Nemis is here to stay- Education Ministry says

 The Ministry of Education has come out to defend the use of the National Education Management Information System (Nemis). This is after reports that the Ministry had abandoned the electronic learner capture system for a manual system.

But, the Ministry now says the Nemis has been so successful and is there to stay.  “The National Education Management Information System (NEMIS) is a success story that government will continue using in managing Education. Government is improving its capabilities to store and process, and retrieve information for use by ministry of Education,” reiterates the Ministry.

In what was construed to mean that the Ministry had abandoned Nemis, the Education CS Prof George Magoha (through a circular dated December 10, 2019) had noted that the actual number of all schools and learners in the country is not known.

“It has come to my attention that the State Department of Early Learning and Basic Education does not maintain accurate and reliable database on the number of physical schools and the actual number of pupils that can be relied on for effective decision making,” said CS Magoha.

According to the CS, lack of accurate information has hampered effective service delivery in the Education Sector. He has thus directed all County Directors of Education to urgently compile data on the actual number of pupils in grade two (2) to eight (8). Also to be collated is data on the physical number of schools; both secondary and primary schools. “This information should reach this office (the Education Headquarters at Jogoo House; Nairobi) by Monday December 23, 2019,” the CS directed.

Schools are always expected to update the data on all learners and employees on the Ministry’s portal; National Education Management Information System (NEMIS). But, some schools may be having incomplete data. Data captured on NEMIS is used for disbursement of government fee capitation among other functions.

The CS warned that schools with incorrect data will miss out on Fees Capitation and other government services. “This information is required for 2020 capitation and other critical decisions. It is reiterated that no institution shall receive capitation or any other Ministerial service without this data,” He added.

Early this year, a number of schools missed capitation due to inaccurate data on NEMIS. The Ministry had to surcharge institutions that had exaggerated their learners’ populations.

All learners in public secondary schools receive government capitation of Sh22,244 per year. Their counterparts in primary schools receive a total of Sh1,420; annually.The Government disburses the capitation money on a ratio of 50 per cent for first term, 30 per cent in the second and 20 per cent for third term.

All private and public schools to reopen after months of closure- CS Magoha

Education Cabinet Secretary George Magoha has finally announced the reopening of  all primary and secondary schools after months of speculation. Learners in Grade 4, Class 8 and Form Four will report on Monday, 12th October, 2020.

According to the released calendar, KCPE examinations will start on March 22, 2021 and end on March 24, 2021. KCSE exams are also set to start on March 25, 2021 and end on April 16, 2021.

This will end the long wait for schools’ reopening after closure in March due to the outbreak of the deadly covid19 pandemic in the country.

UNICEF in partnership with Airtel Kenya has distributed internet gadgets to schools

United Nations International Children’s Emergency Fund (UNICEF) in partnership with Airtel Kenya has distributed internet gadgets to Ngei Primary School in Langata, Nairobi in a bid to promote digital learning.

The programme which is set to run for the next five years was launched on Thursday and is set to equip 30 schools in Kenya with gadgets in order to access internet learning.

Speaking during the launch, Airtel Kenya Managing Director Ashish Malhotra assured students that they will have access to the internet adding that there are 29 more schools to be connected with the internet as the programme aims at providing internet to 30 schools in Kenya.

“We are targeting 30 schools across the country that were selected for internet connectivity and whose mapping was conducted by the Ministry of Education for us to connect them to the internet,” said Malhotra.

Emeka Oparah who is the Vice president for corporate communications and Corporate Social Responsibility (CSR) for Airtel Africa thanked Ngei Primary School for their warm reception ahead of the launch.

He asked students to explore the internet and interact with the world at large and learn what other students are doing across the world.

“This internet connectivity project aims to increase use of digital literacy tools and connect schools to the internet in order to provide quality digital learning for children, including those with disabilities,” added Oparah.

Charles Otine who is the Innovation Manager for Airtel expressed his gratitude for what Airtel and UNICEF is doing to make sure students have internet.

“I thank Airtel which has zero rated learning websites so that students have better access to learning content and also for providing teacher training so that they can use the connectivity to teach students well,” said Otine.

Otine thanked the Government of Kenya and the Ministry of Education for identifying schools and providing them with laptops and projectors.

The Ngei Primary School fraternity thanked UNICEF and Airtel for the internet gadgets which included Wireless Fidelity (WiFi) routers.

They said that the internet connection has made them part of the global village as learners will be able to take up opportunities that the internet offers.

They said that education is the enabler to other Sustainable Development Goals adding that the Covid 19 pandemic caught most schools unawares as schools including Ngei had not been digitized.

Revised the entry criteria into teacher training colleges (TTCs) in Kenya

The minimum requirement is now a mean grade of C (plain) in the Kenya Certificate of Secondary Education (KCSE) examination without additional subject requirements.

As a result, the Kenya Universities and Colleges Central Placement Service (Kuccps) has opened the portal for applications and hopes to admit 13,439 teacher trainees into Diploma in Primary Teacher Education (DPTE) and Diploma in Early Childhood Teacher Education (DECTE) programmes in 32 public colleges. According to the Kuccps portal, the cost of training for the first year of both the DPTE and the DECTE is Sh72,076.

The review of the entry grades is one of the key recommendations in the report of the Presidential Working Party on Education Reforms (PWPER) that is yet to be launched. However, piecemeal recommendations by the team have been implemented even without the formal launch of the report by President William Ruto, as expected.

The new admissions have done away with the subject cluster requirements previously used to admit students to the DPTE and DECTE programmes. Students were required to have a C (plain) grade in all the cluster subjects and also the same in English, Kiswahili, mathematics, a humanity and science subject, a combination that proved hard to strike.

Since the admission criteria was first used in 2021 as the Ministry of Education phased out the Certificate in Primary Teacher Training (CPTE), popularly known as P1, TTCs have failed to attract enough trainees. This raised concerns among stakeholders that the country may in the future lack enough teachers. There are currently, 3,922 students enrolled in TTCs against a capacity of 26,650.

The higher requirements were introduced following recommendations by the Teachers Service Commission, which is mandated by law to advise the government on minimum teacher training requirements.

Education Cabinet Secretary Ezekiel Machogu launched the application for placement over the weekend when he officiated at a career mentorship day at Kangaru School, Embu County. He announced that there are 11,358 admission slots in the DPTE programme and 2,081 in the DECTE course.

Kuccps chief executive officer Agnes Mercy Wahome, who spoke at the same forum, said the portal will remain open until July 28, 2023.

“This opportunity is for qualified KCSE certificate holders including non-Kenyan citizens who sat the examinations in 2022 or earlier until the year 2000,” said Dr Wahome.

Schools receive relief food

Starving school going children in Laikipia County have benefitted from the first delivery of relief food from the government.

Speaking during the flagging off of the relief food in Nanyuki, Laikipia Governor Joshua Irungu said the food would be distributed to most drought hit schools in the area.

“We have targeted schools which will receive the relief food and the quantity. We have done that in partnership with The Primary Schools Heads Association (KEPSHA) and The Secondary Schools Heads Associations. I want to tell parents that not all schools will get food but only the most affected, however, the rest will receive as we move forward,” said the governor, adding that due to the drought situation school enrolment had dropped.

Some of the items flagged off were 2000 bags of rice each weighing 25 kilograms, 833 cans of oil-10 litres can and 185 bags of beans weighing 90 kilograms. Earlier, the governor had noted he would set aside Sh20 million to address the drought situation in the county.

He noted, all development matters had been halted to address the alarming drought issues in the county. “We are still soliciting for resources and to feed our people especially now that we are experiencing drought. We will not allow our people to die of hunger,” said Irungu.

Laikipia East Deputy Commissioner Patrick Muli said that schools had seen pupils faint due to hunger which the government is committed to averting the situation and at the same urged the targeted beneficiaries to use the food responsibly and not divert elsewhere.

Laikipia County Director in charge of Education Charles Nyakundi noted the school feeding programme will be implemented well and no student will be sent home. Some schools in Nanyuki and Solio benefitted.

According to the National Drought Management Authority (NDMA), about 183,000 people in Laikipia are facing famine.

Laikipia, was marked to have slid to the alarm drought stage with two counties of Tharaka Nithi and Tana River raising the number of counties at alarm to 10. Other counties at the alarm stage are Isiolo, Mandera, Garissa, Turkana, Wajir, Samburu, and Marsabit.

The Kenya National Union of Teachers, KNUT, has presented the 2021-2025 Collective Bargaining Agreement (CBA) proposals to TSC. This comes days after TSC presented the 2021-2026 teachers’ salary increase proposals to the Salaries and Remuneration Commission, SRC.

KNUT has responded angrily, to the Commission’s move, and wants due process to be followed in coming up with the new CBA for teachers.

KNUT PROPOSALS ON THE 2021-2025 CBA FOR TEACHERS

INTRODUCTION

The current Collective Bargaining Agreement (CBA) between Kenya National Union of Teachers (KNUT) and Teachers Service Commission (TSC) is due to lapse on June 30th, 2021. It was against this backdrop that KNUT on October 29th, 2019 forwarded comprehensive CBA proposals to TSC, also with a request for a meeting.

DUE PROCESS

Collective Bargaining is a key means through which employers and their organizations and trade unions can establish fair wages and working conditions. It also provides the basis for sound labour relations.

Collective Bargaining is a fundamental right. It is rooted in the International Labour Organization (ILO) constitution – and reaffirmed as such in the 1998 ILO Declaration on Fundamental Principles and Rights at Work.

Article 41(5) of the Constitution of Kenya states that: “Every trade union, employers’ organization and employer has the right to engage in Collective Bargaining Agreement; while Section 13.5 of TSC Act (2012) states that the Commission will constitute a Consultative Committee on the Terms and Conditions of Service to negotiate a CBA.

The law further obligates TSC to appoint a 10-member committee that includes five members each from unions and government for negotiation of a CBA. The committee is led by an independent chairperson and a secretary.

According to established norms…the very norms that were applied during the negotiation and processing of the current CBA (2017/2021); the first meeting of the committee is to set the rules for engagement that comply with the laws of the country, and ILO statutes; followed by presentation of proposals by unions an exercise closely followed by analysis and justifications.

There is a counter-proposal from the employer,thereafter, the details of the justifications and the counteroffer are transmitted to the Salaries and Remuneration Commission (SRC) for advice before the Union and TSC sign the Agreement.

The Commission suspended the 2017-2021 CBA in July 2019, and since then, TSC has been running two parallel payrolls in the Public Teaching Service – one for KNUT members and the other for non-KNUT members which is contrary to the law and established norms.

This indeed has complicated labour relations as in the process of effecting two payrolls KNUT members have been discriminated against – denied salary increments, and even promotions in deserving cases. We have been patient for too long, we cannot stomach this attitude any longer.

VIOLATION OF THE LAW

For unexplained reason(s), TSC has sidestepped KNUT in an attempt to actualize the drafting of 2021/2023 CBA – this is in total violation of ILO Convention-Rule 143; Article 41(5) of the Kenya Constitution; Section 13.5 of the TSC Act; Section 191 of the Code of Regulations for Teachers; ILO Convention No. 154 and The Labour Relations Act (2007) which calls for Collective Bargaining to realize a Collective Agreement.

It is important to note that Section 191 of the Code of Regulations for Teachers states: “Every teacher has a right to fair labour practices as enshrined in the Constitution.”

Therefore, the sudden action taken by TSC to circumvent the due process of negotiating and drafting a new CBA by sneaking proposals to SRC is ultra vires, and a deliberate attempt by the Commission to provoke teachers.

EFFECTS OF COVID-19 PANDEMIC

The annual inflation rate in Kenya fell to 4.2% in June from 4.3% in the previous month. It was the softest inflation rate since September of last year (2019).

However, the inflation continues to rise now standing at over 6%, a clear indication that all is not well particularly to those in low income brackets.

Central Bank of Kenya in March assured that the Covid-19 pandemic is unlikely to affect the country’s inflation, however with the looks of things, the scourge is already causing damage to the pockets of low income earners, including teachers in the Public Service. The effects of the pandemic combined with other economic factors, is likely to worsen the sad story of inflation in Kenya – the reason why the pay hike for teachers must be negotiated.

IN CONCLUSION

(i) It is our PRAYER that TSC strictly follows the due process in initiating Collective Bargaining, and thereafter respects and honour the Collective Agreement.

(ii) Following the harrowing experience KNUT has gone through during the implementation period of the current Collective Bargaining Agreement 2017/2021 (CBA) whose life expires on June 30th, 2021; the Union appeals to TSC to respect and honour Labour laws and regulations that govern CBAs.

(iii) KNUT wishes to remind the Commission that the primary objective of the CBA is to ensure that both Parties (KNUT/TSC) work harmoniously in negotiating the terms and conditions of service for teachers for the purpose of improving teaching standards and performance in the Teaching Service.

(iv) In the same vein, the Union would wish to jog TSC’s memory that CBAs are intended to facilitate structured and constructive dialogue between Parties for the purpose of maintaining industrial peace in the Teaching Service.

(v) KNUT therefore asks TSC to follow the due process in jump-starting the 2021/2023 Collective Bargaining without further ado. The process should be consultative with full representation of the Union.

(vi) Besides adhering to the Constitution more especially (Article 2 (5), (6) and Article 41 (2), (4), (5); the enabling Acts and regulations while initiating Collective Bargaining process, the Commission is obligated to observe the Code of Regulations for Teachers as it is the guiding light in the entire matrix.

(vii) Union officials while discharging their mandate, should enjoy effective protection against any act prejudicial to them, including dismissal from employment, or teacher register based on their status or activities as workers’ representatives. (ILO Convention – Rule 143).

(viii) The Commission should avoid engaging in activities or programmes contrary to the Law, regulations and other established norms that could jeopardise Collective Bargaining that is intended to result into Collective Agreement.

(ix) More importantly, the Commission should at all times attempt to resolve all teacher grievances in an amicable manner with the view to achieving sustainable industrial peace in the Public Teaching Service.

(x) A comprehensive job evaluation for classroom teachers should be adequately undertaken to ensure proper compensation for this carder of teachers in the next CBA.

TSC clarifies on employment of Teachers on Permanent basis

The Teachers Service Commission (TSC) has come out strongly to defend claims by Junior Secondary School (JSS) teachers in their nationwide strike on Monday that corruption and political influence in the employment tabled is rife.

Tharaka Nithi County TSC Director, Mohamed Gabow, while addressing the JSS teachers at TSC offices in Chuka town, Tuesday, said the Commission had a well-structured and intact merit list for employment, maintaining that employments were strictly in line with the law.

“We can assure you that we have our merit list, which is clearly listed. Once there is a vacancy, we refer to the merit list and the next person in the list is picked as a replacement,” the County TSC boss said.

Gabow assured the teachers who had marched to his office to honor the nationwide JSS teachers’ strike that he had received their memorandum, and would forward it through the regional office, to TSC headquarters.

“This matter shall be followed up. We will forward your demands to the TSC Headquarters through the regional office. That is the channel that is stipulated by law and falls within laid down procedures,” he affirmed.

The JSS National Chairperson, Edwin Osoro, who had joined the protests in Tharaka Nithi, noted that the teachers were ready to negotiate and look for a return-to-work formula, which would see over 46,000 teachers employed on permanent terms and compensated for their time working as interns.

The teachers claimed that Members of Parliament and Ministry heads, had interfered with TSC’s mandate by dishing out employment letters at public functions.

“Employment letters are being given out in public functions. If the government has money to pay those being employed through the back door, then they must have money to confirm and compensate interns. Why then would TSC say there is no money to absorb interns?” Linda Nkatha, a JSS teacher from Muthambi Sub-county wondered.

The teachers noted that the Sh17, 000 salary award, was not sufficient following the high cost of living in the country, adding that they should be compensated for the period they worked as interns.

The JSS teachers who have been serving as intern teachers for two years stated that the strike would go on until they are confirmed into permanent and pensionable terms, with their leadership asking the teachers not to report to schools as interns, as it would be deemed an illegality by the courts, which ruled the programme unlawful.

In a court ruling on April 17, 2024, Justice Bryrum Ongaya of the Employment and Labour Relations Court, stated that TSC violated the intern teachers’ right to fair labour practice, saying they should be employed to meet the optimal staffing needs in public schools.

CBC Implementation: Final Findings and Recommendations by the Presidential Working Committee on Edyucation

Findings on Basic Education

The PWPER commenced its work when the implementation of CBC was completing the Primary School cycle (Grade 6). The stakeholders acknowledged the value of CBC in terms of skills acquisition, collaborative action among learners, new pedagogy, linking learning to the community, and parental involvement.

However, stakeholders raised concerns on the high number of learning areas in Primary and Junior Secondary school; overloads and overlaps of the curriculum; high cost of actualizing CBC passed to parents; challenges of internet and electricity connectivity that negatively affected digital literacy; and low literacy and numeracy levels for foundational learning.

In addition, the domiciling of Junior Secondary School was raised as an issue of concern across the counties with an overwhelming majority (93%) proposing its hosting at the current Primary School. Majority of stakeholders pointed that teachers were inadequately trained on CBC; infrastructure and learning resources were inadequate; parallel roles and structures by the TSC and MoE jeopardised quality assurance and efficiency; categorisation of public Secondary schools promoted exclusion; and that key tenets guiding CBC were not fully mainstreamed in all the dimensions of learning.

Further there was inadequate sensitization of parents on their roles; teacher training for CBC implementation was inadequate, the Community Service Learning, though great in concept, its implementation remain costly and time consuming.

The findings showed that EMIS did not capture data for all school-age children, those above 18, and students in Tertiary and vocational institutions. The governance of Pre-school introduced bottlenecks with both national and county governments playing a role without a clear working framework.

The Boards of management were bloated causing a financial strain to schools. The Indigenous and Foreign languages lacked teachers and textbooks in school denying learners opportunities to pursue them.

The career pathways at Senior School was not well understood especially how learners would be placed. In general, the stakeholders opined that CBC provided learners with relevant competencies and values for life. However the challenges of implementation threatened to wipe out the gains.

Findings on Tertiary Education

Education reform at the Tertiary level is driven by national development imperatives and the demand of the socio-economic enterprises and industry.

Technical and Vocational Education and Training (TVET) has the potential to spur rapid economic growth using modern technologies; and commits the youthful population into employment that yield innovations and enterprises.

To realise the full benefits of TVETs, certain interventions need to be put in place to address the following: Lack of a clear framework and structures to operationalise partnerships and linkages between institutions and industry; recognition of prior learning to promote lifelong learning; operationalisation of credit accumulation and transfer; lack of career progression and transfer guidelines for trainees; embracing apprenticeship as part of TVET learning; and low support and involvement of Special Needs Education in TVET.

The current governance and funding arrangement of Vocational Training Centres (VTCs) impede their growth and quality of output.

Kenya has experienced phenomenal growth in University education since Independence, currently having 78 Universities. However, there are critical issues bedeviling the performance of the Universities as evidenced by low Global University rankings; low enrolment of international students; and weak structures of governance and funding.

The composition of University Councils; appointment of Chancellors, Vice-Chancellors and top management; quality of research output and innovation; and operationalisation of an Open University are critical areas of concern, if the Kenyan Universities are to remain globally competitive, and industry-responsive.

The stakeholders proposed a review of the governance structure of the student councils and welfare issues of the non-teaching staff.

It was further observed that the existence of several bodies and government agencies with overlapping mandates contributes to multiplicity of standards and qualifications leading to wastage and inefficiencies.

There exists ambiguities, inconsistencies and constraints in various legislation that create loopholes for multiple allocation of funds to the same beneficiaries at the expense of others; poor employer-employee relations; non-operationalisation of policies and guidelines; conflicts due to weak governance structures; and compromise of quality of service delivery.

The education sector does not operate in a vacuum, but is influenced by many external factors. The PWPER scanned the horizon on a raft of cross-cutting issues, pertinent and contemporary, that have potential to impact on education. The issues of climate change; appreciation and integration of indigenous knowledge; internationalisation of University education; and proper utilisation of the widening digital space must inform education reform.

There is need to curb the rising cases of teenage pregnancies; early marriages; radicalisation and extremism; drug and substance abuse; and students’ unrest and bullying. Education reform need to promote mental health; appreciation and care of the environment; inculcation of values; and preparedness in emergencies and disasters.

Conclusion and Recommendations

On the basis of these findings, the PWPER concludes that effective implementation of Competency-Based Curriculum at all levels of education provides a strong foundation for transforming education, training and research for sustainable development in Kenya. The key recommendations include:

  1. Ministry of Education to adopt a Comprehensive School system (PP1 — Grade 9) comprising Pre-Primary, Primary school and Junior School managed as one The term “Secondary” be dropped from the current Junior Secondary and Senior Secondary School.
  2. Kenya should prioritise investing in foundational learning to avert future crisis in education. Basic literacy, numeracy and transferable skills such as social, emotional skills ensures essential blocks for acquiring higher order
  3. Kenya Institute of Curriculum Development (KICD) to reduce the number of learning areas from 9 to 7 at Lower Primary; 12 to 8 at Upper Primary; 14 to 9 at Junior School in order to address overload and overlaps. The learning areas at Pre-Primary to be 5 and at Senior School to be
  4. Ministry of Education to discontinue the current categorisation of public Secondary schools as National, Extra-county, County and Sub-county; and adopt a categorization based on career pathways for Senior
  5. Rename Education Management Information System (EMIS) to Kenya Education Management Information System (KEMIS); and the Ministry of Education in collaboration with the Ministry of Interior and National Administration to integrate registration of births and to capture students in tertiary and vocational institutions as well as school-age learners who are out of
  6. The Ministry of Education to establish Kenya School of Teacher and Education Management (KeSTEM) to coordinate In-service training; and Kenya Teacher Training College (KeTTC) to undertake administration of all Pre-service Teacher
  7. To resolve overlapping mandate in Quality Assurance and Standards function in Basic Education, transfer the Quality Assurance and Standards functions at TSC to the Ministry of Education. In addition strengthen the Directorate of Quality Assurance and Standards at the State Department of Basic Education.
  8. In order to attract, develop and retain effective teachers, there be a one-year mandatory retooling program for all graduates of pre-service training to be CBC- compliant; and a one-year mandatory internship program upon completion of pre-service training before being registered into the teaching
  9. Implement a minimum essential package to cushion schools with enrolment below the optimum level. The recommended amounts are Ksh. 70,200 for Pre- Primary; Ksh. 537,120 for Primary level; Ksh. 2,030,805 for Junior School; Ksh. 3,041,145 for Senior School; and Ksh. 1,890,000 for Special Needs Education.
  10. Implement revised capitation in view of the realities of CBC as follows: Ksh 1,170 for Pre-Primary; 2,238 for Primary level; Ksh. 15,043 for Junior School; Ksh. 22,527 for Senior School (Day); Ksh. 19,800 for SNE (Day) and Ksh. 38,280 for SNE (Boarding); and consider increasing the grant for ACE. The capitation and grants to be reviewed every three years.
  11. Coordinate the management of bursaries and scholarships under the Kenya Basic Education Bursaries and Scholarship Council as a successor to the Jomo Kenyatta
  12. The Ministry of Education to develop guidelines for accelerated education programs for marginalised groups, learners with special needs and adult and continuing education, to enhance equitable access and
  13. Institutionalise linkages of TVETs with industries and government projects; and develop pathways for continuity between TVET and Universities and vice
  14. Adopt a sustainable financing model for University education that combines grants/scholarship, loans and household contributions for differentiated categories of students as vulnerable, extremely needy, needy and less needy in order to address equitable access and inclusion in
  15. Enact the proposed Tertiary Education Placement and Funding Bill to amalgamate HELB, UFB and TVET Fund to enhance efficiency in higher education funding.
  16. National Government and County Governments to develop a financing framework for ring-fencing resources for
  17. The Government to operationalise the Open University in Kenya with the first cohort of students being admitted in September,
  18. To strengthen governance of the University sector, undertake amendments to the Universities Act to amongst others, exclude Public Service Commission (PSC) in the appointment process of Chancellors, provide for a selection panel in the appointment of Chancellors and Council members, and empower Councils to be responsible for appointment of Vice-Chancellors and other top management of
  19. Institutionalise environmental conservation and climate change action in all learning
  20. Introduce a mandatory three (3) months community service programme for graduates of Senior School before joining Tertiary institutions and a further nine (9) months of mandatory community service after completion of Tertiary education. TSC general recruitment of secondary school teachers 2022/2023 financial year (Final update)

GUIDELINES FOR RECRUITMENT OF TEACHERS (A), POST PRIMARY INSTITUTIONS – 2022/2023 FINANCIAL YEAR

1.0      GENERAL INFORMATION

 Following the advertisement for recruitment of teachers on permanent and pensionable terms, TSC Sub-County Selection Panels are required to conduct the selection exercise for the advertised vacancy (ies) in their Sub-Counties.

 

  1. ii) Applicants will be required to submit their applications to the Secretary, Teachers Service Commission online through teachersonline.go.ke for the institution where a vacancy has been declared. Applicants will be required to upload copies of professional and academic certificates together with any other relevant document as may be applicable.

 

  1. The Selection Panel is required to exercise the highest degree of transparency and accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct and Ethics (CoCE, 2015).

 

  1. The TSC Regional Directors are required to induct TSC County Directors within their areas of jurisdiction, who in turn are expected to induct members of the Selection Panels involved in the recruitment process on the relevant Sections of the Act and the Code of

 

Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.

 

  • The TSC County Director together with the TSC Sub-County Directors MUST ensure that the recruitment process is done in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID- 19 pandemic.

  • The TSC Sub-County Director shall invite shortlisted applicants for the verification of documents through a Short Messaging Service (SMS). The message shall include interview date, venue and time of the interview. The verification of documents shall be conducted at least seven (7) days from the date of invitation. The list of shortlisted applicants by subject combination shall immediately be submitted to the TSC County Director who shall verify the lists, compile and submit the lists to TSC Regional Director who shall in turn verify, compile and submit the lists to the HQs for publishing on the TSC

 

 

  1. Following the verification exercise, the TSC Sub-County Director shall compile a Merit List of all of applicants whose documents have been verified. The Merit Lists shall be used in the current recruitment of teachers and any subsequent recruitment process within the financial

 

  1. Upon invitation for interview, applicants shall be required to present originals and clear photocopies of the following documents: –
    1. National identification card;
    2. Certificate of Registration as a teacher;
    3. Diploma/Degree certificate and official transcripts;
    4. KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);
    5. KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);
    6. Primary and    Secondary   School   leaving   certificates   and              other relevant testimonials;

  • The TSC County Director shall compile Subject- Specific Merit List for the county. This data bank shall be used to replace teachers in the county within the financial year or as directed by the

 

  • The TSC County Director shall then submit the County Subject Specific Merit Lists to the Regional Director who in turn shall compile the Regional Subject Specific Merit Lists. This data bank shall be used to replace teacher interns in the Region within the financial year or as it may be directed by the Commission. This data bank of interviewed candidates shall be used to replace those exiting service within the Financial Year or as it may be directed by the

 

  • Where candidates  are  exhausted  from  the  subject  specific  county  data  bank, replacement shall be done using the regional data bank.            SELECTION CRITERIA

 

  1. The Secretary, Selection Panel shall provide the selection panel with a list of all shortlisted applicants as received from the TSC County

 

  1. The selection panel shall interview only those who meet the set The TSC Sub- County Director should note any inconsistency (ies), adhere to the guidelines and guide the applicants /selection panel and the Commission accordingly.

 

  • Applicants shall appear in person before the selection The selection panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b))

 

  1. An applicant with disabilities related to hearing and/or speech shall be allowed the company of a sign language interpreter.

 

5.0      QUALIFICATIONS

 

  • Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at ‘A’ Level. In addition, they must have either:

  • A Bachelor of Education Degree with two (2) teaching subjects or,

 

  • A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects or,

 

  • Bachelor of Science with Education/Bachelor of Arts with Education with two teaching subjects or,

 

  • Bachelor of Science in Agricultural Education and Extension with two teaching subjec

 

N.B: Applicants with the following qualifications are also eligible;

  1. Diploma in Education Holders with a Mean Grade of C+ (Plus) and C+ (Plus) in the two teaching subjects at KCSE and have undertaken a Bachelors of Education Degree.

 

  1. Those who obtained Mean Grade C (Plain) at KCSE and C (Plain) in the subjects of study at A-Level and obtained at least 1 Principle and 2 Subsidiaries for Sciences, 2 Principles and 1 Subsidiary for Arts prior to undertaking a Bachelor of Education

 

 

 

 

 

                Diploma Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with at least C+ (Plus) in the two teaching subjects.

N.B:    Hearing and visually impaired teachers who enrolled for training with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects are eligible.

 

  • Technical Teachers

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with at least C+ (Plus) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at ‘A’-Level in subjects studied. In addition, they must have either:

  1. Bachelor of Education Technology (BeD TECH); or,

 

  1. Bachelor of Science (BSc) in any relevant technical Subject (s) /Course; or

 

  • Higher Diploma in a technical course; or

 

  1. A Diploma in a technical

 

 

 

 

 

 

N.B:

Further, applicants under category (ii) above MUST possess a Diploma in Technical Teacher Education from Kenya Technical Trainers College (KTTC), previously known as Kenya Technical Teachers College.

 

 

  • Applicants whose training is in subjects that are currently not in the Secondary School Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and/or This category includes but is not limited to Bachelor of Science /Bachelor of Arts in:

 

–     Natural Resources– Horticulture–         Fisheries
–     Meteorology– Farm Machinery–         Anthropology
–     Forestry– Sociology–         Biotechnology
–     Animal Husbandry– Journalism–         Theology / Divinity

 

  • Applicants with Economics/Commerce/Accounting can apply for Business Studies
  • Diploma Teachers with English/other subjects qualify for employment as teachers of English/Literature on condition that they have adequate units in both Language and

 

  • All applicants  must  have  studied  the  two  teaching  subjects  at  KCSE  except  for Agriculture, Business Studies, Home Science, and Computer For those who did not study Business Studies and Computer Studies, one should have attained a minimum of C+ (Plus) in Mathematics at KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE.
  • Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subjec In addition, the teachers must have studied Special Methods in their two teaching subjects of choice together with a minimum of three (3) months teaching practice.
  • Enhancement certificate(s) and transcripts shall only apply where an applicant had not covered the minimum number of units during the degree/ diploma

 

  • Applicants who chose to study a third subject must ensure that they have studied all the units in the chosen subject as offered by the selected institution for four years of study together with special methods and teaching practice. In addition, there should be evidence that the applicants have covered the approved credit hours for the

 

  • Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to
  • Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special Needs Education g. Biology/KSL and Geography/Braille.

 

                VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

 

The TSC County Directors should: –

  1. Ensure that the recruitment documents have all the attachments required as provided for in the approved checklist/s;
  2. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employed as a teacher as per the provisions of the recruitment guidelines;
  • Ensure that all documents are duly signed as required; including the score sheets, Minutes of the Selection Panels, confirming that the candidate qualifies/merits to be engaged as a teacher intern;
  1. Compile complaints received and submit appropriate action taken or recommendations to the

 

7.0      DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters:

  1. Duly signed file copy of the Offer of Employment letter together with:

 

  1. Certified copies of:
    • National Identification Card;
    • Certificate of Registration as a teacher;
    • Academic certificates;
    • Professional certificates and all official transcripts;
    • Letter of Certification of results by KNEC (where applicable);
    • NCPWD Card (where applicable);
    • An Affidavit sworn under the Oaths and Statutory Declarations Act,

15 of the Laws of Kenya to explain the variance in names (where applicable);

  • Bank plate/Card (front face);
  • KRA PIN Certificate;
  • NHIF
  1. Two (2) passport size colour photographs in respect of successful applicant(s);
  2. Original Medical Examination report in form GP 69.

 

  1. A list of all interviewed applicants in order of merit for the advertised vacancies in (Appendix (III a);

 

  • A copy of the system generated list of all applicants clearly showing those who failed to attend the interview; (Appendix III b);

 

  1. List of applicants with disabilities; (Appendix VI);

 

  1. Duly signed Minutes of the Selection Panel and the Sub-County Selection Panel;

 

  1. Completed selection score guide duly signed;

 

  • Duly completed pay point particulars

 

8.0      COMPLAINTS

  1. Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through email address: [email protected] not later than seven (7) days after the selection process;

 

  1. The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and promptly inform the Headquarters on the action taken;

 

  • Where an applicant is dissatisfied with the decision of the TSC County Director in (ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC

 

The Appeals Committee shall investigate the allegations and take appropriate action within fourteen (14) days.

 

9.0     IMPORTANT NOTES

 

  1. Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County

 

ii)             Notwithstanding the decentralization of the function of teacher recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

 

  • The TSC Regional Directors shall:

Ensure guidelines are adhered to within their regions;

  1. Coordinate the teacher recruitment process within their respective regions;
  2. Sensitize County Directors and oversee the sensitization of other officers including members of the Selection Panels involved in the process;
  3. Ratify the Merit Lists for use during recruitment;
  4. Shall undertake measures to resolve complaints arising from the process within their
