The Directorate of Criminal Investigations, DCI, is appealing for information on the whereabouts of this poor and brutalized boy (video below) for them to act with speed.
The DCI is extremely concerned about the safety of the boy. The video emerged online and the DCI wants to bring the culprits to book.

Six Notorious Criminals were yesterday evening arrested by detectives from the Directorate of Criminal Investigations, DCI, in Kilimani. This follows a violent robbery in Kitengela. Two Motor vehicles-Toyota Prado and Nissan Navara, Master keys, Fake Number Plates, Masking Tapes and SAFE confiscated. Suspects in lawful Custody.
The six suspects are:
1). Stephen Ngiru Kuria,
2). Wilson Mutua Kitheka,
3). Vincent Odhiambo,
4). Elizabeth Akinyi Abuto,
5). Lavender Akinyi Ogilo and
6). Quinter Adhiambo Ongi’no.
Two of the suspects; Elizabeth and Lavender had Warrants of arrest for absconding Court and Jumping bail respectively .

The six suspects also have pending cases in court in connection to several offences of Burglary, House breaking and Stealing in Kilimani. Further investigations are ongoing before they are arraigned and charged in court.
Interior Cabinet Secretary, Dr. Fred Matiang’i, has insisted that new police uniforms will be locally made. Speaking today at the Kenya Institute of Curriculum Development, KICD, Dr Matiang’i said the government will not succumb to any pressure to procure the uniforms from abroad.
Speaking at the KICD, Dr Matiang’i said; “Buy Kenya, build Kenya. We have people who can work here in Kenya. We as the government need to provide employment to our people and importing such things is going against it.”

According to Matiang’i, the new police uniforms will be procured and made locally in line with the police reforms that were launched in the presence of the president, HE Uhuru Kenyatta, on 13th September 2018

Former 41st United State (US) president, George Hebert Walker Bush, died yesterday (Friday 30th November 2018) aged 94 years. This was announced by his family yesterday, who did not give the exact cause of his death. His wife, Barbara, died in April last year aged 92. A day after his wife’s burial on 21st April, George Bush Senior was admitted at Houston Methodist Hospital for a blood infection.

In a statement, his son and Former United States President (the 43rd president) George W. Bush wrote: “Jeb, Neil, Marvin, Doro, and I are saddened to announce that after 94 remarkable years, our dear Dad has died. George H.W. Bush was a man of the highest character and the best dad a son or daughter could ask for.”
George H.W. Bush was born in June 12, 1924, in Massachusets. His dad, Prescott Bush, served as a Senator; after he was elected to the Senate in 1952.
The Senior Bush is survived by five children (4 sons and one daughter) namely: George W., Jeb, Neil, Marvin and the one daughter, Dorothy Bush Koch.

The Director of Public Prosecutions (DPP) Noordin M. Haji has ordered for the arrests of 28 persons over corruption allegations. The 28 who include the National Treasury Cabinet Secretary, Henry Rotich, and his Principal Secretary Kamau Thugge face charges over corruption at the stalled Kimwarer and Arror Dams.
The following offences have occasioned the arrests directive:
1). Conspiracy to Defraud contrary to section 317 of the Penal Code, Cap 63 Laws of Kenya
2). Wilful Failure to comply with applicable Procedures and Guidelines relating
to Procurement contrary to section 45 (2)(b) as read with section 48 of the Anti-Corruption and Economic Crimes Act No 3 of 2003:
3). Engaging in a project without prior planning contrary to section 45 (2) (c) as read with section 48 of Anti-Corruption and Economic Crimes Act No. 3 of 2003;
4). Abuse of Office contrary to section 46 as read with section 48 of Anti-Corruption and Economic Crimes Act No. 3 of 2003.
5). Committing an offence of financial misconduct contrary to section 197 (1) (0) (i) of the public finance management act no. 18 of 2012.
6). Fraudulent Acquisition of Public Property contrary to section 45 (1) (a) as read with section 48 of the Anti-Corruption and Economic Crimes Act, 2003.
7). Knowingly giving a Misleading Document to Principal contrary to section 41 (2) as read with section 48 of Anti-Corruption and Economic Crimes Act no. 3 of 2003 of the Laws of Kenya.

In light of the unprecedented executions of terror attacks and disasters, Children must be guided well to overcome trauma associated with such depressing occurrences.
Many parents, teachers, grand parents and care givers are concerned about how dramatic images of disasters can affect the emotional well-being of their children and are looking for advice.
To help provide guidance, Save the Children has prepared the following 10 tips. They can be used by adults to support children through any disaster. These tips are based on Save the Children’s years of national and international experience in supporting children in disasters.
Save the Children recommends parents, teachers, grandparents and caregivers:
Limit television time: While it can be important for adults to say informed about the disaster, television images and reports may be confusing and frightening for children. Watching too many television reports of the disaster can overwhelm children and even adults. So, limit the number of television reports about the disaster you and your children watch.
Listen to your children carefully. Try to find out your child knows and understands about the disaster before responding to their questions. Children can experience stress when they do not understand dangerous experiences. Find out what your child knows about the disaster. Then, talk to your child to help him or her understand the situation and ease their concerns.
Give children reassurance: Tell children that adults are doing everything they can to protect and help children who have been affected by the disaster. Also, let them know that if an emergency happens, your main concern would be their safety. Make sure they know they are being protected.
Be alert for significant changes in behaviour: Caregivers should be alert to any significant changes in children’s sleeping patterns, eating habits and concentration levels. Also watch for wide emotional swings or frequent physical complaints. If any of these actions happen, they will likely lessen within a short time. If they continue, however, you should seek professional help and counseling for the child.
Understand children’s unique needs: Not every child will experience a disaster in the same way. As children develop, their intellectual, physical and emotional abilities change. Younger children will depend largely on their parents to interpret events; older children and adolescents will get information from various sources, such as friends and the media. Remember that children of any age can be affected by a disaster. Provide them all with love, understanding and support.
Give your children extra time and attention: Children need close, personal attention to know they are safe. Talk, play and most importantly listen to them. Find time to engage in special activities with children of all ages.
Be a role model for your children: Your children will learn how to deal with these events by seeing how you respond. The amount you tell children about how you are feeling should depend on the age and maturity of the child. You may be able to disclose more to older or more to older or mature children but remember to do so calmly.
Detectives from the Ethics and Anti- Corruption Commission, EACC, have today (Saturday 24th November 2018) arrested two suspects who are being investigated on allegations of embezzlement of KShs. 26.1 million at Wajir County. The two suspects are Jeff Mworia Kithinji the Head of Treasury and Economic Advisor to the Governor and Ahmed Sahal Omar, the County Secretary.
This is in a bid to tame rising corruption and embezzlement of public funds at the County Governments.
Investigations by EACC established that Wajir County Government officials in cahoots with Kenya Commercial Bank, KCB, Bank officials irregularly withdrew and embezzled Kshs. 26.1 million that was held at the County Government Imprest Account.
Investigators from the EACC are still pursuing the following suspects who are at large: Daud Abdullah Omar – CEC Finance and Economic Planning and Siyad Ibrahim Ahmed – Branch Manager, KCB Wajir Branch. The EACC directs the two to report to the EACC or Police Station with immediate effect.

A total of two hundred and one (201) cases of sexual violence cases were witnessed during and after the protracted 2017 General Elections in Kenya, a report by the Kenya National Commission on Human Rights (KNCHR) indicates.
The report titled ‘Silhouettes of Brutality- An Account of Sexual Violence during and after the 2017 General Elections’, shows that sexual and gender-based violations were perpetrated more by the police at 54.5% compared to civilians at 45.5%. This therefore means the police, who should protect the women and girls, raped about 110 of the women and girls.
“Women, who form the larger percentage of victims and survivors, stated that they were left at home alone with their children as the men fled their homes ahead of the violence, further indicating the vulnerability that women and children suffered during the electioneering period,” the report says.
In what is being viewed as the worst cases of inhumanity, some of the women were raped in front of their children which in most cases led to broken marriages, contraction of Sexually Transmitted Infections (STIs), HIV/ AIDS, prolonged physical and mental injuries and unwanted pregnancies.
“Many women sustained physical injuries and lacked timely medical attention. Most women reported that the injuries they suffered hampered their ability to work and earn a livelihood, which in turn has led to further impoverishment and despair for the women and
children. Because of the stigma and shame associated with sexual violation, most of the women did not disclose their ordeals to family members, especially to their husbands, for fear of rejection, scorn and ridicule. Some women fled leaving behind their marital homes, husbands and children because of the stigma and shame associated with sexual violence,” the report details these damning findings.
KNCHR research targeted Nairobi, Kisumu, Vihiga, Kakamega, Migori, Siaya, Busia, Homa Bay and Bungoma counties. Two incidents were also recorded in Machakos and Uasin Gishu counties during the electioneering period.
Apart from sexual violence, other violations during the 2017 General Elections included: Injuries, Loss and Destruction of Property, Forceful entries, Displacements, Assault, Disappearance, Loss of life and Arbitrary Arrests. Of these, the largest violation was infliction of serious injuries that accounted for 29.34% of the violations.

“In one of the incidences recorded on December 10th 2017 in Mt. Elgon Constituency, Bungoma County a child aged 12 years old was returning from school when she was abducted by a group of unknown people. One of them forcefully defiled her. The child was taken to hospital and provided with post rape care but she suffered fistula damages. The child has become withdrawn and rarely associates with other children because
of the trauma,” says the report. This was one of the six incidents as highlighted by the commission.
Here is an account of the other incidents:
“In a similar incident on November 26th 2017 in Ruaraka Constituency, Nairobi County a mother reported that her 16-years-old girl who was in form 2 then had been raped. Following the rape ordeal, the girl developed severe anxiety and fear and consequently her school performance was negatively affected.”
“In one of the informal settlements, Obunga within Kisumu County, police were called in, ostensibly to restore law and order after violence had erupted following the release of Presidential election results on August 8th 2017. A mother narrated to KNCHR that the police entered her premises and she was forced to tearfully watch as police defiled her 17 years old daughter. This occured after she had informed the assailants that she was HIV+ so that they couldn’t sexually violate her.”
“In another incident in Mathare area, Nairobi County on October 12th 2017 two boys aged 12 years and 15 years defiled a 7years-old girl. The two boys were arrested and later released. The affected girl was taken to the Gender Violence Recovery Center for treatment. The mother confirmed that her daughter soils herself as her anal muscles got damaged during the ordeal. The survivor is yet to receive professional counseling. She is still withdrawn and avoids interacting especially with people of the opposite sex.”
“One of the male survivors was thoroughly beaten on his private parts by policemen as they shouted at him “Mtu wenu alishindwa na munasema aliibiwa” [Translation: “Your person was defeated but you are insisting that the vote was stolen”]. The man’s grandchild was equally beaten. He went to the hospital for treatment and was admitted for 2 days. Later he went to the police station to request for a P3 forms, which he was denied. This was recorded in Gem Constituency, Siaya County on August 12th 2017.”
And “In one of the sodomy cases recorded, a man who was hiding in his brother’s kiosk was beaten and sodomized after violence had erupted in Embakasi North Constituency, Nairobi County. This is after the annulment of Presidential results on August 18th 2017. The incident happened at 10:00 pm on the material day.”
The worst ordeal was that of a 35-years’-old woman from Dandora, Embakasi North
Constituency (Nairobi County) who told the Commission on how she was gang-raped by five security agents. “On August 15, 2017, at 5.00 p.m while returning home from work, I reached Dandora and found violence had started. I met five policemen and I asked them to escort me to reach home. A short distance later, they told me in Kiswahili, “Wewe ni mboga
yetu leo” (loosely meaning that she would be their meal); a connotation that they would sleep with me. The woman continued her narration thus: “I started resisting but I was severely beaten. They dragged me to a nearby bush and they raped me. All the five police officers raped me for long hours. After two days, when I went to
the Police Station to report the matter, they instead arrested me for “reporting the government”. I was in custody for two days. After the release I went to a local clinic in Dandora where I received treatment.”
The KNCHR now wants the National Police Service, NPS, to establish an independent special team to investigate complaints against the National Police Service officers alleged to have perpetrated acts of sexual violence during the electoral period. They also want the president to act promptly. “With utmost urgency,We ask the president to establish a Commission of Inquiry to investigate and prosecute cases of the 2017 electoral sexual violence with a view of securing accountability and according justice to the survivors and their families. We recommend to the President to acknowledge the violations of the 2017 electoral related sexual violence and on behalf of his Government, issue an unreserved apology to the survivors,” KNCHR says.
Two Police officers captured on CCTV footage stealing narcotics worth millions of shillings have been arrested by Serious Crime Detectives. The two; Cpl. Alloys Onyango and Constable Arbanus Mutunga (Pictured below) stole over 25 kilograms of Heroin which had been confiscated from drug traffickers.
The Police officers used Peter Okoth Odongo, a drug trafficker, to lure two other drug traffickers and owners of the narcotics; Alfric Odhiambo Otieno and Kenneth Sinzore to an ambush and thereafter took the drugs then dumped the suspects. “No one will be spared in the war against crime,” the Directorate of Criminal Investigations (DCI) warns.
