HELB RELEASES SH6.7B TO STUDENTS JUST AHEAD OF UNIVERSITY OPENING DATES

The Higher Education Loans Board wishes to update as follows regarding application and disbursement status for Undergraduate and TVET Loans for FY 2019/2020

A. UNIVERSITY UNDERGRADUATE FY 2019/2020:

1). Subsequent Loan Applications:

As at 21 August, 2019, HELB had already disbursed Kes 6,768,528,500.00 to 156,283 students which will also help in facilitating their transport back to University after their holidays. The expected/target number is 171,600 applications therefore we have extended the FY 2019/2020 Undergraduate Subsequent deadline to 31 August, 2019 to allow for the students at home to apply since they are resuming from Monday the 26th of August, 2019.

We therefore call upon students who have not applied to urgently do so by 31 August, 2019.

2). First Time Applications:

As at 21st August, 2019 we have so far had 65,496 applications. The deadline was also extended to 31 August 2019. For those whose forms have been received, verified, loan awards amounting to Kes 3,416,203,800 are awaiting disbursement just before their official reporting dates in September 2019.

We call upon the students who are yet to print and submit their Loan Application forms to hasten the process before the closure of the extended deadline of 31 August 2019.

B. TVET FY 2019/2020:

1). Subsequent Loan Applications: HELB has so far received 17,980 online applications out of the expected 43,000. The deadline is 31st October, 2019. For students who have already remitted their forms, they will be verified and disbursement for Tuition and Upkeep into their respective bank accounts) of Kshs. 26,400 and Kshs. 13,600 respectively will be done ahead of their opening dates in September 2019.

However we note that the number so far received less than half of the expected 43,000. We call upon the students who are yet to apply, print and submit their Loan Application forms to hasten the process before the deadline of 31st October, 2019

2). First Time Applications:

HELB has budgeted to fund 72,000 applicants including those in medical training institutions. As at today HELB has about 46,647 online applications but only 6,199 loan application forms have been received which is 10% yet the technical colleges are opening in September 2019, We therefore call on this cohort to hasten the application process and delivery of the forms through our countrywide branches in Huduma Centres or at Anniversary Towers before the deadline of 31st October, 2019.

Elimu Fund (AEF] loan for KMTC trainees is open until 31st August 2019 for both continuing students and first time applicants.

For the last 24 years, HELB has empowered the dreams of more than 837.965 students and disbursed over 92B Kenya Shillings. As at 30th June 2019, there were 436,892 mature loan accounts worth
Kshs. 52.1B as compared to 396,329 mature loans holding Kshs. 46.9B in the last financial year 2017/2018. A total of 401,073 loanees holding Kshs. 39.98 had not matured. Out of the mature loans, 160,076 accounts valued at Kshs. 24.5B are repaying their loans compared to 144,075 loanees holding 22.15B who were in repayment at the end of June 2018.

A total of 61,038 loanees holding Kshs. 6.13 are in default as compared to 61,700 holding Kshs. 6.55B at the end of June.

A total of 215,778 loanees have cleared their loans worth Kshs. 21.5B as compared to 190,554 cleared loances holding Kshs.18.2B in June 2018. The loan book performance as at 30m June, 2019 was 72.4% compared to previous year performance of 70% as at 30th June, 2018.

HELB continues to call upon all the loanees holding accounts in default, to pay up their loans so that the HELB can continue Empowering Dreams of other deserving Kenyan Youth.

The Higher Education Loans Board (HELB) is a state body established by an Act of Parliament – CAP 213A in 1995 mandated to provide loans, bursaries and scholarships to Kenyans pursuing higher education in recognized Kenyan Universities and Colleges and to recover the same after completion of studies to facilitate establishment of a revolving fund. Students protest over move by government to cut Helb loan funds

University student’s leaders in Uasin Gishu have come out strongly to condemn the move by the National Government in reducing Higher Education Loan Board (HELB) loan budgetary allocation by nine per cent.

 

Speaking during a presser on Thursday, the student leaders insisted it was improper to deny students who hail from poor backgrounds academic loans despite the fact that Universities and Technical Training Colleges are overwhelmed by increased number of learners each year.

“What sustains students in Universities is this HELB loan and denying them will make poor students resort to antisocial and unlawful activities that will increase crime rate,” he observed.Universities Presidents Council Chair and Moi University President, Mr Albert Maloba, in his statement, decried the outcome as fatal and dangerous.

He insisted they are fulfilling their mandate in advocating for students’ rights and if the government will not address their concerns, they will have no other option but to protest until their plight is addressed.

“The Government should be considerate on matters of education and give the sector maximum concentration. I want to caution Education CS Prof. Magoha on the plans they are hatching to elevate private universities over public entities. That’s akin to introducing business in the education docket, thus killing university education in the long run and these plans must be reversed,” he lamented.

On her part, Dorcas Jerop, Chairperson University of Eldoret, pleaded with the government to look into this matter with the urgency it deserves, because it will have a longer negative impact on the progress of the students.

“Comrades will drop out of school and some even will end up in wrong places including prison and even get killed in the process of nursing their frustrations. We have promising future leaders and the government should guard these precious assets for posterity,” she pleaded.

On her part, Moi University academic delegate Sharon Kiptoo said, “Covid-19 pandemic has already immobilized the economy and students will drop out of school for lack of funds and in the end big dreams will be shattered just like that.”

“We have a program in place to assist these students in managing the HELB loan and invest in income generating activities. This will help them not to solely depend on the loan, but also other lawful income generating activities,” said Judy Mwende, a student leader at University of Eldoret.

The student leaders called upon the government to instead increase university loans so as to enable students complete their education.

The Higher Education Loans Board, Helb, is inviting applications for the Afya Elimu second and subsequent loan application 2020/2021 academic year. Get full details on how to apply and requirements in this post.

ELIGIBLE STUDENTS

This loan is available for needy students training in middle level medical colleges (listed on HELB portal); Kenya Medical Training College [KMTC], Faith Based Organizations [FBO’s] and other Institutions offering Diplomas and Certificates in medical courses

HOW TO APPLY.

  • Download the HELB App from Google Play Store or dial *642#
  • Register using your phone number to generate a PIN which you will use to log in
  • Ensure the mobile number is registered under your name
  • Please NOTE that mobile numbers not registered in the students’ name will not allow the loan application to proceed
  • Read, understand, and click to accept the license agreement
  • Enter your First name as it appears in your National ID, ID number and valid email address to complete registration.
  • Click on “loans” tab and choose either certiFicate loans or diploma loans. Then click “apply” on the Afya Elimu second and subsequent loan
  • Read and understand the Financial literacy guide
  • Answer the 􀏐inancial literacy questions and scroll down to view results and click “proceed”
  • Click “con􀏐irm” to verify your telephone number by paying Kshs. 1 to M-PESA
  • Read the loan agreement and click on ‘I agree’
  • Click ‘submit’. A pop-up message will appear to show that you have successfully applied. The loan serial number will also be displayed.

Please note that this application is paperless. You are not required to print any form. A confirmation SMS with a loan application serial number is the evidence that you have applied. Kindly save the SMS for future reference.

The Management of the Higher Education Loans Board (HELB) has officially announced the closing Date – Deadline for submission of HELB Loan Application forms by First Time and Second & Subsequent Undergraduate and Postgraduate students for the 2021/2022 academic year.

University, College students to receive Helb loans via Mpesa

The Higher Education Loans Board (HELB) and Safaricom have partnered to roll out a smart mobile payment solution for university students and those in other tertiary institutions to access and utilise their loans and bursaries.

The solution will aid HELB to promote responsible spending with the funds locked for specific allocations, such as tuition or library fees only accessible to the specific Paybill account of the recipient’s University or TVET institution. The students upkeep allowance can now also be transferred into the student’s M-PESA wallet for everyday use.

“Technology today is not only revolutionizing every aspect of our lives but also creating opportunities to enhance efficiency and accountability. We are pleased to support the Higher Education Loans Board to deploy a solution that suits the digital lifestyle of students in tertiary institutions,” said Sitoyo Lopokoiyit, Chief Financial Services Officer, Safaricom.

Students can access the system through HELB USSD and the mobile app once completed from where they will view their loan allocations, current balances, statements and make payments.

HELB disburses over KSh. 15 billion to over 200,000 beneficiaries annually. Part of the loan is usually channeled directly to the learning institution to settle part of the tuition and accommodation fees while the rest is sent to the student for upkeep.

The solution will create efficiencies for all stakeholders by reducing queues during registration as students can now pay through their mobile phones. There will be effective management and monitoring of all loans throughout the loan lifecycle.

“The rollout of this smart solution marks a major milestone in our digitization journey. It not only enhances efficiency in our operations, but also enables us to step up the experience of beneficiaries, who are digital natives. The solution will allow the student to access and make transactions within the solution’s ecosystem,” said Charles Ringera, HELB’s Chief Executive Officer.

The platform grants HELB visibility of funds from various sources, which it can aggregate, reconcile real-time and report to its financiers. Continuing students can receive notifications and utilize a financial planning tool on the portal; while those who have graduated can track their repayments and generate statements.

Using the HELB mobile app to apply for second, subsequent loans

The Higher Education Loans Board, HELB, has developed a mobile app that makes it easier for you to apply for students’ loans and scholarships. The mobile HELB mobile application that is available freely on Google Play enables you to apply for various loans including the second and subsequent undergraduate loans. And yes, the new app makes the HELB loan application process purely paperless i.e no physical copies are required during the whole application process.

DOWNLOADING, INSTALLING AND USING THE NEW APP.

The HELB mobile app is one the best and user friendly apps. All that you need is a smart phone with play store and a few bundles. Then, follow the steps here, below:

  • The first step is to install the app on your mobile phone. Open play store on your mobile phone (you can even use a friend’s mobile phone in case you do not own one). Then type ‘HELB’ and click ‘install’. (You can download the HELB mobile app available on GooglePlay and have fast and convenient access to all HELB services. Click on this link to get started
  • Once successfully installed, you will be prompted to enter your phone number (Safaricom line only and must be registered under your name). Do this, followed by clicking ‘Generate PIN’.
  • A verification code will be automatically sent to your mobile phone and also email address that is registered on the HELB portal. (In an event you do not receive the code within few minutes, click ‘Resend verification code’.
  • Enter the verification code received and set your log on, PIN. Now, click ‘set PIN’.
  • On the next window, enter your PIN (THE ONE YOU HAVE JUST SET), read the licence agreement and click ‘Accept’ to proceed.
  • Complete yor registration in the next window by filling out the mandatory fields; First name, ID Number and Email address. ‘Select Register/ Proceed’.

105,000 TVET students have so far applied for Helb loans ahead of the October deadline

As at September 19, about 105, 000 Technical and Vocational Education Training,Tvet, students had completed TVET loan online applications against 124,100 targeted by the Higher Education Loans Board (HELB) for the first, second and even subsequent applicants at a total value of Sh4 billion for 2019/20 financial year.

Helb currently funds students in 111 Tvet colleges; compared to 74 last year. These are colleges approved by the Technical and Vocational Education Training Authority, TVETA, and are members of Katti. The deadline for application is October 31, 2019

For those who had submitted their loan applications and were approved, disbursements began on September 16, 2019.

About 1,500 students earlier admitted in public universities opted to join technical colleges this year, with the government insisting there are huge shortfalls in technical manpower in both public and private sectors.

Partnerships

The government in a partnership with a Chinese construction firm, Avic International Holdings, have supplied and equipped 144 Tvet Institutions with modern training equipment worth Sh16.8 billion for 10 disciplines and built capacity for trainers on use of the equipment.

Tvets students’ population

There are about 4,000 trainers currently in public Tvet training institutions, but with a shortage of a similar number. The government has started the process of recruiting another batch of 3,000 trainers to bridge the gap.

TVETA puts the number of registered institutions at 11 national polytechnics, 827 (672 private and 155 public) technical and vocational colleges.

There are 747 (58 private and 669 public) vocational training centres. Last year saw the student population in technical and vocational colleges rise to 363,884, with female students accounting for 43.7 percent of total student enrollment.

About Government Scholarships for University Students Under the New Funding Model

1.   What is the difference between the former university grant and the new Higher Education Government Student Scholarship?

The Higher Education Government Student Scholarship is a financial assistance programme provided to learners in public universities and TVET institutes. Funded through government resources, this scholarship aims to support students pursuing undergraduate, diploma, craft certificate and artisan education. The scholarship is based on the actual cost of the programme and the student’s financial needs.

2.  Who qualifies for the Scholarship?

To be eligible for the scholarship, one must be Kenyan and a 2022 KCSE examination candidate for university learners. He or she must have been placed by the Kenya Universities and Colleges Central Placement Service (KUCCPS) to pursue an undergraduate, diploma, craft certificate or artisan course at one of Kenya’s accredited public universities or TVET colleges. Scholarship application is open to students who sat their Kenya Certificate of Secondary Education examination from 2022 onwards.

3.   A student can apply for this government scholarship at any stage of their academic programme. Can a student apply for loan and scholarship in the same year?

Yes. Loans and scholarship awards will be categorized differently. A vulnerable student will get 82 per cent scholarship and 18 per cent loan of the cost of the programme. An extremely needy learner will get 70 per cent scholarship and 30 per cent loan of the cost of the course while a needy learner will get 53 per cent scholarship, 40 per cent loan and seven per cent household of the cost of the programme. Lastly, a less needy learner will get 38 per cent scholarship, 55 per cent loan and seven per cent family of the cost of the course to be pursued.

4.   Can students below 18 years apply for the scholarship since we know those below that age have previously not been allowed to apply for study loans?

Minors – individuals who have not attained 18 years of age – who sat their KCSE examination last year and have been placed by KUCCPS in a public university or TVET college can apply for the Higher Education Government Student Scholarship. Once the individuals reach 18, they will be required to update their profiles to continue benefiting from the government scholarship and loan.

5.   Is it a must for a student to apply for the Higher Education Government Student Scholarship?

It is not mandatory. It is advisable to only apply for the scholarship if you need government financial assistance.

6.   What are the steps one needs to follow when applying for a Government Student Scholarship?

To apply for a Government Student Scholarship, visit www.hef.co.ke. Remember also to keep an eye on official communication channels and updates from the Universities Fund, the HELB and KUCCPS for announcements regarding application details and deadlines. Prepare the required documents, including academic records, personal details, student residential and education background. If necessary, gather letters of recommendation to support your application. Ensure you have the necessary documents available, including the “Consent to Collect Personal Data” form.

  1. Are Government Student Scholarships based on financial need, merit or both?

The scholarship is based on the financial needs of the applicant and academic merit. One must be placed by KUCCPS to a public university or TVET institute to apply.

8.   Is the application for the Government Student Scholarship a one-off for a leaner throughout the degree?

For you to get the Government Student Scholarships, you must apply through www.hef.co.ke and submit an application every year for the course duration.

9.   What happens if one receives less than the Government Student Scholarship award applied/or?

An individual may appeal or request a review of their Government Student Scholarships award if they were not satisfied with the amount given. This includes unsuccessful scholarship applications.

10.  Can a foreigner apply and receive the Government Student Scholarship?

No, this scholarship is restricted to Kenyans only. International students should check with their institutions, governments or financial aid offices to determine if they are eligible for other scholarships.

11.  How can a student use the Government Student Scholarship fund?

This Government Student Scholarship fund takes care of the tuition fees. These funds will be disbursed directly to the university or college the applicant is undertaking their studies.

12.   Can the Government Student Scholarship affect other forms of financial assistance to the learner?

Yes. If a student is fully funded by another agency, individual or institution, the government Student Scholarship cannot provide a scholarship to the same student since it will lead to over- funding. Students are I expected to fully disclose agencies sponsoring them and the amounts applicable for their sponsorship. Non-disclosure may lead to withdrawal or cancellation of the scholarship.

13.  Are there any requirements or responsibilities for Student Government Scholarship recipients?

Beneficiaries of the Government Student Scholarship are required to complete their studies within the stipulated course/programme duration. Any extended study duration cost will not be catered for by the scholarship. Secondly, the students will be required to give accurate information to assist the award of the scholarships,

Helb application form and deadline for first time applicants 2021-2022

The Higher Education Loans Board(HELB) has opened the applications portal for First Time 2021-2022 TVET Loan and Bursary. Students admitted in TVET institutions can now apply before the deadline day.

TVET STUDENTS FIRST TIME LOAN APPLICATIONS FINANCIAL YEAR 2021-2022

The Higher Education Loans Board invites applications for the Second and Subsequent TVET Loan and Bursary for 2021-2022 Financial Year from Kenyan students admitted in National Polytechnics, Technical Training Institutions and Vocational Colleges under the Ministry of Education, and are registered with Kenya Universities and Colleges Central Placement Service [KUCCPS] and members of the Kenya Association Technical Training Institutions [KATTI].

Eligible students:

Students enrolled for approved TVET courses and are applying for the second or subsequent student loan.

How to Apply:

  1. Download the HELB App from Google Play Store or dial *642#.
  2. Register using your phone number to generate a PIN which you will use to log in.
  3. Ensure the mobile number is registered under your name.
  4. Please NOTE that mobile numbers not registered in the students’ name will not allow the loan application to proceed.
  5. Read, understand and dick to accept the license agreement.
  6. Enter your first name as it appears on your National ID, ID number and valid email address to complete
  7. Click on “loans” tab and choose either certificate loans or diploma loans. Then click “apply” on the TVET second and subsequent loan.
  8. Read and understand the financial literacy guide.
  9. Answer the financial literacy questions and scroll down to view results and click “proceed”.
  10. Click “confirm” to verify your telephone number by paying Kshs. 1 to M•PESA.
  11. Read the loan agreement and click on ‘I agree’.
  12. Click ‘submit’. A pop-up message will appear to show that you have successfully applied. The loan serial number will also be displayed.

Please note that this application is paperlss. You are not required to print any form. A confirmation SMS with a loan application serial number is the evidence that you have applied. Kindly save the SMS for future reference.

The closing date for the loan application is 31st December, 2021.

The Universities Fund (UF) was established by Section 53 of the Universities Act,2012 of the laws of Kenya. The main mandate of the Universities Fund is to provide funds for financing universities in Kenya.

Scholarship and Loan Application

On May 3rd, 2023, the President of the Republic of Kenya unveiled the New Funding Model (NFM) to address the challenges faced by public universities and TVET colleges. The NFM adopts a student-centered approach, where scholarships, loans and bursaries will be allocated based on the assessed level of need for each student.

Under the NFM, financial assistance to students will be a combination of scholarships, loans, and household contributions, determined on a graduated scale using the Means Testing Instrument (MTI).

This instrument will accurately assess the financial needs of individual students, ensuring a fair distribution of funds. The NFM aims to support students from vulnerable and extremely needy fully. As a result, students facing significant financial hardships will not be required to pay any fees to colleges and universities.

Kenya School Of Law Tuition Loan

Eligibility

Kenya School of Law (KSL) partnered with the Higher Education Loans Board (HELB) to set up the Kenya School of Law Tuition Loan to offer loans to students sitting for their Advocates Training Program. Applicants Must be Students pursuing the Advocates Training Program at the Kenya School of Law.

Minimum of Kshs.40,000.00 and a maximum of Kshs.80,000.00 based on the level of need.

The loan caters for tuition and will be sent directly to the institution of study.

The interest rate applicable is 4% per annum on reducing balance chargeable upon disbursement.

The loans are due for repayment one and a half years after the first sitting of the Bar Exams by the applicant.

The maximum repayment period for the loan shall be 2 years.

A loan processing fee of Kshs.500 is charged on each disbursement.

The loans are insured for loss of life and there is a premium/deduction that is charged.

  1. Applicants should visit the HELB website www.helb.co.ke to access the HELB Students’ Portal to register, create and activate account. (ensure you use your personal mobile number)
  2. Log in, and click Loan Application Tab, on the left dashboard.
  3. From the view window, select KSL Tuition Loan First Time Loan Application Form.
  4. Read and appraise yourself on The Financial Literacy program.
  5. Access and fill the loan application form online.
  6. Print TWO copies of the duly filled Loan Application Form. Ensure you preview the form and correct where necessary before you submit for printing.
  7. Have the forms appropriately filled, signed, and stamped by the relevant authorities. The Guide is provided on the last page of the form.
  8. Read, understand and sign to accept the Loan Terms and Conditions and Data Protection Consent form.
  9. Present one copy of the duly filled Loan Application Form and all the attached support documents at KSL Offices in Karen.
  10. Retain a copy of the duly filled and signed Loan Application Form. [This is mandatory]
