TSC gives details on three cases of students who died recently; gives assurance on safety of learners

The Teachers Service Commission, TSC, has come out to detail the causes for the deaths of three students while at school this term. In the first incident, on 3rd March, 2019, Bethwel Agolae, a student of Bishop Atundo Boys- Kimaeti Secondary School in Bungoma County passed on while
admitted at Bungoma West Hospital. Another incident was reported on 11th March, 2019 of Kennedy Fundi, a
form 3 student of Kangaru School, Embu County. The third case involved Ebbie Noelle Samuel, a student at Gatanga girls.

Here is the press statement by the Commission; released on Friday 15th March, 2019;

TEACHERS SERVICE COMMISSION, TSC,- PRESS STATEMENT ON INCIDENTS OF DEATH OF THREE STUDENTS IN SCHOOL

The attention of the Commission is drawn to three incidents of cases of death of students while in school.

In the first incident on 3rd March, 2019, Bethwel Agolae, a student of Bishop Atundo Boys- Kimaeti Secondary School in Bungoma County passed on while
admitted at Bungoma West Hospital.

Another incident was reported on 11th March, 2019 of Kennedy Fundi, a
form 3 student of Kangaru School, Embu County. He died as he was receiving treatment at Nairobi Women’s Hospital On 9h March, 2019, Ebbie Noelle Samuel, a student St Annuarite Gatanga Girls Secondary School, failed to wake up and when the school administration was called in they found her struggling for breath. She was pronounced dead upon arrival at Naidu Hospital in Thika.

The Commission wishes to condole with the families of the three students.
The wellbeing of every student is at the heart of the Commission and TSC is greatly concerned by the loss of life of any leaner.

The Commission wishes to reassure the bereaved parents and the public at large that it takes with utmost seriousness the safety of learners in school. It is in this regard that the Commission is working with other state agencies to establish the circumstances under which the deaths occurred. TSC will not hesitate to take action on any teacher found culpable.

2020 Revised term dates for primary and secondary schools in Kenya

The Ministry of education has released the 2020 revised school calendar (Revised 2020 term dates) for all primary and secondary schools in Kenya. In the revised dates, all PP1 and 2; Grade 1, 2 and 3; Class 5, 6 and 7; and Form 1, 2 and 3 learners will resume their 2020 second term on January 4, 2021.

“Following the stake-holders’ consultation, the revised term dates were agreed on in order to cover the remaining two terms of 2020 school calendar and stabilize school calendar by December 2020.” Reads a circular by the Ministry of Education and titled; ‘RE: SCHOOL CALENDARS FOR YEARS 2020, 2021, 2022 AND 2023- REVISED TERM DATES FOR PRE-PRIMARY, PRIMARY AND SECONDARY SCHOOLS AND TEACHERS TRAINING COLLEGES’.

According to the revised term dates, there will be no half term in second term as the teachers race against time to recover lost time; occasioned by the prolonged closure of schools due to the covid 19 pandemic.

Term 3 of 2020 will kick off on May 5, 2021 to July 16, 2021. Both Term 2 and 3 have been shortened and will run for 11 and 7 weeks; respectively.

Did your KCSE examination and attained the minimum University Entry Grade and have been selected to join Pwani University? Well. Congratulations on this your major achievement. Students joining Pwani university are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after doing their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement.   2. Enter your KCSE Index Number (e.g 12331456789/2019). Do not forget the “/” (forward slash) in your index number before the year.
  3. press the “DOWNLOAD MY ADMISSION LETTER ” button. Your admission letter will popup in another window, and you should be able to save it or print it.

Should CoronaVirus patients stop using Ibuprofen pain killers to treat fever? Here is the latest from the WHO

The world Health Organiztion, WHO, has advised patients suffering from COVID-19 disease to stop taking IbuProfen pain killers with immediate effect. Ibuprofen pain killers are anti-inflammatory drugs used to alleviate pain. According to research in France, Anti-inflammatory drugs could worsen effects of the virus.

But, the WHO could not give further explanation as to why usage of IbuProfen should be discontinued for CoronaVirus Patients. “We are looking into this (Side effects of IbuProfen to CoronaVirus Patients) to give further guidance. In the meantime, we recommend using rather paracetamol, and do not use ibuprofen as a self-medication. That’s important,” said the WHO on Tuesday.

Experts warn that Paracetamol should be used with caution since too much of it can cause severe damage to the liver.

But in a rejoinder, the WHO on Wednesday was quick to dispel assertions that usage of Ibuprofen for CoronaVirus should be discontinued. “At Present, based on currently available information, WHO does not recommend against the use of Ibuprofen,” a Presser from the WHO said.

“We are also consulting with Physicians treating COVID-19 patients and are not aware of reports of any negative effects of Ibuprofen, beyond the ;usual known side effects that limit its use in certain populations,” they added.

WHO says they are not aware of published clinical or population based data on this topic.

More than 200,000 people have now been confirmed with the coronavirus globally. At-least 83,000 people have recovered from COVID-19, while more than 8,000 have died so far. This is according to data from Johns Hopkins University in the US. Italy and France have had their highest numbers of deaths from coronavirus in a day, with the duo recording 475 and 89 more fatalities respectively.

12,500 new classrooms to be constructed- Uhuru says

President Uhuru Kenyatta has announced that at least 12,500 new classrooms and related school facilities will be constructed ahead of schools’ reopening in January next year. The head of state, who spoke in Parliament as he made the 2020 State of The Nation Address, said the Ministry of Education and the Ministry Transport, Infrastructure, Housing and Urban issue a new set of building guidelines for school infrastructure.

BELOW IS AN EXCERPT FROM THE PRESIDENT’S SPEECH; TOUCHING ON THE EDUCATION SECTOR.

“A Nation’s future is its children. As custodians of and trustees for future generations, it is our duty to protect, nurture and mould our young children into responsible citizens. Our children embody the only true guarantee of the continuity of this Project that we call Kenya.

To this end, my Administration continues to institute far-reaching reforms within our education sector. In January last year, we successfully commenced the roll-out of the Competency Based Curriculum, an exercise, which, while not without its challenges, is one that has nevertheless been fully embraced by all stakeholders in the education sector.

As at the end of 2019 calendar year, we had been able to achieve a textbook to pupil ratio of 1:1 for grades 1 through to 3.
I assure this distinguished sitting that the journey to replace the 8.4.4 system with the new fit-for-purpose curricula, is well underway, and refinements are being undertaken in the course of implementation.

As a parent and a grandparent, I share in the pain and frustration of most parents in having our children home for nearly an entire year. However, as a responsible Government we put the health and safety of the Children as the paramount consideration.

The gradual and phased reopening of schools that began with the examination classes is being carefully monitored at all levels so as to ensure that our Young Kenyans are safe and secure as they continue preparing for their national examinations.

The Ministry of Education will, within 14 days from the date hereof announce the 2021 Academic Calendar, with all other classes expected to resume learning in January 2021.

Still on the subject of our basic education, I made a commitment to the Nation during my last State of the Nation Address that no child should be left behind, meaning no child would be denied the right to access quality education.

I am pleased to report to this House that for the second year running we have been able to achieve a transition rate of 100% from primary to secondary school.

Even as we prepare to reopen schools, no child will be left behind, even those that have regrettably transitioned into being young parents.

However, in the face of these undoubtedly impressive gains we must guard against resting on our laurels. The next frontier in the quest to improve education in Kenya is enhancing quality of education, both in terms of physical structure as well as content.

It is evident that our public day and boarding secondary school infrastructure is overstretched and as a result, our students are suffering congestion in their classes and dormitories.

These challenges, however real, must not stop us from pursuing what we know to be the right thing for our children. Rather, they should motivate us to work even harder.

Through a combination of interventions both policy and financial involving the Ministry of Education, County Governments and Members of the National Assembly through the National Government Constituency Development Fund, we shall have the necessary resources to address the infrastructure gap in our education sector conclusively within the next 24 months.

In this regard, I appeal to you to re-prioritize the use of the discretionary funds under your oversight, to respond to the immediate
and short-term needs of our learners. Currently, there is an urgent need
for construction and equipping of more dormitories, classes, and other
amenities to facilitate further ease of learning for our children.

Conscious of the fact that significant financial resources will be deployed towards the construction of at least 12,500 new classrooms and related school facilities. In that regard, the Ministry of Education and the Ministry Transport, Infrastructure, Housing and Urban Development will by 1st December, 2020 issue a new set of building guidelines for school infrastructure that allows the use of appropriate and cost effective building technologies suited to the varied geographies of our Nation.

The intention of these guidelines will be to achieve transparent and standardized bills of quantity that will guarantee value for taxpayers’ money. For every shilling that we put into school infrastructure, we must seek to obtain more classes built to acceptable standards.”

MUHOHO HIGH SCHOOL’S BRIEF HISTORY

Muhoho High school was founded under the sponsorship of the catholic Mission, Gatitu in 1964. It started as Kiamwangi Secondary School in a site five kilometers from where it now stands. Due to inadequate land, in 1965 the school assumed its present name and moved to its present site under the Principal Nicodemus Kirima, formerly the Archbishop of Nyeri.

The school now offers 8-4-4 courses in three streams up to Form Four.
In 1990 Rv. Fr. Raphael Ngure Guoko took over from Fr Njuguna. During his reign many things happened including building of the basket ball court, purchasing of the first school bus. Fr. Guoko also built more staff quarters like the Patrick Mwaura Memorial block.

KCSE 2019 top, best schools in Siaya county- Comprehensive list

Maranda High School emerged top in the 2019 Kenya Certificate of  Secondary Education, KCSE, examination in Siaya County. The school had a mean score of  8.90628 to take position  28 nationally.

Schools directed to purchase government rice; See prices

The Ministry of Education has ordered all schools to buy rice from the Kenya National Trading Corporation, KNTC. This is in line with a directive by President Uhuru Kenyatta on 14th January, 2020. In the directive the President ordered that the Kenya National Trading Corporation should purchase all the excess rice from Kano Plains and Mwea for onward selling to Disciplined forces, Prisons Services and public schools.

Via a circular dated 8 October, 2020, Principal Secretary Dr. Belio Kipsang says all schools should comply with the Government policy of Buy Kenya Build Kenya as provided for in Section 155 of the Public Procurement and Asset Disposal Act of 2015.

“In fulfillment of this Policy, it is brought to your attention that all public primary and secondary boarding schools are advised to comply with the Buy Kenya, Build Kenya as provided by Law by purchasing their rice for consumption from the Kenya National Trading Corporation,” says Dr. Kipsang.

Schools are set to reopen next week; after a long closure as a result of the outbreak of covid19 in the country. Most schools had to dispose their food stuffs to avert loses.

Kipsang says the quality of the rice is fit for consumption by learners.

“The Kenya National Trading Corporation has given its assurances that rice is available to Government procuring entities from KNTC Depots in Nairobi, Kisumu, Eldoret, Wote, Meru, Nakuru, Kitale and Karatina. Additionally, the Corporation is able to service several institutional orders as other orders are being processed.” He assures.

The price per a 50kg bag ranges between Sh5,200 to Sh8,250; depending on its quality.

Dr Amina Mohammed moved from Education Ministry; This is her response

Education Cabinet Secretary Amina Mohammed was today moved to the Ministry of Sports, Arts and Culture following President Uhuru Kenyatta’s executive order. Dr Amina will now be replaced by the current chair to the Kenya National Examination Council (KNEC), Dr George Magoha; who has been named the Education Cabinet Secretary-designate, pending his vetting and approval by the National Assembly.

Dr Amina replaces Rashid Echesa in the Sports docket following his sacking in a mini reshuffle effected by President Uhuru Kenyatta Friday morning. In the reshuffles and sackings spelt out in Executive Order 3 of 2019, President Kenyatta said Echesa’s appointment had been revoked under Article 152 (5) of the Constitution.

Dr Amina who has been under heightened criticism from the public, lately, had this to say following the reshuffle;

“It is with humility and high honour that I thank His Excellency Uhuru Kenyatta for according me the opportunity to serve as CS for Foreign Affairs, CS for Education Ministry and now as CS for Ministry of Sports.

I congratulate my colleague in the sector the Kenya National Examinations Chairman Prof. George Magoha on his nomination to the Ministry of Education. I thank all the sector players and development partners for their tremendous support throughout my headship at the Ministry.


Together, we made huge strides in deepening the sector’s reform Agenda. We delivered credible 2018 national examinations, successful CBC roll-out, near 100% transition from primary to secondary (93% and rising) progressive TVET and University reforms, among others.”

Rehearsals

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020. Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire. The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

Teacher Professional Development, TPD, modules programme by TSC

The Teachers Service Commission, TSC, has now launched in service training programmes for all practicing teachers. The Commission has already contracted institutions that will be offering the refresher training programme christened Teacher Professional Development (TPD) modules.

The first intake will be in December, 2021.

The teachers will be expected to meet the training costs for the modules that will be offered during school holidays. Of importance to note is the fact that the training will be mandatory for all practicing teachers.

A teacher who will fail to undertake the short courses would be deemed to have violated the TSC code of regulation and may face disciplinary action from the employer.

Kenyatta University, Mount Kenya University, Riara University and Kenya Education Management Institute (KEMI) have been identified to offer the Teacher Professional Development modules. A teacher will be at liberty to choose an institution of his/ her choice where to take the TPD modules.

According to TSC, the starting date will be announced once all logistics are addressed. Teacher Professional Development will continuously update teacher knowledge, skills, attitude and values encourage teachers’ learning communities.

The good news for teachers is that most of the TPD modules will be available online. “Many components of the TSC Teacher Professional Development programme will be available to teachers online and will be accessed through mobile phones,” says the Commission.

FULL DETAILS ON THE TPD MODULES

All teachers will now be required to undergo professional development training six times in their career with each module taking a period of five (5) years. This means training will be done after every five years for a maximum of thirty years.

The number of modules to be undertaken will, though, depend on the number of years that a teacher still has in service.

Consequently, the type of module to be taken will largely depend on the number of years that a teacher still has in service; before attaining retirement age.

A teacher beginning the training will be required to complete seven sections of module one in order to be re-certified.

According to a policy statement paper prepared by TSC in 2018, Teachers will be trained for about five (5) days during school holidays.

Upon commencement of the programme, a teacher will be required to acquire a certificate, which is renewable every five years while subsequent applicants for certificate of registration will be issued with both certificates.

After completing all Teacher Professional Development modules, teachers will be eligible for re-certification and promotion; as the TPD modules have been anchored in the Career Progression Guidelines, CPG.

The training will also enhance the teacher’s knowledge and skills in order to address gaps in the Teacher Performance and Appraisal Development, TPAD. They will also keep teachers informed, enable them improve their pedagogical skills and acquire new, relevant, knowledge in their teaching areas.

On the flip side, teachers who would fail after the TPD assessment will have their teaching certificates withdrawn.

BACKGROUND INFORMATION

The Teacher Service Commission (TSC) is implementing part of the component 1 of the Secondary Education Quality Improvement Project (SEQIP) on ‘improving the quality of teaching in targeted areas”. The Project Development Objective (PDO) is to improve student learning in secondary education and transition from primary to secondary in targeted areas. The PDO will be measured through the following performance indicators both in aggregate and separately for boys and girls: (i) average test scores in Science and Mathematics subjects at form 2 in public schools in targeted sub-counties. These terms of reference refer to sub-component 1.2 on enhancing teacher professional development.

DESCRIPTION OF REQUESTED SERVICES

The education technologists will be required to create learning environment that support peer learning using Information and Communication Technology (ICT) in the implementation of school-based teacher support system (SBTSS). The education technologist shall perform the following duties and responsibilities:

1. Sourcing for appropriate digital teaching and learning materials
2. Developing appropriate digital teaching and learning materials
3. Facilitate establishment of teachers professional learning community/groups such as WhatsApp, google group
4. Uploading to an online platform e.g. social media platform like YouTube, WhatsApp teaching and learning materials
5. Packaging digital teaching and learning materials in an appropriate format
6. Adapting digital teaching and learning resources for SNE
7. Work with facilitators to enable use of digital teaching and learning to support peer learning
8. Record and upload data on percentage of teachers involved in peer learning using ICT social media platforms

In carrying out their duties the education technologists shall be expected to constantly consult with the project coordinating units on effective implementation of SBTSS activities through use of Information and Communication Technology (ICT)

NB: The education technologists will also be expected to be available on full time basis during the training Duration of service The above defined service will be undertaken for twelve months from the date of signing the contract.

TERMS OF SERVICE

5. The service will be provided during stipulated times in the year
6. The working hours are 8 hours per day starting 8.00 am to 5.00 p.m
7. The TSC will pay agreed amount for the number of days the service is provided.

SELECTION CRITERIA

Selection of education technologist shall be done competitively to achieve competent officers for the assignment described. Key competencies to consider entail; knowledge in Information Technology, ICT integration in education, computer pedagogy, subject matter and emerging issues relevant to classroom practices, competence in developing digital content and adapting it to local needs. Selection of education technologist will be done by an appropriate selection panel constituted by TSC.

CRITERIA FOR SELECTING EDUCATION TECHNOLOGISTS

To qualify as an education technologists, one must satisfy the following basic requirements:

a) Minimum qualification of bachelor’s degree in education or Information technology from a recognized institution.
b) Served as a teacher for at least 2 years
c) Demonstrated proficiency in computer use and ability to develop digital teaching and learning content

b. Attended previous SMASE courses
c. Active member in subject association activities
d. Involvement in pupils’ science fairs
e. Resourcefulness in terms of publication of academic papers, books and periodicals in a relevant subject area

PERFORMANCE STANDARDS
The performance of the successful education technologist will be measured against the following standards:
1. Increased percentage of teachers supported in peer learning using ICT
2. increased percentage of teachers involved in virtual peer to peer learning
3. Upload digital teaching and learning resources across all learning areas at least once in a month
4. Adapting digital learning resources to SNE .

CS Magoha issues new orders on expectant and breastfeeding school girls

Education Cabinet Secretary Prof George Magoha has issued new orders aimed at tracking school girls who may be pregnant or have just given birth. This follows a recent stern warning by President Uhuru Kenyatta, to Chiefs, over increased cases of teenage pregnancies in the country; more so during this covid-19 break.

The head of State read the riot act on Thursday, last week, at the KICC in Nairobi, at the close of a two-day training workshop on Kazi Mtaani for Regional and County Commissioners. He said area chiefs will be held accountable for school-going children who will defiled under their watch.

“You as the area chief will have to answer, where were you when all this was happening?” posed the president

“People must be disciplined, how do we allow people to go around impregnating young girls, and we do not say anything? We are going to wait for the DNA and those people will pay,” President Uhuru added.

CS Magoha |(who has been blaming pornographic sites and prolonged closure of schools for the surge in teenage pregnancies) has now ordered for immediate collection of data for affected school girls.

“”The media reports from different organizations indicate that there is a problem that need to be addressed and this is more so as it caught the attention of the President. The Ministry (of Education) therefore need to have information on the girls who have become pregnant during this season in order to come up with an intervention as schools re-open in January, 2021.” CS Magoha orders in the latest circular sent to Regional, County and Sub-county Directors of Education.

THOUSANDS OF SCHOOL GIRLS ARE EITHER PREGNANT OR YOUNG MOTHERS

Magoha orders the field officers to work closely with the local administration, chiefs, Ministry of Health Officials and School Heads so as to to get full information on the identity and location of the school girls.

The Ministry intends to use the data in order to prevent massive school drop outs when learning resumes next year.

A recent report compiled by the National Council on Population and Development (NCPD) painted a grim picture on the status of teenage pregnancies in the country. According to the report 2 out of 5 teenagers in Kenya are either young mothers or pregnant. The report further alludes that, during the current covid-19 pandemic, close to 20,828 girls aged between 10 and 14 years have become mothers while the older girls aged between 15-19 years, 24,106 are either pregnant or mothers already.

Students joining Kenya Methodist University (KEMU) are selected by the Kenya Universities and Colleges Central Placement Service, KCCPS. The students are selected after sitting their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. Heads and Principals transfer, delocalization list per county in December 2019- Nakuru County

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. A number of Principals have been moved in Nakuru County. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

CS Magoha issues a stern warning to students burning schools

Education Cabinet Secretary Prof. George Magoha has warned learners involved in burning schools that other than paying for damages, they will also be held criminally liable and punished in court.

Prof. Magoha said those above eight years will have to be jailed to deter others from engaging in such crimes, adding that they will also be put in a database, restricting their opportunities in the near future.

The CS added that the database will restrict transfers to other schools, joining institutions of higher learning, employment opportunities, thus affecting their lives in future.

Speaking after distributing masks to pupils of Mwiki primary school in Ruiru Sub county Monday, Magoha said since calls for more collaborations among prefects, teachers, discipline masters and teachers on duties, school arson cases have gone down.

“Any child over eight years is liable to criminal prosecution. Other than paying for damages, they will not be able to criminally get away with it. Again, we will have a database of learners who are involved in these arson cases, and they will be followed up in their future lives,” he said.

On exam preparedness, the CS said expectant girls preparing for their final exams will be accorded a comfortable environment to do their papers.

He said through chiefs and their assistants, the Ministry has been able to get pregnant girls who were yet to report to school and assured them of their support during the period.

“Only one percent of learners, most of whom are pregnant girls are yet to report to school.  We know where they are. Some have delivered and we shall rehabilitate them in school. We are keen to provide them with a comfortable environment to do their exams even if you deliver during the testing period,” he said.

On the support the government will give this particular school with a population of 3885 pupils, the CS said the government will expand the institution once they get suitable land to ease congestion in the most populated school in Kiambu county.

Area MP Simon King’ara said they have already identified nine acres of land which they will convert to public land to decongest the school.

He said they have also constructed another school a kilometer away, that will be opened in July.

“This area has over 90,000 learners and the NG-CDF is overwhelmed. We welcome government interventions to decongest the school,” said the MP.

The CS was accompanied by Health CAS Dr. Mercy Mwangangi, nominated senator Isaac Mwaura and several education officials.

The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

ST. MONICA GIRLS MULUTU HIGH SCHOOL’S BRIEF HISTORY

Mulutu Girls Secondary School was started in 1987 by mulutu community as a day girls school and became a full boarding girls school in 1991. It had been a single stream up to 2008. From 2009, it became a double stream to date and hope to expand to three streams. The school enrolment has increased from the initial 25 students in 1987 to 389 students in 2019. The school had been a district girls school up to 2012 when it was upgraded to a county school in 2018, it was again upgraded to an extra county school.
