectives, agreed work targets, performance standards, output and expected results. It also assesses the skills and competencies exhibited.

This part is divided into 5 sections:

Parts 2A -2D will provide evaluation on appraisees performance for each of the four quarters. This will account for 80% of the overall rating.

Part 2E: In this part the appraisee is rated on behavioral attributes which reflect the Commission’s Core values. This will account for 20% of the overall rating.

PART 3            OVERALL RATING

The Quarterly scores in Parts 2A to 2D and scores on the behavioral attributes in Part 2E will be summarized in this section. The cumulative scores will then be converted into an overall percentage score. It should be noted that in this part, the appraiser’s rating shall constitute the actual grade of the appraisee.

PART 4            TRAINING NEEDS AND DEVELOPMENT

In this part, the appraisee is given the opportunity to state specific performance gaps that if addressed will improve the appraisee’s output and competencies. The appraiser will discuss the appraisee’s performance gaps and then propose what he/she thinks, as a supervisor, are the training interventions required.

PART 5           COMMENTS BY THE COUNTERSIGNING OFFICER
