TSC extends deadline for filing teachers’ TPAD data

The Teachers Service Commission, TSC, has extended the deadline for submitting teachers’ appraisal reports for first term, 2019. The initial deadline that had been set for Sunday 5th May, 2019, has been extended by 25 days. The new deadline shall be 30th May, 2019, for both Appraisers and Appraisees.

This latest development comes even as the Kenya National Union of Teachers, KNUT, holds on to its hard-line position; against the appraisal system. The system has received opposition as teachers spend long hours feeding the data onto the system at the expense of teaching. The system also faces serious bottlenecks; as it can not sustain high traffic.

KNUT’s Collins Oyuu leads Eldoret Teachers in burning TPAD documents.

Kenya National Union of Teachers (KNUT), Chepkoilel branch, teachers yesterday joined the fray of teachers angered by the Teachers Performance and Appraisal Development (TPAD) evaluation exercise by the TSC.

Led by KNUT’s National Assistant Secretary-General, Collins Oyuu, the teachers set the TPAD forms ablaze to express their disgruntlement over the evaluation exercise. Mr. Oyuu said the TSC single handedly introduced the policies before consulting them.

“The TPAD forms have turned teachers into clerks and today teachers have decided that enough is enough. They are tired of filing these forms in cybers where they nowadays spent most of their time instead of teaching,” said Oyuu during the Chepkoilel annual meeting in Eldoret, as quoted by the Nation.

“We want to practice what we were taught in class. TSC should withdraw the TPAD forms immediately. TPAD rest in peace,” Oyuu added.

This becomes the third case of teachers publicly burning the TPAD forms, even after TSC threatened to take action against such teachers. It started a few weeks ago at Borabu, in Nyamira County, when dissatisfied tutors burnt the forms. Yesterday, their Kakamega compatriots joined the bandwagon. The TSC sanctioned a section of Borabu KNUT branch teachers by asking them to show cause why action can not be taken against them, for burning TPAD documents.

The deadline set for uploading TPAD data for second term expires tomorrow, 10 September; even as most teachers complained of the online system’s inefficiency.

The President, has already issued a directive to TSC to review the evaluation process. Sources familiar to TSC operations indicate that the TSC plans to retain the TPAD evaluation process but, reduce the amount of data to be uploaded.

A message sent to principals by TSC Subcounty directors requires them to “ensure that all the parts on the online TPAD data are filled”. The message also asks the principals to download and file TPAD data uploads for all teachers, since 2016.

Focus will be on the KNUT versus TSC negotiating teams when they meet later this month. Already there is a spat between the TSC and KNUT over agreement on items discussed last month.

DETAILED GUIDE TO MAKE YOUR NAVIGATION THROUGH THE TPAD SYSTEM EASIER.

GUIDE FOR PRINCIPALS/ APPRAISERS:

  1. Log into the TPAD system at https://tpad.tsc.go.ke:/83 with the following credentials:
  • USER NAME: Your TSC No.
  • PASSWORD: Your TSC No.
  1. you will get a prompt screen requiring that you declare a new password. Enter your current password (TSC No.) and then a new password of your choice and confirm the new password.
  2. On successful declaration of your new password, a message “YOUR PASSWORD HAS BEEN CHANGED” would be displayed in red.
  3. Now log into the system using your new credentials:

USER NAME: Your TSC No.

PASSWORD: Your New password.

  1. On successful logging in, a window titled “FINALIZE USER REGISTRATION” would be displayed. Declare the following fields as deemed appropriate and click on the “SUBMIT” button:
  • E-MAIL
  • PHONE NUMBER
  • GENDER.
  1. On successful log-in, the “TEACHER APPRAISALS(NAME:………..) CREATE NEW” would be displayed. Click on “CREATE NEW” and fill the fields thereafter:
  • DECLARE YEAR: …..
  • TERM : ……
  • APPRAISER TSC NO: SUBCOUNTY DIRECTOR’S NO
  • COUNTER SIGNING OFFICER TSC NO. COUNTY DIRECTOR.
  • APPRAISER TITLE: SUB-COUNTY DIRECTOR.
  • Then click on “CREATE”
  1. Now, select “DATA” from the menu bar followed by “INSTITUTIONS” and then “MY INSTITUTION”. This opens the “TEACHERS” window.
  2. Go to the first teacher in the list and select “ACTIONS” followed by “ACTIONS” and then “ACTIVATE”. This activates the teacher. Once activated, select “GO TO TEACHERS” button.
  3. Repeat step 8 for all the teachers in your institution.

Remember to declare your returns(self appraisal parameters)…… CHECK ON STEP NO. FOR THE TEACHERS PROCEDURE BELOW.

  1. To appraise teachers, log into the system; select DATA, followed by MY INSTITUTION and appraise the teacher.

GUIDE FOR TEACHERS/ APPRAISEES.

Confirm from your head/ Principal for status of TPAD SYSTEM ACTIVATION. Once activated, proceed as follows.

  1. Log into the TPAD system at https://tpad.tsc.go.ke:/83 with the following credentials:
  • USER NAME: Your TSC No.
  • PASSWORD: Your TSC No.

  • Once logged in, Click on the data tab, followed My institution.
  • Select the teacher for whom the appraisal is to be carried out. Fill in the Appraiser and agreed marks plus the Appraiser remarks. Go back, select the next teacher until all the teachers are appraised.

TSC customizes the TPAD online system; reduces number of TPAD teaching standards

The Teachers service Commission, TSC, has reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal. The Commission requires teachers to upload their termly appraisal data via the Teacher Performance Appraisal and Development (TPAD) portal. “There has been consultation with different stakeholders including heads association ( KESSHA, KTCPA), heads of institution, County Directors, Sub County Directors, Curriculum Support Officers and teachers on TPAD implementation. From the input from the stakeholders, the TPAD teaching standards have been reviewed and reduced from 7 to 5,” the Commission says.

Since the inception of PC and TPAD in January 2016 the Commission has been monitoring implementation and institutionalization of the performance management tools at all levels learning institutions, Zonal, Sub County and County. Monitoring and evaluation is continuously done at the county level where all learning institutions are monitored on termly basis as part of the County Directors Performance Contract.

Customized TPAD Tools

To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, p erformance indicators and verifiable evidence have been customized for various institutions which include:

ii. secondary
iii. CEMASTEA
iv. KISE
v. Teacher Training Colleges (Diploma & Certificate
vi. Special Needs Education Institutions.
vii. Kenya Institute for the Blind.

The standards are in three categories or domains which are:

TPAD PROCESS- STEPS

These are the steps to be undertaken to ensure effective appraisal;

Step 1: Development of appraisal Calendar
Step 2: Setting Targets
Step 3: Implementation of targets and gathering of evidence
Step 4: Self Appraisal and Standards based on competencies and standards
Step 5: Appraisal rating by Appraiser based on evidence gathered.
Step 6: Appraisal rating meeting between Appraiser and Appraisee (Question and Evidence).
Step 7: Identification of gaps by Appraisee and Appraiser
Step 8: Development and implementation of teacher support and performance development.

Procedure Used in Applying for a Teachers Service Commission (TSC) Number, Kenya.

FOLLOW THE PROCEDURE BELOW TO APPLY FOR A NEW TSC NUMBER, IN KENYA.

The procedure is to be used for new teacher registration.

  1. Type https://teachersonline.tsc.go.ke into your browser. Ensure you have first paid the mandatory processing fee.
  2. On the TSC home page, click on https://teachersonline.tsc.go.ke/Regintro.aspx tab.

3. Locate the ID Number box at the bottom of the new page and fill in the following (ID/ Passport Number and Surname and Click Next Page Button to Continue.

4. This will take you to the Applicant’s Basic Details Page: Fill out the boxes correctly and click on NEXT, once done.

5.  Fill in the Educational and Professional Qualifications fields (Section C); starting with primary level, properly. Click on NEXT once done. Remember to save each record by clicking on the save icon.

6. On the next window, upload the required documents. Select the NEXT tab, once you have uploaded all the necessary documents.

  1. On the new window, provide any other necessary details (Other Details) and Click on the SAVE AND FINALIZE tab.
