Payment rates for the Knec contracted professionals in 2023

The Kenya National Examinations Council, KNEC, has released the payment rates for contracted professionals who were in charge of the 2023 KCSE, KCPE examinations.

The contracted professionals who include Centre Managers (Principals and Head Teachers), Supervisors, Invigilators and Security Personnel were expected to update their details online and download their invitation letters at http://cp2.knec.ac.ke/Professionals

According to Payment details released by the Council, Primary school head who will act as Centre Managers for the Kenya Certificate of Primary Education, KCPE, exams will pocket a daily subsistence allowance of Sh500; for a total of 4 days (including rehearsal day). The exams were done between November and December 2023.

On their part, Secondary schools Principals are expected to also earn a daily allowance of Sh500 for 18 days. The highest paid Supervisor will walk away with a sum total of Sh12,510 while the highest paid invigilator will pocket Sh9860.

The Council has again failed to factor payment for Deputy Head Teachers and Principals despite the fact that they will be present during the examination period as assistant Centre Managers.

Also walking home empty handed are teachers handling science subjects who will be required to prepare and administer practicals during the KCSE examinations.

A total of 286,000 professionals were contracted by the Council to administer the 2022 Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) exams.

To get the list of contracted professionals, assigned to your school, use the procedure below;

  • Log onto the KNEC contracted portal by using the official address; https://cp2.knec.ac.ke
  • Enter the User Name (Starting with KCSECentre code) and password (Specific to each centre and held by the centre manager).
  • Next, input the approximate distance between the centre/ school and exam distribution centre.
  • Then log onto the centre’s account.

How Knec 2023 Contracted Professionals can Download their Invitation Letters

To download the knec Professionals’ contracted letters, use the procedure below:

  1. Log onto the knec contracted professionals portal by using the link; http://cp2.knec.ac.ke/Professionals.
  2. Click on the ‘Dash Board’ tab and check under deployments. See the Centre where you have been assigned to execute your duties.
  3. The table below will be displayed;

Marie Stopes clinic ordered not to advertise, procure abortions

The Medical Practitioners and Dentist Board has, today 16th November 2018, ordered Marie Stopes clinic to immediately stop offering any form of abortion services in all its facilities in Kenya. This is contained in a communique by the Medical Practitioners and Dentist Board after a public outcry against Marie Stopes Clinics.

In its directives, the board orders that;

  • Marie Stopes Kenya to immediately cease and desist offering any form of abortion services in all its facilities within the Republic of Kenya,
  • Marie Stopes Kenya to submit weekly returns to the Medical Practitioners and Dentist Board over the next sixty days for all services rendered within all its facilities,
  • The clinic to review its existing guidelines for reproductive health services which should be in conformity with the law. The draft guidelines shall be submitted to the Medical Practitioners and Dentist Board within the next sixty days for its approval,
  • Marie Stopes Kenya has admonished for contravening the Medical Practitioners and Dentist Board rules on advertisements,
  • The Clinic is directed to pull down the misleading information on its current website and any other information channels with immediate effect,
  • Marie Stopes Kenya to separate the Health service delivery function from the advocacy programme forthwith,
  • Marie Stopes Kenya to provide the chairman the Medical Practitioners and Dentist Board with evidence of compliance with orders issued among other directives.

According to the Kenya Films Classification Board, KFCB, Chairman (Dr. Ezekiel Mutua), ‘the  advert was not submitted to the Board for examination and classification and therefore in breach of the law.’

“The adverts contravenes Section 3 of the Programming Code for Free-to-Air Radio and Television Services in Kenya and Regulation 34 of the Kenya Information and Communication Act. Despite the ban by the Board on the abortion adverts, continued to run them with impunity on several media outlets.” says Dr. Mutua.

Dr. Mutua hails the move by the, Kenya Medical Practitioners and Dentist Board, KMPDU, to stop  saying it ‘is a major gain in the campaign for morality that has been spearheaded by KFCB. All broadcast content has to conform to existing laws.’

The Kenya National Examinations Council, knec, is inviting the existing and qualified newly trained Examiners for the 2019 marking exercise online. The site shall be accessible from 22nd October, 2019 by all Kenya Certificate of Primary Education, KCPE, and
Kenya Certificate of Secondary Education, KCSE, KCSE Examiners.

What is expected of the Examiners;

Examiners concerned shall be required to do the following:
1). Access KNEC Contracted Professionals Website using the link: https://examinersapp.knec.ac.ke.
2). Those with cp2 accounts, login into the Examiners portal using their username and password.
3). Those without cp2 accounts, click on reset password button to enter their mobile numbers in the format (2547********) and submit to get their username and password for logging into the system.
4).  Upon successful login, complete their personal information and save. Using the dashboard provided, access, download, print and read the invitation letters and the Marking Instructions. Further instructions on acceptance and rejection of marking offer are given in the invitation letter.

The P9 form is an end of year tax returns form that is posted on the teacher’s online portal. This form is used when filing the respective year’s tax returns. To access the form visit the TSC payslips online portal at; https://payslip.tsc.go.ke/login.php and click on P9.

The Kenya Revenue Authority, KRA, expects the teachers’ employer (TSC) to make monthly Pay As you Earn (PAYE) deductions and to remit them to the tax man on monthly basis.

The P9 form contains the teacher’s basic details; KRA tax PIN, Tax year, tax payer’s name, Employer (TSC) Tax PIN, TSC number, ID Number, KRA PIN and the teacher’s station code. other details on the P9 form are: The monthly tax dates (for the whole year), Taxable pay (Total gross salary earned by the teacher monthly), Pension earned (for retired teachers), Amount of PAYE deducted monthly (Pay Auto) and Monthly Relief (MPR).

To file your Tax returns, print the P9 form and use the values on it to declare your returns.

Topmax College Under Investigation Over Unauthorized TVET Courses.

Topmax College, located in Embakasi, Nairobi, is currently being investigated following allegations that it has been providing Unauthorized Technical and Vocational Education and Training (TVET) courses. The programs, encompassing vital areas like mortuary science, theatre technology, and ICT, have not been approved by the appropriate accrediting authority.

Both students and their parents are now voicing concerns regarding the potential consequences of these findings. They are apprehensive about the investments in time and money, with growing anxiety that their academic achievements could be rendered invalid.

Even with their commitment to attending classes, paying fees, and striving for professional qualifications, recent developments have left many feeling uncertain about their educational prospects.

Citizen TV conducted interviews with first-year students Nelly Mutiwa and Rose Wambua at Topmax College in Pipeline, who appeared clearly upset after their visit to the Technical and Vocational Education and Training Authority (TVETA). The students discovered that only 12 courses at the college had received official approval for teaching.

Nelly shared their experience of going to verify the institution’s licensing, only to find out that the college was permitted to offer a limited selection of programs. Rose added that upon questioning the director, they were informed that the courses in dispute were unauthorized and that an investigation would commence following the students’ formal complaint submission.

Another student, speaking anonymously, indicated that there had been concerns even among past students, some of whom had their certificates classified as invalid when they applied for jobs. This student mentioned that when they sought a meeting to discuss these issues, they were instead offered refreshments rather than answers, and their ongoing attempts to communicate with the administration had been overlooked.

TVETA Report Highlights Irregularities

Per a report from TVETA acquired by Citizen TV, Topmax Training College—owned by Jephiter Omeke Obiri—operates two TVET-registered locations: one in Pipeline and another at Bee Centre in Umoja, Nairobi.

The Pipeline campus has the authority to provide Automotive Engineering, Building Technology, Certified Public Accountants, Accountancy at craft and diploma levels, Plumbing, Science Laboratory Technology, Business Management, Fashion Design and Clothing Technology, Food and Beverage Production, Sales and Service Management, Electrical and Electronics Technology (power), and Child Care and Protection.

At the Bee Centre, only Criminal Justice Management and Journalism and Media Studies hold licenses.

In spite of these restrictions, hundreds of students are reported to have enrolled in unaccredited programs, raising significant doubts regarding the quality and acceptance of their credentials. A concerned parent stated they had grown suspicious after their child reported an incident at the school involving students questioning the validity of their certifications, prompting them to dig deeper.

Topmax College’s 24-page brochure advertises 37 certificate and diploma programs within its School of Business, many purportedly evaluated by KNEC. Other organizations mentioned include JP-UK (an international examiner), ICM, ABMA, and KASNEB. The School of ICT, which does not have TVETA accreditation, offers 12 programs under similar examining bodies.

Additionally, 15 courses are available under the School of Engineering.

Alarming Student and Parent Experiences
One student who has been enrolled for two years expressed their dissatisfaction, disclosing that they had never received any transcripts even after attending exams each semester. They also asserted that instructors were often unqualified, with professional tutors frequently departing mid-term, leaving students to be instructed by interns or those in teaching practice.

A parent also mentioned they attempted to verify an instructor’s name on TVETA’s trainer portal but found no corresponding entry, which raised additional concerns regarding the college’s staffing standards.

TVETA Director General Dr. Kipkirui Langat confirmed that Topmax is currently under investigation following numerous complaints from students and members of the public. He acknowledged that several courses being examined—such as nutrition, nursing, and mortuary science—had not been licensed.

However, college director Jephiter Omeke Obiri defended the institution, asserting that they had already applied for accreditation and were simply awaiting official approval. He clarified that the college offers four types of programs: fully accredited, those with interim accreditation, those inspected but pending licenses, and others going through the accreditation process.

This assertion, however, seems to conflict with TVETA’s regulations. Dr. Langat clarified that training institutions must publicly display both their registration certificate and license. He cautioned that some colleges continue to offer unlicensed courses, which violates TVETA protocols.

License Misuse Allegations

Further allegations indicate that Topmax is running two institutions in Nakuru with a single license. Although the director insists that the Nakuru campus solely provides education-related programs and is categorized under the Department of Basic Education, the institution’s advertisement suggests otherwise.

The promotional material outlines three campuses—two in Nairobi and one in Bahati. It indicates that while the Nairobi branches are under TVET, the Bahati campus operates under the Ministry of Education to provide educational programs.

Dr. Langat highlighted that licenses are granted based on facility evaluations, and they cannot be transferred to uninspected locations. He explained that should a new site be intended, a new application must be submitted for approval.

Some students have already initiated legal actions, reporting the issue to Kware Police Station. They accuse the college of collecting fees under false pretenses and are seeking a refund of their money.

Peace Clubs In Schools established

The National Cohesion and Integration Commission (NCIC) has established peace clubs in over 600 schools across the country to entrench peace education and national cohesion.

Through the clubs, NCIC targets to promote peace, appreciation of diversity and dispute resolution amongst students.

NCIC Commissioner Engineer Phillip Okundi said the move aims at reducing conflict among students through peaceful dispute resolution mechanisms, mediation and entrenchment of peace education activities in schools.

Okundi said the club which has representation across the 47 counties currently has a membership of 29, 000 students.

Through the clubs, he added, the commission has managed to promote peace through various engagements among them sports tournaments, clean-up exercises, dialogue forums and community service.

“During such activities, the youth are able to appreciate and respect diversity by interacting with persons from different backgrounds where values that transcend time are passed on to them,” he said.

Speaking during the third national youth workshop on culture, heritage and cohesion at Tom Mboya Labour College in Kisumu, Okundi called for partnership with other state departments and actors to strengthen the clubs in order to realize the fruits of reducing conflict among students.

The workshop sponsored by the Kenya National Commission for UNESCO (KNATCOM) brought youth from all the 47 counties together to appreciate cultural diversity in the country to help achieve peace and sustainable development.

KNATCOM Cultural Programs Director Julius Mwahunga said the diverse culture in the country was an asset that must be tapped to build one unified nation.

Technical and Vocational Education Training, TVET, institutions offer various certificate, diploma and craftsmanship training to students in Kenya. The beauty with TVET training institutions is that they offer flexible entry and fee requirements to students wishing to study in these institutes. TVETs are registered, accredited and regulated by the Technical and Vocational Education and Training Authority (TVETA); which is a public corporate agency established under the Technical and Vocational Education and Training (TVET) Act No. 29 of 2013 to regulate and coordinate training in the country through licensing, registration and accreditation of programs, institutions and trainers. Section 7 of the Act, 2013 gives the powers and functions of the Authority to regulate and coordinate training; inspect, license and register and accredit training institutions; accredit and inspect programmes and courses; promote access and relevance of training programmes; determine the national technical and vocational training objectives; assure quality and relevance in programmes of training among other functions.

How to get placement

To get a place at a TVET institution, one has to apply via the Kenya Universities and Colleges Central Placement Service (KUCCPS). The available programmes, institutions, minimum entry requirements and the application procedure are always available on the KUCCPS Student’s Portal accessible through the Placement Service website www.kuccps.ac.ke. KUCCPS sets an application window within which the prospective students can submit their applications. The Entry requirement for all Diploma Courses is a C- and above; D (plain) and above for Certificate while other course categories are open.

Funding

The good news for students joining TVETs is that they can now apply for funding from the Higher Education Loans Board, HELB. They can now get Loans and Bursaries from HELB for their fees payment and upkeep.

HOW TO APPLY FOR TVET BURSARIES FROM HELB

Students pursuing Diploma and Certificate courses in Public universities, university colleges, public national polytechnics and Institutes of Technology and Technical Training institutes country-wide are eligible for this loan and bursary from HELB. Orphans, single parent students and others who come from poor backgrounds will be given priority for the loans and or bursaries.

Required Documents

  1. Applicants should access and fill the relevant TVET Loan & Bursary Application Form (TLAF) at the HELB website.
  2. Print TWO copies of the duly filled Loan Application Form.
  3. Have the TVET Loan Application Form signed and stamped by the Dean of Students/Financial Aid Officers.
  4. Retain one copy of the duly filled TLAF (Mandatory).
  5. Drop the TLAF personally at the HELB students Service Centre on the Mezannine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you.

TVET Institution Application

The TVET Authority accredits institutions and approves managers of institutions and new programmes.

Application Process

  1. Undertake a business name search from the Registrar of companies via Ecitizen
  2. Obtain a “letter of no objection” on suitability of the name from TVETA

In order to obtain the letter of no objection, present;

  • Reserved business name search
  • Invoice for the name search
  • Copy of KRA Pin for the Director(s)
  • Copy of ID for the Director(s)
  • Dully filled and signed BN2 form (Click here to Download)

3. Register the Business name with the office of the Registrar of Companies
4. Download the TVETA application Forms for accreditation of institution, manager, Trainer, approval of programs, foreign institution and checklist here.
5. Submit complete application documents to TVETA offices located at Utalii House 8th Floor.
6. An accreditation officer will check the documents and compute the amount to be paid. (TVETA Gazetted Fees)
7. You will then be required to pay the amount through MPESA or TVETA bank account below.

Inspection and Assessment
1.The institution will be scheduled for inspection and a Team of assessors will visit and inspect the institution for compliance with set standards. Download the assessment tool here
2.The assessors will prepare an inspection report which will be presented to TVETA Board

 

Registration and Licensing
1. Resolution of the Board based on evaluation of the inspection report shall be;
i. Approve Registration and Licensing of the institution
ii. Reject the application
iii. Request the Institution to improve within a period of six months
2. The applicant is notified on results of the TVETA Board resolution within 3 months from the date of submission of a fully compliant application documents
3. TVETA will issue training License to qualified institutions and maintain a register of the institutions and programs approved.

TVC (Technical and Vocational College) courses vary in duration, depending on the specific course. Generally, Craft Certificates take 1-2 years, while Diplomas can range from 2-3 yearsSome short courses, like welding or baking, may be completed in a few weeks or months.

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. Start your application by clicking on this Kuccps Student Portal Link.
You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

Rachuonyo Technical and Vocational college admission requirements

To qualify for any course at Nyakach Technical Training Institute, you must first meet the requirements below;

  1. Be a Kenyan citizen and have either an Identification card or a birth certificate to prove this.
  2. You must have completed your KSCE and received your certificate.
  3. Have scored the required minimum grade as per the programme you are applying for.
  4. You need a mean grade of:
  • C– (minus) and above for diploma courses.
  • D (plain) and above for craft certificate courses
  • D – (minus) and below for artisan certificate courses

Rachuonyo TVC Kuccps application procedure

After confirming that you qualify for a course at the Technical Training Institute, the second step is to apply to the TVET College. There are two ways to apply to  Vocational and Training Institute; physically collect the application letter from the institution’s admission office. Apply through the Kenya Universities and Colleges Central Placement Service (KUCCPS). As this is an online application, you must carefully follow the instructions given to ensure a successful application. The process is as given below;

  1. Log into kuccps.ac.ke.
  2. Click on the apply now tab and choose your preferred programme.
  3. Once a course is successfully selected, the website automatically redirects you to the student portal for KUCCPS.
  4. Click on the log-in prompt. You will be prompted to enter your KCSE index number, year of completion, and password as previously selected.
  5. On a successful log-in, click on institutions. Scroll through the list of available TVET colleges and select the TVC.
  6. The screen displays the college and all the courses on offer for that academic year.
  7. Click on the course you want to apply. A 7-character code appears; note this down.
  8. Click on the revision tab. Click on Apply now; it prompts you to enter the 7-character code you noted down. Enter the code and submit your application
  9. Finally, make the necessary application payments through your mode of choice from the provided list; preferably MPESA.
  10. In the KUCCPS online application, a successful submission must have the programme code, name/duration, and the institution’s name. If successfully considered, you will receive an admission letter via the portal that you download and use to get admission to the institution. Of course, you will also receive your admission results via SMS.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE

GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.
