How to carry out Lesson Observation on the new TPAD 2 portal

Lesson observation is a mandatory requirement in the new TPAD 2 system by TSC. All teachers must undergo lesson observation while delivering in class. It involves carrying out a formal scrutiny of teaching/learning while it is taking place in a classroom or other learning environment.

How to undertake Lesson Observation in the TPAD 2 Online System

The lesson Observation tab can be found under the self appraisals tab for the appraisees, once you log in.

You can send the appraiser a request to be observed by clicking on ‘REQUEST OBSERVATION’ tab.

A message requesting for the lesson observation would be crafted. Once the message is crafted, you are required to send the request. This will appear in the notification part of the of your window.

How the Appraiser will carry out Lesson Observation.

Once logged in, the appraiser can access 3 areas:

  • My lesson Observation,
  • Create Lesson Observation and
  • New Observation.

Now, proceed as follows;

  • The appraiser is required to Click on the ‘New Observation’ tab.
  • Once the appraiser clicks the new Observation tab, a pop up page will appear.
  • The appraiser is required to click on New Record whereby he/she will be required to add data on: Class/Form, Subject, Subject Topic, Lesson Topic, Number of Learners and Observation Date. Click on ‘Add record’ when done.
  • Locate the ‘OBSERVE’ tab on the page. Click the tab and complete the lesson observation sheet, online. When filling in the Observer’s Comment avoid word like good, excellent etc. Rather, describe what is observed in each area.
  • Next, fill in the Observer’s Summary Report that provides a brief version of what the observer has noted. Another area to be completed is the Observer’s recommendation that shows the strengths and gaps that have been observed.
  • Click on ‘Save observation marks’ to upload the record.
  • Once data is saved successfully, the status of the observation on the page will change to “COMPLETED”.
  • With this, you will be sure that the Lesson observation has been successful.

To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

TSC extends TPAD data upload deadline for term 3, 2018- few teachers have uploaded the data so far

The Teachers Service Commission, TSC, has extended the deadline for uploading term three (2018) teachers’ appraisal data. The deadline for uploading the data had earlier been set to be 10th December, 2018, for both the appraisee and appraiser. Teachers fill termly Teacher Performance Appraisal and Development, TPAD, data into the Commission’s online portal at https://tpad.tsc.go.ke:83; after filling the manual TPAD tools.

The latest move has been informed by the low numbers of teachers who have already fed their data into the platform; considering most of them are currently involved in the marking of the Kenya Certificate of Secondary, KCSE, examinations. The online portal has had a myriad of challenges already; suffering from constant down times.

The new deadline has now been set for 6th January, 2019, for both the individual teachers (appraisees) and their appraisers. The future of the appraisal exercise by TSC remains bleak after the Attorney General indicated that teachers’ Quality Assurance process is not the mandate of TSC. The Kenya National Union of Teachers, KNUT, is also opposed to the exercise that it terms ‘a waste of teachers’ quality time’. The Commission has, though, maintained a hard line stand saying the Appraisal exercise is here to stay. According to TSC, the appraisal is ingrained in the 2016-2021 Collective Bargaining Agreement, CBA, entered into by the TSC and the teachers’ unions.

Another contentious issue, yet to be resolved, is that of the AON-MINET insurance scheme for teachers. A section of teachers feel they are not getting quality for the money deducted monthly towards the ‘fraudulent’ scheme. TSC recently, in October this year, renewed the AON-MINET contract for another one year disregarding the protests from teachers. Other issues causing ripples in the teaching fraternity are: delocalization of teachers and promotions for teachers on attaining higher qualifications.

TSC extends deadline for filing teachers’ TPAD data

The Teachers Service Commission, TSC, has extended the deadline for submitting teachers’ appraisal reports for first term, 2019. The initial deadline that had been set for Sunday 5th May, 2019, has been extended by 25 days. The new deadline shall be 30th May, 2019, for both Appraisers and Appraisees.

This latest development comes even as the Kenya National Union of Teachers, KNUT, holds on to its hard-line position; against the appraisal system. The system has received opposition as teachers spend long hours feeding the data onto the system at the expense of teaching. The system also faces serious bottlenecks; as it can not sustain high traffic.

TSC appraisal portal, TPAD, experiencing hitches as many teachers are yet to file data ahead of set deadline

The Teachers Service Commission, TSC, online appraisal system is experiencing serious run time errors. The Teachers Performance Appraisal and Development, TPAD, system is unaccessible meaning teachers who are yet to file their 2019 term two data may not be able to do it after all, as the deadline nears.

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission will use data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 2 have until Tuesday 17th September, 2019 to do so. This is the deadline for both the Appraisee and Appraiser. The system has been experiencing downtimes with the Commission being forced to push the deadlines ahead; in the past. The current system downtime is causing anxiety among teachers who now want the Commission to extend the deadline.

Meanwhile, TSC has reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.
To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

The Commission requires teachers to upload their termly appraisal data via the Teacher Performance Appraisal and Development (TPAD) portal.
