2023 Form one selection results announced! Summary of CS Machogu’s speech

Education Cabinet Secretary Ezekiel Machogu has released the 2023 selection results for the 2022 KCPE candidates.

Here is a summary of what CS Machogu said concerning form one selection, reporting dates, School fees, KPSEA results, Junior Secondary Schools and employment of teachers by TSC

🕹”This year’s form one selection was fully computerised. You can check placement on the website education.go.ke or text the student’s KCPE index number to ‘22263’.” Education CS Ezekiel Machogu

Junior Secondary Schools

Junior Secondary Schools (JSS) to be opened on 30 January 2023, Education CS Ezekiel Machogu announces.

NO SCHOOL fees for public junior secondary school unless they have boarding wings, Education CS Ezekiel Machogu announces.

PUBLIC SECONDARY school fees for 2023 capped at Sh53,554 for national schools and Sh40,555 for county schools, Education CS Ezekiel Machogu says.

The government shall spend Sh9.6 billion for students in Junior Secondary Schools this academic year; Treasury to set aside KES 15,000 per learner as capitation to facilitate free learning in all public schools.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.
  1. 1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.
  2. 2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.
  3. 3. Select Preferred Senior Schools:

    • For each subject combination, select four schools from the available clusters.
    • This ensures a diverse range of options and equal representation from different categories of schools.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

2022-2023 TSC recruitment/ employment guidelines for teachers

The Teachers Service Commission, TSC, has released new recruitment requirements for teachers to be employed by the Commission. Here are the guidelines to be observed when recruiting post primary institutions’ teachers:


GUIDELINES FOR RECRUITMENT OF TEACHERS-POST PRIMARY INSTITUTIONS- 2022/2023


1.0 GENERAL INFORMATION


(a) Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions
(b) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.
(c) All applicants must be registered teachers as per section 231) of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.
However, successful candidates who fail to meet registration requirements will not be recruited.

(d) Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.
(e) Applicants working in other Government departments and who meet the requirements are eligible to apply
(f) Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director
(g) Heads of Institutions MUST acknowledge al applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).
(h) The TSC Sub-County Director shall compile a list of a applicants in every institution for ease of reference and present it during the interview.
(i) The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.
j) Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue and time.
(k) All applicants, irrespective of gender, ethnicity or home county should be given equal opportunity. However, in case of a tie: consideration will be given to:
i)Applicant (s) with disability(ies)
i) Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the subject grades should be used.
iii) Preference will be given to the applicants who have NOT been previously employed by the commission
iv) The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix i w then be submitted to the Commission.

2.0. AUTHENTICITY OF ACADEMIC AND PROFESSIONAL DOCUMENTS


a) Applicants must present original and legible photocopies of the following documents:
i) National Identification Card
ii) CPE/KCPE certificates
i KCE/KCSE certificates (include first attempt certificate if repeated exams)
iv)Diploma/Degree Certificates and official transcripts
v) Primary and Secondary Schools leaving certificates


NB:
Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.
b) The selection panel shall vet each applicant to verify that:
(i). He/she meets the requirements of the TSC advertisement.
(ii). All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.
iii) A proof of application for confirmation of results from KNEC has been
availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form
c) Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
d) It is the responsibility of the TSC County Director/Representative to ensure that the:
i. Exercise is fair and transparent.
ii. Successful applicant (s) on the merit list fill the Application for Employment form.
e) The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
f) The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.


3.0 SELECTION PANEL


The selection panel shall consist of the following seven (7) members:
a) Chairman, Board of Management- Chairman
b) Two (2) members of the Board- Members
c) Head of Institution- Secretary
d) Deputy Head of Institution- Member
e) Subject Specialist- Member
f) The TSC County Direcior/representative- Member

TOTAL: 7

3.1 SELECTION PANEL FOR SCHOOLS WITHOUT BOMs


a) TSC County Director- Chairman
b) Head of Institution- Secretary
c) Deputy Head of Institution- Member
d) Subject Specialist- Member
e) TSC Sub County Director- Member
f) TSC Human Resource Officer- Member
g) PA Chairman- Member
TOTAL: 7


4.0 SELECTION CRITERIA


a). The Secretary Board of Management shall present a compiled list of all applicants to the selection panel.
b)The selection panel shall harmonize the list of applicants with that of the TSC Sub- County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency[ies), make decision(s) based on the guidelines and advise the Candidates/panel and the Commission accordingly.


Applicants shall present themselves in person to the selection panel. The panel shall score each candidate based on the selection score guide (appendix I (a) or l (b).


5.0 QUALIFICATIONS


i) Graduate Teachers


Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:
a) A Bachelor of Education Degree with two (2) teaching subjects.
b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in
Education(PGDE) with two teaching subjects.
c). Bachelor of Science with EducationBachelor of Arts with Education with two teaching subjects.

NB:
(i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma i Education or gone through the A level system in the relevant area(s) are eligible.
(ii) Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.


(ii) Diploma Teachers


Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.
NB: Diploma Teachers who graduated on or before 2008 with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible.


iii ) Technical Teachers.


Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one () principle and two (2) subsidiaries at ‘A’ level In addition, they must have:
(a) Bachelor of Education Technology (Bed TECH). OIR
(b)
(i) Bachelor of Science (Bsc) in any relevant technical
Subject[s)/ Course.
(ii) Higher Diploma in a Technical course or
(iii) A Diploma in a Technical Course Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University
(c) Persons With Disability (PWD) Hearing impaired and Blind, are admitted for training with mean grade of C and C in the two teaching subjects thus are eligible
(d) For applicants trained in Special Needs Education, KSL and Braille are
considered as teaching subjects e.g. Biology/KSL, Geography/Braille.
NB:
1) Candidates whose training is in subjects that are currently not in the curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement. e.g. Bachelor of Science /Bachelor of Arts in:

  • Natural Resources
  • Meteorology
  • Forestry
  • Animal Husbandry
  • Horticulture
  • Farm Machinery
  • Fisheries
  • Anthropology
  • sociology
  • Theology/Divinity
  • Journalism etc.
    2) Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively.
    3)Diploma Teachers with English/other subject qualify for employment as English/Literature teachers.
    4) All applicants must have studied the two teaching subjs at KCSE except for Agriculture, Business Studies, Home Science, and Computer. where an applicant did not study business Studies and Computer, he/she should have attained a minimum of C+ (Plus) in Mathematics in KCSE. where an applicant did not study Agriculture and Home science, he/she should have attained a minimum of C+ in Biology at KCSE
    (i) Graduate Teachers should have studied a minimum of eight (8)
    course units in each teaching subject.
    (i) Candidates presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment.
    (ii) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancemen certificates with adequate units are eligible to apply
    (iv) Applicants applying for computer studies MUST have taken a course on teaching methods.


6.0 VALIDATION OF DOCUMENTS BY TSC COUNTY DIRECTOR


The County Directors should:
i. Ensure that the employment forms have all the attachments required.
ii. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines
iii. Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed.
iv. Compile any complaints received and submit report on appropriate action taken or recommendations to the Commission.


7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS


The TSC County Director is required to hand over the following documents to the TSC Headquarters:
(a) Duly filled application form(s) for employment together with a copy of the acknowledgement of receipt of application for employment, certified copies of academic certificates, professional certificates and all official transcripts, identity card and two passport size photographs in respect of successful candidate(s).
(b) A list of all applicants in order of merit for the advertised vacancies in Appendix (II (clearly mark the candidates who failed to attend the interview).
(c) Duly signed minutes of the Board of Management.
(d) A commitment letter duly signed by the candidate binding him/her to teach in the station for a minimum period of five (5) years, and 3 years in the case of North Eastern region
(e) Completed selection score guide duly signed
(f) Copy of teacher registration certificate/evidence of application for registration.
(g) Certified copy of the bank plate
[h) Duly completed pay point particulars form
(i) Copy of KRA PIN certificate
(j) Copy of NHIF certificate
(k) List of applicants who are Persons with Disabilities (PWD).

8.0 COMPLAINTS


a) Any candidate who is dissatisfied with the process can make a complaint in writing to the TSC County Director not later than seven (7) days after the selection process and send a copy to the TSC Headquarters.
b The TSC County Director should within 7 days address all complaints raised after the selection process has been completed and thereafter inform the headquarters on the action taken.


9.0 IMPORTANT NOTES


a) Under no circumstances shall the Application for Employment form be defaced or photocopied for use.
b Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors or the TSC Headquarters if need be using the following numbers 0202892193, 0202892135 or 0202892133, 0202892171
c) Whereas the Commission has delegated its teacher recruitment function, pursuant to Section 20 of the TSC Act, t shall continue exercising this mandate directly as stipulated under Article 237 of the Constitution.

Education Ministry releases latest circular on schools’ reopening, restricts Co-curricular activities and assemblies

The Ministry of education has released finer details on schools’ reopening. Through a circular released by Basic Education Principal Secretary, Dr. Belio Kipsang, the Ministry says Co-curricular activities and school assemblies should be restricted, taking into
account the social distancing protocols.

RE: PHASED RESUMPTION OF FACE TO FACE LEARNING IN ALL SCHOOLS IN KENYA

The progressive re-opening of schools for face-to-face learning will commence with Grade 4 (Competency Based Curriculum Pioneer Class), Class 8 and Form 4 on Monday, 12th October, 2020. Learners from both public and private schools will reopen for Term 2 of the 2020 academic calendar.

The Ministry had earlier released health and safety protocols for implementation by all learning institutions in readiness for the resumption of face-to-face learning. These measures are in line with the guidelines from the Ministry of Health, and will be used as the basis for decision-making on COVID-19 containment.

At the same time, training manuals for school managers, teachers and learners have been prepared and released to schools in preparations for reopening. Although physical distancing will remain a challenge, it should not be used as a bottleneck to keep any child away from school.

Consequently, you are directed to ensure compliance with the following Revised Academic Calendar for Schools in 2020 as per the Cabinet Secretary’s directive. The 2021 Academic Calendar will be released at a later date.

Schools should therefore note the following:

1. All Schools shall engage with students to build confidence about COVID-19 preventive and control measures to ensure health and safety of all persons in the school communities. The first few days should be spent orienting learners on COVID-19 protocols.

2. Schools shall ensure mandatory use of face masks, monitoring of body temperature for learners, staff and all other persons accessing the schools, hand-washing and observance of high levels of hygiene. Each learner will be expected to have at least two reusable face masks, preferably which can be washed, and that meet the Kenya Bureau of Standards (KEBS) requirements.

3. Schools shall maintain updated bio-data for all learners and staff and contacts of their parents/guardians for easy management of COVID-19 and other related emergencies.

4. All Schools shall provide adequate water, soap, cleaning detergents and disinfectants to ensure proper hygiene practices. Where water is not available, schools must make hand sanitizers available.

5. All schools shall ensure that school transportation comply with Legal Notice No.50 of 6th April, 2020, which require vehicles to carry not more than 50% of the capacity or as shall be advised by relevant authority from time to time.

6. All schools shall ensure daily cleaning and disinfection of surfaces and objects that are frequently touched by many people (stair railings, desk tops, knobs, light switches, walls, desks, door frames and window handles. Schools shall put up signs and posters that require and remind staff, students and visitors to maintain social distancing as well as hand washing and personal hygiene.

7. All Principals and Head teachers shall ensure proper use of facial masks or face shields that must be worn by all students, staff and any other person accessing the school.

8. All schools shall ensure availability of thermal guns for daily monitoring of body temperature for all students, staff and visitors.

9. Schools shall strengthen guidance and counselling services and provide psychosocial support, pastoral and spiritual care to learners and staff.

10. All unnecessary visits by outsiders shall be restricted. School functions like parents’ days and inter-schools’ activities are suspended for the time being.

11. All schools have been linked to the nearest public health facility prior to being re-opened. Telephone contacts of the institutions should be available to schools in case of emergencies.

12. Each school shall constitute a COVID-19 Response Commiitee and maintain strong networks with the nearest health facility, the County Rapid Response team, National Government Administrative Office and nearest Education Office to strengthen support mechanisms.

13.Co-curricular activities and school assemblies should be restricted, taking into account the social distancing protocols.

The Ministry of Education, in collaboration with the Ministry of Health, will continuously monitor adherence to “Guidelines on Health and Safety Protocols for Reopening of Basic Education Institutions amid COVID-19 Pandemic” in order to determine when to re-open for all other learners in primary and secondary schools.

It should be pointed out that the country is still recording new cases of COVID-19 hence the need for strict adherence to all Government mitigation protocols al all times.

CS Machogu advises Parents, Teachers to accept KCSE 2022 results as released

Education Cabinet Secretary Ezekiel Machogu has called on Teachers and Parents to accept the performance of their children’s results that were released on Friday, reiterating that every child did their best in the exams thus no student should be discriminated based on the results.

Speaking in West Pokot County during the launch of a modern school tuition block worth Sh82.7 million at Tartar Girls’ High School, Machogu emphasized that no student failed the just released Kenya Certificate of Secondary Education (KCSE) because they have a chance to enroll in any institution based on their performance.

“I want to ask all parents to consider enrolling their children for tertiary training even if they did not attain the minimum university entry grade.  No child should be discriminated against since the government has invested heavily on post-secondary education through the leadership of President Dr. William Ruto to cater for all the candidates’ needs who sat for their KCSE exams,” stated the CS.

He called on school heads to use available resources provided by the government to ensure that all students are served in equal measures for their future benefit.

Machogu said the Competency Based Curriculum (CBC) will be a success since the government will allocate Sh15,000 per child at the junior secondary level and appealed to the local leaderships to support the government through using the Constituency Development Funds (CDF) to help in construction of classrooms and laboratories.

He added that the government will complete the construction of new Junior Secondary Schools classrooms on time. “We will ensure that all the classrooms that the government proposed are completed on time and no money that belongs to the government goes to waste,” he said.

Machogu said that unlike initially when every child was entitled to only Sh1,000, the figure has been up scaled Sh15,000 and 25 percent of the amount will be meant for infrastructure development in the schools.

He asked School Management Boards to make good use of the funds for effective implementation of CBC promising that the government will ensure that the capitation for schools is released on time.

He added that the government in collaboration with other stakeholders will build 7,000 laboratories in schools across the country.

On employment of teachers, the CS said out of the 30,000 teachers being recruited by the Teachers Service Commission (TSC), West Pokot County has its fair share of the teachers and the government is steadfast in ensuring marginal areas are not deprived off their education rights.

“West Pokot County which has a teacher shortage of about 1,000 is privileged to have 687 new teachers for primary and 184 for secondary schools,” he disclosed, adding that the government is doing its best to ensure that all schools have enough teachers for effective learning.

Machogu appealed to West Pokot leaders to ensure the local people embrace peace especially along the county borders as schools re-open next week.

Tartar Girls’ High school which is a national school in the county is set to receive good tidings following the completion of the tuition block with the school management hailing the move by the government to sponsor the mega project.

School Principal Ms. Catherine Tum said the school had been experiencing strain owing to the increasing number of students since being elevated into a national school.

“We currently have 1,600 students with only 74 teachers among them 11 employed by Board of Management (BOM). Most of our structures need face-lifting and expansion to help provide a more conducive learning environment,” said the principal.

Education budget crisis expected after significant budget cuts

Countless students in elementary, middle, and high schools are encountering a crisis due to a staggering reduction of Sh62. 01 billion in the Education budget.

Reports presented to Members of Parliament indicate a looming crisis resulting from decreased funding for school meal programs, oversight of examinations, and the building of laboratories and classrooms for junior secondary institutions.

In a meeting with the Education committee led by Tinderet MP Julius Melly, Education Principal Secretary Julius Bitok disclosed to MPs that the National Treasury made these cuts independently without engaging with the department.

‘No consultations’

He specifically cited Sh23 billion that the Treasury cut from the initial Budget Policy Statement passed by the National Assembly in February.

“I want to confirm that it is the National Treasury that reduced this allocation without consultations. We gave them the data [from the] National Education Management Information System (NEMIS) but with their own reasons they decided to reduce the allocation. They even reduced from what has been given in the BPS,” he said.

“The National Treasury need to answer this because some of this reduction cannot be explained, because we did our part in terms of the estimates and they went and did their own things without consultation.”

He added: “The reductions that have been received were done by Treasury unilaterally without engaging us. Whether we are having free primary and free secondary I think the answer is pure we have free primary and secondary although there are a few things need to be addressed.”

According to documents submitted to the MPs, the Free Primary Education vote has been reduced by Sh1.817 billion, with allocations cut from Sh9.7 billion to Sh7.9 billion, affecting 656,512 learners.

Of the Sh1.847 billion reduction, Sh1.2 billion comes from the Free Primary Education (FPE) capitation, while the remaining Sh700 million affects the Kenya Primary School Education Assessment (KPSEA).

Special-needs learners

The original Sh9.725 billion was intended to support 6.2 million learners funded at Sh1,420 per child, including a top-up capitation for 117,565 special-needs learners (SNE) who receive Sh2,300 each, and boarding fees for 39,056 SNE learners at Sh11,650 each.

For Free Day Secondary School Education (FDSSE), the shortfall amounts to Sh21.85 billion after the allocation was reduced from Sh76.73 billion to Sh54.88 billion, affecting 982,197 students under the program.

The Sh76.73 billion capitation was meant to finance 3.2 million secondary school students for Sh22,244 per learner and 9,243 SNE learners for Sh50,772 per learner.

In Junior School Education, the deficit amounts to Sh18.8 billion after the vote was reduced from Sh49.72 billion to Sh30.92 billion. This funding was expected to finance 3.28 million junior secondary school students at Sh15,042 per learner and 7,686 SNE learners at Sh50,772 per learner.

Bitok explained that the capitation required under junior school education for grades Seven, Eight and Nine is Sh49.7 billion to cater for an enrollment of 3.2 million learners in the 3rd term of 2025 and 3.3 million learners in the 1st and 2nd terms of 2026.

“Under the recurrent budget for the financial year 2025/2026, notable deviations between the proposed budget estimates and the ceilings provided in the approved Budget Policy statement. The Primary education program recorded a reduction of Sh1.847 billion,” he said.

He added: “Secondary Education program experienced a significant reduction amounting to Sh16.126 billion.

“The Primary cause of this deviations is the loss of capitation funding for junior school targeting Sh14.742 billion. Quality assurance and Standards program reflected a reduction of Ksh.5.327 billion.”

School feeding
The school feeding programme, which aims to provide meals to 2.6 million needy learners in the arid and semi-arid lands and urban slum areas for 180 days, has been slashed by Sh4.21 billion, from Sh7.21 billion to Sh3 billion.

“The ministry will not be able to achieve the target as a priority of the government,” Bitok stated.

The entire budget of Sh12.97 billion required for school examination and invigilation has been removed.

Promotions for teachers by TSC

If you are a teacher working with the Teachers Service Commission, TSC, you should then know that promotions of teachers is meant to motivate them. The Commission usually advertises available promotion vacancies for which teachers who meet the set criteria apply.

WHAT TSC CONSIDERS BEFORE PROMOTING TEACHERS?

When promoting a teacher, the Commission considers the following:

(a) merit and ability as reflected in the teacher’s work, performance and results;
(b) seniority and experience as set out in the scheme of service;
(c) existence of a vacancy and
(d) academic and professional qualification of the teacher.

You must take the Teacher Performance Appraisal and Development, TPAD, seriously. This is because the Commission shall in promoting a teacher, consider the appraisal reports submitted in accordance with regulation.

A teacher re-employed by the Commission shall complete at least three years of continuous service before the teacher is considered for promotion.

The Commission shall conduct competitive promotion through interviews and the teacher professional development programmes.

A teacher may be promoted under competitive terms by:

(a) making an Application online.
(b) successfully completing the Teacher Proficiency Course or promotional interview administered by the Commission for that purpose.

The Commission may refuse to consider a teacher for promotion if the teacher has not completed:

(a) two years from the date the teacher was found guilty following a disciplinary action; or
(b) one year from the date the teacher was issued with an administrative warning:

Once promoted, it is necessary to take up the offer without hesitation. This is because, an offer for promotion lapses if not taken within thirty days, except for teachers on paid study leave or on secondment.

How to retrieve, View, Download and Print your Previous TPAD 2020, 2021, 2022 Reports

The Teachers Service Commission, TSC, has advertised promotions vacancies for teachers in various job grades. To submit your application, you must visit the TSC Promotions Portal.

This is the TSC Promotions’ application link: https://tsconline.tsc.go.ke/adverts

Required during the application process:

  • A scanned copy of your KCSE Certificate. Please, kindly note the Certificate number.
  • Your TPAD Rating Summaries (averages) for 2020, 2021 and 2022. These can be extracted from the TPAD portal (Under ‘archives’).

NB: The Chapter 6 documents (KRA, Helb Compliance…) are not required at the application stage.

It is now very easy for you to view and download all your previous TPAD appraisal reports. The TPAD summaries are required during applications for TSC Promotions. You will also be required to present a hard copy of your TPAD reports during TSC interviews for promotions.

Step by Step Guide on How to Retrieve Previous TPAD Reports.

Step 1: Visit the TSC TPAD portal at https://tpad2.tsc.go.ke/.

Step 2: Then, click on login. Now enter your TSC Number, ID Number and Password as shown in the window below; Click on ‘Login’ once done.

Step 3: On successful login, click on ‘Self Appraisals, and then ‘Self Assessment’. You will see the window below.

Step 4: Left Click on ‘View Archived reports’, the window below will be displayed. Do not be afraid. Just click on ‘Advanced’ followed by Proceed to tpadarchive.tsc.go.ke (unsafe).

Step 5: You are now finally here; as shown in the window below; Click on ‘Incomplete Appraisals’

Step 6: Scroll down and you will see your previous appraisals;

Step 7: Move across the year for whose TPAD reports you wish to view/ Print. At the far right click on ‘View Appraisal’. To print the appraisal, scroll to the bottom of the pageand select ‘Print Detailed Appraisal’. You can also save a PDF of the appraisal report; see the window below. Simply click on ‘Destination’ to toggle between Printing and Saving.

You can now access all the Archived/ Previous TPAD reports as easily as that.

In case you are using your Mobile phone, follow the same procedure as shown in Step 1 to 7 above. But, to save a PDF copy of the appraisal, Click on the 3 dots at the far top right corner. Next, select ‘Share’ followed by ‘Print’ and then ‘Save as PDF’. Your appraisal will automatically be stored under ‘downloads’ in your phone.

NB: PSSP & Bursary funds are paid at the beginning of semester two in one installment Kshs.500 is retained as administrative fees, see T&Cs on the Loan Application Form (LAF).

Additional Points to Note

  • Tuition funds are disbursed directly to the School account
  • Upkeep funds are disbursed directly to the Student’s personal account (Use your own account)
  • Always ensure your Bank account number is active
  • HELB sends SMS/Email notifications after each process i.e. form verification, loan allocation and loan disbursement
