TSC set to promote school administrators; demote classroom teachers who were erroneously promoted

The Teachers Service Commission, TSC, has come out clean on the state of promotions for teachers. According to the commission a number of school administrators who are due for promotion have not been moved. Instead, some classroom teachers are enjoying higher perks due to an error during data collection by TSC county and sub county directors.

The teachers’ employer  collected data for institutional administrators in in June, 2017. This was supposed to validate and move the administrators to higher grades once the current Collective Bargaining Agreement (CBA) was to be implemented.  But, TSC boss Dr Nancy Macharia now says the commission’s field officers provided inaccurate data leading to disparities in promotions for institutional heads, their deputies, senior teachers and senior masters.

“It has been established that some of you (TSC field officers) provided inaccurate and misleading data leading to errenous conversions (promotions to the new grades after implementing the SRC salary guidelines in 2017),” says Dr Macharia.

“Classroom teachers were converted to grades exclusively reserved for institutional administrators, teachers serving as deputy or senior teachers were wrongly captured as heads while in other instances, staffing levels in terms of required administrators in a school exceeded the optimum establishments contrary to the established staffing norms,” she further explains.

A number of school deputy heads and principals have been crying foul over the move by the TSC to snub them.

But, the commission now seeks to recollect the data and clean its payroll. Dr Macharia explains that having unreliable data in the TSC data base has ‘negatively affected the operations of the commission in terms of payroll management and the process of selection, appointment and deployment of new administrators’.

The commission has now directed the field officers to recollect the data and submit the same to the headquarter by June 30, 2020.

“You are hereby directed to critically analyze the data and reconfirm all institutional administrators,” says the TSC boss in her latest circular to the field officers.

Also required is data for schools with extra administrators (teachers with minimum of grade C4 in secondary schools and their counterparts in primary schools having C2) so that they can be appointed to serve in their respective positions.

The issue of teachers’ promotions has been thorny. Most affected are tutors serving in grade C3 (Secondary Teacher) with some having stayed in the job group for over 15 years. and, this has been worsened by the commission’s failure to advertise promotion vacancies for these and other classroom teachers; citing budgetary constraints.

TSC is set to implement the fourth phase of the 2017-2021 Collective Bargaining Agreement (CBA) that was agreed between the Commission and teachers’ unions. The Commission has already implemented the first, second and phases; that were effected in 1st July, 2017, 1st July, 2018 and July 1, 2019 respectively. Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

Ndalat Gaa Girls High School is in Nandi County,Mosop,Kipkaren Division,Kapkatet Location and Ndalat Sub-location.

It is situated 25KM from west of Eldoret town along Eldoret -Rivatex-Kipkaren salient road.

The school is a public full 3 streamed girl’s boarding school sponsored by the African Inland Church(AIC).It stands on a 12 acre land which was donated by the late Mzee Wilson Koech,one of the founding members of the school.

In 1996, the school became purely girl’s full boarding school expanding into a double stream in 2003 and later into a 3 streamed school in 2017

For 24years the late Isaiah Kiplagat was the chairperson of BOM.He played a key role in infrastructure development,academic performance,enrollment and sports and placed the school in national limelight.
He mooted the famous ‘Ndalat Gaa Kids cross County’ an event whose objective is talent development among the youth:a program that is now an asset in the community and the country at large.
The cross country was later renamed ‘Isaiah Kiplagat Memorial Cross Country’ in his rememberance.
The school has committed BOM members who are very resourceful and supportive. The current board chairperson is Ms.Ruth C Koech

The Kenya Union of Post Primary Education Teachers, KUPPET, will financially support teachers to this year’s National Conference to be organized by the Teachers Service Commission, TSC.

This is to inform our members that KUPPET will provide financial support to members who wish to attend and present papers at the National Conference being organised by the Teachers Service Commission in Nairobi in June 2019.

The theme of the conference is “The Teacher as a Resource: Quality and Utilisation”. It will be from 14th to 15th June 2019 at Kenyatta International Convention Centre, Nairobi, Kenya.

The sub-themes of the Conference are: a) Teacher training and development in the 21st Century; b) Principles and Practices of Effective Teaching and Learning in the 21st Century; and c) Quality Assurance for Effective Teaching and Learning.

The Commission has invited prospective participants (including teachers, academicians, researchers, and education practitioners) to present papers at the Conference on the chosen sub-themes, and is now accepting Abstracts for consideration.

The Abstracts of between 350 and 500 words should be submitted to the Commission through the e-mail addressteachersconference@tsc.go.ke not later than 25th April 2019. Authors whose abstracts will be accepted will be notified not later than 5th May 2019.

More agony for teachers, civil servants as government set to introduce ‘unemployed’ tax

Teachers and other Civil Servants in Kenya will have their payslips raided in a new tax regime by the Kenyan Government. Proceeds from the new tax will go towards cushioning unemployed Kenyans as the economy grapples with the effects of the Covid-19 pandemic.

In a proposal by the National Treasury post COVID-19 economic recovery strategy, all employed Kenyans will pay one percent of their salaries with their employers topping with a similar amount. Funds collected will go into the yet to be set up unemployment insurance fund (UIF).

“The government will establish a UIF to cushion workers in financial distress by providing them with short-term relief when they become unemployed, or are on unpaid leave or unable to work because of illness….The amount of contribution to the fund with be two per cent which include one per cent paid by employees from remuneration paid and one per cent paid by the employers.” says a report from the National Treasury.

This will add to the long list of statutory deductions on teachers’ payslips. Already teachers pay a mandatory portion of their monthly salaries towards the National Hospital Insurance Fund (NHIF) and the Pay As You Earn (PAYE) tax.

The government through the Ministry of Planning and National Development is set to raise Sh300 Million by 2022 so as to cushion the unemployed Kenyans and those who lost jobs due to the Covid-19 pandemic.

The government has been cushioning the vulnerable in the Society through the ‘Inua Jamii ‘social protection program; thet provides cash to orphans and vulnerable children, older persons and people with severe disabilities.

Next year teachers and civil servants are also expected to contribute towards the new contributory pension scheme.

The government will be rolling out the new pension scheme for all teachers and civil servants on January 1, 2021. All employees in the formal sector are expected to contribute 7.5% of their monthly basic salaries towards the statutory pension scheme.

Nyangwa Boys’ High school was established in 1967 as a single streamed school. It remained single streamed till 1978. The school acquired Double Stream status from 1979 to 1983. KUPPET in new demands for teachers’ allowances and salaries

Kenya Union of Post Primary Education Teachers has come up with a raft of demands to see increased perks for its members. In the proposal, KUPPET wants salaries and allowances for its members be reviewed upwards by the Teachers’ Service Commission (TSC) to cushion them against the increased Cost of living. “The cost of living has increased rapidly over the last two years affecting the purchasing power of house hold goods and services. The transport cost has increased beyond the commuter allowance negotiated due to increase of fuel and general overall transport cost”, reads the document presented to the TSC by KUPPET.

PROPOSALS OF NEW ALLOWANCES

The union demands that the following issues may be considered for negotiations to cushion teachers in their delivery of services:

1.COMMUTER ALLOWANCE
The Union demands that commuter allowance be increased by 50% of the current rate. Commuter allowance shall be paid as per Appendix. In the proposal, lowest teachers are to get Kshs. 7,500 while those in higher ranks will get Kshs. 24,000 up from the current Kshs. 16,000 if the proposal is adopted by the TSC.

2. LEAVE ALLOWANCE
The Union demands that leave allowance be paid based on one’s basic pay i.e. an equivalent of one month’s basic pay for all cadres. They want an increased leave allowance of of between Kshs. 27,325-Kshs. 43,694 for the lowest paid teachers in job group C2. Those in the highest job group, D5, are to get a leave allowance of Kshs. 152,000. The leave allowance is payable once a year, with the January salaries.

3.HOUSE ALLOWANCE
The Union demands that House allowance be harmonized across all regions.i.e Teachers in Grade C2 should enjoy the same house allowance whether in Nairobi or Marsabit and this should be in all grades.

4. TOWNSHIP HARDSHIP ALLOWANCE
While teachers enjoy equal house allowance across all regions, the Union proposes the introduction of township allowance. Teachers in urban areas experience challenges of high cost of living and expensive urban transport and this makes no difference with a teacher in a hardship area. We propose a town allowance of 30% of basic salary be paid to teachers in major cities or county headquarters.

5. HARDSHIP ALLOWANCE
Hardship allowance shall be payable to teachers assigned duties in Arid and Semi-Arid Lands (ASAL) areas. However, the areas declared as hardship needs to be reviewed because there are other emerging issues like terrorism, cattle rustling etc.

6. RISK ALLOWANCE
Risk allowance shall be payable to all Science teachers due to exposure to chemicals and other substances. The Union demands that Risk allowance be paid at a rate of 20% of the basic salary as per appendix. This is a new allowance proposed by KUPPET for Science tutors. In the proposal, teachers in job group C2 will get a minimum of Kshs. 5,465 while those in D5 will get a high of Kshs. 30,587 per month.

7. ACCOMODATION ALLOWANCE
Teachers are assigned duties outside the work station. In the civil service, there are guidelines stipulating the allowance for every cadre. The Union has proposed development of clear guidelines on the payment of accommodation allowance (per diem) as well as the amount as shown in the appendix. In the appendix,Teachers in grade C2 are to receive between 6,000 and 3,000 in big cities and others areas respectively. While, those in grade D4 will receive between 10,000 and 5,000

 7. POST GRADUATE SCHEME OF SERVICE
The teaching service has no scheme of service for teachers who have attained a Masters and Doctorate degrees. Instead, the employer awards three increments to the holders of such qualifications. The proposed scheme seeks to allow TSC recruit teachers possessing post-graduate qualifications at entry level. The Union demands that Post graduate scheme of service be developed and be eligible to all teachers holding a Master’s and Doctorate degree. The said teachers shall be paid an allowance equivalent to 40% of the basic salary.

8.CAREER PROGRESSION
Parties agreed that career progression in the teaching service shall be as provided under Part VI of the Code of Regulations for Teachers. However, KUPPET demands that the Commission in performance of its obligation under this agreement ensures that every teacher under its employment is facilitated to undergo professional development.

9.OVERTIME ALLOWANCE
KUPPET demands that working hours for all teachers be 8 hours per day i.e. 8.00 am. to 5.00 p.m. with one hour lunch break for five days i.e. 40 hours per week – Monday to Friday. Further, the Union proposes that any extra hours worked be compensated as an overtime as teachers in boarding sections are overworked and no monetary compensation are done. The overtime allowance schedule is attached as per Appendix.

10. COMPREHENSIVE MEDICAL COVER
We propose that medical allowance be increased by 100% to enable the employer improve health benefits with insurance underwriters. This has been a major cry from most teachers who want the TSC to revoke the AON medical scheme that they term as inefficient.

11. TEACHERS’ SALARY INCREMENT
The 2016 basic salary increment be varied to align the increment with challenges of inflation.

OTHER ISSUES

TheUnion also wants these other issues addressed with immediate effect

  • The marking scheme for employment of Diploma teachers is discriminating and unfair to diploma teachers. We propose it be reviewed so that they are given same marks as graduates.
  • Special schools allowance terminated without consultation should be reinstated.
  • Annual increment for teachers seems not clear. Not all teachers have been given the same.
  • There should exist common cadre grades to show job group progression as before the CBA 26th October, 2016.

It remains to be seen what response  the TSC will give to the proposals. the TSC has been adamant on increasing teachers’ perks and promotions saying they are implementing the current CBA that runs to 2021.

How to file TSC 2019 Wealth Declaration form online for teachers: TSC Guide

All Teachers Service Commission, TSC, employees and other Civil Servants will be required to declare their income, assets and liabilities for the year 2017-2019 by December 31, 2019. This is in line Section 26 and 27 of the Public Officer Ethics Act (POEA) which requires all public officers to declare their Income, Assets and Liabilities (IAL).

Wealth Declaration is a surveillance instrument to hold public officers accountable and track any unexplained acquisition of wealth. This exercise is conducted after every two years; the latest being in 2017.

In 2017, the Commission introduced an online declaration portal that will be used in filling and submitting the declaration. This year’s Declaration will start on 1st October. The online declaration can be filled and submitted by accessing the Teachers Online Portal https://tsconline.tsc.go.ke and selecting the declaration of income, assets and liabilities tab. This can be done using a smart phone.

Required information during the declaration process.

One needs to have the following information in order to fill out the declaration forms: Name of the public officer, Information on birth (place and date), marital status, address (postal and physical), employment information (designation, employer name, terms of employment, TSC number, Work station and Sub- county), Name of Spouse (s), Name (s) of dependent children who are eighteen years & below, income (salary, emoluments and other incomes from businesses, rent e.t.c), assets (e.g land, buildings, vehicles, machinery e.t.c), Liabilities (e.g loans) and a witness (like a colleague at work is required).

1). Access the TSC portal by using the link: https://tsconline.tsc.go.ke
2). Enter your TSC number and click on ‘Next’.
3). In the next window, enter your TSC Number and password and click on ‘Login’. In case you forgot your password, click on the ‘Forgot password’ link.
4).After logging in, check on the ‘Wealth Declaration’ tab at the top of your Window.
5). From the drop down list, click on ‘Basic Information’. The following information is already preloaded: First Name, Middle Name, Last Name, Phone Number, Email, ID and D.O.B.
Now enter the following: Gender, Place of Birth, Marital Status and Postal details.

6). Once done, click on ‘Next’. In section B, enter your approximate income, assets and liabilities.
7). The next window requires that you input your Dependant’s information (Spouse and Children under the age of 18 years).
8). You will now be expected to enter the Witness’s details (Names, Address and ID) in order to complete the upload.

9). Click on the view Summary button to view your declaration. In case you need to
make corrections, click on the appropriate menu on the left side of the window or
use previous button to move back to the page you want to edit. Once you are
satisfied, click on the Submit button to complete your declaration. A copy will be
sent to your e-mail which you provided above.

Resetting password for TSC wealth declaration Portal

  1. In case you forget your password, click on the Forgot password button.
  2. Enter your TSC No then click Continue button to re-set your password. Follow the instructions given in your e-mail to create a new password.

Changing password for TSC wealth declaration Portal

  1. In case your password is compromised and you need to change, click on the drop down Arrow at the top of the right side of the window and click on the Profile menu.
  2. Click on Account
  3. Enter the new password in the New password field and the old password in the Current password field. Click on the Save button to save. Use the new password next time you want to log in.

Ensure that you have logged out of the system when you are not using it for security reasons. To log out, Click on the drop down Arrow at the top of the right side of the window and click on Sign out.

Education Ministry dispels ‘circular’ on schools’ reopening dates for resumption of term one, 2020

The Ministry of Education has today denounced a circular doing rounds on Social media on purported resumption dates for term one, 2020. A circular christened ‘Ministry of Education Covid-19 response highlights’ has been circulating on various social media platforms; causing anxiety among stake holders.

“The public is advised to ignore this piece of information which is circulating in social media. It is fake,” reads a disclaimer from the Education Ministry.

Contents of the fake circular 

In the Circular, it is purported that schools will reopen for term one on April 27, 2020 to June 12, 2020. Research by this reporter revealed that this information was indeed adapted from the current communique by the Ugandan Minister for Education, Janet Museveni.

MINISTRY OF EDUCATION COVID-19 RESPONSE HIGHLIGHTS

1. The 30 days will end on April 20th. The govt will inform stakeholders about the opening date for schools. However, if all goes according to plan,
Term 1 will open April 27th, 2020 to June 12th, 2020 –
June 22nd to September 4th – 2nd term. 3rd term will begin on 21st September close on the 19th December and holidays are to be shortened.
2. The Ministry is to organize lessons and has secured free learning airtime on radio to engage students that may not have access to online platforms. Teachers are encouraged to prepare material for the next terms and remedial work based on these lessons.
3. No additional fees should be charged when Term 1 resumes.
5. The Ministry has suspended any form of examinations during the #Covid19 crisis because some students lack the infrastructure to do them.
6. There will not be end of Term 1 Examinations.
7. Schools will only have one mock examination by the Ministry.
8. Should the lock-down be prolonged, the Ministry will also communicate and find ways of engaging the learners.

SCHOOLS REMAIN CLOSED

Schools were closed between March 16 and 18, 2020 as ordered by President Uhuru Kenyatta so as to curb spread of the deadly Covid-19. Some of the schools are being utilized as Covid-19 isolation centres in various counties. The Education Ministry has ensured the kids are engaged at home by partnering with media houses to provide electronic learning platforms.

2019 TSC Intern teachers’ Interview dates, time and Venues; Kericho County- Sigowet, Soin

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

2019 KCSE results for Loreto Girls High School, Limuru

How to download 2020/2021 KUCCPS Student’s Admission letter to South Eastern Kenya University (SEKU); 2020 KUCCPS Admission list pdf download

Congratulations for getting admission at South Eastern Kenya University (SEKU) after your successful application. Students joining South Eastern Kenya University (SEKU) are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after sitting their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. The KCSE students must first apply to KUCCPS to be selected to preferred programmes. The students can apply at school level or apply individually during the first and second revision windows.

Once the applications are closed, KUCCPS then places the KCSE students in preferred courses depending on the student’s score, number of available vacancies against applicants among other selection criteria. In not satisfied with the University that you have been selected to join then you can apply for Inter-Institution Transfer.

The placement body then announces the selection results and students can access the admission lists and download their admission letters.

Within a single decade, the school has grown very fast from a district school of 160 students through its provincial status of 420 students to the current National status of 780 students. This has been largely due to its impressive academic performance.

The physical facilities have also increased although still strained due to rapid expansion.

Kaplong Girls High School is a Catholic-sponsored school which aims at providing a holistic education to students. This has greatly assisted in terms of discipline. It is true that Kaplong Girls is one of the best disciplined learning institutions in the country. We thank God for that.

KAPLONG GIRLS HIGH SCHOOL’S KCSE PERFORMANCE ANALYSIS

The school has maintained a good run in performance at the Kenya National Examinations Council, KNEC, exams. In the 2019 Kenya Certificate of Secondary Education, KCSE, exams the school featured in the list of top 200 schools nationally. This is after recording a mean score of 7.79 (B- minus).

Did your KCSE examination and attained the minimum University Entry Grade and have been selected to join University? Well. Congratulations on this your major achievement. Students joining Masinde Muliro University of Science and Technology – MMUST, are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after doing their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. The KCSE students must first apply to KUCCPS to be selected to preferred programmes. The students can apply at school level or apply individually during the first and second revision windows.

Once the applications are closed, KUCCPS then places the KCSE students in preferred courses depending on the student’s score, number of available vacancies against applicants among other selection criteria. In not satisfied with the University that you have been selected to join then you can apply for Inter-Institution Transfer.

The placement body then announces the selection results and students can access the admission lists and download their admission letters.

To download the Masinde Muliro University of Science and Technology – MMUST Admission letter;

  1. Access the KUCCPS Admission Letters Link at https://admission.mmust.ac.ke/
  2. Enter your KCSE Index Number and click on ‘Submit’.
  3. Locate the Admission Letter download tab and click on it to download it.
  4. Print the Admission letter and read the instructions keenly. In case you have queries, please direct them to the University by using the official (provided) contacts on your admission letter.
