2019 November/ December Delocalization News: TSC set to delocalize school heads, principals and other administrators

The Teachers Service Commission, TSC, is set for a major delocalization exercise for school heads in November/ December, 2019. In what was seen as a major shake up, the commission in June this year directed County Directors to compile data for school administrators in readiness for the transfers. Via a memo dated 27th June, 2019 the TSC Deputy Director in charge of staffing Dr. Dorothy Owuor had instructed the County Directors to collate data for institutional administrators within their areas of jurisdiction. The Commission is now working on data for heads and principals serving in their home counties and those who have served in the same station for over nine years. The data was sent to the head quarter by 8th July, 2019. According to the TSC boss, Dr Nancy Macharia, teachers with medical conditions will be spared from the ongoing delocalization exercise. Also to be spared are teachers aged above 56 years.

For complete information on all schools in Kenya, including best private and public schools, please visit this link: Schools Portal; Complete guide to all schools in Kenya

Sources privy to the delocalization exercise indicate that the Commission is finalizing the transfer letters for the affected teachers; which they will receive in late November or early December.

Reasons for Delocalization

The Commission says the transfers and deployments are being undertaken for various reasons including: 1.  Following the retirement of headteachers and principals who attained the mandatory retirement, some headship positions fall vacant. As a result, deputy heads who are qualified and have exemplary performance record have been promoted to headship positions and transferred accordingly. Inevitably, some of the serving heads have also been transferred to take the positions that fell vacant. This is necessary in order to match performance and experience to the enrollment and level of the institutions. 2.  Changes have also been necessitated by the need to strengthen management of some of the learning institutions following recommendations from standards and assessment reports. 3. In line with the Policy on Appointment of Institutional Administrators some principals and headteachers who have served for a long period in the same institution have been transferred. It is intended that the transfer will provide them with a new working environment and also tap into their vast experience. 4. In the course of the year, some Heads of Institution apply to be transferred to new stations. Such applications are normally considered at the end of the year to avoid unnecessary disruption in curriculum delivery, and after necessary replacements have been made. In making the transfers, the Commission has always considered important factors such as number of years pending retirement as well as exceptional circumstances such as health, where appropriate documentation is available.

Also read:

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved. Sources familiar with the transfers indicate that the Commission now prefers moving the administrators in December as opposed to April and August to minimize disruptions and for smooth transition. The Kenya National Union of Teachers, KNUT, has been opposed to the massive delocalization exercise and said it should be executed with a human face.

Gatanga Technical and Vocational college is located 26 kilmeters from Thika town along the Thika- Ndakaini road where you take the diversion at Ndunyu Chege town. The institution is located about 150 meters from the junction.

Technical and Vocational Education Training, TVET, institutions offer various certificate, diploma and craftsmanship training to students in Kenya. The beauty with TVET training institutions is that they offer flexible entry and fee requirements to students wishing to study in these institutes. TVETs are registered, accredited and regulated by the Technical and Vocational Education and Training Authority (TVETA); which is a public corporate agency established under the Technical and Vocational Education and Training (TVET) Act No. 29 of 2013 to regulate and coordinate training in the country through licensing, registration and accreditation of programs, institutions and trainers. Section 7 of the Act, 2013 gives the powers and functions of the Authority to regulate and coordinate training; inspect, license and register and accredit training institutions; accredit and inspect programmes and courses; promote access and relevance of training programmes; determine the national technical and vocational training objectives; assure quality and relevance in programmes of training among other functions.

How to get placement

To get a place at a TVET institution, one has to apply via the Kenya Universities and Colleges Central Placement Service (KUCCPS). The available programmes, institutions, minimum entry requirements and the application procedure are always available on the KUCCPS Student’s Portal accessible through the Placement Service website www.kuccps.ac.ke. KUCCPS sets an application window within which the prospective students can submit their applications. The Entry requirement for all Diploma Courses is a C- and above; D (plain) and above for Certificate while other course categories are open.

Funding

The good news for students joining TVETs is that they can now apply for funding from the Higher Education Loans Board, HELB. They can now get Loans and Bursaries from HELB for their fees payment and upkeep.

Defense Ministry rewards Best performing students from 13 counties and beneficiaries of Pupils Reward Scheme (PURES)

Best performing students from 13 counties, and beneficiaries of Pupils Reward Scheme (PURES), visited the Ministry of Defence on Thursday September 12, 2019.

PURES is a mentorship programme that was initiated and launched on 19 May 2015, by His Excellency the President of the Republic of Kenya and Commander-in-Chief of the Kenya Defence Forces Hon Uhuru Kenyatta and Her Excellency the First Lady, Margaret Kenyatta to motivate pupils to work hard in their studies and cultivate a desire amongst the youth to work hard and achieve the best as they aspire to get into public leadership.

On behalf of the Ministry of Defence (MOD) top leadership, Assistant Chief of Defence Forces Personnel and Logistics (ACDF P&L) Major General Fatuma Ahmed, welcomed the 52 students to the occasion.

She briefly gave an overview of why MOD exists and informed the guests that, its main role is to provide societal service that is security, so that other important activities can be operational. She encouraged the pupils to pay attention during the forum so as to learn more about the Kenya Defence Forces (KDF).

The first presentation was made by Colonel Bernard Waliaula, officer in charge of Strategic Planning and Policies, which captured functions and roles of MOD primarily formulation of policies. He gave a brief history of KDF and also displayed the challenges and achievements made by MOD in its operations.

The second presentation was made by Colonel Joyce Sitienei, the Colonel Plans and Programmes at International Peace and Support Training College (IPSTC). She also briefly made a presentation on Gender Policy, which was an interactive session with the students. “Gender mainstreaming in the KDF ensures that our policies are sensitive and are tailor made to suit the needs of both genders in the service,” she said. To sum up her presentation, she played a short video clip that highlighted the various critical roles that women in KDF have undertaken as part of their call to service.

During Question and Answer session one participant asked what was the greatest fear to KDF as an entity. In her answer Major General Fatuma Ahmed said that our greatest fear was failure in the delivery of our mandate which is to defend and protect the sovereignty and territorial integrity of our republic, Kenya.

Thereafter the students were taken to Kenya Air Force (KAF) Headquarters in Eastleigh, Nairobi where they were introduced to the roles and functions of KAF by Major Peter Obare. They also had an opportunity to learn about the various KAF squadrons.

The pupils were treated to an aircraft experience aboard the Dash-8. One student, Quinter Omondi who aspires to be a pilot in future, requested to have a look at the cock pit as well as have a mentorship session with Captain Catherine Ngaine who is a pilot in view of her aspiration.

On behalf of other pupils, Brian Kiptoo gave his vote of thanks. He said that the best part of the visit was the aircraft experience. Captain Catherine Ngaine encouraged them to have a winners’ mentality and expressed her joy for hosting them.

Finally, Colonel Joyce Sitienei on behalf of MOD appreciated the PURES project coordinator for choosing MOD as one of their places of visit. She said that they each had an equal role to play in the society and that she hoped to see them as future success stories.

Present during the event was Brigadier Kinuthia Chief of Planning and Policy, Lieutenant Colonel Wilson Yatich, PURES officials, Military Officers and other service personnel.

Available programs offered at Murang’a University of Technology

Course offered at particular university has its own cluster cut off points, though. Most university courses take a minimum of 4 years; while, some take even more. An academic year at the university takes two semesters of three months each. University students get fees loans from various organizations. Top on the list is the Higher Education Loans Board, HELB, that advances both loans and Bursaries.    Universities run online platforms; portals and websites, where such services as admission application, online accommodation booking, E-learning, exams results downloads and many are provided to students, staff and the general public. On admissions, most universities have admissions in May and September for new students. Various learning modules are provided at the universities. These learning modules include: Full time, School Based, Distance Learning, Evening & Weekend classes and E-Learning.
