Undergraduate HELB loans and bursaries; These are the requirements, application procedure, amounts to be awarded and disbursed

These loans are for students joining public or private universities within the East African Community directly from high school either through the Kenya Universities and Colleges Central Placement Service (KUCCPS) or as self-sponsored. Amounts awarded range between Kshs.40,000 minimum and Kshs.60,000 maximum based on the level of need. The loan attracts interest of 4% p.a and the students are required to repay their loans on completion of their studies. Students are advised to apply at least one month before the opening date to allow ample time for processing.

Type of Loan Application

There are two types of undergraduate loan applications:

  • First Time Application-This is for applicants who are applying for the first time.
  • Second & Subsequent Application-This is for applicants who are applying for a second, third, fourth time as per the program duration

The number of loans one is eligible for depends on the program duration i.e. one is given loan 4 times for a 4 year program.

Management of HELB Loans

Students are advised that the loans should be used mainly for:

  • Tuition,
  • Books and stationery,
  • Accommodation and subsistence.

Students are advised to desist from diverting the funds to leisure or other family obligations.

Loan Award

The loan awarded ranges from a minimum of Ksh.40, 000 and a maximum of Ksh.60, 000.
For those placed by Kenya University and Colleges Central Placement Service (KUCCPS), the loan amount is split to cater for both Tuition fee and Upkeep while the Self sponsored students, the money is sent directly to the university once a year as tuition fees.
A standard amount of Ksh4, 000 for Government sponsored students only is deducted from the loan awarded and disbursed to the university per semester for tuition [total Ksh8, 000] and the rest is sent to the applicant’s bank account as upkeep.
An Administrative Fee of Ksh500 per year is charged on the loan awarded and it is therefore deducted from the disbursed loan.
A limited number of needy government sponsored students receive bursary of between Ksh4, 000 and Ksh8, 000 per year. The Bursary is paid to the university.

Requirements

  • A copy of the Applicant’s national ID Card
  • Copies of the parents national ID Cards/death certificate where the parent is deceased
  • Copies of both guarantors’ national ID Card
  • A copy of the applicant’s admission letter and KCSE result slip/certificate
  • A copy of the applicant’s Bank ATM/Bank card (for Government sponsored students only)
  • A copy of the applicant’s Smart Card from the institution
  • One recent colored passport size photograph of the applicant.

Repaying your Student Loan

Undergraduate loan repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan whichever is earlier. However, you can make voluntary payments before or after you complete your studies to reduce your loan balance.

Note:

  • Loans are charged 4% interest per annum
  • Loan repayment commences one year upon completion of studies or as deemed fit by HELB.
  • The loan is repayable up to a maximum of 120 months.

KUCCCPS Opens schools’ portal for 2019 KCSE Candidates to enter course choices

The Kenya Universities and Colleges Central Placement Service, Kuccps, is pleased to announce that the online application portal is now open, and all school principals are required to upload course choices submitted by the 2019 KCSE candidates in their respective institutions/centres. The application will close on December 31, 2019.

The portal is accessible to principals of all secondary schools / examination centres with registered 2019 KCSE candidates who wish to apply for Degree, Diploma, Craft Certificate and Artisan Certificate courses in Universities and Colleges under Government sponsorship.

School principals are urged to ensure that all their candidates submit choices in the various categories (Degree, Diploma, Craft Certificate and Artisan Certificate). Each KCSE candidate should apply so as not to miss out on Government sponsorship.

The minimum requirement for admission to Diploma and Craft Certificate courses are mean grades of C – (minus) and D plain respectively.

Each learner will be expected to pay Sh.500 only.

Universities are the highest learning institutions in Kenya and the World over. They offer training majorly in undegraduate and Post Graduate Studies. In Kenya, the Courses offered in the Universities must be accredited by the Kenya Universities and Colleges Central Placement Services, KUCCPS. Postgraduate

Masters Degree A holder of a Bachelors degree with a minimum of Second Class Honours Upper Division or its equivalent in the relevant discipline, from a recognised institution. Doctoral Degree A holder of a Masters degree from a recognized institution in an area or subject relevant to the proposed area of study

Masinde Muliro University, MMUST, issues statement on re-opening of the institution after recent students’ strike.

Masinde Muliro University of Science and Technology, MMUST, has come out to dispel news that it has recalled students back after they strikes and were sent home this month. The university now says the memo doing rounds on Social media is fake and that official communication will come from the University on the correct opening dates.

“Our attention has been drawn to a MEMO circulating on social media allegedly coming from the Office of the Registrar (Academic Affairs instructing students to commence classes on 26th September, 2019,” reads a presser from the university.

“This is to advise all students to ignore the FAKE MEMO. Plans are underway to recall students once the cause of the unrest is determined and addressed. The reopening schedule shall be/published in the mainstream daily media.
Any other form of communication will not
be coming from the University,” adds the presser.

On Wednesday 18th September, 2019 the University Special Senate meeting resolved to close the University with immediate effect because of the students’ unrest.
This was after the students went on a rampage, protesting the management’s demand that all students must clear fees balances before registering for courses and sitting for exams.

Other grievances, as raised by the students, included the university’s lukewarm reaction to the frequent deaths of students.

The angry students stoned vehicles in the car parking yard within the university premises, shattering all windows of the university ambulance.

They also made the university inaccessible by using ‘matatu’ to block the entrance to the Vice Chancellor’s office.

Mount Kenya University, MKU; Courses, Admissions, Requirements, Student Portal, Website, Fees and Applications

Universities are the highest learning institutions in Kenya and the World over. They offer training majorly in undegraduate and Post Graduate Studies. In Kenya, the Courses offered in the Universities must be accredited by the Kenya Universities and Colleges Central Placement Services, KUCCPS. It is the same body that selects and places students to higher learning institutions; Universities, Colleges and Polytechnics.

  To qualify for University placement one must attain the minimum set Mean grade and particular course requirements. Each Course offered at particular university has its own cluster cut off points, though.

  Most university courses take a minimum of 4 years; while, some take even more. An academic year at the university takes two semesters of three months each. University students get fees loans from various organizations. Top on the list is the Higher Education Loans Board, HELB, that advances both loans and Bursaries.

  Universities run online platforms; portals and websites, where such services as admission application, online accommodation booking, E-learning, exams results downloads and many are provided to students, staff and the general public. On admissions, most universities have admissions in May and September for new students. Various learning modules are provided at the universities. After Members of Parliament revealed significant mismanagement of funds and operations, Kenya’s public universities are in a dire situation. Major scandals in the education sector, such as ghost employees, biased hiring, and ineffective systems, have been exposed by the Committee on Public Investments on Governance and Education of the National Assembly.

The committee, led by Bumula MP Jack Wamboka, expressed concerns about the hundreds of millions spent on Enterprise Resource Planning (ERP) systems that never functioned. These systems were intended to enhance administration, but they turned out to be useless due to inadequate preparation and poor vendor selections.

During a meeting of the Commission for University Education (CUE), lawmakers questioned a Ksh45.7 million system that has not made any progress despite Ksh30.5 million having been spent. In violation of purchasing regulations, there were no completion reports.

The committee also discovered a Ksh2.5 million deficit in a car and mortgage loan fund, for which there were no supporting documentation. Worst of all, CUE violated the laws of public finance by retaining 90% of its Ksh80 million surplus.

The fact that Kibabii University employs 75% of its 430 employees from a single ethnic group drew criticism. According to members of parliament, this violates both national values and the law.

Additionally, the institution paid its employees 64% of its revenue, which is about twice the legal maximum.

The shady payroll records at Meru National Polytechnic were brought to the attention of the authorities. Auditors discovered fictitious KRA PINs, unusual birth dates, and more than 140 questionable contracts.

Leaders disregarded audit recommendations, and the ERP system did not adhere to regulations governing salary deductions.

Additionally, the building of the Meru Polytechnic was discovered to be sluggish and rife with unlawful modifications. Members of Parliament stated that those accountable will be subject to fines if they persist in violating the regulations.

Meanwhile, Kisii Polytechnic, the Council of Legal Education, and the Kenya School of Law were expelled from the conference for arriving without essential personnel. They were instructed to come back with the right teams to discuss their financial statements.

The committee vowed to continue pushing for openness, responsibility, and improved educational opportunities.

September 2020 Universities, Colleges and TVETs intake; How to check kuccps degree and diploma placement for September 2020 intake

The Kenya Universities and Colleges Central Placement Service (KUCCPS) is mandated with the responsibility of placing students to higher institutions of learning; Universities, Colleges, Polytechnics and TVETs. KUCCPS is the Government of Kenya body that undertakes the selection of students for admission to higher learning institutions for Government sponsorship. After students have selected their courses, kuccps reviews and places them accordingly. Such students can then check their placement results, online, after the selection process.

For the 2019 Kenya Certificate of Secondary Education, KCSE, candidates, you can check for your placement results but after kuccps has finalized the selection process. After the announcement of the results, then use the procedure below to check placement results;

  • Login with your details as follows;

After login you should see a box like the one below with a message that reads

Congratulations, followed by a university you have been placed then finally the course you will pursue.

Remember, there are 3 periods provided for by kuccps in order to apply for courses of your choice. These include:

1). School application window: This is opened usually in October/ November for candidates to choose their courses, long before they sit for the KCSE exams. This is the best moment for you to apply for your course choices. This way, you stand a better chance of joining your preferred course and is also it is cheaper; you pay only Sh500.

2). KUCCPS first revision:
First revision for degree and diploma choices will be on dates to be announced by placement service after the release of KCSE results.

3). KUCCPS second revision:
Candidates who will not have qualified on competitive selection for any of their preferred choices during the first round of selection will be given a chance to do second revision by selecting courses with unfilled capacities.

4). Placement to any programme:
Any applicant who fails to qualify for their choices but meet the cut off points for placement may be offered any course with unfilled capacities taking into account the minimum requirements for admission.
