TSC Merit Lists Per County For July 2022 Mass Recruitment

The Teachers Service Commission, TSC, has released merit lists for the teachers shortlisted for the recruitment process.

The shortlisted applicants for all secondary and primary school teaching vacancies are included on the lists.

The Teachers Service Commission Recruitment Guidelines 2022 shall Apply.

According to the Commission, all teachers who are hired will serve under permanent and pensionable employment terms

“Interested and qualified candidates should submit their applications online through the Teachers Service Commission’s website, www.tsc.go.ke under ‘Careers or teachersonline.tsc.go.ke not later than 7 July, 2022,” the Commission said.

In the breakdown, 5,000 teaching positions will assist the government’s policy on achieving a 100 percent transition of students from primary to secondary schools and the current teacher shortage.

Of the 5, 000 vacancies, 3, 972 will be filled by recruits for secondary schools, 28 for teacher training colleges, and 1,000 positions are set aside for primary school teachers.

“The list of shortlisted candidates, interview dates and venues will be published on the Teachers Service Commission website by July 15, 2022,” the Commission said.

The Commission has also declared 8, 230 vacancies to replace teachers who exited service through attrition. 6, 539 posts will be for primary and 1, 691 posts for secondary schools.

Interview dates for the 2019 TSC Intern teachers’ recruitment; Kericho County- Belgut

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

What to carry to the interview sessions.

According to instructions on the TSC memo, the shortlisted Candidates are required to carry the following to the interviews once invited:

  • ii. A valid personal accident cover

  • vi. KCSE certificate

Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

Be fair in promotions -Teachers tell TSC

The Migori branch Kenya Union of Post Primary Education Teachers (KUPPET) Executive Secretary Orwa Jasolo has urged the Teachers Service Commission (TSC) to initiate promotion of teachers on equal basis across the existing job groups.

Jasolo said that teachers have suffered untold miseries from TSC, caused by haphazard promotions, with the majority of them having stagnated for long and eventually existing service in the same job groups.

The executive secretary noted that teachers in grades C3 to C5 who form 80 per cent of post primary school classroom teachers, were not allocated any meaningful share in the recent promotions advertised by the TSC.

He decried that majority of classroom teachers have stagnated for between five to 22 years in grade C3, yet only very few positions were advertised for the same job group.

Orwa emphasised that from a total of over 110,000 post primary teachers only 3,000 teachers are set to be promoted representing 0.2 percent, which he said was a drop in the ocean.

“Most of these advertised jobs are those at the higher grades, set to benefit only a few, while majority of the classroom teachers at lower grades will remain stagnated at the same job group, with neither a pay rise nor any form of advancement in their careers,” noted Orwa.

The unionist added that TSC must find a new strategy of including classroom teachers in the promotion matrix because they are the ones shouldering the noble responsibility of improving students’ performance at the school level.

He urged the government to pay teachers according to the CBA matrix signed between the union and TSC in 2017 to allow teachers across the ranks to fully benefit.

February, 2019 TSC Recruitment schedule/ interview dates- Nyandarua County

The Teachers Service Commission seeks to recruit a total of 5,000 teachers in Secondary schools to cater for the large number of students enrolled at high schools as a result of the government’s 100 percent transition policy. The interviews to fill up the advertised slots are slated for this month across various Counties; countrywide. In Nyandarua county there are 14 slots in Nyandarua Central Sub- County, 23 in Kinangop and 20 vacancies in Nyandarua North. While, Nyandarua south, Nyandarua West, Mirangine and Kipipiri have 26, 14, 11 and 21 vacancies respectively.

TSC Recruitment News 2022/2023- All New Secondary Teachers To Be Posted To JSS

VACANCIES FOR TEACHING POSTS IN PUBLIC PRIMARY AND JUNIOR SECONDARY SCHOOLS

The Teachers Service Commission invites applications from qualified candidates to fill the following vacancies to support the implementation of Competency Based Curriculum: –

  1. 9,000 posts on Permanent and Pensionable Terms of Service for Secondary School Teachers to be posted to Junior Secondary
  2. 1,000 posts on Permanent and Pensionable terms of service for primary school
  3. 21,550 posts for Teacher Interns in junior secondary
  4. 4,000 posts for Teacher Interns in Primary

Interested and qualified candidates should submit their applications online through the Commission’s website, www.tsc.go.ke under Careers” or teachersonline.tsc.go.ke not later than 16/12/2022.

 

GENERAL INFORMATION

  • An applicant is allowed to apply for both Permanent and Pensionable and Teacher Internship posts within his/her county of

 

  • Successful candidates must not fill more than one Application for Employment Form or take more than one employment offer (permanent and pensionable terms or internship). Taking two or more offers of employment will lead to
  1. Successful candidates will be posted to serve in any primary or junior secondary school in the county where they were interviewed or in any part of the Country where the vacancy

 

  1. Successful candidates for Junior Secondary Schools shall be required to teach various learning areas under Junior Secondary Curriculum. Visit the Commission’s website (tsc.go.ke) for more information.

 

A.  SECONDARY SCHOOL TEACHERS AND INTERNS

To qualify for recruitment, a candidate should meet the following minimum requirements:

  1. Be a Kenyan citizen;
  2. Must be a holder of at least a diploma in education with a minimum mean Grade of C+ (plus) and C+ (plus) in two teaching Subjects in KCSE or its
  • Must be a registered teacher with Teachers Service

NB: Qualified Technical Teachers (TVET) are encouraged to apply.

  1. PRIMARY SCHOOL TEACHERS AND INTERNS

To qualify for recruitment, a candidate should meet the following minimum requirements:

  1. Be a Kenyan citizen;
  2. Must be a holder of a PI Certificate;
  • Must be a registered teacher with the Teachers Service

NB.

Teachers with Upgrade Diploma in Primary Teacher Education (CBC) will have an added advantage.

 

C.  ADDITIONAL REQUIREMENTS FOR TEACHER INTERNS.

In addition to the above qualifications an applicant for Teacher Internship posts must at the time of application meet the following extra requirements:

 

  1. Should not have been in previous employment with the Teachers Service Commission, as a teacher on permanent terms;
  2. Must have a Personal Accident Insurance to cover for personal risks during the internship

 

NOTE

  1. The Teacher Internship Programme is a one (1) year programme meant to equip and sustain competencies of persons entering the teaching service. The programme targets unemployed registered teachers to be assigned to learning institutions where their teaching experience will be enhanced through mentorship, coaching and exposure to practical teaching
  2. During verification/ interviews applicants shall be required to produce the following:-
    1. A copy of Teacher Registration Certificate/print-out from TSC online portal as evidence of registration as a teacher;
  1. A copy of National Council for Persons with Disability (NCPWD) card (where applicable);

 

  • A copy of the National Identity Card (ID) or Passport;

 

  1. Two (2) colour passport size photographs;

 

  1. A copy of National Health Insurance Fund (NHIF) card;

 

  1. A copy of Kenya Revenue Authority Personal Identification Number (KRA PIN).

DURATION OF INTERNSHIP

The Internship period will be twelve (12) months.

MONTHLY STIPEND FOR TEACHER INTERNS

This is not a remunerative engagement. However, teacher interns attached to Primary schools will be eligible for a monthly stipend of Kshs. 15,000/=, while those attached to Junior Secondary schools will be eligible for a monthly stipend of Kshs. 20,000/=. The stipend will be paid subject to statutory deductions, where applicable.

 

INTERNSHIP CERTIFICATE

On successful completion of the Internship Programme, teacher interns will be awarded a certificate.

TEACHERS SERVICE COMMISSION

Primary school teachers new TSC registration requirements

The Teachers Service Commission (TSC) has come up with new requirements for all primary school teachers. According to the Commission, the minimum qualification for entry into teaching in Kenya at all levels (including primary schools) be a Diploma in Education.

These new recommendations by TSC are geared towards realigning of the teachers as per the Competency Based Curriculum (CBC).

In the latest TSC recommendations, the Diploma in Education courses for CBC students at each level shall be three (3) years after 844 and senior school since they will have had time for specialization in the content areas.

Primary school teacher levels

Effectively, primary school teachers will fall into two categories, namely:

  • Diploma in Early Childhood Teacher Education (PP1&PP2) and
  • Diploma in Primary Teacher Education (Grade 1-6 ).

ECDE applicants with certificates from other bodies other than KNEC and MOE should have their certificates equated by KNEC.

MPs grill TSC over ‘loss’ of Sh720 million meant for recruitment of new teachers

The Teachers Service Commission, TSC, has come under fire over misappropriation of Sh720Million meant for recruitment of new teachers.

Commission chairman, Jamleck Muturi, on Monday, December 19, was at pains to account for Ksh720 million allocated for hiring 6000 intern teachers in July 2022.

The National Assembly Education Committee demanded answers concerning the recruitment of intern teachers and the use of funds allocated to the process. The MPs expressed their dissatisfaction saying that many unemployed Kenyans missed the opportunity to get the jobs.

“People lost an income that had been budgeted for by the government. Where were you, and why did you delay the recruitment of these teachers?” Hon Nyutu questioned.

In a response, the TSC Chairman explained that the recruitment was a delicate process that began immediately but was disrupted by national exams’ preparations.

“We started the recruitment process in July 2022 but delayed it a bit in October 2022 because of exams,“ Chairman Muturi responded.

The MPs were though dissatisfied with the response from TSC.

“Recruitment is not a long-term thing, we have been seeing recruitment happening on time. Why did the commission not recruit and funds were allocated,” wondered a member of the Committee.

The agitated members are now demanding answers on the status of the allocated funds and demanded that the Commissioners be surcharged.

“We want to know if the money is still there. Ksh720 million was allocated. It was supposed to have served Kenyans and not fixing some money in some bank somewhere.”

“Why does it take so long to identify the number of interns you need? It’s a matter of time before someone owns up and if possible the commission should be surcharged. We will surcharge you. We will calculate how the money was spent to the last cent,” wondered the MPs

In his response, Muturi said the funds are intact.

“I agree. These people have not started working. There is no money lost its just that Kenyans have not earned their salary,” the TSC chairman said.

The Commission is currently recruiting over 35,000 teachers; a bull of whom will be posted to the Junior Secondary Schools.

CS Machogu answers teachers’ pay rise demands

Education Cabinet Secretary (CS) Ezekiel Machogu has firmly reiterated that there will be no pay rise for teachers citing inflation.

The remarks by the CS throw into disarray the fresh demands by teachers as they push the government for a renegotiation of the 2021-2025 Collective Bargaining Agreement (CBA).

In a speech read on his behalf by Nyanza Regional Education Director Nelson Sifuna at the 62nd Kenya National Union of Teachers (KNUT) delegates’ conference held in Kisumu, Mr. Machogu pleaded with teachers to shelve their ambitions for increased salaries due to the tough economic times.

Instead, the CS affirmed the state’s commitment to improving teachers’ terms and conditions of service and at the same time urged them to support the government’s initiatives geared towards bettering the education sector.

“I call upon your leaders to be realistic in reading the signs of the day, consult widely and ensure that all deliberations have the learners’ interests at heart, I’m sure we will reach an agreement and move on as a country,” Mr  Machogu said.

Terming the teachers’ demands as impractical for now, Mr  Machogu called on KNUT officials to put the interest of students first as they deliberate on issues affecting the sector.

KNUT and the Kenya Union of Post Primary Education Teachers (KUPPET) jointly appealed to the government to allocate an additional Sh100 billion to cater for the promotion and remuneration harmonisation for the over 300,000 teachers.

According to KNUT Secretary General Collins Oyuu, the CBA did not award teachers any financial benefits necessitating the union to agitate for a 60 per cent pay rise.

Mr Oyuu further decried that the Teachers Service Commission (TSC) had stagnated teachers’ promotion for the last five years leading to low earnings by the tutors in the wake of the rising cost of living.

“We need Sh100 billion to address the yawning pay disparities between the teachers and administrators,” stressed Akello Misori, KUPPET Secretary General as he addressed delegates during the KNUT’s annual summit.

The new pay hike demand by KNUT proposes that the monthly earnings for the lowest paid teacher (JG B5) rise from Sh27, 195 to Sh43, 513, while that of the highest paid (JG D5) increase to Sh252,249 from the current Sh157,656.

The non-monetary CBA proposed to enhance maternity leave for female teachers to 120 days from 90 days while their male counterparts enjoy 21 days of paternity leave, up from the earlier 14 days. It also promised to fast-track promotions of teachers in arid and semi-arid areas.

The Commission may take disciplinary action against a teacher who commits any of the following offences:

Immoral behaviour, including but not restricted to:

  1. Sexual intercourse
  2. Sodomy
  3. Lesbianism and
  4. Sexual harrasment

Proffesional misconduct including but not restricted to:

  1. Negligence of duty
  2. Lateness to duty
  3. Chronic absenteeism
  4. Desertion
  5. Incitement and
  6. Insurbordination

Infamous conduct including but not restricted to:

  1. Drunkeness
  2. Fighting
  3. Conduct or behaviour which in the opinion of the Commission contradicts the spirit and tenor of Chapter six of the Constitution

Forgery/ presentation of forged documents

Mismanagement, misappropriation and embezzlement of public funds

Any other act of conduct that is incompatible with the teaching proffession

The Teachers Service Commission, TSC, is advertising 417 posts to replace teachers who have exited service through Natural Attrition (295 posts for Primary Schools and 122 posts for Secondary Schools).

Eligible candidates should meet the following basic requirements:
(i) Be Kenya citizens.
(ii) Must be 45 years of age and below.
(iii) Must have original Professional and Academic Certificates.
(iv) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012.

(a) Applicants for vacancies in Primary schools must be holders of P1 Certificate and will be selected from the County merit lists compiled during the May 2018 recruitment of additional teachers’ exercise.

Successful candidates will be deployed to serve in stations in any part of the Country and not necessarily in the County where they were recruited.
(b) Applicants for vacancies in Secondary Schools must be holders of a minimum of
Diploma in Education Certificate. Interested candidates should apply to the Secretary, Board of Management of the School/Institution where the vacancy has been advertised and submit a copy to the TSC County Director.

All interested candidates should submit their applications to the respective County
Directors and Boards of Management as above not later than Friday 21st June, 2019.

The Teachers Service Commission will only deal with TSC County Selection Panels and
Boards of Management in this exercise. Individual application to the Commission will not be considered.

Successful applicants must not fill employment forms in more than one station as this will lead to disqualification.

New Teachers’ union, Kusnet, signs agreement with TSC

The Kenya Union of Post Primary Education Teachers, KUPPET, and the Kenya National Union of Teachers (Knut) have been dealt a major blow that will see their membership reduce drastically. This is after the Teachers Service Commission (TSC) signed a recognition agreement with a new outfit; the Kenya Union of Special Needs Education Teachers (Kusnet).

An estimated 4,000 tutors with special needs, some of whom were in Kuppet and Knut have since decamped to Kusnet. But, membership to the new union will be limited to teachers with special needs only.

“The Commission hereby affords full recognition of the union as the body representing interests of special needs education teachers in the employment of the Commission and who are paid up members of the Union and teachers with special needs in the employment of the Commission and who are paid up members of the union,” read the recognition agreement between TSC and Kusnet.

Kusnet will henceforth exclusively engage with TSC on matters pertaining to the welfare of special needs education teachers and teachers with special needs.

“All negotiations concerning terms and conditions of service in respect of members of the Union shall be carried out between the commission and the Union, provided that all negotiations concerning remuneration shall be based on mandatory and binding advisory of Salaries and Remuneration Commission,” the agreement reads further.

The recognition agreement also stated that negotiations between the employer and the Union will be conducted in a free and conducive environment devoid of threats to or actual industrial action or lock out and in a proper, structured, cordial and professional manner.

“Parties hereby agree to negotiate in good faith and solve all disputes amicably with a view to uphold and promote the best interest of learners. To this end, parties agree that there shall be no threats or actual threat to lock out or industrial action during the negotiations,” says the recognition agreement.

In what will be seen as a blow to administrators, the agreement provides that parties agreed that a teacher employed by the commission and who is in administrative position will not hold an elective position in the union. Where a teacher in the administrative cadre is elected as a union official, the teacher shall relinquish the administrative post forthwith.

Administrators continue to hold union posts in both Knut and Kuppet structures; a scenario that is likely to change, if the current developments are anything to go by. For instance, currently an administrator is only expected to relinquish his/ her responsibility once elected as the Branch Executive Secretary.

Membership to the new outfit will, though, be voluntary

“The union undertakes that no teacher will be compelled to become a member of the Union and the Commission undertakes that no teacher will be penalised on account of his/ her membership to the union or non- membership thereof,” adds the agreement.

Knut has been the biggest loser after seeing its membership dwindle drastically in the last two years; with Kuppet reaping big.

TSC Automates Leave Application, Approval Process

The Teachers Service Commission has automated leave application and approval process in line with the Commission’s 2019-2023 Strategic Plan.

In a circular, CEO, Dr Nancy Macharia noted that all teachers and interns are now required to apply for leave online starting December 1, 2021. Going forward, there will be no manual application, and teachers are adviced to consult the Commission’s ICT field officers for any assistance.

The Teachers Service Commission, TSC, is set to reward teachers with outstanding performance. The Commission has now moved to have these tutors recognized. Teachers who have posted exemplary results in both academics and Co- curricular activities will have something to smile about after this latest move.

“In the past, some teachers have achieved global, national and local recognition as a result of their outstanding performance in the various aspects of the teaching profession. Teachers Image Magazine would document these achievements/ recognition in the next issue and subsequent ones,” says the teachers’ employer.

Teacher Peter Tabichi; winner of the 2019 Global Teacher Prize

This latest move comes in the wake of successes of various teachers in the global scene. Teacher Peter Tabichi won the 2019 Global Teacher Prize. This was followed by Mr. Eric Ademba’s triumph after winning the 2019 edition of the African Union Continental Teacher Award.

The Commission says recognizing the teachers per county will not only motivate the teachers but also serve to encourage others aspire for professional excellence.

“This is, therefore, to request you to send details of teachers in your County who have distinguished themselves in different aspects of the profession. It is a welcome move for thousands of teachers whose efforts have gone unnoticed for long.

To get appointment to this grade, a teacher must have served as Principal/Deputy Principal I T-Scale 13 for a minimum period of three (3) years and also be a holder of Master’s Degree in a relevant area; on top of other conditions as set by the Commission.
11  Grade D5 (T- Scale 15) This is the job group for all Chief Principals. This is the highest grade that can be attained by a secondary school teacher. This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment. To qualify for appointment to this grade, a teacher must have served as Senior Principal T-Scale 14 for a minimum period of three (3) years and be a holder of Master’s Degree in a relevant area.

The basic requirements for this grade are: having a Kenya Certificate of Secondary Education (KCSE) minimum mean Grade C (Plain) or other recognized equivalent qualifications; and must be in possession of a Primary Teacher Certificate (PTE) or its approved equivalent;

2). Primary Teacher I (T- Scale 6): 

This is a promotional grade for primary school teachers. Among other requirements, to get promoted to this grade one must have served as Primary Teacher II T-Scale 5 for a minimum period of three (3) years

3). Senior Teacher II (T- Scale 7): 

This is a promotional grade and an entry to the administrative cadre. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

One of the major requirement to get promoted to this grade is that one must have served as Primary Teacher I T-Scale 6 for a minimum period of three (3) years.

4). Senior Teacher I (T- Scale 8): 

This is a promotional grade for institutional administrators in Primary Schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To get promoted to this grade one must have served as Senior Teacher II T- Scale 7 for a minimum period of three (3) years; among other conditions for promotion.

5). Deputy Head Teacher II (T- Scale 9): 

This is a promotional grade for institutional administrators in primary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To be promoted to this grade a teacher must have served as Senior Teacher I T- Scale 8 for a minimum period of three (3) years; have satisfactory rating in the performance appraisal; among other requirements.

6). Deputy Head Teacher I (T- Scale 10): 

This is a promotional grade for institutional administrators in primary schools. One must have served as Deputy Head Teacher II T-Scale 9 for a minimum period of three (3) years so as to garner promotion to this grade; on top of other requirements.

7). Head Teacher (T- Scale 10): 

This is a promotional grade for institutional administrators in primary schools. Among other requirements, one must have served as Deputy Head Teacher II TSC Scale 9 for a minimum period of three (3) years in order to be promoted to this grade.

8). Senior Head Teacher (T- Scale 11): 

This is a promotional grade for institutional administrators in primary schools. A major requirement is one must have served as Head Teacher or Deputy Head Teacher I T-Scale 10 for a minimum period of three (3) years so as to be promoted to this grade.

Secondary School Teacher III (T- Scale 6; Grade C1) 

This is the entry grade for secondary school teachers who are holders of Diploma in Education.

To get placed into this grade one must be in possession of Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ (Plus) or its equivalent, have a Diploma in Education (with two teaching subjects) or its equivalent and have attained a minimum grade of C+ (plus) in the two teaching subjects at KCSE level; among other requirements. A teacher in this grade can be promoted to the next Job group; Grade C2. 

The three basic requirements for this grade (Grade C2) are: One should be: in possession of a Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ or its equivalent, in possession of a Bachelor’s Degree in Education with two teaching subjects; or a Bachelor’s Degree in a relevant area with two teaching subjects plus a Post Graduate Diploma in Education (PGDE) and having a minimum grade of C+ (plus) in the two teaching subjects at KCSE level.

Secondary School Teacher II (T- Scale 7; Grade C2)

This is an entry grade for secondary school teachers who are holders of a Bachelor’s Degree in Education or its equivalent. A teacher in this grade can be promoted to Secondary School Teacher I (T- Scale 8; Grade C1) .

To qualify for appointment to this grade, a teacher must have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years; among other requirements.

3). Secondary School Teacher I (T- Scale 8): 

This is a promotional grade for teachers in secondary school. To qualify for appointment to this grade, a teacher must have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years; among other requirements.

4). Senior Master IV (T- Scale 9): 

This is a promotional and an entry grade for institutional administrators in secondary schools. Among other requirements, A teacher must have served as Secondary Teacher I T-Scale 8 for a minimum period of three (3) years to qualify for appointment to this grade.

5). Senior Master III (T- Scale 10): 

This is a promotional grade for institutional administrators in secondary school. One of the basic requirement for appointment to this grade is a teacher must have served as Senior Master IV T- Scale 9 for a minimum period of three (3) years.

6). Senior Master II (T- Scale 11): 

This is a promotional grade for institutional administrators in secondary schools. To qualify for appointment to this grade, a teacher must have served as a Senior Master III T-Scale 10 for a minimum period of three (3) years; among other requirements.

7). Senior Master I (T- Scale 12): 

According to the TSC establishment, this is a promotional grade for institutional administrators in secondary schools.

To qualify for appointment to this grade, a teacher must have served as Senior Master II or Deputy Principal III T- Scale 11 for a minimum period of three (3) years. This is on top of other requirements as stipulated in the Career Progression guidelines for teachers.

8). Deputy Principal III (T- Scale 11):

This is a promotional and an entry grade for Deputy Principals in secondary schools. To get appointed to this promotional grade, one must have served as Senior Master III T-Scale 10 for a minimum period of three (3) years; among other requirements.

9). Deputy Principal II (T- Scale 12):

This is a promotional position for Deputy Principals in secondary schools. One must have served as Deputy Principal III or Senior Master II T-Scale 11 for a minimum period of three (3) years; so as to get promoted. This is additional to other requirements as outlined by the Commission.

10). Deputy Principal I (T- Scale 13): 

This is a promotional grade for Deputy Principals in secondary schools. REQUIREMENTS FOR APPOINTMENT 

For appointment to this grade, a teacher must: –

i. Have served as Primary Teacher I T-Scale 6 for a minimum period of three (3) years;

ii. Have satisfactory rating in the performance appraisal process;

GUIDELINES FOR RECRUITMENT OF TEACHERS POST PRIMARY INSTITUTIONS 2019/2020

GENERAL INFORMATION

Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection exercise for the advertised vacancy(ies) in their institutions.

The Selection Panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.

All applicants must be registered teachers as per Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who fail to meet registration requirements will not qualify to be recruited.

Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their applications.

Applicants working in other Government Departments and who meet the requirements are eligible to apply.

Applicants will be required to submit their applications to the Secretary Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director.

Upon receipt of applications Heads of Institutions MUST acknowledge in writing (Appendix VII). On completion of the shortlisting process, Heads of Institutions should promptly advise those who do not meet the shortlisting criteria (specifying the reasons).
The TSC Sub-County Director shall compile a list of all applicants in every Institution for ease of reference and present it during the interview.

The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.

Heads of Institutions should communicate to all shortlisted applicants through SMS (short message service) at least seven (7) days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the date of the interview, venue and time.

All applicants, irrespective of gender, disability, ethnicity or Home County should be given equal opportunity. However, in case of a tie, consideration will be given on the following aspects in their order of priority:
a). Applicant (s) with disability(ies);
b). Age of the applicant (44-45 years) with previous teaching experience of three years and had not worked with the Commission previously
c). Quality of certificates presented i.e. higher aggregate KCSE grade should first be considered. If the applicants tie at the aggregate grade, the subject grades should be used;
d) Preference will be given to the applicants who have not been previously employed by the Commission.

The names of interviewed applicants ranked in order of performance during the selection process for each vacancy (Appendix iii) will then be submitted to the Commission.

Applicants who were previously employed by the Commission MUST declare their past employment history and reason(s) for termination of service (with evidence) in their application. Applicants who were previously employed by the Commission and FAIL to declare shall be disqualified.

Applicants who were previously offered employment by the Commission and failed to take up the appointment without notifying the Commission are NOT eligible for employment.

TSC County Directors MUST ensure that Heads of Institutions confirm online registration status of the applicants to avoid engaging unregistered/deregistered teachers in the selection process.

2.0. AUTHENTICITY OF ACADEMIC, PROFESSIONAL AND OTHER RELEVANT DOCUMENTS

Applicants must present original and legible photocopies of the following documents: –

1). National identification cards;
2). National Council of Persons with Disability (NCPWD) Card (where applicable);
3). KCPE Certificates;
4). KCSE Certificates (include first attempt certificate if repeated exams);
5). Diploma/Degree Certificates and official transcripts;
6). Primary and Secondary Schools leaving certificates

NB: Provisional transcript shall not be accepted.
Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.

The selection panel shall vet each applicant to verify that: –
He/she meets the requirements of the TSC advertisement;
All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the original certificates and authenticate the information provided, to the TSC County Director. Photocopies used during application must be the true copy of the original certificate presented during the interview;
The proof of application for confirmation of results from KNEC has been availed where the certificates are missing.

NB: The onus is on the concerned applicant to follow up with KNEC for the confirmation of results within fourteen (14) days after the interview date.

Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment Form.
Once the interview process is completed, the results must be communicated to all applicants the same day and the successful applicant(s) from the merit list be issued with the TSC Application for Employment Form (s).

It is the responsibility of the TSC County Director/Representative to ensure that the:-
Exercise is fair and transparent;
Successful applicant(s) on the merit list fill the Application for Employment Form (s).

The Secretary of the Board of Management should ensure the Application for Employment for Form (s) is correctly filled by the applicant(s) without erasing or defacing.

The completed Application for Employment Form(s) together with other relevant documents should be submitted to the TSC County Directors office. The TSC County Director upon verification and ensuring that all the requirements are fulfilled will submit the recruitment documents to the TSC Headquarters within the stipulated timelines.

Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and considered for deregistration subject to a disciplinary process.

SELECTION PANEL

The Selection Panel shall consist of the following seven (7) members:
1). Chairperson, Board of Management – Chairperson
2). Two (2) members of the schools BOM – Members
3). Head of the Institution – Secretary
4). Deputy Head of the Institution – Member
5). Subject Specialist – Member
6). The TSC County Director/Representative – Member

3.1 SELECTION PANEL FOR SCHOOLS WITHOUT BOMs

1). TSC County Director – Chairperson

SELECTION CRITERIA

The Secretary, Board of Management shall present a compiled list of all applicants to the selection panel.
The selection panel shall harmonize the list of applicants with that of the TSC Sub County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency (ies), make decision(s) based on the guidelines and advise the applicants /panel and the Commission accordingly.
Applicants shall present themselves in person to the selection panel. The panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b)

NB. An applicant whose special need is related to hearing and/or speech shall be allowed to be accompanied by a sign language interpreter.

QUALIFICATIONS

1). Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one (1) subsidiary pass at A Level. In addition, they must have:

a). A Bachelor of Education Degree with two (2) teaching subjects.
b). A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects.
c). Bachelor of Science with Education / Bachelor of Arts with Education with two teaching subjects.

NB:
i). Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma in Education or gone through the A level system in the relevant area(s) are eligible.
ii). Bridging/Pre-university certificates for those who completed the course before December 31st 2015 can be considered.

2). Diploma Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at A level. In addition, they must have: a Diploma in Education from a recognized Teacher Training Institution.

NB: a) Diploma Teachers who graduated in 2008 or before with a mean
grade of C (plain) and C (plain) in the two teaching subjects are eligible;
b) Hearing impaired and blind, are enrolled for training with mean grade of C and C in the two teaching subjects thus are eligible.

3). Technical Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (1) principle and two (2) subsidiaries at A level. In addition, they must have:
Bachelor of Education Technology (Bed TECH); OR
(i) Bachelor of Science (BSC) in any relevant technical Subject(s)/Course;
(ii) Higher Diploma in a Technical course; or
(iii) A Diploma in a Technical Course.
Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education GDE) from a recognized University.

NB:
1) Applicants whose training is in subjects that are currently not in the Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement e.g. Bachelor of Science /Bachelor of Arts in:
Natural Resources
Meteorology
Forestry
Animal Husbandry
Horticulture
Farm Machinery
Fisheries
Anthropology
sociology
Theology/Divinity
Journalism etc.

2) Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively.

3) Diploma Teachers with English/other subjects qualify for employment as English/Literature teachers.

4) All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer. For those who did not study Business Studies and Computer, one should have attained a minimum of C+ (Plus) in Mathematics in KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE.

5) Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject.

6) Applicants presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment.

7) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.

8) Applicants applying for computer studies MUST have taken a course on teaching methods.

9) For applicants trained in Special Needs Education-, KSL and Braille are considered as teaching subjects e.g. Biology/KSL, Geography/Braille.

6.0 VALIDATION OF DOCUMENTS BY THE COUNTY DIRECTOR

The County Directors should: –
1). Ensure that the Application for Employment Forms have all the attachments required;
2). Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines;
3). Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed;
4). Compile any complaints received and submit appropriate action taken or recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters:

a). Duly filled Application for Employment Form(s) together with a copy of the acknowledgement of receipt of application for employment, certified copies of academic certificates, professional certificates and all official transcripts, identity card, NCPWD Card (where applicable) and two passport size photographs in respect of successful candidate(s);

(b) A list of all applicants in order of merit for the advertised vacancies in (Appendix (III), clearly indicating the applicants who failed to attend the interview;

(c) Duly signed Board of Management meeting minutes;
d). A commitment letter duly signed by the applicant binding him/her to teach in the station for a minimum period of five (5) years, and three (3) years in the case of North Eastern Region;
e). Completed selection score guide duly signed;
f). Copy of teacher registration certificate/evidence of verified application for registration;
g). Certified copy of a bank plate;
h). Duly completed pay point particulars form;
i). Copy of KRA PIN certificate;
j). Copy of NHIF Card;
k). List of applicants who are Persons with Disabilities (PWD).

8.0 COMPLAINTS

Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection process and send a copy to the TSC Headquarters;

The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter inform the Headquarters on the action taken;

Where the complaint is levelled against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

 IMPORTANT NOTES

Under no circumstances should the Application for Employment Form(S) be defaced or photocopied for use.

Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors.

Notwithstanding the decentralization of the function of teachers recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.
