Release of KCSE results may delay as Examiners down tools citing low pay; Details

The marking exercise for this year’s Kenya Certificate of Secondary Education, KCSE, has been thrown into jeopardy after examiners for one of the papers downed tools. The examiners for Businness Studies Paper 2 is yet to kick off at Machakos girls after examiners downed their tools citing poor pay. They have hardly touched any paper despite the fact they reported to the Centre over the weekend.

“We want atleast Sh68 per papers,” the examiners said amid chants of ‘Comrades Power’ on Monday evening. The examiners were allegedly told to clear from the marking centre by 6.00am; Tuesday. But, they vowed to stay put until their fares are reimbursed. “Tomorrow, we will be here; taking tea. And then they will refund us our transport. Before they refund us our transport, nothing will take place,” the charged examiners were heard chanting.

Attempts by the Kenya National Examinations Council boss Dr. Mercy Karogo to calm the situation were met by spirited resistance from the examiners. The angry examiners booed her off the stage when she tried to address them on Monday.

The KNEC boss was reportedly holed up in tensed meeting on Monday evening with senior examiners and her junior Secretariat staff (at the marking centre) in a bid to avert the crisis. This standoff is threatening to delay the release of this year’s KCSE results.

No truce had been reached between the examiners and the exams council; by close of business on Monday.

Meanwhile, the Council is engaging over 26,000 examiners to mark this year’s Kenya Certificate of Secondary Education (KCSE) scripts. According to the Council the examiners include newly trained ones and the experienced lot. This number of examiners will be expected to mark the scripts and complete in good time; ahead of results release before Christmas.

TSC to transfer several principals, heads and their deputies this month; Latest Delocalization news

The Teachers Service Commission, TSC, is set for a major delocalization exercise for school heads this month. This has been revealed by the Commission boss Dr Nancy Macharia.

Those to be moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period.

According to the TSC boss, Dr Nancy Macharia, teachers with medical conditions will be spared from the ongoing delocalization exercise. Also to be spared are teachers aged above 56 years and those set to retire.

In what was seen as a major shake up, the commission in June this year directed County Directors to compile data for school administrators in readiness for the transfers. Via a memo dated 27th June, 2019 the TSC Deputy Director in charge of staffing Dr. Dorothy Owuor had instructed the County Directors to collate data for institutional administrators within their areas of jurisdiction.

Sources privy to the delocalization exercise indicate that the Commission is finalizing the transfer letters for the affected teachers; which they will receive soon.

Reasons for Delocalization

The Commission says the transfers and deployments are being undertaken for various reasons including:

  • Following the retirement of headteachers and principals who attained the mandatory retirement, some headship positions fall vacant. As a result, deputy heads who are qualified and have exemplary performance record have been promoted to headship positions and transferred accordingly. Inevitably, some of the serving heads have also been transferred to take the positions that fell vacant. This is necessary in order to match performance and experience to the enrollment and level of the institutions.
  • Changes have also been necessitated by the need to strengthen management of some of the learning institutions following recommendations from standards and assessment reports.
  • In line with the Policy on Appointment of Institutional Administrators some principals and headteachers who have served for a long period in the same institution have been transferred. It is intended that the transfer will provide them with a new working environment and also tap into their vast experience.
  • In the course of the year, some Heads of Institution apply to be transferred to new stations. Such applications are normally considered at the end of the year to avoid unnecessary disruption in curriculum delivery, and after necessary replacements have been made. In making the transfers, the Commission has always considered important factors such as number of years pending retirement as well as exceptional circumstances such as health, where appropriate documentation is available.

Also read:

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

Sources familiar with the transfers indicate that the Commission now prefers moving the administrators in December as opposed to April and August to minimize disruptions and for smooth transition. The Kenya National Union of Teachers, KNUT, has been opposed to the massive delocalization exercise and said it should be executed with a human face.

KNEC finally increases scripts’ rates for all KCSE examiners; Details

The Kenya National Examinations Council, KNEC, has bowed to pressure from examiners and decided to increase the payment rates per script for all KCSE markers.

This is after examiners marking this year’s Kenya Certificate of Secondary Education (KCSE) Business Paper 2 scripts downed tools on Monday; demanding an increase in perks.

This move threatened to paralyze the whole marking exercise as the council feared the same could escalate to other centres. The angry examiners stood their ground prompting the council to increase the rate per paper from 46 to 52. The examiners were demanding a minimum of Sh68 per script, though.

KNEC has today communicated to examiners for other subjects on the new rates. “Please note that the Council has reviewed script rate..,” reads the communique sent via SMS to to all examiners.

In the new rates, Biology paper three examiners will now be paid Sh50 per script marked while their computer paper one counterparts will pocket Sh54 per script.

The Kenya Union of Post Primary Education Teachers, KUPPET, had on Tuesday given an ultimatum of one week for KNEC to pay all examiners a flat rate of Sh100 per script; for all subjects or face industrial action.

“We demand that the pay be increased to Sh100 per script,” Said KUPPET Secretary General, Akello Misori, while adding that the teachers were receiving low perks despite carrying out an important National exercise.

POOR CONDITIONS.

Pictures leaked online by examiners showed that they were forced to sleep on floors while others shared beds in what has been caused by congestion at the marking centres.

Misori gave the Education Ministry seven days to improve the conditions or the teachers would withdraw their services. “Machakos and Starehe Girls have grossly insufficient facilities for hosting the high number of examiners,” noted the KUPPET SG. He said such poor living conditions exposed teachers to communicable diseases and other health hazards.

The SG warned KNEC not to victimize any examiner involved in agitating for better pay.

Leaked photos of 2019 KCSE examiners who were forced to sleep on the floor due to congestion at one of the marking centres.

The Marking exercise for this year’s KCSE exams kicked off last week across about 18 centres in and around schools in Nairobi. The exercise is expected to be complete in coming few days so as the candidates can receive their results before Christmas.

The process of successfully and safely buying land, plots, in Kenya; how to avoid conmen and free land sale agreement form

Land, in Kenya, is a treasured asset. Buying land exposes you to a myriad of challenges that include: double land purchases, con men and even purchasing land classified as riparian. Many land buyers have suffered huge losses incurred from dubious land deals.

If you are buying land from an individual or a group, please follow the following steps:

  1.  Ask to see the title deed or copy of title deed. Then do a search at the ministry of lands to confirm who the real owners are or if the title has any Caveat on it. The search will cost you Sh520.
  2. Do a search with the local authorities to check for any unpaid land rates. If any, agree with the seller on who will settle the debt. Please note that land can’t be transferred if there are unpaid land rates.
  3. Go to the ministry of lands and buy two maps, one showing the exact measurements of the piece of land you are buying (called mutation) and the other showing the neighbouring lands. Each costs Sh350.
  4. With your 2 maps and a surveyor (you can even do it yourself) , visit the land you are buying and verify the details on the map. Check out all the beacons.
  5. Sit down with the land seller and bargain the price. Write down an agreement. The agreement can be done before a lawyer or you may decide to do it yourself. It’s not a must to be written by a lawyer. According to the Law Society of Kenya,  LSK, if the value of the land is below Kshs. 1 million, you pay the lawyer Kshs. 3,000. If above Kshs. 1m, you will have to part with Kshs. 8,000 for the agreement. The spouse, to the seller, MUST BE present during the negotiations.
  6. Pay some portion of the agreed amount or as per your agreement. Don’t pay everything, at this stage!
  7. Book a meeting with the Lands Control Board(LCB). They meet once a month. It will cost you Sh1,000. But there is a special LCB meeting which you can book at Sh5,000. LCB will issue consent for the land to be sold.
  8. Pay the remaining balance after getting consent from LCB.
  9. With the consent from LCB, a recent search(not more than 6 months), clearance form from County land rates, your 2 maps, the agreement, Kenya Revenue Authority (KRA) PIN, 2 Passport  size photographs and copy of the title deed, go to the ministry of lands to change ownership. Where you will part with Sh5,000.
  10. At this stage, you no longer need the seller. Now go and pay stamp duty ie according to the value of the land. 4% of sale value in municipalities 2%
A piece of Land put up for sale in Kenya
N/B:
  • The search at the lands registry and the physical assessment of the property precedes any payment of anything. Do not buy property you have not seen. If buying from a company or other business association ensure that entity exists at the respective registry. You also need to check if the land is freehold or leasehold.
  • For leasehold, the owner of the land needs to be paying rent to the government unless the rent is peppercorn (basically peanuts). You will need to confirm the rent owed and pay to get a land rent clearance. The national Land Commission’s, NLC, consent is required where the land is leasehold.
