The process of wealth declaration; How to easily declare assets, liabilities and incomes online by TSC teachers

Since 2003 when the law requiring Public Officers to declare their Income, Assets and Liabilities (IAL) was enacted, the mode of declaration has been manual. With regard to the declaration, the Commission wishes to communicate the following information.

I. MODE OF DECLARATION.

In order to enhance efficiency, the Commission has introduced an online
declaration portal to be used in the declaration period. In this regard,
all teachers are expected to fill an online Declaration by the set deadline; following steps outlined in the Wealth Declaration Instruction Manual.

II. ACCESSING ONLINE PORTAL

The Declaration Form can be filled and submitted by accessing the Teachers Online Portal through; https://www.teachersonline.go.ke. Please note that you can access this information using a smart phone

II. INSTRUCTION MANUAL

This can be downloaded from the TSC website; https://www.tsc.go.ke under downloads, immediately next to the Declaration link.
Otherwise one can complete the Declaration process by following the prompts in the form after logging in.

IV. MONITORING OF THE DECLARATION

All Heads of Institution are required to monitor the declaration progress in their respective institutions and report on non-Compliance as reflected in line with the provision in Part B in the Wealth Declaration Instruction Manual.

V. ADDITIONAL INFORMATION

(a) All teachers in employment of TSC are required to declare their Income, Assets and Liabilities. These include teachers on:
1). Any kind of leave
2). Interdiction
3). Suspension
4). Sick leave

(b) Any teacher in the TSC employment who fails to submit a declaration or gives false or misleading information is liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction.
(c) It is mandatory for all teachers to have a working email address which will be vital for setting, accessing and resetting individual passwords for the Declaration as applicable.
A copy of the submitted Declaration is automatically be sent to one’s email account.
(d) All sections of the declaration must be completed. Incomplete Declaration Forms will be rejected.

List of Shortlisted candidates for 2019 TSC Teacher Internship vacancies; Kiambu County, Kikuyu

Important details for teachers who applied for the TSC Internship vacancies in Kiambu County. The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin
  • xi. Bank plate

TSC confirmation of appointment letter after probation

If you are a newly employed TSC teacher, then you will be expected to work on probation before you are employed on permanent and pensionable terms. Probation usually takes a minimum period of six (6) months but can be longer than this.

The teacher’s effective date of employment is the first day you report to duty and a casualty is sent to the Commission such that your salary is processed. At the end of your probation period, you should apply to the Commission so as your terms of employment are changed.

The application for confirmation is done in writing through your Principal/ Head Teacher. This should be done a month before expiry of the probation period.

To apply, for confirmation of employment, you are supposed to fill the ‘application for confirmation of employment form‘ and which must be endorsed by the Principal/ Head Teacher. Four copies of this form are required. Details on this form include: Teacher’s name, TSC Number, Grade (entry grade), date of appointment, name of current institution and the teacher’s self assessment report.

The Principal/ Head Teacher’s comments are very vital as TSC gives them consideration before deciding on whether to offer you permanent terms.

WHY TSC MAY FAIL TO CONFIRM YOU ON PERMANENT AND PENSIONABLE BASIS.

Remember, TSC may fail to confirm you on permanent basis if your TPAD rating is deemed to be unsatisfactory. Confirmation may also be denied if you are found guilty of any of the following;

  • If you are absconding duty without express permission,
  • When you engage in unethical conduct such as but not limited to immoral behaviour, professional misconduct and being of infamous conduct as stipulated in the Code of Regulations for Teachers, CORT,
  • Disregarding orders from your bosses,
  • If your performance is not satisfactory and not in line with the relevant provisions of the Code of Regulations and Code of Conduct & Ethics for teachers.

These are only but a few of the reasons as to why the Commission may fail to confirm you. Remember, your employment may also be terminated during the probation period. Get full details here; TSC- A list of all offences that can lead to a teacher’s interdiction and the evidence required.

Once confirmed, TSC will send a confirmation letter that spells out your employment terms. At this juncture you qualify to get pension from the government but after serving for a minimum of ten (10) years or upon retirement.

2020 Latest TSC Teachers Recruitment Guidelines and Marking Schemes

Every year the Teachers Service Commission, TSC, carries out three types on new teacher recruitment exercises. If you are a graduate teacher who is seeking employment, then it is prudent that you be on the look out so as not to miss out on the advertised positions. The Commission advertises and places these posts on the TSC website, social media platforms and print media.


TYPES OF TSC RECRUITMENT

Here are the three main types of recruitment exercises you need to know about:

  • MASS RECRUITMENT 

This type of recruitment usually occurs in the months of July/ August; every year. The Commission advertises over 5,000 posts for new teachers on permanent and pensionable terms. The advert for secondary schools includes the schools where the vacancies occur.

  • REPLACEMENT FOR TEACHERS WHO HAVE EXITED SERVICE

The Commission carries out continuous replacement for teachers who have exited service due to natural attrition and other causes. This exercise is carried out periodically at intervals of about two months. Teachers recruited through this mode are employed on permanent and pensionable terms.

  • INTERN TEACHERS’ RECRUITMENT

This type of recruitment involves the enlisting of services of new teachers on contractual terms. The recruited teachers serve for a period of one year.

IMPORTANT NOTES FOR APPLICANTS

If applying for a TSC advertised vacancy, then note that all applicants must be registered teachers as per Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who fail to meet registration requirements will not qualify to be recruited.

Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their applications.

Applicants working in other Government Departments and who meet the requirements are eligible to apply.

Applicants will be required to submit their applications to the Secretary Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director.

Upon receipt of applications Heads of Institutions MUST acknowledge in writing (Appendix VII). On completion of the shortlisting process, Heads of Institutions should promptly advise those who do not meet the shortlisting criteria (specifying the reasons).
The TSC Sub-County Director shall compile a list of all applicants in every Institution for ease of reference and present it during the interview.

Heads of Institutions should communicate to all shortlisted applicants through SMS (short message service) at least seven (7) days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the date of the interview, venue and time.

All applicants, irrespective of gender, disability, ethnicity or Home County should be given equal opportunity. However, in case of a tie, consideration will be given on the following aspects in their order of priority:
a). Applicant (s) with disability(ies);
b). Age of the applicant (44-45 years) with previous teaching experience of three years and had not worked with the Commission previously
c). Quality of certificates presented i.e. higher aggregate KCSE grade should first be considered. If the applicants tie at the aggregate grade, the subject grades should be used;
d) Preference will be given to the applicants who have not been previously employed by the Commission.

The names of interviewed applicants ranked in order of performance during the selection process for each vacancy (Appendix iii) will then be submitted to the Commission.

Applicants who were previously employed by the Commission MUST declare their past employment history and reason(s) for termination of service (with evidence) in their application. Applicants who were previously employed by the Commission and FAIL to declare shall be disqualified.

Applicants who were previously offered employment by the Commission and failed to take up the appointment without notifying the Commission are NOT eligible for employment.

TSC County Directors MUST ensure that Heads of Institutions confirm online registration status of the applicants to avoid engaging unregistered/deregistered teachers in the selection process.

WHAT TO CARRY TO THE INTERVIEW ONCE INVITED.

After making your application and shortlisting is done, the Commission invites successful applicants to interviews.

Applicants must present original and legible photocopies of the following documents: –

  1. National identification cards;
  2. National Council of Persons with Disability (NCPWD) Card (where applicable);
  3. KCPE Certificates;
  4. KCSE Certificates (include first attempt certificate if repeated exams);
  5.  Diploma/Degree Certificates and official transcripts;
  6. Primary and Secondary Schools leaving certificates

NB: Provisional transcript shall not be accepted.
Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.

The selection panel shall vet each applicant to verify that: –

  • He/she meets the requirements of the TSC advertisement;
  • All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the original certificates and authenticate the information provided, to the TSC County Director. Photocopies used during application must be the true copy of the original certificate presented during the interview;
  • The proof of application for confirmation of results from KNEC has been availed where the certificates are missing.

NB: The onus is on the concerned applicant to follow up with KNEC for the confirmation of results within fourteen (14) days after the interview date.

Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment Form.
Once the interview process is completed, the results must be communicated to all applicants the same day and the successful applicant(s) from the merit list be issued with the TSC Application for Employment Form (s).

It is the responsibility of the TSC County Director/Representative to ensure that the:-
Exercise is fair and transparent;

Successful applicant(s) on the merit list fill the Application for Employment Form (s).

The Secretary of the Board of Management should ensure the Application for Employment for Form (s) is correctly filled by the applicant(s) without erasing or defacing.

SELECTION CRITERIA

The Secretary, Board of Management shall present a compiled list of all applicants to the selection panel.

The selection panel shall harmonize the list of applicants with that of the TSC Sub County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency (ies), make decision(s) based on the guidelines and advise the applicants /panel and the Commission accordingly.

Applicants shall present themselves in person to the selection panel. The panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b).

NB. An applicant whose special need is related to hearing and/or speech shall be allowed to be accompanied by a sign language interpreter.

QUALIFICATIONS
1). Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one (1) subsidiary pass at A Level. In addition, they must have:

  • A Bachelor of Education Degree with two (2) teaching subjects.
  • A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects.
  • Bachelor of Science with Education / Bachelor of Arts with Education with two teaching subjects.

Note that:

  •  Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma in Education or gone through the A level system in the relevant area(s) are eligible.
  •  Bridging/Pre-university certificates for those who completed the course before December 31st 2015 can be considered.
2). Diploma Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at A level. In addition, they must have: a Diploma in Education from a recognized Teacher Training Institution.

Note:

  • Diploma Teachers who graduated in 2008 or before with a mean
    grade of C (plain) and C (plain) in the two teaching subjects are eligible;
  • Hearing impaired and blind, are enrolled for training with mean grade of C and C in the two teaching subjects thus are eligible.
3). Technical Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (1) principle and two (2) subsidiaries at A level. In addition, they must have:

  • Bachelor of Education Technology (Bed TECH); OR
  • Bachelor of Science (BSC) in any relevant technical Subject(s)/Course;
  • Higher Diploma in a Technical course; or
  • A Diploma in a Technical Course.

Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education GDE) from a recognized University.

Note that:

  • Applicants whose training is in subjects that are currently not in the Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement e.g. Bachelor of Science /Bachelor of Arts in:
  1. Natural Resources
  2. Meteorology
  3. Forestry
  4. Animal Husbandry
  5. Horticulture
  6. Farm Machinery
  7. Fisheries
  8. Anthropology
  9. sociology
  10. Theology/Divinity
  11. Journalism etc.
  •  Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively.
  • Diploma Teachers with English/other subjects qualify for employment as English/Literature teachers.
  •  All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer. For those who did not study Business Studies and Computer, one should have attained a minimum of C+ (Plus) in Mathematics in KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE.
  • Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject.
  • Applicants presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment.
  • Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.
  • Applicants applying for computer studies MUST have taken a course on teaching methods.
  • For applicants trained in Special Needs Education-, KSL and Braille are considered as teaching subjects e.g. Biology/KSL, Geography/Braille.

COMPLAINTS

Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection process and send a copy to the TSC Headquarters;

The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter inform the Headquarters on the action taken;

Where the complaint is levelled against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

Under no circumstances should the Application for Employment Form(S) be defaced or photocopied for use.

Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors.

Notwithstanding the decentralization of the function of teachers recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

When can a TSC teacher be transferred/ Redeployed, How can a teacher get a transfer

The Teachers service Commission, TSC, may transfer a teacher from one teaching station institution to another based on:

  1. the need for equitable distribution and optimal utilization of teachers
  2. availability of a teaching vacancy in the proposed station.
  3. the need for replacement
  4. existing staffing norms which may be reviewed from time to time
  5. medical grounds, as certified by a registered medical practitioner
  6. any other grounds that the TSC may consider necessary to warrant the transfer.

When and How can a teacher get transferred:

A teacher may be transferred under the following circumstances:

  • After a study leave: A teacher granted a study leave exceeding six months shall apply for posting by the Commission at least thirty days before the expiry of the study leave.
  • After a leave granted to spouses of persons in diplomatic service: A spouse of a person in diplomatic mission/ service shall apply to the commission for posting one month before the end of assignment of duty.
  • After a disciplinary action like interdiction or suspension for a period not exceeding six months without payment of salaries and allowances.
  • After a transfer of service to the public service commission: The TSC may, Where a person applies for a transfer of service from the public commission to the TSC, approve the transfer subject to availability of a vacancy.
  • After expiry of tenure at a trade union like the Kenya National Union of Teachers, KNUT, and Kenya Union of Post Primary Education Teachers, KUPPET.
  • After a substantive appointment: A teacher who is promoted and substantive appointed will be redeployed/ transferred to another station, subject to availability of such substantive posts like: Headship, Deputy Headship and Senior masters.
  • After posting from a primary to a secondary institution.
  • After applying to the commission for a transfer on medical grounds, with supportive evidence.
  • When working conditions are hostile and may jeopardize the teacher’s well being and security.
  • If there is need for equitable distribution and optimal utilization of teachers.
  • On an agreeable and tenable swoop request to the TSC.

The Teachers Service Commission was formed in July 1967 through an Act of Parliament to give teachers one employer and uniform terms and conditions of service. It was charged with the mandate of registering, employing, promoting, disciplining and paying teachers.

NEW TSC STRUCTURE

The Teachers Service Commission, TSC, developed a new Organization Structure and the following are the major highlights:-

Three Directorates each to be headed by a Deputy Commission Secretary (DCS) have been established. The Directorates are:-

  1. Finance and Administration
  2.  Teacher Management
  3. Human Resource Management & Development.

Each Directorate will have Divisions, Sections and Sub-Sections.

PREAMBLE
I wish to take this opportunity to extend to you all a very warm welcome to the third annual TSC Open Day. This is one of the most important days in the Commission’s calendar, and I am pleased that you were all able to join us.
It is always a great pleasure to engage and share our experiences with our stakeholders and even members of the public. Indeed, the Commission has received a lot of feedback on its services through the open day. I wish to thank you for being part of the Commission’s efforts to get a better understanding of its services and operations by stakeholders and the public.

Today is also a day that we appreciate one of our key stakeholders in the learning process, the teachers. Teachers are a key resource in the education sector as they play the crucial role of transforming and molding learners into responsible adults who fit well in the society.
We will be recognizing teachers who have excelled in various academic and co-curricular activities over the last year. I wish to take this early opportunity to appreciate the hard work of the headteachers, principals, and our teachers whose commitment to duty has gone a long way in shaping the future of the learners.

I am pleased to also welcome partners and stakeholders and wish to thank you most sincerely for the support and engagement with the Commission that has gone a long way in enabling the Commission improve delivery of its services. II. INNOVATION AND TECHNOLOGY IN SERVICE DELIVERY

Ladies and gentlemen,
Our theme for this year’s open day is “TSC Integrating Technology and Innovation for Quality Teaching”. The choice of this theme demonstrates the commitment of the TSC to embrace and integrate technology and innovation in its operations.
In today’s world, technology and innovation are changing the way we work on a scale never experienced before. It is driving radical changes that require us to critically rethink how we can ensure a sustainable future for the next generation.

Advancement in technology and innovation is not futuristic; it is already here with us. Technology more than ever before, is now challenging the traditional definition of a workplace. The email service has revolutionized the way we communicate, replacing the conventional letters. Technologies such as biometric attendance registers have been adopted by many institutions, including some of our schools. The biometric technology, which also sends messages to parents once their children arrive in school ensures students report to school on time and thereby minimizing chances of them engaging in mischief.

III. REENGINEERING SERVICE DELIVERY

Ladies and gentlemen,
The Commission recognizes the use of technology as a strategic resource. It is in view of this that the Commission has reengineered the delivery of service and has adopted technology based innovations to make accessibility of information and services easy, fast and reliable.
The ultimate goal is to provide real time services that a teacher or client can access in the comfort of their homes or places of duty. This is envisaged to enhance teachers contact hours with learners. Services that have been reengineered include;

a). Introduction of Electronic files

Effective November this year the Commission will roll out use of electronic teachers files. Currently the Commission is scanning all documents in teachers’ files to have them in electronic form through an Electronic Document Management System (EDMS).
This is anticipated to improve access to files by more than one user at the same time. This has been a big challenge for the Commission as access to the manual files has been limited to only one user at a time.
Cases of missing files will now be a thing of the past. Electronic Secretariat Files are already in use.

b). Internet Protocol telephony (IP)

Further to enhance communication between the Head office and the Counties, 11 County offices have been linked with similar telephone facility as that at the headquarters through Internet Protocol Telephony (IP). IP telephony offers phone technology using Internet connections.
This will make it easier to make telephone calls to County offices and vice versa. Moreover new telephone lines or extensions will be added on the network as funds are available. The Vision of the Commission is to have all counties connected for seamless provision of services.

IV. TECHNOLOGY BASED SERVICES

The Commission also offers the following services online.

Online tax deductions card (P)
Teachers and TSC Secretariat Staff can now access their P9 forms online alongside their payslips, through the TSC on-line service portal.
Thus they do not have to wait for June to make their returns. They can now make their tax returns as early as January of every year.

TSC Website (www.tsc.go.ke):
The Commission has a vibrant website where key activities of the Commission are posted as they happen. The website is also a key resource centre where teachers and the public easily access information on the services offered by the Commission. From the Website;
• Teachers can download various documents such as The Code of Regulations for Teachers, circulars and Gazette notices.
• Teachers can access and apply for advertised posts,
• Retired teachers whose pension claims have been processed and forwarded to the Director of Pensions are notified through the website.
• Papers presented during the First Teachers Conference that was recently concluded can be accessed through the website

Teachers online (www.teachersonline.go.ke)
i). Teacher registration
The Commission is mandated to register trained and qualified teachers before they engage in any teaching services in the country.
Through the Commission’s online system, applicants upload the requirements for registration. The Commission processes registratio within 30 days and a registration certificate is issued. The status of the application is also provided in the online system.
ii). T-Pay (payslip.tsc.go.ke)
Teachers can now view their latest pay information by accessing their pay slips online. The system also provides a function for teachers to send their latest pay slip to 30 parties such as banks, Saccos, amongst others, to facilitate acquisition of a loan.
iii).Teacher Performance Appraisal and Development (TPAD)
Teachers Performance Appraisal is now done online. The Commission is in the process of reviewing the online performance appraisal so as to make it more user friendly
iv). Wealth declaration:
Teachers and TSC secretariat staff are required to declare Income, Assets and Liabilities in accordance to the public Officer Ethics Act 2003. This can now be done through the TSC Website under the teachersonline link.
v). Teacher Management Information System (TMIS)
Effective teacher management requires use of accurate and up to date data. In response to this the Commission has developed an online data collection and analysis system- Teacher Management Information System (TMIS). Data is collected at the source which includes the school, TSC county offices, and the headquarters and is uploaded on the system. TMIS ensures there is a centralized source of data hence eases access of data.

Use of email to enhance communication.
The Commission’s email services continue to be a key channel of communication that teachers and other clients use to make enquiries.
This provides clients with a channel that enables them to reach the Commission at a click of a button. Clients can reach the Commission wherever they are, without having to travel to any of the Commission’s offices.

Commission’s social media platforms
The Commission’s social media platform, Facebook page (TSC KENYA) and twitter handle (@TSC_KE) are interactive platforms where teachers and other clients interact easily with the Commission. The Commission uses the platforms to post and share events as they happen and also bring to the attention of our clients’ urgent information meant for their attention. You are all encouraged to use the platforms to reach the Commission on any issue that you may have.

Bulk SMS
The bulk SMS platform has enabled the Commission deliver time-sensitive notifications, and other important information directly to the mobile phones of teachers and Secretariat Staff. TSC is now able to send out invitations to teachers for interviews, discipline hearings and cordial messages such as Christmas, Idd Ul Fitr, Easter, New Year’s. It has also been integrated with other systems to give instant feedback such a successful completion of a job application, registration amongst others. The Bulk SMS presents a more cost effective way of communicating to employees as opposed telephone calls or sending letters.

Human Resource Management Information System (HRMIS)
This was developed to enable the Commission manage its human resource. Secretariat Staff now apply for leave, undertake performance appraisal and access medical scheme administration services such as updating their profiles, adding beneficiaries and give feedback about services in hospitals. They also can initiate card replacement and check referral hospitals in the various towns and regions.
The use of technology-based service channels, have improved service delivery greatly by reducing the human interface and providing timely response, accessibility and efficiency. Teachers no longer need to leave their stations to access services. They are able to access them even through their personal phones. I wish to assure you the Commission is committed to automating its services to provide real time services to the teachers and the public.

V. USE OF INNOVATIONS AND TECHNOLOGY IN DELIVERY OF
CURRICULUM

Ladies and gentlemen,

The use of innovations and technology is not limited to the Commission only. I am aware many teachers have enhanced their teaching through technology. We witnessed many other ICT champions demonstrate very innovative ways of teaching during the First Teachers conference held in June this year. The Global Teacher Award winner Peter Tabichi integrates ICT into 80 per cent of his lessons. In recognition of the efforts of such teachers who use technology to enhance learning, the Commission initiated the ICT Teacher of the Year (TOYA) award. The award is antipated to encourage teachers to take advantage and keep abreast with the fast changing technology.

I would like to encourage all teachers to embrace creative methods of teaching that are in tandem with our rapidly changing, technologically driven world. As David Warlick, an American educator and Author aptly put it, “we need technology in every classroom and in every student and teacher’s hand, because it is the pen and paper of our time, and it is the lens through which we experience much of our world”.

V. EMERGING ISSUES

At this juncture, I wish to focus on some pertinent issues in the education sector that are of mutual interest.

1) TEACHERS TRAINING ON THE COMPETENCY BASED CURRICULUM

Ladies and gentlemen,
The recently rolled out Competency Based Curriculum (CBC) lays emphasis on development of learner’s competencies and the use of digital technology. It focuses on equipping leaners with the ability to apply knowledge, skills and values taught in schools to solve life’s problems. This calls for new approaches to teaching and learning.

To ensure that teachers are adequately prepared to successfully steer the CBC, the Commission has trained Institutional Administrators and teachers of primary schools. The training has focused on Early Years Education (EYE) up to Grade Four levels. So far, the Commission has trained 181 Master Trainers who in turn trained 1,165 Curriculum Support Officers and 1,320 CBC champions as Trainer of Trainers. In total, the Commission has trained a total of 159,810 teachers during the year. (91,620 in April, and 68490 in August). A further 68490 teachers are scheduled to be trained in December bringing the total to 288,000 by the end of the year.
The Commission is set to progressively train all teachers in our public schools. This will also be complimented with continuous teacher professional development as training is a continuous process.

VI. PROTECTION OF THE LEARNERS
Ladies and gentlemen,
As stakeholders in the education sector, we all have a responsibility to ensure our learners get quality education and attain their full potential.
The safety of learners is one of the greatest concern of the Commission. Teachers have been given duty of care over the learners to even beyond the school environment. The Code of Conduct and Ethics for Teachers 2015 has tasked teachers to protect children from; abuse, neglect, harmful cultural practices, all forms of violence, discrimination, inhuman treatment, corporal punishment and exposure to hazardous or exploitative labour.

It is with this in mind that I ask all of us as stakeholders in the education sector to play our part in protecting our learners and ensuring that the school continues to be a safe learning environment.

VII. TPAD IMPACT ASSESSMENT REPORT

Ladies and gentlemen,
As I draw close to the end of my remarks, I wish to share with you a report on a baseline assessment on the impact assessment of Performance Contract for heads of Institutions and Teacher Performance Appraisal and Development (TPAD) that was done in 2017. Since the roll out of the TPAD in January 2016, the Commission has been monitoring its progress.
From the baseline assessment, it is has emerged that: –

a) Teachers’ competencies in preparation and maintenance of professional documents, learners’ assessment, identification of weak or talented learners and development of Individualized Education Programme (IEP) have been enhanced.
b) TPAD has also enhanced mastery of subject content, syllabus coverage, teaching methods and lesson observation techniques.
c) Teachers’ competencies in preparation of teaching /learning aids using locally available materials and using ICT to improve knowledge content and curriculum delivery have improved.
d) TPAD is seen to have influenced learners’ innovation and creativity by empowering learners to use ICT and develop their own learning materials.
e) TPAD has effectively promoted parental involvement in the learning process and has created linkages and networking with educational bodies.
It is evident that the three TPAD teaching standards assessed have enhanced teacher competencies and improved learning outcomes.

CONCLUSION
In conclusion, I once again thank each one of you for the part that you are playing in the lives of our learners. For those who will be receiving awards, I take this opportunity to congratulate you for the good work that you are doing. Emerging at the top is not easy. It requires a lot of hard work and commitment which at times goes way beyond the normal classroom time. I assure you your efforts are not in vain.

This is a loan product for new members who have the ability to repay but have insufficient deposits to qualify.

One third of the loan amount applied is retained as part of the member’s savings and the remaining amount is given to the member under the following terms:

 Maximum amount loanable is KShs. 600,000.00
 Processing fee of 2% paid upfront
 Repayment period is 36 months and the loan has to be fully guaranteed
 Wezesha Loan is only issued to new members and not readmitted members.
