Latest caution to teachers, public from TSC

The Teachers Service Commission, TSC, has warned teachers and the general public against falling prey to fraudsters. Through a public notice titled ‘Fake Social Media Accounts,’ the Commission says some fraudsters have opened fake social media accounts and purport to be running the accounts on behalf of TSC. “It has come to the knowledge of the Teachers Service Commission (TSC) that some individuals have been opening fake social media accounts (FaceBook, Twitter and Instagram) purporting them to be operated by TSC Chief Executive Officer, Dr Nancy Njeri Macharia. Apparently, some of the accounts are opened with fraudulent intentions,” reads the warning by the TSC boss, Dr. Nancy Macharia.

This warning comes as the number of fraudsters is increasing with vulnerable members of the public falling prey. The fraudsters are taking advantage of the desperate job seekers to mint thousands of Shillings from them.

The Commission goes ahead to list the official media platforms. “It is notified for public information that all TSC official matters are handled through the Commission’s media platforms,” adds the TSC boss. The official TSC media platforms, as given in the notice, are:

Few weeks ago, a local media house revealed how scammers preyed on unemployed teachers in Southern Nyanza. According to its report, unemployed teachers were asked to pay between Sh75,000 and Sh150,000 to get Teachers Service Commission (TSC) posting letters. The scammers could even draft fake letters and present them to the unsuspecting job seekers.

This week, the Public Service Commission, PSC, was forced to come to the rescue of many job seekers by quashing an advertisement doing social media rounds on alleged job openings at government institutions. PSC boss Simon Rotich warned the general public that the advert was fraudlent. “We wish to caution potential applicants to ignore the advert, which we suspect is motivated by ill intentions of defrauding them,” warned Rotich. “The Public Service Commission has clear procedure of declaring vacancies in the public service, using authentic media platform, and the commission websites,” he further stated.

The fake advert has 650 Office Secretaries posts, 1225 posts for Clerical officers and 931 posts for assistant agricultural officers. See a screen shot of the fake advert below;

REQUIREMENTS FOR APPOINTMENT

For appointment to this grade, a teacher must: –

i. Have served as Senior Teacher I T- Scale 8 for a minimum period of three (3) years;

ii. Have satisfactory rating in the performance appraisal;

iii. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;

iv. Meet the requirements of Chapter Six (6) of the Constitution; and

v. Meet any other requirement the Commission may deem necessary.

NB: – Candidates in Asal and Hard to staff counties who have served in the current grade for at least 2 years are eligible.

Candidates who are successful in the interviews shall be required to present valid Chapter 6 documents before they are appointed.

Kuppet gets a lifeline after meeting President William Ruto

The Kenya Union of Post -Primary Education Teachers (KUPPET) got a lifeline on Saturday after meeting President William Ruto in State House, Nairobi. Operations at the post primary teachers’ union had grounded to a halt for lack of funds. The Union has gone for three months without union dues which are deducted by the Teachers Service Commission, TSC, from teachers’ monthly Salaries.

Led by the National Chair Omboko Milemba and Secretary General Akello Misori the KUPPET National Executive Board (NEB) held a consultative meeting with President William Ruto at State House Nairobi, in a bid to salvage the sinking ship.

During the meeting, the union briefed the President on important issues in the education sector and the welfare and working conditions of teachers in public service.

The union sought the President’s support for its current programmes, including negotiations for a new Collective Bargaining Agreement (CBA) for the 2025-2029 cycle.

President William Ruto on his official X-Account: “Our routine dialogue and exchange of views with education stakeholders is aimed at improving the welfare of teachers and quality of learning for our children.

Met the Kenya Union of Post Primary Education Teachers (KUPPET) leadership led by its National Chairman Omboko Milemba, State House, Nairobi.”

The NEB team commended the President for his keen focus on education sector needs. Thanks to this focus, the government employed a record 51,000 teachers in a single year in 2023, some initially as interns but all now on permanent and pensionable terms.

“We expressed our gratitude for the TSC’s successful implementation of the Court Consent/Return-to-Work Formula signed between KUPPET and the Commission on 5th Sept 2024” Said Misori after the meeting.

Misori reportedly told the President that the employer (TSC) had delivered on most of its commitments under the Consent, such as the full implementation of the 2021-2025 CBA; the confirmation of 46,000 JSS teachers into permanent and pensionable positions; provisions for the Teachers Medical Scheme; the employment of 20,000 new teachers; the repeal of Career Progression Guidelines; and lastly the promotion of 45,000 teachers – all within two months of signing the Consent.

The union at the same time appealed to the President to ensure the TSC’s access to more funds for the promotion of all 130,000 stagnated teachers; the employment of more teachers to bridge the deficit; and a review of teachers’ housing, leave and commuter allowances, among other priorities.

On his part, President Ruto reiterated his open door policy and partnership with education sector stakeholders including teachers’ unions.

Recalling his two previous meetings with the KUPPET leadership, the President assured the union of the high premium he attaches to stakeholder engagement and urged KUPPET to support the government in delivering its flagship projects.

He acknowledged that, as the representative of teachers across all facets of work, KUPPET may have grievances that the TSC may not address by itself, such as the allocation of funds for new employment. In such matters, he urged KUPPET to exhaust the means of dialogue within government all the way to the presidency, and to use industrial action only as a last resort.

Besides bilateral issues, the President briefed the union on the government’s priorities including the housing development project to which teachers are a major contributor under the Housing Levy launched in 2023.

TSC Bans Social Activities in Schools this term

The Teachers Service Commission, (TSC) has banned all the social activities during the Third Term period to ensure students are well-prepared for the Examinations and are protected in their respective environments.

In a circular dated October 2, and signed by the TSC Acting CEO/Secretary Evaleen Mitei, the Commission stated that it is deeply concerned with the social and related activities taking place in schools during this sensitive period even though the ministry of education clearly banned such activities.

“The Commission is deeply concerned with the social and related activities taking place in schools during this sensitive period. To this end, the attention of all concerned persons is drawn to the Ministry of Education CIRCULAR REF-MOE.HQS/3/2/5 dated 27th August, 2025 titled ‘BAN ON SOCIAL ACTIVITIES IN THE THIRD TERM,” reads part of the circular

The commission has therefore directed Heads of Institutions to ensure that during this period, only activities involving learners and designated school Chaplains and teachers take place at the schools; adding that interactions with external individuals SHALL not be permitted.

They are also to ensure that no social activities, such as teacher union campaigns, take place in schools during working hours or at any other time in a way that disrupts learning, exam preparations, and management.

“Ensure that schools only carry out activities and engagements explicitly permitted by the policy guidelines issued by the Ministry of Education and the Commission, focusing on promoting exam integrity, learner safety, and the effective use of teaching and learning resources.” Reads the circular

The HoIs are also directed to enforce this advisory in their respective areas, and are, specifically asked to apprise the Officers involved in the examination management of these matters.

The teachers employer further emphasised that all Heads of Institutions and teachers must be present at school at all times, and they are expected to carry out their assigned roles in accordance with the established regulatory and administrative guidelines.

All staffs currently on leave were also directed to resume their duties to ensure the effective implementation of examination preparations.

Dr. Jamleck Muturi

Commission Chairman

Dr. Jamleck Muturi John was appointed TSC Chairman on April 29th 2021. Until his appointment, Dr. Muturi served in the Embu County Government as Executive Committee Member (CECM) and was in charge of Education Science, Technology and ICT.

A career educationist, Muturi has had a long illustrious career spanning over 30 years. He has served as CEC in various Ministries which are Lands, Water, Environment and Natural Resources; Health; Trade, Tourism, Investment & Industrialization, lately served in Agriculture, Livestock, Fisheries and Cooperatives in Embu County.

He has lectured at:  University of Embu, Kenyatta University, Part time Lecturer University of Nairobi, Meru University College of Science and Technology and Swedish University of Agricultural Sciences (SLU) – Uppsala Sweden.  Muturi has also served as a teacher in various schools in Kenya, as an assistant teacher in Kathakwa Secondary in Embu, Huruma Girls Nairobi; and has been in administration as Deputy Principal Nguviu Boys – Embu, Principal St. Joseph M’tetu – Embu, St. Stephen Boys Kavutiri High School and Moi High School – Mbiruri.

He holds a PhD in Agricultural Entomology from Kenyatta University; a Higher Diploma in Human Resource Management from the Institute of Personnel Management, Kenya (IPM (K), Master of Science in Agricultural Entomology from Kenyatta University (KU), Master of Business Administration – Global Business Management (MBA – GBM) from United States University – Africa – (USIU – Africa) and a B.Ed. Science in Botany and Zoology; Kenyatta University.  He has published several scientific peer reviewed journals in areas of Science.

Leila A Ali

Commission Vice Chair

Ms Leila A Ali was appointed member Teachers Service Commission on 4th May 2020. She has a wealth of experience in the financial sector spanning over 12 years both in Kenya and the United Kingdom. MS Leila has actively been involved in incubating different small sized companies into profitable and successful companies.

She has worked with Baker Tily Merali as the in charge of planning and execution of large and medium sized company’s due diligences and audits including those of non-governmental organizations. Ms Leila has also served in various boards including the Wangari Maathai Foundation and the Competition Authority of Kenya.

She holds BA (Hons) in Accounting and Finance from the London South Bank University. Ms Leila is an affiliate of the Association of Chartered Certified Accountants (ACCA).

Mbage Njuguna Nganga

Mr Ng’ang’a was appointed member of the Teachers Service Commission on 29th April 2020. Prior to his appointment, he has served in various capacities both in the private sector and in public service. Mr Ng’ang’a is an Advocate of the High Court of Kenya and a Certified Public Secretary. He has practiced law for over twenty-five years. He has also served as Chairperson of the Kenya Law Reform Commission for six years and as Chairperson of the Energy Tribunal for six years.

Mr Ng’ang’a is a graduate of the University of Nairobi (Bachelor of Laws (LLB) degree). He also holds a Masters of Law (LLM) degree from the University of London and a Master of Science (MsC ) degree in Agricultural Development from the University of London. He has also undertaken further advanced and specialized Executive programs in Financial Law, Economic Development, Public Enterprise Reform and Regulatory Law in leading Universities and other institutions of higher learning which include Harvard University – Kennedy School of Government, Cambridge University – Jesus College, University of Florida – Public Utilities Research Centre, Duke University – Duke Centre for International Development, and the International Law Institute.

He is a Member of the Law Society of Kenya and the Institute of Certified Secretaries

Timon Oyucho

Commissioner

Commissioner Oyucho Timon was appointed Member of the Teachers Service Commission on 29th April 2021. Prior to his appointment, Comm. Oyucho served as the Director Legal, Labour and Industrial Relations Directorate at the Teachers Service Commission.

A long serving public servant, Comm. Oyucho joined the Teachers Service Commission in 1987 as a classroom teacher (Mathematics & Physics) where from he moved up the ranks to positions of High School Principal (Ratta Mixed Secondary School: 2000-2005); District Staffing Officer (Kilifi District: 2006); Provincial Staffing Officer (Western Province: 2007-2008); Principal Discipline Officer (TSC Headquarters: 2008-2014); Assistant Deputy Director, Legal Services Division (TSC Headquarters: 2014-2019).

Comm. Oyucho holds a Bachelor of Laws Degree (LL. B) and Master of Laws Degree (LL. M) from University of Nairobi; Post Graduate Diploma in Laws from Kenya School of Law; a Diploma in Science Education from Kenya Science Teachers College (as it was then). Currently, Comm. Oyucho is pursuing a Ph. D of Laws (LL. D) from the University of Nairobi; and a Masters Degree in Employment and Labour Relations at the International Training College (ITC) of the International Labour Organization (ILO) in conjunction with the University of Turin, Italy.

Comm. Oyucho is a member of the Law Society of Kenya and the East Africa Law Society

Sharon Kisire

Commissioner

Sharon Kisire has over 20 years’ experience in Human Resource and organizational leadership in both public and private sectors. She has served in various Human Resource management roles at the Kenya Pipeline Company, Safaricom, Kenya Wildlife Service, National Oil Corporation, and the Mater Hospital.

She holds a Master of Arts and a Bachelors of Arts in Sociology, both from Kenyatta University. She also has a Diploma in Human Resource Management.

Further, she is a Certified Secretary (KASNEB), a Certified Governance Auditor (ICS), a Certified Executive Leadership Coach (CELC) and a Certified Emotional Intelligence Assessor (CEIA). She has served in several professional boards and is a member of the Kenya Institute of Management (KIM), Institute of Certified Secretaries (ICS) and the Institute of Human Resource Management (IHRM).

She is an author of six (6) academic and motivational books.

Annceta Wafukho

Commissioner

Ms. Annceta Wafukho has over 20 years’ experience as an educationist; straddling public policy analysis, parliamentary training, corporate training, and teaching. She began her career as a graduate teacher instructing Computer/ICT and Business Studies at Gatanga Girls High School (Thika).

Prior to her appointment as a Member of the Teachers Service Commission, Ms. Wafukho worked at the Parliament of Kenya within the Centre for Parliamentary Studies and Training (CPST); where she was charged with training Members of Parliament and legislative staff on Public Policy Analysis and Public Participation & Outreach.

Ms. Wafukho has also served as a technical adviser to Members of Parliament on policies, bills, and legislative proposals on education covering University and Tertiary Education, Technical and Vocational Education and Training (TVET), Science and Technology, Basic Education, Early Childhood Development Education (ECDE), and Curriculum Development. During her tenure as a parliamentary staffer she played a critical role in the review of educational sector sessional papers to enlighten decision making and legislative agenda.

Ms. Wafukho holds a Master’s Degree in Education (Education Planning), a Master’s Degree in Business Administration (Strategic Management), and a Bachelor’s Degree in Education (Economics and Business Studies); all from the University of Nairobi (UoN). She is currently a Doctoral (Ph.D.) candidate in Education Planning at the University of Nairobi.

Ms. Wafukho has published several research papers and represented Kenya in many high-level conferences both locally and internationally. She also holds various academic merit awards and certifications on Public Policy Analysis, having been trained both locally and internationally.

As part of her community initiatives, she is passionate about mentoring young girls to aim higher and grow into transformational leaders in their local communities and on the national stage.


Dr. Nichodemus Anyang

Dr Nicodemus Ojuma Anyang PhD has 31 years’ experience of working in the Education Sector, 25 of them in management position. Between 1990 and 2007 he served as a teacher, head of department and principal in several secondary schools.

Between 2007 and 2019, he served as District Education Officer in Kisumu, Keiyo and Meru, and County Director of Education in Turkana, Nandi, Uasin Gishu and Nyamira. Between 2019 and 2021, he served as Deputy Director of Education at MoE Headquarters where he also served at the Competency Based Curriculum Task Force Secretariat. He Served as an independent Member of Kibabii University Council from 2013 and 2017, and as Member alternate to the Principal Secretary State Department for University Education, University of Eldoret Council between 2018 and 2019.

Dr Anyang has Published more than ten articles in reputable peer review Education Management journals as well as three books on education. He has served as a teaching practice assessor for the Africa Nazarene University, part time lecturer at Mount Kenya University and an external examiner of post graduate theses at Kisii University.

He holds a Doctor of Philosophy degree in Education Administration from Moi University, a Master’s in Education (Administration and Planning) from Kenyatta University and a Bachelors of Education Arts (Eng./Lit) from Kenyatta University. He is a member of the Kenya Association of Education Administration and Management (KAEAM) and the Kenya Oral Literature Association (KOLA).

Christine Kahindi

Commissioner

Christine Kahindi has over 35 years’ experience as a teacher and principal. She has taught at Jaribuni, Kilifi Township and Lenana Schools and headed Kilifi Township, Majaoni and Katana Ngala Secondary Schools as Principal.

For her good performance, she was awarded the Principal of the Year Award, Kilifi County (2017), and the Distinguished Service in School Management by the Kenya Secondary Schools Heads Association (2010).

She holds a Masters of Education (Educational Administration) from the University of Nairobi, A Bachelor of Education (Arts) from Kenyatta University and a Diploma in Education (Humanities).

Salesa Abudo

Commissioner

Salesa Abudo is a seasoned Administrator with 36 years’ experience in educational policy formulation and implementation at various levels in the educational sector. He is skilled in Human Resource and educational administration. He has vast experience of working in multi-cultural environments and has served in various capacities of educational management.

He has been an Education Officer in Laikipia, Nyeri, Meru and Kitui counties; a Programmes Officer at the Ministry of Education headquarters and a Tutor at Meru Teachers College.

He holds a Masters in International Education Management from the University of Leeds and a Bachelor of Education (Arts) from Kenyatta University.

TSC heaps praises on Africa’s Best Teacher Jepkosgei Chemoiwa

Jepkosgei Chemoiwa, a Physics and Mathematics teacher at Emining Boys High School in Baringo County, was feted on September 10 for her outstanding dedication to excellence and innovation in the classroom.

The award, established in 2019, celebrates teachers across Africa who go beyond academics to foster positive values, inspire critical thinking and drive community transformation.

In a statement, the Teachers Service Commission (TSC) hailed the recognition, describing it as both a personal triumph for Chemoiwa and a national milestone.

“On behalf of the Teachers Service Commission and the entire education fraternity in Kenya, we extend our heartfelt congratulations to Jepkosgei Chemoiwa for being honoured with the 2025 African Union Continental Best Teacher Award,” said acting TSC chief executive officer Eveleen Mitei.

She noted that Chemoiwa’s success affirms the high calibre of Kenyan teachers whose work has consistently been recognised internationally.

“This prestigious recognition affirms Chemoiwa’s unwavering commitment to excellence, innovation, and transformative teaching. Her dedication to nurturing scientific inquiry and critical thinking among learners exemplifies the highest ideals of the teaching profession,” Mitei said.

The commission added that her win reflects personal dedication as well as Kenya’s position as a hub of exemplary teaching talent across the continent.

Mitei said the award reinforces teachers’ collective resolve to invest in quality education for all.

“Her exemplary service inspires a renewed sense of purpose and pride among teachers across the country and reinforces our collective resolve to invest in quality education for all,” she stated.

Kenya has previously celebrated teachers who rose to international acclaim.

In March 2019, Peter Tabichi, a science teacher at Keriko Mixed Day Secondary School in Pwani Village, Nakuru, was awarded the Global Teacher Prize.

He received $1 million (about Sh129 million at today’s exchange rate) for his extraordinary commitment, having donated 80 per cent of his salary to learners from underprivileged backgrounds who could not afford uniforms or books.

The AU’s Continental Best Teacher Award is conferred in partnership with UNESCO’s International Institute for Capacity Building in Africa.

It is anchored on the African Union’s Agenda 2063 and the Continental Education Strategy for Africa (CESA 16-25), which prioritise quality education as the backbone of development.

As Chemoiwa joins the ranks of Africa’s most celebrated educators, her story shines a light on the transformative power of teaching and the enduring impact of teachers who dedicate their lives to shaping future generations.

The Teachers Service Commission, TSC, has advertised several teaching vacancies. You should follow the steps below to submit your online application. Note that all interested candidates must submit their application forms online through the TSC online recruitment portal.

TSC postpones Promotions interviews

The teacher Service Commission (TSC) has postponed nationwide teacher promotion interviews for teachers

Interviews for primary school teachers in job groups C1 through C4 were set to begin on December 4, 2023, in many subcounties, and end on December 15, 2023.

However, the Commission has decided to postpone the exercise due to the extreme El Nino-enhanced rains that have been seen and continue to occur across the country.

The interviewees’ return date is unknown, but it will mostly depend on how the rains develop.

Many teachers have yet to get text messages advising them of the suspension of this operation from local TSC sub-county offices.

Teachers start their strike in a bid to push TSC implement CBA phase 2

Members of Kenya Union of Post Primary Education Teachers (KUPPET) from Murang’a County have vowed to continue with their strike until the government heeds to their demands.

Speaking to the press, KUPPET Chair, Murang’a branch, Michael Gachema, stated that the strike will go on until the government addresses the pertinent issues affecting teachers across the country.

One of the grievances, Gachema noted is that more than 1,500 teachers from Murang’a have worked for more than 15 years without promotions and in spite of these teachers having completed the interviews required for promotion, the government has not promoted them.

“Promotions are long overdue for about 130,000 teachers in the country who have been doing interviews for a long time and getting negative verdicts and we are saying it is evil for teachers to work for more than 15 years without any promotion,” he said.

Further, Gachema said that the government failed to honor its pledge of increasing teachers’ salaries by July, exposing teachers to hefty work without good pay.

“Teachers of Murang’a County have boycotted work starting today because the government has failed to honor their pledge; we expected an increment in our pay starting July, our teachers in Murang’a are saying no to labor without good pay.” Gachema said.

The KUPPET Executive Secretary in Murang’a, John Mburu pointed out that for the past six months, the government has not been sending funds to SACCOs and banks even though teachers with loans from these institutions are still having money deducted from their salaries to repay their loans.

“Not remitting funds to Saccos and banks impacts teachers’ credit scores negatively, and risks having them listed at Credit Reference Bureau.” He said.

“Government has been doing deductions but when we go to the Saccos and banks, we are told that money is not remitted to the banks therefore teachers are getting frustrated because they cannot get loans and can be listed in CRB,” he explained.

Mburu also urged the government to disburse funds to the new medical insurance scheme since teachers are using their own money to pay for hospital services yet they have a medical cover.

“Teachers used to be given a medical allowance, but now the Social Health Insurance Fund (SHIF) is not working for teachers as the government has not yet remitted funds. The money is to be remitted to service providers.” Mburu said.

Further, he said that KUPPET demands that Junior Secondary School interns be employed on a permanent and pensionable basis promptly as promised.

The union representatives pleaded with parents to understand that they are fighting for their rights and assured them that teachers would get back to their workstations as soon as the government resolves their issues.

  2. have served in the grade of Secondary Teacher I (Grade C3/T- Scale 8) for a minimum period of three (3) years;
  3. be a holder of Bachelor of Education or Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE);
  4. have satisfactory rating in the performance appraisal; and
  5. meet the requirement of Chapter six (6) of the constitution;

NB: Masters Degree in a relevant area will be an added advantage

TSC confirms all the 46,000 Intern Teachers, dispatches PnP letters

The Teachers Service Commission (TSC) has finally confirmed to permanent and pensionable (pnp) terms a total of 46,000 teachers who were serving on internship terms.

The Commission has printed employment and appointment letters for the teachers which show that they will now be working on pnp starting January 2025.

In many sub counties primary headteachers who are also acting junior secondary school (JSS) principals, were called to pick the letters at the TSC sub county offices.

A number of intern teachers have confirmed receiving the employment letters after serving for more than a year on contract.

This is the largest conversion to ever happen to intern teachers. Thanks to president William Ruto with his Kenya Kwanza government agenda that now boosts of employing 56,000 teachers on pnp since 2022.

TSC Merit Lists Per County For July 2022 Mass Recruitment

The Teachers Service Commission, TSC, has released merit lists for the teachers shortlisted for the recruitment process.

The shortlisted applicants for all secondary and primary school teaching vacancies are included on the lists.

The Teachers Service Commission Recruitment Guidelines 2022 shall Apply.

According to the Commission, all teachers who are hired will serve under permanent and pensionable employment terms

“Interested and qualified candidates should submit their applications online through the Teachers Service Commission’s website, www.tsc.go.ke under ‘Careers or teachersonline.tsc.go.ke not later than 7 July, 2022,” the Commission said.

In the breakdown, 5,000 teaching positions will assist the government’s policy on achieving a 100 percent transition of students from primary to secondary schools and the current teacher shortage.

Of the 5, 000 vacancies, 3, 972 will be filled by recruits for secondary schools, 28 for teacher training colleges, and 1,000 positions are set aside for primary school teachers.

“The list of shortlisted candidates, interview dates and venues will be published on the Teachers Service Commission website by July 15, 2022,” the Commission said.

The Commission has also declared 8, 230 vacancies to replace teachers who exited service through attrition. 6, 539 posts will be for primary and 1, 691 posts for secondary schools.

  1. DEPUTY DIRECTOR, LABOUR AND INDUSTRIAL RELATIONS, TSC JOB GRADE 5 – (1) POST

 

Requirements for appointment

For appointment to this grade a candidate must have: –

  • Served in the grade of Assistant Director for a minimum period of three (3) years or served in a comparable position for a minimum continuous period of twelve (12) years;

 

  • Bachelor of Laws Degree (LLB) from a recognized institution;

  • Lead in the preparation of the divisional annual work plan to facilitate the implementation of the Commission’s labour and industrial relations strategy within the set timelines while maintaining the standards of quality;
  • Lead the development of policies, systems and procedures that contribute to the legal framework to strengthen the provision of industrial relations services;
  • Coordinate the implementation of the division’s budget by ensuring efficiency and effectiveness in the administration of the institution’s financial resources;

 

  • Lead in the preparation, implementation and submission of the divisional Quarterly Reports;
  • Coordinate the identification and sensitization of the staff on all labour and industrial relations risks arising from legal suits and policies and procedures executed by the Commission;
  • Organize and coordinate research on the best labour practices, labour instruments, conventions, labour laws in the labour market;
  • Coordinate the provision of legal advisory services on labour and industrial relations matters, registered disputes and Management of employee discipline procedures and process;
  • Coordinate the development of legal advisory opinions to the Commission Secretary and preparation of Board Papers on labour and industrial matters;

TSC has updated its scoring system for promotion interviews

The Teachers Service Commission (TSC) has updated its scoring system for promotion interviews to combat teacher stagnation and ensure that advancements are based on merit.

This new scoring system evaluates candidates based on various criteria, including stagnation, performance appraisal ratings (TPAD), age, participation in extracurricular activities like sports, drama, and music, as well as the availability of vacancies. It also takes into account gender representation in school leadership, affirmative action for Persons with Disabilities (PWDs), and progressive promotions in Arid and Semi-Arid Lands (ASAL) and challenging-to-staff areas.

According to TSC, points are awarded to teachers who have taken on acting roles or performed administrative duties, such as principal, headteacher, deputy principal, and deputy headteacher. This information was shared in a submission to the National Assembly Education Committee, which is examining the promotion criteria following public concerns.

The Commission highlighted that the length of time spent in acting roles plays a significant role in the scoring process, with those who have served longer receiving more points. This is intended to recognize the responsibilities they managed during their acting periods.

Furthermore, teachers who have remained in the same job grade for an extended time receive higher scores compared to those who have spent less time in that grade, thereby acknowledging their commitment and dedication.

Teachers with higher TPAD scores also achieve better overall scores in the promotion assessment, ensuring that those who consistently perform well are duly recognized and rewarded.

In terms of age, older teachers score higher than their younger peers. For example, teachers aged 55 and above receive more points than those aged 50 to 54, who in turn score higher than those aged 45 to 49. This tiered scoring system values experience and maturity.

The TSC also assesses teachers’ involvement in extracurricular activities at various competitive levels. Teachers who have led students to international competitions in sports, drama, or music receive higher scores than those whose students have succeeded at the national level.

Promotion vacancies are allocated based on availability across different levels. The TSC prioritizes appointing female teachers as heads of girls’ schools to serve as role models while ensuring gender balance in co-educational institutions.

For PWDs, the Commission has established a policy to ensure at least five percent representation in each promotion cycle, in line with national disability inclusion guidelines. In the 2024/2025 financial year, TSC promoted 1,275 PWD teachers, representing 5.049 percent of the total promotions.

In ASAL and hard-to-staff regions, the TSC is implementing progressive promotions as outlined in clause 9.3 of the 2021–2025 Collective Bargaining Agreement (CBA).

TSC to employ 20,000 new teachers this year, 2024

The teachers’ employer is set to recruit 20,000 teachers this year (2024) as the government moves to ease shortage of teachers in junior secondary schools (JSS).

Teachers Service Commission (TSC) Chief Executive Nancy Macharia said the shortage stands at 42,117 following the transition of Grade 7 learners to Grade 8 this year.

Dr Macharia explained that the number of teachers required in junior secondary schools (JSS) this year is 99,045, against the current number of 56,928.

“Government is progressively funding the TSC for the recruitment of additional teachers until optimal levels are achieved,” she said.

The move will further see a reduction of teachers’ workload and better delivery of the Competency-Based Curriculum (CBC), especially when the 1.2 million learners who sat the Kenya Primary School Education Assessment (KPSEA) last year have joined Grade 7 this year.

The government started the rollout of the CBC in 2018, introducing disruptive changes where elementary education is divided into pre-primary and primary, taking two and six years respectively.

This means that the final class in primary school is Grade 6, after which learners transition to junior secondary starting from Grade 7 up to Grade 9.

While JSS is grappling with teacher shortage, primary schools now have surplus 18,194 teachers following a reduction in the number of classes at this level as the CBC rolls out. Dr Macharia said the 18,194 primary school teachers will be equitably distributed to institutions across the country in a move by the Commission to achieve balanced teacher-learner levels.

“The Commission will redistribute all these teachers to schools to ensure all institutions have balanced and lower teacher:learner ratios,” she said.

The government introduced the new curriculum to transform the education system from examination based to competency-based.

Teachers will target to improve learners’ critical thinking and problem solving skills and enhance creativity and communication skills to help them handle real-life situations better.

The move to hire more teachers follows a string of initiatives the Commission has adopted to boost delivery of quality teaching and learning.

The Commission, for instance, retooled 56,928 teachers in October last year ahead of their deployment to junior secondary schools. So far, more than 200,000 teachers have been sensitized on the new syllabus through a joint multi-agency approach.

To ascend to any of the administrative position in school, the Teachers Service Commission (TSC) has set a wide array of conditions that must be met by the teachers. These conditions and criteria for deployment are contained in the Career Progression Guideline for teachers of 2018 and the Policy on Appointment and Deployment of Institutional Administrators of 2017. Below is an outline of the various administrative positions for various cadres of schools:

A). PRINCIPALS OF SECONDARY SCHOOLS

The secondary schools have been stratified and principals heading the various categories are placed in different grades, thus;
i). Principals of Sub- County and All Day schools: To be appointed so as to head this category of schools, one must have served as a Deputy Principal (Grade D2) for atleast 3 years. These schools are headed by a Principal having Grade 3 (T- Scale 13).
ii). County Schools with with over 540 students: These schools are headed by Senior Principals, Grade D4 (T- Scale 14). To be appointed to this grade, a teacher must have served as a Principal at Grade D3 for a minimum period of three (3) years.
iii). National and Extra County Schools with over 1000 students: Headed by a Chief Principal of Grade D5 (T- Scale 15). To be appointed to this grade, one must first serve for atleast 3 years at a Senior Principal; Grade D4.

ii). County Schools with with over 540 students: Senior Master II with Grade D1 (T- Scale 11). To ascend to this position, a teacher must have served as a Senior Master III of Grade C5 (T- Scale 10) for a minimum period of three years.
iii). National and Extra County Schools with over 1000 students: Senior Master I with a qualification of Grade D2 (T- Scale 12). To ascend to this position, a teacher must have served as a Senior Master II with Grade D1 (T- Scale 11) for a minimum period of three years.

D). HEAD TEACHERS OF PRIMARY SCHOOLS.

i). Primary schools with enrollment of below 1000 learners: Head Teacher with Grade C5 (T- Scale 10). To be appointed to this grade a teacher must have served as a Deputy Head Teacher at Grade C4 for atleast three (3) years.
ii). Primary schools with enrollment of over 1000 learners: Senior Head Teacher with Grade D1 (T- Scale 11). To be appointed to this grade a teacher must have served as a Head Teacher at Grade C5 for atleast three (3) years.

Vihiga County teachers’ transfer, delocalization list; December 2019

A total of fifteen (15) secondary schools in Vihiga county will receive new Principals after the Teachers Service Commission, TSC, effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

TSC to train Junior Secondary Schools teachers

The Teachers Service Commission, TSC, will this January 2023 begin training teachers who will teach junior secondary school (JSS). Both primary and secondary school teachers will be trained.

Teachers with degrees, diplomas, and TPD certifications who are qualified to teach in junior secondary have already been subjected to an audit by TSC.

The TSC will work with the Ministry of Education and the Kenya Institute of Curriculum Development (KICD) on how to educate grade 7 teachers, according to Hussein Mohammed, the State House Spokesperson.

The Ministry of Education, Kenya Institute of Curriculum Development, and the Teachers Service Commission will work on modalities of fast-tracking retooling teachers to ensure the country has sufficient numbers who are compliant with CBC. Priority will be given to those teachers who will be handling Grade Seven learners,” said the State House spokesperson Hussein Mohammed.

The training will be aimed at all teachers in grades 7, 8, and 9 from both public (regular and SNE) and private schools.

The Commission intends to train teachers in the areas of languages, pure sciences, applied sciences, mathematics, humanities, and technology.

These subjects and areas offered in the junior secondary school part will be included in the training of Grade 7 teachers.
