Higher education funding in Kenya: Amount of scholarship awarded

The government will now fund individual students in the newly unveiled funding model for universities and Technical and Vocational Education and Training (TVET) institutions which is said to be student-centred and quality-driven.

Kenya University and College Central Placement Services (KUCCPS) Chief Executive Dr. Officer Mercy Wahome said the new funding regime aims at enhancing equality, fairness and transparency in apportioning government scholarships and loans to those seeking University and college admissions.

While voicing the government’s commitment to safeguarding the quality of programmes and courses being offered at the institutions of higher learning, Dr Wahome indicated that the funding model was crafted to address the uniform and inequitable capitation witnessed under the differentiated unit cost (DUC) model, where the rich and the poor students received the same amount.

Unlike what has been the case, Dr Wahome explained that the universities and TVETs will no longer receive block funding in form of capitation based on the DUC whose sustainability had been a struggle following dipping in funding ratios from the government.

Instead, she added that the government resolved that university funding shall be apportioned to individual students according to their level of need.

According to the Universities Fund CEO Geoffrey Monari, the new funding formulae seeks to offer students whose households are at the bottom of the pyramid equal opportunity in accessing university education and technical and vocational education and training (TVET).

Under the new funding model, the government will fully fund the vulnerable students who include those living with disabilities where they will receive 80 per cent scholarships and 20 per cent loans.

The neediest students will receive 70 per cent scholarships and 30 per cent loans. The third category of needy students will receive 50 per cent scholarships, 30 per cent loans and 20 per cent of their fees will be met by their families. The last category of the less needy students will receive 32 per cent scholarships, 48 per cent loans while their households will pay the remaining 20 per cent of the fees.

Speaking in Naivasha during a media engagement workshop, the KUCCPS boss said students whose households are at the bottom of the pyramid shall enjoy equal opportunity in accessing university and Tvet education where their households shall not make any contribution towards the education of their children.

State Department for Basic Education Principal Secretary Belio Kipsang last week said the new funding regime will be based on four criteria, choice of the programme, household income band, affirmative performance and government priority areas.

To facilitate the implementation of the new framework, Dr Kipsang disclosed that the government had increased funding for university education to Sh84.6 billion from Sh54 billion allocated in the financial year starting July as loans and grants.

This he added translated to an allocation increase per student from Sh152,000 to Sh208,000. The budgetary allocation for Tvets will in the coming financial year increase from Sh5.2 billion to Sh10 billion, translating to Sh67,000 per year per trainee, he said.

Loanee Obligations

All loanees [HELB loan beneficiaries] are required to start repayment after a period of one year on completion of studies, or within such a period as the Board may decide to recall the loan whichever is the earlier (Section 15 HELB Act). Paying the higher education loans at an early age reduces an individual’s financial burden in midlife when one is bringing up a family, paying a mortgage as well as planning for retirement. Among other advantages of paying the loans include; reduction of the number of loans that an individual has hence avoid being blacklisted with the Credit Reference Bureau (CRB) hence one can easily get a bank loan.

To ease your repayment, the Board has developed several different modes of repayment that suits the loanees who are employed and self-employed such as check off system, mobile payment that include M-Pesa, Airtel among others.

Therefore your obligation as a Loanee under the Act is to;

  • Inform the Board of your contact addresses (section 15 (a) HELB Act),
  • Begin repayment of your loan together with the interest accrued thereon (Section 15(b) HELB Act),
  • Facilitate the deduction and remittance of the loan to the Board – (Section 15 (c) HELB Act).

EMPLOYERS

Employers Obligations

  • Deduct from the wages or remuneration of the loanee(s) the amount of any loan as instructed by the Board (Section 16(i)(b) of the HELB Act)

HELB asks teachers to help in identifying needy students

The Higher Education Loans Board (HELB) is reaching out to educators, urging them to play a pivotal role in spotting students who genuinely require financial assistance for their higher education journeys.

HELB’s CEO, Geoffrey Monari, highlighted the importance of strengthening ties with schools to prevent misuse of funds and guarantee that financial aid is directed to the most deserving individuals.

He pointed out that past collaborations with local chiefs to validate claims of need had faced challenges, including exaggerated requests and demands for payment in exchange for recommendation letters.

“In some instances, it seemed as though every individual in the community suddenly found themselves in need, with some chiefs even soliciting payments to provide necessary endorsements,” Monari elaborated.

He also noted that many students who truly require support often hesitate to reveal their circumstances due to societal stigma, while some from wealthier backgrounds falsely portray themselves as needy, knowing there are minimal repercussions.

“To tackle this issue, we are calling on teachers to help us evaluate students’ financial situations throughout their academic journeys. This approach will ensure that funding is allocated to those who genuinely need it, leaving no deserving student behind,” Monari stated.

Release the Helb loans to students immediately – Helb told

Release the Helb loans to students immediately – Helb told

Manyatta Member of Parliament Gitonga Mukunji has appealed to the National Treasury to release the Higher Education Loans Board (HELB) loans to students.

The MP said majority of university and college students were in dire need of the money as the new academic calendar year   has commenced, saying the delayed disbursement would greatly affect their studies.

Mukunji who was speaking on Tuesday during the enrollment drive of NG-CDF bursaries beneficiaries at Talent Academy in Embu Town, said majority of beneficiaries were from needy families and depended on the funds for fees and upkeep.

He said he was a beneficiary of the fund and was thus well aware of the critical role it plays in giving poor students an equal opportunity to learn and shape their future.

“Were it not for HELB, I won’t be standing here today,” the MP said while calling for reforms barring the board from imposing exorbitant fines to defaulters.

He said the unemployed loanees ought to be given a reprieve until they secure jobs as opposed to the current setting where borrowers are given one-year grace period upon completion of studies to start repaying.

“We want HELB beneficiaries who are jobless not to be slapped with the five percent penalty charged every month on the total amount due,” the legislator said.

He at the same time promised to ensure transparency in the allocation of the bursaries to ensure no deserving case was left out.

Mukunji challenged the learners in secondary, tertiary and university to reciprocate by putting more effort in their studies and posting good results.

“I will try as much as I can to ensure no student gets stuck for lack of school fees,” he said.
