Justice Erastus Githinji sues the JSC for retiring him ‘early’

Court of Appeal judge Erastus Githinji has filed an application that seeks rescind the decision by the Judicial Service Commission to effect his retirement on 1st July, 2019. According to Judge Gighinji, his legal date of birth is 30th December, 1949, meaning his retirement at age of 70 is due on 29 December 2019 and not 1st July, 2019.

The JSC in letter dated 30 October 2018 has communicated to the judge over his retirement, which he says was not properly calculated according to his certificate of birth.

“The administrative decision to retire is made in bad faith, irrational unreasonable and adversely affects the judge’s rights further exposes him to great prejudice including criminal liability,” says Githinji’s Lawyer Patrick Kahonge.

Judge Githinji is remembered amongst the teaching circles for his ‘unpopular’ ruling that quashed teachers’ hopes for a ‘hefty’ pay rise. On 6th November, 2015, Judge Githinji led other four judges at the Court of Appeal to quash the Teachers’ 50-60% pay rise hopes.

“No law allows the Labor court to set salaries and allowances of public officers in the absence of CBA,” Justice Githinji had ruled, then, leaving a bitter taste on teachers’ mouths.

The judge, through his lawyer Patrick Kahonge, will be asking the High Court to quash the decision to cushion him from losing his retirement benefits.

Justice Erastus Githinji joined the bench in 1975 and has served for close to 44 years. In June 2016, the Supreme Court ruled that judges must retire at 70 years and not 74 years as was the case in the old Constitution.

Judge Githinji was recently, this year, transferred from Nairobi to Kisumu as he prepares for his retirement.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

The TTI offers the following Courses that are approved by the Kenya Universities and Colleges Central Placement Service (KUCCPS):

 Mandera Technical Training Institute Courses Duration.

The TTI Diploma, Certificate and Artisan Courses have different durations, But generally as shown below:

  • Diploma Programs:

    The duration for diploma programs can vary. Some may be completed in two to three years, while others may take longer depending on the specific course and institution. 

  • Certificate Programs:

    Unlike Diploma Courses, Certificate programs typically have a shorter duration, often ranging from one to two years. 

  • Artisan Programs:
    Artisan programs also have varying durations, but are generally shorter than certificate programs, with some being completed in less than a year. 

 Mandera TVC fee structure

The TTI Fees is subsidised by the Government. Students admitted through Kuccps also get fees bursary and loans from the Higher Education Loans Board (Helb) through the Higher Education Funding Model. Below is the general fees requirements for TTI courses:
  • Diploma Courses Fees: Ksh.67,189 per year to Ksh.72,076 per year.
  • Certificate Courses Fees: between Ksh 56,000 to Ksh 67,189 per year
  • Artisan Courses Fees: between Ksh 56,000 to Ksh 67,189 per year

 Mandera Technical Training Institute online application

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

VACANT POSITIONS AT NSSF

The National Social Security Fund has service delivery points spread across the country and is seeking to enhance capacity of its human resource to achieve its obligations of service delivery to all Kenyans. The Fund seeks to recruit experienced and energetic Kenyans to fill these vacancies from the positions as outlined below:

 

ASSISTANT MANAGER, LEGAL AND REGULATORY SERVICES (MG4)

 

Reporting to the Manager (Legal and Regulatory Services), he/she will be responsible for preparing legal opinion and advice on general issues that may arise.

 

KEY RESPONSIBILITIES:

  • Formulate and review the Fund’s legal strategies, policies, processes and procedures;
  • Provide and interpret legal opinions and advise on legal issues that may arise from time to time;
  • Receive summons, review the relevant files and prepare suitable instructions to external lawyers;
  • Review all court documents prepared by external lawyers;
  • Correspond with external lawyers/advocates on all the issues that may arise and advise on the position of the Fund;
  • Vet and draft legal agreements;
  • Ensure proper and safe custody of all legal documentation; and
  • Represent the Fund in all legal proceedings, coordinating, preparations, filing and service of pleadings.

 

JOB REQUIREMENTS/SPECIFICATIONS:

  • Bachelor of Laws Degree from a recognized institution;
  • Master of Laws Degree or Social Sciences from a recognized institution as an added advantage;
  • Postgraduate Diploma in Legal Studies from the Council for Legal Education;
  • Admitted as an advocate of the High Court of Kenya;
  • Membership to a relevant and accredited professional body such as the Law Society of Kenya (LSK) and/or Institute of Certified Secretaries (ICS) and in good standing;
  • At least ten (10) years relevant cumulative work experience, three (3) of which should have been at a supervisory position;
  • Management course from a recognized institution;
  • Proficiency in computer

 

ASSISTANT MANAGER, CORPORATE COMMUNICATIONS (MG4)

 

Reporting to the Manager (Corporate Communication) he/she will be responsible for Overseeing implementation of publicity strategies and campaigns and preparation of media press releases.

 

KEY RESPONSIBILITIES:

  • Organize media briefings, Broadcast interviews, Press conferences on current Fund affairs;
  • Analyze media coverage in regard to NSSF’s targeted audience;
  • Implement customer satisfaction survey recommendations;

Reporting to the Manager, Strategy, Planning & Corporate Performance, he/she will be responsible for reviewing the Corporate Strategic Plan (CSP) and organizational annual operating plan and ensure the integrated Management Systems (IMS) are up to date.

 

KEY RESPONSIBILITIES:

  • Participate in developing and reviewing the Corporate Strategic Plan (CSP) and organizational annual operating plan;
  • Ensure preparation of B o a r d of Trustees’ and Managing Trustee’s (MT’s) Performance Contracts (PC);

Reporting to the Manager, Registration & Compliance he/she will be the overall overseer and coordinator of the Branch network within a particular Region. The job holder will oversee the work of Branch Managers in the region to ensure compliance.

  • Oversee branch compliance activities; monitors and evaluates branch performance;

Reporting to the Assistant Manager, fingerprints he/she will be responsible for ensuring prompt and positive Identification of members/beneficiaries to initiate Benefit processing and payment.

 

KEY RESPONSIBILITIES:

  • Ensure that posthumous identification of un-identified persons without record in the National Registrations Bureau is done as requested by the Police;
  • Ensure proper documentation for the processing of benefits has been done; Identifying and referring multiple claims to Benefits Records Unit for amalgamation;
  • Establish and refer cases of multiple registrations to the Transit & Allocation Unit for fund transfer to the effective member number or suppression of ineffective numbers;

Reporting to the Assistant Manager, Human Resource he/she will be responsible for formulating and ensuring implementation of leading practice strategies on human resource planning, talent sourcing, reward and organizational development and developing an annual training plan that is aligned to NSSF strategic ambitions.

 

KEY RESPONSIBILITIES:

  • Ensure maintenance of staff establishment and preparation of a resourcing plan;

Reporting to the Assistant Manager, Legal & Regulatory Services he/she will be responsible for ensuring the management of pre-litigation processes including collection of evidence, pre-trial procedures, preparation of witnesses, preparation of legal briefs, development of strategies and testimonies.

 

KEY RESPONSIBILITIES:

  • Represent the Fund before any court or tribunal as a witness or to watch brief as necessary or to defend or to sue on behalf of the Fund;
  • Manage relationships with external counsel to ensure co-ordination and collaboration;

The trainees will join a diverse team of professionals in delivering high quality service to

Knec new requirements for examination centres and minimum candidates

The Kenya National Examinations Council, Knec, has revised the minimum number of candidates required per centre for the National Examinations. The current minimum requirement for Kenya Certificate of Secondary Education, KCSE, and Kenya Certificate of Primary Education, KCPE, examinations is 15 candidates.

But, the Council has revised the minimum number of candidates to forty.

“As guided by the Ministry of Education all Head Teachers of Primary Schools and Principals of Secondary Schools from both Private and Public Schools with less than Forty (40) candidates will be hosted by an examination centre with more than Forty (40) candidates during the 2021 KCPE and KCSE examinations.” Reads the latest circular from Knec.

KCPE registration requirements 2021

Initially, the Council had announced that “Any school that has between 6 and 14 candidates will be hosted by another centre to be determined by the Sub County Director of Education”.

Schools with less than forty candidates will now have to be hosted in nearby examination centres.

“The host school should be located within the Sub County where the hosted schools are. Both the host school and the hosted school(s) should be served from one distribution point (Container).” Adds the Council.

Knec further announces that during the conduct of the examination, the Host Head Teacher/Principal will be the only authorized officer to collect the examination materials from the container, coordinate the conduct and return the candidates answer scripts to the Container during each day of the examination.

All Sub County Directors of Education are informed to submit the list of the host examination centres and hosted examination centres for the March/April 2021 KCPE and KCSE examinations by 15th August, 2021.

The Council has, at the same time, opened the portal for registration of the 2021 Kenya Certificate of Secondary Education (KCSE) and KCPE examinations. The portal will remain open between 2nd June, 2021 and 31st July, 2021.
