2019 KCPE candidates set to know the secondary schools they will join in 2020

Learners who sat for the 2019 Kenya Certificate of Primary Education, KCPE, exams will know the secondary schools they have been selected to join; this week. The selection exercise for the over 30,000 students who will be joining the 136 National Schools, in January 2020, is now complete and the Education Cabinet Secretary Prof George Magoha is expected to announce the results on Monday.

The over one million learners who sat for the 2019 KCPE exams will be waiting with bated breadth to know which of the 10,000 Secondary schools they will be joining come January 2020.

NATIONAL SCHOOLS SELECTION.

The selection exercise for National schools kicked off immediately after the release of the 2019 KCPE results; on November 18 at Naivasha. All the 9,770 students who scored over 400 marks are assured of slots in the National schools. These will be joined by the top five boys and girls from each sub county countrywide; irrespective of the marks they scored. Other criteria like affirmative action have been put in place to ensure learners from marginalized areas are catered for.

SELECTION FOR OTHER SCHOOLS

Meanwhile, the regional selection exercise will be carried out between December 3 and 5 at designated venues across all the regions; countrywide. It is expected that all learners will be able to know the schools they have been selected to join in fortnight.

The selection of candidates to Extra-County schools is based on a ratio of 20:40:40. This means that 20% of available vacancies in an extra county school goes students from the Subcounty where the school is found. While the host county and other counties get 40% each.

On its part, the selection criteria for students joining County schools in based on the 20:80 ratio. This means that 20% of the available slots in a County school go the hosting Sub-County while the remaining 80% are shared among other Subcounties; in that County.

SELECTION RESULTS

After the selection is complete Parents/ Guardians will then be able to receive the selection results via the Short Text Message Service, SMS. The admission letters for the 2020 form ones will then be available at the Education Ministry’s portal for the students to download. The 2020  form ones are expected to report to their respective schools in January as the schools re-open for term one; as was the case in 2019.

GOVERNMENT’S 100% TRANSITION POLICY TO SECONDARY SCHOOL

The good news for the over one million 2019 KCPE candidates is that all of them will get vacancies in form one in 2020. “His Excellency President Uhuru Kenyatta has asked the Ministry of Education to ensure that every child who sits the KCPE Examination is admitted to secondary school under the 100 per cent transition policy. The aim of the Government is to ensure that all Kenyan children get basic education until Form Four,” said Education CS Professor George Magoha while releasing the 2019 KCPE results on Monday November 18, 2019. “I wish to assure the country that the Ministry has put in place measures to fulfil the 100 per cent transition policy in 2020. All the candidates whose results will be released today should expect to be admitted to Form One. The Ministry has already conducted a mapping exercise of vacancies in all categories of schools that will admit all the candidates,” added CSMagoha.

EXPANSION OF SECONDARY SCHOOL INFRASTRUCTURE TO SUPPORT THE 100 PER CENT TRANSITION POLICY

The Kenyan Government has taken measures to expand the Secondary Schools infrastructure so as to accommodate the large numbers of admissions. “The Government is determined to address some of the expected challenges of the 100 per cent transition. As a result, the Government – together with development partners under the Secondary Education Quality Improvement Project – will roll out a Sh8 billion programme to build classrooms and laboratories in 110 sub-counties located in 30 counties next year. These classes will ease the pressure on the existing facilities in our secondary schools,” the CS said.

LAUNCH OF THE ELIMU SCHOLARSHIP PROGRAMME FOR NEEDY LEARNERS

The Government will from next year (2020) put 9,000 Form One students from targeted regions under a full scholarship programme called ‘ELIMU SCHOLARSHIP PROGRAMME’. Learners with over 280 marks have been urged to apply for the grant. The programme will be run under the Secondary Education Quality Improvement Project. Additionally, all the girls who will be selected as beneficiaries of the Elimu Scholarship Programme will also be supplied with free sanitary towels for the full period of their secondary school education.

2019 KCSE examiners down tools over low pay

The marking exercise for this year’s Kenya Certificate of Secondary Education, KCSE, has been thrown into jeopardy after examiners for one of the papers downed tools. The examiners for Businness Studies Paper 2 is yet to kick off at Machakos girls after examiners downed their tools citing poor pay. They have hardly touched any paper despite the fact they reported to the Centre over the weekend.

Attempts by the Kenya National Examinations Council boss Dr. Mercy Karogo to calm the situation were met by spirited resistance from the examiners. The angry examiners booed her off the stage when she tried to address them today.

The KNEC boss was reportedly holed up in tensed meeting on Monday evening with senior examiners and her junior Secretariat staff (at the marking centre) in a bid to avert the crisis. This standoff is threatening to delay the release of this year’s KCSE results.

UTUMISHI BOYS ACADEMY’S BRIEF HISTORY

The idea of starting a school for police officers’ children was conceived in the early 1960s, however, it was until 1991 when the commissioner of police the late Philip Kilonzo began implementing the idea.

On 30th May 1991, the first steering committee was formed. Its first chairman was the former Senior Deputy Commissioner of Police, Hon Elijah Sumbeiywo. On December 30th, 1992, the principal Mr. Willie M. Mugoh was posted to the school. He was soon followed by twelve teachers. On 26th Jan 1993, the school admitted its first 80 boys and girls.

They were accommodated in the primary school since the complex had not been completed. Students used wooden houses in the anti-stock theft unit Police line as the boys’ dormitory and the school dining hall. The school soon outgrew the facilities the primary section could offer and so in January 1995, the school was moved to the incomplete complex structures.

Ministry gives Principals permission to increase secondary school fees, but with conditions

Schools have been given liberty to increase school fees so as to put up new structures that will accommodate new students joining them next year.

While releasing the 2020 form one placement results, Education Cs Prof George Magoha said the principals should do this in consultation with the parents ans schools’ boards. The CS made the remarks at the Kenya Institute of Curriculum Development, KICD, on Monday December 2, 2019.

“Nothing stops a patriotic principal from engaging his or her Board of Management to see if he (/she) can persuade voluntarily, people who want to improve the infrastructure of their schools,” Magoha said adding that parents who cannot afford to contribute should not be forced to do so.

For all the latest schools’ news, visit the link below;

This would be good news to school principals who have been agitating for increase in school fees; saying what the parents and government pay is not sufficient to run the schools efficiently.

NEW FEES PROPOSALS

In February this year, the National KESSHA (Kenya Secondary Schools Head Association) chairman, Kahi Indimuli, presented a proposal to the Education Ministry that sought to increase secondary schools’ fees.

In the the proposals, the principals wanted fees in national or extra county schools in urban areas raised by Sh15,848 to Sh91,646 up from Sh75,798. For extra-county schools in other parts of the country, the principals wanted the charges raised by Sh17,773 from Sh62,679 to Sh80,452.

Indimuli said the government retains KSh4,196 for textbooks, KSh200 for a science and mathematics improvement programme (CEMASTEA), kSh270 for activity, KSh900 for medical insurance and KSh6,000 for infrastructure. This leaves the schools with only about Sh10,600 out of the Sh22,244 subsidy per student.

School Category Ministry’s 2020 set fees Government Subsidy Amount of Fees to be paid by Parents Fees Proposals by Principals
National Schools 75798 22,244 53554 Sh91,646
Extra County Schools- Category ‘A’ 75,798 22,244 53554 Sh91,646
Extra County Schools- Category ‘B’ 62779 22,244 40535 Sh80,452
County Schools 62779 22,244 40535 Sh70,216

Table: Amount of fees paid by the government and parents per child in a year; plus the new fees if proposals by the Principals would be adopted.

But, CS Magoha was quick to advise parents to report any cases of excessive charges by schools to the Ministry. “Parents are therefore advised to only pay the amount of fees set by the Ministry and report any incidents of students who are turned away ,” the advised while, at the same time warning principals against sending students away for lack of fees.
