Kenya Defense Forces, KDF, mission in Somalia – Latest KDF News

Kenya Defense Forces, KDF, officers have began their mission in Somalia. They will focus on medical ethics and principles of nursing care. They are also joining the KDF medical personnel while conducting daily hospital routines to equip them with managerial skills to run the hospital.

The mentorship program which has targeted four main areas of a hospital operations: pharmacy, laboratory technician, clinical officers and nurses is in line with ATMIS’s mandate on capacity building of SSF as they prepare to take on security responsibilities by December 2024 and will be on rotation basis.

Rage Rabi Kulu, SSF clinical officer undertaking the course pointed out that the mentorship program is a game changer in skillset acquisition.

“We are lucky to learn from the KDF medic team. Once we take the security responsibilities, it will be our burden to shoulder now. The skills we get here are vital for our colleagues who will be dependent on us. We are grateful for this gesture of brotherhood,” added Kulu.

The Senior Medical Officer, Kismayu Forward Operating Base (FOB), Lieutenant Colonel Onyango indicated KDF’s commitment to mentoring the SSF in order to take up security responsibilities and other sectors of Somalia.

Muggings in Nairobi- This is what you should do

If you won’t be mugged off your belongings, you will not escape a sharp knife on your ribs.
This is becoming increasingly prevalent in Nairobi, Thika and surrounding but before we discuss why it is happening , let’s discuss YOU:

PERSONAL SECURITY 101:

Can you remember that stranger you’ve passed a few minutes ago if you met him again in another street? Can you notice those two guys following you and another one coming your way?

Many are times we are told to stay alert, but how do we stay alert? Do you know how to stay alert and conscious?

Just take simple a look around you right now, in a public matatu, in the street, in that shopping mall, you will notice one common factor among the people;
They are heads down, they are on phone in deep conversations with their wives, boyfriends, employers, some are texting, maybe some are on Facebook reading this post including you.

While some are not on phone, some are preoccupied with stress, some are daydreaming about their lives, some are on vacation in their minds.

From above no one is alert, they are all disengaged from their surroundings, their bodies are there but their minds and souls are elsewhere. Simply they are not CONSCIOUS
This is called lack of SITUATIONAL AWARENESS.

Whenever you are disengaged from your surroundings, do you know what you are? –
You are VULNERABLE!

In victimology, criminals choose targets after assessing vulnerability.

Situational awareness is simply knowing what’s happening around you, allowing your mind to process everything, being able to assess your environment, anticipate danger and be ready to take further action.

There are four degrees of situational awareness;
•White
• Yellow
• Orange
• Red

• Condition White- here you are totally unaware of what is happening around you, totally unprepared.

Likely your head is down, eyes averted and your mind disengaged.
You are likely on phone or your mind is wandering off away from your body.
In this condition you might even head towards danger without knowing, people might be running away from danger when you walk towards it.

Here you can’t notice that bodaboda rider approaching you to snatch your phone or those thugs preying you waiting for an opportunity to pounce on you.

• Condition Yellow- This is the state of relaxed alert, in this condition you are allowing your brain to process what’s happening around you, there is no specific threat but you remain aware.

Your head is up.

In this state you can never be surprised by a sudden occurrence, you are not disengaged, you will notice a person approaching you, you will notice that car with windows down, that dog with tongue out, you will notice a beautiful lady walking across the street, you will see that motorbike and realize it is carrying two passengers wearing red , grey and green. Simply you are aware.

You will have noticed a strange happening and have ample time to either run, change direction, prepare for a fight or call for help.

• Condition orange-
you can notice that person in red jubilee cap calling, you can probably tell he is talking to his wife, you can see that person idling across the mall looking at you,
You can notice that man pretending to be on phone but he is probably lost.

You can notice that man in the corner who is going for his pocket.

Your mind is processing every detail around you, you are extra careful.
You are in specific alert.

• Condition red- this is a crisis situation, you are looking for an escape route.

Never allow yourself to be in this situation, maintain to be in orange.
This is the panicky situation where you got no option other than fight or Run.

Now, this is what we mean when we tell you to be alert.

This might save you.
Practice it now. Stay alert! Stay in yellow, stay in Orange.
Let your mind process the environment.
In case of danger Run, Disrupt /Scream, Fight or Cooperate.

The mandatory digitization of all firearms in the hands of civilians is on course- Police say.

The National Police Service, NPS, has insisted that the mandatory digitization of all firearms in the hands of civilians is firmly on course. Here is the Presser by the Inspector General of the NPS, Hillary Mutyambai;

‘The National Police Service would like to categorically state that the mandatory digitization of all firearms in the hands of civilians is on course, and has now extended to the registration of firearms in the hands of all National Police reservists without exception.

Following the deadline of registration, anyone found in possession of an unregistered firearm will be treated as a combatant. While the handling, trading or possession of firearms without a license is criminalized under Kenyan law indeed, is with great concern that we have observed the proliferation of unregistered firearms in the hands of police reservists that has unfortunately continued unabated over the last 50 years.

It is no secret that unregistered guns can and have been easily used for criminal activities and it is much harder for security agencies to trace such activities when gun owners cannot be identified. The stemming of unregistered guns can therefore not be an option for a country such as ours, surrounded by unstable neighbours in the region. This situation also poses a significant threat to national security, as there is a clear and present danger to the lives and livelihoods of many Kenyans.

We therefore urge every genuine and peace loving police reservist to submit themselves to the verification and registration process which involve, ballistic analysis by the Directorate of Criminal Investigations, biometric registration, labelling of weapons, shooting practice among others.

The aim of the vetting is first and foremost, the complete elimination of guns in the wrong hands. We will also talk to, train and re-register the guns in the hands of the reservists in the entire country; ensuring guns are in the hands of well trained and qualified persons.

The vetting exercise will help in weeding out reservists who might be compromised and those advanced in age. The disarming of police reservists will immediately take priority in the North Rift which has recently experienced a spike of artificial criminal and politically instigated inter communal tensions.
Last week, we sent a contingent of GSU, ASTU. and RDU officers to support the Rift Valley security team as a precursor to stiff measures to be undertaken to curb further escalation of the cattle rustling and inter-communal strife in the area.

The team confirmed the presence of a ring of cartels involved in cattle rustling, for selfish economic gain, and who sometimes use unregistered KPR ammunitions to intimidate, maim, and even kill innocent victims. The government will not allow the senseless arming of citizens against other citizens, and we warn all concerned not to test our resolve.

As such, I directed that officers be deployed in the following areas to provide security buffers to warring neighbouring communities, ASTU officers have set camp in Kamilei, Mwiteta and Wagwachi along the border of Baringo and Laikipia counties. GSU officers have been deployed at Kabyego between West Pokot and Marakwet counties, Tiati in Baringo South, Kapedo and Lokori along Pokot and Turkana counties.

GSU camp at Shaba has been moved to Archers post. RDU has been deployed to Mlango, a corridor between Isiolo and Laikipia counties. Further a patrol base at Kainuk has been beefed with heavy presence of police offices.

We further implore politicians and other leaders, specifically those from the North Rift communities to exercise sobriety and encourage their constituents to engage in constructive social economic activities; as well as peaceful coexistence and neighbourliness as a better option to strife which ends up leaving communities more vulnerable and despondent.

Indeed the above steps are part of moves taken to bolster police reforms in the country. Other reforms in the sector have already taken shape and have seen the digital registration of all police officers, Kenya Prisons Service officers as well as those serving in the National Government as Administration Officers.

In the ongoing registration of civilian firearm holders, the government has recorded the recovery of 24,000 rounds of ammunition. In addion 90,000 rounds of ammunition have been recovered from NPR’s.
It remains the constitutional mandate of the Police to protect members of our communities and their properties.

We therefore wish to ask for cooperation amongst members of the general public during this exercise.’

Popular lawyer offers to represent the 8 Ambira boys calls for contacts to the parents of the boys

A Popular and flamboyant lawyer has pledged to represent the arrested boys from Ambira High School in court. The boys were caught in camera hurling abuses at Cabinet Secretaries Dr. Amina Mohammed (Education) and Dr. Fred Matiang’i (Interior).

The eight boys who appeared before Ukwala resident magistrate Gladys Adhiambo, yesterday, did not take a plea after the prosecution requested for one week for investigations to be carried out. The boys will be locked up at Ugunja police station until 3rd December 2018, when the case will be mentioned in the same court.

Lawyer Nelson Havi has now decided to represent the boys in court and is calling out for contacts to the parents and/ or guardians to the eight boys. “We have offered to act for the 8 Ambira High School boys. If you know the identities and contacts of their parents or guardians, please notify us ASAP (immediately). We cannot have a high handed executive decision to punish children and a more than willing Court assisting in the transgression,” said Nelson Havi.

The lawyer shot to fame as one of the lawyers who represented The National Super Alliance, NASA, in the 2017 General election petition. He has also represented one of the top government critic and Lawyer, Dr. Miguna Miguna, who was deported to Canada, few months ago.

The lawyer says the police over reacted by arresting the boys instead of subjecting them to Guidance and Counselling. “The boys should have been give four strokes of the cane each and ordered to uproot the biggest tree stumps in the County. I am sure that is what my High School Headmaster Bokasa and Provincial Education Officer Kavuludi would have decreed. It is not a matter to involve the State,” the lawyer advised.

The Police respond to the headline on Today’s Nation News Paper on how police are allowing Al Shabaabs into Kenya

The National Police Commission has this afternoon denied claims on how corrupt police officers are allowing the dangerous Al Shabaab militia into Kenya. The story formed the headline story in today’s Daily Nation News Paper.

Here is the police response;

The attention of the National Police Service has been drawn to the front page story in today’s edition of the Daily Nation accusing the police of receiving bribes to allow al Shabaab terrorists into the country.
We have read the UN report which is largely based on our Investigations into the matter of the VBIED found in Merti by our officers in February 2018, in which we foiled a major terror plot, recovered deadly weapons and arrested several culprits who are now facing court charges. Hence we find the “Nation” story full of unfair inferences and distortions of the report that appears driven by malice aimed at painting the police, especially those engaged in dangerous counter terrorism efforts in bad light for reasons that are unknown to us.

We take great exception to the malicious distortions published in today’s edition that serve only to insult the souls of our brave security personnel from all agencies who have been killed or maimed while on counter terrorism operations, as well as victims of terror attacks.All Kenyans of goodwill are aware of the fruits of the painstaking efforts and sacrifices made daily by our personnel to protect and defend our country from terrorist elements.

Therefore, whilst we are all aware that some parts of our borders are porous and could allow infiltration and that there exists a few corrupt individuals within the Police, to exaggerate in such a sensational manner without providing an iota of evidence to prove corrupt activity not only serves to aid the enemy, but is outrightly irresponsible and unfair to all Kenyans.
