TSC list of shortlisted candidates for 2021 promotion interviews

The Teachers Service Commission, TSC, has released a list of teachers shortlisted for the 2021 promotions per County. A total of 32,431 teachers applied and were shortlisted for the recently advertised TSC promotion vacancies.

In Makueni County a total of 1,146 candidates have been shortlisted. Check your name and interview dates in the list below;

The Teachers Service Commission, TSC, has released a new TPAD 2 lesson observation form. The form is used during the actual lesson observation process in class by the appraiser.

Scores and comments entered in the new lesson observation form are then uploaded to the appraisee’s TPAD 2 form online. This manually filled lesson observation form can then be uploaded as one of the many documents to be attached as evidence for the teaching standards.

New TSC teacher registration requirements and procedure (Primary and Secondary School Teachers)

Have you completed your training as a teacher and you are hoping to be recruited by the Teachers Service Commission, TSC? Well. You must first register with TSC online such that you are given a TSC certificate and number.

In order for you to be allowed to teach in Kenya, you must have a TSC Certificate. The TSC Act (2012) Section 23 (2) prohibits any person from engaging in teaching service unless one is registered as a teacher. The TSC Code of Regulations for Teachers (2015) Part III further provides Conditions and Procedure for Registration of Teachers.

TEACHERS REGISTERED BY THE TSC

Teachers Service Commission is responsible for the registration of teachers with the following grades;

  1. Early Child Development Education-ECDE
  2. Primary Teacher Education-PTE
  3. Diploma in Education
  4. Diploma in Education for Visually and hearing impaired
  5. Bachelor of Education
  6. Bachelor of Arts/ Bachelor of Science

TSC Minimum Academic and Professional Requirements for Registration of Teachers

Each of the various categories of teachers have own registration requirements. Before you pursue a teaching course ensure that you meet the minimum TSC registration for that course. Many graduates have ended up being frustrated because they can not be registered by TSC after failing to meet the requirements.

Check keenly on the minimum mean grade and subject requirements in the table below;

b  PTE i. Minimum grade C Plain in KCSE and above
ii. PTE Certificate from KNEC
iii. Mean grade of C- (minus) for visually and hearing impaired persons
C Diploma in Education i. Minimum grade C+( Plus) in KCSE and above and C+ (Plus) in the two subjects specialization.
ii. At least C (Plain) in English
iii. C (plain) in Mathematics for Science-based courses
iv. D+( plus) in Mathematics in non-science based courses
d Diploma in Education for Visually and hearing impaired i. Minimum grade C (Plain) in KCSE and above.
ii. At least C Minus in English
iii. C- (Minus) in Mathematics for Science based courses
iv. D (Plain) in Mathematics in non-science based courses
e Bachelor of Education i. Minimum mean grade C+ (plus) and above or its equivalent.
ii. C+ (Plus) in two subjects of specialization
f Bachelor of Arts/ Bachelor of Science i. Minimum grade C+ (Plus) in KCSE and above and C+ (Plus) in the two subjects of specialization.
ii. Post graduate Diploma in Education (PGDE)

TSC Registration requirements for Teachers (Kenyan Citizens).

When registering online you must have the following items for your registration to be successful:

  1. Certificate of Good Conduct
  2.  relevant academic and professional certificates from recognized
    institutions
  3. a copy of Identity Card or Passport
  4. passport photo
  5. KRA Pin Certificate
  6.  dully filled GP 69 Medical Form and
  7. Payment of registration fee;
    Non-refundable fee of Kshs. 1055/- Deposit is made to the TSC;
    Registration Account –
    National Bank of Kenya – No. 01001000905001
    or Simple Banking using Pay Bill Business Number 625625

TSC Registration requirements for Teachers (Non Kenyan Citizens)

For non-Kenyans ensure you have;

  1.  academic and Professional Certificates and other evidence for registration as a teacher obtained in Kenya or the country of origin
  2. Academic and Professional Certificates. NB: Must have been awarded by an accredited foreign institution and equated by the relevant public body in Kenya
  3. Certificate of Registration as a teacher or authority to teach in the country of origin
  4. a valid Entry / Work Permit issued by the Department of Immigration
  5. a valid Certificate of Good Conduct issued by the relevant law enforcement agency in the country of origin
  6. vetting letter from the Ministry of Education (Kenya) and
  7. prescribed fee of Kshs. 1055

NB: All documents must be certified by either a TSC Director or TSC Sub –
County Director.

TSC Teacher Registration Process

Registration of teachers is done purely online. The Commission has provided an online platform for application and registration of teachers. Once an applicant is sure that he/she has all the required documents, they can visit the TSC website www.teachersonline.go.ke and begin the application process.

Upon the receipt of the application, the Commission vets the documents and the applicant is given response / decision within 30 (thirty days).

If the application is successful, the applicant is issued with a Registration Certificate which bears the Commission’s Chief Executive Officer’s signature.

The Certificate is then immediately posted to the teacher through the postal address indicated in the application.

Temporary Teacher Registration Certificate from TSC

The TSC Code of Regulations (2015), Regulation 27 mandates the Commissions to issue a Temporary Teacher Registration Certificate to a person who;

  • is in Kenya on recognized education exchange programmes or other
    international bilateral arrangements or
  • not having trained as a teacher but holds a relevant certificate issued to
    him/her under any law relating to education and training.

Why TSC may not register a teacher

Section 27 of TSC Act 2012 mandates the Commission not register a person as a
teacher who;

  • does not possess the prescribed qualifications,
  •  is not of good moral character,
  • has been convicted of a sexual offence or an offence committed against a learner,
  • has been convicted of a criminal offence which in the opinion of the Commission, renders the person unfit to be teacher,
  • is engaged in any activities which in the opinion of the Commission, are prejudicial to peace, good order or good government in Kenya,
  • Suffers from such physical or mental infirmity which in the opinion of a registered medical practitioner renders the person incapable of performing the duties of a teacher.

Revocation/recall of TSC certificate of registration

The Commission is mandated by the TSC Code of Regulations for Teachers (2015),
regulation 30 to after a due process revoke and recall a Certificate of Registration that
was obtained through;

  •  fraud
  • misrepresentation
  • forgery
  • a result of mistake or
  • other unlawful means

Removal of the Name from TSC Register

The Commission is mandated by the TSC Act (2012), Regulation 30 to after due
process remove from the register the name of a person who;

  •  has died,
  • the Commission is satisfied has obtained registration through fraudulent
    means,
  • has been convicted of a sexual offence or an offence against a pupil or a student,
  • has been convicted of a criminal offence which in the opinion of the Commission renders the person unfit to be a teacher,
  • the Commission has directed removal from the register as a result of disciplinary proceedings instituted or
  • Suffers from physical or mental illness or infirmity which renders the person incapable of performing the duties as a teacher.

Offenses relating to teacher registration

The TSC Code of Regulations 2015, Regulation 39 spells out that any person who;

  1.  falsely or fraudulently holds himself / herself as a registered teacher,
  2. Not being a registered teacher and teaches or assists in teaching in any school,
  3. causes, permits, or employs to teach in any school a person who is not
    registered,
  4. defaces, amends or erases any entry in the Certificate of Registration,
  5. Applies for employment as a teacher in any name other than the full name as
    entered in the Register of Teachers,
  6. has been removed from the Register of Teachers but continues to teach or
  7.  having been removed from the Register of Teachers and continues to hold and
    use the Certificate of Registration for teaching or for any other purpose,
  8. commits an offence and is liable on conviction a fine not exceeding one hundred thousand shillings or to imprisonment for a term not exceeding twelve months or both.

The Teachers Service Commission, TSC, has released new forms for the new Teacher Performance Appraisal and Development, TPAD 2. These forms are both for teachers and administrators in all public primary and secondary schools. The forms are used to collate data that is then fed onto the new TPAD system. TSC promotion list 2021- Processing status update

The Teachers Service Commission (TSC) is finalizing the interview results for teachers who attended interview for promotions conducted in February 2021. The interviews were carried out between February 8 and 19, 2021 at designated TSC County offices countrywide.

A total of 32,431 teachers who were shortlisted and interviewed are jostling for the 15,226 available vacancies. The Commission is seeking to fill 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. But, there will be stiff competition for the 6,680 vacancies available for teachers in grade C3 (Formerly L). Successful candidates will be promoted to grade C4 (Senior Master IV) which is the entry grade to the administrative positions in Post Primary Learning Institutions.

Sources privy to the process indicate that the TSC County Directors have since sent their merit lists to the head office for compiling and the results are expected any time soon.

According to data released earlier by TSC, Kiambu County recorded the highest number of applicants at 1,717. Kisii came in second with 1,673 applicants while Kakamega had 1,488 applicants.

Surprisingly, ten counties had no applicants who made it to the final list of shortlisted candidates. The Counties are: Kilifi, Lamu, Laikipia, Marsabet, Meru, Mombasa, Garissa, Mandera, Nairobi and Uasin Gishu.

During the interviews, the Commission was criticized for using a marking scheme that favoured teachers in well performing schools.

For instance, teachers with a low mean score in the last three years then they were poorly rated during the interviews. The maximum mark for a teacher with a mean of 11 (A- minus) and above was set at 20. Whereas a teacher with a mean of below 2 (D- minus) was awarded one mark only.

Another scoring area used was the improvement index; with teachers who had recorded a positive improvement of 2 and above garnering 20 marks.

Teacher Performance Appraisal and Development (TPAD) rating was also given weight same as a teacher’s professional development.

A salary increment and redeployment awaits teachers who will be make it to the final promotion list.

In generating the final promotion list, the Commission will consider the following:

(a) merit and ability as reflected in the teacher’s work, performance and results;
(b) seniority and experience as set out in the scheme of service; and
(c) academic and professional qualification of the teacher.

THE TEACHERS SERVICE COMMISSION ACT
(No. 20 of 2012)

IN EXERCISE of the powers conferred by section 48 of the Teachers Service Commission Act, (No. 20 of 2012) and section 37 (1) as read together with section 52(l) of the Leadership and Integrity Act, 2012, the Teachers Service Commission makes the following Regulations:—

THE CODE OF CONDUCT AND ETHICS FOR TEACHERS, 2015

PART I —PRELIMINARY

1.This Code may be cited as the Code of Ethics for Teachers, Citation. 2015.
2. In this Code, unless the context otherwise requires— Interpretation.

“Act” means the Leadership and Integrity Act, 2012;

“asset” means a thing, tangible or intangible, owned, whether wholly or in part, or controlled by a teacher, which has an actual or determinable economic value and can be sold, exchanged or otherwise used or applied to meet an obligation or acquire something else in return;

“bid rigging” refers to a benefit that is given or received for not submitting a tender, proposal, quotation or bid; or withdrawing or changing a tender, proposal, quotation or bid; or submitting a tender, proposal, quotation or bid with a specified price or with any specified inclusions or exclusions;

“conflict of interest” refers to instances when a teacher’s personal interest clashes with his or her official duties;

“client” means a person to whom services are rendered by a teacher and includes learners, parents and other members of the public;

“employer” means a person, institution or entity that engages the services of a teacher;

“harmful sexual activity” means any act of a sexual nature that may cause physical, emotional or psychological torture which includes but not limited to flirtation, sodomy, sexual intercourse, lesbianism, defilement, indecent touching, rape, sexual assault;

“leamer” means a person undergoing instruction in an educational institution;

“pornography” means explicit depiction of sexual subject matter electronically or otherwise;

“pornographic materials” includes but not limited to material such as literature, photography, or other printed or visual material depicting sex organs or sexual activity in a way that is designed to arouse sexual excitement, erotic stimulation rather than education;

“teacher” means a person who has been trained as a teacher as provided for in law and registered as a teacher;

“unethical behaviour” refers to any action or omission that contravenes the provisions, spirit and tenor of this Code; 986 Kenya Subsidiary Legislation, 2015

“values” refers to norms, principles and standards of behaviour depicted of a teacher as amplified by Articles 10 and 232 of the Constitution of Kenya and the Commission’s core values;

“Secretary” refers to the Chief Executive Officer of the Teachers Service Commission appointed pursuant to Article 250 (12) of the Constitution of Kenya;

“sex toy” means an object or device that is primarily used in facilitating human sexual pleasure;

“Sexual harassment” refers to an act by a teacher who persistent ly rfiakes any sexual advances or requests including gestures, cat calls, jokes or comments including innuendos, regarding another person’s sexuality if the person doing it knows or ought to know or has reasonable grounds to know, are unwelcome;

“subversive activity” means any act which by its nature, upsets Public order, peace and security and shall include anything done to endanger, undermine or is detrimental to public policy and interest; and

‘vacancy” means an existing and available post for recruitment, transfer and promotion at the Commission.

3. This Code shall apply to all registered teachers. Application.

PART 11 —REQUIREMENTS

4. (1) Every teacher has a responsibility to comply with the Compliance.

(2)Al I teachers shall ifi addition, comply with the provisions of the General Leadership and Integrity Code set out in Part 11 of the Act.

(3) The General Leadership and Integrity Code in paragraph (2) shall form part of this Code.

(4) All teachers shall abide by the guiding principles of 41 Leadership and Integrity set out under Chapter Six of the Constitution.

5. (1) A teacher shall respect and abide by the Constitution and Rule of law.

8. A teacher shall not while performing his duty practice Nepotism or
nepotism, favoritism, tribalism, cronyism, religious bias or engage in favoritism.

9. (1) A teacher shall be entrusted with the duty of care of a Duty to prot^ct

10. (1) A teacher shall carry out his or her duties with honesty Integrity.
and impartiality and shall not allow family, social, political or other
relationships to influence his or her conduct or judgment.

(2) A teacher shall not use or lend the prestige of his or her
office to advance his or her private interest or those of others and shall
not knowingly convey or permit others to convey the impression that

(3,) A teacher shall not use his or her office to unlawfully or
wrongfully enrich himself or any other person or accept a personal loan
or benefit which may compromise the teacher in carrying out the
assigned duties.

(4) A teacher shall not misappropriate public funds.
11. A teacher’s assigned duties shall take precedence over all his Conduct of duties.
or her other activities and in the performance of these duties, the
following standards shall apply-
(1) maintainance of professional competence;
(2) adherence to the provisions of the Code of Regulations for
Teachers and this Code;
(3) patience, dignity, and courtesy to all stakeholders with
whom the teacher deals with in an official capacity;
(4) prompt, efficient, lawful, reasonable and procedural
fairness in the execution of responsibilities-,
(5) demonstration of honesty and impartiality
in
the conduct of
public affairs;
(6) non engagement in activities that amount to abuse of
office-,
(7) accuracy and honesty in representation of information to
the public,
(8) non engagement in wrongful conduct in furtherance of
personal benefit;
(9) prudent management of public resources; and
(10) maintenance of proper official records.

12. (1) A teacher shall ensure that his or her private and public Professionalism.
conduct upholds the dignity and integrity of the teaching service.
(2) A teacher shall, at all times, be of good conduct whether or
not on official duty and shall, in particular-
(a) maintain a neat and decent standard of dressing which
befits the dignity and image of the teaching service;
(b) ensure that his or her appearance and personal hygiene is
not offensive to workmates or those they serve;
(c) observe official working hours, be punctual and meet
deadlines;
(d) not be absent from duty without proper authorization or
reasonable cause;
(e) develop and maintain relevant professional records to
enhance efficient and competent performance of duty;
(f) perform his or her duties in an efficient and competent
manner;
(g) exercise diligence, care and attention and seek to achieve
high standards of professionalism in the delivery of
services;
(h) practice and prom6te adherence to merit in appointments to
any position in the Commission with guiding principles
being qualifications, merit, competence and experience;
and
(i) seek to contribute and enhance the standards of
performance and level of professionalism in the teaching
service.
(3) A teacher shall actively and personally promote a culture in
the teaching service that aims at providing fast, friendly, responsive
and efficient service and shall be courteous to all persons in the
provision of such service.
(4) A teacher shall carry out his or her official duties in a manner
that inspires public confidence and integrity of his or her office.
(5) A teacher who is a member of another professional body shall
adhere, observe, and subscribe to the ethical and professional
requirements of that body.
13. (1) A teacher shall avoid being in a position in which his or Conflict of
her personal interests conflict with his or her duties. interest.
(2) A teacher shall neither participate in any tendering process
where his or her personal or proprietary interests conflict with his or
her duties and shall not award tenders to self, spouse, relatives,
business associate nor be involved in bid-rigging.
(3) A teacher shall disqualify himself or herself from any matter
where his or her impartiality might reasonably be questioned including
but not limited to instances in which —

(a) a teacher has a personal bias, prejudice or interest over the
subject matter;
(b) a teacher or his or her family or a close connection has a
financial or any other interest that could substantially affect
the outcome of the matter in issue; or
(c) a teacher, or his or her spouse, or a person related to either
of them or the spouse of such a person or a friend or a
business associate is a party to the matter in issue.
(4) If any teacher is present at a meeting or any committee at
which any matter is the subject of consideration and in which matter
the person, the person’s spouse, relative or business associate is
directly or indirectly interested in a private capacity, that person shall
as soon as is practicable after the commencement of the meeting,
declare such interest and shall not take part in any consideration,
discussion or proceedings touching on the matter in question.
(5) Notwithstanding paragraph (4) , in cases where a teacher has
prior knowledge of the existence of a personal interest in the matter,
such a teacher shall declare his or her interest using the prescribed form
to the relevant authority and refrain from participation in the
deliberations with respect to the matter.
14. (1) A teacher shall ensure that confidential information or Confidentiality.
documents entrusted to his or her care are adequately protected from
improper or inadvertent disclosul.’e.
(2) A teacher shall follow the Commission’s Regulations,
procedures and directives for safeguarding information and documents
and shall not disclose any information in contravention of such
Regulations, procedures and directives.
15. (1) A teacher shall take all reasonable steps to ensure that Care of

or resources at his or her disposal for activities that are not related to

16. (1) A teacher shall maintain political neutrality at all times Political activity.

(2) A teacher shall serve impartially with loyalty, honesty and
objectivity regardless of the teacher’s political views.
(3) A teacher shall not— –
(a) act as an agent for, or further the interests of a political
party or candidate in an election;

(b) manifest support for or opposition to any political party or
candidate in an election;
(c) engage in any political activity or campai gns that may
compromise or be seen to compromise the dignity of his or
her office; or
(d) use public or institutional resources for the furtherance of
any project for the purpose of supporting a candidate or
political party.
(4) A teacher who intends to contest an election shall retire Or
resign from service at least six months before the date of election.
17. (1) A teacher shall not use his or her office to improperly improper
enrich himself or others. enrichment.
(2) Without limiting the generality of paragraph(l), a teacher
shall-
(a) neither ask for, nor accept any property or benefit of any
kind, for himself or for any person, on account of anything
to be done, done or omitted to be done, by the teacher in
the discharge of his or her duties or by virtue of his or her
official position;
(b) not either directly or through family members, solicit or
accept any gifts, gratuity, hospitality, free passages or
favours from any person or any body corporate or
unincorporated that might reasonably be thought to
influence, or intended to influence, the teacher in the
performance of his or her duties.
(3) Where a gift or donation of the nature specified in paragraph
2 is given without the knowledge of the teacher or it would be
offensive to custom or good public relations to refuse the gift, such a
teacher may accept the gift provided that such acceptance shall not
unduly influence his or her decision in the performance of his or her
duty.
(4) Notwithstanding any other provisions of this paragraph to the
contrary, but subject to section 14(2) of the General Leadership and
Integrity Code, a teacher may accept-
(a) gifts which are occasional or in the form of a souvenir;
(b) personal gifts or donations from relatives or friends, on
such special occasions, as may be recognized by custom;
(c) gifts that are granted pursuant to a recognised institutional
reward system for performance; and
(d) non-monetary gifts given to him other in his or her official
capacity but not exceeding the value of twenty thousand
shillings.
18. (1) A teacher involved in the receipt and administration of Donations,
donations to an institution shall ensure that proper records are kept of

the donations and that the donations are used for the purposes for
which they were given.
(2) A teacher who has reasonable grounds to believe that-
(a) proper records of any donations for the institution have not
been kept; or
(b) any donations for the institution have not been used for the
purposes for which they were given;
shall inform the Secretary or any other relevant authority.
19. A teacher who has a duty to give advice shall give honest, Professional
accurate, and impartial advice without fear or favor. advice.
20. A teacher shall not knowingly give false or misleading
information to members of the public or to any other teacher.

(c) facilitate non disclosure or cover-up of cases of sexual
abuse against a learner.
(3) A teacher shall not;-
(a) release a learner from school for any reason before

later than twelve noon expep( in cases of emergency.
23. (1) A teacher shall not— Sexual

(a) sexually harass a fellow employee or members of the
public;
(b) persistently make requests or exert pressure for sexual
activity or favour which he or she knows or ought to know

(2) It shall be the duty of the person alleging sexual harassment
to report the same to the relevant authority.
24. A teacher shall-
(a) treat fellow employees and the public with dignity, courtesy
and respect;
(b) avoid behavior that is unbecoming, abusive, belittling or
threatening to fellow employees or any member of the
public; and
(c) not bully or perpetrate offensive behaviour which is
vindictive, cruel, malicious or humiliating and is intended to
undermine a fellow employee or a member of the public.

(d) make, produce or have in his or her possession any
pornographic book, pamphlet, paper, drawing, painting, art,
representation, figure or any other obscene object.
26. (1) A teacher shall not-
(a) supply illicit drugs, cigarettes, or alcohol to a learner;
(b) expose a learner to illicit drugs, cigarettes and alcohol; or
(c) assist a learner to access illicit drugs, cigarettes and
alcohol.
(2) A teacher shall —
(a) ensure that his or her work place is free from illicit drugs,
cigarettes and alcohol;
(b) not peddle or consume illicit drugs, cigarettes and alcohol
while on duty; or
(c) not report to work while under the influence of illicit drugs
or alcohol.
27. A teacher shall —
(a) live within his or her means and avoid incurring any
financial liability he or she cannot satisfy;

28. A teacher shall —
(a) practice and promote the principles of equity,
inclusiveness, protection of the marginalized, integrity and
professional competency;
(b) not, knowingly and deliberately, withhold information that
is not protected with a view to disadvantage any person
including teaching vacancies or posts, promotions or other
official correspondence;
(c) not engage in private business during official working
hours; and
(d) not, if serving on a full time basis, engage in any other

How to know if you are a KUPPET/ KNUT member- Joining procedure

You may be having difficulties in knowing whether you are a member of either the Kenya National Union of Teachers (KNUT) or Kenya Union of Post Primary Education Teachers (KUPPET). Some teachers indeed are on agency and remit a monthly agency fee to the two unions. Others on the other hand are union-less.

Agency fee is charged to non-union TSC employees at a workplace that has union representation. The fee is intended to compensate the union for benefits which are collectively bargained for that the non-union employee will receive.

Teachers on agency are not full time KUPPET or KNUT members. Such teachers do not get representation by the union. They can not be defended by the unions in case they face problems with their employer, the TSC.

The teachers can also not participate in the KNUT and KUPPET election process since they are members. In fact, their names are not captured in the KUPPET/ KNUT TSC by-product (also called the teachers’ union register) which is generated on a monthly basis.

GUIDELINES FOR RECRUITMENT OF TEACHERS POST PRIMARY INSTITUTIONS (SECONDARY SCHOOLS AND COLLEGES) -2020/2021

1.0 GENERAL INFORMATION

Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection exercise for the advertised vacancy(ies) in their institutions.

The Selection Panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act and CORT 2015 before the commencement of the selection exercise.

The TSC County Director MUST ensure that the recruitment process is done in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID- 19 pandemic.

All applicants must be registered teachers as per Section 23 (1) of the Teachers Service Commission Act, 2012. Applicants who are not registered do not qualify to be recruited.

Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their applications.

Applicants whose names differ in the certificates and/or identity cards are required to present sworn affidavit on the difference in names.

Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST present certified copies of the certificate(s) of the national examination(s) in question for all attempts.

Applicants will be required to submit their applications to the Secretary Teachers Service Commission through online platform http://www.teacheronline.tsc.go.ke for the institution where a vacancy has been declared.

A LIST OF DOCUMENTS THAT YOU MUST SUBMIT DURING TSC INTERVIEWS

Upon invitation for interview, applicants will be expected to appear with originals and clear copies of the following documents: –

i) National identification card
ii) National Council of Persons with Disability (NCPWD) Card (where applicable);
iii) KCPE certificate or its equivalent (include certificates for attempts if one repeated exams);
iv) KCSE certificates or its equivalent (include certificates for attempts if one repeated exams);
v) Diploma/Degree certificate and official transcripts;
vi) Certificate of Registration as a teacher;
vii) Evidence of service as a teacher intern (where applicable);

The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.

Heads of Institutions should communicate to all shortlisted applicants through SMS (Short Message Service) at least seven (7) days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the date of the interview, venue and time.

All applicants, irrespective of gender, disability, ethnicity or Home County should be given equal opportunity. However, in case of a tie, consideration will be given on the following aspects in their order of priority:

i) Applicant (s) with disability(ies);
ii) Service as a teacher intern;
iii) Preference to applicants who had not been previously employed by the Commission;
iv) Preference to applicants who graduated earlier;
v) Quality of certificates presented i.e. higher aggregate KCSE grade should first be considered. If the applicants tie at the aggregate grade, the subject grades should be used;

The names of interviewed applicants ranked in order of performance during the selection process for each vacancy (Appendix iii) will then be submitted to the Commission by the County Director together with Application for Employment forms.

Applicants who were previously employed by the Commission MUST declare their past employment history and reason(s) for break in service (with evidence in
break in service). Applicants who were previously employed by the Commission and FAIL to declare their past employment shall be disqualified. However, preference will be given to applicants who have never been employed by the Commission.

TSC County Directors MUST ensure that Heads of Institutions confirm online registration status of the applicants to avoid engaging unregistered/deregistered teachers in the selection process.

2.0. AUTHENTICITY OF ACADEMIC, PROFESSIONAL AND OTHER RELEVANT
DOCUMENTS

(a)Applicants must present original and legible photocopies of the following documents: –

i. National identification cards;
ii. National Council of Persons with Disability (NCPWD) Card (where applicable);
iii. Certificate of Registration as a teacher
iv. KCPE (or its equivalent) Certificates (include certificates for attempts if one repeated exams);

v. KCSE (or its equivalent) Certificates (include certificates for attempts if one repeated exams);

vi. Diploma/Degree Certificates and official transcripts;
vii. Primary and Secondary Schools leaving certificates;
viii. Evidence of service as a teacher intern (where applicable);
ix. Sworn Affidavit where names in the submitted documents differ.

NB: Provisional transcript(s) shall not be accepted.

(b)The selection panel shall vet each applicant to verify that: –

(i) He/she meets the requirements of the TSC advertisement;
(ii) All submitted original academic and professional certificates, as well as official transcripts are authentic.
(iii) The proof of application for confirmation of results from KNEC has been availed where the certificates are missing.

NB: The onus is on the concerned applicant to follow up with KNEC for the confirmation of results within fourteen (14) days after the interview date.
(iv) Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment Form.

(c) The Secretary, Board of Management shall certify photocopies of the original certificates and confirm to the Sub-County Director that they are true copies of the candidate;s original certificates.
(d) Once the interview process is completed, the results must be communicated to all applicants on the same day. Successful applicant(s) shall be issued with the TSC Application for Employment Form (s).

(e) It is the responsibility of the TSC County Director/Representative to ensure that the: –

(i) Exercise is fair and transparent;
(ii) Successful applicant(s) on the Merit List fill the Application for Employment Form (s).

(g) The completed Application for Employment Form(s) together with other relevant documents should be submitted to the TSC County Director office by the TSC Sub-County Director. The TSC County Director, upon verification and ensuring that all the requirements are met by the successful candidates, will submit the recruitment documents to the TSC Headquarters within the stipulated timelines.

(h) Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and considered for deregistration subject to a disciplinary process.

The TSC County Director shall ensure that the Selection Panel is well sensitized to conduct the interview within the COV1D- 19 containment measures as set by the Ministry of Health.

4.0 SELECTION CRITERIA

(a) The Secretary, Board of Management shall present a system generated list received from the County Director of all applicants to the selection panel.
(b) The selection panel shall conduct interviews for those who meet the criteria. The County Director should note any inconsistency (ies), make decision(s) based on the guidelines and advise the applicants /panel and the Commission accordingly.
(c) Applicants shall present themselves in person to the selection panel. The panel shall score each applicant based on the selection score guide.

NB. An applicant whose special need is related to hearing and/or speech shall be allowed to be accompanied by a sign language interpreter.

5.0 QUALIFICATIONS

1. Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at College in addition, they must have:

(a) A Bachelor of Education Degree with two (2) teaching subjects.
(b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects.
(c) Bachelor of Science with Education/Bachelor of Arts with Education with two teaching subjects.

NB:
i) Bachelor of Education holders with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects at KCSE and have undertaken a Diploma in Education or gone through the A-Level system in the relevant area(s) are eligible.
ii) Bridging/Pre-university certificates for those who completed the course before December 31st 2015 may be considered.

Applicants must have a minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with at least C+ (Plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at college Level.

In addition, they must have: a Diploma in Education from a recognized Teacher Training Institution.

NB:

a) Diploma Teachers who graduated in 2008 or before with a Mean Grade of C (Plain) and C (Plain) in the two teaching subjects are eligible;
b) Hearing and Visually impaired teachers who enrolled for training with Mean Grade of C (Plain) and C (Plain) in the two teaching subjects are eligible.

3. Technical Teachers

Applicants must have  minimum Mean Grade of C+ (Plus) at KCSE or its equivalent with at least C+ (Plus) (or Credit Pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at `A;-Level. In addition, they must have:

(a) Bachelor of Education Technology (Bed TECH); OR
(b)

(i) Bachelor of Science (BSc) in any relevant technical Subject (s) /Course; or
(ii) Higher Diploma in a technical course; or (iii) A Diploma in a technical course.

Further, applicants under category (b) above MUST possess a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University.

NB:
1) Applicants whose training is in subjects that are currently not in the Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and/or enhancement. This category includes but not limited to Bachelor of Science /Bachelor of Arts in:

  • Natural Resources
  • Meteorology
  • Forestry
  • Animal Husbandry
  • Horticulture
  • Farm Machinery
  • Fisheries
  • Anthropology
  • sociology
  • Theology/Divinity
  • Journalism etc.

2) Applicants with Economics/Commerce/Accounting can apply for Business Studies and those with Social Education and Ethics (SEE) for CRE/IRE vacancies.

3) Diploma Teachers with English/other subjects qualify for employment as English/Literature teachers

4) All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer. For those who did not study Business Studies and Computer, one should have attained a minimum of C+ (Plus) in Mathematics in KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE.

5) Graduate Teachers should have studied ❑ minimum of eight (8) course units in each teaching subject.

6) Applicants presenting enhancement certificate(s)/official transcripts in teaching subject(s) from recognized institution(s) qualify for employment if they scored at least a C+ (Plus) in the enhanced subject at KCSE.

7) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.

8) Applicants applying for computer studies MUST have taken teaching methods course in the subject.

9) For applicants trained in Special Needs Education, Kenya Sign Language (KSL) or Braille are considered as teaching subjects e.g. Biology/KSL and Geography/Braille.

6.0 VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

The TSC County Directors should: –

i. Ensure that the Application for Employment Forms have all the attachments required;
ii. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines;

iii. Ensure that all documents are duly signed as required; including the score sheets, Minutes of the Selection Panels and Section C of the Application for Employment form confirming that the candidate qualifies/merits to be employed;
iv. Compile complaints received and submit appropriate action taken or recommendations to the Commission.

7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters:

(a) Duly filled Application for Employment Form(s) together with a copy of the acknowledgement of receipt of application for employment, certified copies of Certificate of Registration as a teacher, academic certificates, professional certificates and all official transcripts, identity card, NCPWD Card (where applicable), Affidavits (where applicable), evidence of service as an intern (where applicable) and two passport size photographs in respect of successful candidate(s);

(b) A list of all interviewed applicants in order of merit for the advertised vacancies in (Appendix (III a),

(c) A copy of the system generate list of all applicants clearly showing those who failed to attend the interview (Appendix III b);
(d) List of applicants with special needs (Appendix VI).
(e) Duly signed Minutes of the Board of Management Meeting;
(f) A commitment letter duly signed by the applicant binding him/her to teach in the station for a minimum period of five (5) years, and three (3) years in the case of North Eastern Region;
(g) Completed selection score guide duly signed;
(h) Copy of teacher registration certificate;
(i) Certified copy of a bank plate;
Duly completed pay point particulars form;
(k) Copy of KRA PIN certificate;
(I) Copy of NHIF Card;

8.0 COMPLAINTS

a) Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through, dirtm@tsc.go.ke not later than seven (7) days after the selection process;

b) The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter inform the Headquarters on the action taken;

c) Where the complaint is levelled against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

9.0 IMPORTANT NOTES

(a) Under no circumstances should the Application for Employment Form(s) be defaced or photocopied for use.
(b) Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors.
(c) Notwithstanding the decentralization of the function of teacher's recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

2022-2023 TSC recruitment/ employment guidelines for teachers

The Teachers Service Commission, TSC, has released new recruitment requirements for teachers to be employed by the Commission. Here are the guidelines to be observed when recruiting post primary institutions’ teachers:


GUIDELINES FOR RECRUITMENT OF TEACHERS-POST PRIMARY INSTITUTIONS- 2022/2023


1.0 GENERAL INFORMATION


(a) Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions
(b) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.
(c) All applicants must be registered teachers as per section 231) of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.
However, successful candidates who fail to meet registration requirements will not be recruited.

(d) Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.
(e) Applicants working in other Government departments and who meet the requirements are eligible to apply
(f) Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director
(g) Heads of Institutions MUST acknowledge al applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).
(h) The TSC Sub-County Director shall compile a list of a applicants in every institution for ease of reference and present it during the interview.
(i) The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.
j) Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue and time.
(k) All applicants, irrespective of gender, ethnicity or home county should be given equal opportunity. However, in case of a tie: consideration will be given to:
i)Applicant (s) with disability(ies)
i) Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the subject grades should be used.
iii) Preference will be given to the applicants who have NOT been previously employed by the commission
iv) The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix i w then be submitted to the Commission.

2.0. AUTHENTICITY OF ACADEMIC AND PROFESSIONAL DOCUMENTS


a) Applicants must present original and legible photocopies of the following documents:
i) National Identification Card
ii) CPE/KCPE certificates
i KCE/KCSE certificates (include first attempt certificate if repeated exams)
iv)Diploma/Degree Certificates and official transcripts
v) Primary and Secondary Schools leaving certificates


NB:
Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.
b) The selection panel shall vet each applicant to verify that:
(i). He/she meets the requirements of the TSC advertisement.
(ii). All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.
iii) A proof of application for confirmation of results from KNEC has been
availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form
c) Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
d) It is the responsibility of the TSC County Director/Representative to ensure that the:
i. Exercise is fair and transparent.
ii. Successful applicant (s) on the merit list fill the Application for Employment form.
e) The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
f) The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.


3.0 SELECTION PANEL


The selection panel shall consist of the following seven (7) members:
a) Chairman, Board of Management- Chairman
b) Two (2) members of the Board- Members
c) Head of Institution- Secretary
d) Deputy Head of Institution- Member
e) Subject Specialist- Member
f) The TSC County Direcior/representative- Member

TOTAL: 7

3.1 SELECTION PANEL FOR SCHOOLS WITHOUT BOMs


a) TSC County Director- Chairman
b) Head of Institution- Secretary

4.0 SELECTION CRITERIA


a). The Secretary Board of Management shall present a compiled list of all applicants to the selection panel.
b)The selection panel shall harmonize the list of applicants with that of the TSC Sub- County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency[ies), make decision(s) based on the guidelines and advise the Candidates/panel and the Commission accordingly.


Applicants shall present themselves in person to the selection panel. The panel shall score each candidate based on the selection score guide (appendix I (a) or l (b).


5.0 QUALIFICATIONS


i) Graduate Teachers


Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:
a) A Bachelor of Education Degree with two (2) teaching subjects.
b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in
Education(PGDE) with two teaching subjects.
c). Bachelor of Science with EducationBachelor of Arts with Education with two teaching subjects.

NB:
(i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma i Education or gone through the A level system in the relevant area(s) are eligible.
(ii) Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.


(ii) Diploma Teachers


Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.
NB: Diploma Teachers who graduated on or before 2008 with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible.


iii ) Technical Teachers.


Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one () principle and two (2) subsidiaries at ‘A’ level In addition, they must have:
(a) Bachelor of Education Technology (Bed TECH). OIR
(b)
(i) Bachelor of Science (Bsc) in any relevant technical
Subject[s)/ Course.

Before his appointment as a TSC Commissioner, in 2021, Mr Timon Oyucho has been serving as the Director Legal, Labour and Industrial Relations Directorate.

He holds a Masters of Law from the University of Nairobi, Post Graduate Diploma in Law from the Kenya School of Law, Bachelor of Law from the University of Nairobi and a Diploma in Science Education.

Prior to his appointment, Mr Oyucho served as an Assistant Deputy Director Legal, Labour & Industrial Relations Directorate. He has also served as a Principal Discipline Officer, Provincial Staffing Officer, District Staffing Officer and Principal Ratta Mixed Secondary School in Kisumu.

Mr Ng’ang’a was appointed member of the Teachers Service Commission on 29th April 2020. Prior to his appointment, he had served in various capacities both in the private sector and in public service.

Ms Leila A. Ali was appointed member Teachers Service Commission on 4th May 2020. She has a wealth of experience in the financial sector spanning over 12 years both in Kenya and the United Kingdom. MS Leila has actively been involved in incubating different small sized companies into profitable and successful companies.

She has worked with Baker Tily Merali as the in charge of planning and execution of large and medium sized company’s due diligences and audits including those of non-governmental organizations. Ms Leila has also served in various boards including the Wangari Maathai Foundation and the Competition Authority of Kenya.

She holds BA (Hons) in Accounting and Finance from the London South Bank University. Ms Leila is an affiliate of the Association of Chartered Certified Accountants (ACCA).
