Arrested- Mr.Fredrick Muhanji Mangala, a man impersonating police officers

Mr.Fredrick Muhanji Mangala alias Douglas Simiyu (pictured below), a man who impersonates to be a National Intelligence Service Officer has been arrested. He is also  the Master Planner of the Fake Tender to supply Laptops to State House was arrested yesterday, Tuesday 4th December- 2018,  in Kakamega. His co-accused has already been charged before Court.

 

Clarification on Licensing of 14 seater matatus- NTSA presser

The National Transport and Safety Authority, NTSA, has this evening given a clarification on the renewal of licences for 14 seater Public Transport vehicles. This is after a section of the media reported that the NTSA has suspended the renewal of all the 14 seater matatus; effective this year.

Here is the presser;

“Our attention has been drawn to a report appearing in a section of the media purporting that the Authority is no longer renewing licences for all 14 seater public service vehicles (Matatus). We wish to clarify that these claims are not true and are misleading to the public.

The Authority continues to renew Road Service Licences (RSL), for all 14 seater PSV’s that do not pass through the the Central Business District, CBD, of Nairobi City. We are indeed facilitating and encouraging the 14 seater PSV operators, especially those who have access to the CBD to get alternative routes. At the same time, we are in full compliance with the Court Order on Petition No. 440, issued on 19th December, 2018.

Latest Fuel Prices review- Patrol, Diesel up as Kerosene drops marginally

Motorists will now dig deeper into their pockets to fuel vehicles. This is after petrol prices went up in the latest review by the Energy Regulatory Commission, ERC. Super Petrol and Diesel increased by KES 3.07 and KES 0.9 respectively. It is a slight reprieve for Kerosene users after its price was decreases by KES 0.34 a litre.

The new pump prices will be effective for the next one month; up to 15th July, 2019. In Mombasa for example Super Patrol, Diesel and Kerosene will trade for KES 112.45, 102.13 and 101.65 respectively.

Wycliffe Oparanya is the new Chair to the Council of Governors.

Kakamega County governor, Wycliffe Oparanya, is the new chair to the Council of Governors. Oparanya was elected today, Monday 14th January 2019, during an election held at Movenpick Hotel in Nairobi’s Westlands area. Oparanya, who is also the Orange Democratic Movement (ODM) Deputy Party Leader, defeated the outing Vice chair (Anne Waiguru- of Kirinyaga County), Anyang’ Nyong’o (Kisumu), Jackson Mandago (Uasin Gishu) and Salim Mvurya (Kwale).

ODM has already congratulated honourable Oparanya, who takes over from outgoing Chair and Turkana Governor (Hon Josphat Nanok). ” We congratulate our Deputy Party Leader, H.E. Governor Wycliffe Oparanya, the Governor of Kakamega County on his election as chairman of Council of Governors. We are confident that he will discharge his duties diligently and push for the strengthening of Devolution which is one of our pillars,” read a presser by ODM on Monday afternoon.

Hon Oparanya has served as a member of the Finance and Economic Affairs Committee prior to his election.

Murang’a governor Mwangi Wa Iria will now serve as the Deputy Chair; replacing the outgoing Kirinyaga Governor, Ann Waiguru. Ann Waiguru and Josphat Nanok were elected in December, 2017.

The chairperson, Chief Whip and vice-chairperson of the Council serve for a term of one year and are be eligible for re-election for one further term of one year.

The new Chief Whip is the Makueni County Governor, Kivutha Kibwana, who takes over from Governor Mahamud Mohammed Ali of Marsabit County.

Video- Daring man caught on camera fighting with police officer

A video of a daring man fighting a policeman has emerged online. The source of their feud could not be established, immediately.

Onlookers are heard pleading with the man to stop engaging in a fist fight with the unidentified police officer. Watch the video below:

TSC awarded by KRA for being the most supportive Tax Payer , this year- 2018

The Tax payers Day has become a permanent feature on KRA’s calendar with an aim to:
1.Appreciate & award compliant taxpayers for their contribution to national revenue.
2.Provide a platform for taxpayers and stakeholders feedback on tax policies and processes.

The Teachers Service Commission, TSC, was awarded today by the Kenya Revenue Authority, KRA, for being the most supportive taxpayer under the Public Service Institution-PAYE (Pay As You Earn) category.

The 2018 Tax Payers’ Day was presided over by President Uhuru Kenyatta at the Kenyatta International Convention Centre, KICC, in Nairobi.

The giant mobile services provider, Safaricom, was awarded for being the most outstanding Large Taxpayer under the Total Taxes Paid category.

Earlier, the President officially launched the Regional Electronic Cargo Tracking System and The Integrated Scanner Command Centre. The Regional Electronic Cargo Tracking System, RECTS, is a web-based integrated system used to monitor transit cargo under Customs control in Kenya, Rwanda and Uganda.

President Uhuru Kenyatta stated that prompt payment of taxes has enabled the country to implement various development projects, including expansion of infrastructure, enhanced health services, free primary and secondary education, among others

The head of state emphasized on the need to pay a lot more attention to tax collectors and payers, stating that the Nation’s development and aspirations lie in their hands.   • General Service Officer (GSO) Cadets. Must hold a minimum mean grade of B (Plain) in KCSE with C+ (Plus) in English, Mathematics and one Science The training period for this category will cover three (3) years leading to a BSc degree in Military Science and Security Studies upon completion.
  • General Service Officer (GSO) Cadet – Undergraduate Degree Holders. Must hold the minimum requirement to qualify as GSO Cadet in Para b.(1) above and be a holder of an undergraduate degree from a recognized University/ institution in any of the disciplines listed at Para 4.b. The training period for this category will be eleven (11) months.
  • Specialist Officers. Must hold the minimum requirement to qualify as GSO Cadet in Para 3.b.(1) above except for Chaplains/Imaams who must hold a minimum mean grade of C+ (Plus) in Must be a holder of an undergraduate degree from a recognized University/institution and be registered with a regulatory/statutory body where applicable in any of the disciplines listed at Para 4.c. New EACC boss hopeful,Twalib Abdallah Mbarak, to know his fate in one week’s time after undergoing vetting is concluded

Twalib Abdallah Mbarak will on Tuesday 18th December, 2018, know his fate when a report on his suitability will be presented to the National Assembly. National Assembly Speaker, Hon Justin B.N Muturi, has today (through a presser) said the vetting report will be tabled in the house in about eight days’ time.

Why being an Examination Centre Manager during KCPE, KCSE Exams is one of the most risky jobs in Kenya

A Centre Manager is, mostly, a head teacher (Primary schools) or a principal (Secondary schools) of a school where a National Examination (KCPE or KCSE) is carried out. The Centre manager is appointed by the Kenya National Examinations Council, KNEC, after secondment from the employer; the Teachers Service Commission (TSC). During the examination period, the Centre manager is directly answerable to the TSC Sub County Director. As a Centre manager, the head teacher or principal must always be on high alert to spot any happenings within the school vicinity that may jeopardize the examination process . Since the buck stops with the centre manager, this job is considered one of the most risky. We sample a few reasons that make this job treacherous:

  • Collection and returning of Examination Materials

It is the sole responsibility of the Centre Manager to collect and return examination materials from and to collection containers, daily, for the entire period of the examination administration. The Centre manager must wake up very early in the morning to be at the collection point (KNEC Container) for dispatch of the examination materials. Already, two centre managers have been arrested  in Meru County, today, during the first day of the KCPE exams- 2018. It is reported that the said Centre managers reported to work while under the influence of alcohol and also arrived late at the KNEC container; to pick the tests. Some other centre managers are facing the same fate; infact, a handful of others were disciplined last year.

  • Lethal penalties in case of examination malpractice

The Centre manager bears the brunt for any examination irregularity at his/ her examination centre. This year, in June- 2018, the Teachers Service Commission (TSC) sent home a number of principals of schools whose candidates had their Kenya Certificate of Secondary Education (KCSE) examination results cancelled; last year, 2017. A TSC report showed that six principals of secondary schools that accounted for a large part of the cancellations, with 1,022 candidates affected, were given marching orders by the employer.  According to TSC’s Chief Executive Officer, Dr. Nancy Macharia, about 60 teachers faced interdiction over the 2017 KCSE national examinations irregularities. The KNEC act, of 2012, gives tough guidelines geared towards safeguarding the integrity of the National tests. Any slight mistake may land the Centre manager in big trouble. The Centre manager must safeguard the examination materials and deliver them to the examination centres and collection points, no matter what. Last year, an image of a centre manager wading through raging waters, after a heavy down pour and with the exam materials tightly held, went viral.

  • Many other responsibilities.

Apart from carrying out his/ her duties as the school’s head, the Centre Manager performs many other responsibilities as stipulated by KNEC. These responsibilities are contained in the KNEC commitment letter that the centre manager must sign.

  • No freedom of choice.

Being a centre manager is mandatory. A Principal or head teacher can not opt out of this responsibility. One automatically becomes a centre manager by virtue of being a Principal or a head teacher. Given opportunity to choose, some heads and principals may opt out of the responsibility. The job is gruesome. One has to be alert all the time. There is no room for committing even the slightest of mistakes. Needless to say that this is a do or die job!

  • Meagre pay

The Centre managers do not receive extra allowances from the KNEC, apart from the Ksh. 500 daily transport reimbursement. This is because they are deemed to be on duty and that they are paid salaries and allowances by the TSC. Furthermore, the deputy heads, boarding masters, Laboratory Technicians, Science teachers and deputy principals receive no extra pay during the examination’s administration period.

The examination pressure is so much on some centre managers that they breath a big sigh of relief once the examination administration period is done. Nevertheless, the Centre Managers are ready to press on with this noble responsibility.

NTSA puts owners of Unregistered vehicles and those with foreign number plates on notice

The National Transport and Safety Authority, NTSA, has put owners of unregistered motor vehicles on notice. The NTSA says vehicles with number plates inscribed as X-GK, X-KA and X-Diplomat are not duly registered and should cease operating on Kenyan roads. Also put on the National Safety’s radar are vehicles bearing number plates of other countries like Uganda and Somalia. The Authority advises owners of these vehicles to ensure that their vehicles meet all the registration requirements or they face the law.

“The National Transport and Safety Authority (NTSA) has noted with concern existence and use of unregistered vehicles. The vehicles bear plates inscribed as X-GK, X-KA, X-Diplomat etc. The Authority has also noted an influx of vehicles bearing foreign number plates,” says a presser from the Director General NTSA, Francis Meja, dated 7th December, 2018.

“We wish to clarify that vehicles bearing numbers like X-GK are not registered and are therefore operating illegally. Operating a vehicle which is not dully registered is an offence as it violates the provisions of section 6 (1A) of Traffic Act Cap 403, Laws of Kenya,” Meja warns. NTSA now directs the owners of such vehicles to ensure they are duly registered before they are used on the roads.

This latest move comes after the Ministry of Transport, together with that of Interior, enforced the tough Michuki rules to arrest the spiraling road carnage.

Meja warns owners of vehicles bearing foreign number plates to ensure they acquire all the necessary documentation before plying the local roads or else they face the wrath of the police. “The police will be enforcing the law on all vehicles found to be operating without due registration or vehicles bearing foreign registration found to be in the country without necessary documents,” the NTSA boss says.
