KEMI TSC TPD REGISTRATION, PORTAL

The Kenya Education Management Institute (KEMI) is a Management Development Institute that serves as the Capacity Building Agency of the Ministry of Education. KEMI is mandated under Legal Notice No. 19/2010 to undertake leadership and management training, research, and consultancy in the education sector.

The Teachers Service Commission has accredited KEMI to provide Teacher Professional Development (TPD) program to registered Teachers in Public and Private Primary and Secondary Schools, Trainers in tertiary institutions as well as Instructional Leaders in the public and private institutions. The overall objective of the TPD program is to professionalize teaching by continuously developing and improving teachers’ skills, competencies, and knowledge in line with the 21st Century core competencies aimed at enhancing the provision of quality education.

TPD refers to life-long teacher learning and comprises the full range of educational experiences designed to enrich teachers’ professional knowledge, understanding, and application of the concept throughout their teaching career.

TPD program will afford Kenyan teachers global compliance to acceptable standards as with other professions.

The objectives of the TPD Programme is :

  • Inculcating a culture of life-long learning of teachers and instructional leaders.
  • Fostering personal and professional growth of teachers and instructional leaders.
  • Building capacity of teachers and instructional leaders as action researchers in their practice.
  • Developing capacity of teachers and instructional leaders as reflective practitioners.

TPD training content is based on the Seven (7) Kenya Professional Teaching Standards (KePTS).

The standards define the work of Kenyan teachers in the context of the 21st century learning, by setting high quality and effective teaching expectations that are meant to improve overall learners’ achievement.

KePTS are meant to provide a consistent and supportive framework for measuring effectiveness of Teachers and Instructional leaders against specific competency indicators.

Mode of Delivery

Blended mode of delivery:

i. Face-to-face at sub-county venues during school holidays and,

ii. Online learning:

a)synchronous online lining using video conferencing apps

b)Asynchronous online learning e-learning platform (KEMI Virtual Campus) which will be accessible 24/7

Assessment

There are no examinations in TPD

TPD will be based on competence assessments in accordance with the TPD framework.

Assessment will mainly be in form of reflective journals and portfolios

TPD will account for 60% while TPAD will account for 40%.

Certification

Upon successful completion of the introductory module, a participant shall be issued with a transcript and a certificate

This will be required for the renewal of the Teaching License.

NB.  All Teachers shall be issued with a Teaching License as TPD commences, Renewable after Five years.

Tarang’anya High School’s Physical location: Tarang’anya High School is a top performing Boys’ only secondary school, located in Bukira location, Migori County. This is within the Nyanza region of Kenya.

Tarang’anya High School in Kuria West constituency was founded in 1958 as an intermediate primary school.
In 1965, a single streamed harambee secondary class was started with the pioneer class sitting for their examination three years later.

The same year, the then area Member of Parliament Maisori Itumbo pushed for the registration of the school as a government institution. It was officially registered  in 1969. In 1971, a second stream was unveiled and in 1983, the school admitted A-level students.

In 1980s to 90s, ‘Tara’ as it was commonly referred to was known as a football powerhouse rivaling the likes of Isebania high school. The then principal Erick Kionge Awino would hire a lorry to ferry students to football matches.

TSC recruitment 2022 – Latest News

The Teachers Service Commission (TSC) has issued a clarification on the 2022 Teacher Recruitment, Replacement vacancies. This comes as prospective teachers remain hopeful of capturing the advertised vacancies in public schools countrywide.

The Commission is carrying out periodic recruitment of teachers in order to address the large staffing gaps in secondary and primary schools in the country.

To apply for the vacancies, one is expected to apply via the TSC Online Portal; as there is no provision for manual application.

After applications, the Commission lists successful applicants who then attend interviews at designated County locations.

The procedure above is though for secondary and tertiary school teachers. Primary school teachers have had difficulties filling their applications, online. This prompted the Commission to issue a statement.  In the statement released on Wednesday, January 26, the commission clarified on the selection of primary school teachers to fill the vacancies advertised.

The Dr Nancy Macharia-led agency stated that teachers will be selected from a list of a past recruitment process conducted in July 2021.

“In the January 2022 advertisement on natural attrition, primary school teachers will  be selected from the merit list compiled during  the recruitment of additional teachers-July 2021,” read the statement in part.

On January 19, the commission, announced that the recruitment of 2,945 teachers to replace those who had exited the service through natural attrition.

The commission led by CED Dr. Nancy Macharia, its Chief Executive Officer (CEO), advertised 2,053 jobs for primary school teachers and 892 slots for secondary school teachers.

The Commission has at the same time issued the latest recruitment guidelines. The guidelines also contain the latest marking scheme to be used during the recruitment exercise.

How to Select Grade 10 Subjects and schools

KAAGA GIRLS’ HIGH SCHOOL’S BRIEF HISTORY
Kaaga Girls’ is a Methodist sponsored school, which started around 1926 to teach young girls to be good wives to the few educated men who had embraced western education. From 1932 to  date the school has been headed by 9 Principals. 
 
In 1952 girls moved to the present site from present day Kaaga Boys Secondary School and started as intermediate school. In 1961 Kaaga became a Secondary School and in 1971, first ‘A’ Levels Science students were admitted. Currently the school has four streams.

KATHEKA BOYS’ SECONDARY SCHOOL’S BRIEF HISTORY

ST. THOMAS AQUINAS KATHEKA Boys Sec. School was started back in 1974 as Harambee Sec. School to assist the local children who could not get places to Provincial and National Schools or Access education. The school is sponsored by the Catholic Church. The school is situated in Eastern province, Kitui County (Kitui West District), Mutonguni division, Kauwi Zone.

In 1994, all the girls were phased out and it became purely Boys school. A second stream was started in 1996 and the enrollment continued to increase posing challenges to all existing facilities. In 2008, a third stream was started. Today the school is a fully pledged provincial school with a population of 480 students, 14 teachers and 17 support staff.

The school has 5 dormitories, 11 classrooms, 2 labs, a computer room, a library, 4 staff houses, 1 kitchen, and a multipurpose hall among other facilities. The school is registered by the Ministry of education via certificate no. GP/A/6022/09.

Teachers’ new salaries and allowances after July 2020: TSC implements phase 4 of CBA

Teachers will earn new increased salaries in July 2020 after the Teachers Service Commission, TSC, implements the fourth phase of salaries adjustments for teachers under the 2017-2021 Collective Bargaining Agreement (CBA) that was agreed between the Commission and teachers’ unions. The Commission has already implemented the first, second and phases; that were effected in 1st July, 2017, 1st July, 2018 and July 1, 2019 respectively.  


Also read; KUPPET demands new salary and allowances increments for teachers But there are categories of teachers who will walk home empty handed at the end of July as their incremental phases were concluded in July, 2018. For secondary school teachers currently in Job group (C2; formerly K) who are holders of a Bachelor’s Degree in Education or its equivalent will not be receiving any salary increment in the July 2020 Phase. Other categories of teachers whose salary increment was only awarded in two phases are: Secondary school teachers who are holders of Diploma in Education at grade C1 (Formerly H) and Primary teachers at Job group B5 (Formerly G).

Here are the new salaries that teachers will expect in their bank accounts at the end of July, 2020 as the fourth phase of the increment is effected;

CHIEF PRINCIPALS (T- Scale 15)

These are Principals in National and Extra County Schools with over 1000 students who currently earn a salary of between Sh121,814 and Sh157,656 per month. These teachers will get a salary increment of up to Sh9,496. The lowest earner in this group will walk home with a salary of Sh131,380 while the highest earner in this group will earn Sh157,656 per month; effective 1st July, 2020.

SENIOR PRINCIPALS (T- Scale 14)

Senior Principals head County Schools with over 540 students. These Principals currently pocket a monthly salary of between Sh109,249 and Sh118,169. They are set to receive an increase of between Sh3,721 and Sh8,993. These tutors will then earn a monthly perk of Sh118,242 and 121,890 per month at the end of July, 2020. Their salary increment was to be effected in four phases under the current CBA.

These are Principals heading Sub- County and All Day schools who currently earn between Sh93,850 and Sh102,807 per month. The lowest earner in this category will get an increase of Sh10,794 to earn a new salary of Sh104,644 while the highest earner will get a top up of Sh1,837 to get a new monthly salary of Sh104,644.

DEPUTY PRINCIPALS III

These administrators of Sub- County and All Day schools currently earn a monthly pay of between Sh82,717 and Sh87,900. The lowest earner in this grade will now pocket a monthly pay of Sh91,041 while, the highest earner will pocket Sh91,041 after receiving an increment of Sh8,324 and Sh3,141 respectively.

Primary schools with enrollment of over 1000 learners are headed by Senior Head Teachers with Grade D1 (T- Scale 11). While, Senior Master II with Grade D1 (T- Scale 11) are administrators in County Schools with with over 540 students. These administrators currently earn between Sh74,703 and Sh82,717 per month. They will receive an increment of up to Sh3,137.

HEAD TEACHERS, DEPUTY HEAD TEACHER I AND SENIOR MASTER III

Primary schools with enrollment of below 1000 learners are headed by Head Teachers with Grade C5 (T- Scale 10). While, Deputy Head Teacher I at Grade C5 (T- Scale 10) are administrators in Primary schools with enrollment of over 1000 learners. On the other hand, Senior Master III of Grade C5 (T- Scale 10) are administrators in Sub- County and All Day schools. Lowest earners in this group (who get a monthly pay of Sh51,632) will now pocket Sh62,272.

DEPUTY HEAD TEACHER II

Deputy Head Teacher II Grade C4 (T- Scale 9) are administrators in Primary schools with enrollment of below 1000 learners. These teachers currently earn monthly perks of between Sh45,287 and 51,632.

SECONDARY TEACHER I AND SENIOR TEACHER I

Secondary Teacher I are teachers in Secondary schools whose grade is C3 (formerly L); This is a promotional grade for teachers in secondary school. On the other hand, Senior Teacher I are administrators in Primary schools with enrollment of over 1000 learners with Grade C3. These tutors earn monthly salaries of Sh41,343- Sh51,927; they will now earn between Sh43,154 and Sh53,943 effective July, 2020.  

SENIOR TEACHER II, SECONDARY TEACHER II & SECONDARY TEACHER II UNTRAINED (UT) AND PRIMARY SNE TEACHERS.

Senior Teacher II are administrators in Primary schools with enrollment of below 1000 learners. While, Secondary Teacher III is an entry grade for secondary school teachers who are holders of Diploma in Education. These teachers currently pocket salaries of between KES31,242 and KES 33,971 and will get an increment of between KES 984 to KES 3,717.

SECONDARY TEACHER II & SECONDARY TEACHER II UNTRAINED AND PRIMARY SNE TEACHERS.

These teachers who fall in Grade C2 (Formerly K) will not receive any salary increment in the current phase. Grade C2 is an entry grade for secondary school teachers who are holders of a Bachelor’s Degree in Education or its equivalent. It is also a promotional grade for holders of Diploma in Education.

PRIMARY TEACHER I AND SECONDARY TEACHER III

These are teachers in grade C1 (Formerly H and J). Grade C1 is an entry grade for secondary school teachers who are holders of Diploma in Education. These tutors will also not also get any salary increment.

Grade 6 learners can join grade 7 in private or public Junior secondary Schools

Education Cabinet Secretary (CS) Prof. George Magoha has assured parents with pupils transitioning to junior secondary school that they are free to enroll their children in private secondary schools of their choice provided the schools have been approved and inspected by the Ministry of Education.

Prof. Magoha, said the government has already added more time to parents to have their children select the junior secondary schools they want their grade 6 children to be admitted to stressing that they still have another one week for them to complete selection and make them available on the Ministry’s portal.

“For parents who want their children to go to private schools, if the school is not in the portal, and the school has been approved for junior secondary school, nothing stops you as a parent from walking into that school with your child and getting the child admitted in the school,” CS Magoha reiterated.

Speaking today in Kericho County, Magoha said that the private primary schools which were to convert to junior high schools must have a functional laboratory and must be inspected and approved by the Ministry of Education.

He further observed that a large number of private schools across the country have complied with the Ministry of Education directive with a few schools still in the process.

Prof. Magoha, who was addressing the press outside the Kericho County Commissioner’s office ahead of a tour of schools in the county, revealed that his Ministry was moving towards 9,500 Competency Based Curriculum (CBC) classrooms which are to be completed across the country adding that the CBC classrooms construction countrywide is now at 90 percent complete.

The CS who held a consultative meeting with all education officers in Kericho including the County Director of Education Ms. Rose Sagara and National Government Administration Officers (NGAO), said that about 50 percent of the counties have attained 100 percent in the construction of the CBC classrooms adding Central and North Eastern regions have already reached 100 percent.

“Kericho County is at about 75 percent and we have agreed that since most of the constructions are at the roofing level, they will be complete in good time by Sunday so that no part of the country is left behind,” Prof Magoha remarked.

The CS appealed to the political class not to interfere with the academic activities of the children in schools urging parents and guardians to allow their children to study and prepare for examinations in a conducive environment despite the political goings-on in the country.

“Our responsibility as officers from the Ministry of Education is to ensure that students are not interfered with that’s the reason why we are rushing to complete the construction of the CBC classrooms,” added Prof. Magoha.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

The Grade 10 School and Career Pathway Selection System is a national digital platform developed to assist Grade 9 learners in making informed decisions as they transition to Senior School. The platform enables students to select their preferred Pathways, Subject Combinations & Senior Schools in line with Kenya’s Competency-Based Education (CBE) framework.
Tghe goal is to empower learners to take control of their educational journey by aligning their selections with their individual talents, interests, and aspirations.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

KUPPET gives views on CBC review

Kenya Union of Post Primary Teachers KUPPET has urged the taskforce on CBC to collect views from education stakeholders in order to come up with a report that will be acceptable to all concerned Kenyans.

National secretary for tertiary teachers Sammy Chelangat said the review must address the claims from parents that the system ‘was not only expensive but time consuming to them’.

Speaking during the KUPPET’S annual general meeting in Garissa, Chelangat said the union will be presenting their views that will touch critical areas that need to be addressed.

“We welcome the taskforce and we want to say that as a teachers’ union we have our opinion as professionals and people who must be consulted on matters education. As KUPPET we will be presenting our memorandum in all the 47 counties where we have braches,” Chelangat said.

“We will have representatives to present our views. What we are saying is that the system might be good or might have issues here and there. But we want to ask that there must be involvement from all Kenyans,” he added.

Chelangat said that the issues they want addressed are among others that education must not be expensive noting that the current system was not favouring the poor in the society.

“We don’t want an education tailored for the elite but one that is learners-centered. This are some of things we want captured very well by the taskforce. The bottom-line is we have another chance to correct things and come up with a system that will be accepted by Kenyans,” he said.

The KUPPET secretary asked the TSC to decentralize the Teachers’ Professional Development (TPD) program to the counties so that teachers can join universities near to them.

“I wonder which criteria the TSC used to arrive at the decision to carry out the TPD program for the teacher’s work stations because the arrangement is not only inconveniencing them but also raising the cost of the trainings,” he said.

A section of Garissa leaders present led by Mohammed Dekow said the system should not be scraped but rather be improved and urged teachers to fully participate in giving out their recommendations.

The 49-member taskforce under the chairmanship of Prof Raphael Munavu was constituted to seek views from the public and recommend appropriate structure to fast-track its implementation.

Further they are expected to come with a framework on how CBC will be examined among other issues.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

TSC Boss, Dr. Nancy Macharia, has this news to KNEC examiners 2021

TSC LATEST NEWS TODAY, 2021- Teachers have been asked to be wary of the current Covid 19 spate that is ravaging the country. The Teacher Service Commission (TSC) Boss Dr. Nancy Macharia has asked all teachers who will be engaged as examiners in this year’s Kenya Certificate of Primary Education (KCPE) and the Kenya Certificate of Secondary Education (KCSE) examinations to ensure they receive the covid 19 jab before travelling to Nairobi. 

While addressing Centre Managers and the media in Mombasa on Friday, March 26, Dr. Macharia reminded the examiners that Nairobi (where most Knec marking centres are concentrated) is the leading county in terms of new Corona virus infections.

”You are all aware that Nairobi and its immediate environs have one of the highest rates of the virus and therefore caution is required,” She warned.

Dr Nancy Macharia, TSC CEO, at Sheikh Abdalla Al Farsi Girls Secondary School in Mombasa County. She addressed the press and witnessed the start of English Paper 1 on Friday March 26, 2021.

She said teachers should take advantage of the priority given to them by the government and get vaccinated immediately adding that the 92,850 teachers in public schools above the age of 50 years are also eligible for the vaccine.

”Teachers have been classified as a priority group in the Covid-19 vaccination rollout. Report from the Ministry of Health indicates that there is an upward trend in the number of teachers presenting themselves for the jab,” she said.

Dr. Macharia receives her Covid 19 jab. She has urged all teachers to follow suit and get vaccinated against the killer disease.

The TSC Boss received her jab last week as the Commission launched the teachers’ covid -19 vaccination program.

”I received my jab last week. I believe that all of you will present yourself to designated centers of health to get the same,” she said.

Speaking in Mombasa on Friday when she supervised the opening of the examination papers container at the Provincial headquarters at Uhuru na Kazi, Ms Macharia said teachers manning this year’s national examinations as Supervisors and Invigilators were found to be suitable and recommended to the Kenya National Examination Council (KNEC) to participate in the exercise. She lauded them for the good work and sacrifice.

”We know our teachers are some of the best and we expect you to show and maintain the highest level of professionalism as you discharge your duties over these national examinations. I urge all the centre managers to be extra vigilant and ensure that the examinations are guarded,” Macharia said.

A total of 227,000 teachers will oversee the 2020 KCSE national examinations that kicked off on Friday, across the country.

KCSE EXAMINERS INVITED

Meanwhile, the Kenya National Examinations Council (Knec) has issued marking invitation letters to examiners who will be marking the 2020 Kenya Certificate of Secondary Education (KCSE) examinations. The Council has at the same time spelled out tough marking conditions for those who shall be willing to participate in the marking exercise. 

Seasoned and new examiners can now download their marking invitation letters for the Knec portal; https://examinersapp.knec.ac.ke/. The examiners have up to the 8th of April to accept or reject the offer. This is after reading the new Marking instructions to all examiners.

“If you accept the conditions given in the Instructions for this year’s marking, click the accept offer button below (highlighted in green) latest by 8 April,2021. If you do not accept, click them reject offer button (highlighted in red) and give the reason.” Says Knec Chief Executive Officer, Dr Mercy. G. Karogo.

Due to the current Covid 19 pandemic, KNEC has advised the examiners to be wary of the killer disease and observe the Ministry of Health Guidelines to the latter. They will be expected to carry enough face masks, maintain social distance in all areas throughout the marking period and also wash their hands with soap and/or use sanitizers at all times.

The Council has at the same time barred examiners who are at a high risk of contracting the Corona Virus from reporting to this year’s marking exercise. Expectant mothers and those who are currently breastfeeding will not be allowed to report to the marking centres this year.

“Examiners who are breastfeeding are advised not to report for marking since KNEC does not make any arrangement for babies and their helpers. In addition, marking is strictly residential and therefore such examiners will not be allowed to commute from outside. Examiners are encouraged to defer marking until when their babies are old enough to be left behind at home…. Expectant examiners are equally advised to defer marking for their own safety due to heavy tasks involved until such a time when they can report after delivery and breastfeeding.” Directs Dr. Karogo.

But, examiners aged 58 years and above have the option of either forfeiting the exercise or reporting.

“Those (examiners) who are 58 years and above and/or with underlying conditions are advised to take extra precautions during the marking period. Should you feel unsafe, you are free to decline the offer of marking.” She adds.

In the 2019 marking exercise examiners downed tools citing poor marking conditions and low pay. It took the intervention of the Council for the marking to proceed.

This year’s KCSE 2020 exam marking dates will be from 19.04.2021to 07.05.2021.

Education Ministry releases new Co- curricular Activities rates of payment for referees 2023

The Ministry of Education has released new guidelines on management of Co-curricular activities this year. The guidelines spell out the payment rates for sports officials; including referees.

According to the latest communique, the rates paid to referees, officiating at secondary schools games, have been adjusted.

For instance, the rates for officiating at Sub- county level have been adjusted from Khs 2,000 per day to Kshs 2,500 per day. At County level, the rates have been retained at Kshs 3,000 per day.

But, the subsistence paid at Regional level per day will be Kshs 4,000.

The rate payable at the National Level will be Kshs 5,000 per day.

The new rates are expected to be uniform countrywide, at similar levels, since the total allocation for the Sub- county level and also for the counties were shared equally across the board irrespective of the students’ population.

All Students To Get Covid 19 Vaccine

The Ministry of Health (MoH) has rolled out the Covid-19 booster shot for people in learning institutions, mainly students and staff of all tertiary institutions.

MoH Principal Secretary (PS) Susan Mochache said the decision to launch the accelerated Covid-19 vaccination programme stems out of the realisation that a big part of the youthful population have yet to undergo the full Covid-19 vaccination.

Speaking on Thursday during the launch at the Kenya Medical Training College (KMTC) headquarters, Mochache said statistics show that younger adults have not yet embraced the vaccination uptake campaign even when there is evidence that many of them actually contract the virus.

The situation is even worse on the youth who are expected to join universities and colleges.

“As of yesterday, only 1,468,375 doses had been administered to young people aged between 15 to 17 years, the group that comprises a huge part of the Kenyan population,” explained the PS.

She said that in total, 18,498,777 vaccines have been administered across the country. Of these, 16,604,882 are doses administered to the adult population (18 years and above).

“Our KMTC campuses have over 50,000 students who are the target of this vaccination programme. Our country is determined to reach the World Health Organisation (WHO) recommendation that all countries reach the 70 per cent vaccination rate for general population but 100 per cent for those aged over 60 years, health workers and those with underlying health conditions,” said Mochache.

She explained that a recent report by WHO estimates that by May 2022, one billion people in lower income countries remain unvaccinated and only 57 countries have vaccinated up to 70 per cent, with a majority of them being high income countries.

“Further, WHO reports that vaccine supply has improved but uptake has not gone up. This has been credited to mis-information and disinformation, with the general public either has little information or none at all regarding the importance of getting the vaccine,” said the PS.

She highlighted that statistics released by MoH and reports from the hospital admissions, including ICU admissions, accruing from Covid-19 related complications show that the positivity rate in the country currently stands at 12.5 per cent.

“This only means that we cannot, and we must not, relent in ensuring that a huge population is fully vaccinated against the virus. Even though the country has done relatively well having 31.3 per cent adults above 18 years being fully vaccinated, we must do everything possible to fully vaccinate 19 million adults (70% of the adult population) by the end of June 2022 and the entire adult population of 27 million people by the end of the year,” said Mochache.

She added that during the same period, the government aims to fully vaccinate 2.9 million teenagers aged 15-17 years (50 per cent of the population) and the entire teenage population of 5.8 million by end of December 2022.

“Kenya has therefore laid out plans to administer at least 20 million vaccine doses between January and June 2022 to achieve the mid-year targets and has set specific targets for each of the 47 county governments with an objective of ensuring the administration of vaccine doses according to their population proportions,” said the PS.

She added that research conducted on the efficacy of the Covid-19 vaccine has revealed that immuno-compromised people might need a third dose.

“In addition, over time, the immunity, even for healthy people, starts to go down necessitating the booster shot for increased immune response. Further, the booster dose is critical in responding against emerging variants,” said the PS.

She commended KMTC for hosting the event and challenged all the campuses of KMTC to step up their role of educating communities on modes of Covid-19 prevention to curb the transmission of the virus.

“We have now ensured that under the accelerated Covid-19 vaccination programme, all the 71 KMTC campuses serve as vaccination centers. This is part of the critical role that KMTC plays in ensuring that Kenyans remain healthy,” she said.

“I am pleased to note that today we will be flagging off buses for various campuses to ensure students get to their clinical placement areas and the community easily and conveniently where they serve even as they learn, enhancing accessibility to health services,” said Mochache.

2020 KSSSA Under 19 Rule and other Secondary School Games’ Rules

The Kenya Secondary Schools Sports Association (KSSSA) has maintained that all students participating in Secondary school games must be under 19 years old. According to the body that runs Secondary school games in Kenya, the ruling by the High Court, that declared age limit ceiling rule in school championships will not be observed during KSSSA run activities.
 
  KSSSA Secretary General David Ngugi had warned that the court’s decision would see the comeback of ineligible players (mercenaries). Kenya will risk missing out on the East Africa games if the age rule cap is lifted.
 
  In June 2019, Justice Eric Ogola had ruled that section 17 (iii) of the KSSSA constitution discriminates students who are aged above 19 years noting that provisions of the constitution of Kenya outlaw any discrimination in public bodies or institutions. A KSSSA full council meeting held in Nairobi this week has put the matter to rest thus quashing those opposed to the age rule cap.

KSSSA RULES

In 2019, the Kenya Secondary Schools Sports Association (KSSSA) limited the number of foreign players to be included in a school’s team. KSSSA had allowed schools to add a maximum of 4 foreign players to their teams and all these players can be fielded at the same time.
 
  But, for other team games (basketball, hockey, Rugby, volleyball, netball, and handball) schools would be allowed to include a maximum of three foreign players; with only two featuring for the team during a match at a time.
 
  KSSSA also limited the number of players that a school can transfer from another school. Consequently, no school would be allowed to transfer more than 2 players from another (same) school. At the same time, the Ministry had also put a ceiling on the number of participants per team as shown below:
  1. Swimming- 15 participants
  2. Badminton- 6
  3. Hockey- 20
  4. Basketball- 12
  5. Cross Country- 6
  6. Volleyball- 12
  7. Netball- 14
  8. Handball- 14
  9. Rugby 7’s- 11
  10. Rugby 15’s- 20
  11. Athletics- 2 per event
  12. Soccer- 20
  13. Table Tennis- 6
  14. Lawn Tennis- 4

OTHER RULES

Apart from the ceiling on the number of participants, the following rules shall also be in force:
  •  Under 19 years rule: Schools will also be expected to field participants who are under 19 years old in all other disciplines apart from soccer under 16. For this year, 2020;
  1. Under 19 players must have been born on or after 1st September, 2000.
  2. While, Under 16 players should have been born on or after 1st December, 2004.
  • The 90 day rule: As has been the norm, only students who have stayed in their respective schools for at least 90 days prior to the official commencement of the term one games (at Zonal level) will be eligible for participation. This rule does not, though, affect form ones, but new students in other forms must have reported to school by 15th November of the preceding year for them to be eligible. For 2020 a student must have reported to the current school by 15th November, 2019. It is important to note that this rule does not affect the 2019 form ones.
  •  Repeaters: Students repeating in any class will not be allowed to participate during the repeating year. Such students can nevertheless be allowed to participate in the following year. This rule bars all form four repeaters from taking on to the fields of play; during the repeating year.
  • The six year rule: According to KSSSA, a student may participate at the secondary schools’ championships for a maximum period of six continuous years. For this year a student is expected to have sat for the KCPE exams on or after 2014.
  • Fielding of Foreign Students (Foreign players are those from other countries; outside Kenya): Effective 2019, a team shall be expected to have a maximum of three foreign players. According to the new rules, schools will only be allowed to field two of the three foreign players at any given playing time.
  • Rule on players who have already qualified to the East Africa Games (FEASSSA); According to KSSSA rules, a player from a team that has already qualified to represent Kenya in East African games shall not be allowed to participate in another game/discipline for that particular sports year. This implies that players who have already qualified to FEASSSA games, from the recently concluded term one games, will not take part in the term two games.
  •  Documentation: For schools presenting teams, the players/ competitors must have:
  1. Ministry of Education Declaration Form duly filled and signed by principal, coach and rubber-stamped with all participants details including UPI number. The Principal must commit him/ herself in writing if a student is missing on the NEMIS.
  2. A copy of the Kenya Certificate of Primary Education, KCPE, certificate; certified by the Principal. (For form ones, they will be required to have a copy of their KCPE result slip).
  3. A4 size group photo with the specified number of players for that event with only the Principal and coach posing with the players in the photo. The photo should be certified by the principal and rubberstamped at the back. A coach who is not a teacher in the school shall not sit on the bench or actively interfere with the game/team.
  4. A copy of the birth certificate also certified by the principal.
  5. A photo Album (Spreadsheet) certified by the Principal.
  6. The school Identity Card bearing the student’s details as indicated on the team list.
  7. 6 copies of team lists on school letterhead.
  8. All the above documents MUST be in a file clearly labelled with school name and the discipline/game.
Please note that;
  • The school’s ID card and team list must indicate the name,admission number,date of admission,date of birth, class and KCPE year.
  • In case of transfer of a student, it should be indicated in the ID, date of transfer and school transferred from.
  • In case of repeaters,it should clearly be indicated in the ID, the year of repeating and class.
  • The school stamp must touch both the photo and the card and must not obscure the face. All these must be presented during Zonal, Divisional, sub-county, county, regional as well as National competitions.
Additionally;
  1. Date refers to day, month and year.
  2. Composite teams will not require a group photo with the head of the institution.
  3. Students transferring from one school to another school’s team shall not exceed two (2), if more than two, then all will not be eligible to play for a period of one year.
Why a team may be disciplined/ Banned.
According to the revised Kenya Secondary Schools Sports Association (KSSSA) constitution a team may be banned due to any of the following reason (s):
  •  Fielding an ineligible player. The following scenarios describe who an ineligible player is:
  1.  A student who has not met the 90 days rule.
  2. A student with faulty documents i.e. details not matching in the ID, team list and photoalbum (Spreadsheet).
  3. Not meeting the age rule-10 years and below.
  4. Not meeting the 6 year rule after KCPE.
  5. Not meeting the transfer rule.
  6. Not adhering to the international student transfer rule.
  •  Indiscipline; This includes:
  1. Fighting during the championships, whether one or more players involved the whole team will be banned. Anybody who fights in the games village shall be expelled from the games village and the championship.
  2. Stealing.
  3. Roughing referees and officials.
  4. Roughing the crowd and the opponents.
  • Carrying extra players to the games village; in cases where players reside within designated villages/ schools.

Guidelines on conduct of Co-curriccular activities by TSC
The Teachers Service Commission, TSC, also released guidelines on protection of learners while on Co- Curricular activities. Via a circular released last year and which is still in force, TSC holds that:
 
  “ALL Principals/Headteachers SHALL ensure that for any co-curricular activity (games and sports, music, drama, scouts, girl guides, educational tours, congresses, exchange programmes, debates, symposia, contests etc) within and/or outside the school, pupils/students are accompanied by at least one registered teacher of the same sex depending on the number of students/pupils involved in the activities.
 
  Persons NOT registered as teachers (including teachers whose names have been removed from the register of teachers) should not be incorporated in the school programmes (including co-curricular activities) to teach, handle, manage, coach, supervise and/or assist in the teaching, handling, managing, coaching, supervision of pupils/learners.”
