No salary increments for teachers and Civil servants for two years

The Salaries and Remuneration Commission (SRC) has freezed salary increments for teachers and other civil servants for a period of two years. According to the latest circular by SRC, no new Collective Bargaining Agreements (CBAs) will be signed during the 2021-2022 and 2022-2023 financial years.

Also to be freezed are any adjustments in allowances paid in the public service.

See; Latest TSC allowances paid to teachers.

Teachers are the most hit by the current freeze as they have been pushing for a new CBA; that would have seen their salaries increased.

The Commission says the freeze in salary increments as a result of the tough economic times and the Covid 19 pandemic. Further, the current Public Sector Wage bill consumes a larger percentage of revenue than the target set in the Public Finance Management Act 2012 and a larger percentage of GDP compared to average for developing countries.

But, all is not lost as this directive may be rescinded if the economy recovers well.

“The National Treasury will review the performance of the economy and advise SRC as/and when the review can be done based on the prevailing circumstances to ensure affordability and fiscal sustainability.” Says the SRC.

On a positive note, though, normal yearly salary increments will proceed as usual.

“Annual salary notch adjustments in existing salary structures, as set or advised by SRC, will continue to be applied within budget allocation.” SRC adds.

TSC proposals now null and void

Earlier, the Teachers Service Commission, TSC, wanted a basic salary increment for teachers of between 16 percent and 32 percent; with classroom teachers getting the higher perks.

The 16 percent rise in basic pay should have been for teachers in administrative grades (C4 to D5) who reaped big from the 2016-2021 CBA. Classroom teachers in lower grades (B5 to C3) were to be awarded an increment of 30 percent.

But, the teachers’ unions ,Kenya National Union of Teachers (KNUT) and Kenya Union of Post Primary Education Teachers (KUPPET), vehemently opposed to the proposals terming them a drop in the ocean. The unions claimed there were no talks between them and TSC to come up with the new salary scales; as should be the case during the CBA negotiations.

KNUT then proposed a basic pay rise of between 120 and 200 percent, while KUPPET wanted 30 to 70 percent increment.

For allowances, TSC proposed a 20 percent increment in commuter and leave allowances. On its part, house allowance was to be increased by 10 percent. These proposals were by far much lower than what the unions were proposing.

All these proposals are now null and void as any hopes of a new CBA being signed, any time soon, have been dashed.

Money Management Strategies For Those Working Overseas

by Editorial Team

Managing your finances while living abroad can be challenging. Overseas workers often find their personal wealth suspended across borders, with bank accounts in different countries and income in different currencies. Taxes, transaction fees, currency conversions, and restrictions around opening a bank account are common headaches an overseas worker will likely encounter. As a result, expats working overseas need slightly different money management strategies than the average employee.

Living and working abroad can lead to better opportunities, more income, and the chance to experience new culture. Navigating wealth management comes with a whole new set of considerations. Here are some ways workers living overseas can manage and protect their money for better long-term financial health.

Open a local bank account

A local bank account can help you save money on extensive ATM fees. It’s also a good thing to have for making deposits each time you get paid. When you use a foreign card at an ATM, you’ll not only be charged by your bank but also by the local bank. That can add up quickly: some ATMs charge up to $10 each time you make a withdrawal. A local bank account is a good way to take some of the stress out of managing your cash flow while also saving on fees.

Pay attention to exchange rates

Exchange rates can impact an overseas worker’s take home salary over time. It can also play a role in how an overseas worker budgets for living expenses.

There are two key ways in which a currency exchange rate impacts an overseas worker’s salary. The first way applies more to the employer: it’s how the exchange rate affects the final cost to the employer for an overseas assignment. The second way is the amount of money an overseas worker receives relative to their home currency and the location where they’re spending on living expenses.

When an employee is earning an income in one currency, especially over a long-term assignment, the currency conversion can actually mean they’re earning significantly less (or more!) than they would back home. For example, an American working in South Africa earning and will face currency fluctuations when the rand value decreases or the dollar gets stronger. This means they will not have the same financial security than if they were making USD. To mitigate this risk, negotiate your salary such that the employer takes on the financial burden of changes in exchange rate (up or down), or set your salary based on your home currency.

Find a way to transfer money with low international fees

Whether you’re transferring money to family, trying to allocate funds to multiple bank accounts, paying overseas bills, or simply sending money occasionally, international fees can take a good chunk out of your income. Get the mid-market exchange rate – the midpoint between the buy and sell prices of two currencies – when you send money abroad. Avoid hidden fees, such as the exchange rate fee, that many banks add to an international transaction. And, most importantly, protect your money and accounts by only working with compliant, safe transaction providers. There are international regulations and standards against money laundering that your bank or transfer agent should adhere to each time you need to make a transaction.

Keep your credit score high

Often, moving to a foreign country means losing your credit history. Credit histories are not portable across countries: each time a worker relocates, they will have to re-establish a credit track record. This can have a long term impact on your ability to get a mortgage, a car loan, and even get a cell phone plan.

Establishing a credit score requires historical debt repayment information. As a result, make sure to keep open a credit card from your home country and use it a few times each year. By simply ordering a few things from Amazon or another online retailer, and then paying your bills on time, you can manage to keep your credit strong while working overseas.

Budget for taxes

Taxes get even more complicated as soon as you begin working abroad. Depending on the country and the type of visa you have, you may be responsible for taxes at home and in your working country. The US is one such country where citizens are responsible for filing and paying income tax, even when they live outside the borders. For UK residents, if your business or property is situated in the UK, you will still be responsible for some UK taxes. It’s also important to know what local tax regulations require: in Argentina, for example, joint filing income tax is not an option.

You may be eligible to apply for a foreign tax credit, which can reduce your double-taxation requirements. Check if you qualify for a tax credit before you leave your home country. It also might be worthwhile to work with a local CPA or accountant to make sure you’re filing your overseas tax return accurately and taking full advantage of possible credits and deductions to save money.

Don’t forget to plan for retirement

Between managing living expenses, sending money home, and paying your taxes, the last thing many overseas workers think about is managing their retirement fund. This can be a big mistake down the road.

Before you leave to work abroad, make sure you’re aware of how your time overseas will impact your eligibility for retirement plans both in your host country and home country. “If employment status doesn’t allow for either, it’s sometimes possible to take advantage of tax-deferred retirement opportunities without the employer,” advises one expert. If you’re unsure where you will eventually retire, at the very least, start building an emergency or rainy day fund. This fund can grow over time and eventually become your retirement nest egg. Ask a financial advisor in your home country if there are alternate retirement funds available to overseas workers. For example, British expats could consider a QROPS scheme.

Please take away the maize scandal ‘thieves’- Francis Atwoli prays (video)

The Central Organization of Trade Unions’ (COTU) Secretary General, Francis Atwoli, has sensationally prayed to God to ‘take away’ the perpetrators of the recent maize scandal that hit the National Cereals and Produce Board, NCPB. During a meeting over the weekend at the expansive Rift Valley region, the Fiery COTU boss pleaded to God to eliminate the perpetrators whom he says have caused immense suffering to the local community members by embezzling maize proceeds meant for the farmers.

Atwoli also prayed to God to intervene in the current standoff at the National Services and Security Fund, NSSF, saying an unidentified lady from the Federation of Kenya Employers, FKE, is plotting for his removal from the NSSF board to embezzle the Kshs. 260 billion at the kitty. He did not forget to pray for the President, H.E Uhuru Kenyatta.

FACTORS INFLUENCING AGRICULTURE

INTRODUCTION

  • Farming methods and systems vary from one part of the country to another. Although two regions may have similar ecological conditions their productivity may still vary.
  • Agriculture production is influenced by many external factors that causes difference in the level of production in plants and animals production

Agricultural production is influenced by external factors which include:

  1. Human factors
  2. Biotic factors
  3. Climatic factors
  4. Edaphic factors.

  1. HUMAN FACTORS

These are human characteristics which affect the way decisions are made and operations carried out.

  1. Level of education and technology:
  • Level of education affects farming activities among developing countries
  • Low level of education leads to sluggish development due to dependence on fate superstitions and tradition
  • High level of education helps in observation interpretation and solving of problems in agriculture
  • High level of education is useful in mechanization of varius activities and minimization of cost use of right types of inputs and amounts decision making diagnosis of diseases
  • Skills
  • Technological advancements .

  1. Human health/hiv-aids:

These affect the strength, the vigor, vision and the determinationTo work.

HIV/AIDS is the biggest threat to human health today and has long Lasting effects on agriculture.

Negative impacts of HIV/AIDS in agriculture

  • Shortage of farm labour.
  • Loss of family support.
  • Low living standards leading to despondency and hopelessness.
  • Increased criminal activities.
  • More time spent by the Government and NGO’s in Carring for the sick.
  • Low food supply

  1. Economy;
  • Economic activities such as collapse of cooperative movements and factories have affected sale of farm produce
  • Liberation of Kenyan economy and world trade has led to dumping of cheaply produce and cheaply imported goods into uor local market flooding of such goods into uor local market has lead to drop in prices of our locally produced goods thus affecting farmers.
  • Some companies have been forced to close down leading to lack of job opportunities.
  • Kenyan farmers have produced high quality produce in order to complete locally and in the international markets.
  • Kenya can benefit from liberation by diversification ie by produsing a variety of agricultural commodities from its wide range of ecological zones
  • Stability in the countries’ economy affect agricultural production.

  1. Government policy:
  • These are governmental laws which have been enacted to protect farmers, land and livestock.
  • The government can sustain agriculture through policies such as conservation of natural resources like forests ,soil and wild life to attract tourism which provide market for agricultural products

They include:

  • Food policy
  • Policies on control of livestock parasites and diseases. By imposing quarantine
  • Policies on marketing of both local and export products and others.
  • Reduced taxation on farm inputs and subsidizing agricultural production
  • Quality controle to ensure production and marketing of quality goods

  1. Transport and communication:
  • For agricultural goods to move from the farm to the consumers.
  • Means of transport and communication affect agriculture in many ways for example without such means a lot of produce will rote in the farms thus affecting farmers income.
  • Aeroplanes are always an important means as they offer quick and efficient transportation of highly perishable horticultural produce.
  • Electronic media as a means of communication helps in access to awider market for agriculture produce.

  1. Cultural practices and religious beliefs:
  • This entails what people produce what they consume Some pastoral community depends on meat and milk while others depends on crops.
  • These activities hinder important changes in a society that may bring agricultural development.

  1. Market forces:
  • Demand and supply forces as well as other factors which affect prices of commodities in a free market.
  • This may either encourage or discourage production of sertain goods because buyers are willing to buy when prises are low and producers are willing to sell when prices are high.in a free market economy prices are influenced in both local and international markets by forces of supply and demand.

  1. BIOTIC FACTORS

These are living organisms which affect agricultural production.

  1. Pests

Destructive organisms which destroy crops. In the following ways

  • Feeding on part or whole plant
  • Transmitting crop diseases
  • Injuring crop parts as they feed hence exposing it to secondary infection
  • Increase cost of production when measures to control them are taken.
  1. Parasites
  • These are invertebrates which live in or on other living organisms and cause harm to them.

  1. Decomposers
  • Organisms which act on plants and animal tissues to form manure.

  1. Pathogens
  • Micro-organisms which cause diseases.
  • They reduce both quality and quantity of agriculture produce egbacteriea

  1. Predators
  • Animals that kill and feed on other animals. Some are usefull to the farmer as they can be used to control pests.

  1. Pollinators
  • They transfer pollen grains from the stamens to the pistil of a flower.
  • Cross pollination helps in production of new and improved varieties of crop.

  1. Nitrogen fixing bacteria

They are micro-organisms which convert atmospheric nitrogen to nitrates ready for use by the plants.

  1. CLIMATIC FACTORS (WEATHER ELEMENTS).
  • Climate refers toweather condition of a particular place which have been observed and recorded for a period of over 30yrs
  • Weather – Atmospheric conditions of a place at a given time period.
  • Climate – weather conditions of a place observed and recorded for a period of 30-40 years

Specific part of climate that is influence agriculture are

  • Rainfall,
  • Temperature,
  • Wind,
  • Relative humidity

.

  1. Rainfall

Supplies WaterWhich is necessary for the life process in plants and animals.

  • Which makes the plant turgid hence provides support.
  • Acts as a solvent for plant nutrients.
  • Cools the plant during transpiration.
  • Used as a raw material in photosynthesis.

When plants lack enough water they respond in different ways as follows:

  • By closing the stomata to restrict water loss.
  • Hastens maturity.
  • Some will roll their leaves.
  • Other plants have developed permanent adaptation to water stress such as:
  • Growing needle like leaves.
  • Develop fleshy leaves for water storage.
  • Develop long roots.
  • Wilting and death in extreme conditions.

Important Aspects of Rainfall:

  1. Rainfall reliability
  • This is the dependency on the timing of the onset of the rains.
  • Ability of rainfall to follow the expected patterns as determined by metrological timing eg long rains begin in march –april and short rains occure in oct-nov.
  • Failure leads to massive crop failure and domestic animals die.

  1. Amount of rainfall;

Refers to Quantity of rain that falls in a given area within a given year.

Used to determine whwt crop suit the area in question.

  • Rainfall distribution
  • Refers to the spread of rainfall within the year
  • The number of wet months in a year.

  1. Rainfall intensity;

Refers to the Amount of rainfall that falls in an area within a period of 1 hour.

  1. Temperature
  • This is the degree of hotness or coldness of a place measured in degrees Celsius.
  • Cardinal range of temperature is the temperature required by plant to grow and thrive well.
  • Optimum range of temperatures – the best temperature for the best performance of plants.

Effects of Temperatures on Crop Production:

  1. Low temperatures:
  • Slow the growth rate of crops due to slowed photosynthesis and respiration.
  • High incidences of disease infection.
  • Improves quality of crops such as tea and pyrethrum.
  • Reduce quality of some crops eg sugar cane and pineapple

  1. High Temperatures
  • Increase evaporation rate leading to
  • Hastens the maturity of crops.
  • Increase disease and pest infection.
  • Improves quality of crops such as pineapples, oranges and pawpaws.

  1. Wind
  • Wind is moving air.

Good effects of wind include:

  • Seed dispersal
  • Cooling of land
  • Pollination in crops
  • Brings rain bearing clouds

Negative effects of wind:

  • Increases the rate of evaporation of water.
  • Causes lodging of cereals and distorts perennial crops.
  • Increases evapo-transpiration.
  • Spreads diseases and pests.
  • Destroys farm structures.
  1. Relative humidity
  • The amount of water vapour in the air
  • Affects the rate of evapo-transpiration.
  • Forms dew which supplies soil with moisture under dry conditions.
  • High humidity induce rooting in cuttings.
  • Increases disease multiplication and spread.

  1. Light

Provide radiant energy harnessed by green plant for photosynthesis.

Important aspects of light:

  1. Light intensity ;

The strength with which light is harnessed by chlorophyll for photosynthesis.Increased light intensity increases photosynthesis hence more plants are found where light is intence .this increases availability of food for livestock

  1. Light duration;
  • The period during which light is available to plants per day.
  • Plant response to light duration is known as
  • Plants are therefore classified into;
  • Short-day plants – require less than 12 hours of daylight to flower and
  • Long-day plants – require more than 12 hours of daylight to flower and seed.
  • Day-neutral plants require 12 hours of daylight to flower and seed.
  • Light wavelength;
  • This is the distance between two – successive crests of a wavelength.
  • It dictates the difference between natural and artificial light.
  • Chlorophyll absorbs certain wavelengths of light. Therefore wavelength affect photosynthesis and hence distribution of plants and animals.

  1. EDAPHIC FACTORS INFLUENCING AGRICULTURE
  • These are soil factors.
  • Soil is the natural material that covers the surface of the earth,
  • Made of weathered rock particles and decomposed animal and plant tissues, and on which plants grow.

Importance of Soil

Provides anchorage to the plants by holding their roots firmly.

  • Provides plants with mineral salts/ nutrients which are necessary for their growth.
  • Provide the plants with water.
  • Contains oxygen necessary for respiration of the plants and soil micro-organisms.

Soil Formation:

  • Soil is formed through weathering process.
  • Weathering is the breakdown and alteration of the parent rock near the surface of the earth to a stable substance.
  • Weathering process is a combination of disintegration (breakdown) and synthesis (build up) process.
  • Weathering process is continuous.

Types of Weathering

  • Physical weathering
  • Chemical weathering
  • Biological weathering

Agents of Weathering

  • Physical Agents of Weathering
  • Include wind, water, moving ice and temperature.
  • Wind – carry materials which hit against each other to break into fragments.
  • Water – intensity of rainfall causes breakdown of rock.
  • Moving ice – has grinding effects which tear off rock particles.
  • Extreme temperature cause rocks to expand and contract suddenly peeling off their surface.

Chemical Weathering

Affects the chemical composition and structure of the rock.

Involves processes such as ;

Hydrolysis,

Hydration,

Carbonation

Oxidation.

Hydration;

The process by which soluble minerals in the rocks absorb water and expand weakening the rock thus leading to disintegration.

Hydrolysis;

The process whereby water dissolves soluble minerals in the rock weakening it.

Oxidation;

The reaction of rock minerals with oxygen to form oxides which break easily.

Carbonation;

The process whereby carbonic acids formed when rain water dissolves carbon dioxide,

It reacts with calcium carbonates in limestone causing it to disintegrate.

Biological Weathering

  • This involves the action of living organisms, plants and animals on the rocks.
  • Burrowing animals, for example, termites and moles bring soil particles to the surface exposing them to other agents of weathering.
  • Big animals like, elephants, buffaloes, camels and cattle exert a lot of pressure on the rocks as they step on them due to their heavy weights causing the rocks to disintegrate.
  • Earthworms take part in the decomposition of plant matter with the soil particles.
  • Man’s activities like, mining and quarrying expose rocks to the surface during excavation. These activities breakdown large rocks into smaller rock particles.
  • Plant roots force their way through the cracks in the rocks thus widening and splitting them.
  • Humic acids formed when plant tissues decompose react with the rocks weakening them further.
  • Plant remains-decompose adding humus into the soil.

Factors influencing soil formation

  • Climate- (rainfall, temperature and wind)
  • Biotic factors – living organisms.
  • Parent material- Nature and properties of the original rock from which the soil is formed.
  • Time – length of time during which the soil forming processes have taken
  • Topography – influences the movement of disintegrated materials.

SOIL PROFILE

Definition of soil profile

  • It is the vertical arrangement of different layers of soil from the ground surface to the bedrock.
  • These layers are also referred to as
  • The layers show differences in their contents and physical properties such as colour, texture and structure.
  • The layers include: organic matter region, top soil, sub-soil, weathered rocks and parent material.

Characteristic of different soil layers

  1. Superficial layerOrganic Matter Region/
  • First layer of the soil found on the surface.
  • Made up of leaves and other plant remains at various stages of decomposition.
  • Some soil organisms may also be found here.
  1. Top Soil/horizon A

Plants typically lay the majority of their roots in this zone

  • Has a dark colour due to the presence of humus.
  • Is rich in plant nutrients and well aerated. And contain active living organisms
  • It is a zone of maximum leaching (zone of eluviations)

  • Sub-Soil/horizon B
  • It is compact and less aerated.
  • It is a zone of accumulation of leached material (zone of aluviation) from the top layers.
  • Deep rooted crops have their roots growing up to this region.
  • Hard pans normally form in this layer
  1. Weathered Rocks/horizon C
  • It is also called substratum.
  • Rocks at various stages of disintegration are found in this zone.
  • Most of the materials found in this zone originate from the parent rock.

  1. Parent Rock/horizon D
  • It exists as a solid mass which is un-weathered.
  • It is the source of the inorganic composition of the soil.
  • The water table is on the surface of this rock.

Difference between soils formed in situ and deposition

  • Soil formed in the same place and remains there is said to be in situ.
  • However, soil can be formed due to deposition of soil particles carried from its original site of formation to another area which is usually in the lower areas of slopes.
  • Such soils are said to have been formed through deposition.

Soil Formed in Situ Soil Deposited
l.Has the colour of the parent rock 1. Has the characteristics of when: it came from.
2. Shallower 2. Deeper
3. Less rich in plant nutrients 3. Richer in plant nutrients
4. Easily eroded 4. Not easily eroded
5. Less silty 5. More silty
6. Have the same chemical composition 6. Differ in chemical composition from the
as that of the underlying parent rock. underlying parent rock.

Water in the soil exists in three forms namely:

  • Superfluous/Gravitational Water
  • Found in the large spaces (macro-pores) in the soil particles.
  • Held by gravitation forces.
  • When the pores are saturated, the soil is said to be waterlogged.
  • It moves and may cause leaching.

  • Hygroscopic Water
  • Water found in thin films on the soil particles.
  • Held by strong adhesive forces between water and soil particles.
  • Does not move and hence not available for plant use.

  • Capillary Water
  • Occupy micro-pores in the soil particles.
  • Held by cohesive forces between water molecules.
  • Moves through capillary action
  • Available to plants for use.

PHYSICAL PROPERTIES OF SOIL

  • Soils containing a lot of iron are brownish, yellowing and reddish in colour.
  • Soils with a lot of silica are white.
  • Soils with a lot of humus are dark or grey.

Soil pH

  • This refers to the acidity or alkalinity of the soil solution/the concentration of hydrogen ions in the soil solution.
  • Soil pH is determined by the concentration of hydrogen ions (H+) or the hydroxyl ions (OH) in the soil solution.
  • A pH of less than 7 means that the soil is acidic.
  • A pH of more than 7 means that the soil is alkaline.
  • As the hydroxyl ions (OH) in the soil increase the soil becomes more alkaline.

Influence of Soil pH Crop Growth

  • It determines the type of crop to be grown in a particular area.
  • Most crops are affected by either very acidic or very basic soil pH.
  • Soil pH affects the choice of fertilizers and the availability of nutrients to crops.
  • At low pH the concentration of available iron and aluminium in the soil solution may increase to toxic levels, which is harmful to plants.
  • Very acidic or low pH inhibit the activity of soil micro-organisms.

2022 Kcse, KCPE examiners to receive pay this week

The Government will start paying dues owed to examiners of the 2022 Kenya National Examination Council (KNEC) national examinations, Education CS Ezekiel Machogu has said.

CS Machogu said the Sh. 2 billion had been set aside for that purpose to ensure all outstanding dues were paid to the KNEC examiners, contracted officials, and suppliers.

Speaking on Saturday at Kangaru School in Manyatta Constituency, Embu, during the inaugural Education Day by area MP Gitonga Mukunji, the CS said going forward his ministry will prioritize prompt payment to examiners to ensure no such delays will be experienced again.

He said the delay was occasioned by a cash crunch at the council that forced it to maintain the pending bill for over six months from the time the exercise was completed.

Machogu said they had already started paying contractors who undertook the construction of Competence Based Curriculum (CBC) classes their dues amounting to Sh. 2.5 billion.

He at the same time said the ministry will be employing 25,000 teachers this financial year in addition to the 30,000 employed last year to reduce the student-teacher ratio.

“We are committed to keep improving the quality of our education by ensuring we have enough teachers in our schools,” he said

He hailed the program initiated by the MP that will see learners in secondary school given career guidance and counseling by various stakeholders and professionals as a game changer in shaping the future career paths of young minds.

The CS called on other constituencies to follow suit to equip students with career knowledge early enough.

MP Mukunji said the program will be an annual event that will also be used to award the best-performing schools and students in academics.

He rooted for a return to the ranking of schools in national examinations, saying it will bring back the spirit of competition which was good for learners.

“The schools performing poorly will be challenged to work harder while best performers will equally have to put more effort to maintain their position,” Mukunji said.

He further said he had initiated a digitization program in all public primary and secondary schools to equip learners with technological knowledge early in life that will also expose them to the world of online jobs.

Mukunji said the project will involve putting up computer laboratories with internet connectivity.

Other leaders present during the occasion include EALA Member Godfrey Maina and Gatundu South MP Gabriel Kagombe.

Farmers get 300,000 bags of cheap fertilizers from Government

The National Cereals and Produce Board (NCPB) has distributed 307,200 bags of 50 kilograms each out of the 426,000 bags of government-subsidized DAP planting fertiliser through its depots for sale to registered farmers in various parts of the country for the short rains.

NCPB Managing Director (MD) Joseph Kimote said that the subsidised DAP fertiliser which is retailing at Sh 3,500 per 50 kg bag is part of the total 1.4 million bags of assorted varieties of fertilisers for the 2022/2023 short rains season.

“By distributing the fertiliser with support from the Ministry of Agriculture, Livestock, Fisheries and Cooperatives, the board is implementing the Presidential directive on the provision of subsidised planting fertiliser to farmers for the short rains season so as to boost food security. The programme was publicly launched by Deputy President Rigathi Gachagua on 22nd September 2022,” said Kimote.

He explained that while the distribution of DAP planting fertiliser is ongoing, plans are underway to avail CAN/Urea top-dressing fertilisers and Agricultural Lime to farmers.

“In order to infuse inclusivity into the supply and distribution of subsidised fertiliser, the Board has invited bids from manufacturers and distributors of fertilisers to supply both soil and crop specific fertiliser blends for planting and topdressing. These fertilisers will also be distributed under the subsidy programme,” said Kimote.

He highlighted that the crop-specific fertiliser blends will also benefit registered tea and coffee farmers who are not covered under the KTDA and the New KPCU distribution frameworks respectively.

According to Kimote, the board is working closely with the Council of Governors (CoG) to enhance distribution of the subsidised fertiliser by availing it closer to farmers at the grassroots through the counties’ outlets.

“In this regard, the board will open county government-supported satellite-selling centres nearer to farmers for ease of access,” said Kimote.

He continued: “As the CoG works to ensure efficiency in the registration of farmers, NCPB in consultation with local leadership is sensitizing farmers on the ongoing subsidised fertiliser distribution. Further, the board is constantly interacting with farmers and other members of the public through social media and vernacular radio station engagements to enhance the uptake of the subsidised fertiliser. We, therefore, urge farmers to register with their respective ward Agricultural Officers so that they can benefit from the GOK subsidised fertiliser.”

Kimote said that the CoG and their respective county administrators are critical partners in oversighting the subsidised fertiliser distribution exercise while the National Government Administration Officers (NGAO) on their part, are monitoring the exercise and providing overall security for the programme.

Relieve as KNEC pays 2018 examiners

The Kenya National Examinations council, KNEC, has disbursed payments to examiners who marked the 2018 Kenya Certificate of Secondary Education, KCSE, examinations. The examiners who had been promised their full payments immediately after the marking exercise, in December, had to wait a little bit longer. The 2018 KCSE examinations were marked between 1st December and 15th December, 2018 at various centres in Nairobi.

The Council rolled out the payments last evening when the examiners started receiving their dues via their mobile phones, M-Pesa. Examiners are paid at different rates depending on the numbers of scripts marked and the subject.

The examiners marked scripts for 660,204 candidates in the 28 subjects examined by KNEC and whose results were announced by the Education Ministry’s cabinet Secretary, Dr Amina Mohammed.

Elsewhere, the registration exercise for this year’s Kenya Secondary of Education, KCSE, and Kenya Certificate of Primary Education, KCPE, has kicked off. The exercise is expected to run from 2nd January to 15th February, 2019.

According to KNEC, all candidates must be registered where they have been learning. “Registration in two centres (double registration) will be treated as an examination malpractice,” warns KNEC, through a circular dated 26th November, 2018.

The KNEC E-Capture system that is used for registration of KCPE and KCSE candidates

Here are the key highlights from the Circular, regarding this year’s registration exercise:

  • REGISTRATION PERIOD: The registration exercise will be executed between 2nd January and 15th February, 2019.
  • NUMBER OF CANDIDATES PER CENTRE: Any school that has between 6 and 15 candidates will be hosted by another centre.
  • REGISTRATION PORTAL: Head Teachers and Principals are expected to log onto the KNEC portal at https://www.knec-portal.ac.ke  to upload candidates’ registration details.
  • NO DOUBLE REGISTRATION OF CANDIDATES: All candidates must be registered where they have been learning. Schools will not be allowed to register their students in more than one examination centre; as this will be treated as an examination malpractice.
  • ISSUANCE OF INDEX NUMBERS: All candidates shall be issued with index numbers as per the school’s admission register. Schools have been warned against issuing index numbers based on merit in examinations.
  • KCSE PRIVATE CANDIDATES: All KCSE private candidates shall be registered at the Sub- county Director of Education.
  • EXAMINATION FEES: The government of Kenya shall pay examination fees for all candidates in public and private schools; except repeaters, non citizens and private candidates registering at the sub- county private examination centres.
  • LATE REGISTRATION: There shall be no late registration. Candidates whose details would have not been captured by 15th February, 2019 will have to register in 2020.
  • VERIFICATION OF CANDIDATES’ REGISTRATION DETAILS: Verification of registration data will take place between 18th and 28th February, 2019.

KAGUMO EARLY HISTORY

The present Kagumo TTC –which started as a primary school- has a long history as an institution of learning; a history that stretches back towards the early years of the 20th century. The land parcels on which the college stands were acquired for institutional purposes through the intervention and mediation of the African council in the late 1920s.

However, the actual construction of the first buildings – offices for the principal – began in 1930. One, Mr. Carr, was the first contractor for the institution.

This institution opened doors with a humble enrolment of eight (8) students and a small staff of six (6) for the primary teachers’ training college in 1944.

Later, it expanded to cater for an increased demand for teachers in the country. This significant expansion was strengthened further when Kagumo became an academic complex through the introduction of a secondary school wing in 1949.

The primary, secondary and college academic programmes harmoniously co-existed until 1960 when it became necessary to restructure the physical co-existence.

Consequently, the primary school wing was renamed as ‘Kiambuiri primary school’ and was relocated to an adjacent parcel of land where it stands to-date. At the same time, the secondary school section was shifted to a new location in the Kiganjo area of Nyeri.

However, its name remained as ‘Kagumo High School’. The original institutional facilities were left for the expansion of Kagumo TTC. The growth went on successfully and by 1982 the college had produced 6,661 qualified primary school teachers.

KUPPET- This is why we are opposed to KNUT over the recent court ruling

The Kenya Union of Post Primary Education Teachers, KUPPET, has come out to defend its stand against the recent win by sister union the Kenya National Union of Teachers (KNUT). According to KUPPET, the ruling by the Labour Relations court over teacher promotions would jeopardize implementation of the current Collective Bargaining Agreement; leading to unprecedented reversal in the financial gains accrued to teachers.

Hot news; A list of new allowances and salaries that kuppet wants TSC to give teachers

Below is a presser by Moses Nthurima, the acting Secretary General- KUPPET;

‘PRESS STATEMENT- 18 JULY 2019

Following the appeal filed by the Teachers Service Commission in the judgment of Petition No 151 of 2018 rendered by the Employment and Labour Relations Court last week, KUPPET has instructed our lawyers to enjoin in the suit in order to protect its members.

The union’s main goal in the suit is to protect the gains under the CBA, signed in 2016, which had been put at risk by the judgment. The court’s orders provided a window for the employer to roll back multiple gains teachers had secured under the 2016 CBA.

The unraveling of the CBA would imperil the union’s leverage in negotiating an expanded CBA for 2021-2025, which KUPPET has already submitted to TSC. Specifically, the union sought better terms, salaries and promotions for lower cadres such as Job Groups J, K, L and M.

In addition, over the last several months, KUPPET has communicated to the employer and the public terms that should apply to teachers under the new CBA. These include harmonization of house allowances based on Job Groups rather than regions of service; risk allowances; over- time allowances; higher commuter, medical, hardship, leave and responsibility allowances; and per-diems for out-of-station work as stipulated in the Human Resource Policies and Procedures Manual for the Public Service, which is applicable throughout the government spectrum.

KUPPET’s overriding mission in this case will be to remove any loopholes for the employer to negatively vary the current earnings of our members and ensure that working conditions for teachers get better, not worse, in any circumstance.’
