The Kenya National Examinations Council (KNEC) is a state corporation established through an Act of Parliament (Cap 225A, Laws of Kenya) which was repealed by the Kenya National Examinations Council Act No. 29 of 2012, to conduct school and post school examinations within Kenya as it may consider desirable in the public interest and to award certificates or diplomas to successful candidates in such examinations. The Council invites applicants from self- motivated and qualified professionals for the following vacant positions

1.0 DEPUTY DIRECTOR, HUMAN RESOURCE MANAGEMENT AND ADMINISTRATION, EC GRADE 3 – (1 POST) Re-advetisement
1.1 Job Description;
The duties and responsibilities of the officer will entail:
i) Coordinating the development and implementation of strategies, policies and procedures in the Department;
ii) Providing leadership so as to foster a culture that promotes teamwork, innovativeness and efficiency in service delivery;
iii) Analyzing and implementing recommendations on optimal staffing levels for effective succession planning;
iv) Coordinating effective implementation with all legislative requirements to ensure compliance;
v) Providing human resource technical expertise to the Management Advisory Committee;
vi) Coordinating the implementation of the staff recruitment, training and development, performance management, compensation and staff welfare programs;
vii) Coordinating the provision of support functions and services within the Council such as transport , records management and hospitality services and estate management;
viii) Coordinating the implementation of performance contracting targets, work plans and performance reporting;
ix) Coordinating and monitoring Departmental budgets and procurement plans;
x) Ensuring risk mitigation measures are in place;
xi) Ensuring office accommodation and facilities for all Council employees;
xii) Ensuring implementation of employee health and safety programmes;
xiii) Coordinating identification of unserviceable and obsolete assets;

1.2 Requirements for the position
For appointment to this grade, a candidate must have:
i) Masters Degree in Human Resource Management, Business Administration with a Human Resource Management or equivalent qualification from a recognized Institution OR Masters Degree or its equivalent qualifications in any of the following fields: Business Management, Public Administration, Finance, Commerce, Human Resource Management, from a recognized Institution;
ii) Bachelors Degree in Human Resource Management or equivalent qualification from a recognized Institution; OR Bachelors Degree in Social Sciences/Business Administration/Commerce with Diploma (KNEC) in Human Resource Management or equivalent qualification from a recognized Institution;
iii) Management Course lasting not less than four (4) weeks from a recognized institution;
iv) Minimum of ten (10) years relevant work experience three (3) years of which should have been at the level of management OR served as Assistant Director, Human Resource Management, EC Grade 4/or Assistant Director, Administration EC Grade 4 for three (3) years ;
v) Membership to a professional body;
vi) Demonstrated merit in work performance;
vii) Proficiency in computer application;
viii) Fulfill the requirements of Chapter Six of the Constitution.

2.0 EXAMINATIONS OFFICER – (LEGAL STUDIES), EC GRADE 7 (1 POST) Re-advertisement
The officer at this level will report to an Assistant Director, Examinations;
2.1 Requirements for the position
For appointment to this grade, a candidate must have:
i) Bachelors Degree in Education specializing in Legal Studies from a recognized institution OR Bachelors Degree in a relevant discipline plus a Post Graduate Diploma in Education from a recognized institution OR a Higher Diploma in a relevant discipline and a Diploma in Technical Education from a recognized institution;
ii) Minimum of 5 years relevant work experience in teaching Legal Studies at College level;
iii) Evidence of being well grounded in theory and application of Examination Administration, Psychometrics, Curriculum Design and Educational Assessment, Research, Setting, Marking and Moderation of examinations;
iv) Proficient in computer applications;
v) Fulfill the requirements of Chapter Six of the Constitution;
vi) Demonstrated competence and merit in work performance;

2.2 Key Competencies, skills and attitudes

3.0 EXAMINATIONS OFFICER – (BUILDING & CIVIL ENGINEERING), EC GRADE 7 (1 POST) Re-advertisement
The officer at this level will report to an Assistant Director, Examinations;
3.1 Requirements for the position;
For appointment to this grade, a candidate must have:
i) Bachelors Degree in Technology specializing in Building and Construction Management or Civil Engineering with post Graduate Diploma in Technical Education from a recognized institution OR Bachelors Degree in a relevant discipline plus a Post Graduate Diploma in Education from a recognized institution OR a Higher Diploma in Building and Civil Engineering and a Diploma in Technical Education from a recognized institution;
ii) Minimum of 5 years relevant work experience in teaching Building and Civil Engineering at College level;
iii) Evidence of being well grounded in theory and application of Examination Administration, Psychometrics, Curriculum Design and Educational Assessment, Research, Setting, Marking and Moderation of examinations;
iv) Proficient in computer applications;
v) Fulfill the requirements of Chapter Six of the Constitution;
vi) Demonstrated competence and merit in work performance;

4.0 EXAMINATIONS OFFICER – (FINANCE & BUSINESS STUDIES), EC GRADE 7 (1 POST) Re-advertisement
The officer at this level will report to an Assistant Director, Examinations;
4.1 Requirements for the position;
For appointment to this grade, a candidate must have:
i) Bachelors Degree in Education specializing in Finance & Business Studies OR Bachelors Degree in a relevant discipline plus a Post Graduate Diploma in Education from a recognized institution OR a Higher Diploma in Finance and Business Studies with a Diploma in Technical Education from a recognized institution;
ii) Minimum of 5 years relevant work experience in teaching Finance & Business Studies at College level;
iii) Evidence of being well grounded in theory and application of Examination Administration, Psychometrics, Curriculum Design and Educational Assessment, Research, Setting, Marking and Moderation of examinations;
iv) Proficient in computer applications;
v) Fulfill the requirements of Chapter Six of the Constitution;
vi) Demonstrated competence and merit in work performance;

The Kenya National Examinations Council, KNEC, opened its online platform on 1st March, 2019 for schools to capture the 2019 Kenya Certificate of Secondary Education, KCSE, project marks. Schools presenting candidates for group four subjects have up to the 31st of March, 2019, to upload the projects’ scores and pictorial evidence for Milestone one.

According to an earlier circular by KNEC, the subject teachers are expected to upload candidates’ scores and pictorial evidence (portfolio) on the project portal; at the end of each milestone. The Pictorial evidence should be photographs of the candidates with their work, in either Graphics Interface Format (.gif) or JPEG (.jpg) format (These two are photograph formats obtained by using a digital Camera). In Agriculture, for instance, students will be photographed in their full school uniforms. They will be expected to stand alongside their plots, the Subject teacher and Principal.

Subjects whose scores are to be uploaded onto the portal are:
1.Art and Design (442/3 2D Project,
2.Agriculture (443/3),
3.Woodwork (444/2),
4.Metalwork (445/2),
5.Building Construction (446/2) and
6.Computer Studies (451/3). The areas to be assessed have been indicated on the marking schemes.

HOW TO UPLOAD MILESTONE ONE SCORES AND PICTORIAL EVIDENCE

To upload scores for each candidate and pictorial evidence for all the learners:

  1. Access the KNEC portal at knec-portal.ac.ke
  2. On the home page, click on ‘PROJECTS’
  3. Log onto the system by providing the User Name and Password (as used during the registration process)
  4. Select the subject and then click on ‘GET FILE’. This will display a list of all students registered for that particular subject.
  5. Enter the score for each candidate alongside their names in the column labelled ‘MARKS’. Click on ‘POST’ once through.
  6. Next, you will be expected to provide a photo of the project. Ensure a photograph of the students has been shot and stored in your local location (Phone or Computer memory). Ensure you observe the guidelines accompanying the shooting of the photographs like the format to be used.
  7. Now, click on ‘CHOOSE FILE’. Locate your photograph as stored on your storage and click on it; so as to be loaded onto the portal.
  8. Finally, Click on ‘SAVE AND PREVIEW’.
  9. Note that if any student is missing on the online generated printout, then list such a student (s) manually on the printout with a red pen. The printout is generated by using the ‘REPORT’ tab once the scores have been entered.
