All immigration officers to undergo mandatory Public Relations training- CS Matiang’i says

Interior Cabinet Secretary, Dr Fred Matiang’i, has announced that all immigration officers working at the various border points will undergo mandatory training. This is in a bid enhance customer experience at all our borders as these officers are the first receivers of guests and official representatives of our country. Dr Matiang’i made the announcement when he launched the Kenya Institute of Migration Studies at  the University of Nairobi as part of the Government’s effort to streamline immigration services.

The Cabinet secretary said no immigration officer will be promoted, in future, without completing the Public Relations course. The tough acting CS also announced that Work permits, for foreigners, will no longer be issued issued in the country. All those requiring a permit must get it before they enter the country.

Good news for fishermen as President Kenyatta launches the Kenya Coast Guard Service today

President Uhuru Kenyatta will today, Monday 19th November 2018, launch the Kenya Coast Guard Service in Mombasa. The Kenya Coast Guard Service was established by The Coast Guard Service Act 2018, which was gazetted by CS Interior, Dr. Fred Matiang’i, on 22 Oct. 2018, with a key mandate of keeping our seashores safe from aggression and illegal commercial activities.

This comes few days after the president appointed Brigadier Vincent Naisho Loonena as the first ever Director General of the Kenya Coast Guard Service in an acting capacity role. The appointment was made on Wednesday 14th November, 2018.

Service will be responsible for among other things, protecting the country’s waters against dumping of harmful wastes and pollutants, search and rescue services, and the arrest of illegal fishermen. Illegal fishing has been a thorn in the flesh of Kenyan fishermen. On 29th Dec 2017, 23 Tanzanian fishermen were arrested in Malindi illegally fishing in Kenyan waters. On  6th June 2018, 109 Tanzanian fishermen were arrested in Malindi by Kenya Navy for carrying out illegal fishing. Kenya harvests only about 2,500 Metric tonnes of Fish annually against our capacity of up to about 350,000 Metric tonnes of fish annually valued at more than Ksh. 450 Billion. The shortfall is imported from China.

Yesterday, Sunday 18th November 2018, Interior Cabinet Secretary, Dr. Fred Matiang’i, and his Principal Secretary, PS were at Liwatoni fisheries complex overseeing preparations for today’s launch event of the Kenya Coast Guard Service by H.E. President Uhuru Kenyatta; see photographs below:

The launch of the Service comes a few days ahead of the , to be held in Nairobi, Kenya courtesy of Kenya, Canada and Japan. The conference will address among other things; maritime Security, safety and regulatory enforcement. The Blue Economy is the sustainable use of ocean resources for economic growth, improved livelihoods and jobs, while preserving the health of ocean ecosystem.The   will bring together participants from around the world to harnesses the potential of our oceans, seas, lakes and rivers to improve the lives of all, particularly people in developing states, women, youth and Indigenous peoples.

The Kenya Coast Guards Services will comprise of: the Military, intelligence (CID), Police and other responsible ministries including Finance, Transport and Environment coordinated by the National Security Council and Ministry of Interior and National Government Coordination.

According to the Coast Guard Service Act 2018, the roles of the The Kenya Coast Guards Services shall be:

  • to enforce maritime security and safety;
  • to enforce pollution control;
  • to enforce prevention of trafficking of the narcotic
    drugs, prohibited plants and psychotropic
    substances;
  • to enforce prevention of trafficking of illegal
    goods;
  • to enforce prevention of trafficking of illegal
    firearms and ammunitions;
  • to enforce sanitation measures;
  • to prosecute maritime offenders;
  • for port and coastal security;
  • for search and rescue;
  • for the protection of maritime resources including
    fisheries;
  • for the protection of archaeological or historical
    objects or sites

 

 

 

Matiang’i, Kipsang relieved as the Ruaraka land saga’s report adoption fails; here is the list of Senators who either supported, opposed or absconded

Interior Cabinet Secretary, Dr. Fred Matiang’i, and the Education Ministry Principal Secretary, Dr. Belio Kipsang, breathed a sigh of relieve yesterday after the Senate failed to adopt a report on the possible loss of Sh1.5 billion through acquisition of a controversial piece of land in Ruaraka. This is after the house failed to adopt the report on the inquiry into possible loss of funds through acquisition of of a parcel of Land in Ruaraka for use by Ruaraka High School and Drive-in Primary School.

The trashing of the report saw Education Principal secretary Belio Kipsang spared investigations into allegations that the government had bought its own land. Matiang’i was the Education CS when the transaction took place. At least 24 senators were required to vote for the motion to pass but only 15 Senators mostly from the Orange Democratic Movement, ODM, backed it.

During the voting, there were only 19 senators out of the required 24. Fifteen senators voted for the report while four rejected it. House Speaker, Honorable Kithure Kindiki declared the motion defeated.

Drive-In Primary School and Ruaraka High School occupy the disputed 13.5-acre land, that is being claimed byn a Nairobi businessman, Francis Mburu.

Senator Ledama Ole Kina: “It is hypocritical for the Senate today to try and question the Ministry of Health on the Managed Equipment Services yet they cannot defend public integrity by voting to adopt the report on Ruaraka Land Scandal … bure kabisa! (Useless).”

Senator Ochilo Ayacko: “t is sad that corruption won today. But myself, Ledama Ole kina, Sakaja Johnson, Mutula stood with Kenyans. If the Senate adopted that report, criminal indictments would have been brought against senior officials who STOLE from the public. Kipchumba Murkomen voted against! SHAME!”
