Gusii Mwalimu SACCO office closed for flouting Covid-19 guidelines

The Gusii Mwalimu SACCO’s office has been closed for flouting the Ministry of Health’s guidelines on prevention of the deadly Coronavirus Disease (covi-19). The order to close the office, that is located in Kisii town at the Mwalimu Building, was issued by the Kisii County’s Department of Health and Sanitation.

“Due to the outbreak of (Covid-19) corona virus in the Country, it has come to the attention of the public health office that the SACCO shareholders are congregating with full disregard of the Presidential directive and MOH (Ministry of Health) advisory against the same,” says Hezron Omayio who is the Public Health officer in Kisii county.

Failure to observe social distancing by the teachers has been cited as the main reason that prompted the local authorities to take the drastic action.

Its sister SACCO, Mwalimu National, has since asked members to embrace mobile money banking and has at the same time adjusted the opening and closing hours.

The local health office observes that the teachers are gathering at the Mwalimu building and without wearing face masks hence may aid in the spread of the virus. “You are therefore required to stop operations as a mitigation measure to curb against the spread of the virus,” says Omayio warning that failure to comply would lead to legal action.

Kisii County reported its first ever Corona virus case on Tuesday April 7, 2020.

Procedure for downloading the TSC P9 form for filing KRA individual income tax returns

The P9 form (Tax deduction card) is a very important document that is used when filing individual income tax returns online. Income tax is a direct tax that is imposed on income derived from Business, Employment, Rent, Dividends, Interests, Pensions among others. Individual Income Tax is charged for each year of income on all the income of a person and based on the Individual Tax Bands and Rates as formulated by the Kenya revenue Authority, KRA.

The P9 form is generated by the employer i.e the Teachers Service Commission for all teachers working under the Commission. Every month, TSC deducts a given amount of money from a teacher’s earnings; this amount is called the income tax or simply Pay As You Earn (PAYE). This amount is reflected on a teacher’s payslip that can be accessed online and is indicated as PAYE Auto. The good news for teachers is that it is the TSC that deducts this amount monthly and surrenders the same, directly, to the KRA. Thus, teachers are not faced with the burden of having to do this on a monthly basis; all by themselves.

Every employee is entitled to a monthly tax relief of Ksh. 16,896 per annum (Kshs.1,408 per month). People with disability are granted a tax exemption on their income for the first Kes. 150, 000 of their monthly income.

HOW TO DOWNLOAD THE P9 FORM

To get your P9 form follow the simplified steps below (Remember that you first have to register for Payslips online service):

  • By using your phone or Computer, simply visit the T-pay online platform by using the address https://payslip.tsc.go.ke/login.php
  • Then, enter your TSC Number and Password. Click on Login.
  • Now, on successful login, click on P9(s) and it will be displayed.
  • You can print the P9 by clicking on ‘Print’ tab at the bottom of your P9.

THE P9 FORM

Your P9 form has Bio data and seven columns thus;

  • Tax- date: This is the first month of the monthly taxable income; for the whole financial year.
  • Taxable Pay: This is your monthly taxable pay (Gross income; Basic Salary plus allowances).
  • Pension: Monthly pay for retirees.
  • Pay Auto: This is the total monthly deductible individual income tax.
  • Unused MPR: This is any unutilized Monthly Personal Relief.
  • MPR Value: Which is the Monthly Personal Relief that is entitled to all residents.
  • Vote: This is the vote head under which the income tax is placed/ deducted by the employer.

Once armed with your P9 form you can now easily declare your individual income tax returns online. For a detailed but simplified guide on how to declare your returns online click here: How to file 2020 KRA returns online: Simplified procedure.

Here are the Schools’ reopening dates for continuation of Term one, 2020: Uganda’s Education Minister announces new dates

The Minister for Education and Sports in Uganda, Janet Museveni, has announced the schools’ reopening dates for continuation of first term of 2020. This follows a directive to close all schools for 30 days (effective Friday March 20, 2020) by the Ugandan President Yoweri Museveni in order to combat the spread of COVID-19 in the country.

The east African Country that is currently on a total lock down, will see its learners going back to class, soon. “Pre-primary, primary, secondary schools and Primary Teachers’ Colleges will open for the continuation of Term I on 27th April 2020 up to 12th June 2020. Term 2: 22nd June to 4th September and Term 3: 21st September to 19th December 2020, in case everything goes as planned,” says Janet who is also Uganda’s First Lady since 1986.

“God willing, Universities and Other Tertiary Institutions, including BTVET institutions will open the Continuation of the current Semester on 2nd May 2020,” she added.

First Lady and Minister of Education Janet Museveni also said exams for this term (term one 2020) are called off. “There shall be no formal test or examinations at the end of Term 1. All the time should be used for teaching and learning. Cumulative end of topic class-based results should be used on end of term reports. Candidates shall do only ONE school generated Mock Examinations at the end of Term 2. Therefore all schools are herewith barred from engaging students in any externally set mock examinations this year, to ensure syllabus recovery time is not wasted,” noted Janet who has been Cabinet Minister of Education and Sports in the Ugandan Cabinet, since 6 June 2016.

While making the announcements on Live TV on Saturday night, Mrs Museveni at the same time warned universities forcing students to take examinations online; saying such examinations have been suspended. “We have received several complaints/concerns that some Universities are forcing students to pay for and do online Examinations during this period, yet quite a number of our students do not have the required facilities and the money to do this. We have therefore, decided that all these Examinations be suspended until we are out of this crisis,” she directed.

According to Mrs Museveni, her Ministry will organize lessons and has secured free learning airtime on radio to engage learners lacking requisite internet access equipment. We will send out a harmonized continuous learning program for all Primary and Secondary school learners to all Local Governments and Association of Secondary School Headteachers of Uganda (ASSHU), where selected teachers will use Local Radios which can be accessed by most learners and TVs where possible. The teaching will focus on core basic concepts in what learners have already covered. This will be supplemented with printed material wherever possible,” reported the Minister.

In the neighbouring country, Kenya, the Ministry is yet to give a notice as to when schools are set to reopen. Some schools have in fact been identified and prepared as possible COVI-19 isolation centres.

2020 KCSE, KCPE exams will go on as scheduled- Uhuru says as Principals make proposals

It is a big sigh of relief for the over 1.2 million KCSE and KCPE candidates after President Uhuru Kenyatta reassured them that this year’s examinations will not be postponed due to the current Corona virus pandemic in the country. Speaking during a live interview on Wednesday morning, the President said the Ministry of Education is churning out a work plan to ensure the exams are not disrupted even as the pandemic continues to ravage the country.

“Exams are still on as planned, but we still have to know how we shall approach this and we shall elaborate more when that time comes. We are still analysing the best way to assist our students. We will release a strategy in which our students will start going back to schools and the measures we shall implement because they (candidates) are the ones we are most concerned about,” the Head of state said.

On Sunday, Education Cabinet Secretary prof. George Magoha said his Ministry has come up with various plans on how learning is to resume and was awaiting approval by the president.

For all details about other schools in Kenya, please visit the link below;

The President (who was speaking from State House, Nairobi during a live address on national Swahili radio stations: Radio Citizen, Radio Jambo, Radio Maisha, Milele FM and KBC’s Radio Taifa) said his government will soon release a schedule on how learners will return to schools especially those who are to sit the national exams. He was not categorical on when the schools are set to reopen and how.

Education cabinet Secretary Prof. George Magoha. The CS says this year’s national examinations will not be post-poned.
Stake holders hold divergent views

The kenya Union of Post Primary Education Teachers, Kuppet, has been rooting for postponement of the national tests saying the education calendar should be redrafted to cater for lost time. Its sister union, Knut, is holding a different opinion that learning should resume under stringent health measures.

On their part, school heads want reopened for not only form fours and class eight pupils, but also for class seven pupils and form three students. The Kenya Secondary Schools Heads Association (Kessha) chair Indimuli Kahi has said it will be possible to have the fewer learners in school for now since social distancing would be feasible.

Education stake holders will be waiting, anxiously, for the Government’s work plan even as the clock ticks, fast, towards the May 2, 2020, date; which would have been the official reopening date for second term.

TSC releases list of 3,500 teachers, staff who failed to file wealth declarations; removes them from payroll

The Teachers Service Commission, TSC, has released a list of 3,500 teachers and staff who failed to file their 2019 wealth declarations. Via a circular dated April 14, 2020, the Commission boss says the said teachers and staff have been expunged from the TSC payroll until they meet certain set conditions. All TSC employees, just like other workers in the formal sector, were required to declare their 2017/2019 Income, Assets, and Liabilities by 31 December, 2019 through the TSC Wealth Declaration online portal.

“Over 3,500 employees (secretariat staff and teachers) did not declare their Wealth within the stipulated deadline. Consequently, the Commission has stopped the employees’ salaries for Non-Compliance from March and April 2020 payrolls,” says the TSC Boss.

The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.

All teachers in employment of TSC are required to declare their Income, Assets and Liabilities. These include teachers on: Any kind of leave, Interdiction, Suspension or Sick leave.

About 40,000 teachers had not submitted their returns, online, by December 30, 2019. This prompted the Commission to extend the deadline by one more week. Those affected were given the grace period to file their data between 8th – 14th January, 2020.

For the teachers and staff to be reinstated into the TSC payroll they will be required to write an letter through their immediate Supervisor/Head teacher/Principal to explain why they did not adhere to the instructions to declare their wealth as stipulated in law.
“To fast track reinstatement, the letters be scanned and emailed to TSC headquarters with a covering letter listing the forwarded cases, by the TSC County Director,” says the Commission.
School heads must also give evidence that the teacher is indeed in active service.

“The Headteacher/Principal/Supervisor to confirm in writing that the employee has been in active service and /or has been teaching all along. The letter should be validated and forwarded to TSC Headquarters by the TSC County Director/TSC Sub-County,” adds the Commission.

Those affected will be hoping that the Commission will not take further action. This is because any teacher in the TSC employment who fails to submit a declaration or gives false or misleading information is liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction.
