Kuppet Criticizes Parliament for Rejecting Promotion of 25,000 Teachers, Says TSC Independence at Risk

Officials from the Kenya Union of Post Primary Education Teachers (KUPPET), Vihiga branch, have vocally opposed the National Assembly Education Committee’s decision to annul the promotion of over 25,000 teachers, accusing Parliament of overstepping its boundaries and violating the independence of the Teachers Service Commission (TSC).

Under the leadership of Branch Secretary General Sabala Inyeni, the officials condemned the decision as illegal and damaging to the morale and career progression of educators. Inyeni claimed that Members of Parliament did not possess the authority or professional qualifications to assess eligibility for teacher promotions.

The promotions, affecting 25,252 teachers nationally, were initiated by the TSC and put forward for examination by the National Assembly Education Committee. This incited discussion within Parliament, with legislators questioning the criteria for selection and the regional distribution of those promoted.

Last week, the Committee, led by Tinderet MP Julius Meli, expressed concerns regarding what they viewed as bias, favoritism, and the promotion of inadequately qualified individuals. They also lamented the seemingly equal distribution of promotion slots, implying that the process failed to consider demographic and historical disparities.

In response to the criticism, TSC CEO Nancy Macharia justified the promotion process, asserting that it was grounded in legal and professional standards, including Regulation 73 of the Code of Regulations for Teachers, the Career Progression Guidelines, and the Policy on Selection and Appointment of Institutional Administrators.

Simultaneously, KUPPET Vihiga officials accused certain MPs of manipulating the teacher recruitment and promotion process for political gain, especially in anticipation of future electoral contests. Inyeni alleged that some legislators had been handing out employment letters from the TSC within their jurisdictions, thus politicizing a process that should be professional and unbiased.

KUPPET Urges Focus on Funding, Not Control

The union has called on the National Assembly to redirect its focus toward increasing budgetary provisions for the education sector, particularly for the TSC. Inyeni mentioned that Parliament ought to enable promotions for more teachers, including those who were interviewed but not selected.

KUPPET officials cautioned that ongoing political interference in hiring and promotion threatens to undo progress made in Kenya’s education sector. They further warned that they would rally against MPs involved in what they referred to as irregular and unlawful practices.

Despite the strong opposition from the Vihiga branch, KUPPET National Chairman and Emuhaya MP Omboko Milemba expressed his support for the position of the Education Committee.

He stated that Parliament had been asked to suspend the promotions due to what he described as an unjust allocation method. Milemba advocated for an inquiry into how the TSC allocated funds provided by Parliament, emphasizing the necessity for equitable resource distribution.

CS Magoha issues response to concerns over 2021 form one placement

Education Cabinet Secretary (CS), Prof. George Magoha, has told off parents causing uproar that the Form One placement was unfair to students who scored good marks in Kenya Certificate of Primary Education (KCPE), saying that all students were placed in secondary schools that they merit.

Speaking in Thika where he oversaw interviews for students set to benefit from the government’s Elimu Scholarship Programme, Magoha said the cries that top students should have been placed in the top 10 schools nationally is misplaced and only meant to confuse students.

He said the notion had been disapproved by last year’s Kenya Certificate of Secondary Education (KCSE) results where students who got 191 marks in KCPE, recorded University marks of A’s and B’s in KCSE four years later.

He said there is no way the 100,000 pupils who passed well in KCPE can all fit in the 5,000 slots in the top national schools.

“These cries that your children must be called in the top 10 schools must stop. Every school in the country is a good school, because the government gives equal amounts of Sh22, 244 to every child in whichever school the child goes to. It is not the school that will make the child, but the zeal and zest that is in the child,” he said.

He, however said, where a male child has been placed into a female school or vice versa; or where a child has been called into a day school which is too far, the issue will be rectified.

This comes as a section of parents raised alarm that their children despite scoring good marks were not called into the best schools which they had opted for.

Some said despite their children scoring more than 350 marks, they were placed in unheard of schools, some which are too far away.

At the same time, Magoha said they have started to look for primary schools that will be converted into Junior Secondary schools in line with the new curriculum.

He said the priority now is to get the schools and have them furnished with the necessary infrastructure so as to be ready when the transition time comes.

In the new 2.6.3.3.3, the Junior Secondary (grades 7, 8 and 9) and Senior Secondary Education (grades 10, 11 and 12) will each take three years.

He called on politicians not to politicize the exercise, saying it is meant to benefit pupils.

“My remaining 14 months is going to be extremely difficult as we continue to implement the Competency Based Curriculum. At the moment, we are looking for primary schools that will be converted into junior secondary schools and in the budget, we have been awarded Sh.1.9 billion to furnish them with tables and chairs. Let’s not politicize the exercise,” he said.

On the school in Nyandarua County where some students were sent home after being infected with Covid-19 virus, Magoha termed it a non-issue, saying they will ensure all students are safe.

“We have millions of learners in our schools so, why do you want to make noise when six or 10 of them get Covid. This is not an issue at all. If we weren’t bold enough to reopen schools in August last year and January, would these children be here today to get scholarships to go to high school?’’ posed Magoha.

The scholarships will be offered to 9,000 students with 3,000 being offered to those who live in the slums and informal settlements.

KUPPET ‘chases away’ two top branch officials over forgery and misconduct

The Kenya Union of Post-Primary Education Teachers (KUPPET) has today expelled two of its branch bosses over disciplinary breaches involving forgery, criminal disinformation, and incitement.

In a statement In an official statement dated July 28, 2025, KUPPET Secretary General Akelo M.T. Misori confirmed the removal of Mr. William Lengoyiap as Executive Secretary for the Samburu Branch and Ms. Yvonne Musyoka as Vice Chairperson for the Machakos Branch.

“The union will not allow a few individuals to tarnish its name through unethical and illegal conduct,” said Mr. Misori. “We took the necessary steps following a thorough and fair disciplinary process.”

According to the union, Mr. Lengoyiap was found to have used a forged payslip to secure a loan from Stanbic Bank—an act deemed to have placed the union at financial risk.

Musyoka’s case reportedly involved spreading falsehoods, inciting unrest among teachers, and mobilising unsuspecting members to participate in a campaign of defamation.

“This is a betrayal of trust,” said a senior KUPPET official familiar with the investigation. “Teachers look up to their leaders for guidance and protection—not to be misled or manipulated,” the statement reads.

KUPPET pointed out that the two officials ceased to hold office as of July 17, 2025, and are now prohibited from transacting any business or speaking on behalf of KUPPET.

The public, union members, and stakeholders were also cautioned against engaging with the duo in any official capacity.

Misori assured members that service delivery in Samburu and Machakos will gp on uninterrupted.

“Our commitment is to the welfare of our members and the future of our union,” Misori concluded. “We will not be distracted by individuals who put personal interest above professional duty.”

The action is part of a broader clean-up effort by KUPPET to eliminate internal malpractice and restore confidence in its leadership, following growing concerns about forgery, misinformation, and misuse of office.

The Kenya National Examinations Council, operating under Cap 225A laws of Kenya from 1980, repealed in 2012 and replaced by the KNEC act 2012, is mandated to conduct examinations in schools and colleges, issue certificates and do equations of certificates Technical and Business examinations are conducted twice a year. It is for this purpose that KNEC wishes to request for expression of interest in Supervision and Invigilation work.

Required Qualifications:

i Trained Teachers with a Diploma or Degree level qualification. TSC numbers but not employed by the TSC,
ii Retired Teachers with a Degree or Diploma level qualification but not over the age of 65 years
iii Trained Accountants with good standing with their professional bodies:
iv Tutors in National Polytechnics, Technical and Vocational Colleges and Vocational Training Centres, with Degree, Diploma or Certificate level qualifications.

It is understood that all the above will be persons of good moral character, not having any criminal record and of good standing in society, to which extent, a certificate of good conduct or recommendation letter may be required when in doubt.

How to apply.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
  1. 1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.
  2. 2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.

TSC promotes 32,000 more teachers- Latest TSC news

The Teachers Service Commission, TSC, has promoted 32,000 more teachers this December. This is in addition to the 53,000 teachers promoted in July 2020. This is as per the Career Progression Guidelines (CPG) for teachers that were introduced in 2017.
Teachers aligned to the Kenya National Union of Teachers, KNUT, have though been left out. KNUT is in court opposing the CPG model. This means that the promoted teachers are either those who ditched KNUT recently or belong to rival union KUPPET.
Most of those promoted belong to lower cadres and are currently teaching in primary schools. Apart from getting enhanced salaries and allowances, they will have a reason to smile as their perks have been back dated to July, this year.
“The greatest beneficiaries are the teachers in primary school in Grade B5 (formerly P1). The teachers have been promoted after serving for three years since 2017.” Says TSC Boss Dr. Nancy Macharia.
Dr.Macharia says the Commission is committed towards ensuring that all the benefits granted to teachers in the current CBA are implemented before the next financial year.
“The Commission is committed to safeguarding the professional growth of all teachers and ensuring that by 30th June, 2021 all the benefits granted by the Government of Kenya to teachers in the 2017 to 2021 CBA including the opportunities for career growth are fully implemented.” She promises.
KNUT’s membership has declined immensely, of late, as a result of the constant feuding between the union and the teachers’ employer; TSC.
The 15,266 promotion positions currently advertised will bring to a total of over 100,000 teachers to be promoted in the current financial year.
The vacancies include: Deputy Principal I, Deputy Principal II, Senior Lecturer, Deputy Principal III, Curriculum Support Officers, Head Teacher, Senior Master IV, Deputy Head Teacher II, Senior Lecturer IV and Senior Master IV.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

Education CS George Magoha launches a nationwide mop up exercise to find about 150,000 KCPE 2019 graduates who have yet to enrol in Form One

The Ministry of Education has today stated that a total of 150,000 form ones are yet to report to secondary school. This is despite the fact that the January 24, 2020 reporting deadline has elapsed. According the Ministry only 80 percent of the learners who sat for the 2019 KCPE examination have reported to their schools of choice. The Ministry now says it will launch a mop up campaign to find the missing learners and ensure 100 percent transition.

Here is an excerpt of a presser from the Education Cabinet Secretary Prof George Magoha;

“Reporting dates for all Form One students were between 13th January, 2020 and 24th January, 2020. By 12pm today, 852,000 learners (80 per cent) of the 1,075,000 candidates who sat KCPE in 2019 had reported to secondary schools countrywide.
Reports from all parts of the country indicate that large numbers of students have flocked to various schools ahead of today’s 5pm reporting deadline.

We therefore expect the figures to rise to the peak by the end of today when we compile final figures.
Although these are commendable admission levels, it is projected that we could still have about 150,000 candidates who may not beat the deadline of reporting. These will include candidates of private schools and those who reported to schools that they had not been selected to, thereby missing out on the NEMIS data capture.

I am happy that some counties have already hit the 100 per cent mark as I will outline
shortly. Some schools have also registered 100 percent transition, induding the State
House Girls (where we are), which has registered all the candidates who were selected to join the institution, including a class of 95 day scholars.

Some of the reasons for the low transition in these counties include:

  • Repetitions- some children opted to repeat Class 8
  • Some learners opted to join TVET institutions
  • Early marriages and teenage pregnancies

To ensure we achieve the 100 per cent transition rates, the Government will, from tomorrow (Saturday January 25, 2020) start a countrywide mop up campaign to trace all candidates who are yet to report to schools. I have consulted with the Ministry of Interior and Coordination of National Government and Teachers Service Commission and resolved to engage jointly in the mop up campaign. We have directed our field officers to comb all their regions to find the candidates who are yet to report to schools and ensure that they are enrolled in the schools they were placed in.

Candidates at the sub-county levels should report to day schools nearest to them. During this period, Principals and Head Teachers should enhance support services to help young mothers selected to their schools to enrol, focus on learning and minimize distractive practices. All education officials in all counties should map out the 2019 KCPE candidates from their regions and make special arrangements for them to join Form One.

During this mop up exercise, and to address socio-cultural barriers to secondary education, national administrative arms will work with county and sub-county education
officials to ensure that no child is locked out of secondary education for any reason. Over the period, Ministry officials will file accurate daily returns on the status of reporting to schools until we attain the 100% transition.

It is the constitutional right of every Kenyan child to acquire free and compulsory basic
education. The Ministry will generate lists of unreported students per Sub County for
purposes of tracking them and ensuring that they are admitted accordingly. The head
teachers of respective schools where the students sat the KCPE are therefore called upon to make available all the vital information to aid the process of ensuring that all students enroll in secondary schools.”

Release of 2022/2023 Placement Results – How To Check Results

Cabinet Secretary for Education, Prof. George Magoha, has released the 2022/2023 Universities and Colleges Student Placement Results.

Speaking at Eastleigh High School in Nairobi where he also commissioned a new CBC classroom, Prof. Magoha announced that 250,052 students submitted applications for placement to universities, TVET institutions and TTCs, and all applicants were successfully placed.

90% of the 2021 KCSE candidates who attained a mean grade of C + and above and applied were competitively placed, with 85% of them getting Degree programmes and 5% taking up courses in TVET Institutions.

Of the 144,466 Kenyan citizen candidates who qualified for degree programmes, 123,963 (85.8%) were placed to universities (67,237 male and 56,726 female).

Some 16,310 candidates who qualified for degree programmes in the 2021 KCSE examination did not submit applications and may have opted to pursue other opportunities.

A total of 124,258 applicants have been placed in TVET institutions (55,553 male and 68,705 female).
For the first time, KUCCPS placed applicants for admission to the 32 public diploma primary teacher training colleges. A total of 1,538 (1,216 female, 322 male) have been placed in Diploma in Primary Teacher Education and Diploma in Early Childhood Teacher Education.
KUCCPS also placed 293 (129 male, 164 female) to three colleges offering Diploma in Secondary Teacher Education, namely: Kagumo, Kibabii and Lugari TTCs. These students will be trained to deliver the CBC curriculum.

TSC to conduct mass biometric registration of all teachers

The Teachers Service Commission (TSC) will roll out a mass count and bio-metric registration of all secondary and primary school teachers in the Country. The exercise was initially scheduled to commence in May last year (2020) could not take off as schools were closed due to outbreak of the Covid19 pandemic.

But, the Commission has now put all plans in place to roll out the head count in May this year when schools reopen for third term.

“The biometric registration shall entail validation of data of teachers in all public primary and secondary schools, Teacher Training Colleges, Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) and Kenya Institute of Special Education (KISE),” the Commission said via a presser.

It is believed that there are many ghost workers in the Commission who lead to massive losses of government funds. The biometric registration of teachers will therefore weed out the ghost workers with all the teachers under the commission’s payroll expected to undergo fresh registration to verify their distribution, utilisation and teaching specialisation in public schools.

All teachers under the TSC payroll will undergo fresh listing from the school level. Earlier on TSC Deputy Commission Secretary Kennedy Mulunda revealed that this exercise would cover all the 321,811 teachers in 32,004 basic education institutions across the country.

“We want to update the existing information on the teachers’ biodata and validate their requirement in all public schools and teacher training colleges by size and learner enrollment,” Mulunda had said.

The biometric registration of the teachers will involve the usage of their fingerprints to capture details. Additionally, each teacher will have to produce their national identity card or birth certificate and any other relevant identification documents such as employment or designation letters.

The exercise will also reveal teacher distribution based on subject combinations and will unearth staffing gaps that will inform training needs for various subject areas.

Seven counties will participate in the pilot roll-out of the program with the national exercise scheduled for August/ September 2021.

Uasin Gishu, Homa Bay, Bungoma, Nyeri, Kilifi, Kitui and Garissa were selected because they present both rural and urban setups with 143 institutions sampled from the areas consisting of primary, secondary and teachers training colleges.

To monitor daily attendance by teachers, the Commission shall then install Biometric gadgets in schools for teachers to clock in and out. Currently, teachers manually sign in and out of school.

The electronic registration of teachers will therefore expose teachers who miss lessons without written permissions. This enlisting of teachers is also expected to help the Commission to balance the teaching staff since it will unravel the imbalances across all public schools.

The Kenya Universities and Colleges Central Placement Service, KUCCPS, has now finalized the placement process for the 2024 Kenya Certificate of Secondary Education, KCSE, exams candidates to universities of their choice. The reporting date for the first year students has been set for August/ September, 2025

The first year Students have been advised to visit the KUCCPS Student portal in order to know the university into which they have been placed. After knowing the university of placement, the Students should then proceed to download the admission letter. CONTENTS OF THE ADMISSION LETTER.

The first year admission letter contains vital information for prospective students.

Here is a list of crucial items that have been included on the admission letters for the 2025/2026 first years:

1. The School where the student has been placed i.e school of education, Medicine or School of Pure and Applied Sciences.

2. The Title of the degree program that the student will be awarded at the completion of the study period e.g Bachelor of Education (Science).

3. The reporting date.

4. The student’s registration number.

5. Documents that the student must present on the reporting date e.g Originals and copies of:

i). Admission Letter.
ii. KCSE Certificate and/or KCSE Result Slip on the day of registration for verification purposes.
iii. National Identification Card. If under 18 years of age, Birth Certificate will be required.
iv. National Hospital Insurance Fund (NHIF) Registration Card for self or for guardian.
v. Proof of payment of full fees as per the respective programme fee structure.
vi. Your agreement to adhere to the Rules and Regulations Governing the Conduct and Discipline of Students of the University.

6. Fees payment requirements and details; amounts and accounts into which the deposits are to be made.
