Are you scheduled to sit the KCSE examination in March 2021? Or are you a school principal or a parent/guardian? The Kenya Universities and Colleges Central Placement Service (KUCCPS) has good news for you.

Application for placement to artisan, craft, diploma and degree courses under government sponsorship for the 2021/2022 academic year has commenced in secondary schools / KCSE
examination centres countrywide (school application).

The online application system is open, and will close on March 31, 2021. Here is what you need to know about the school application.

What is Centre/School Application?

This is the first opportunity given to KCSE examination candidates to select, list and submit the courses that they wish to pursue after their secondary education at degree, diploma, craft and artisan level. The application is done in secondary schools/examination centres that have registered KCSE candidates.

Who is eligible to apply?

All candidates qualify for placement to universities or colleges irrespective of their KCSE examination results (grades A to E). Candidates have an opportunity to choose their preferred courses as shown below:

i. Degree courses choices: 1(a), 1(b), 1(C), 2,3 and 4
ii. Diploma course choices: 1,2,3 and 4
iii. Craft course choices: 1,2,3 and 4
iv. Artisan course choices: 1,2,3 and 4

How does the school application happen?

• School principals are required to guide Form Four students in listing the courses they wish to pursue at all levels (degree, diploma, craft and artisan).
• The students are required to list the courses in the order of preference at all the levels.
• The principal/teacher then logs on to the KUCCPS portal (schools.kuccps.net), enters and submits the choices following the guidelines provided in the Principal’s Manual, which is available on the portal as a download.
• While submitting the choices, the principal/career teacher is also required to submit the placement fee collected from the candidates as one bulk payment.

Note: All secondary schools with KCSE examination candidates have been provided with  access credentials to the KUCCPS portal (schools.kuccps.net).

What are the advantages of school application?

Applying for placement at school (as opposed to after school) has numerous advantages to students:

• Teachers are available to provide career guidance to the students.
• Applying at school benefits students who live in remote areas or lack the necessary facilities such as the Internet at home. A majority of secondary schools have access to the facilities.
• In the past, many KCSE candidates performed well but failed to apply for placement to university and/or college resulting in them failing to be placed to courses of their choice. Applying at school before the KCSE examination ensures this does not happen.
• Students applying at school get an early exposure to courses and careers and tend to make better choices later at the application revision stage.
• Applying at school costs Ksh.500, hence is cheaper compared to submitting choices during the revision of choices, which costs Ksh. 1,500 per applicant.

What is the procedure for submitting students’ choices through the portal for the first time?

Once all the students have submitted their choices, the principal should follow the procedure outlined below.

• Go to your browser and enter the URL schools.kuccps.net or click Principal’s Portal on the KUCCPS website.
• If the school does not have an account in the KUCCPS portal, create one through the ‘New Account’ link. Fill in the relevant verification details and submit.
• Log in with the registered credentials, i.e. a username (TSC No. /ID. No. /PP. No.) and a password.
• Go to the ‘Applications’ tab.
• Click ‘Application Template’. This will download an Excel workbook for you to populate.
• After you have filled the template, click on ‘Upload Form’ and submit.

How much does one pay?

An application fee of Ksh. 500 shall be charged per student.

How do I make payment?

Candidates should submit the application fee to the school, which will in turn make the payments in bulk on behalf of the students. The money is payable to:

• KUCCPS Pay Bill Number: 820201
• Account number: 8 digit center code
• Amount: 500 x number of students

How does one confirm whether the application was submitted successfully?

The principal can generate an application report after successfully submitting the application. The application report should then be shared with the students and parents/guardians.

How can students confirm if their teacher submitted their choices?

KCSE candidates who have listed their preferred courses and paid the required Ksh500 should check with their principal to ensure that their application has been submitted. They can verify using an application report generated from the system after submission of the choices or they can contact KUCCPS for assistance.

What is the role of a parent/guardian in the school/centre application process?

A parent or guardian of a KCSE candidate should advise and guide the student in choosing the right course and thereafter follow up with the school to ensure the student’s choices have been submitted successfully to KUCCPS.

What is the role of a teacher?

Offering career guidance to the students and assisting them to select courses that fit their career dreams and are aligned to their KCSE subjects. They should also ensure that their candidates’ choices are submitted to KUCCPS before the deadline.

What is the role of a KCSE candidate?

Listing the courses they wish to do in university/college by taking into account their interests, personalities, KCSE subjects and projected KCSE result. They should not be swayed by peer pressure but should carefully consider their options and seek guidance from their teachers and parents.

TSC instructs teachers to validate union membership; How to validate KUPPET, KNUT membership online

The Teachers Service Commission, TSC, has moved to clarify on how teachers can join welfares and validate their trade unions’ membership. This comes in a backdrop of an unsanctioned KES 200 deduction from female teachers’ June, 2019 pay.

Therefore, the Commission has developed and implemented an online T-Pay system facility through which it effects and manages Third Party deductions from the salary of its employees for instance, loans, Sacco shares, Social Welfare Associations (SWA) and such other similar deductions.
Such Third Party deductions ought to
be preceded by the necessary approval from the employees.

To this end, the Commission has been undertaking a roll out of the T-pay facility in phases, since November 2016. The Commission is now in the last phase of the roll out which includes all SWAs authorized to operate the check-off facility on the Commission’s payroll and who have been trained or are being trained to operate on T-pay system by the end of June 2019.

Accordingly, the Commission wishes to issue the following guidelines in respect of
check off deductions to Social Welfare Associations (SWAs);

Social Welfare Associations (SWAs) Subscription through On-Line T-Pay System:

Social Welfare Associations (SWA) are welfare associations which include Burial Benevolent Funds (BBF), Education schemes and others welfare groups that employees subscribe to. Previously, SWAs submitted their data to the Commission
in a prescribed Excel format through the email checkofffacility@tsc.go.ke.

The submitted datasheets would be downloaded and captured directly through the T-pay system on behalf of the respective SWAs. The captured data was then approved by the T-pay system administrator and uploaded on the TSC payroll.

However, with automation, subscription through the T-pay system will be as follows:-
i). Each SWA should ensure that teachers joining as members fulfil the registration requirements as per the association’s constitutions or by-laws that govern the welfare groupings (SWA) activities, and in line with the relevant laws as stipulated by the Societies Act (Cap 108).
ii). If the constitution by-laws provide for registration through completion of forms, a copy of the duly completed and signed subscription form shouldnbe submitted to the Commission for filing in respective teachers’ personal files.
iii). The teacher then initiates the process and sends their payslip to chosen SWA(s).
iv). The respective SWAs staff captures the deductions.
v). The teacher completes the process by approving the SWAs deductions as captured.

Validation of current SWAs membership on T-pay:

Subsequent to the successful roll out of the T-pay system to all SWAs operating on the TSC payroll check-off facility, it has become necessary for the Commission to validate the membership of teachers to the various Social Welfare Associations with a view to re-affirm their membership.

In this regard, the SWA membership validation will be open for three (3) months with effect from July 2019 and the process will be as follows:
i). A teacher is required to log into the online T-pay system as is normally the case on https://payslip.tsc.go.ke
ii). A pop up window will prompt a teacher to confirm his/her respective (SWA) membership.
iii). Check (tick) the box against the record to approve the subscription.
iii). To avert impersonation, the teachers will also be expected to upload a recent passport photo, email and personal mobile number(s). The information’s should be validated by the institution Heads.
iv). All teachers are expected to comply and validate/confirm their membership to the Social Welfare Associations within the three months window provided.

TSC accussed for mishandling teachers’ hardship allowances

Members of Parliament have accused the Teachers Service Commission (TSC) of mishandling hardship allowances for teachers, saying the agency has failed to fairly classify hardship areas, leaving thousands of teachers in limbo over their benefits.

In a session on Thursday, the legislators demanded an urgent review of the system, warning that the current arrangement undermines transparency and denies teachers their rightful compensation

The allowance, created to compensate public servants posted to regions with insecurity, poor infrastructure and lack of basic amenities, is provided under Regulation 91 of the Code of Regulations for Teachers and the 2025–2029 Collective Bargaining Agreement (CBA).

While TSC administers the funds, the State Department for Public Service and Human Capital Development determines which regions qualify as hardship areas, with the Salaries and Remuneration Commission (SRC) advising on rates.

MPs said this fragmented arrangement has led to contradictions that continue to frustrate teachers.

Isiolo Woman Representative Momina Bonaya pressed the commission to explain why Isiolo Municipality had not been upgraded into Cluster 3 for house allowance despite “clear eligibility” of schools there.

Acting TSC CEO Everleen Mitei, however, defended the agency, saying teachers in Isiolo already benefit from enhanced terms.

“Teachers in Isiolo municipality are now earning an enhanced house allowance under Cluster 3,” she said, adding that the terms will be maintained in the new CBA.

Legislators insisted the allowances system remains unfair. Githunguri MP Gathoni Wamuchomba accused the government of excluding Parliament and unions from talks on reclassification.

She pointed to a 2019 report that proposed splitting hardship areas into “extreme” and “moderate” categories, a move projected to save the government Sh6 billion.

“Why were teachers paraded at State House when the same government has denied them allowances?” she posed.

“Over 118,000 teachers in 35 counties are affected. The budget is allocated by Parliament, not the presidency. Teachers should not be misled into celebrating while their benefits are under threat.”

Her remarks highlighted a clash between political promises and institutional processes. President William Ruto has assured teachers that their allowances will not be reduced, but unions warn that the matter remains unsettled.

Kenya Union of Post-Primary Education Teachers (KUPPET) chairman Omboko Milemba defended the State House meeting, saying it was part of union efforts to protect teachers’ benefits.

“The teachers who went there were leaders and the hardship allowance was part of the memorandum we took there. Even the circular that was supposed to effect the reduction had already been shelved,” Milemba said.

He added that financing the CBA remains a pressing issue.

“The CBA was broken into two phases, costing Sh30 billion. Already, Sh8.6 billion has been spent, leaving Sh21.4 billion. Financing is a matter for Parliament, but the president has also been urging agencies to cost the agreements properly,” he said.

The debate centres on whether hardship allowances should remain uniform or be adjusted to reflect varying levels of hardship. Critics argue that teachers in Turkana face tougher conditions than those in Nyandarua, yet both groups receive the same stipend.

 

 

The Ministry of Public Service has since started a review of hardship areas, raising expectations of a “graduated model” of pay.

“Matters of hardship should not be politicised. They must be handled transparently, through unions and Parliament, not backroom deals,” Wamuchomba said.

Meanwhile, TSC announced that all teachers will be moved to a new medical insurance scheme under the Social Health Authority (SHA) beginning December 1, 2025, when the current contract with a private insurer ends.

In the new arrangement, teachers will join the Public Service Fund and access a premium SHA cover extending beyond the core package available to other public servants.

The cover includes outpatient and inpatient care, dental and optical services, annual checkups, ambulance and emergency air rescue, overseas treatment, group life and last expense benefits. The scheme will cater to the teacher, their spouse and up to six dependents.

The announcement followed a meeting between President Ruto and teachers’ representatives at State House, where medical cover featured prominently among grievances.

But teachers have rejected the plan, citing complaints by other civil servants about SHA’s inefficiency. Kenya National Union of Teachers (KNUT) Nakuru branch executive secretary Anthony Gioshe said the teaching fraternity will resist attempts to onboard them into the scheme.

“We have heard a story from the government that they want to move us into SHA. We have no problem with the Social Health Authority, but we are saying this, we will not go there,” Gioshe said.

He urged the government to provide teachers with an independent medical cover, noting the size of the workforce justifies it. He added that the current scheme is comprehensive, covering a teacher, their spouse and up to four children, while members access services using payroll numbers or biometric verification instead of physical cards.

Teachers also criticised the mandatory 2.75 per cent SHA deduction on gross income, arguing it amounts to double taxation when combined with their existing cover.

Maseno down Ambira to lift the Maseno Open Basketball title

Maseno Boys lifted the 2019 Maseno Open Boys’ basketball trophy after overcoming fierce opposition from Siaya’s Ambira boys. Playing at their own backyard and buoyed by a large fan base, the home side ( Maseno Boys) lived up to expectations; thumping Ambira 36 points to 25, in a pulsating final played on Sunday evening.

Maseno’s Joseph Murage was the star of the match after scoring 20 points for the home side. The 2018 Nyanza Region Secondary Schools’ basketball boys’ winners, Ambira, led in the first quarter but got the going tough in the second, third and fourth quarters; as Maseno recovered to clinch victory.

The two day event that was staged at Maseno Boys saw various teams compete in such disciplines as: Basketball, Soccer, Rugby, Volleyball and Racquet games.

Teams will now focus on the Kenya Secondary Schools Sports Association, KSSSA, games with grassroots slated for this coming week. The Nyanza Regional championship in basketball is expected to be explosive with holders, Ambira, Maseno school, Agoro Sare, Kisii School and Cardinal on most fans’ lips as being the top contenders. But, these teams have to win their respective Counties’ championships first before competing at the Regionals. Nyanza shall have its regional term one games at Homa Bay School, in Homa Bay County, with winners booking tickets to the National games; at Shimo La Tewa High school in Mombasa.

Apart from basketball, term one games shall also feature: Hockey, Rugby 7’s & 15’s, Handball, Athletics and Cross Country.

It has been an action packed weekend; in matters sports, as teams took to the fields to compete at various tournaments across the country.

TSC shortlisted candidates for promotions interviews 2021 (Updated)

The Teachers Service Commission, TSC, has released the lists of shortlisted applicants for the 15,000 advertised promotions vacancies in 2021 (Download the lists below). Teachers who applied for promotions vacancies can now download the lists and check their respective interview dates, venues and time. The lists feature names of applicants for Deputy Principal I, Deputy Principal II, Senior Lecturer, Deputy Principal III, Curriculum Support Officers, Head Teacher, Senior Master IV, Deputy Head Teacher II, Senior Lecturer IV and Senior Master IV promotion vacancies.

The interviews will be carried out between February 8 and 19, 2021 at TSC County offices countrywide. The county interview committee shall be composed of: the county director (chairperson), host sub county director (secretary), the county Human Resource Officer and all other sub county directors from the county.

HELB finally disburses Sh1.56 billion for University Students’ Tuition Fees & Upkeep

The Higher Education Loans Board (HELB) has disbursed a total of Sh. 1.56 billion for tuition and upkeep for university students and Technical and Vocational Education and Training (TVET) trainees.

Out of the amount, a total of 31,263 TVET trainees and 33,863university students will benefit from the loan disbursements.

In a press statement sent to newsrooms, the Cabinet Secretary (CS) for Education Julius Ogamba said HELB has already notified students and trainees who are to benefit from the funds through its official communication channels.

“I call upon university students and TVET trainees to check their HELB portals,” advised Ogamba.

The CS stated that in the current Financial Year 2024/2025 HELB has to date disbursed a total of Sh32.7 billion in upkeep and tuition loans to 195,522 trainees in TVET institutions and 390,612 students in universities.

“The provision of this funding will ensure that student and trainee needs are met, this will enable them to continue with their academic, training and research programmes without hindrance,” he stated.

Ogamba assured that the government will continue to provide financial support to university students and TVET trainees towards the attainment of their academic and training goals.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

How to know and select a good school for your Child-Guide for Parents/ Guardians

It is the dream of every parent to provide the best education to his/ her kid. It is thus the responsibility of the parent to find a befitting school to the kid. But getting a school that matches the parent’s desire is sometimes a heavy task. At times such factors as school fees and accessibility come into foreplay whenever a parent desires a given school for the child. Nevertheless, the Parent must do thorough back ground study of a school before enrolling the child.

What to look at in a good school.

The phrase ‘good school’ is always at the lips and mind of a parent who hits the road to placing his/ her child in school. Here is a quick guide that will give you a head-start in finding a good school for your child:

1). Physical Structures and amenities

A good school should have structures that will provide your child with the desired comfortability. Atleast, a school should have well furnished physical structures. Other facilities like: Libraries, Laboratories and play grounds should also be put into focus.

2). School tradition and performance

The main reason as to why a parent would want to take his/ her child to a good school is because such a parent desires to see such a child excelling in the examinations. A little analysis of the school’s performance in both Curricular and Co-curricular activities is thus advised. 3). The teaching staff composition

A good school should have committed teaching staff. This wiould greatly boost the child’s chances of performing well in examinations.

4). Security and Care

A school should atleast be delimited from the immediate community. This is to curb unnecessary contact with the community. The school, therefore, should have a fence and enough guards (day and night) to safeguard the kids.

5). Sanitation and Meals

The school’s environment should be serene and clean. some schools are set up in noisy backgrounds and this may affect the child’s concentration. The school should at least provide good meals; with a striking balance between quality and quantity.

6). Discipline

Discipline is key to learners’ success in education. A quick glance at the school back yard, learners’ conduct and response would enable one make conclusions on whether the school’s discipline levels are either wanting or just okay.

7). Communication, Support Services and Child Follow-ups

A good school should keep constant communication and consultation sessions with the learner’s parent/ guardian. This enables both the teachers and parent to reach amicable solutions and common ground as pertains the child’s conduct and well being. The school should also have well laid out support services to learners vis-a-vis guidance and Counseling.

8). Exposures

For wholesome learner development, the school should also be actively engaged in learner tours and symposiums.

9). Fees and Other Levies

The school should not be over exploitative when it comes to the amount of fees charged.

10). School routine and other programmes

The school should have well laid down routines and programmes. Important days like opening, half term, closing, visitations and parents’ days should be well planned in advance and communicated to the stake holders; accordingly and in good time.

More than 360,000 instructors were turned down for enrollment by the Social Health Authority (SHA) because of the inadequate national infrastructure.

The Teachers Service Commission (TSC) CEO Nancy Macharia said that they were notified that the insurance company lacked the infrastructure needed to serve the teachers throughout the nation, which prevented them from successfully integrating them into SHA.

In his remarks to the National Assembly Education Committee, Macharia informed legislators that the Commission has always wanted to enroll instructors in a public insurance plan, but that this has not yet been feasible.

She stated that “last year, when we had problems with Minet, we wanted to move our teachers to SHA. We have always wanted to have our teachers under the national insurer, even during the NHIF days.”

“Before signing our contract with Minet for this last year, we met with SHA, and they informed us that they lacked sufficient buildings.” They informed the committee that, despite the need for Ksh.37 billion to enroll our teachers, they would still not be able to accept them this year.

Despite the Ksh.20 billion deal that TSC made with Minet to provide health insurance for instructors, the meeting was called in response to several grievances from teachers around the nation who are still struggling with inadequate medical care.

Despite being insured, a teacher was put in solitary confinement for three months because she couldn’t pay a hospital bill, according to a disturbing story told by Committee Chairman Julius Melly.

What sort of insurance policy is this? It’s a mixed breed without a head or tail. It’s a really humorous sort of insurance because you have a capitator, an administrator, a lead consortium, and an insurer. Melly advised, “You have to get out of this thing.”

Dick Maungu, the member of parliament for Luanda, argued that the existing centralized mechanism is inefficient and that teachers should be organized into clusters according to job group or region in order to expedite the approval process at health facilities.

“Given the sheer quantity of instructors and Bliss Health Care as the head capitator, it is challenging for them to manage approvals in a timely manner, which is where the delays occur. Maungu observed that the system is now overburdened, but why is it not possible for cluster teachers to narrow it down?

But Macharia pointed to insufficient funding as a significant impediment to delivering full medical insurance, and implored the committee to increase its funding.

“Our teachers must be fully covered in order to receive the best medical care. However, due to financial restrictions, we cannot do that. Since we frequently hold back, we also need to make timely payments to the consortium, she added.

2023 Form One joining instructions, reporting dates

The 2022 KCPE candidates will join form one by 30th January, 2023. This is according to the latest guidelines by the Ministry of Education

This is to inform you of the following guidelines for 2023 form ones

1.Use the link  to check  whether your joining instructions are in the system.

2.Select County and Sub-County of your school then Select your School

3.If the system prompts you to sign in, use your school email address (Gmail Account).

4. If Your letter is in the system, edit the information to the new changes for joining instructons 2023

NB: Do not edit the first page apart from changing the year to 2023

In case the school’s  joining instructions is missing , the system will prompt the Principal to upload the joining instructons in the system from their computer. The Principal should ensure that.

1.The first page is as the attached copy (school logo/address on the first page only) and should not be edited

2.The letter should be in MS-word format.

3 .The letter should be submitted as one document only .

4.The document should be named using he schools KNEC code. (eg. Menu School save as 15300002)

5 Avoid heavy graphics ike maps and pictures in the letter.

2020 admission letters for learners in National, Extra County, County and Sub County schools: Education News

After the selection exercise for the 2020 placement of form ones, they will be expected to download their letters through the Ministry of education’s online portal. The admission letter is important to both students and Parents/ Guardians. This is because it enables the two parties to prepare adequately for reporting to selected secondary school.

But, what are some of the key highlights on the admission letters?

Here are some of the common details on the form one admission letters:

  • All the admission letters bear the Ministry of Education’s letter head; The letter contains the Education Ministry’s logo and head.
  • Name of the student, Index number and Sub County,
  • School admitted to (The Secondary school where the student has been placed),
  • Reporting date; Which is in January, 2020. The reporting date for 2019 was 7th to 11th January.
  • Former primary school’s details; the letter must be stamped by the head teacher, A disclaimer on the letter reads; “This letter will be authenticated on being duly certified by the primary school head complete with a certified copy of birth certificate and finally confirmed by the admitting principal. The letter is issued without any erasure  or alteration and cannot be changed through any form of endorsement whatsoever; utterance of false documents is an offence punishable by law.”
  • The 2020 fee guidelines from the Ministry (The letter gives fees directions thus; “The maximum fees payable per year is detailed in the attached schedule, do confirm the category of your school before making any payment.”)
  • Parents/ Guardians expected to go to schools where their kids have been placed to pick further joining instructions and requirements. (“Urgently get in touch with your new principal at the above school for admission requirements,” says the admission letter from the Ministry.)

KNEC User Manual for Transfer of a Learner in the CBA Portal

To transfer a learner to another school, use the simplified procedure below;

Step 1: Log into the Knec CBA portal by visiting the link; https://cba.knec.ac.ke/. After login, Click on Transfer Learner tab as shown in the image below;

 

Step 2: Enter the Learner’s name or assessment number as shown in the figure below. As you type, the learners matching the name typed will appear.

Step 3: Click on Select if the learner to transfer is found.
NB: Make sure to check the name and current school code before selecting.

Step 4: Enter the School Code to transfer to here. Ensure that the code entered
belongs to a school in your sub county.

Step 5: Once the school appears, click on Select to select the destination school;

After clicking on transfer this learner, a prompt asking if you want to proceed
appears as shown below.

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

What to carry to the interview sessions.

According to instructions on the TSC memo, the shortlisted Candidates are required to carry the following to the interviews once invited:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin xi. Bank plate

Interview dates

The shortlisted candidates will be taken through interview sessions to be organized by the TSC County Directors; countrywide. Already, some applicants have received invites to the interviews; specifying the interview dates, venues and time. In case you applied and haven’t received communication, then it is advisable that you visit the TSC County offices in the locations where you tendered your application. For teachers in Kitale, their interview date has been set for the 16th of November, 2019. The teachers have since received their invitation messages; including interview time and venues. Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

The scammers operating on Telegram have reportedly collected millions of shillings from desperate KCSE 2024 Candidates by claiming they can change grades for a fee. They are charging between Sh5,000 and Sh100,000 in order to ‘change’ KCSE grades.

Shockingly, the scammers have large followings. One such Telegram group with the title “Leakage 2024/November TVET Technical Examination”, has about 8,000 subscribers.

Another, “KCSE Leakages 2024”, has 4,586 subscribers, while the third, “KCSE Grade Editing and Marking”, boasts 1,374 subscribers.

Others are: ‘KCSE 2024 KNEC LEAKAGE’ with 2,707 subcribers

The groups are so notorious to an extent of claiming that they could be able to prematurely access the 2024 KCSE papers.

To test these claims, The Standard engaged one of the channels. The administrator demanded Sh4,000 for a preliminary “search” to verify a candidate’s score.

According to classified reports, the fraudsters are charging Sh5,000 for grades D+, C- and C plain, Sh10,000 for a C+, Sh15,000 for a B-, Sh20,000 for a B plain, Sh25,000 for a B+, Sh35,000 for an A-, and Sh45,000 for grade A.

The Kenya National Examinations Council, Knec, has condemned the fraudulent activities, assuring that their systems cannot be manipulated.

KNEC CEO, Dr. David Njengere. He has issued a red alert over scammers who are swindling Parents & Candidates in a syndicate to upgrade their KCSE 2024 results.

“In any high stake examination, there are people who find it as an opportunity to take advantage of people who are desperate by claiming that they are able to sell them exam papers or edit their score, but the system is watertight and no one can change the candidate’s grade,” David Njengere, Knec chief executive.

Dr Njengere also revealed that some of those purporting to offer the services have been arrested by the Directorate of Criminal Investigation. “Such activities expose candidates to child abuse because they trust adults to help them with their examinations instead of taking that time to revise for the test,” he said.

The council is confident that such claims would not tarnish the country’s standing in internationally qualifications, noting Kenya has proved to have a watertight examination system since the 2016 reforms on conduct of national examinations.

“(Education CS) Prof George Magoha documented how the examination processes were secured from 2016 step by step and anybody telling you they can access an examination paper before the start of the test or they can change a student’s grade, they are lying,” said Njengere.

During the KCSE 2024 Examinations administration period, the Communications Authority of Kenya (CA) instructed telecommunications firms Safaricom, Airtel, Telkom, and Jamii to suspend access to Telegram during specific hours.

The restriction, which was enforced from November 1 to November 22, took place between 7-10 am and 1-4 pm each day.

“It has come to the attention of the Authority that the Telegram platform is being misused to perpetrate criminal activities, including compromising on the integrity of the ongoing national examinations,” CA Director-General David Mugonyi said in a letter addressed to Safaricom CEO Peter Ndegwa, Airtel Managing Director Ashish Malhotra, Telkom CEO Mugo Kibati, and Jamii Telecommunications CEO C.K. Joshua.

“As a result, various government agencies have reached out to the Authority seeking assistance in taking down social media channels and forums, including Telegram, that are interfering with the integrity of our national examinations.” Mugonyi  added.

Mugonyi also noted that while other social media platforms operating in Kenya had taken proactive steps to curb misuse, Telegram had reportedly remained unresponsive.

“Whereas all other social media platforms operating in Kenya have taken steps to address misuse of their platforms, we note with dismay that Telegram Inc. has remained non-responsive and continues to host offending forums and channels in blatant breach of the laws of the land and the general principles of Data Protection and Privacy,” he said.

To address these concerns, CA had directed all mobile network operators to enforce the suspension during KCSE examination hours.

“By this letter, all mobile network operators are hereby directed to use all available mechanisms to suspend the operation of Telegram Inc. in the country, particularly during the administration of the KCSE examinations from 7:00 a.m. to 10:00 a.m. and from 1:00 p.m. to 4:00 p.m. from Monday to Friday up until November 22nd, 2024,” the authority had said.

Delocalization news- TSC sets ground for transferring heads and Principals in August, December 2019

The Teachers Service Commission, TSC, is priming itself for a major delocalization for school heads in the coming few months. In what is seen as a major shake up, the commission has directed County Directors to compile data for school administrators in readiness for the transfers. Via a memo dated 27th June, 2019 the TSC Deputy Director in charge of staffing Dr. Dorothy Owuor instructs the County Directors to collate data for institutional administrators within their areas of jurisdiction.

The Commission now wants data for heads and principals serving in their home counties and those who have served in the same station for over nine years. The data is to be sent to the head quarter by 8th July, 2019. According to the TSC boss, Dr Nancy Macharia, teachers with medical conditions will be spared from the ongoing delocalization exercise. Also to be spared are those aged above 56 years.

The Commission says the transfers and deployments are being undertaken for various reasons including:
1.  Following the retirement of headteachers and principals who attained the mandatory retirement age in the last three months, some headship positions fell vacant. As a result, deputy heads who are qualified and have exemplary performance record have been promoted to headship positions and transferred accordingly. Inevitably, some of the serving heads have also been transferred to take the positions that fell vacant. This is necessary in order to match performance and experience to the enrollment and level of the institutions.

2.  Changes have also been necessitated by the need to strengthen management of some of the learning institutions following recommendations from standards and assessment reports.

3. In line with the Policy on Appointment of Institutional Administrators some principals and headteachers who have served for a long period in the same institution have been transferred. It is intended that the transfer will provide them with a new working environment and also tap into their vast experience.

4. In the course of the year, some Heads of Institution apply to be transferred to new stations. Such applications are normally considered at the end of the year to avoid unnecessary disruption in curriculum delivery, and after necessary replacements have been made. In making the transfers, the Commission has considered important factors such as number of years pending retirement as well as exceptional circumstances such as health, where appropriate documentation is available.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved. Sources privy to the transfers indicate that the Commission now prefers moving the administrators in December as opposed to April and August to minimize disruptions and for smooth transition. The Kenya National Union of Teachers, KNUT, is opposed to the massive delocalization exercise and says it should be executed with a human face.

Release Of Examinations Results

The Kenya National Examinations Council (KNEC) wishes to bring the following information to the attention of all institutions presenting candidates for the KNEC examinations:

Examination Results Slips and Printouts
Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:
1. Institution’s Code and Name
This appears on the top left side of the printout.  The institution’s code is a unique number by which an examination centre is identified by the Council.  This is the number that an institution should always quote whenever communicating with KNEC.
2. Candidates Details
Below the institution’s name and code are details of the candidates.  These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.
The important features of the examination results are as indicated below:-

  • X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
  • Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
  • P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
  • W– denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
  • U- denotes ungraded examination results due to infringement of the awards criteria.

Mean Grade Award Descriptions

  • Mean grade will be X, if a candidate is absent in all subjects
  • Mean grade will be Y , if one or more subjects are cancelled
  • Mean grade will be U, if the entry requirements for the KCSE examination are not met
  • Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met
  • Mean grade will be P, if results are pended
  • Mean grade will be W, if the examination results are withheld;

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.
