List of tasks that teachers have to perform online in term three, 2019; Your Guide

Schools have resumed for a short but busy final term of 2019; term three.
The term will now run for eight weeks only with schools expected to close by October 25, 2019 for the long November/ December holidays There are a number of tasks awaiting to be completed by teachers this term. Apart from teaching and evaluating learners, a number of online tasks are awaiting the tutors. In this guide, we provide a list of the tasks and guides/ links on where and how to execute the tasks.

Here are the tasks:

1). TPAD APPRAISAL DATA SUBMISSION

Teachers are expected to submit their performance appraisal data online. The data which is due for submission is for Term 2, 2019 and whose Deadline is 17/9/2019 for both appraisees and appraisers. This can be accomplished by clicking on the link below:

5). UPDATING NEMIS
Capture all learners who have recently acquired birth certificates in your schools. Also update any gaps on electricity status, staff and acknowledgement receipts. This can be done by accessing the nemis portal at; https://nemis.education.go.ke/

6). National Examinations

This year’s Kenya Certificate of Secondary Education, KCSE, Exams are expected to kickoff proper on Monday November 4, 2019 and end on Wednesday November 27, 2019.

On the other hand, the Kenya Certificate of Primary Education (KCPE) exams will commence on Tuesday 29th October, 2019 and end on Thursday 31st October, 2019.

7). TSC Recruitment

The Teachers Service Commission, TSC, is in the process of recruiting an additional 5,000 teachers so as to try and bridge the huge staff shortfalls occasioned by influx of large number of learners to Secondary schools; following the Government’s 100 percent transition policy. The County Selection process will run from Monday 2nd September, 2019 to Friday 13th September, 2019. Successful recruits are expected to report to their stations by Monday 28th October, 2019. 8). 2020 Registration of Candidates

In a break from the norm, the 2020 KCPE and KCSE candidates will be registered in 2019. Effectively, current class seven learners will all be enlisted for the 2020 KCPE examinations while, all current form threes will be entered for the 2020 KCSE exams. The Kenya National Examinations Council, KNEC, has thus directed that the registration be carried out between 2nd and 30th September, 2019. Secondary school principal in trouble after Senator Mutula Junior Launched a complaint against her

A secondary school principal is in trouble after Makueni Senator, Hon. Mutula Kilonzo Junior, launched a complaint against her to the Ministry of Education. Mwaani Secondary school principal, Mrs. Joan Muchina, is finding herself on the wrong side of the law for allegedly mistreating a form four candidate at the school. The girl whose father, who is now dead, used to work at the school spent most of the third term at home due to fees related problems; even after well wishers raised a huge some of the fee balance that was paid to the school.

In a memo dated 13th November, 2018, the Senator outlines full details on alleged misconduct by the principal and why he wants action taken against the principal. Here is an excerpt from the letter sent to the Education Ministry’s Principal Secretary, PS, Dr. Belio Kipsang;

“I refer to a story that has been circulating in social media on the unfair treatment of a form four candidate, Brigitta Wayua Sammy, in the said school (Mwaani Girls’ Secondary school) by the principal.

It is alleged that the girl’s father had been employed as a security officer in Mwaani Girls’ Secondary School since 2012. His two daughters were schooling in this school, on an arrangement on settling school fees. His elder daughter, Justina, completed her studies and is now a fourth year (student) at Maseno university. His second daughter, Brigitta who is currently sitting for her KCSE (Kenya Certificate of Secondary Examinations), has not had an easy time in school for the whole of this year (2018) after his father lost his job in the school. (She, Brigitta, is herein after referred to as the student).

Brigitta’s school life changed drastically when the new principal, Mrs. Joan Muchina, was transferred to Mwaani Girls’ Secondary School. She dismissed her father a week after her arrival without paying his terminal dues. In the same week, the girl was sent home for school fees. She was home for three (3) months before her sister highlighted the case in a face book post in May 2018. A whatsApp group was formed which we (used to) raise around Ninety thousand shillings (Kshs. 90,000). Her balance was around one hundred and seventy thousand (Kshs. 170,000).

The Principal allowed the girl in school for only a few weeks but sent her home again shortly, thereafter.

On or about September 2018, Justina (Her elder sister) paid seven thousand and five hundred shillings (Kshs. 7,500) being her third term fees, using her HELB (Higher Educations Loans board) loan but the principal still sent her home at around 6.30 pm. She walked for over twenty kilometers (20km) to her home at west Ngoini, Muvau ward. By God’s grace she arrived safely at midnight.

Unfortunately, her father died on 16th October 2018 while undergoing treatment at Kikima, Mbooni Sub County Hospital. The school ignored the matter even when he was a parent of one of their students and a former member of staff.

The mother of the student pleaded with the principal to allow her back to school to no avail. Instead, she hauled insults to her in front of her daughter. The student spent her third term at home until a week to the commencement of the Kenya Certificate of Secondary Examination when her class teacher called to inform her to go to school for her exam.

The principal has called and texted Justina severally threatening to deal with her, if she keeps on exposing the ill treatment of her younger sister. She has sent Justina’s neighbour to inform her that she will sue her for defamation. she has also threatened to write a story about her father’s death, which she alleges was suicide (due to suicide).

Justina has already lodged a formal complaint with the County Director of Education, Makueni County.”

Senator Mutula, who is also the Senate Minority Whip, now requests Dr. Belio Kipsang to investigate the matter.

To get a teachers’ registration number, you must tender your application to the Teachers’ Service Commission of Kenya (TSC). Before you embark on the application, it is good you note the following:

Important Notes for Applicants (TSC Does Not Accept Paper Applications).

1.   All sections of this registration application MUST be completed in full.
2.   Please fill in all the required information.
3.   It is a serious offence to willfully give false information to the Teachers Service
Commission. The law provides that any person convicted of the offence may
be fined up to Ksh 100,000 or imprisoned for Twelve (12) months or both
(Section 44 of TSC Act No. 20 of 2012).
4.  You can save part of this form and complete it on a later time if necessary.
5.  Scan and Attach Only the  Required Documents:
a. Only original documents should be scanned and uploaded.
b. For example ID, affidavit, marriage certificate, police abstract as is applicable
6.  For Duplicate Certificate Application a non refundable fee of Kshs. 2055/- deposited to the TSC Registration Account

Under Article 237(2) of the Constitution, the Commission is mandated to perform the Registration of  trained teachers.

The following are required for one to register for a new Teachers Service Commission Number (TSC N0.), in Kenya:

  1. For New Registration a non refundable fee of Kshs. 1055/- deposited to the TSC Registration Account:
    • National Bank of Kenya (Direct Banking to A/C No. 01001000905001 or
    • Simple Banking using Pay Bill Business Number 625625 is required for processing your certificate. Ensure you have Bank Deposit Slip before proceeding with the application.
  2.  Scan and Attach Only the  Required Documents:
    a. Only original documents should be scanned and uploaded.
    b. For Expatriate Teachers, attach a letter of clearance from Ministry of Education
    Vetting Committee.
  3. The required documents are:

Nemis data for form ones and new learners deleted: Education news

Data for some form ones on the National Education Management Information System, Nemis, has been erased by mistake. This is after a technical hitch was experienced at the portal that stores all primary school and secondary school learners’ information, in Kenya. The erasure does not only affect the 2020 form ones but also new comers in some schools.

“We had registered over 200 students on the system. But, the system shows that we now have zero form ones. Uploading data into this system was a herculean task. We had to trans night so as to beat set deadlines,” says a teacher whose school’s Nemis data had been deleted.

The ministry officials had promised to sort out the mess by Monday.

The government uses the crucial data on Nemis to disburse fees capitation for learners in all public schools. The data is also used for the medical insurance scheme for learners that is provided by the National Hospital Insurance Fund, NHIF. Further, details on Nemis are used to identify participants during co-curricular activities championships.

It is a mandatory requirement that all learners be captured on Nemis. But, in some cases the process of enlisting the learners has been hampered by lack of birth certificates for some of them. Those seeking transfers away from their current schools must get approval through a process that encompasses use of the system.

  2. Bachelor of Education degree from a recognized institution;
    OR
  3. Bachelor of Arts/Science with Education from a recognized institution;
    OR
  4. Bachelor of Arts/ Science and a Postgraduate Diploma in Education from a recognized institution.
  5. Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;
  6. Certificate in Education Management and curriculum supervision course lasting not less than four (4) weeks from a recognized institution
  7. Certificate in computer application skills from a recognized institution; and
  8. Shown merit and ability as reflected in work performance and results.

Ministry of education FDSE circular 2021

The Ministry of Education has released the 2021 Free Day Secondary Education (FDSE) funds at a capitation rate of Kshs.4656.00 per student. From this amount, the Ministry has retained Ksh.337.20 for students’ medical cover (Edu Afya), Ksh. 50.00 for the SMASSE programmes and Ksh.526.25 for the provision of set books.

Consequently, schools have received Ksh.345.00 per student for expenses related to tuition and Ksh. 3,397.55 per student for Operational expenses.

The enrollment data that has been used for this disbursement was extracted from NEMIS on Monday 7th December 2020 at 9.35 AM.

The total annual allocation for Maintenance and Improvement (M&I) for 2021 is Ksh.5,000 of which Ksh.2,000 has been disbursed in this disbursement of January 2021. The rest of the funds will be disbursed in subsequent disbursements. Principals are required to adhere to the set guidelines in the utilization of the funds.

Ministry asks schools to employ ICT teachers; These will be their responsibilities

The Ministry of Education has asked all schools to employ ICT teachers who will assist in submitting online returns. Through a circular dated January 13, 2021 Education Principal Secretary, Dr. Belio Kipsang, says the teachers will assist in ensuring that the submitted data meets the minimum integrity threshold.

“As you are aware, most of the services are now digital. Schools are advised to have one ICT Teacher to help in carrying out most of the online services.” Says Dr. Kipsang.

In the Circular that has been copied to all Regional and County Directors of Education, Kipsang says having the ICT teachers will save schools the agony of filing important returns at cyber cafes; where the data may be compromised.

SUPPORT STAFF.

According to the guidelines released by the Basic Education Principal Secretary (Dr Belio Kipsang), last year, day schools with one stream should only have a maximum of 5 workers while the largest school with 15 streams can only higher not more than 37 workers on BOM terms (See tables below). These guidelines were adapted from the Kilemi Mwiria Task-force Report of 2014.

The earlier guidelines barred day schools with less than three streams from hiring ICT technicians. (See table below).

The school nurse should also double up as a matron while recruited artisans should be able to execute multiple tasks (multi-skilled).

Dr Kipsang has also instructed schools to remunerate their staff as per the earlier guidelines (also adapted from the Kilemi Mwiria Task-force Report of 2014) and dispatched to schools. The teaching and non-teaching staffs should be employed on permanent and pensionable terms. the lowest earning worker should pocket Sh9,660 while the highest earner will receive a monthly perk of Sh41,000. But, these salaries are to be pegged on the workers’ qualifications.

TASKS TO BE CARRIED OUT BY THE ICT TEACHERS

Among other responsibilities, the Ministry has directed that the ICT teachers help school heads and principals in carrying out the following functions:

  1. Assist Heads of Institutions in ensuring that all learners are registered on Nemis.
  2. Help in uploading of Free Day Secondary Education (FDSE) receipt of funds.
  3. Help in Knec registration of candidates.
  4. Advise and help teachers in the online TPAD appraisal.
  5. Provide any online data that may be required by the Ministry.
  6. Assist students in Kuccps placement applications.
