KNEC appoints Principals as centre managers and will pay them Kshs. 500 per day. But what about Deputies, Supervisors and Science teachers? Here are the details

The Kenya National Examinations Council, KNEC,  has dispatched appointment letters to various contracted professionals who will be in charge of this year’s Kenya Certificate of Secondary Education, KCSE, and Kenya Certificate of Primary Education, KCPE, examinations. The appointment letters dated 17th September, 2018, spell out the terms of engagement and duties to be performed by the various contracted professionals during the administration of this year’s national tests.

In the letters written to principals through the Teachers Service Commission Sub County Directors, the school heads will receive a daily fare reimbursement of KShs. 500 for 23 days which converts to a total of KShs. 11,500; for the whole period.

“The Kenya National Examinations Council has appointed you the Centre Manager to oversee administration of the 2018 National Examinations at your examination centre from 5th to 28th November, 2018. You will be reimbursed travel expenses a rate of KShs. 500 per day inclusive of the rehearsal day'” reads the letter by Dr. Mercy G. Karogo, The Acting KNEC Chief Executive Officer.The principals are expected to append their signatures on the letters to confirm acceptance to abide to the stipulated terms and rules.

Among the key responsibilities of the principals, as outlined in the letters, are:

  • Ensuring that rehearsal is undertaken prior to the examination.
  • Maintaining a conducive environment for the conduct of examinations.
  • Ensuring that all other unauthorized persons are restricted and kept away from the examination area during the examination period.
  • Being at the distribution centre (Container) at the time prescribed by the council to collect the examination materials.
  • Witnessing the opening of examination containers at the distribution centre every day of the examination.Taking overall responsibility for management of the examinations at the examination centre and ensuring that all candidates strictly adhere to the examination rules.

“As a centre manager, you are responsible to the TSC Sub County Director. The Council has delegated this duty to you and expects you to conduct the examination according to KNEC regulations,” adds Karogo. The principals will now have to keep an hawk’s eye to ensure the examinations end smoothly in their centres and will not have room for errors; including examination malpractices.

On the other hand, Supervisors shall receive a daily travel expense reimbursement of KShs. 630 for the 23 days that they shall be on duty. This translates to a total pay of about KShs. 14,490. The Supervisors shall be expected to report to the Examination Centres by 6.30am in the morning on every day of the examination to receive the examination materials from the Centre Managers in the presence of the security officers.

In this year’s examination, a total of 1,060,703 candidates will sit for the KCPE examinations; 531,548 boys and 529,155 girls across the 27,161 examination centres countrywide. Another, 664,585 candidates will sit for the KCSE examinations in 10,077 examination centres. 341,089 are boys while girls are 323,498.

Surprisingly, the Kenya National Examination Council has failed to allocate funds to other schools’ officers who shall be on duty, to provide support, during the examination period. The Deputy Principals who have just been mentioned as Deputy Centre Managers, in the KNEC’s examination regulations documents, will walk home empty handed. Also going home without any fare reimbursement are the Subject teachers and Laboratory Technicians/ Assistants who will be conducting the practical examinations when required as per the KNEC examination time table.

A total of 70,000 police officers will be deployed to provide security during this year’s examinations period.

President Uhuru Kenyatta has said Kenya is making good progress towards the attainment of the United Nations Sustainable Development Goals (SDGs).

The President said the country has fully aligned its national development strategies including the Vision 2030 with SDGs.

The President who spoke during a leaders dialogue on accelerating the implementation of SDGs however called for more partnerships and support especially from the private sector and development partners for faster realization of the 17 global development goals.

“Although Kenya’s projectile is overall positive, sustained support from the international community and private sector is essential to Kenya’s realization of the SDGs,” he said.

The President who took the audience through some of the milestones made by Kenya in education and other sectors said by 2015 when SDGs were launched, the country had achieved free and universal primary education.

“My administration has taken these gains further by guaranteeing free secondary education for day scholars. We have seen a 100 percent transition from primary to secondary school,” President Kenyatta said.

On poverty eradication, the President said Kenya’s economic growth has been robust over the period over the last eight years, averaging 5.9 percent annually.

The steady growth, he said, has lowered the number of people living under one US dollar per day from 46 to 36 percent over the period.

“Although these gains are encouraging, at 36%, this is not acceptable, my administration remains committed to having a nation that envisions a people of prosperity,” the President said.

The Kenyan leader said the Big 4 Agenda focus areas of food and nutrition security, Universal Health Coverage (UHC), affordable housing and manufacturing are tailored to address most of the SDGs.

At the core of Kenya’s UHC model, currently in the pilot phase, President Kenyatta said is an insurance cover that will guarantee access for all persons to a health benefits package that prioritizes primary health care interventions.

He said the health insurance cover will contribute to the poverty alleviation agenda by lifting a substantial financial burden from households.

On housing and the SDG agenda on sustainable cities and communities, the President said Kenya has a housing gap of 250,000 units which is largely in the lower segment of the market.

Alongside the ambitious plan to deliver half a million affordable houses in five years therefore, President Kenyatta said his administration continues to upgrade slums and informal settlements through a low-cost housing plan that includes provision of clean water, improved sanitation, health centers and other supporting infrastructure.

President Kenyatta who noted that over 19 million Kenyans lack access to safe water said his administration has increased investments in the water sector in recent years.

“My administration is investing heavily in the water sector through the construction of dams and water pans, promoting greater water harvesting and raising infrastructure bonds to increase infrastructure for water and sanitation,” he said.

Alongside increased investments in key sectors through partnerships, the Kenyan Head of State said his administration is accelerating the process towards attainment of SDGs through public participation and ownership of development projects.

“Kenya is accelerating progress towards SDGs through fostering ownership and participation especially by women and youth,” the President said.

While expressing his gratitude for the Global Pilot Programme on Science, Technology and Innovation (ST&I) Roadmaps for SDGs in which Kenya is a beneficiary, President Kenyatta called on world leaders to prioritize global knowledge sharing, capacity building, science, appropriate technology and innovation as accelerators of SDGs.

Earlier, President Kenyatta held bilateral talks with Mr David Malpass, the President of the World Bank on the sidelines of the ongoing United Nations General Assembly in New York.

Mr Malpass briefed President Kenyatta on the reforms being implemented by the Bretton Woods institution to make it more responsive to the needs of developing countries.

The World Bank boss assured the President of his institution’s commitment to continue supporting Kenya’s development agenda.

How Universal Health Care Will Help End Extreme Poverty in Kenya

President Uhuru Kenyatta has said the Kenyan government is rolling out the Universal Health Coverage (UHC) program as part of a grand plan to transform Kenya into a newly industrialized middle income country by 2030.

The President said access to affordable and quality health services will help end extreme poverty and improve productivity especially in low and middle income countries.

“My Government’s Vision 2030 aims to transform Kenya into a newly industrialized middle-income country providing a high quality of life to all its citizens by 2030.

“We believe that improving the health and welfare of citizens lays guarantees for economic growth and competitiveness by ensuring healthy productive populations,” the President said.

President Kenyatta spoke at the high-level meeting on Universal Health Coverage (UHC) held on the sidelines of the ongoing United Nations General Assembly (UNGA) in New York, USA said the Kenyan government is rolling a UHC pilot phase targeting 3.2 million people.

He said the pilot phase now in its nineth month is focused on strengthening primary health care as well as identifying best practices, lessons and gaps.

The President who shared lessons from the pilot with the world leaders attending the forum said political commitment was key to the success of UHC.

“This commitment must embody a shared vision of all political leaders and actors, especially in countries with more than one level of government like Kenya.

“Furthermore, the commitment will only be impactful if translated from a shared vision to collaborative action,” the President said.

He said the largest dividend that can be gained from political commitment is the mobilisation of community and citizen ownership of UHC.

“The principle of ‘leave no one behind’, needs to resonate with each and every citizen, thus reinforcing the much needed social accountability for the success of service delivery interventions,” President Kenyatta said.

The Kenyan leader said the harmonisation and alignment of all actions and interventions by health sector actors is key to the success of UHC.

He said the Kenyan UHC pilot phase has provided encouraging feedback that has reaffirmed his administration’s resolve to make further investments in affordable health care.

“It continues to be work-in-progress. We are inching closer to ‘leave no-one behind’ with special focus on the most vulnerable populations,” the President said.

He said the high-level meeting was an opportunity to renew and galvanize global political commitment while creating more partnerships towards realization of UHC for all.

While reiterating Kenya’s support and commitment to the global efforts towards the achievement of UHC and SDGs, the President said his administration is keen on forging partnerships that will assist it to invest more in health especially in primary health care services.

Earlier, President Kenyatta held bilateral talks with the UN Secretary General Antonio Guterres during which the two leaders discussed Kenya’s bid for a non-permanent seat on the UN Security Council for the period 2021 to 2022 as well as the ongoing UN reforms especially Nairobi’s desire to host a UN Global Service Delivery Model Centre (GSDM).

The President informed the Secretary General of the recent African Union’s endorsement of Kenya as Africa’s candidate for the UNSC seat saying the country is “finalizing on a comprehensive agenda for the security council membership.”

He said the agenda will address some of the current global challenges and ensure that Kenya makes considerable contributions to global peace, security and sustainable development.

On GSDM, the President welcomed the institutional reforms of the UN saying they are aimed at making the global body more efficient, effective and accountable.

He said Kenya welcomes the Secretary General’s proposal of Nairobi as one of the four global GSDM centres.

“I want to thank you for your confidence in Kenya and to assure you that Kenya will continue to give its full support to this initiative and to the overall reform process underway at the United Nations,” the President assured Mr Guterres.

Jubilee party kicks out ‘rebel’ MPs from lucrative house roles

President Uhuru Kenyatta today at State House, Nairobi chaired a Jubilee Coalition National Assembly Parliamentary Group (PG) meeting in his capacity as the Coalition’s Party Leader.

The meeting was attended by Deputy President Dr William Ruto who is also the Jubilee Coalition’s Deputy Party Leader, Party Secretary General Raphael Tuju and a total of 212 Members of Parliament.

Today’s Parliamentary Group meeting endorsed Hon Justin B Muturi to continue serving as the Speaker of the National Assembly, Hon Moses Cheboi to continue serving as the Deputy Speaker, Hon Adan Duale to continue serving as the Majority Leader in the National Assembly, and Hon Jimmy Angwenyi to continue serving as the Deputy Majority Leader.

The Parliamentary Group meeting replaced Hon Benjamin Washiali as the Majority Whip with Hon Emmanuel Wangwe. Hon Cecily Mbarire was replaced by Hon Richard Maoka Maore as the Deputy Whip.

Further, the Party Leader appointed Hon Amos Kimunya to serve as the Secretary of the Jubilee Coalition Joint Parliamentary Group.

Now new projects without my authority- Uhuru directs

President Uhuru Kenyatta today at State House, Nairobi held a virtual meeting with Senior Ranks of the Executive that included Cabinet Secretaries, Chief Administrative Secretaries and Principal Secretaries during which he outlined Government development priorities for the 2020/21 Financial Year which kicked off on 1st July.

In his address, the President said Government’s focus this Financial Year will be the implementation and completion of ongoing Priority Projects and Programmes as set out in his Administration’s Trans-formative Agenda for the Nation.

These Programmes, the Head of State said must be strictly implemented within set timelines and budgets.

The President reiterated his earlier directive that no new Projects will be initiated except with his express authority.

As a measure of accountability, the President announced that completion rate of Projects and Programmes will be adopted as a key Performance Indicator for all Cabinet Secretaries, Chief Administrative Secretaries and Principal Secretaries.

The Head of State called for Collective Responsibility in the implementation of Government Projects and Programmes through the involvement of entire Ministerial Establishments (Cabinet Secretaries, Chief Administrative Secretaries and Principal Secretaries), so as to ensure timely delivery of quality outcomes.

The President said Collective Responsibility should be demonstrated by enhanced presence and visibility of Government on the ground through inspection of projects and robust public engagements.

The Head of State acknowledged the current difficult economic environment occasioned by the Covid-19 pandemic and reminded Government Departments to settle pending bills as a key priority and to ensure that pending bills is the first charge on each Ministry’s Budget.

In support of local industries, the President said the Government must walk the talk of Buy Kenya Build Kenya agenda and once again, directed all Ministries, State Departments and State Agencies to give preferential procurement to Kenyan Made Goods and Services.

The President thanked the National Development Implementation and Communication Cabinet Committee (NDICCC) and the National Development Implementation Technical Committee (NDITC) for the progress made in the attainment of the National Development Goals saying the two entities had proved their effectiveness in overseeing the implementation of the Government’s development programmes.

In conclusion, the Head of State warned the Senior Ranks of the Executive against corruption and malfeasance saying there’s no room for the vices in his Administration.

Lists of members of parliament who have vowed to opposed Uhuru’s Tax increments

The following Kenyan National Assembly Legislators have promised to shoot down president Uhuru’s introduction of new taxes, increase in VAT and reduction of Constituency Development Fund, CDF, allocation in the 2018/2019 supplementary budget.

The Bill comes up for discussion in Parliament, today. President Uhuru needs a simple majority vote for his proposals to go through. The Members of Parliament, MPs, have vowed to oppose the changes as they say it will affect common ‘Mwananchi’ negatively. This comes even after the various party leaders convened parliamentary Group meetings to drum up support for the President’s proposals. All eyes will be on Parliament as the MPs discuss the bill, today.

  • Okoth Obado- The second term Migori County governor is facing murder charges at the high court. The governor is implicated in the awful killing of Rongo University student, Sharon Otieno, with whom he had an intimate relationship. Kenya Railways introduces additional commuter train trips per day.

Kenya Railways has introduced additional trips on commuter rail routes to help ease transportation in the city. See new trips schedule, below.

Kenya Railways has also reduced commuter train fares after the government’s directive. “Following the Government’s directive through transport CS James Macharia the subsidised train fares on the Nairobi Commuter Railway will take effect as of November 13, 2018. The fares will see commuters using the service pay 10pc less for the rides,” read a statement from Kenya Railways.

University student and a soldier among those arrested in Eastleigh for abduction offences

The Directorate of Criminal Investigations, DCI, Detectives last night arrested 5 abductors, among them a university student and a soldier, within Eastleigh area and  rescued 3 victims. The abductors were demanding for Ksh.5,000 release fee (ransom) from each victim. The suspects will be arraigned in court today.

Those arrested are:

  • Mohamed Sharmake Abdi; a soldier based at the Kahawa Barracks

  • Mr. Abdikalif Mohammed Noor

  • Ahmed Abdullahi Abdi (The driver of the vehicle)

  • Abdi Hamid Mohamed Abdi~Student at the Kenya Methodist University, KeMU,  and

  • Salah Abdi

Miss Tourism Kenya-2018: Meet the winner.

This year’s gala that went down at the Safari Park hotel, in Nairobi, last night saw the crowning of the eloquent West Pokot County, Ms. Sarah Pkyach, as the new Miss Tourism Kenya- 2018. Sarah trounced 39 other contestants to win this year’s title. Among the luminaries who graced the event, were: Hon. Ababu Namwamba and CS Eugene Wamalwa. The overall winner was awarded with 1.2M shillings worth of a contract with Miss Tourism Kenya Organization and a chance to represent Kenya on a global stage.

Sarah, now, has three coveted crowns to herself: She is the reigning Miss JKUAT (Jomo Kenyatta University of Agriculture and Technology), Miss Tourism West Pokot County and Miss Tourism Kenya. JKUAT was represented by 3 beauties at yesterday’s grand finale: Bridgit Kanini (Miss machakos County), Stella Ageya (Miss Kisumu County) and the winner, Miss Sarah Pkyach (Miss West Pokot County).

Miss Sarah is a third year student at JKUAT pursuing  a Bachelors of Science Degree in Bio-statistics in the college of Pure and Applied Sciences (COPAS).

Bizarre KCSE Exam cheating incident as a boy is caught doing a music paper for a girl in Kakamega

A boy was caught, last week, sitting a Kenya Certificate of Secondary Education, KCSE, music examinations on behalf of a boy in Kakamega county. The boy identified as Ambrose Wekesa Tumo, a form three student at Eden Faith High School, was discovered by the Kenya National Examinations Council, KNEC, Assessors sitting the Music Practical paper on behalf of a Mukuyu girls’ candidate.

The Assessors, Phoebe Mwaura and Mesea Kennedy, were concerned when they saw the candidate playing the Litungu instrument with prowess, a scenario that raised eyebrows as to if indeed the candidate was a girl. On further investigations, the assessors found out that the candidate was a boy and was sitting the paper on behalf of a Mukuyu Secondary School girl.

The boy was then arrested and taken to Lumakanda police station were the case was reported. The Music Practical examination was being carried out at Lumakanda Boys Centre. Heavy penalty awaits the culprit if found culpable. The boy was dressed in a Mukuyu girls’ uniform, a case of impersonation.

The KCSE exams commenced on Monday 22nd October, 2018, with: French, German, Arabic, Kenya Sign Language and Music practicals.
