KNBS says recruitment exercise for Enumerators, Content and ICT Supervisors now completed; Census Questionnaire to have 8 sections

The Kenya National Bureau of Statistics, KNBS, Board Chairman Mr Peter Kiguta has confirmed that recruitment of Census personnel conducted through County Census Committees is complete. Mr Kiguta said focus will now be turned to training of the personnel who will oversee the all important exercise. Enumerators who will be carrying out the real data collection have been carefully selected; They have been recruited from the counties and wards where they come from through county census committees. On the Reference Night (24th August 2019) enumerators will visit houses that have already been mapped out into Enumeration Areas.

At each household, enumerators will seek information from the head of the households using a questionnaire which is divided into 8 sections: population characteristics, disability, education, labour force, ICTs, agriculture, housing and amenities, household assets.

Mr Peter Kiguta has at the same time appealed to faith-based organisations to embrace the 2019 Kenya Population and Housing Census slated for 24th/25th August. Mr Kiguta urged the organisations to utilize their networks and infrastructure to deliver Census messages and materials to their congregations across the country.

Speaking during a breakfast meeting with the organisations at Kenyatta International Convention Centre on Wednesday 17th July- 2019, Mr Kiguta said, “We would like to make a special request to you to share information about the census through announcements during services and prayers to all congregations. As the census approaches, we will be reaching out to you and give you census materials to be distributed across the country”.

He also requested the leaders to encourage household heads in their congregations to receive census enumerators, and to provide all information required. He indicated that the census takes place after every ten years and the information sought is of great value to the government.

For the first time, the enumeration process will be paperless because data will be captured using tablets. KNBS Director General Mr Zachary Mwangi reiterated that the use of technology during the enumeration process will shorten the time taken to release preliminary results, which would be three months after the completion of enumeration. Mr Mwangi also said data would be transmitted to the server from the start of enumeration in real time.

The Census is an important process to which the Government attaches great value, due to the need for evidence in planning. In relation to this, Mr Mwangi said, “data generated will be used to up-date various socio-economic and demographic indicators, provide benchmark indicators, resource allocation, review of administrative boundaries, give population projections, develop sampling frames and used for research”.

This meeting was held as part of the intensive nationwide communication and advocacy campaigns that will involve a combination of approaches including the use of traditional and social media, face-to-face meetings with various leaders and dissemination of information, education and communication materials to the lowest administrative units.

The 2019 Population and Housing Census, it the sixth since Kenya attained independence. It is the first census to be conducted since the introduction of devolution as provided for by the Constitution of Kenya 2010.

The Census is an important process to which the Government attaches great value, due to the need for evidence in planning. Evidence-based decision making is a universally recognised approach to the efficient management of countries.

The United Nations recognises the importance of population and housing Censuses and therefore has issued international principles and recommendations to assist statistical offices and Census officials, throughout the world, in planning and carrying out improved and cost-effective censuses.

2019 Census Progress- Several in police custody, exercise to end on August 31, 2019

The government has adjusted operation mechanisms for the 2019 Kenya Population and Housing Census and put in place measures to ensure the enumeration pace picks up following a resolution by an inter-ministerial meeting convened earlier today.

The enumeration period in major urban centres (Nairobi, Mombasa, Nakuru, Eldoret, Kisumu, Kakamega, Nyeri, Kiambu, Thika, Machakos, and Kisii) will now run from census from 6am to 10pm while the schedule for other areas has been fixed at 6am to 6pm.

Providing these updates from the census communication centre at Teleposta Towers, Interior PS Dr. Karanja Kibicho said census personnel will be paid accordingly based on the working hours and directed all content supervisors to make reports in this regard.

The PS forewarned of severe action against individuals attempting to block the exercise and urged members of the public to report any anomalies through the toll free number (0800221020.
“It is every Kenyan’s constitutional right and responsibility to take part in matters of national interest, and census is one of them. The security of our census personnel and the members of the public remains our top priority, and we have gone out of our way to quell some minor provocations,” Dr. Kibicho said.

So far, several people, among them chiefs, elders, and enumerators, are in police custody awaiting arraignment in court to face various charges, including incitement to violence and attempting to sabotage a national exercise.

Dr. Kibicho also divulged that a group of individuals are on detectives’ radar for trying to cook figures and urged National Government Administration Officers and the census personnel to uphold the integrity of the whole process by ensuring the exercise is carried out based on the results of the cartographic mapping and the stated enumeration areas.

He said: “Our system is integrated and foolproof; we also have a reliable way of monitoring and verifying the data. All those inflating numbers will surely bear individual responsibility for the same.”

The PS also reassured Kenyans that more adjustments will be made progressively from both operational and administrative perspectives to ensure no one is left out. The exercise will run until the 31st of August 2019.

KNBS kicks off training of ICT Supervisors, Enumerators and Content Supervisors in readiness for Census

The Kenya National Bureau of Statistics, KNBS, has kicked off the training of recruited personnel who will oversee the August Population and Housing Census. According to KNBS Chair Peter Kiguta, Training of Trainers, ToTs, started on July 15.

“To ensure that this process is seamless, the training phase of the enumeration personnel kicked off on Monday 15th July 2019, with the Training of Trainers (ToT) in Machakos County. ICT supervisors, content supervisors and enumerators will also undergo training up until 20th August 2019, a few days shy of the 2019 Kenya Population and Housing Census enumeration,” said Kiguta.

Kiguta said KNBS recruited 2,700 ICT Supervisors, 27,000 Content Supervisors and 135,000 Enumerators for the upcoming Census exercise.

ICT Supervisors will train Content Supervisors who will then train Enumerators for this year’s paperless census activity. In a break from the past, this year and for the first time, the exercise will be digital and tablets will be used to collect Census data.

Those recruited were taken through rigorous interviews; that included both written and oral interviews. Most of those absorbed will work in their backyards since they understand the areas better.
“A case in point was at the oral interview, the candidates were required to present their original certificates, testimonials and National Identity cards for verification. Presentation of photocopy IDs and certificates saw many lose to other candidates who strictly adhered to the rules,” he added.

The local chiefs and their assistants played a key role in the recruitment process so as to ensure only locals were recruited. In fact it is them who received the applications and gave recommendations on suitability of candidates.

“The County Census Committees were expected to consult with local leaders, chiefs, village elders and assistant chiefs to certify that those recruited were from the specific areas they will be deployed to. Furthermore, for transparency and accountability, personnel details of the successful persons were vetted for approval at the county level and at the headquarters in Nairobi,” Kiguta further explained.

According to the agency, on the Reference Night (24th August, 2019) enumerators will visit houses that have already been mapped out into Enumeration Areas. They have been recruited from the counties and wards where they come from through county census committees. Enumerators will therefore be familiar to residents. They are in the process of being trained to ensure that they will be well prepared and capable to carry out this important national exercise.

ADMINISTRATIVE AND LOGISTICAL ISSUES FOR CENSUS

a) Training Schedule for Content Supervisors and Enumerators

  1. Training for Content Supervisors will be starting at 8.00am to 5.00pm every day as from 5th to 11th August, 2019 (a period of 7 days);
  2. All participants (trainees and trainers) are expected to report in time and be present for all the training days,
  3. After the training of Content Supervisors, the team will travel to various training centers for the Enumerators on 12th August, 2019 (mostly schools at divisional levels);
  4. Training venues for the Enumerators will be shared at the end of the training of Content Supervisors,
  5. Training of enumerators will start at 8.00am on 14th August, 2019 for a period of 7 days;
  6. All the Trainers/Coordinators, ICT Supervisors and Content supervisor’s will be expected to visit the training venues on 13th August, 2019 to ensure they are well set for the training of Enumerators;
  7. All the teams will travel on 21 August, 2019 to the various Enumeration Areas in readiness for pre-enumeration listing of Households, which is expected to be done on 22nd and 23rd August, 2019;
  8. During the ongoing training, all the Content Supervisors will be expected to comprehend each and every part of the training in readiness to train the next cadre of census personnel;
  9. After successful completion of the ongoing training, you will be engaged to train Enumerators and later Supervise data collection in the areas you will be assigned
    a) Accommodation
  10. As communicated to you earlier, the training of Content Supervisors and
    Enumerators will be NON-RESIDENTIAL in all the Counties except for ASAL Counties/regions where enumerators will be on full board;
  11. ICT and Content Supervisors will be expected to make arrangements for their own accommodation during the next set of trainings
  12. During training of Content Supervisors and training of Enumerators the Content Supervisors will be entitled to Ksh 2,500 (less statutory deductions) for 16 days (8 days training content supervisors and 8 days training of enumerators) which will be paid later after successful completion of census enumeration;
  13. An advance payment of 5 days (Ksh. 15,000 for ICT Supervisors and Ksh. 12,500 for Content Supervisors) will be made in the course of the training to facilitate you during the trainings and data collection.

It will be the responsibility of the Content Supervisors to ensure that all the Enumerators under them are issued with all the required mobile devices and at the end of the exercise the Content Supervisors will be expected to collect all the mobile devices and surrender them to their respective ICT supervisors who will in turn be expected to surrender the same to the CSO.

  1. Other Materials:
    • Writing materials (notebooks and pens) will be issued by the training facility:
    The enumerators manuals are available and will be dispatched to
    various enumerators training centres and the ICT and Content Supervisors will be expected to ensure all the enumerators are issued with them in time;
    The remaining materials for use during enumeration that include ID badges, Bags, Reflector Jackets, Felt Pens, Chalk, Call back cards, travelers’ cards, Structure numbering cards (for ASAL) will be issued towards the end of Enumerators Training.

e) Personnel Details:

  1. All participants in the training MUST sign attendance registers on a daily basis morning and afternoon) and all the documents should be handed over to CSO/CSO Representative at end of trainings. A standard format has been availed
  2. The CSO/Sub County CSO Representative will provide secretariat staff to assist in logistics of registration and maintaining of records during trainings.
  3. All personnel will be issued with Biodata forns, which must be filled within the first two days of training. All necessary attachments will be required.
  4. All trainees who successfully complete the trainings shall be expected to take oath of secrecy and sign the contracts before deployment
  5. All details including: name, ID Number, Tel No etc. must be captured in a standard template and verified by all trainees before end of training.
