The Kenyan Government has come up with a raft of measures to protect Citizens against the effects caused by the CoronaVirus Pandemic. These measures were announced by President Uhuru Kenyatta on Wednesday even as more cases of CoronaVirus patients were reported. Among the measures put up by the Government is to reduce taxes and imposing no penalties on any loan defaulters.

“Fellow Citizens,
The Coronavirus (COVID-19) Pandemic is an unprecedented global health crisis that has so far manifested in over 184 Countries and Territories. Globally, over 400,000 cases of the virus have been reported.
Here in Kenya, it has been 12 days since our first confirmed case of Coronavirus.
Our Nation’s response has been comprehensive and multi-faceted; with the Ministry of Health leading the charge by announcing policy measures and behavioural protocols, geared towards limiting the spread of this disease.
These policy measures and behavioural protocols continue to dramatically change our way of life. Additionally, various State Agencies and Private Sector Entities have complemented our efforts by implementing further measures, which we appreciate and applaud.
Fellow Kenyans,
Yesterday, Kenya had 25 confirmed cases of the Coronavirus. Today, we have received confirmation of an additional 3 new cases, bringing our national tally to 28 confirmed cases.
Amidst this trend, I am pleased to announce that numerous other suspected cases have been found to be negative after rigorous testing. More importantly, we have today registered one recovery of the patients. This is a clear indication that we can and we will beat the virus.
Many more persons, both Kenyans and Foreigners, remain under close monitoring under either self-quarantine or compulsory-quarantine; measures which we have taken to ensure the safety of all our People.
I wish to assure you all that as a Government, at both the National and County Levels, we are implementing strict evaluation and monitoring protocol, designed to proactively seek out and test persons who may be carriers of this virus.
I also wish to assure you all that we are continuously enhancing our testing and quarantine capacity on a day-to-day basis, as supported by our development partners and international organizations. We are grateful to Kenya’s friends like Jack Ma, who yesterday donated testing kits and other equipment’s.
We are and we will remain ahead of the curve.
Fellow Kenyans,
In recognition of the extra-ordinary nature of this global tragedy and its enormous local effects, and conscious of the solemn duty of the Government to guarantee the enjoyment of social, civil and economic rights; my Administration has made and will continue to make targeted state interventions to cushion every Kenyan from shocks arising from COVID-19.
I recognize the anxiety that this pandemic has caused millions of Kenyan families; fearful of what the future may hold for them and their children. And the possibility of job losses and loss of income weighing heavily on their minds.
In order to protect jobs for our people and to provide some certainty for both employees and their employers, I, as your President, ORDER and DIRECT as follows:
That the National Treasury implements the following immediate reliefs and increase disposable income to the people of Kenya, through:
100 % Tax Relief for persons earning gross monthly income of up to Ksh. 24,000.
Reduction of Income Tax Rate (Pay-As-You-Earn) from 30% to 25%.
Reduction of Resident Income Tax (Corporation Tax) from 30% to 25%;
Reduction of the turnover tax rate from the current 3% to 1% for all Micro, Small and Medium Enterprises (MSMEs);
Appropriation of an additional Ksh. 10 Billion to the elderly, orphans and other vulnerable members of our society through cash-transfers by the Ministry of Labour and Social Protection, to cushion them from the adverse economic effects of the COVID-19 pandemic;
Temporary suspension of the listing with Credit Reference Bureaus (CRB) of any person, Micro, Small and Medium Enterprises (MSMES) and corporate entities whose loan account fall overdue or is in arrears, effective 1st April, 2020.
Consequentlt:
The National Treasury shall cause immediate reduction of the VAT from 16% to 14%, effective 1st April,2020;
That all Ministries and Departments shall cause the payment of at least of Ksh. 13 Billion of the verified pending bills, within three weeks from the date hereof. Similarly, and to improve liquidity in the economy and ensure businesses remain afloat by enhancing their cash flows, the private sector is also encouraged to clear all outstanding payments among themselves; within three weeks from the date hereof.
That the Kenya Revenue Authority shall expedite the payment of all verified VAT refund claims amounting to Ksh. 10 Billion within 3 weeks; or in the alternative, allow for offsetting of Withholding VAT, in order to improve cash flows for businesses.
That Ksh. 1.0 billion from the Universal Health Coverage kitty, be immediately appropriated strictly towards the recruitment of additional health workers to support in the management of the spread of COVID-19.
1 In that regard, I further direct the Ministry of Health, the County Governments and the Public Service Commission to expedite the recruitment process.
In sharing the burden occasioned by the present global health pandemic, over the duration of the global crisis and commencing immediately, my Administration has offered a voluntary reduction in the salaries of the senior ranks of the National Executive, as follows:
The President & Deputy President – 80%;
Cabinet Secretaries – 30%;
Chief Administrative Secretaries – 30%;
Principal Secretaries – 20%
I call on the other arms of Government and tiers of Government to join us in this national endeavour, by making similar voluntary reductions; which will free-up monies to combat this pandemic.
Further to the guidelines issued encouraging State Agencies to establish and implement frameworks for staff to work from home;
I hereby order and direct that all State and Public Officers with pre-existing medical conditions and/or aged 58 years and above, serving in Job Group S and below or their equivalents, take leave or forthwith work from home, excluding personnel in the security sector and other essential services as outlined in the circular issued to the Public Service on 16th March, 2020.

The Central Bank of Kenya has additionally rolled out the following Measures:
The lowering of the Central Bank Rate (CBR) to 7.25% from 8.25% which will prompt commercial banks to lower the interest rates to their borrowers, availing the much needed and affordable credit to MSMEs across the country.
The lowering of the Cash Reserve Ratio (CRR) to 4.25 percent from 5.25 percent will provide additional liquidity of Ksh. 35 Billion to commercial banks to directly support borrowers that are distressed as a result of the economic effects of the COVID-19 pandemic.
The Central Bank of Kenya shall provide flexibility to banks with regard to requirements for loan classification and provisioning for loans that were performing as at March 2,2020 and whose repayment period was extended or were restructured due to the pandemic.
I have re-organized the ordinary calendar of Cabinet, its committees and key State Agencies so as to apply a whole-of-government approach to the COVID-19 Pandemic, and to foster enhanced responses to the same.
We have further introduced close co-ordination and collaboration with the County Governments; in addition to the establishment of sectoral Working Groups to more effectively and expeditiously implement action-points.
Fellow Kenyans,
On behalf of a grateful nation, I extend our heartfelt and eternal gratitude to our Medical Professionals and Health Workers, for their exemplary work that is the backbone of our continuing successes in limiting COVID-19 within our Borders.
I also wish to recognize and thank all Kenyans serving in critical and essential service sectors, for their excellent efforts which have ensured the continuity of our supply-chains and the provision of critical and essential services.
To honour their hard work and sacrifice, it is incumbent on every Kenyan to support the efforts of our Medical Professionals, Health Workers, Critical and Essential Services Providers, and the Government as a whole by reducing movement and congregating in large groups.
To that end, the National Security Council has sanctioned and caused the issuance of a Public Order Number 1 on the Coronavirus Pandemic, with the following key aspects:
That effective Friday, 27th March, 2020; a Daily Curfew from 7 p.m. to 5 a.m. shall be in effect in the territory of the Republic of Kenya, with all movement by persons not authorized to do so or not being Medical Professionals, Health Workers, Critical and Essential Services Providers, being prohibited between those hours (The full list of Critical and Essential Service Providers is attached below); and
That with immediate effect, the management of the Kenya Ferry Services is vested in the National Police Service, the Coast Guard and the National Government Administration Officers (NGAO).

Social Distancing is now our new norm, it is our new way of life.
We reiterate that the most effective way to limit the spread of the virus is through basic changes in individual behaviour and hygiene. We have recently experienced cases within our country where transmission was from our political and religious leaders who unfortunately did not heed the guidance by the Ministry of Health on self-quarantine and social distancing.
I therefore once more call on everyone to:
– wash hands frequently with hand sanitizers or soap and water for at least 20 seconds;
– cover our nose and mouth when coughing and sneezing with tissue or flexed elbow;
– avoid close contact with anyone with cold or flu-like symptoms.
These measures will slow the spread and ease the effects of COVID-19 on our Nation, and allow our Health Care System and our First Responders to most effectively deal with the Pandemic.
Fellow Kenyans,
Our Nation has always overcome and emerged from seemingly insurmountable challenges stronger and better.
Defeating this Pandemic demands cooperation, collaboration and common action.
More than that, it calls for unity and shared understanding, strict adherence to the protocols issued by the Ministry of Health and other relevant Agencies, and the adoption by every person of measures that will contain the spread of the virus.
Every time we have been faced with adversity Kenyans have coalesced together and pulled each other out of the situation.
Our nation shall prevail, the aspirations of our destiny shall stand. Together we shall be victorious, Pamoja tutashinda. We can and we shall defeat the Coronavirus Pandemic.”

Who should pay Turnover Tax?
Turnover Tax (TOT) is payable by any resident person whose turnover from business does not exceed or is not expected to exceed Kshs 5,000,000 during any year of income.

TOT payers are also liable to pay Presumptive Tax at a rate of 15% of the Single Business Permit fee payable or licence payable. However, Presumptive Tax paid will be offset against the TOT payable.
Eligible taxpayers are advised to log onto iTax, add the TOT obligation, file the monthly returns and make payment.

The students are selected after doing their Kenya Certificate of Secondary Education, KCSE, examination and getting the minimum University entry requirement. The KCSE students must first apply to KUCCPS to be selected to preferred programmes. The students can apply at school level or apply individually during the first and second revision windows.
Once the applications are closed, KUCCPS then places the KCSE students in preferred courses depending on the student’s score, number of available vacancies against applicants among other selection criteria. In not satisfied with the University that you have been selected to join then you can apply for Inter-Institution Transfer.
The placement body then announces the selection results and students can access the admission lists and download their admission letters.

The Teachers Service Commission, TSC, has suspended the ongoing interviews for teachers shortlisted for promotions. This follows the recent outbreak of the Corona Virus (Covid-19) pandemic. The Commission has been running interviews for various promotional vacancies; over the past few weeks.
This latest directive comes after the President ordered for immediate closure of all learning institutions in order to curb further spread of the disease.
It is not only TSC operations that will be paralyzed. Most organizations have been forced to shut down operations as they wait and see what happens next.
“We have suspended learning in all our education institutions with immediate effect. Consequently, and to facilitate a phased approach, primary and secondary day schools are to suspend operations from tomorrow,” said President Kenyatta on Sunday evening in his address to the Nation.
“For those in boarding schools, the school administration is to ensure that students are home by Wednesday, 18th March 2020 while Universities and Tertiary Institutions are to close by Friday, 20th March 2020,” added the head of state.
The President at the same time urged government offices, businesses and companies to allow employees to work from home, with the exception of employees working in critical or essential services.
The President exuded confidence that the Corona Pandemic will be defeated in due course. “This pandemic will test us, as it is testing all countries in every corner of the world, but I do not believe it will defeat us. If we pull together, and everybody does their part, we shall overcome its worst impacts,” an optimistic Uhuru said.

Theresa’s Girls Secondary School had a humble beginning, as a primary School in 1935, with two distinct sections, the Girls Boarding section and Boys Day section, with two Headteachers in the church compound. As the population of the twin sections of the school increased, it became necessary to separate the Boys from the Girls. The Boys moved to Kibuye mixed primary school.
In 1986, the Catholic Church together with a group Kisumu Catholic faithful, calling themselves Kisumu Catholic Education Society, came up with the idea of providing Secondary Education for Girls. This bore fruit in 1987 when the School was registered as a single stream Boarding Secondary School. In order to give room, the Girls primary was moved to a new site, renamed St. Mary’s primary school to avoid confusion.
The initial infrastructure the school used were inherited from the two primary schools. the need for building facilities arose. The Archdiocese of Kisumu came in handy and put up a dormitory named St. Joseph and a multi-purpose hall attached to a kitchen . Between 2000 – 2005, the school population increased, other buildings were required, in 2000 the first fund raising was done, together with the school’s savings, two Laboratories and four classrooms were constructed named Austin Orowe Wing.
In order to address congestion in the dormitory. The Board sought assistance from the Franciscan Brothers in Germany, the donation was used to put up storey dormitory named St. Francis in 2004.
Kisumu Town West constituency has not been left behind in the school development plan. In order to address classrooms needs of the School, the constituency development fund committee accepted to construct a two storey building made up of 12 classrooms. So far the ground floor is complete with four classrooms currently in use. To date Kenya shillings four million three hundred thousand (Kshs. 5,300,000/=) has been disbursed from the constituency fund towards this project.
The year 2008/2009, the school bought a 51 seater bus and sunk a borehole. The borehole has eliminate the perennial water scarcity. The school continues to do well in curricula and co curricula activities as seen in the ever improving results and performance in games and drama/music.

The Kenya National Examinations Council has told schools to edit candidates’ data so as to avoid errors on their details. According to the latest circular to schools, data for the 2020 Kenya Certificate of Secondary Education (KCSE) and Kenya Certificate of Primary Education (KCPE) candidates should be edited by 15th March, 2020.
“Sub County Directors of Education in-charge of private centres, Heads of Primary and Principals of secondary schools are informed to log into the registration portal using their credentials and edit the data by 15th March, 2020,” says Dr. Mercy G. Karogo (the Acting Knec Chief Executive Officer).

Karogo says the registration portal has been activated for the editing of the 2020 KCPE and KCSE registration data and photographs.
“Errors on registration data noted earlier during the verification process should be corrected online and nominal rolls printed for final verification,” she adds.
The editing process will not allow insertion of new candidates or deletion of candidates and any requests on the same should be communicated officially to KNEC by submission of letters and registration requirements by 16th March, 2020.
The registration of candidates for the 2020 KCPE and KCSE examinations ended on 15th February, 2020. Close to two million candidates have been registered to sit for this year’s national examinations. According to statistics released by the Kenya National Examinations Council, Knec, 1,938,667 candidates will sit for the final primary and secondary examinations in 2020. Of this number some 751,150 candidates will sit the Kenya Certificate of Secondary Education (KCSE) examinations while 1,187,517 others will sit the Kenya Certificate of Primary Education (KCPE) examinations.

Ruchu Catholic Mission was established in 1910 by Italian Missionaries. The school was established in 1927 as a primary school for both boys and girls who were learning in four mud walled classrooms for standards 1 and 2. The standard three (3) classrooms were constructed in 1933. When pupils learnt standard 1,2 and 3, they would drop out or seek further studies in class four (4) to six (6) in Mathari Catholic mission in Nyeri. This went on up to the year 1944. In 1945 classes were constructed for standard four (4) and five (5). The school started offering the common entrance examination which was taken at the end of class four (4). The standard six (6) class was constructed in 1952 and the first KAPE candidates sat the examination in 1954 which is the same year that the first permanent building was constructed in the school. Kijabe Boys High School was established in 1939 when the Missionaries concerned with literacy began a form of teacher training. In the year 1950 Kijabe became a college for teachers before it was transformed into primary school for boys. In 1962 it was converted into a boarding high school for boys.
In 1957 a boarding primary school for girls was started and later changed into a boarding girl’s high school. In 1964 the girls and boys were amalgamated into one, which grew into a three-streamed school from form one to form six offering science, arts, and technical subjects. In 1987 the school was split into a boy’s high school and a girl’s high school.

Kenya has four new confirmed cases of coronavirus as at Sunday March 29, 2020. Of the new infections, one is Kenyan Kenyan and three foreigners. Kenya now has 42 confirmed cases.

UPDATE OF CORONAVIRUS IN THE COUNTRY AND RESPONSE MEASURES AS AT 29th MARCH, 2020
Fellow Kenyans, Welcome to the daily update on the current status of Coronavirus disease outbreak in Kenya. As of yesterday the global figures stood at 571, 678 of persons who have tested positive for Coronavirus while 26,494 have succumbed since the disease outbreak.
Yesterday alone within a period of 24 hours Italy reported 971 deaths while Spain recorded 769. The USA recorded a total of 16894 new cases with 252 deaths in a period of 24 hours.
This scenario reflects the possible outcomes we are likely to face if we are complacent with the measures the government has put in place.
In our situation, in the last twenty-four hours, a total of sixty nine (69) samples from suspected cases of Coronavirus have been analyzed in our various laboratories. Out of the 69 samples we have received confirmation of four (4) people who have tested positive for the Coronavirus disease. They include one Kenyan and three foreigners from America, Cameroon and Burkina Faso. This now brings to 42 the number of those who have tested positive for the virus in Kenya.
All the four confirmed cases three are from Nairobi and one from Mombasa. Nairobi Country continues to lead with 31 cases of those who have so far tested positive, followed by Kilifi with six, Mombasa with three, while Kajiado and Kwale with one each. Out of the 42 positive cases, 24 are male while 18 are female.
Tracing of contacts for the 42 confirmed cases is ongoing. The total number of close contacts that we are monitoring stands at 1426. Out of this number, 215 have been discharged after completing the mandatory 14 day follow up period. Currently, our teams are monitoring 919 close contacts. We have 18 individuals admitted at Mbagathi Hospital awaiting test results.
CS Mutahi Kagwe’s rallying call to all Kenyans.
To date we have tested 877 persons for the Coronavirus disease. Today our medical teams have embarked on mass testing for all those persons who arrived in the country last week, and are currently under mandatory quarantine in various designated hotels and Government facilities. These tests are based on dates of arrival, it is important that suspects will remain in quarantine for the full duration. However those who test positive will be taken isolation facilities.
The exercise will continue until all those in the facilities are tested. We want to appeal to all Kenyans to embrace this fight against coronavirus as opposed to assuming that it is a government affair, because it is not. It is very wrong for those who are misinforming the public on this matter.
For instance we have noted the misinformation doing the rounds in social media where a leader in this country is claiming there are over 7000 people in mandatory quarantine. This is not true.
For the record we have 2050 people currently in mandatory quarantine in all the hotels and government designated facilities. It is immoral and unethical for anyone more so a leader in the country to mislead people for whatever reasons they may have particularly with regard to the fight against Coronavirus.
Fellow Kenyans, we want to inform you that we are expanding our capacity for purposes of intervention measures particularly in the counties. We want to thank the private sector and other donor communities, who are working with the government through the ministry of Trade and industry and have been able to provide products such as masks and Protective Personal Equipment (PPE). As government, we have plans to ensure that in the next few weeks, we are able to manufacture some of these materials locally for self sustainability.
We want to appeal to our people to observe the curfew as one of the measures aimed at curtailing the spread of the virus. However curfew alone does not eliminate the spread of the virus but it is to slow down the transmission.
In the same vein we are urging employers to release their employees early from their work stations, so that they can reach their homes in good time. In the event they do not allow their employees to leave early then they should be prepared to accommodate them at their own cost.
We want to reiterate that Cargo flights from all over the world are no restricted but only passenger flights. As we conclude I want to reemphasize that hand washing is the best option to prevent the spread of the disease. I urge people to use soap and water as a first measure.”
